The Milford City Council met on July 21 to discuss a variety of matters. - Sandy Russell, council member, read the Safety Services Committee report to council. The committee continued the talk from the previous council meeting about RVs being parked in residential areas. Currently, the ordinance does not allow a person to park or keep any semitrailer or any truck that weighs more than 10,000 pounds in a residential district, except if it's in a completely enclosed garage or other accessory building. And if it is going to be parked in any area of the city outside of a residential district, it can't be for more than two hours, barring special parking permits. Originally, the committee discussed whether they ought to raise the weight limit to 12,500 pounds, but Russell said weight actually isn't the issue. "If it were to go by the weight, then most would be allowed," she said. An online survey for residents and business owners about the issue was considered. One resident, Maureen Riopelle, who lives on McCormick Trail, expressed her concern to the committee that RVs in subdivisions lowers the property values of homes. Riopelle said she would like to "protect her
investment." She also said the survey, if done, should be accessible to those without internet access. Pam Holbrook, assistant city manager, asked Riopelle if she'd like to be on an ad hoc committee to help on the issue, including coming up with survey questions. Riopelle agreed to help. Two other residents, who also on McCormick Trail, also offered suggestions and requested to be part of the ad hoc committee. Holbrook will lead that committee, and send the questions for review to the Safety Services Committee. - Nearly two years ago in November 2018, Phil and Suzanne Ditchen received permission from council to construct four single family residential homes at 308 High Street. The Ditchens would live in one of the homes, and rent out the other three. Now, a stormwater project to extend the stormwater line on High Street and install a stormwater catch basin for the four lots, has been proposed to the committee because of the construction of the four homes. Phil Ditchen said two of the lots are under contract, and he submitted the permit documents. But the project has been held up, and the two potential property owners of the lots are "wanting clarification on when we are moving forward," Kim Chamberland, council
member, said. The next step in the process is to have it designed, but there's an open question of who pays for it. Phil Ditchen sent a letter in June proposing to share in the project. The city would pay for the proposal, engineering design and construction documents in the amount of $3,000. Phil Ditchen would then pay for the materials at about $50,000, that would be used, and city employees would do the work. In July, Phil Ditchen sent another letter proposing to take full responsibility in the event the city does not want to participate, Chamberland said. The committee agreed to an ordinance to enter into an agreement with Roberts Engineering for engineering drawings in the amount of $7,700. The reason for the disparity between the originally proposed $3,000 and $7,700 is that it also includes a study of how this project would potentially impact the Main Street stormwater lines. No decision was made on whether city employees would do the work, but Amy Vilardo, mayor, stated she would be an opponent of that. Council approved the ordinance.
