WELCOME Welcome to this online community consultation which Clyde Shanks is undertaking on behalf of Mid Ulster District Council. This consultation has been prepared to inform and seek feedback from the local community concerning the proposed: “Redevelopment of Gortgonis Leisure Centre and playing fields comprising of the demolition and general site clearance of existing facilities and erection of a new community, health and wellbeing hub on the Gortgonis site. The proposed community, health and wellbeing hub will house a community hall, gym, day care facilities and associated ancillary accommodation. It is proposed to replace the existing pitch with a floodlit 3G synthetic pitch and 6 lane running track with outdoor play areas. The site works to the new centre and recreation facilities include formation of new access, the addition of a right hand turn lane, car parking, pavements, fencing and amenity lighting.”
We warmly invite you to take time to absorb the work the applicant and their professional design and technical team have prepared to date to support the proposed development. Given the unprecedented impact of COVID-19 on the potential to carry out this type of consultation as an in-person event, it is now being carried out as an online event. The feedback received will then be reflected upon and responded to in refining the detailed design as part of the application to Mid Ulster District Council.
The development will take place at Lands at Gortgonis Park and adjacent to the Gortgonis Sports Pavilion, Gortgonis Road, Coalisland, Dungannon.

In light of the current COVID-19 restrictions, temporary pre-application community consultation regulations were introduced in May 2020, which removed the legislative requirement for a public event. Alternative consultation methods, such as online magazines, were encouraged. Therefore, Clyde Shanks Ltd are using online tools to assist you to review, consider and provide feedback on these development proposals

EXISTING SITE AND SURROUNDING CONTEXT The Site The Site extends to an area of approximately 5.14ha, is mostly “L” shaped and is located entirely within the administrative boundary of Mid Ulster District Council. The site is located adjacent to the Gortgonis Road and within the settlement development limit of Coalisland. It is currently occupied by the Gortgoins Playing Fields that encompass a soccer pitch and Multi-Use Games Area (MUGA) along with a significant community woodland area positioned to the north and east of the site.

In terms of topography, the front section of the site gently slopes downwards from the Gortgonis Road to meet the edge of the existing soccer pitch and then slopes downwards further towards the rear of the site to the Canal. The Surroundings The surrounding area to the west, south west, south, south east and east is dominated by residential housing. To the north of the site is the Coalisland Canal and beyond this are further areas of residential housing. View south east from within site

LOCAL DEVELOPMENT PLAN AND PLANNING POLICY CONTEXT Section 45 (1) of the Planning Act (Northern Ireland) 2011 requires that all planning applications have regard to the local development plan, so far as material to the application, and all other material considerations. Section 6(4) states that in making any determination where regard is to be had to the local development plan, the determination must be made in accordance with the plan unless material considerations indicate otherwise. This is known as the Plan-led system. Local Development Plan Dungannon and South Tyrone Area Plan 2010 (DSTAP) The location of the application site is within the settlement development limit of Coalisland. Under policy ROS 1 it relates to “recreation and open space zonings” setting out that “Within areas zoned for open space, proposals will be determined in accordance with the provisions of prevailing regional planning policy.” In addition, within the DSTAP, the site is defined as an Existing Recreation and Open Space along with being a Community Woodland (CCW01).
The designation of CCW01 sets out within the DSTAP that this 3.1 hectare site is located between the canal and the existing playing fields at Gorgonis. It is proposed to plant this area as a community woodland for passive recreational purposes and to encourage wildlife. It is important that access is allowed to the woodland from the Canal footpath, playing fields and adjacent land designated for housing. Regional Planning Policy There are a number of Planning Policy Statements and other regional planning policy documents that are relevant to the assessment of the proposed development. These have all been taken into account in developing the proposed scheme and a supporting statement articulating how these have been compiled with will accompany the planning application.

PROPOSED DEVELOPMENT Design Progression The applicant’s vision for the site is to create an attractive, contemporary community, health and wellbeing hub that encompasses all the essential facilities that the local population would require. At the preliminary design stage this vision was characterised by a number of key design principles. These are as follows: •
The proposed new building to be multi-use to cater for all within the community throughout the day;
•
Facilities to include outdoor plays areas for children;
•
Ease of accessibility from community, health and wellbeing hub to pitch and running track;
•
Avoid the erection of a utilitarian building with a design that must be modern, whilst using materials that are robust but contemporary;
•
Vehicular access to be improved from Gortgonis Road with any necessary enhancements; and
•
Proposal needing to respect neighbouring properties and does not cause unacceptable impacts on their amenity by noise or being overbearing.

Proposed Design These principles were the starting point for the development of the initial design, along with the results of site surveys undertaken by the appointed environmental and technical consultants, and feedback from previous engagement with the local community. The proposed design as shown in this consultation illustrates the proposal that best represents the needs of the community. The collaborative design approach that has been undertaken with consultants has been essential to ensure the proposed scheme fulfills good design objectives and place making principles. The proposals as presented in this consultation incorporate the following elements: •
New community, health and wellbeing hub to include fitness suite and changing facilities;
•
Formation of meeting rooms/studios;
•
Creation of a community hall that would seat approximately 225 visitors;
•
Inclusion of day care facilities and ancillary accommodation;
•
An aim to achieve a disability Sport NI inclusive sports facility accreditation
•
Replace existing pitch with a floodlit 3G synthetic pitch;
•
Creation of a 6no. lane running track and outdoor play areas;
•
Provision of in-curtilage parking totaling 78no. spaces; and
•
Road safety improvements through the upgrading of the existing access and creation of a right turning lane area.

ENVIRONMENTAL MATTERS
ROADS A transport consultant was appointed to advise on access and parking matters. The site and the surrounding lands have been accurately surveyed to assist in the design of the proposed access. A Transport Assessment Form (TAF) has been completed and submitted with the planning application that was completed by AECOM. The purpose is to assess the transport impact and identify the level of parking required for the proposal in the context of its site and policy specifics. The completed TAF concluded that: •
The site has good accessibility to public transport, with high quality pedestrian facilities in vicinity of the development;
•
To encourage travel to the site by sustainable modes, the development will provide the following: •
28no. cycle parking spaces;
•
Showers, changing facilities and lockers for cyclists at the community, health and wellbeing hub; and
•
78no. parking spaces at the community, health and wellbeing hub to accommodate events as well as additional visitors.
On the basis of the above, it was concluded that the development would not have a significant impact on the environment, in transportation terms.
ECOLOGY A biodiversity checklist and preliminary ecological appraisal has been undertaken across the site by a qualified ecologist. This has not identified any significant ecological constraints to the development. DRAINAGE A Drainage Assessment has been undertaken for the proposed development in relation to drainage and flooding. It is concluded within the report that: •
The proposed development is outside the areas for fluvial, coastal and pluvial floodplains; and
•
Neighbouring properties will not be impacted as a result of exceedance of the storm system.
Detailed reports setting out the findings of the appointed consultants, their assessment of the proposed development and any proposed mitigation measures will accompany the planning application.
