WELCOME Welcome to this online community consultation. This online magazine has been prepared to illustrate two extensions and associated infrastructure to the existing Hyster-Yale factory at Carn Industrial Estate, Charlestown Road, Craigavon. We warmly invite you to take time to absorb the work the applicant and their professional design and technical team have prepared to date to support the preparation of a forthcoming planning application. A statutory part of the preapplication process is to engage meaningfully with the local community to share our vision for the identified site and to invite your feedback. Public engagement is an integral component of the planning application process as it allows the applicant to share their vision for the site and provides the local community an opportunity to provide constructive feedback. Given the unprecedented impact of COVID-19 on the potential to carry out this type of consultation as an in-person event, it is now being carried out as an online event. The feedback received is very much welcomed as all matters raised will be taken into consideration during the detailed design of the scheme which will ultimately inform a future application submission Armagh City, Banbridge and Craigavon Borough Council.

INTRODUCTION This community information pack follows a Proposal of Application Notice (PAN) submitted to Armagh City, Banbridge and Craigavon Borough Council on 29 November 2021 in accordance with the Planning (General Development Procedures) Order (Northern Ireland) 2015. The PAN notifies the Council that a formal planning application will be submitted after the required 12 week notice period expires. The PAN was accepted by the Council on 17 December 2021. Given the circumstances surrounding COVID-19, a Public Information Event cannot be held and legislative amendments have been brought forward to ensure the planning system continues to function effectively. The Department for Infrastructure temporarily removed the requirement to hold a public event as part of Pre-Application Community Consultation on 1 May 2020 and has issued guidance for applications on appropriate replacement measures to ensure that the opportunity for public participation has not been compromised.

BACKGROUND Hyster-Yale is a leading, globally integrated, full-line lift truck manufacturer offering a broad array of solutions aimed at meeting the specific materials handling needs of customers’ applications. The Craigavon facility has been operational since 1981 manufacturing Counterbalanced Electric Rider and Internal Combustion fork lift trucks ranging from 1.5-5.5 tons. Craigavon’s location within Northern Ireland provides easy access to major road, rail and seaport links. Hyster-Yale is also involved in on-going efforts with suppliers to help improve their new product readiness, distribution processes and their ability to operate with greater environmental responsibility. These productive relationships allow Hyster-Yale to deliver finished products that are high in quality and strong on value while being environmentally sensitive. Hyster lift trucks combine innovative design, industrial-strength components, state-of-the-art manufacturing and rigorous testing to ensure all lift trucks exceed application requirements.

SITE CONTEXT The proposed site is located at 88 Charlestown Road, Carn, Craigavon, Co. Armagh, BT63 5PP and comprises the existing Hyster-Yale Factory buildings, associated yard areas, car parking and currently undeveloped land. The site, which is irregularly shaped extends to an area of approximately 16.36 hectares and is located entirely within the administrative boundary of Armagh City, Banbridge and Craigavon Borough Council, within Carn Industrial Estate. The site which is relatively flat throughout is bound by a mature belt of trees and the M12 Motorway to the west, a chain link fence to the northern boundary with Derry Refrigerated Transport’ site beyond, a chain link fence to the east and mature hedgerows and trees to the south. The site is accessed via an existing gated factory entrance connecting to Charlestown Road. The nearest sensitive receptors (measured from the closest site boundary) are as follows: •

90 metres to the north – No. 91 Charlestown Road;

151 metres to the north – No. 1 Carbet Road;

312 metres to the south west – No. 8 Tarsan Lane;

370 metres to the west – No. 10 Tarsan Lane; and

Ranging from 123 metres and 228 metres to the south east – Nos. 1–16 Elizabeth Terrace.

PLANNING POLICY CONTEXT Section 45 (1) of the Planning Act (Northern Ireland) 2011 requires regard to be had to the Local Development Plan, so far as material to the application and to any other material considerations. Section 6 (4) states that where regard is to be had to the Development Plan the determination must be made in accordance with the Plan unless material considerations indicate otherwise. This is known as the Planled system. The Local Development Plan (LDP), Strategic Planning Policy Statement for Northern Ireland (SPPS) and retained Planning Policy Statements (PPSs), provide the policy context against which this application will be assessed.

The Craigavon Area Plan 2010 (CAP), adopted in August 2004, is the relevant LDP for the proposed site. The site is identified as being located in an area of Existing Industry within the Settlement Development Limit (SLD) of Craigavon.

PROPOSED DEVELOPMENT The proposal seeks two extensions to the existing Hyster-Yale Factory building to provide additional space for the manufacture of forklift trucks and to improve operational efficiency. Existing fuel tanks on site are also to be relocated to accommodate both building extensions.


The proposal constitutes Major Development in accordance with The Planning (Development Management) Regulations (Northern Ireland) 2015 as it exceeds the thresholds outlined under the following category: 8. Business, Industry (Light and General), Storage and Distribution. a) development that comprises 5,000 square metres or more gross floor space; or b) the area of the site is or exceeds 1 hectare.

HYSTER-YALE GROUP CRAIGAVON The proposal seeks to include: • Extension to Western Elevation of Existing Industrial Unit The proposed western extension, circa 9,499m2 in size, will extend out from the previously approved extension (LA08/2019/0034/F) to the main factory building. The extension measures approx. 8.4 metres to the eaves and has a ridge height of approx. 11.2 metres to tie in with the existing factory building. The structure comprises a steel structure, blockwork base and brown Kingspan insulated cladding to match the existing factory and aid visual integration. Two airlock entrances are proposed at the northern and southern elevations and a loading bay with 3no. dock levellers is located at the western elevation required for loading and unloading materials and product. • Extension to South East Corner of Existing Industrial Unit

existing factory. No additional hardstanding is required to facilitate the extension to the south east corner of the factory. This yard area will be used to store materials required in the manufacture of forklifts and also store complete forklifts before onward shipment. The extended yard compound will also act as circulation space for vehicles servicing the site. • Relocation of Existing Infrastructure In order to facilitate the new extensions existing infrastructure on site such as fuel tanks, waste skips and tanks and storage units are required to be relocated. This infrastructure will be repositioned within the site but will remain on concrete hardstanding to ensure there is no potential for ground and groundwater contamination. • Parking The proposal seeks to introduce an extension to the car park located to the north of the main factory building. It is anticipated that the proposal will introduce approximately 100 additional parking spaces to serve the site.

The proposed south eastern corner extension, circa 1,802m2 in size will extend from the eastern elevation of the existing factory. It measures approx. 6.1 metres to the eaves and has a height of approx. 8.2 metres to tie in with the existing factory building.

• Landscaping

The south east extension will have a steel truss structure and flat roof deck with parapet around its perimeter, brick base and brown Kingspan insulated cladding to match the existing factory and aid visual integration.

• Access

A canopy, 886m2 in size and 8.2 metres in height is proposed which will extend out from the southern elevation of the existing factory covering an area of existing concrete yard.

SUMMARY Measures will be taken to ensure that: •

There will be no demonstrable harm to residential amenity by way of noise or odour;

The proposal will not pose an unacceptable environmental risk to air quality;

The site is not at risk from contaminated land;

There will be no unacceptable adverse impact on nature conservation interests;

The proposed extension will visually integrate with the existing factory and will not have an unacceptable visual impact;

The proposal is not anticipated to adversely impact upon any below ground archaeological features or historic sites and/ or monuments;

The proposed site is not at risk of flooding and the proposal will not cause or exacerbate flooding elsewhere;

There will be no potential adverse impact on water resources that cannot be prevented or controlled by mitigating measures; and

The access to the site and the nature and frequency of associated traffic movements will not prejudice the safety and convenience of road users or constitute a nuisance to neighbouring residents by virtue of noise, dirt and dust.

Following the end of the consultation period (14 February 2022.), your feedback will be taken into consideration in finalising the proposed development. A formal planning application will be submitted to Armagh City, Banbridge and Craigavon Borough Council thereafter, following the end of the 12 week notice period for public consultation. The application will be accompanied by a Design and Access Statement, Technical Reports and a suite of detailed application drawings for consideration by the Council and its statutory consultees. Once submitted, the opportunity for public engagement in the decision making process will take place in the normal manner through the submission of representations to the Council following the application’s advertisement and neighbour notification procedures.
