2019 will be a “great” year. I heard this comment frequently at the IBS Show in Las Vegas that I attended in mid February. It actually snowed in the city of “lost wages.” Naturally yours truly was blamed for the event since I’m from Minnesota. Builders and vendors were displaying new decorating, building and design products along with seminars dealing with these products plus financing and new trends which were well-attended. NAHB is promoting new podcast services on the web site, take a look.

Local State & National News city initiatives. Key city staff people are being invited to the CMBA GA Committee meeting each month. The City of St Cloud Community Development Director, Matt Glaesman, attended the February 19th GA Committee meeting and informally discussed the existing Tech School Development Initiatives, Housing Study required by HUD, and other city projects. Chelle Benson, Community Development Director for Benton County, has been extended an invitation to speak to the upcoming Comp Plan Review and other county projects.

The 91st 2019-2020 MN State Legislative Session began Jan 8,, 2019 at HIGH NOON!! As of the writing of this report, there are over 3000 bills in play between the House and Senate. CMBA’s partners directly with BAM to be our feet on the ground at the Capitol by making certain that our legislation passes out of committee within the timelines and to also monitor and advocate for all bills flowing thru the committee process. CMBA Government Affairs Resource – Diane Miller – collaborates closely with BAM by receiving numerous updates. Bill topics include Affordable Housing, Workforce Development, New Residential Building Codes, Unlicensed Builders, K-12 education courses/career resources in the building trades industries and more. Mid-session/ first dead line for bills to pass out of committees was March 15, 2019.

Reps. Wolgamott, Mekeland, Demuth, Erickson, Theis, and O’Driscoll. Thank you to Xcel Energy for sponsoring a portion of the bus CMBA rented to bus our folks to and back.

WOTUS: The U.S, Environmental Protection Agency (EPA) and the Dept of the Army (Army Corp of Engineers) released on December 11, 2018 a revised new proposed definition for defining the “waters of the United States” (WOTUS). Both agencies believe the new proposed definition is clearer, understandable, and better and more straightforward definition to implement. The agencies’ proposal is the second step in a two-step process to review and vise the WOTUS definition to be consistent with President’s Trump’s February 2017 Executive Order. The Exec Order includes confirmation that a national interest in the nation’s navigable waters and kept free from pollution while at the same time promote economic growth. (See blog on the CMBA website for more info.)

- Coordinated on behalf of Rep Shane Mekeland, with BAM and CMBA membership the introduction of a bill on the House Floor that pertained to the creation of a task force to review and comment on the pending new Residential Codes expected to be in play in 2020. - Continued monitoring of area cities/ counties Council/Board agenda and minutes; Planning Commission Agendas/Minutes. - Continued involvement in activities with the area leadership partners/ organizations to continue formulating strategizes to address Skill Worker Initiatives including participating on committees to apply for State and Federal grants. - Coordinated with The Builders Group Insurance in soliciting a donation to the Tools For Schools Foundation scholarship program.

Annual Building Report 2018 building permits numbers totaled 1067 units compared with 716 in 2017 and 629 in 2016. These numbers show an increase of about one-third compared to 2017 and reflect continued strong demand for housing units in the St. Cloud MSA (Stearns and Benton Counties). An audit of 2018 permit activity states 443 single family homes were permitted during 2018; additionally the area attached housing increased by 42 homes and 582 multifamily units (noted in 2018 Annual Building Report).

These are the totals for the ten area cities which the CMBA tracks monthly plus reports from Benton and Stearns Counties, St. Joe and Watab Townships.

One-Year Economic Impact for the Area $235,800,000+ When inserting these numbers into NAHB local one-year impact of housing facts and stats, 443 singlefamily units created 1,316 jobs with an impact of over $173,200,000. The 582 multifamily units created 657 jobs with a $62,600,000 impact.

This is a one-year grand total impact to our local area of more than 1972 jobs and $235,800,000 in revenue. These numbers do not include the ongoing ‘ripple’ effect of construction.

Why Is Wage Growth So Lousy?

While the most recent jobs report showed the unemployment rate at 4.0% — the lowest rate in almost 50 years — it also showed annual wage gains running at just 3.2%. While that is the best rate of growth in over a decade, late in the last business cycle, wage gains were over 4%, and at the height of the dot.com bubble, wage gains were over 5% a year. Shouldn’t the current tight job market result in faster wage growth as employers compete for increasingly scarce workers? The answer is “not really,” and it’s for several reasons.

rently closer to 4%. The final significant reason for slow wage growth is a lack of inflation. In the late 1990s, inflation, as measured by the CPI, was 3.5%/year, and was roughly 4%/year during the housing boom. Since 2010, however, inflation has been remarkably tame, and has hovered right around 2%. As a result, employers have not had to increase pay that much to keep up with inflation. If, for example, employers aim to increase real pay by 1%/year during the housing boom, that would have meant pay raises of 5%; today, 3% will do.

The single most important reason for slow wage growth is weak labor productivity growth, or the increase in output per worker per hour. As firms pay workers more, they try to keep their profit margins up by squeezing out inefficiencies, and thus pay for the higher wages out of increased worker productivity. Back in the 1990s, labor productivity growth averaged about 3%/year. In the run-up to the housing bust, it was well over 2%. By contrast, today’s productivity growth is about 1%! As a result, employers are not so eager to raise wages as they tend to reduce profits.

There are, of course, many other reasons why wage growth is weak. They include a decline in the strength of unions, the increased prevalence of non-compete clauses in employment contracts, and global supply chains, all of which reduce the bargaining power of workers. There has also been a steep decline in the number of new firms, in part due to the rise of super-firms like Google, Amazon and Facebook, which generally buy out any potential competitors, also reducing employer options. Last, but certainly not least, comes the dramatic rise in state licensing requirements which make it much more difficult for employees to work in other states, even if good jobs in the same field are available.

Another major reason is demographics. Twenty years ago, the Baby Boomers were all in their prime working years. Today, close to 11,000/day retire and are being replaced by Millennials. The problem is that since Millennials are just starting their careers, they earn considerably less than the retiring Boomers. More importantly, the number of Millennials entering the labor force numbers about 14,000/ day, exceeding by about 3,000/day, or 90,000/month, the number of retiring Boomers. While older generations have always retired as younger generations have entered the labor force, never have the two groups been of almost equal size. After accounting for this, wage growth is cur-

Hopefully, labor productivity will improve going forward, as that is something that employers and employees both benefit from. In addition, it would be great to see states reduce or eliminate licensing requirements where possible. And, where that is not possible, encouraging reciprocity across state lines would be a great improvement. 14

Show, March 8-10, was held with another show called Junk Junktion. CMBA and the JJ shared admission, so one ticket allowed you to attend both shows. The JJ show started 9 AM on Friday, and the CMBA Home and Lifestyle Show started at noon. The JJ show was Friday and Saturday only.

BAM Report: Approximately 400 attended their BAM Reception at the IBS in Las Vegas The BAM Executive Committee is proposing a $30 dues increase to take effect on January 1, 2020 with an annual inflator not to exceed 2.5% beginning January 1, 2021. Keep in mind that per Roberts Rules of Order, motions may be less restrictive than proposed but never more restrictive. This proposal will be discussed at the next BAM Board of Directors meeting Monday, April 22, 2019.
