Greetings Fellow CMBA members, Spring is around the corner! With that, it finds us at the CMBA, the staff, and many members, gearing up for what we are hoping will be a great building season. The Tour of Homes is behind us, Builder Day at the Capitol attended, and the 48th annual Home Show in the books. I’d like to take time out to thank all those involved with these events.

I found myself in Las Vegas January 21-23 to attend the International Builders Show. This great event is the largest building show of the year with the overall attendance up again from last year making it yet another successful event. The IBS show is truly something to see and experience. There is more to see and do than you can fit into the days of the show with over 1400 exhibitors, educational semi nars, networking opportunities, the latest products, new innovation, meetings to attend, and some great entertainment.
If you weren’t able to attend the Tour of Homes you can still go for a virtual tour by downloading the Parade Craze app at Google play or the app store. Reports are that the homes were well attended and gave the builders the opportunity to share unique homes and leading innovation. The weather cooperated for both weekends making it pleasant getting around. I would like to thank the sponsors of this event Bayer Built Woodworks, Brock White Co., and Holiday Station stores who help make this event possible.

Something new to me as President, was attending Builders Day at the Capitol. A full schedule of events starting with BAM brunch at the base camp and ending with a BAM debriefing. In between meeting with St Cloud area representatives of the House and St Cloud area Senators to discuss relevant issues affecting the building industry. The following are some of “Legislation of Interest”: HF4019-permitting reform bill requiring the state to establish a schedule of building permit and inspection fees for new residential construction based on the square footage of a building rather that its valuations. Fees would also have to be based on the direct costs of providing the permit review and inspections services.

SF4072-reform bill “Paid Youth Trades Employment Opportunity Act” allowing 16 & 17 year olds to work for pay in and around construction or building projects. This being helpful in getting young people exposed to the careers in the building trades. SF3886-reform bill that would limit cities planning and zoning controls. This bill could help limit the ability of cities to pile on with more and more requirements, regulations, fees, and administrative costs-all which negatively impact affordability of housing. SF3795-remform bill requiring cities to provide more detailed, annual reports about construction and development related fees, and the costs they are meant to cover. SF3793-reform bill that requires single family and multifamily building permit fees be based on a cost per square foot, and these fees be made more publicly accessible.

SH3791-reform bill that excludes single family homes from the states “window fall prevention device” mandates. MAJOR ISSUE-Statewide enforcement of the Minnesota Residential Building Code. This would provide uniformity in home construction quality across Minnesota. There are huge portions of Greater Minnesota which have no state building code enforcement, often leading to sub-standard home construction. It’s been an amazing first quarter observing, learning, participating and experiencing first hand real action happening in our communities, our industry, all the way to the Capitol. Governor Walz Orders Non-Medical Entities To Report Inventories of Personal Protective Equipment Governor Tim Walz has issued Emergency Order 20-16 requiring non-medical entities, including builders and contractors, to inventory and report their supplies of Personal Protective Equipment (PPE), which typically includes dust masks, rubber gloves, foot coverings and certain face shields (click here for more PPE details). The Governor's order requires non-medical entities to begin taking inventory of their PPE supplies and reporting to the state at http://mn.gov/ppe no later than Wednesday, March 25th. CMBA Joins BAM In Asking Walz Administration To Delay Building Code Changes, Declare Builders Essential CMBA has joined BAM in submitting a letter to the Minnesota Department of Labor and Industry (DOLI) and the Governor’s Office requesting a delay in implementing Building Code changes. CMBA has also joined in contacting Governor Walz to continue to maintain that the building industry remain an essential entity. It’s another way your membership in CMBA makes a positive difference for our industry. 2020 Minnesota Legislative Session In Limbo: With the sudden impact of the COVID-19 coronavirus, the Minnesota Legislature has mostly shut-down face-toface committee meetings, floor sessions and interactions with constituents. They are meeting only when needed to address essential legislation, such as coronavirus emergency relief measures, probably a State Bonding Bill and perhaps a bill to address access to insulin for diabetics. CMBA works closely with our colleagues at BAM to keep you up-to-speed on what is happening at the State Capitol in the Minnesota House Chambers and the recently restored State Capitol. CMBA/BAM “Builders Day at The Capitol” March 11th Just ahead of the coronavirus outbreak, CMBA took a delegation of eight members to our State Capitol for a unique opportunity to connect with legislators on issues important to developers and builders in our area. The group joined our colleagues from the Builders Association of Minnesota (BAM) to kick-off the day, then met with Central Minnesota legislators on issues ranging from statewide Building Code enforcement and allowing 16-17 year olds to work on construction sites, to opposing new street impact fees, residential sprinklering requirements, and mandatory fireplace notices. “There is no substitute for going one-on-one with lawmakers who are making CMBAonline.org

Jake Masters, Industrial Technology Teacher for Sauk Rapids-Rice High School has been working closely with his students, preparing them for the workforce in the builders community. Renae Van Der Hagen is a student at SRR and decided to make this sturdy, well built picnic table for her class project and to be auctioned off at the 2020 CMBA Home & Garden Show. The lucky winner of that bid is Kevin Johnson of K. Johnson Construction. His winning big deposited $500 into Renae’s college tuition fund to pursue engineering. She has since been offered an interview with Kevin due to her amazing craftsmanship. We wish Renae all the best in her bright future.

Building Classes through Distance Learning Sartell High School Woods Technology Class in Need Scrap Lumber
Warren Christie and Joe Schulte, Sartell High School Technology instructors for the woods classes are planning to teach the construction trades remotely to their high school students. They are looking for approximately 500 scraps of 2x4 or 2x6 lumber approximately1 ½ - 2’ long. The scape lumber can be dropped off at the north end of the new Sartell High School by overhead door 27. Our emails are being flooded with minute by minute updates regarding COVID-19, and I’m sure yours is too. With all the unknowns right now – here is what CMBA is doing right now on behalf of our members.

Our members’ and staff’s health and safety remain our priority. The CMBA office staff are available—we are following the guidelines required, and have limited all face-to-face meetings. We are however available via phone, email or video conferencing. Regarding the upcoming Casino night, this event has moved to May 13th, same time, same location. See page 3 for details. We have been in contact with all city municipalities on building inspection protocol. See our blogs on each cities procedure posted on the CMBA website www.cmbaonline.org. We are working with our state association, Builders Association of MN, BAM, to ask the MN DLI to delay the March 31 implementation of the International Building Code by 30-60 days since training of the new code has been put on hold. We are working with the Governor and Commissioner to update the guidelines to better clarify that the residential construction industry is an essential service. Stay safe everyone – we are all in this together!
Promoted the Tour of Homes with David Werschay on The Home Show with Bob & Kat on KNSI Radio AM 1450 & FM 103.3 The Remodelers Council built 125 shelf/coat racks kits for the kids build at Chris Hensel’s, Dovetail Kitchen Design’s shop. The kits were given to kids attending the “Kids Can Build” seminar at the Home & Lifestyle Show Hosted the CMBA Spring Tour of Homes held February 28-March 1 & March 6-8 with 27 homes, 19 builders (32 homes built by 22 builders in the Spring 2019 show). Provided a Remodelers Council meeting attended by 33 members at Beacon (formerly Allied Building Products) on Workforce Housing, and LP Smartside’s latest products Hosted the CMBA Home & Lifestyle show held March 13-15 at the River’s Edge Convention Center, St. Cloud Presented $1,000 to Habitat for Humanity from proceeds of the Home & Lifestyle show admission
Notice of Continuing Education Requirements: The DLI has extended the continuing education reporting deadlines 90 days for anyone whose license expires in March, April, or May 2020 per Minn. Stat. § 326B.0981, subd. 13. Licensees will still have to submit a timely license renewal in order to avoid late fees, but the department will renew their licenses without all CE completed. DLI will follow up with these licensees to ensure CE compliance down the road.

CMBA Home and LifeStyle Show 2020, March 13-14. Set up for vendors and the landscape area started on Wednesday, March 11. As you know, the COVID-19 news was changing hour by hour, and notice was given late Thursday that the Governor may mandate a shutdown of large gatherings. On Friday, the Governor was advising against large crowds, and anyone feeling sick should stay home. Several vendors chose to pull out of the show due to growing concerns and company policies. CMBA was mindful of the concerns of the vendors and supported their decision to choose whether they should exhibit or not. The 2020 Home & LifeStyle show experienced a drop in attendance, however many vendors had strong leads and thanked CMBA for the opportunity to exhibit. The 2019 Home Show’s attendance was also affected by a snow storm starting Saturday afternoon into Sunday. This is the second year that the show was held in conjunction with Junk Junktion, what is a Friday, Saturday show. CMBA and the JJ shared admission, so one ticket for either event allowed you to attend both shows. Booths sold
