NAHB: How Do Major Living Spaces Stack Up in New Homes? A new study from NAHB shows that bedrooms and kitchens account for 28% and 11.2%, respectively, of the space in the average new home. The master bedroom alone typically accounts for 10.7% of the home, with other bedrooms comprising 17.3% of the overall square footage.

Greetings to All, Spring is finally here….I hope. I do remember wearing insulated coveralls on the fishing opener as well as swimming trunks…we’re in Minnesota.

Another important part of your contract should contain N.I.C—Not In Contract… spell out in detail what is not in the project. Be realistic with your clients on schedules and completion dates. Seems like everyone is busy this time of year. The CMBA is a valuable resource for sample contracts and specs for projects. Remember, building codes apply statewide…even in areas that do not enforce the code.
I attended the recent Commercial Builders Council Board meeting at the CMBA office. The council has several interesting events and tours coming up… stay tuned. The Tools for Schools committee met in early April. We have an ambitious agenda to encourage area schools to promote the home building industry. More details later.
On April 22nd, Bonnie Moeller, Steve Noble Mike Gohman, Tony Steinemann and I attended the Spring Builders Association of Minnesota (BAM) Board meeting at the James J. Hill House in St. Paul. Topics included: State-Wide Building Code Enforcement, Builder Licensing Laws, Duty to Defend, Budget Concerns, and Fees.

STATE: BAM The House and Senate Omnibus jobs bills currently contains BAM’s supported statewide consumer awareness campaigns, business management continuing education, youth career counseling in the construction industry, and increased application of the Department of Labor & Industry’s (DLI) sanction authority to unlicensed individuals. Some not so good things are in bills too. As predicted, the Stretch Code / 2030 Net Zero Energy provision made it into the House Omnibus Energy bill. Business Management Continuing Education on the Horizon Claims against the Contractor Recovery Fund overwhelming are related to companies that are in serious financial trouble or out of business. Last year, BAM’s Board of Directors discussed the importance of the Contractor Recovery fund. At that time, they issued a letter to the Department of Labor and Industry underscoring the need to increase the financial and business management competency of the state’s 13,000 licensed residential contractors. The issue was elevated during this year’s legislative session as lawmakers considered a variety of proposals that affected the integrity of the Contractor Recovery Fund. One outcome is a proposed new law that will alter
the content required for builder continuing education. The Business Management Continuing Ed Credit legislation – HF 2281 (Theis, R – St. Cloud) SF 2182 (Howe, R-Rockville) – will include one hour of business management strategies applicable to residential construction businesses. This will not increase the number of hours required per licensure period. The current 14 hour requirement remains the same as does the inclusion of the one hour of energy code continuing education. Currently, the proposal is included in the House and Senate Omnibus Jobs bills. If the bills pass and signed into law, the business management continuing education requirement will be effective for the next reporting period ending in March 31, 2020. We will know if it becomes law at the end of May. The Contractor Recovery Fund was created in 1994 and is funded by a fee imposed on Licensed Residential Contractors. The law authorizes the Fund to be used to offset claims against licensed contractors when something goes wrong, to reimburse DLI for processing claims, to provide consumer awareness regarding licensure, and implement the purposes of the residential contractor licensing statute.

Momentum Builds for Housing Finance Reform As Mark Calabria takes the reins at the Federal Housing Finance Agency, momentum is building for housing finance reform. Calabria, whose agency oversees Fannie Mae and Freddie Mac, has stated that President Donald Trump seeks a constructive path toward mortgage finance reform. NAHB continues to work with the Trump administration and Congress to advance bipartisan housing finance legislation. Make Plans to Attend NAHB's Spring Leadership Meetings Register now for the 2019 Spring Leadership Meetings. The meetings will take place in Washington, D.C. at the Marriott Wardman Park from Tue., June 4 -Sat., June 8. Hotel reservations must be made by May 6. Be sure to also plan on attending NAHB's Legislative Conference on June 5.

But the potential for OSHA to use drones in enforcement activities has raised concerns from home builders and other contractors. The Green Deal is a Bad Deal “It

While advocates of the Green New Deal (GND) suggest it will solve a multitude of problems by combating global warming and creating millions of well-paid jobs, the reality is that the GND is a profoundly expensive plan that takes leave of all economic principles. Within only its climate change portion, the GND ignores entirely the fact that CO2 emissions are a global — not local — problem; it fails to reduce carbon emissions most cost effectively; and suggests nonsensical ways of paying for the program.

CO2 at $50. In New England, you can pay a power producer $6 to reduce CO2 emissions by a ton, $15 in California, and $25 in the European Union, based on emission permit prices in these jurisdictions. What is needed is market mechanisms that incentivize carbon reduction at the lowest possible price regardless of the source.
The biggest problem with the GND is that it targets only US emissions, while extreme weather and rising sea levels come from global ones. Today, the US contributes 15% of global carbon-dioxide emissions, China contributes 30%, and India 7%. Under existing policies and goals, in twenty years, the US share will fall to 12%, China’s will drop to 27% and India’s to 14%. Thus, even if the GND reduces US emissions to zero, we will benefit little unless other nations do the same. One way around this problem would be to invest in innovations that other nations can easily adopt. For example, pressing to invent low cost solutions that reduce carbon emissions in manufacturing and agriculture and then sharing them globally, as Germany has done with solar panels, would make a huge global dent in CO2 emissions.
Finally, defenders of the GND propose paying for this illadvised plan by taxing the rich and having the Federal Reserve finance it. While the Fed could buy GND bonds, it can do so only if it helps it reach its own congressionallymandated goals. While the Fed would return any interest earned on its holdings of GND bonds to the Treasury, it would have to sell an offsetting amount of Treasury bonds in the first place — otherwise it would compromise its control of interest rates. What if the Fed just printed money and used those funds to buy GND bonds, as was the case with Quantitative Easing? If the economy were in a recession, rates would be low, but they would also be low if the bonds were sold to investors, so the savings would be slight. And if the Fed bought the bonds in a healthy economy, when rates are above zero, like they are currently, it would have to pay interest on the reserves it issues to banks, offsetting the income earned on the bonds as it does now.
A second problem is that the GND only focuses on removing certain sources of carbon-dioxide by trying to achieve 100% renewable energy in a decade. The cost to do this would top $4 trillion -- well over a full year of tax revenue. This works out to $110/metric ton of carbon dioxide avoided. The cost of weatherizing every building in the US to “maximum energy efficiency” is projected to cost $400 billion or $285/metric ton. If this sounds expensive, it is! President Obama’s economists put the harm of a ton of

KIDS CAN BUILD Remodelers Council is Building a Work Force with Community Ed at Apollo CMBA Remodelers Council and Heartland Security Services sponsored a Community Education class in St. Cloud for K-6 students to build a farmhouse coat rack in March.

This is the fourth success story for CMBA members, who support the program. Each class sold out with a waiting list of interested families. The price is only $10 for the materials , class and lunch thanks to the generous sponsors. Innovative CMBA builders are constructing a work force. Area youth with the support of their parents are introduced to building tools and learn basic skills which opens their eyes to a career in the trades. What Have We Done For You Lately Hosted a Remodelers Council membership meeting at Liberty Bank MN on Financing Options for Remodeling projects large and small, with 11 members in attendance. Held a Commercial Builders Council meeting where 24 members toured the McDowall Co. The Remodelers Council reported 56 kids participated at the kids build Saturday & Sunday at the Home and Lifestyle Show to build a tool box. Casino Night: 80 folks attended the Wed., April 10 Casino Night, with 8 table sponsors. Thank you Traut Companies for sponsoring the meeting, providing the cards and chips, and running the event. Thanks to the Spikes for soliciting over $2000 in door prizes from our members. GA met with Chelle Benson, Community Development Director Stearns County to discuss their comp plan review. Members in the News The Design Team has moved to a new location on the mezzanine level of Mathew Hall Lumber downtown. Mathew Hall Lumber
Lifetime Achievement Award winners, John, Dan and the late Loran Hall of Mathew Hall Lumber are being recognized as members of a downtown business who, during their lifetimes, have make creative and consistent contributions of outstanding significance and who have contributed to the community of over a century. Mathew Hall Lumber has been serving Central Minnesota for 129 years. It was sold in January to Simonson Lumber. The company will remain at its location and continue to be involved in the community programs.

Great River Federal Credit Union Our condolences to the family and friends of Robin Rau, Great River Federal Credit Union. Robin’s father, William Rau, a US Army veteran passed away on March 25th at the age of 82. We appreciate his service. Bill was a member of Salem Lutheran Church, Sartell American Legion Post #277, and the Retired Fireman's Association.
