And of course, Election year. At the recent City of Sartell Birthday party event, I had the opportunity to meet several friends. Marilyn Sutton, Executive Officer of the CMAHB (now CMBA) in the early 70’s, recently retired and her husband Jim from J-Mar Remodeling. We reflected on how the building industry has changed in the last 40 years. Also met several past clients who still live in the homes I built many years ago. Many commented I hadn’t changed much.

Congressman Tom Emmer joined CMBA members in October to visit the W Gohman Construction site at Blattner Energy in Avon. Rep. Emmer updated CMBA members and Blattner Energy employees on pending federal issues. A special thanks to Blattner Energy for the facility tour.
Single-family building permits continue to increase and are closing in on previous years’ numbers (see page 11.) You may remember that with the long and cold 2018/2019 winter, fewer building permits were issued during the spring and early summer. The winter of 2014 was similar in temperature and length to 2019, and current building permit activity closely parallels that year when activity picked up in late summer and fall.
Major changes in the residential code expected to go into effect March 31, 2020:
New and existing construction does not need egress window if the basement and exit floor are completely sprinkled.
No egress in older basements undergoing renovations if no bedroom present.
Do not need hardwired, interconnected smoke alarms in homes undergoing alterations if the area undergoing renovation does not result in the removal of interior wall, ceiling finish, and if there is no attic access. Hardwired is not needed in attic, crawl space without removal of interior finish.
Notes From Recent Minnesota Building Code Meeting – The Board of Electricity adopted the 2020 NEC without amendments, with targeted effective date of July 1, 2020. The plumbing code will work through the formal rulemaking process; board will first need to draft new plumbing code, then the Sonar and Proposal can go forward. The Residential Energy Code is awaiting final guidance from the Department of Energy before decision; DLI will make that contact during ICC code hearings in late October. An Energy Work Group of members across construction, local government and energy special interest groups will convene to recommend policy to legislature and the governor.

EPA Repeals Obama-Era WOTUS Rule - In a positive development to resolve years of uncertainty over where federal jurisdiction begins and ends, the Environmental Protection Agency rescinded the Obama-era “waters of the U.S.” (WOTUS) rule. Prior to EPA’s repeal announcement, the Obama-era rule was in effect in 22 states and the District of Columbia, and the previous regulations issued in 1986 were in effect in the remaining 28 states. The EPA decision means the 1986 rule will now be in effect in nationwide until a final replacement rule is issued. The Trump administration has proposed a new WOTUS rule that NAHB generally supports. The proposed rule would clarify the extent of federal oversight and correct the vast overreach of prior rules. Once finalized, builders and developers will be better able to determine for themselves whether they will need federal permits for construction activities. And, because the proposed rule narrows the extent of federal jurisdiction by excluding isolated water bodies, “ephemeral” waters that only form in response to rain, and most ditches, builders should require fewer Clean Water Act permits for isolated or temporary wetlands or water bodies.

Do Economic Recoveries Die of Old Age?

The US economy is clearly slowing. After adjusting for inflation, GDP grew by 2.9% in 2018, and by an even better 3.1% in 19Q1. But growth slowed to just 2% in 19Q2, is expected to grow at a similar pace the rest of this year, and to then slow further in 2020. According to some pundits, this rapid slowing is a clear sign we are in the final stages of this economic recovery and that a recession is fast approaching. They point out that we are in the 11th year of this recovery, making it the longest one in history, and as such we are simply due for a recession. Fortunately, they are wrong, expansions do not die of old age. Let me explain.
less reliable and generally command a lower price than new ones. Happily, however, various postwar changes in the economy have contributed to more robust and longerlived expansions! One key change has been the rise in the share of services produced in the economy and the concomitant decline in goods. This change has diminished the importance of inventory fluctuations and, as a result, has moderated the business cycle. The role of the federal government has also drastically changed. Since WWII, government activity has, among other things, increasingly focused on stabilizing the economy. In short, the government has gone from a laissez-faire hands-off attitude towards the economy to a forceful, countercyclical policy. This approach has not only prolonged business cycles but has, importantly, eliminated the pattern of cycles becoming increasingly fragile as they age. In a sharp reversal, it is now recessions that are increasingly likely to end the longer they last as policymakers take action to revive growth, such as passing tax cuts and spending increases and lowering interest rates.
Prior to WWII, the idea that expansions were more likely to end as they got older was very common and was frequently mentioned in business and economics textbooks. And indeed, it was justified by the data. Using a statistical technique called survival analysis, which looks at the probability of some particular event occurring given the age of the subject, be it a person or a car or sports team, it is clear that prior to WWII recessions were more likely to happen the longer the recovery. The intuitive starting point is based on analogies to human mortality. In short, this presumption suggests that as an economic recovery ages, assorted imbalances and rigidities accumulate that hobble the economy and make it more fragile. As a result, a recovery is increasingly put at risk by smaller and smaller shocks, and it becomes increasingly likely the economic expansion will fall into recession the longer it lasts. Analogies to cars are also frequently cited. All else equal, as a car ages, the probability that it will suffer a mechanical breakdown increases. Thus, older cars are considered CMBAonline.org

In closing, enjoy the current expansion. Treat it like a good friend or a fine glass of wine and savor every extra month together. While it is almost ten and a half years old, it might well last another year, two if we are lucky. Better yet, the recession that follows is not likely to be particularly deep, as there are no asset bubbles in the making, nor are the sectors of the economy that usually drive us into recession growing inappropriately quickly.

Working to find candidates for the Government Affairs Director position
Registered for the Sauk RapidsRice, “Business & Industry Summit” to be held February 18, 2020 Concluded the 15 day Tools For Schools fund raiser. A total of $12,149 was raised with a goal of $26,172. The Builders Group Foundation matched $5,000 of the contributions. Along with the Membership Committee, secured a 55” flat screen TV from Karl’s TV & Appliance for a 12 month membership drive. Goal is 430 members. Play to Build – Lego theme. Current membership is 407. Creative planning for different venues for the membership meeting locations and to include new activities

GA Director coordinated a tour event with Congressman Tom Emmer
BAM: BAM’s EVP Remi Stone has taken another position with a company based in Napa CA (although she will be working out of her home in St. Paul). BAM is certain their association is in a perfect position to successfully make this change with the least amount of disruption to our members. The Executive Committee and Remi have been working on a transition plan that will include a search and hiring process anticipated to be complete prior to the first of the year.

The 2020 Legislative Session does not convene until next February and the most recent round of code adoption is nearly complete giving BAM the time to find the right candidate for this important role. In addition, Remi will be available throughout the process to ensure a smooth transition. Please feel free to reach out to Remi to congratulate her on her new career opportunity and thank her for the commitment to our industry. BAM’s Holiday and 45th Birthday Party will be held Wednesday, December 18, 2019 at Can Can Wonderland in St. Paul. All members are invited to attend.

Joel Mikolich
Mikolich joins Falcon National Bank as president of leasing. For over 20 years, Mikolich has held various sales and management positions in the banking industry. Mikolich’s main focus will be to grow the portfolio for Falcon National Bank’s Equipment Finance division, as well as to position the organization for the future.
Greater Saint Cloud Development Corp GSDC GSDC was chosen to select a cohort of young leaders from the St. Cloud area to participate with 40 peers from the Twin Cities and Rochester regions, in a 3-day workshop. The workshop will focus on the Harvard Business School’s research on American competitiveness, shared prosperity and cross -sector collaborations. Those selected to participate include:

The goal of the initiative is to develop a strategy for increasing the engagement of young, culturally-fluent talent in the continuing and critically important work of community building for the greater St. Cloud region.
Leighton Broadcasting Leighton Enterprises, Inc. has signed a purchase agreement to acquire the radio stations of Paradis Broadcasting of Alexandria, Inc. Paradis consists of three radio stations: KXRA-AM, KXRA-FM and KXRZ-FM. Leighton plans to keep the stations operating as usual with local programming and all Paradis employees, including Brett Paradis as general manager. The transaction is subject to FCC review and approval which normally takes 90-120 days. The last radio acquisition Leighton Enterprises, Inc. made was in 2015 when the company purchased 10 stations in Winona, Fergus Falls and Perham.
