CMBA Government Affairs Hosts Roundtable with Congressman Tom Emmer - CMBA Government Affairs Committee held a special Roundtable Forum with 6th District Congressman Tom Emmer, August 21st. CMBA members asked Congressman Emmer to help engage the Trump administration in addressing severe lumber shortages negatively impacting development and building. The group reviewed NAHB legislative priorities, discussed election year dynamics, and received a BAM update about state-level efforts to block proposed Residential Energy Code and Residential Electrical Code changes. Members also discussed concerns about potential development and building-related tax and fee increases from local communities experiencing drops in revenue due to COVID-19. CMBA Members Weigh-in On Planned Sartell Zoning Changes - More than a dozen local developers and builders participated in Sartell's Open House August 12th, where City officials shared a multi-color map of planned zoning changes, and listened to feedback from local developers and builders. Sartell is updating its current R-5 PUD locations to R-1, R-2, or R-3, and adding new RR (Rural Residential) zoning. They are also combining B1 zones into B2. Some CMBA members expressed concerns about moving away from PUD flexibility as they try to develop land holdings in Sartell. Sartell’s new City Administrator, Anna Gruber, and City Planner, Scott Saehr, thanked CMBA for our involvement. CMBA Joins Efforts to Prevent Negative MN Residential Electrical Code Changes - CMBA has worked with BAM and others to submit comments about the negative impacts of proposed changes to Minnesota’s Residential Electrical Code being considered by the Minnesota Department of Labor and Industry (DLI). Concerns center around six proposed changes: 1) GFCIs mandated for 250-volt receptacles, 2) GFCIs mandated for basement receptacles, 3) GFCIs mandated for outdoor A/C unit receptacles, 4) Surge protection devices mandated, 5) master emergency power disconnects mandated, 6) mandated 3-foot separation of receptacles from bath or shower units. CMBA encourages members to submit comments to DLI. CMBA Joins Efforts to Block Costly Minnesota Residential Energy Code Changes - In early August, an Administrative Law Judge heard arguments for and against moving ahead with considering amendments to Minnesota's Residential Energy Code that could add thousands of dollars per unit to housing costs. CMBA submitted a letter asking that the judge find it "inappropriate" to proceed. CMBA joined BAM and others in a broad coalition opposing the changes, and we gave our members information to submit their own concerns. The judge will make a ruling and recommendation to the DLI Commissioner about whether or not to consider the Energy Code changes in September. CMBA Surveying Area Communities About Possible 2021 Fees/Taxes Increases - CMBA is reaching-out to area communities to determine whether or not they plan to increase development and building-related fees and taxes going into 2021. We know COVID-19 pandemic shutdowns have significantly impacted municipal revenues, and there is concern communities will try to make-up some of the difference by raising fees and taxes on development and building at the very time when our industry is poised to lead the economic recovery. Watch for a summary report soon. CMBA Continuing Efforts To Address Local Affordable Housing Needs - CMBA is working with others to advance community discussions about how to sustainably address the growing need for affordable housing in our area. We know development and building-related fees and taxes add significantly to the total cost of homes, and we continue seeking collaboration with area communities to make housing more affordable. A huge win for TFS when $1,007 was raised by passing the hat at the Aug 20 th Sporting Clay Shoo. Mark Weimer, Technology Instructor from Apollo High School shot at the event and helped promote the TFS program. Also, Tony
Steinemann from ADS Designs, and Chris Froelke from Retro Green pooled their money to match the $1,007 collected that day. •
18 schools have applied for funding from CMBA, ranging from $5,500 to $500. Total requests came to $32,332. Our goal this year is to raise $35,000 for TFS! GO CMBA!
Golf The 34rd Annual CMBA Golf Outing was held on August 5th. The perfect weather gave 120 excited members the
opportunity to golf at Wapicada Golf Course, win awesome prizes and be with fellow member. Congratulations to winning team Jonathan Brenny – Edina Realty with a score of 19 under par.
Fall Tour of Homes The CMBA Fall Tour of Homes will be September 18-20 and 25-27. There are 22 homes registered, by 16 builders. Last year there were 22 homes submitted by 15 builders. The NEW smart phone app, CMBA Tour (available through Play Store) will feature pictures of the homes, details and driving directions. Check out the new Fall Tour flip book on

Building Permits Jan - June 2020 ended at 127 total permits for the 11 city area. Up from 104 Jan -June 2019. The month of June 2020, 33 permits were reported, compared to 34 June 2019. June 2020 housing starts are up 22% from June 2019.

Sporting Clay The Sporting Clay shoot will be held Aug 20 at Wild Marsh Sporting Clays. We had 109 shooters who enjoyed 100 rounds for clay pigeons followed by a pig roast and awards. Congratulations to top team Rinke Noonan who scored 348 (348 out of 400! WOW!)
Membership Membership as of 6/30/20 is 366, down 7% from December 31. Retention rate 85.4% Membership as of 6/30/19 was 410. Retention rate 90.5%. June 2020 membership is down 11% from June 2019 Membership goal is 450!

NAHB The NAHB International Builders Show will be held Feb 9 -11, 2021 Orlando Florida. Registration opens Sept 1. NAHB is closely monitoring the rapid rise in lumber prices since mid-April and is moving to address supply chain disruptions and tariffs that are contributing to price violating in the marketplace.

CMBA 2020 Fall Tour of Homes COVID-19 Safety Guidelines CMBA is looking forward to offering the Fall Tour of Homes again this year. With COVID-19, we have added safety precautions and social distancing measures. Our highest priority remains everyone’s health and well-being which means following the following guidelines when visiting the Tour homes. A maximum occupancy of 15 people per home at a time We encourage not bringing your children when touring the home All visitors are required to wear a mask Follow social distancing of 6’ apart Refrain from touching cabinets, doors, surfaces Builders will wear masks and sanitize high touch surfaces frequently Builders will be required to sign off that they have completed a COVID-19 safety preparedness plan mandated in the governor’s order CMBA is committed to the safety of the community, and we urge everyone to follow CDC, federal and state recommendations regarding COVID-19
