The Apostleship of the Sea Taiwan has started a pastoral care program for seafarers and fishers in Taichung Port in coordination with the National Seaman’s Association Seafarers’ Welfare Board (NSA-SWB) and the National Chinese Seaman’s Union (NCSU) under the name AOSTaichung Seafarers’ Pastoral Care Center.

The AOS National Director, Fr. Loloy Napiere, MSP, has chosen as one of the Board of Directors of the NSA-SWB among with 15 other members of the Board from different Maritime organizations/associations in Taiwan.

The first meeting of the National Welfare board was held last December 28, 2009 at NCSU National Office in Taipei. Included in the agenda was the election of the Chairman, Mr. Jerry Sun, five managers, and the selection of two supervisors. One of the selected

AOS-Seafarers’ Welfare Assistance Team has been organized with some volunteers from Filipino immigrants community and still recruiting for more volunteers from Providence University.

The work of AOS-SWAT is mainly assistance to seafarers and fishers in distress as well as ship visitations in coordination with International Transport Federation - Seafarers’ Trust (ITF-ST) and Glory Shipping Agency Corporation.

DALUYAN CARE STATION UPGRADE 2010 is a blessed new beginning for the Daluyan program of the Migrants’ Chaplaincy in Changhua City. The upgrade started last semester of 2009 where it hired professional teachers for Chinese and English languages. The program is offered free for all those who want to learn Chinese mandarin and English languages with a priority to the new immigrants of different nationalities. This year, the Daluyan program is hoping to get accreditation from the Ministry of Interior for foreign spouses’ Chinese language number of hours requirement to obtain naturalization.

Necessary renovation of our daluyan center is to be done to accommodate the planned library.

DALUYAN LIBRARY Daluyan station is the 13th Care Station of Taiwan Catholic Mission Foundation (TCMF).

This year, Daluyan will open a library for young students who desired to cope-up to the demands for greater learnings.

The library will be furnished for conducive studies and equipped with advanced books and computer technology. The TCMF will provide all the necessary furnishing and equipment for this facility.

LEGAL ASSISTANCE PROGRAM FOR DISTRESS FOREIGN SPOUSES Daluyan has established a legal a s s i s t a n c e d e s k f o r n e w Sheltered Migrants in distress immigrants in distress in cooperation TCMF Legal system, the Good Shepherd Foundation, Social Welfare and other legal assistance units for foreign spouses in Taiwan.

COMPUTER UPGRADE The Daluyan Computer program will also be upgraded to continually serve the migrants in strengthening their family ties back home.

DALUYAN PROGRAM FOR MIGRANTS IN DISTRESS Daluyan will establish a practical learning program for those sheltered migrants in distress. The plan is to keep them busy and do away from boredom while waiting for the resolutions of their cases.

A pastoral response to the migratory phenomenon in the era of globalization

The Sixth Congress for the Pastoral Care of Migrants and Refugees took place in Rome (November 2009), under the auspices of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People.

Over four days, the delegates examined closely the theme of the congress ‘A Pastoral Response to the Migratory Phenomenon in the Era of Globalization’ within the context of the implementation of the Papal Encyclical ‘Erga Migrantes Caritas Christi’, issued five years e a r l i e r. T h e r e w e r e p r e s e n t a t i o n s a n d contributions from clergy, theologians, academics and from fraternal delegates including the Ecumenical Patriarchate, the Anglican Communion and the World Council of Churches.

The gathering attended over 300 delegates representing Episcopal Conferences, Religious Orders, international Catholic organizations, and global organizations including the United Nations.

issues affecting migrants and their families/ dependents. Some of the issues discussed were globalization, development and migration, urbanization and migration, pastoral approach towards young migrants and refugees, pastoral care of migrants in prison and in detention camps, co-operation between the Church of origin and the receiving Church. The needs and challenges of ecumenical and inter-religious cooperation, as well as cooperation between the church and civil institutions for the well-being of migrants and refugees were also discussed.

Addressing the delegates in a private audience shortly after the opening of the congress, Pope Benedict the XVI remarked that the theme ‘A Pastoral Response to the Migratory Phenomenon in the Era of Globalization’ highlights the specific context of migration in our time. He reiterated that ‘if the phenomenon of migration is as old as the history of humanity, it has never been so consistent and complex in its nature as it is today’. The Pope reminded his audience of the globalization of migration and its effects on almost every country in the world. Highlighting the plight of migrants, especially refugees, who are forced to live in conditions unworthy of human beings, Pope Benedict XVI invited his audience to view migration as ‘an invitation to perceive clearly the unity of the human family and the values of acceptance, hospitality and love of neighbor’. Considering the vital contribution of migrants to society and acknowledging the inherent challenges that accompany migration, he encouraged the faithful to ‘open their hearts to

migrants and their families, not merely as a ‘problem’ but a ‘resource’ to be appropriately appreciated for humanity’s authentic progress and development.

Meeting with the delegation from Vietnam Taiwan delegates were invited by His Eminence Cardinal Pham Minh Man of Vietnam for a meeting among with other invited guests from the delegates of the congress. The Cardinal expressed his gratitude to everyone for their concerns to the Vietnamese immigrants and refugees in their local Churches. Bishop Bosco Lin of Taiwan expressed his concern for the 124,000 Vietnamese in Taiwan.

He reported to the meeting about the apostolate of ECMI and some Vietnamese Fathers who worked hard for the welfare of the Vietnamese migrant workers and immigrants. The Cardinal also informed the group regarding the celebration of Jubilee year in Vietnam for the foundation of the Catholic hierarchy in 2010.

MENT STATEMENT-RESOLUTION ON THE PLIGHT OF MIGRANT WORKERS IN TAIWAN 聲明-決議 論在台移工的困境 A RESOLUTION: 決 議: WHEREAS, on December 10, 1948 the General Assembly of the United Nations adopted and proclaimed the Universal Declaration of Human Rights (UDHR); 鑑於聯合國大會於一九四八年十二月十日通過並公佈「世界人權宣言」(UDHR); WHEREAS, on Article 24 of the said declaration states that: “Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay”; 鑑於該宣言第二十四條主張:“人人有休息及閒暇之權,包括工作時間受合理限制及定期有 給休假之權”; WHEREAS, Taiwan as a non-UN member State, in 2007 the Taiwan's Legislative Yuan ratified the stipulations of Convention on the Elimination of Discrimination Against Women (CEDAW) into its own domestic policy; 鑑於台灣,作為非聯合國會員國,於2007年由其立法院核准「消除對婦女一切形 式歧視公 約」各條文之國內法化; WHEREAS, Taiwan is not a member of the United Nations and the International Conventions but still enjoys the respect of the global community and the civil societies; 鑑於台灣並非聯合國會員國,亦非國際公約締約國,但仍享有全球社群與各公民 社會之尊 重; WHEREAS, The Civil Society, the Non-Governmental Organizations, the Churches, the Church-based organizations, and the people of goodwill are concerned of the plight of the Migrant and Local Workers who are victims of unfair labor treatment and the non-inclusion of the Domestic Workers and Caregivers to Taiwan Standard Labor Law for their protection; 鑑於公民社會、各非政府組織、各教會、各以教會為基礎之組織及善心人士等, 針對移 工、本勞淪為勞動條件不公之受害者,家庭傭工、監護工未納入 台灣勞動基準法保護 等困境備感憂心; Now therefore be it resolved that: 故此作成決議如下: The Migrants’ Empowerment Network in Taiwan (MENT), an Alliance of NGOs in Taiwan, and the Civil Society have to express the following demands to the Taiwan’s Executive Yuan, the Legislative Yuan, and to the Council of Labor Affairs to implement the following: 台灣移工聯盟(MENT),作為一個在台非政府組織的聯盟,協同公民社會,必 須對台灣行政 院、立法院與勞委會表達訴求,以落實下 列各款: 1. As the World celebrates the 61st Anniversary of the UDHR and as we celebrate the Inter-national Day of Migrants, we demand that the Taiwan Government respects and enforces the provisions of the UDHR particularly the provision on Article 24 by forcefully implementing the “Day-off” for the Caregivers and Domestic workers; 一、時值舉世慶祝「世界人權宣言」發佈六十一週年暨我等慶祝「國際移民日」 之際,我 們要求台灣政府尊重並厲行世界人權 宣言各條文,尤其應針對監護工、家庭傭工強力落實 該宣言第二十四條關於「休假」之條文; 2. TIDBITS! KAHIT ANO LANG! The Lin’s family receives a Pontifical blessing certificate of Pope Benedict XVI accorded by Bishop Martin Su of the Diocese of Taichung. Steve, Rose, and their son Dundun accepted the recognition. The Lin family has been living a “culture of welcome” by accommodating in their home the migrants in distress for many years now. Cardinal Gaudencio Rosales of Manila also acknowledges the generosity of the family on his message for the mig rants. CMCCT joined the Migrants’ demonstration in Taipei organized by the Migrants’ Empowerment Network in Taiwan last December 13, 2009 at CLA Building. The rally was aimed to promote public awareness on the plight of the 378,095 migrant workers. The demand was the inclusion of the 174,387 Caretakers and household workers in Taiwan Labor Standard Law and the implementation of UDHR Article 24 on the issue “day-off ”.

MENT has issued a Statement-Resolution to express its demands in writing (cf. page 6). The rally was joined by more than 2,000 migrants and local concerned citizens.
