Tech Tip: Ensuring Savings with Commissioning Building commissioning is defined across the industry as a systematic quality assurance method that spans the entire building process, and is most often performed in three phases: design, construction, and post-construction. Commissioning entails a third-party reviewer verifying and documenting that building systems and components are planned, designed, installed, tested, operated and maintained to meet the owner’s project requirements and performance expectations. In many ways, commissioning, not design, is what proves your multi-family building is an energy-efficient project. A number of sustainable building programs are integrating and referencing commissioning standards among their requirements or options. LEED for Homes’ Multi-Family Mid-Rise Checklist awards points for testing and verification that matches the EPA’s Multi-Family High-Rise verification requirements GreenPoint Rated’s Multi-Family Checklist includes commissioning under both the Design Considerations and Innovations sections, referring to ventilation verification as defined by ENERGY STAR New Homes’ High-Rise Pilot Program ENERGY STAR V3 provides an HVAC System Quality Installation Rater Checklist The CalGREEN building code features detailed commissioning guidelines under Residential Voluntary Measures, Division A4.2 – Energy Efficiency It is important to note that commissioning does not substitute for a HERS Rater verification, although both processes involve a verifier coming to the site. Luckily, finding a commissioning third-party verifier is relatively simple. Professional commissioning agencies are located throughout the state. PG&E Single-Family New Construction Program Update HMG to implement PG&E’s California Advanced Homes Program (CAHP) To enhance builder customer service and streamline PG&E’s residential new construction programs, starting February 1, 2011 HMG began administering the California Advanced Home Program (CAHP) in PG&E’s service territory. CAHP is PG&E’s singlefamily residential new construction program, which offers financial incentives and ‘bonus’ kickers to help builders and their design teams build energyefficient and sustainable communities.
