Dear Valued Reader, It was an honour to witness this unique celebration - the Inauguration of our 8th Executive President of the Republic of Guyana, His Excellency David Arthur Granger.

On May 16, 2015 at Parliament Buildings and in front of a massive crowd, Chancellor of the Judiciary (ag) Carl Singh administered the oath of office as the President elect swore on the Bible. Soon after, Mr Granger delivered his address to the thousands who were reveling in a moment of historical significance.
Like the C oalition’s campaign itself, this commemorative publication is well put together, unlike any other in history. The magazine’s elegant design, spectacular photographs and an easy to read format makes it a timeless treasure.

H.E. David Granger President of the Co-Operative Republic of Guyana The Guyana Entertainment Magazine (GEM) has established itself as Guyana’s premier and most popular periodical for social trends and entertainment events. I am happy that this edition is dedicated to the coalition that I led and which secured a majority at the May 11, 2015 General and Regional Elections. The results were not a ‘victory’ but an `opportunity’ for Guyana to come together in unity. This edition chronicles and highlights the remarkable period commencing with the signing of the Cummingsburg Accord on February 14 and culminating in my inauguration ceremony on May 26. I thank the publishers for their kind gesture and wish all success to this magazine.

Our coalition won a majority, ushering in a new era of inclusionary politics and good governance. It is now my obligation as President of Guyana to give effect to the plans and policies necessary to bring about the change that the people desire. It is also my duty to ensure that our government remains committed to the goal of national unity. We will work with all sections of the Guyanese people to fashion a system of political inclusion so that we can deliver a good life to everyone.
A Partnership for National Unity (APNU) and the Alliance for Change (AFC) signed the historic Cummingsburg Accord which paved the way for our respective parties to contest the elections as a coalition. The coalition conducted a vigorous campaign which covered ten regions of Guyana. We all worked diligently to get the message across that the coalition represented the best hope for inclusionary democracy. We met people at meetings, rallies, in the markets in the streets and in their homes. Wherever the people were, we met them.
We will work to ensure that our young people have greater employment; our elderly and vulnerable are provided for and that our country remains safe and its borders secure. The coalition is committed to improving the lives of all Guyanese. We want to banish crime, disease, ignorance and poverty from our country.
We listened carefully to their pleas for a good life. The most consistent message that characterised our

There is much to be done. I look forward in the exciting days ahead to the support of all Guyana. We must all contribute towards the task of national unity and towards creating conditions for a good life for everyone.

Hon. Prime Minister’s Message
I offer sincerest congratulations to the publisher of Guyana Entertainment Magazine (GEM) for this commemorative publication, which is a graphic portrayal of the May 2015 polls in Guyana. It is said that a single photo is worth a thousand words, and the photo in my mind is that of President David Granger, proclaiming from the balcony of Public Buildings, “I shall be a good president for all the people of Guyana.” That captured the essence of what the elections were about: the putting in office of a new Government that will work for all of Guyana and to realise the almost elusive dream of our Beloved Land being, “One People, One Nation, One Destiny”. I am honoured to have been elected to serve again in Guyana’s National Assembly, and to be the Leader of Government Business in the House. I am humbled by my elevation to the Office of Prime Minister and First Vice-President of Guyana, and to be given an opportunity to serve my people and to help change the condition of their lives for the better. In my 53 years in politics, I have seen and experienced many glorious and promising events. But none has or can outshine the momentous outcome of the May 2015 polls when, for the first time, Guyana witnessed the contours of national unity in the emergence of our APNU/AFC Coalition. The appropriateness of this particular venue was not lost on anyone, not on the new President, his political partners and colleagues, the resident Diplomatic Corps, nor by the majority of delighted, cheering citizens of this bountiful land. In fact, during his short but rousing address he alluded to the need for every Guyanese to pay homage to the thousands of our forefathers and mothers by whose blood, sweat and tears we could now lay claim to this beautiful land and all that is in it. True to character, he took his oath on the central balcony where all who gathered there could bear witness to the simple ceremony. There was no grandiosity, no officious, lanyard tinted indoor ceremony for just a selected few. He ensured that his people could witness the glad outcome of their labour, the result of months of campaigning for a chance to lift their fortunes out of a socio-economic abyss on to a runway that leads to attainable prosperity.

t was as if a fresh, fragrant trade wind was blowing over Guyana on 16th May 2015 when leader of the APNU+AFC Coalition, David Arthur Granger, was officially sworn in as Guyana’s 8th Executive President. Multitudes ignored the persistent light drizzles and converged on the northern, eastern and western peripheries of the heritage Parliament Building to witness the ceremony. This beautiful historic building is one of Guyana’s longest standing heritage structures that were bequeathed to us on achieving Independence in 1966 by Britain, our former Motherland.

On the campaign trail in the run-up to the 2015 Elections, he spoke incessantly about his determination to turn over every stone and scale every hurdle that stands in the way of individual, community and ultimately national development. He was unwavering in his belief that his people are capable of rising above their poverty-ridden circumstances if given the enabling infrastructures, business-related policies, their own de-centralized community administrations, and an accommodating Civil and Public Service. His belief and confidence in the resilience of Guyanese people was on display. From the distant past to the recent, President Granger never failed to remind us of the sacrifices of our

David Arthur GRANGER Truly a Man for The People forebears, or to emphasize the responsibility of every Guyanese from Mabaruma to Waiwai, from Kamarang to Corriverton to bring to fruition our ancestors’ dreams of a truly united nation of happy people living together, working towards a single goal. Apart from political expediency, this was the overwhelming purpose of the decision of the two main parties, APNU and AFC to combine their mental acuities, their social, technical and political skills, and their support bases. Both factions, allies in the 10th Parliament, were of like mind, speaking the same language of unification of Guyana’s six races and cultures. The best acknowledgements of President Granger’s suitability for the Office of Presidency came from people from all walks of life - from urban and rural communities, religious bodies, the business sector, lobbyists and the legal fraternity, who metaphorically threw their hats into the ring and volunteered their support pre- and post elections. It is not far-fetched to surmise that the people read into his calm, unruffled demeanour and saw his discipline and honesty. He speaks a simple, unambiguous language that constantly reminds that his character is cut in a straight line, dyed in the indelible ink of Generalship that requires integrity, poise, culture, decisiveness, accountability, courage and the ability to effect change. One more trait that swung the pendulum in his favour pre-election came out of every message he delivered, i.e.

his belief that while the Government is the custodian of the nation’s resource, it is the servant of the people, not the other way around. “The fortunes of a nation lies in the hands of its people working for their own advancement, and the identity of a nation is molded not only by its natural and material wealth, but mostly by its people’s ingenuity and their love for their country that affords them comfort, peace, safety and happiness.” A STURDY FOUNDATION WELL LAID he 2015 National Election was hardly the President’s first foray into the world of politics. After distinguishing himself in the high command of the Guyana Defence Force he moved on in the 1980’s to serve as the National Security Advisor to the now late President Hugh Desmond Hoyte. After 1992 when the PPP/C acceded to the Presidency he took a short hiatus from politics and put to work his considerable skills as an Historian of very high international repute. He founded the Guyana Review magazine which highlighted the places, people and events that made up pre-independence British Guiana and early independent Guyana.

After the millennium he re-entered the world of politics and was named the leader of a coalition of five parties - the People’s National Congress/Reform (PNC/R), the Working People’s Alliance (WPA), the Justice For All Party (JFAP), the Guyana Action Party (GAP) and the National Front Alliance (NFA). This coalition was

called A Partnership for National Unity (APNU) and contested the 2011 National and Regional elections as a unit. The then ruling PPP/C won the popular vote and formed the government while APNU formed the opposition for the 10th Parliament. Brigadier Granger was elected Opposition Leader and presided over a oneseat opposition parliamentary majority in partnership with the then 6-year-old Alliance For Change (AFC) party. The combined opposition utilized this majority to halt the apparent excessiveness of the incumbent government. In 2014 the two parties were getting ready to launch a Bill of “No Confidence” when then President Ramotar prorogued the 10th Parliament and was forced to call fresh elections. In keeping with the Laws of Guyana, these two parties comprising men and women of like mind who had already begun to work towards improving the lives of Guyanese signed the landmark Cummingsburg Accord on Valentine’s Day 2015. This historic Accord heralded the largest political coalition (6 parties) in Guyana’s history and created the spinal cord for their 2015 elections campaign – Unity for Change. AN ASTUTE MIND TRAINED FOR LEADERSHIP nformation at hand suggests strongly that young David had long had a hankering for a military career. At age 22 he was already a Cadet in the GDF’s Officer Training Corps. Over time he lost no opportunity to upgrade his academic qualifications and military expertise. By age

50 he had acquired considerable expertise after overseas and local training in Defense Planning and Resource Management, Urban Policy Development and a slew of other courses in the specialized military and social arena. He was awarded the military Efficiency Medal in 1976, the Military Service Medal in 1981, and the Military Service Star in 1985 for distinguished service. Later he served on several local defense and security agencies, e.g. Chairman of the Central Intelligence Committee, co-Chairman of the Border and National Security Committee, and member of the Guyana Defense Board, the National Drug Law Enforcement Committee and the Disciplined Forces Commission. He retired with the rank of Brigadier. The President holds Bachelor and Master of Arts degrees from the University of Guyana, and a Post Graduate Diploma in International Relations from the University of the West Indies. He was up to recently the president of the Guyana History Society, and in the recent past the Guyana Heritage Society, the Guild of Graduates of the University of Guyana, and the Guyana Chess Federation. He was also active in the Association of Caribbean Historians, the Guyana Book Foundation, and the Guyana Legion and Veterans Associations. Our President is a published author of several military and history related works.

I
t must be the mother of all coincidences. Prime Minister Moses Nagamootoo was born at Whim Village on the Corentyne, the birthplace of President David Granger. As children living in an era when it was expedient for the colonial plantation owners in British Guiana to keep the two major races (emancipated African slaves and indentured Indian workers) socially separated, these two youngsters together attended the Auchlyne Scots School for a short period but they didn’t know each other. The Granger family relocated not too long afterward. Mo s e s w a s b o r n to first generation Guyana-born offspring of Indian immigrants who had come to Guyana from Madras. He grew up in a community steeped in the traditions of Kalimai worship and culinary differences which distinguished this sect from the majority of Hindu Indians who, two generations earlier, had originated from Northern India.
He made what some consider a natural progression from Journalism to Law, and his current profession as an Attorney-at-Law began with Bar Examinations at the Hugh Wooding Law School in neighbouring Trinidad and Tobago. Moses’ passion for politics and human rights never waned and his conversion to Christianity many years ago embellished his need for love and unity. When his party was elected to govern in October 1992 he entered the House of Parliament as the Minister of Information. He later assumed the portfolio of Senior Minister responsible for Local Government & Regional Development including Indigenous (Amerindian) Affairs.

The two parties came together on 14th February, that signature day representative of peace and love, and signed the historic Cummingsburg Accord to create Guyana’s first political coalition of 6 parties. The rest, as they say, is history. Moses Nagamootoo was sworn in as the new Prime Minister well girded to walk the talk no matter the circumstances and deliver to the people of Guyana a modern-day economic recovery package to address the challenges in the major productive sectors and hone the great potential of Guyanese people, especially women and youths. In the pre-AFC past he utilized his training in Law to give substance to his

previous posts under the previous government as a Member then Chairman of the Select Committee on Constitutional Reform and other oversight bodies including Foreign Relations. He found it necessary to enhance his leadership capacity by learning Spanish, the language spoken by every country on the South American continent with the exception of Guyana, Suriname (Dutch Guiana) and French Guiana. In addition, to bolster his leadership capacities in the constantly changing milieu of Information dissemination he sustained his membership of the Caribbean Association of Media Workers (CAMWORK), the Federation of Latin American Journalists (FELAP) and served as the Vice-President of the International Organisation of Journalists (IOJ) from which he received the Scroll of Honour as an Outstanding Journalist (1996). The GOPIO also recognized his valuable Community Service with a special award in 2008.

It is written: “This is the day which the Lord hath made; we will rejoice and be glad in it.” We have come together at the National Assembly of the Co-operative Republic of Guyana as a mark of respect for the Parliament, for our Constitution and for the People of this great country, Guyana. We have good reason to rejoice. We rejoice not only in the favourable results, but also in the enjoyment of our democracy. We went into the general and regional elections on 11th May 2015 as a grand Coalition, comprising six parties – the Alliance For Change; Guyana Action Party; Justice For All Party; National Front Alliance; People’s National Congress Reform and Working People’s Alliance – and won the support of the majority of people. We therefore record our gratitude, first, to the more than 408,000 citizens who participated in this important democratic process last Monday. We thank, also, the thousands of observers, officers, officials, agents and other workers – from overseas and from Guyana – and representatives of foreign missions who worked to
ensure that the elections were conducted in a manner that satisfied international standards for efficiency and credibility. We congratulate the successful candidates of all parties who will soon be selected to become members of the 11th Parliament and encourage them to be faithful to their oath of office and to their constituents.

The elections are over. The Guyanese people have chosen their representatives. The Constitution has been respected. Our democracy has been fortified. Let us now put past rivalries behind us and work in unity to banish poverty, ignorance, fear and hatred. We assemble here today to witness the swearing in, not of a party leader, but of the President of all the people. I shall be a good President for all the people. We the Guyanese people have chosen to inaugurate a ‘government of national unity’ and to promote our multiparty, inclusionary partnership. We are convinced that this is the best way to overcome our historic divisions. We have witnessed the damage done to our beautiful

Swearing-in Ceremony country over the past twenty-three years. We have been mocked by the destruction of local democracy and the denial of local government elections. We have been treated with contempt by the dictatorial prorogation and dissolution of Parliament. We have had to bear the brunt of the high rate of crime including armed robberies, arson, inter-personal violence, murder, piracy, rapes, road fatalities and trafficking in persons. We have had to bear the cost of the squandering of state resources on exorbitant but misconceived megaprojects. We have suffered most from the high cost of living and the high level of unemployment. We have not been filled with hatred by these conditions.

We are, indeed, more determined than ever to refashion society into one in which our womenfolk can look forward to working for ‘living wages’ to cope with the cost of living; one in which old folk can enjoy adequate pensions and social protection. Our young people will be able to attain higher educational standards and look forward to finding satisfactory jobs when they leave school. Our women and girl children can look forward to living in safety and to being protected from abuse and violent crime. We the Guyanese people have seized the opportunity to vote for human safety, national unity and inclusionary democracy.

We now look to the future. We invite you to attend the formal, official “Inauguration Ceremony” to be held at the National Stadium on 26th May; Independence Day. We also wish to inform you that the outgoing and incoming administrations, respectively, have agreed to establish a ‘Transition Team’ to facilitate the transfer of assets and the transmission of information needed to ensure the continuity of government and to guarantee the stability and security of the state. Lt Col Joseph Harmon has been appointed the new administration’s team leader to manage this process. We announce also, that Mr Moses Nagamootoo will be appointed the next Prime Minister as soon as he is sworn in as a Member of Parliament in accordance with the Constitution.

We declared on 1st January this year, that 2015 would be the “Year of Democratic Renewal.” We were right. Let us therefore rejoice in the people’s choice. Let us embrace each other – regardless of religion, race, class, occupation – as fellow Guyanese. Let us work together, to realise our inspiring national motto: “One People, One Nation, One Destiny.” Let us be reminded of the famous national song: Let us co-operate for Guyana, Let us co-operate for our land, Let us resolve to fight together, See we do it right together Can we do it? On Sunday, May 22, 1966 at 11:45 am the Honourable Prime Minister L.F.S. Burnham, as part of a week of activities to celebrate the birth of Guyana, an independent nation, unveiled the `Monument to Freedom’. The Independence Arch was handed over by the managing director of the Demerara Bauxite Company, Mr. J.G. Campbell as a gift to the people of Guyana on the achievement of their Independence.
Shortly after receiving DEMBA’s gift, the Prime Minister entrusted it into the safe keeping of City Mayor Rahaman B. Gajraj, the municipality and the people of Georgetown. In his acceptance speech of the arch, Mr. Gajraj stated that the citizens of Georgetown would treasure the monument. He added: “I charge the people of Georgetown to keep this monument in perfect order so that we can pass it to future generations in the same lustre and beauty as we have received it.”
Mr. Campbell stated that “it was justly fitting and proper that DEMBA should be responsible for the project as the company had been an increasingly significant economic factor in this country for the past fifty years.” He further remarked that the arch could be described as “truly Guyanese” as it was built of materials that would endure time and the elements, namely aluminium metal that was from bauxite mined and processed into aluminium in Mackenzie, and quartz stone from the Mazaruni River.
For these reasons, Brickdam was deemed a fitting location for an arch commemorating our independence.
As the premier organisation for the conservation of our natural patrimony, The National Trust invites the members of the community to actively participate in the process of conservation as we strive to `Safeguard and Promote Our Heritage’, for the benefit of future generations.
The arch was designed by Canadian engineer Eric Flack. Its design was said to be “modern and unique; springing from a common rock three arches taper upwards, towards the cloud, representing the three counties of Essequibo, Berbice and Demerara. The six granite posts at the base of each arch symbolise the six peoples of Guyana. Chairman of the Arch Committee, Mr. Aubrey Barker stated that: It was proposed in later years to locate the capital’s civic and cultural precinct on the lands of D’Urban Park: in time therefore he said that the Arch would be a fitting gateway to an important civic centre. G
uyana, today, celebrates the Independence it gained forty-nine years ago on 26th May 1966. We were guided then by the inspirational national motto – One People, One Nation, One Destiny. We were committed then to make that motto a reality. We renew our commitment today to make Guyana ‘One Nation’.We resolve to work together to forge ‘One Destiny’ for ourselves and for generations to come. We pay homage today to the workers, legislators and ordinary people who agitated for decades to achieve national Independence. We are their heirs. We have a duty to actualise the vision of our founding fathers

who fought to bring the new state into being. We have a duty to continue their work which was to transform the divided colony which they inherited into a united ‘Nation’.We cannot become One Nation if we are divided. Today is a day of thanksgiving. We are thankful for the gift of Independence. It is written: “Every good gift and every perfect gift is from above and cometh down from the Father of lights, with whom is no variableness, neither shadow of turning.” We give thanks also for the gift of democracy which we renewed only 15 days ago. I affirm today, as President

of the Cooperative Republic of Guyana, my determination to continue the task of working towards achieving national unity and towards making Guyana One Nation. I work, not by myself but with the largest coalition of political allies that has ever been established in this Republic. We went into the general and regional elections on 11th May 2015 as a grand Coalition, comprising six parties – the Alliance For Change; Guyana Action Party; Justice For All Party; National Front Alliance; People’s National Congress Reform and Working People’s Alliance. We won the support of the majority of people. We can now better work together in an inclusionary manner towards a common destiny. By thwarting the threat of dictatorship. By averting the threat of damage to our democracy. By protecting our Parliament from the threat of premature prorogation and dissolution. We have assembled, also, to acknowledge the democratically-expressed will of the people of this great country, Guyana, as expressed in the recent general and regional elections.
I affirm today, as President of the Cooperative Republic of Guyana, my determination to continue the task of working towards achieving national unity and towards making Guyana One Nation.

the goal of inclusionary democracy and to reaffirm our respect for our Constitution. The results of the last two elections have made it clear that the majority of the Guyanese people yearn for national unity. They desire an ‘inclusionary democracy.’ People, increasingly, are abandoning the “winner-takes-all” approach to governance and adopting the collective path to building ‘One Nation.’
We honour our youth. Our young people should be learning in colleges, not languishing in prisons. That is why, this Independence day, I have granted amnesty to several young men and women who have been sentenced to short terms in prison for petty, non-violent offenses. We shall allow them to leave prison to rejoin their families, to get back to school and to take their place in society as citizens, not as denizens of prisons.
We cast our votes in record numbers. We chose our representatives who will soon enter the National Assembly. Our Constitution has been glorified. Our democracy has been fortified. Our people are satisfied. We must now look to the future. We must turn our efforts and our energy not towards destroying one another but towards defeating the real enemies of our people – corruption, crime, disease, ignorance and poverty - the four horsemen of the Guyanese Apocalypse.
We aim at ensuring that our young people attain higher educational standards and can look forward to finding satisfactory jobs when they leave school. Too many of them start at the Onderneeming Primary School then graduate to the Camp Street Secondary School and matriculate at the Mazaruni University. Their time and talent are wasted in the penal system instead of in gainful employment.

They want consultation and cooperation between the legislative and executive branches of government, not confrontation. National unity will bring national benefits including the elimination of oneparty domination of the government; the enhancement of local, municipal and parliamentary democracy; the enlargement of multi-ethnic space; the elimination of ethnic insecurity; the expansion of economic enterprise; the enrichment of cultural life and the deepening of national consciousness. We shall infuse the spirit of ‘inclusionary democracy’ into every municipality, every neighbourhood, every region and into the National Assembly. We shall together resume our work, both through the legislative process in the National Assembly and in the country at large, to engage the major sections of society – including other political parties; trade unions; private sector and civil society – to realise our common quest for consensus on a national programme to move the country forward. We shall continue to work to harness the talents of a
broader constituency, to foster the conditions for social cohesion, to deepen the democratic process and to develop the economy. We continue to be committed to ensuring equality for all and to protecting citizens’ fundamental rights. We need, most of all, to remain committed to achieving national unity and to building bridges to all communities and groups which are interested in the well-being of our citizens and the progress of our country. We all know that this celebration of Independence finds our nation in the midst of several crises. We must reduce poverty. Too many very young and very old persons are still classified as ‘extremely poor’ with an expenditure level that is below what is required to purchase a minimum daily low-cost diet. Poverty is not an act of God. Poverty can be reduced and, perhaps, eventually eradicated, with good governance and sensible public policies. We shall continue to battle against poverty, to establish working people’s economic independence and to improve their livelihood. Our policy will be geared to finding ways to increase wealth… not to perpetuate poverty.

Youth are in crisis, but there is hope. Young people are our nation’s future but they face monumental challenges. The spate of suicides among adolescents, the large number of school dropouts, the unavailability of new job opportunities, the rising number of teenage pregnancies and the growing prison population (of which youths are said to comprise 75 per cent) are all indicators of their plight. We shall promulgate a Plan of Action for Youth Empowerment to give our youths faith in the future. The public education system is in crisis, but improvement is on the way. Our schools have been producing an increasing number of illiterate and innumerate youths. We shall provide fresh opportunities for young students to be educated as engineers to build bridges and roads to open our vast hinterland and to develop schemes to exploit our hydro-electrical potential. We shall train geologists to develop our bauxite, diamond, gold, manganese and quarrying resources. We shall train biologists, botanists, zoologists and agriculturists to expand food production. We shall expand opportunities to improve communication and human learning, and to drive our economy forward at a faster rate. We shall

improve information, communication and education infrastructure in hinterland and coastal areas. These opportunities cannot be exploited by the impoverished, the ignorant or the illiterate. They cannot be achieved while so many primary school children cannot qualify to enter secondary school or when thousands of children drop out of our primary and secondary schools every year. They can be achieved only by an educated population. We have much work to do to fix the broken public education system. The hinterland is in crisis, but that too will change. The hinterland comprises over three-quarters of this country’s territory. Parts of the country west of the Essequibo River can be lawless and dangerous places. Banditry is rampant; contraband smuggling is commonplace; disease is prevalent; poverty is pervasive and educational standards are among the lowest. Its people, for the most part, are poor. Its small, scattered population must bear the burden of a high cost of living while being vulnerable to criminal violence, humantrafficking and environmental hazard.

We support the responsible exploitation of the hinterland’s mineral and other natural resources. We shall ensure, however, that the livelihood of the residents is sustained, and that the environment is protected. We shall, as a start,upgrade the four hinterland regional administrative centres – Bartica, Mahdia, Mabaruma and Lethem – to township status with their own mayors and town councils. We must stop treating the hinterland as ‘bush’ and start regarding it as part of ‘One Nation’. Labour is in crisis, but there is hope. Strong trade unions and a vibrant labour movement are essential for social security, a fairer society, effective governance and national development. We aim not at generating social conflict, but at improving productivity, strengthening democracy, reducing poverty and enhancing the people’s quality of life. There is much to lose, on the other hand, by fostering conditions for permanent confrontation and crisis in the labour movement. We shall reestablish cordial relationships with civil society, religious organisations and trade unions. We have the responsibility to restore the integrity and viability of working people’s and non-governmental
organisations which have been gravely undermined. We promise improvements that are relevant to people’s everyday experiences and expectations. Our resilient and resourceful people and communities are eager to play their part in rebuilding our country as ‘One Nation’. Public security is crisis but better must come. Crime disproportionately hurts the poor. We are pained by the surge in serious crimes. There is a continuing increase in the number of armed robberies. Other everyday crimes – including banditry in the hinterland, murder, piracy, fatalities on the roads and interpersonal violence – have escalated. Violent crime is scaring foreign investors, driving away the educated élite, undermining economic growth and impeding social development. High rates of crime are stifling the manufacturing sector, strangling local enterprise and scuttling the economy. Public health is in crisis. All Guyanese – whether they live on the coastland or in the hinterland, or whether they are poor or rich – should have access to good health care. The primary health care system is now failing women, children and the aged. This

failure has been most evident in hinterland and rural areas. The primary health care system was meant to promote equity and social justice. It should be seen as an initiative to make health services more accessible. It should be seen as an investment in human development that avoids more expensive medical treatment at the secondary and tertiary stages. We have much work to do for the health-care system. Local government is in crisis, but there will be change. We shall continue to struggle to restore democratic Municipal and Neighbourhood Democratic Councils which have been damaged or dismantled. We shall fortify grass-roots democracy by ensuring that the people are allowed to play a greater role in managing their towns and villages by finding solutions to rural and agrarian problems. Guyana cannot become ‘One Nation’ if gross disparities persist between the hinterland and the coastland, between the educated and a mass of semi-literates and between the very rich and very poor. A united nation ought to be one in which cooperation prevails over confrontation and national integration over communal disintegration.

We shall strengthen our economic relations with CARICOM and the Caribbean community. We met the Secretary General of the Community on our first working day. One of the foremost tasks of the VicePresident for Foreign Affairs will be to work tirelessly with every single state of the community to ensure complete compliance with the Treaty of Chaguaramas and the fulfilment of the needs of all the Caribbean people. A Bambara proverb teaches us that “God gives nothing to those who keep their arms crossed.” We must, therefore, uncross our arms. We must unlock our talents, undo the damage to our country and undertake the task of rebuilding our economy. Our engineers must build bridges across our great rivers. Our scientists must seek solutions to our cycle of flood and drought. Our manufacturers must make more products. Our diplomats must open more markets. We must make more jewellery from our raw gold. Our factories must make world-class furniture from our logs and more packaged and preserved products from our fish, fruit meats, milk and vegetables.

We reaffirm our friendly relation with our neighbours - the Federative Republic of Brazil; the Bolivarian Republic of Venezuela and the Republic of Suriname. Our four neighbouring Republics together have much to contribute to the security and stability of this continent, to the success of the Union of South American States and to the happiness of our peoples.
Independence Day, today, signifies an opportunity for a new start. The state of the nation requires vision and leadership. We have assembled a Cabinet of men and women who have the enthusiasm, expertise and experience to repair the damage which has been wrought over the past two decades. We came together as a team because we know the dangers of division.
Guyana is a great country. Its lush Amazonian forest possesses some of the finest specimens of feral cats, eagles, fish; rodents and snakes; the rarest orchids and other flora; the most breathtaking lakes, mountains, rivers, savannahs and waterfalls. Our landand sea space possess rich mineral resources including bauxite, diamonds, gold, manganese and petroleum. Our country is large enough to accommodate all the islands of the Caribbean Community within its boundaries. Our people have their origins in the rich cultures of Asia, Africa and Europe and have blended with the indigenous people of the Americas. We are talented and resourceful. There is no reason for us to be poor. There is enough to satisfy everyone’s need but not everyone’s greed.
Today, my heart is filled with hope, joy and gratitude. I thank our visitors, especially the Honourable Prime Minister of Barbados Mr Freundel Stewart, and His Excellency Ulises Rosales del Toro, Vice-President of Cuba and the distinguished Guyanese Statesman Sir Shridath Ramphal and other guests who have travelled from overseas and the regions of Guyana for attending this ceremonial inauguration. I thank the 408,000 Guyanese who expressed their democratic choice by participating in the recent general and regional elections. I thank my wife Sandra who campaigned with me in town and country. I thank the entire APNU + AFC Coalition Campaign Team which worked day and night for me to be able to stand here

before this magnificent congregation. We are all Guyanese after all. One Nation. Let us rejoice in this opportunity to celebrate this democratic renewal.
