Reactivating and Strengthening the Regional Executive Boards I.
Introduction
The Regional Executive Boards of CMLI is integral in promoting the vision, mission and goals of the organization. The REBs stand as conduits of CMLI on a regional or even provincial level and is primarily tasked with echoing the advocacies of the National Executive Board through localized conventions. Associated with the functions of the REB are to develop and execute projects in their specific areas, aligned with the thrust of the mother organization. Examples of vibrant Regional Executive Boards include Visayas with the only sustained effort to organize their own echoconvention and the National Capital Region (NCR) with Sigabo. Due to the proximity of the REB-NCR to the main office, the officers of the said branch also serve as support staff in numerous NEB activities such as the Children and Youth Achievement Week (CAYAW) and the annual debate tournament. One of the problems faced by the REB officers is the inability to perform their duties after their election during the Annual Conventions. One reason being that there really is no clear lineup of projects and activities directly associated with the REB as opposed to the NEB with a fixed calendar of projects. Secondary to that is the inability of the other branches of CMLI to extend support and partnerships with the other regions. For the part of the Alumni Association (JCAA), training is focused on the NEB, leaving the REB behind. The inability of the regional bodies to maximize the opportunity to propagate the CMLI’s missions on their specific locales leads to diminishing or inconsistent participation of partner-schools during our National Conventions. Although numerous factors affect the in the dwindling number of participating schools, an opportunity to tap a branch of CMLI to boost attendance is missed out. The sheer distance of the REBs poses the biggest challenge to potential trainers. Despite this, a minimal effort to bypass this problem has been done. This year, the JCAA seeks to respond to the challenge of reactivating and further empower the REBs depending on their need. This is the JCAA’s way of contributing to the development of the Junior Council as a whole in line with CMLI’s re-strengthening efforts

Objectives Generally, the objective of the program is to reactivate and strengthen the Regional Executive Boards towards positive contribution to CMLI. Specifically, it aims to: 1. Establish a unified understanding and appreciation of the Regional Executive Boards among CMLI branches 2. Determine REB strengths, weaknesses, opportunities and threats. 3. Develop and provide capacity building activities and programs suited to the needs of all REBs. 4. Actualize projects and programs for all REBs within the year 2012.

1. Distance Participatory Training Module Development The JCAA’s method of training utilizes calibrated curricula for all participants. The method starts with determining the current knowledge, skills and attitudes (KSA) the participants through surveys, focused group discussions and the like. This is followed by identifying KSA needed for them to perform their duties well. The gap between their current and perceived KSA will be their training needs. The gap is bridged by the JCAA through training and capacity building. An online format of Training Needs Analysis (TNA) shall be done to regions outside NCR. A innovative fusion of social media, online tools and CMLI ingenuity will be used to best communicate with the regional branches. Proposed Methods: TNA, Online Surveys, Online Focused-Group discussions, LevelingOff sessions. Timeframe: One week (April 14 – NCR, April 21- Visayas, 28 - Nueva Ecija) Output: REB-Focused training programs, Initial REB understanding about their roles

2. On the Ground Training It will be in the conscious effort of the JCAA to visit and train ALL Regional Executive Board branches. The content of the training program will include their specific training needs as well as a comprehensive module about the functions of the Regional Executive Board. One of the ultimate outputs intended for the REB is to come up with a CMLI project proposal that will be executed in their term. There will be allocations from the JCAA budget assist in making the effort possible. Proceeds from external training activities, Voices in Harmony and other income generating projects will be directed towards this initiative. Proposed Methods: Actual training programs Timeframe: May-July 2012 Training time: 2-3 days Output: REB project proposals 3. Distance Coaching A two-day training will not be enough to cover all necessary learning that an officer is required to have. The theoretical knowledge of the officers will be best tested when applied in direct practice. To supplement the two-day training, AA and NEB officers will be assigned into coaching groups to best facilitate learning with proper guidance. Regular consultations and meetings online or in person, if possible, will be done to maintain the quality partnerships with the REB branches. Aside from this, JCAA will also provide training modules throughout the rest of their term to provide continued growth.

4. Junior Council Linkaging As subsumed as one branch in CMLI, the Junior Council (NEB, REB and AA) has been missing out on a huge opportunity to collaborate for the advancement of the organization year-round. With the exception of convention and training partnerships, the branches seem to work fully independent from each other the REB branches are often left out of the cycle. A strong partnership within the Junior Council will lead to improved organizational performance simply through better outputs or projects from the respective branches. The most novel benefit of this is the creation of valued working and personal relations between the leaders of the Filipino youth on a national scale that accounts for a truly national organization.
