In our every changing world, change is the only constant. As we celebrate our Chamber’s Centennial, it is a time of transition for our Chamber, as well, with many Chamber members fondly saying farewell to outgoing President / CEO Colin Diaz, “Hello” to Board member and Interim Director David Voncannon, and anticipation towards welcoming our future President / CEO. Mr. Diaz led the Culver City Chamber through 4 ½ years of challenges and growth. would like to welcome you to the Culver City Chamber of Commerce’s “2022 The Guide Culver City Centennial Edition”. This magazine serves as a way finder, connector, and guide for you as you navigate our city. Whether you are new to the city or a long-time resident, I trust that this magazine will give you a better insight to the past, present and everevolving future of our community. As it relates to the Chamber, I am honored to be leading an organization that is in its 100th year of business and community leadership. The past two years have been exceptionally challenging, with the pandemic which forced the closure of roughly 17% of the businesses in our community. The resilience shown by those who persisted and the connections led by the Chamber are two large reasons that we experienced more rapid recovery than many of our neighboring communities. During the pandemic, the Culver City Chamber continued its community activities. The Chamber was a founding member of Feed Culver, providing over 80,000 meals to those in need. All of those meals were purchased from local restaurants, providing much needed employment and income while helping others. We have and will continue to launch events, provide programming and resources this year that will help us continue to serve our diverse membership. And, compel more of our business population to get engaged with us. Among these will be a series of industry-specific roundtables (Real Estate/Landlords; Insurance, Retail & Restaurant; Health & Well- ness; and Homelessness), an expansion of our HR Forum series that will keep business owners and leaders ahead of the compliance curve post COVID-19; Multi-Chamber, a Connection Leads group which helps members form power referral teams within the Chamber; an infusion of new 2022 Chamber University courses (Social Media, Marketing, Business Management, Branding Post-COVID-19), and a brand new incubator membership level/program for our “solo-preneurs” and entrepreneurs (where resources will be aligned to the specific needs of a startup company). Additionally, we have continued our connection with Culver City leadership through programs like our “Convo with the Councilmembers” series, which is a bi-weekly call 6 I

and intimate conversation with a Culver City Council member and a chance for attendees to have a real-time Q & A. s the 2021 Chair of the Board for the Culver City Chamber of Commerce, I am extremely pleased to present to you this Centennial Edition of The Guide. This year we celebrate our 100th anniversary as “a Catalyst for business growth, Connector for people, ideas, and resources, and Champion of a strong community”.
This publication captures the heart and soul of our thriving business community with its rich history in entertainment and aerospace and its evolution into a mecca of broadly diverse businesses including architecture, design, technology, retail, restaurants, the arts, non-profits, and much more. As we emerge from the COVID-19 Pandemic, we acknowledge that we have come through one of the greatest challenges in our lifetime, a challenge that has had a profound impact on our business community. Throughout this difficult period the Culver City Chamber has maintained a laser focus on the concerns and needs of local business owners and the impact on the goods and services they provide to our greater community. While the ability to thrive in this environment may have been diminished, I believe we have benefited greatly by coming together to encourage and support one another and by working to find solutions and new ways to grow well into the future. I was truly honored to serve as Board Chair in 2021 and to work with so many of our talented board members as we continue to advocate for the many businesses that serve this great community. As a career Financial Services Representative with New York Life Insurance Company, I am committed to helping business owners not only plan for personal success and their family’s future but also find solutions that support their employees and enhance their bottom line. I am eager to give back to this city that has been so important to me and my family. For more than 20 years Culver City is the place where we have worked, shopped, enjoyed the restaurants, movie theatres, and parks, and even found our dentist and our daughter’s pediatrician. Culver City is known for many things. We boast robust small businesses and worldwide corporations. Single-family, decades-old homes flank shaded, sidewalk-lined streets; other thoroughfares are peppered with newer, swanky multi-family dwellings. We have a small-town feel in our neighborhoods and big city vibes in different pockets of town. All of these juxtaposing elements would be nothing if they weren’t both dynamic and sustainable. Two year’s of pandemic proved that everything can change within a matter of hours, that nothing is certain. Every aspect of life needs a contingency plan. Natural disasters in California’s history have also shown that Mother Nature occasionally has different plans for the landscape of a city. Preparation against various outlying factors that threaten the strength of a city is an oft-overlooked but vital element of city planning and maintenance. As of late, the recovery and resiliency of a city is a primary defining factor. While Culver City has, for years, been restructuring to increase resiliency against earthquakes, the pandemic required a different type

of adaptability. How quickly a municipality rebooted from the devastation of quarantines and shutdowns exhibited its foresight, amenability, and creativity. Culver City responded with flying colors, and our community is better for it.
Culver City’s Economic Recovery Task Force Ours is a small community in a big region. Leadership, including the Mayor, offers accessibility and has recently exemplified flexibility and resilience. With businesses huge and small, economic recovery plans had to be varied and tailored to specific needs. Mom-and-pop restaurants needed supplies just as much as HBO and Amazon Studios did. The City created the Economic Recovery Task Force (ERTF), composed of Culver City staff and external stakeholders, which looked at no less than ten economic sectors and applied their efforts to each market. They looked at short-term, mid-term, and longterm recovery across all ten divisions. The ERTF designed its strategy and implemen-

Enter a slew of ideas that bolstered all business. During the peak of the COVID-19 pandemic, the City relaxed many permit fees and moved most of the government online. They allowed expanded outdoor dining in the City right-of-way free of charge. Culver Boulevard was shut down until November 2021 to encourage foot-traffic and local business. Vaccination and masking requirements have encouraged more in-person patronage with COVID safety in mind. Culver City remains one of the remaining cities on the Westside with a commercial eviction moratorium; collaborative pricing plans between tenants and landlords have saved businesses throughout our city. Encouraging the economic success of both small and large businesses in one fell swoop is how we have maintained our defining characteristics. Supporting local companies kept newer entrepreneurs and long-term tenants within our city limits. Our city retains its charm; our citizens continue with the same quality of life they’re used to. Jobs and businesses remain. The short-term plans were all the relaxations, allowances, and programs set in place to kickstart the economy once again. Now that those projects are wrapping, and Culver Boulevard has reopened as part of the city’s mobility project (bike lanes, yay!), the ERTF looks to the mid-term plan. Bike lanes, sidewalk improvement, and other inventive ideas enhancing the down-

Culver City Council Member Alex Fisch was Mayor during the development of the ERTF. This year, Culver City was one of the finalists for Los Angeles County Economic Development Corporation’s prestigious Business-Friendly City Award. The nomination honors “exceptional public and private leadership” and “outstanding contributions to economic development.” The nod means even more this year as it “recognize(s) the cities that prioritized creating the most supportive environment for business recovery, reinvention, growth, and hiring during the pandemic.” The long-term ETRF recovery plan is harder to define as flexibility is key to success. There’s a way to recover not just to where we were before the world shut down, but beyond that. We have room for improvement, as all cities do. Now that

Resilience, Retrofitting, and Emergency Planning Apart from the City’s ERTF and recovery efforts, another way Culver residents and business owners are adapting to potential threats is earthquake emergency planning. In Southern California, we live with the reality of not if but when. That’s why experts like Tom Robinson of Optimum Seismic are so passionate about their work. Tom’s company specializes in seismic retrofitting, preparing buildings for the worst. As cities have recently been testing their fortitude within an unpredictable health pandemic, the need to protect communities from an unpredictable natural disaster is also rising to the surface. After a major earthquake - the kind that devastates a city - it is crucial to get things back up and running. People will need care, food, and community. What’s Next in Culver City’s Economic Recovery Culver City’s recovery isn’t done yet. With the mid-term and long-term phases beginning implementation in our pres-
ent and near future, we are poised to go through meaningful and lasting change. And Culver City residents can rest in the fact that leadership has already been doing a phenomenal job. Council Member Fisch encourages optimism. “I firmly believe,” he says, “that we’re close to digging into what life will be like in the mid- and long-term. I think it will be good, and people shouldn’t be afraid. It’s the same with mobility and housing. We’re at the beginning of what’s going to be a long process of fixing some really serious problems. And that can be very exciting for people who are willing to engage in that process.” The people who have participated in the pandemic response have saved the city. “I have to credit residents and businesses,” Council Member Fisch says. “We provided the space and opportunity, but it’s the businesses that filled that space and took the opportunity. And the residents are the ones who went out and got vaccinated and got business done.”

With explosive job growth and thriving community life, prospective residents are flocking to Culver City in 1849-like droves. Housing stock has not been able to keep pace. Affordable homes and efficient transportation have significantly worsened over the last half-decade. With these two simple needs becoming an everyday struggle, Culver City as a whole has a public problem that has reached its head. In addition to simply needing more homes, California housing officials are pushing for over a million new homes by the end of the decade; in Culver City, they’re requesting 3,400 additional units by 2030. Most current residents can see that we’re grappling with a housing crisis right now, though. Demand far exceeds supply, few options are available to new inhabitants, and the housing cost burden is well beyond the national average. Policymakers and those in leadership work daily to address these issues. They 22 I

While many Culver City residents are trepidatious about growth and development, hardly anyone can deny the need. know that change is on the horizon, and they are dedicated to making the transition smooth and superior to the current landscape. While many Culver City residents are trepidatious about growth and development, hardly anyone can deny the need. As with many widespread issues, one of the challenges we face is unity. “We don’t have a consistent vision on housing,” Former Mayor Göran Eriksson says, who added that the city is in many ways becoming a

victim of its own success. “We have been very successful in attracting jobs – Amazon, Apple, HBO – but with that comes a responsibility to encourage the development of new housing. We haven’t done our part on that front.” Another significant problem is the lack of development space. Most of Culver is already developed. So we look to repurposing. Recently, accessory dwelling units (aka Mother-in-Law quarters) were approved, opening up single-family lots to more housing options. Another way policymakers have reimagined existing space is up-zoning, the approach of replacing single-family homes with multi-family dwellings. These changes have been met with some resistance, specifically from multi-generation Culver residents. Redeveloping, renovating, and replacing what’s been here for years vastly changes the scenery and infrastructure of our neighborhoods. Decades-old homes are being supplanted with new, swanky

condominiums and multifamily dwellings. People are living closer and closer, losing their yards, and changing the overall look of what Culver once was. Some are even wondering why we must meet the number of rising jobs with housing within city limits. Regardless of the feelings people have, more units are coming. Downtown Culver City has gone through a major overhaul in the last 50 years, and most everyone agrees it was a roaring success. Maybe in the decades to come, the redevelopment we’re about to see in the 2020s will be looked upon in the same way. The question is how we’ll do it. Large, skyscraper-like residential buildings are as tempting as the aforementioned options, but most Culver City residents are unified in their dislike of that vast change in vibe and scenery. Other camps of thought are pushing another option: adding residential units to our bustling commercial corridors. Much of our retail space is single-story. With two or three units atop the copious restaurants, boutiques, and mom-and-pop shops of Culver City, we can beef up the housing potential and city centers without turning into a skyscraper-laden landscape. Residential units above commercial spaces on lively streets like Sepulveda and Jefferson would create what experts consider the best and healthiest communities - a place where everything you need is within a 10-minute walk. Councilperson Eriksson said any housing solution the city undertakes would only succeed if it puts people closer to the places they want to go. Walking and biking remain the ideal forms of transport to and from work and play. Non-car options are critical to long-term success. “A lot of sophisticated data shows that if you remove just 5 to 10% of the cars from the road, traffic will move at the posted speeds,” Eriksson says. As Culver City grows, a classic issue of exponential growth compounds: traffic. With more cars on the road, often too many cars, quality of life severely decreases for the everyday commuter and errand-runner alike. Before Culver City is largely walkable or bikeable for those of able body, and before we introduce a minimum of 3,300 new residents, Culver City must improve and embrace public transit. Culver City Architect Dane Twitchell, who
serves on the city’s Bicycle and Pedestrian Action Committee, said the city must find a safe place for those who walk and bike. “We need a local lane,” Twitchell says, “for bikes, scooters, e-bikes - a space that’s not on the sidewalk and not on the street.” The city recently opened the dedicated bike lane through our busiest thoroughfare; residents and experts will continue to evaluate and decide on the longevity of said option over the coming months. This mobility project is part of a larger reboot plan headed by the city’s Recovery Task Force (more on page 12).

While bikes are a great option for the able-bodied, public transit is a more widely-effective use of city resources. Culver City has made efforts to improve bus cleanliness and electronic tracking systems. But simple changes like better signage and naming bus stops for familiarity could entice Culver residents across all demographics to try it out. “We need people in ties taking the bus to work,” Eriksson says. “We need people to encourage people to get visitors to their house by bus – ‘Take the No. 1 bus, get off at the Sony stop. I live one block from there.’ It’s a cultural issue, and we need to change behavior.” For Twitchell, the best solution comes down to a hybrid of efforts: more bikes and bicycle infrastructure, more housing near where people want to travel, and a change in the way the public views buses. “Very few people take the bus,” says Twitchell, who is a regular. “I’m often the oldest, whitest guy on the bus, and that has to change.” Mayor Alex Fisch seconds these opinions. “We need to get away from the idea that transit is just for people without any other option. If you could get across town in 20 minutes for $1.75, people will use that.” Regardless of improvements in mobility

throughout the city, Culver City’s biggest hurdle remains a lack of adequate, affordable housing. Not just more units, but ones near everyday needs to cut commute times. While much attention has been paid to adding affordable housing, Councilperson Eriksson believes it critical to find ways to add what he calls “attainable housing” – housing for the kinds of employees who will consider Culver City home. “We need more affordable housing – yes,” Eriksson says. “But that cannot be our 100% focus. The new employees in the new businesses coming to our town will be making $80,000 or $100,000 a year, and that’s not enough to justify $4,000 a month for a one-bedroom. We need to address the mid-level of the market.” Many of these new residents would be young people who are willing or even eager to live without a car. Millennials and Gen Z city-dwellers are typically eco-conscious and active; they’d prefer to get around with solely their feet, a bike, or public transit. Embracing more transportation options may come organically. Now it’s the city’s responsibility to encourage new housing to 26 I

Culver City Chamber of Commerce President & CEO Colin Diaz says the ageold real estate adage of “location, location, location” holds true. If the city wants to ensure housing gets built in the right places, it needs to work with developers. “We need to rezone areas along Sepulveda,” Diaz says, “and other retail and commercial hubs to utilize more than the one story that most of these structures currently occupy. “The city needs to embrace its public-private partnership opportunities,”

he continues. “There are developers out there that can assist us in reaching some of our goals, but they need to have mutually benefitting incentives.” In addition to the city working with developers, locals must be on board with the dynamic landscape. Those who chose our city for its quiet, tree-lined streets are understandably concerned. New development could mean even more gridlock and tall buildings that will mar the aesthetic that attracted them here. Nevertheless, state legislators are demanding more housing, which means more housing is undoubtedly on its way. With inevitable development, it’s time for residents to reimagine the future. Twitchell emphasizes the importance of people working together to find the best ways to implement additional housing. “The biggest problem is NIMBY (Not in My Backyard Phenomenon) - the people who just say ‘no,’” Twitchell says. “We’re going to need more density, but we need to be smart about how we do it. We need better design, better architects, and we need the neighbors to be reasonable.” “People, I think, are in the denial phase,” Mayor Fisch adds. “This is the number of new homes we need to build. This is the backlog. This is the future demand. It’s a painful process figuring out how to be a Culver City with 20% more homes with the charm we all love. It won’t be easy.” It’s a seemingly insurmountable task that’s certain and upon us. Flexibility will prove key in the coming years. Policymakers agreeing is one thing; public approval provides a whole other hurdle for changemakers to overcome. But if housing increases are done right, there’s no reason that Culver City can’t get better, cuter, and more quaint. Who doesn’t want to live in a new apartment over a luxury boutique? Wouldn’t you rather be steps from your job or favorite restaurant? And all of us want to save on gas. These changes can be viewed as improvements rather than forced alterations. With amenability, we can all work together to find solutions to the problems. As Culver City grows into a thriving mini-Metropolis, longtime residents and newbies alike can share in creating something new and better.

Culver City has forever been a city of business. From its genesis in the early 20th Century as the Mayberry-esque “Heart of Screenland” to the mini-metropolis it is today, Culver City’s residential and corporate lives have been inexorably linked. We didn’t become the Heart of Screenland by accident. Henry Culver, anticipating the potential of movies, worked with legendary filmmaker Thomas Ince to acquire the land for and develop a movie studio. In 1915, the Ince/Triangle Studio became the first of its kind in Culver City. Three years later, Samuel Goldfish (later Goldwyn) took over and started what would one day become Metro-Goldwyn-Mayer Studios, aka MGM. Over the last 100 years, studios like MGM, Warner Brothers, and Sony Pictures have upheld our beloved moniker. The various Culver City studios are home to huge movies and TV shows, including the illustrious decades-long runs of Wheel of Fortune and Jeopardy! Fifty years ago, in 1971, a significant redevelopment program began revitalizing Culver City. A $16.6 million tax allocation helped build what is now the Westfield 34 I

Culver City mall, an uber-successful and massive boost to our economy. The Culver City Redevelopment Agency (CCRA) then turned its attention to Culver Center. The Kirk Douglass Theatre received a major overhaul while the Meralta Plaza business complex provided ample office space for corporations. Culver City Historical Society Volunteer Hope Parrish thinks the early impetus of the Culver City Chamber is one of the reasons our city has always had such thriving business and community life. “The Chamber started very early,” Parrish says. “And it was active - as active with all local people, restaurateurs, and retail as it is today.” Incorporated on August 27, 1921, the early Chamber members got working right away, taking stands and making change. We had our first Rose Parade float just a year and a half later. The early Chamber celebrated the studios, even pushing for Tom Sawyer Days. They had the foresight to endorse the creation of Marina del Rey, a now thriving adjacent community. They’ve started programs across various sectors, from education to citywide celebrations. Chamber members

are treated to education, promotion, and community involvement. “The Chamber networked all the locals to support each other,” Parrish continues. “It wasn’t like today when you hear, ‘Buy local!’ You just did. There was camaraderie and friendship. Your business neighbors lived in the same town; your kids went to the same school. We put on parades together. Everyone came out for Tom Sawyer Days.” For 30 years, the CCRA transformed Culver City. The Chamber was alongside this development the whole way, helping to plan, budget, and champion every step. Even when the Chamber wasn’t directly involved, the community they built spawned betterment. Main Street and upper Culver Boulevard were all businesses when Culver City was founded. In the fifties, Culver Center superseded Downtown Culver as the new hot spot. Over the next 20 years, Downtown Culver slowly dilapidated. Dead zones popped up where local businesses had left. But in the early 70s, a few restaurants set up shop there - places like Al Penny’s and Sagebrush Cantina. They looked around and saw potential, so the business owners teamed up and pushed for redevelopment. “They decided, we gotta do something here!” Parrish says. “So they got the theatres going. They wanted restaurants so Downtown Culver could become a destination for people.” Culver City locals and residents from surrounding towns would come to Culver to grab a bite and watch a movie. A true Hollywood-inspired night on the town. And it all started with unified business owners and Chamber members wanting to revamp the Downtown area. The boost businesses received from redeveloping the entire city was crucial to our overall health. And the Chamber united all of those businesses - one group all plugging away with one goal. Culver City has always balanced residential communities and flourishing business centers. Our mom-andpop shops thrive alongside international corporations like Amazon Studios and HBO. The symbiosis and mutual support are rare for such a diverse community, and the Chamber of Commerce is a large part of the cohesion.

FAST-FIX HAS REVOLUTIONIZED JEWELRY AND WATCH REPAIR Mark Goldstein never intended to follow in his father’s footsteps and become a jeweler, and instead focused on making his mark in the business world in New York. However, in 1984, everything changed. Over Thanksgiving, Mark and his brother were brainstorming a solution to his father’s business dilemma when he had an “ah-ha” moment. “I was trying to imagine what a store would have to look like if customers could meet the jeweler or watchmaker working on their item, and see with their own eyes their watch or jewelry being repaired,” Goldstein said. “That’s when I had my breakthrough moment and the idea of a kiosk, something open on all sides, came to mind.” Mark knew from the beginning that in order for this concept to be successful, he was going to have to create a new model with secure locations in high traffic areas, and focus on service, convenience, transparency, and fast repairs. Most repair
companies at that time sent broken items elsewhere to be repaired. His idea would revolutionize that model and provide his customers with peace of mind and quick service in house. Once the idea took hold, Mark didn’t waste any time and took his holiday bonus and the small amount in his savings account and got busy. He hired his father to help him open his first store that December in Century III Mall in West Mifflin, Pennsylvania, and he was on his way. “We were set up across from Santa, and by the third day the line for our business was almost as long as the line to see Santa,” Goldstein said. “That’s when I truly understood how important it was for our customers to have their jewelry or watch repaired while they waited.” Given the success of his first location, Mark opened four more stores in the Pittsburgh area over the next two years, and he was just getting started. Mark
Javier Suarez - Store Manager considered the possibility that other people might share his same desire; be their own boss. He discussed his idea with a friend, and shortly thereafter decided to franchise his concept. The first Fast-Fix franchise opened in 1987 in Dallas, Texas, and since then, more than 150 franchise locations have opened across 26 states, the United Kingdom, and Ireland. The company is turning its attention to expand in Canada as well as other markets throughout the U.S. “The jewelry and watch repair business is vibrant. The City of Culver City oversees a park system that includes 13 parks and parkettes in every corner of the community. Each park is different and offers unique activities and facilities, so whether you’re seeking a place to barbecue, hold a picnic, swim or play everything from basketball and tennis to softball and soccer, there’s a place for you. In addition, many Culver City parks offer age-appropriate playground areas, pooch paths and jogging paths. Some parks even include night lighting so the fun can continue even after the sun goes down. If getting around on two wheels is more your thing, Culver City is actively working to improve its bicycle pathway system. This includes a dedicated path along Culver Boulevard and connectivity to the Ballona Creek Bike Path, which follows the channelized Ballona Creek for seven miles from Syd Kronenthal Park in east Culver City to the Pacific Ocean, and there connects with the Santa Monica Beach and South Bay Bike Path. ENTERTAINMENT Culver City today is in the midst of a renaissance.
