WELCOME TO Key The Greater Key West Chamber of Commerce has been serving Key West for over 100 years. Through those years, we have seen many changes that have left their mark on this island many of us call home. Whether you were born here or moved here from another place, we all know Key West is different. No it is more than that, it is special. The word special flows through so much of this tiny island, our people, our businesses, and those that visit us.

We, at the Chamber of Commerce, are proud to continue to be a part of the history of Key West. As the oldest business organization serving Key West, we have been here through the good times and the not so good. Focused on building a strong community with an exceptional quality of life for our residents, our members and leaders have worked hard to continually meet the challenges our community has faced. Looking at where we have been and what we see for our future, the Board of Directors revised our mission statement. The Greater Key West Chamber of Commerce works as a catalyst for business success, a convener of leaders, and a champion for a sustainable thriving community. This mission statement is what the Greater Key West Chamber of Commerce has been practicing over the one hundred years of our existence. The three C’s: catalyst, convener and champion are specific to not only the needs of our businesses, but also our community. We are proud to be that business organization serving Key West.

Embracing change

I am a creature of habit. I like to do the same things every day. I work out at the same time. I like to eat the same foods in the same restaurant. In fact, I think most humans are creatures of habit. We like knowing what to expect. We like cruise control. Change makes us uncomfortable… And when we do not embrace change, we do not evolve, we cannot evolve, and so it’s impossible to evolve without change. In the 60s and 70s when the military pulled out of Key West, our island’s economy was in a state of dissolution. The leadership at that time knew they had to make changes to save the island’s economy. It took time and it was not easy, but they embraced change and succeeded in making Key West one of the premier tourist destinations in the United States. In 2021 while creating a strategic plan for our Chamber, we discussed that Key West has become the playground to the more affluent and older tourist compared to the 60s and 70s. We knew we would have to adapt and cater to the needs of our ever changing demographics and economy.

How are we embracing change at the Chamber Level? 1: We hired a new Executive Director Robert Goltz with over 20 years of Chamber experience. His knowledge of what other chambers are doing around the country has been an extraordinary asset to us. He has spent much of this past year building relationships with city officials, business owners, and members within our community, and advising the Board of Directors on how we can make our Chamber one of the best Chambers in South Florida. 2: We have spent time listening to our members this past year. We are not only focused on our tourists but also on our business community. Yes, the workers, the business owners, and your needs. We have improved our communications, social media, website, and PR. That is just the beginning. 3: We have introduced a new committee concentrating on business development. If somebody wants to open a new business in Key West, the Chamber will now have all the information that potential business owners need to make the right decisions. 4: We are growing month after month. It is one of the most exciting things I have seen as Chamber President. I anticipate we will be at 575 members by the end of 2022.

The last “C” I would like to add, is change. Change is a natural part of life. Your Chamber understands change and has been part of it working for strong outcomes for Key West. We will continue to be part of the change for our businesses and community. It is our hope that you will join us in the continuation of building a sustainable and thriving community for all to enjoy.

Our island is evolving right before our very eyes. It’s an exciting time to be living here and experiencing the change firsthand. It’s a bustling, vibrant, and quite frankly an impressive economy despite what has happened over the past 24 months with a global pandemic. Being part of the leadership of this community and this Chamber has been truly an honor for me this past year. I am so grateful to be given the opportunity to continue working with Robert, his staff, and our incredible Board of Directors in 2022. I invite you, the members, to get more involved with us this year.

ey West is celebrating its 200th year of permanent settlement in 2022. Our history of a permanently established island began in early 1822 when John Simonton purchased Key West from Juan Pablo Salas for the sum of $2,000. Simonton soon took on three partners: John Whitehead, John Fleeming and Pardon Greene, dividing property amongst the four owners. In March 1822, Navy Lieutenant Matthew C. Perry sailed into the harbor under orders from the government to officially take possession of the island on behalf of the United States. Perry hoisted the U.S. flag on March 25 claiming sovereignty over Key West.

The island instantly began to prosper on the back of its newest industry – wrecking. It had long been a profitable industry in the nearby Bahama Islands, and was easily and successfully transferred. Merchants, warehouse owners, carpenters, shipbuilders, sailmakers, attorneys, insurance representatives, and military personnel all made their way to the island in the hopes of acquiring riches. At the outbreak of the Civil War in 1861, Key West was well established - the state’s second largest city after Pensacola. It also had the reputation of being the wealthiest and most cosmopolitan port. Owing to the presence and swift action of the U.S. military soon after secession, Union forces secured the island. Key West has the distinction of being the only city below the Mason-Dixon Line to remain loyal to the Union for the conflict’s duration. While most Southern cities were desperately trying to pick up the

pieces during Reconstruction, Key West was in an atypical position. Owing to the Union control, residents were permitted to trade with other northern cities. Evolutions in nautical charts, navigation equipment and lighthouses meant that shipwrecks on the Florida Reef were reducing. Wreckers and other entrepreneurs recognized the warning sign and transferred into other industries. These men, who already owned ships and equipment, shifted into sponging. To explore the profitability of sponges, a sample shipment was sent to New York in 1849. The softness and wide variety immediately appealed to a number of people. At its peak, Key West held the monopoly on the sponge trade, producing an average of 2,000 tons of sponges per year. The outbreak of the Ten Years’ War in Cuba prompted the next phase in our history. The revolt by Cubans against Spanish rule made it dangerous to remain in that country. Many 10 I

Cubans were skilled artisans who sought safe locations where they could continue their craft. With its close proximity to the tobacco fields, and a similar climate, Key West was ideal. Cigar production provided Key West new industrial prosperity that lasted over five decades. There was also a new economic prospect on the horizon. Henry Flagler launched an ambitious plan to develop a series of hotels along Florida’s east coast strung together by his railway. Flagler examined the feasibility of extending his Florida East Coast Railway to Key West. When it was determined that the project was possible, work on the Overseas Railway commenced in 1905. The railroad

became operational in 1912 and it was the first time that Key West was connected directly to mainland Florida. The Stock Market Crash of 1929 intensified an already-developing economic downturn for the island. By 1934, the city was desperate and officially declared itself bankrupt. The city requested a meeting with Florida’s governor, calling for his office to take charge of its affairs. The governor immediately drafted plans to send the Federal Emergency Relief Agency (FERA) representative for Florida to Key West who evaluated the situation and recommended that the only way to resuscitate Key West’s economy was to focus on tourism development.

When World War II erupted in 1939, the Navy initiated several key changes to its Key West base including the acquisition of additional land. Before the war, it occupied 50 acres; by 1945, it sprawled across more than 3,200 acres. It invested over $70 million during the conflict and with the expansion brought thousands of military personnel to the island. Virtually overnight, the island’s economy fluctuated from tourism to military owing to the amount of federal spending and the military families who patronized local businesses. It was not to last, though. The 1970s signaled the closure of Naval Station Key West and a considerable loss to the island’s economy. Nevertheless, as it done before, the decline paved the way for a new phase in Key West’s history. Artists, shrimpers, writers, gays and singers took advantage of the quiet and inexpensive island. However, it proved too quiet in the summer months. Local business owners considered ways to attract visitors. They determined a big party might just do

the trick. Capitalizing of the popularity of Halloween, they threw a parade that evolved into the annual Fantasy Fest celebration. In 1982, the U.S. Border Patrol installed a roadblock on U.S. 1, wanting to stop ‘illegal’ immigrants from entering the country. The traffic jams that accompanied the roadblock had a negative impact on tourism. In retaliation, Mayor Dennis Wardlow read a Proclamation of Secession, declaring that Key West was now a sovereign nation known as the Conch Republic and declared war on the United States. Following one minute of rebellion, Wardlow surrendered and immediately demanded $1 billion in foreign aid and war relief. Following widespread

reports of the Conch Republic’s founding, the roadblock was quickly removed. The 1990s and the 21st century have seen much in the way of transformation in Key West. The once industrious Duval Street – filled with cigar shops, residences, offices and the like have been replaced with tourist shops, restaurants, bars and galleries – a fulfilled vision from the Great Depression era. This brings nearly 200 years of history to a close, and what a busy 200 years it has been! Key West is an ever-evolving island with its wreckers, spongers, cigar makers, tourism developers, military personnel, artists, writers and so much more.

SECTOR KEY WEST: AT THE HEART OF THE KEYS, AT THE HEART OF THE ACTION

C

oast Guard Sector Key West’s members are proud to call the Keys home and serve those out on the waters of South Florida. The Sector maintains the highest operational tempo of any Sector in the Coast Guard, running 326 missions during the last three months of 2021, about double the national average for similar units. It is made possible by the service of members aboard its six 154-foot Fast-Response Cutters; three strategically located multi-mission boat stations in Islamorada, Marathon, and Key West; and one Aids to Navigation Team in Key West. Together, they represent nearly 800 uniformed men and women that serve the Florida Keys and are supported by 200 additional volunteers within our civilian, uniformed auxiliary. Sector Key West is responsible for overseeing the safety of the commercial vessel fleet

throughout the Keys, safeguarding fishing and passenger vessels whose businesses represent a vital $7.6 billion industry. Marine inspectors conduct exams to make sure crews, passengers, and the area’s sensitive maritime environment are free from harm, while investigators look into wrongdoing and mishaps involving mariners. Meanwhile, our response crews conduct a wide variety of missions focused on saving lives at sea. On average, our crews save or assist over 120 lives, interdict over 100 migrants, prosecute 15 pollution cases, and intercept $1,500,000 of illicit drugs per month. Our commitment to the safety and security of the Key’s community remains steadfast as we continue into 2022.

JOINT INTERAGENCY TASK FORCE-SOUTH

L

ocated at Naval Air Station Key West’s Truman Annex, Joint Interagency Task Force-South (JIATF-S) detects and monitors illicit trafficking—primarily cocaine—that travels through international waters and air from South America bound for the United States. The Command is led by a two-star Coast Guard Admiral and a one-star Navy Admiral and consists of more than 550 personnel, liaison officers, and contractor employees living in Key West. Of its liaison officers, 22 are from other countries. In Fiscal Year 2021, JIATF-S’ efforts helped U.S. and international law enforcement agencies stop more than 300 metric tons of cocaine from

JIATFS’ mission and its vital importance to national and regional security have captured the attention of several U.S. and international leaders. In the past few years, JIATF-S has hosted visits from two Presidents, a U.S. Attorney General, and several Cabinet-level Secretaries, Department of Defense leaders, foreign Ministers of Defense, four-star U.S. and international military leaders, U.S. and State Congressional leaders. JIATF-S has been part of the Florida Keys community since 1989, when it was known as Joint Task Force Four. The name was changed to Joint Interagency Task Force-East (JIATF-E) in 1994, after the joint interagency 20 I

task force model was established to strengthen collaborations among federal agencies, federal law enforcement agencies, and international partners. In 1999, JIATF-S, originally located in Panamá, was merged with JIATF-E in Key West. The name was changed to JIATF-S in 2003. SPECIAL FORCES UNDERWATER OPERATIONS (SFUWO)

or nearly six decades, the Special Forces Underwater Operations School has provided our nation with Special Forces maritime training in clandestine waterborne infiltration and exfiltration. Special Forces Combat Diving was born out of the Office of Strategic Services’ Maritime

Unit in World War II. This unit executed several successful maritime sabotage operations in both the Pacific and European fronts. Following World War II and the formal establishment of Army Special Forces, Combat Diving and maritime operations were retained as skills but were trained in a decentralized manner. In 1964, the Special Forces Regiment recognized an absence of maritime operations standardization and interoperability, so they established SFUWO School in Key West, Florida. Currently, the school safeguards United States Army Special Operations Command’s maritime mission readiness by producing more than 300 graduates annually through its four courses:

1942 SFUWO derives its heritage from the Office of Strategic Services Maritime Unit established during World War II. This was the first unit to use combat diving techniques with the Lambertsen Auto Re-breather Unit (LARU) to execute combat operations against Axis forces.

Japanese Coastal Friegher sunk by Office of Strategic Services Maritime Unit Operational Swimmers using LARU-SCUBA, behind-theline of Japanese occupied Akyab Habor - Arakan Coast, Burma. This was one of many successful maritime missions carried out by the OSS.

In 1964, the U.S. Army Special Force created the Special Forces Underwater Operations School in Key West, Florida at Trumbo Point Naval Annex. The Combat Diver Qualification Course

trains surface maritime infiltration via combat rubber raiding craft and surface swimming, subsurface infiltration via closed-circuit diving, subsurface search techniques via open circuit diving and air-to-water insertion via helocasting and static line airborne operations. The Combat Diving Supervisor Course trains

operators to conduct safety inspections of divers and dive equipment prior entering the water, and to lead dive missions and operations. The Combat Diver Medical Technician Course

trains operators to identify, diagnose and treat dive related injuries and maritime medical evacuation planning. The Water Infiltration Course is a train-the-

trainer course focused on surface maritime infiltration via CRRC and surface swimming, air-to-water insertion via helocasting and static line airborne operations and foreign 22 I

internal defense-focused FMPs that turn trainees into trainers. Special Forces Underwater Operations also provides a venue for sustainment training, annually supporting more than 1,000 personnel from across the maritime Joint, Interagency, Intergovernmental and Multinational community. This exposure to a diverse array of maritime tactics, techniques and procedures keeps the SFUWO at the cutting edge of its craft, and allows it to share operationally relevant maritime knowledge with the Special Forces Regiment. Given the current National Defense Strategy emphasis on Great Power Competition against Near-Peer Adversaries — many of whom have vast blue water coastlines and brown water riverine networks susceptible to maritime infiltration — SFUWO has observed a renewed focus on maritime operations across the Regiment. The SFUWO also recognizes an increase in maritime-focused

aval Air Station Key West is home to 30,000 square miles of unencumbered air space and year-round great weather, NAS Key West provides true “train as you fight” capabilities for achieving and sustaining air-to-air superiority and joint warfighter readiness. Truman Harbor is home to a robust subsurface training schedule with units from Naval Special Warfare, EOD, military dive and salvage, MARSOC, FBI, Office of Naval Research, Naval Undersea Warfare Center and others honing their skills in the warm, clear waters of Key West. NAS Key West’s port is a proven asset supporting Navy and international warships. More than 10,000 personnel deploy to NAS Key West each year. Navy, Marine Corps, Air Force and Canadian air-to-air combat sorties are tracked by the Tactical Combat Training System (TCTS). The Greater Key West Chamber of Commerce offers three separate scholarship opportunities to a select number of involved, high performing graduating seniors of Key West to assist financially as they continue on to higher education. These are the HR 100 Charley P. & Orsolina Toppino Memorial Scholarship, the Gerald “Moe” & Marina Mosher Vocational Scholarship, and the Billy and Rachel Appelrouth Scholarship.

HR 100/Charley P. and Orsolina Toppino Memorial Scholarship

Yanessa Camejo

Yanessa Camejo was the 2021 recipient of the HR 100/Charley P. and Orsolina Toppino Memorial Scholarship, a $27,500 award given to a high school senior local to Key West. This award is made possible by the generosity of Charley Toppino & Sons Construction, Monroe Concrete, and members of the Greater Key West Chamber of Commerce. The scholarship is the largest of those offered by the Chamber and is dispensed over four years. Yanessa was inspired to apply for the HR 100 scholarship because of “all the great opportunities that this scholarship had to offer me. Being able to use this scholarship will get me where I want to be to give back to the Key West community,” she said via email. She graduated high school with a 4.0 grade point average and an extensive list of extracurricular activity involvement. After being selected to receive the award, Yanessa chose to attend the University of Central Florida (UCF), where she studies 26 I

The $2,000 Gerald “Moe” and Marina Mosher Vocational Scholarship is awarded to a graduating senior from Key West High School who has been accepted into a post-secondary vocational or technical education program at a regionally accredited institution with the goal of an associate degree. The 2021 recipient was Blake Arencibia, a Key West native who was inspired to pursue a career in firefighting after taking the Key West High School Fire Academy program his junior and senior years. In

December of 2021, Blake completed his Fire 1 and 2 certification through the Monroe County Fire Academy Hot Shots program and attended his EMT training at Pelham Training in Bloomfield, Indiana. Blake’s end goal is to obtain employment at the City of Key West Fire Department.

Billy and Rachel Appelrouth Scholarship

The $1,000 Billy and Rachel Appelrouth Scholarship is awarded to a Key West high school senior with a strong background in community and volunteer service. The late Billy Appelrouth owned a Duval Street shoe store that survived despite the Great Depression. He firmly believed in giving back to his community. The family of Billy and Rachel Appelrouth make this scholarship possible. The 2021 recipient was Edmary Cea who had a total of 584 community service hours during her high school career, which included helping at youth events and tutoring elementary and fellow high school students. She is also a proud member of St. Mary’s Catholic Church and spent many Sunday’s serving by helping with Mass. Edmary studies her passion, photography, and she hopes to become a professional photographer after graduation.

PRIMARY EDUCATION Key West is home to seven public schools, including three public elementary schools- Poinciana Elementary, Horace O’Bryant Elementary, and Gerald Adams Elementary. Additionally, there are three public charter schools; May Sands Montessori, Sigsbee Charter School, and Somerset Island Prep. The school with the highest enrollment is Key West High School, home to the Conchs who have a graduation rate of 88%. HIGHER EDUCATION

Key West offers the opportunity to obtain a degree in higher education in tropical paradise. As the Southernmost college in the United States, The College of the Florida Keys has the perfect location for “island living, island learning” and unique academic programs, such as Marine Technology, Marine Environmental Technology, and Diving Business and Technology.

Saint Leo University, primarily located in St. Leo, Florida, has a Key West Education Center with a goal of offering a more flexible undergraduate experience of the main campus to working adults or members of the military and their families in the Key West area. 30 I

TEACHER RECOGNITION PROGRAM Three times a year, 22 teachers total are honored at Chamber General Membership Meetings for their dedication in lifting up the next generation of Key West Conchs. Business After Hours is a highly anticipated evening every month. Chamber members who would like to contribute their time to keeping the Chamber an active and productive force in the city of Key West may join committees in areas where they have specific interests. The Greater Key West Chamber of Commerce has the following functioning committees: Education Committee The Education committee works closely with school officials to establish scholarships, teacher fellowships, internships, etc. The committee has designed a ‘Five Star’ program to recognize members who donate to the programs for teachers and students, which includes the Honor Roll 100/Charley P. and Orsolina Toppino Memorial Scholarship, Educational Enrichment, Teacher Recognition, Mentoring, and offering internships or sponsoring classrooms. Also included is Ready, Set, College!

Key West Area Guide is the source for business, newcomers and residents to connect with resources and information about Key West.

Government and Legislative Affairs Committee The mission of the government and legislative affairs committee is to obtain and analyze data to understand current and future economic conditions and trends which may affect the general business climate in Key West. Marketing and Public Relations Committee The marketing and public relations committee meets to discuss image and the media in relation to the Chamber, as well as evaluating and improving the marketing of the Chamber to both members and the general public. Membership Committee The membership committee brainstorms to recruit members, as well as to improve the services the chamber provides to existing members, through scheduled call sessions with potential members and follow up calls to retain existing memberships. Restaurant and Bar Committee The restaurant and bar committee’s purpose is to serve as a critical source of information and advocacy for the local hospitality industry, focusing on its unique needs, circumstances, and business climate. A specific goal of this committee is to function as an ambassador of the hospitality industry to everyone within the Key West community and beyond.

Chamber Events

General Membership Meeting & Luncheon The Chamber hosts a General Membership Meeting and Luncheon monthly, where members gather for a meal, networking opportunities, and a presentation by a selected speaker. Annual “Tiger in the Woods” Golf Tournament A highly anticipated annual event at the Key West Golf Club, the Chamber golf tournament began in 2005 and has been successful ever since. Chamber members sign up in teams to compete for the winning title, as well as several other prizes, raffles, and giveaways. Canceled in 2020 due to COVID-19, the Chamber was excited to put on this event again in 2021 along with volunteers, members, and sponsors.

Business After Hours A fantastic networking opportunity, the Business After Hours are hosted at a different member’s location monthly. The event is after work hours, between 5:30 and 7:30, and consists of complimentary food, drinks, and door prizes as well as a relaxed environment for members to get to know one another and do business. Additionally, it gives the host a chance to showcase and promote their business space to potential future clients. Annual Job Fair The Chamber hosts an annual job fair that gives both prospective job seekers and employers in the Key West area an opportunity to establish professional relationships and connect qualified candidates with position openings in the community.

Annual Trade Show The Chamber hosts an annual trade show where members can purchase a booth to showcase their business and demonstrate services for potential clients on the exhibition floor. Trade show benefits include networking with others in similar industries, gaining brand recognition, and capturing the interest of possible customers.

Annual Installation and Awards Dinner The Chamber installs the new officers and directors of the board as well as presents selected individuals with the Appelrouth award and ATHENA award at an annual Hall of Fame Award cocktail reception and dinner.
