US reportedly denies diplomatic visa extension to Consul General Oliver Mair

There is increasing consternation within South Florida's Jamaican community at recent news that Jamaican Consul General to the Southern United States, Oliver Mair, is being recalled, with his current tenure ending in October

Although there were rumors circulating that Mair would b returning to Jamaica this year, the recent news has taken the community by surprise, with most people's reaction being they hope it isn't so

Mair assumed the role of consul general in September 2018 succeeding Franz Hall who left office in February of that year

Minister of Foreign Affairs Kamin Johnson-Smith, who made the appointment, said at the time Mair's wide experience in various industries “should serve him well as consul general, where such varied knowledge base, talents and expertise will be needed to continue, expand and deepen the important work of the Jamaican Consulate in Miami ”

Exhibiting a very warm, caring, downto-earth personality, Mair easily endeared himself to the majority of the Jamaican community in South Florida Unlike some of his predecessors, he wasn't reluctant to be the guest of “ordinary Joe” Jamaicans, and small nondescript Jamaican organizations A man accustomed to appearing on stage and in the spotlight as an actor in Jamaica, he was also unabashed about breaking out in song, or in comedic banter, at Jamaican cultural events His easy style, and camaraderie earned him the unofficial title, “Jamaica's roots CG ”

News of Mair's pending departure became public last week in other news related to an alleged diplomatic row between the US and

Usain Bolt unveils Paris 2024 Olympic and Paralympic Torch

Jamaican sprint legend Usain Bolt was a special guest at Tuesday’s unveiling of the Paris 2024 Olympic and Paralympic torch on the river Seine in France

“I’m very happy to be here,” said the 100m and 200m world record holder “Paris has always been a city that I enjoyed competing and hanging out in I’m excited for the Olympics next year I’ll be here with my family ”

Bolt received the torch from the hands of Paris 2024 President Tony Estanguet while surrounded by a hundred French athletes and IOC President Thomas Bach

Designed by the visionary Mathieu Lehanneur, the torch captures the mesmerizing reflection of the iconic Eiffel Tower, evoking a sense of serene tranquility and peaceful energy

Lehanneur, the mastermind behind the concept, revealed that the torch’s symmetrical form embodies the spirit of equality among athletes

governments, over the latter granting diplomatic immunity to the same-sex spouse of a US diplomat assigned to Jamaica

According to reports, the Jamaican government rejected the request In retaliation to this rejection, the US government was then believed to have denied a request from the Jamaican government to extend the stay of three of its diplomats, including Consul General Mair

In response to the allegations of a diplomatic row, Kamina Johnson Smith said, in alignment with diplomatic practice and Jamaica's constitution, Jamaica extends privileges and immunities to incoming diplomats, their staff, and families, allowing them to reside in or visit the country

Reacting to the allegations that the US government is refusing to extend the stay of Jamaican diplomats, the US State Department clarified its policy in a social media post, stating that as of August 2021, diplomats from all worldwide bilateral missions to the US are accredited for a maximum of five years After the conclusion of this period, unless the Department approves a waiver, the diplomats are expected to conclude their tour and leave the United States

Mair's popularity in South Florida was underscored in 2020, when

continues on B2 – Visa denied

Crafted with lightweight polished steel and with a champagne colour, the torch’s lower half features a relief pattern that mimics the movement of the Seine, along which the opening ceremony will be held before more than half a million spectators

The designer, Mathieu Lehanneur, passionately expressed his desire for the torch to convey a visual representation of the upcoming Paris 2024 Games

“I wanted to move away from the torch appearing as an object of conquest,” designer Mathieu Lehanneur told a news conference a year ahead of the Paris Games He added that designing the torch proved infinitely more technical than he imagined at the outset

On April 16, the torch will be ignited at the ancient grounds of Olympia in Greece, the birthplace of the Games

Caribbean-American cops make history as new leaders of NYPD

Historic appointments have been made by New York City Mayor Eric Adams, as two seasoned police officers of Caribbean descent step into the roles of Commissioner and Deputy Commissioner of the New York City Police Department (NYPD)

Adams revealed these groundbreaking appointments on Monday, expressing his honor to have both officers at the helm of the NYPD

Edward Caban, of Puerto Rican-American heritage, is now leading the NYPD as its 46th commissioner, setting a precedent as the first Latino to assume the position

Tania Kinsella who is now in the role of Deputy Commissioner, is a first-generation American of Jamaican and Guyanese lineage Kinsella is breaking barriers as the first woman of color to serve in this senior position

Edward Caban: NYPD’s first Hispanic Police Commissioner

Caban’s appointment comes after a commendable 32-year-long service in the NYPD, during which he played several key roles, including serving as the Deputy Commissioner and Commander of the 23rd Precinct in East Harlem. Moreover, law enforcement is a family tradition, as Caban’s father, Juan, once served as a detective for the New York City Transit Police and led the Transit Police Hispanic Society

Caban conveyed his commitment to furthering the efforts to curb crime in the city,

stating he is humbled to be on the team and to lead the “greatest police department on the globe ”

“The NYPD is the most consequential police department in all of law enforcement Its storied history is a living legacy of valour, bravery, and sacrifice of ordinary New Yorkers who did extraordinary things When a

person in need rings the bell, you can always count on the NYPD to answer the call. Together, we will build upon our successes and continue to drive down crime and improve the quality of life in our communities,” he continued Caban steps into the role, succeeding Keechant Sewell, who holds the distinction of

being the first woman and third Black individual to assume the Commissioner’s office Barrier-breaking leadership: Tania Kinsella as Deputy Commissioner Kinsella, a police officer with two decades of experience, formerly led the 120th Precinct as its commanding officer

Upon her new appointment, she expressed her gratitude and enthusiasm, saying that from the very first moment she joined the NYPD 20 years ago, it was “love at first sight”, as being a police officer is about so much more than keeping people safe

“It’s about building community, helping others from all walks of life, and making a difference in people’s lives, especially those in need. As a mother, I am always thinking of my children’ssafetyandwell-being,and as the commanding officer at the 120th Precinct in my home borough of Staten Island — I have been determined to protect all of our children and families and make a difference in the place I love and callhome,”–Kinsella

She further said that as the daughter of two immigrants, she is experiencing the “American Dream”, while extending gratitude to Mayor Adams and Commissioner Caban for helping her turn that dream into reality

Belize on high alert as New World Screwworm cases emerge in Central America

The Belize Agricultural Health Authority (BAHA) said it is monitoring the outbreak of New World screwworms in Central America, where Panama recently declared a State of Zoosanitary Emergency with reported cases in cattle, pigs, dogs, and horses

The New World screwworm (Cochliomyia hominivorax), a parasite capable of affecting all mammals, including humans, has raised significant concern to authorities

Female flies belonging to the Calliphoridae family and Chrysomyinae subfamily are attracted to wounds and exposed mucous membranes, where they lay eggs

Within 12 to 24 hours, larvae emerge and begin feeding on the host’s skin and underlying tissues, leading to a condition known as wound or traumatic myiasis, which can have fatal consequences

Belize, which successfully eliminated the New World screwworm in 1992 and has maintained this status since then, is aware of the potential threat posed by the parasite’s reintroduction

This threat extends to livestock, small stock, avian industries, wildlife, and human populations BAHA’s proactive measures monitoring and heightening importation conditions

To ensure that the country remains free from the New World screwworm, BAHA has recategorised the risk of importing animals from affected countries as high and has strengthened importation regulations

St Vincent’s police force on high alert

for possible reprisals after mass killing of five people

Amid rising tensions in St Vincent following the shocking murder of five people in Kingstown, the local police force has put off all vacation and unpaid leave for its officers until further notice

Reports are that a circular issued by the Royal St Vincent and the Grenadines Police Force said that the gazetted officers also decided to restructure the leave system for police officers and that divisional commanders were also ordered to inform ranks under their command

At a joint press conference, Police Commissioner Colin John, Acting Prime Minister Montgomery Daniel, and other Cabinet members addressed the alarming situation

Commissioner John reported that the police force had received intelligence about potential reprisals, taking these threats – along with the recent shootings and fatalities –extremely seriously

The Commissioner revealed that police intelligence suggested a connection between some of the homicides occurring in St Vincent and the Grenadines, with fewer than 100 individuals responsible for the majority of major crimes

According to John, these individuals represent a minuscule portion of the over 110,000 citizens, yet their actions have profound impacts He traced the roots of these violent reprisals back to 2014, suggesting a botched drug transaction as the initial spark

that has since escalated into a deadly feud

n c e ,

Commissioner John reassured citizens, insisting the country remains “generally safe”

He affirmed that the police force had acted upon the intelligence received, and had even spoken to some of the victims prior to their tragic demise Wednesday night, which he credited to proactive policing

Relaying details from the fateful night, John said police responded to reports of gunshots in the Harbour Club area, near the Grenadines Wharf

Upon arrival, they discovered four individuals apparently deceased and a fifth critically injured, who was rushed to the hospital

Guyana approves removal of cell phone tax, boosting connectivity

The government of Guyana on Thursday accomplished tabling legislation which removes the 20 percent tax on cell phones Finance Minister, Dr Ashni Singh, stated that the Confirmation of the Customs (Amendment of First Schedule) Order of 2023 aligns with a commitment given by President Irfaan Ali last June

He emphasized the widespread effect the law would bring about

“With the confirmation of this order, every cellular phone that comes into Guyana will no longer attract a 20 percent duty that previously it would have attracted, and that immediately will redound to the benefit of the consuming public,” Singh told legislators

Singh went on to point out that this action will likely result in mobile phones becoming increasingly accessible due to lowered

costs

According to Singh, the cancellation of the 20 percent customs duty on mobile phones is just one part of a broader set of initiatives the government has implemented

These measures aim at enhancing connectivity and access to affordable telecommunication services

“It would sir, be recalled that one of the first actions taken by His Excellency, the President, when he assumed the presidency in August 2020, was to bring into operations the new Telecommunications Act, and that Act, of course, paved the way for the introduction competition in the Telecommunications Sector, and promoted increased private investment in telecommunications infrastructure

“The result, sir, has been the billed out of telecommunications

By the end of the tragic night, all five victims had been declared dead by a doctor

John rebuffed criticisms over police response time to the incident, vowing increased police presence on the streets, which he cautioned may cause minor inconveniences to the public

The bloodshed on Wednesday night has taken this year ’ s homicide count to an alarming 35, with seven of these murders happening within the past 36 hours

“It is not a good statistic And the police, we have gone back to the drawing board We have looked at ways in which we can improve what we are doing,” said John

It is a fact! The impact of slavery has been despicable

Way back in the 1950s, legendary Trinidad and Tobago calypsonian, Francisco “Mighty Sparrow” Slinger, had a very popular calypso titled “Dan is the Man” which satirically berated the educational system perpetuated on Caribbean youth by then British colonialists

In his entertaining musical commentary “Sparrow” criticized the British for teaching Caribbean kids “The cow jumped over the moon” and “Dan is the Man in the Van,” rather than the realities of the day, where Caribbean people were being marginalized by the British, even following the emancipation of slavery on August 1, 1834

Fast forward 189 years later, on the eve of the commemoration of another Emancipation Day in the Caribbean It is astonishing that there are people still determined to hide the fact of slavery from the general population, and even hide the history of slavery and its impact on the Black population from students in some schools

But, it is a fact that the history of slavery and the despicable impact it had on Black people generally, can never be contained even if some people try to prevent its teaching

The scars of slavery are permanently etched in the psyche of the Black population It cannot be forgotten because long after emancipation, Black people are constantly reminded they have no rightful place in society Long after Rosa Parks refused to relinquish her seat in a bus in Montgomery, Alabama, in several societies across the world there are people bent on keeping Black people standing in the back of the social bus It is a fact

It is a fact that the wealth of the British was built on the backs of slaves brought against their will from Africa to toil on sugar cane plantations in the West Indies

It is also a fact that the great historical wealth of America was built on the backs of similar Black slaves working on cotton plantations across the southern USA, including

Countless numbers of Black slaves died toiling on sugar and cotton plantations, subject to unbelievable injustices, brutalities, and harsh conditions It is a fact that in the West Indies and in America, slaves rebelled repeatedly against the conditions, but hardly ever succeeded against the might of slave owners and the establishment

Eventually Slaves in Haiti were able to organize themselves into a powerful force, and successfully rebelled and took control of Haiti as an independent nation in 1804 But because Haitian rebels were so audacious as to cast off the yoke of slavery and gain independence, the countries that were major perpetrators of slavery, never forgave them From generation through generation since 1804, to this day, Haiti has been left to meander in poverty and selfdestruction Sadly, this is a fact

Even after the emancipation of slavery, and the bloody civil war fought over the southern US states determination to maintain slavery, and the northern states determination to free slaves, southern states were still reluctant to offer Black people equal rights in society

The unwillingness to give Black people equal rights in society led to another type of slavery - racial segregation This humiliating system sought to place permanent social barriers between Black and White people

Were it not for the courage of people like Reverend Martin Luther King, Jr , and the equally courageous leadership of former presidents like John F Kennedy and Lynden Johnson, civil and voting rights would likely never have been granted to American Black people

Although it may be costly, it is recommended that parents make the effort to take their children to visit the National Museum of

African American History and Culture in Washington DC There in splendid, creative display is the history of Black America from slavery to the modern day Every aspect of Black history displayed in that museum is a fact that no silly nursery rhyme or anyone can deny As the Caribbean and Caribbean Americans celebrate and commemorate Emancipation Day on August 1, every Black man, woman, and child must always strive to retain this freedom; knowing only you can free up your mind and resist the mental chains This too is a fact

Cell phone tax

infrastructure, including the landing of new international or transnational fibre optic cables,” Singh added

The liberalisation of the telecommunications sector has also resulted in the entrance of new companies into the sector, resulting in the expansion of connectivity services in Linden, Essequibo and Berbice

In 2021, the government had also erased the Value Added Tax (VAT) on individual and residential data Meanwhile, in 2020, VAT was lifted from the purchase of mobile phones

Bermuda maintains strict visa requirements for Jamaicans and Dominicans

The Bermuda government has issued a warning to Jamaicans and nationals from the Dominican Republic, emphasizing the requirement of a valid transit visa for entry into the British Overseas Territory (BOT)

According to a statement released by the Ministry of Economy and Labor, failure to present the necessary documents upon arrival may result in individuals being returned on the next commercial flight

The ministry clarified that Jamaicans and Dominicans fall under the category of visa-controlled nationals, as outlined in the policy As such, they must possess the appropriate visa upon their arrival in Bermuda

Additionally, the ministry noted that over 100 countries have citizens classified as visa-controlled nationals and they too must present the relevant documents upon arrival

This statement from the ministry came in response to complaints made by government legislator Lawrence Scott, whose company is involved in a new charter flight service connecting Bermuda to the Caribbean

Scott referred to Section 28 of the Immigration and Protection Act 1956, which permits entry to Bermuda on the condition of holding a round-trip ticket and not exceeding a sixmonth stay within a 12-month period

However, the government cited Section 32 of the same act, which grants the minister discretionary power to impose conditions

A ministry spokesperson stated, “Mr Scott has referenced Section 28 of the Bermuda Immigration and Protection Act 1956 However, this is not the only relevant section in the Act Section 32 gives the minister the power to impose conditions with respect to permission to land in Bermuda

“The requirement for Dominicans and Jamaicans to possess

a multi-re-entry visa is a condition, and anyone who does not comply with this condition commits an offence against the Act ”

Section 32 states: “The Governor, or minister, as the case may be, may withhold any permission or grant any permission subject to any duration, condition or limitation without assigning any reason for that decision ”

Scott, CEO of ScottsCraft, the parent company of the charter service TXKF Direct, raised concerns about Portuguese and Bahamian flights to Bermuda, stating that they were not subject to the same transit visa conditions

He further added that a representative from ScottsCraft would be present on flights, starting in August with a trip to the Dominican Republic, to ensure passengers have round-trip tickets and do not overstay the permitted 180 days

Scott previously mentioned plans for another charter flight

to Jamaica later in the year, with a long-haul service scheduled for 2024 However, the ministry spokesperson clarified that Portuguese and Bahamian nationals are not considered visacontrolled nationals, hence visa conditions have not been applied to passengers on those flights

They also emphasized that having a ScottsCraft representative onboard does not guarantee compliance with the six-month limit

Government regulations require visa-controlled nationals to possess a transit visa to countries like the United States, Britain, or Canada, enabling them to return home if necessary, even if not through a charter flight

Scott, quoted by the Royal Gazette newspaper, emphasized that the Bermuda direct charter flight would operate in accordance with existing legislation, specifically Sections 28 and 32 of the Immigration and Protection Act 1956

He said, “With an awareness of the legislation, the spirit, implication, and intent, the sale of tickets has always been managed accordingly ”

“Now, the significance of our focus is on bringing Bermudian families together between the various Caribbean destinations serviced This is consistent with the fact that the law and policies haven’t changed,” he added

Scott, who is a trained pilot, also expressed hope that Bermuda could eventually become an air hub connecting the Caribbean and Africa

Curriculum controversy

Gov. Ron DeSantis defends Florida’s new curriculum on Black history

In the midst of mounting controversy, Florida Governor Ron DeSantis defended the state’s new curriculum on Black history which came into effect last week

The guidelines, approved by the Florida Board of Education, have been met with strong opposition from Florida teachers

Outlined in a comprehensive 216page document on Florida’s 2023 social studies standards, published by the Florida Department of Education, the revised curriculum includes instruction on how some Black individuals were able to benefit from slavery by acquiring valuable skills

This specific aspect of the new

guidelines has triggered widespread debate and criticism from educators and education advocates

Another aspect that has sparked outrage about the revised curriculum involves educating students on incidents where Black individuals were involved in violence during racial conflicts

Governor DeSantis, while attending an event in Utah on Friday, addressed the issue of slavery being taught in Florida middle schools

Governor DeSantis’ defense and clarifications

Governor DeSantis defended how

JAMAICA

slavery will now be taught in Florida middle schools

Children will now be taught that enslaved persons picked up skills that they later “parlayed” into profitable crafts after slavery was abolished

“They’re probably going to show that some of the folks that eventually parlayed, you know, being a blacksmith into doing things later in life,” Mr DeSantis told reporters

He further stated that he was not personally involved in its development

“I didn’t do it I wasn’t involved in it,” he said and asserted that it is rooted in factual information

He credited “ a lot of scholars” with creating “the most robust standards in African American history probably anywhere in the country ”

Vice President Harris’ critique of new Black history standards

Meanwhile, Vice President Harris, who visited Florida on Friday took a strong stance against what she referred to as Governor DeSantis’ “ war on woke ”

In a speech delivered in Jacksonville, she criticized the changes made to the public school curriculum in Florida, describing them as a purposeful and intentional effort to mislead children, especially regarding the history of slavery

Harris passionately emphasized the dark realities of slavery, denouncing any attempt to suggest that there were any benefits to the extreme dehumanization and atrocities inflicted upon enslaved individuals

Last week’s changes have become the focal point of the latest in a series of controversies surrounding the manner in which Florida public schools should approach the teaching of Black history

Earlier this year, Florida’s Board of Education rejected a new Advanced Placement high school course centered on African American studies, citing its perceived lack of “educational value”

This decision ignited widespread protests and incited outrage throughout the country
