Jamaica is set to welcome a new director of public prosecutions (DPP) after 16 years, as an interim director is scheduled to be appointed today. This change comes as Paula Llewelyn, who served as DPP since March 2008 and received extensions to her tenure, has chosen to step aside.
Llewelyn’s decision follows a recent ruling by the Constitutional Court, which declared unconstitutional a second extension granted to her by the Andrew Holness-led Administration The ruling upheld a constitutional amendment that
raised the retirement age for the DPP from 60 to 65 but invalidated the provision allowing Llewellyn to continue in office
At 63 years old, Llewelyn had already been granted one extension when she turned 60 The Public Service Commission (PSC) is continues on B3 – Llewellyn

US Embassy in Haiti halts routine visa services amid escalating violence
In response to the surge in gang violence, the US State Department has decided to suspend routine visa services at its embassy in Haiti.
The move announced through an official statement from the US Embassy, underscores the gravity of the security situation in the country
The embassy is restricting its visa services to expedited nonimmigrant visa appointments reserved exclusively for life-or-death medical emergencies, provided applicants furnish evidence of imminent travel plans
This stringent criterion reflects the embassy’s prioritization of urgent cases amidst the challenging circumstances on the ground
Non-immigrant visa seekers facing this suspension have been advised to explore alternative options
They are encouraged to submit their applications at any other US embassy or consulate where they are physically present and where appointments remain available
However, applicants must be prepared to justify their need for an expedited appointment, underscoring the exceptional nature of their circumstances
The suspension extends beyond non-immigrant visas to include routine immigrant visa appointments, a decision made until further notice
This temporary halt reflects the embassy’s commitment to ensuring the safety and security of all parties involved in the visa process amid the volatile situation unfolding in Haiti
Despite the visa service disruptions, the American Citizen Services Unit within the Consular Section remains operational, providing essential services and support to US citizens residing in Haiti
This commitment underscores the embassy’s dedication to safeguarding the well-being of American citizens in the country

Haiti records increased murders during rst quarter of 2024
The United Nations Integrated Office in Haiti (BINUH) has disclosed alarming figures showcasing a stark increase in violence within Haiti, a member of the French-speaking Caribbean Community (CARICOM)
Over 2,500 individuals have suffered death or injuries due to rampant gang violence in the initial quarter of the year
This marks a 53 percent escalation compared to the final quarter of 2023, indicating a troubling rise in the rate of violence
The data further reveals a grim picture of casualties resulting from police operations, accounting for at least 590 fatalities
Among these, numerous victims were civilians not engaged in gangrelated activities, including individuals with impaired mobility
Additionally, the phenomenon of vigilante justice has contributed significantly to the death toll, with at least 141 people falling victim to such acts
The capital city has emerged as the epicenter of the ongoing turmoil, witnessing the majority of the violent incidents
Moreover, the crisis extends beyond the capital, with at least 438 recorded kidnappings spanning the West Department and the agricultural zone of Artibonite, further destabilizing the region
Gang members have been reported to commit acts of sexual violence against women and girls, not only within rival neighborhoods but also in prisons and displacement camps, exacerbating the humanitarian crisis
The UN has estimated that the relentless gang violence has internally displaced hundreds of thousands of Haitians, significantly impacting the social fabric of the nation
The political landscape has been severely affected, with criminal gangs actively seeking to overthrow the government led by Prime Minister Dr Ariel Henry, who assumed power after the assassination of President Jovenel Moise in July 2021
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA), in collaboration with humanitarian partners, highlighted the persistent insecurity, particularly in the Port-au-Prince Metropolitan Area
Recent attacks include the seizing of a police station in the Carrefour commune by armed groups, resulting in seven fatalities
The OCHA report also sheds light on the economic ramifications of the crisis, including logistical challenges that hinder the supply of food and basic goods
This has led to a significant increase in the prices of essentials, further complicating the lives of Haitians amid the ongoing violence
This escalating crisis in Haiti underscores the urgent need for international attention and support to address both the immediate effects of gang violence and the underlying factors contributing to the country’s instability
Caribbean American community divided over recreational marijuana
It may have gone unnoticed, because it received relatively little media hype, but a few weeks ago, in what some regard as a surprising move, Florida's Supreme Court by a 5-2 vote, approved a ballot amendment seeking to legalize the use of marijuana for recreational purposes in the state The decision was regarded as surprising because for successive sessions the Florida Legislature has opposed initiatives to legalize recreational marijuana Moreover, the state's governor and attorney general have publicly stated strong opposition In addition to this opposition, the Florida Supreme Court is a conservative-leaning court
However, the Court overrode the opposition to the measure, including arguments from Florida's attorney general With this approval Florida voters will be able to vote for against the amendment in next November's general election If the measure is approved by 60 percent of Florida's voters, it will become state law
In 2016 over 71 percent of Florida voters approved the use of marijuana for medical purposes Since then, Florida's medical marijuana program has boomed to be the largest medical program in the USA with over 870,000 patients registered with the state's Department of Health to use medication extracted from marijuana for a variety of health issues
Leading up to the 2016 vote that approved medical marijuana, a majority of Caribbean Americans in South Florida were supportive of the measure A poll conducted by this newspaper indicated 76 percent of Caribbean Americans were supportive Another poll conducted after the elections indicated 67 percent of Caribbean Americans who voted in the 2016 general elections voted for the measure
If approved the law would only permit people over 21 years of age to purchase three ounces of marijuana for personal use, not related to a medical condition
Similar popularity doesn't seem to be growing among the Caribbean American
community for approval of recreational marijuana While it's not known if any, or how many, Caribbean Americans were among the over 1 million signatures that signed the petition to place the recreational marijuana issue as Amendment 3 on the Florida ballot in November, the feedback from the community indicates just over 50 percent supports the measure
Among Caribbean Americans over age-60, only 37 percent support the legalization of recreational marijuana In the age group 35 to 59 the support grows to 46 percent The support for the measure increases among the age group 21 to 35 with 68 percent support
Ironically, while several members of the community over age- 60 admit to using medical marijuana to treat illnesses, most are against recreational marijuana and firm in their opinion that smoking marijuana for recreation has serious detrimental effects on the smoker Quite a few in this age group expressed concern it would be difficult to control family members who can go out to buy and smoke marijuana frequently
On the other hand, several doctors in South Florida have ascertained that small amounts of marijuana smoked frequently do not have serious negative effects A Miami doctor said reaction to smoking marijuana depends on the health and stamina of those smoking the herb
“It's like taking medication Most medication has some side effects These side effects are more profound on some people compared to others,” the doctor explained He also explained one of the common side-effects of smoking marijuana is “drowsiness, but many medical drugs also create drowsiness as a primary side-effect ”
Younger people under age 35 said they smoke marijuana regularly mostly because it makes them feel calm, and able to cope better with challenges
Currently twenty-four states and the District of Columbia have legalized recreational marijuana use, representing a majority of the US population According to the organization Smart & Safe which is behind the recreational marijuana amendment being placed on Florida's ballot, there has been little evidence of negative reaction to the use of recreational marijuana in these states
It is also ironic that the legalization of medical marijuana has mobilized the drive for legalizing recreational marijuana Smart & Safe Florida campaign was funded by over $39 million from Trulieve, the largest medical marijuana company in Florida, operating 131 of the 618 medical marijuana dispensaries in the state. According to reports, if the amendment is approved it would allow Trulieve and 24 other companies licensed by the state to sell and grow the herb for medical purposes to begin selling marijuana to anyone over age-21
There are several months leading up to November's general election, and it's anticipated there will be vigorous campaigns for and against the amendment
It is going to be very interesting to see how Caribbean American voters cast their vote If there is a large turnout of voters below age-35 the amendment could be well supported If their turnout is low and more older voters over age35, and particularly over age-60 turn out to vote the amendment may not have the support of the Caribbean American community

The Broward Sheriff’s Office (BSO) has issued an alert, cautioning residents about a phone scam that’s making rounds again Impostors are calling up folks, posing as BSO employees, and are fleecing them for cash by conjuring up fake arrest warrants
In a crafty scheme that preys on the unsuspecting, the perpetrators are claiming they’re from BSO’s Civil Division, insisting that the person on the other end of the line missed a court appearance
According to a statement obtained by Local 10, “The scammer tells the victim they missed a court date and a warrant was issued for their arrest In order to put the arrest warrant on hold or get rid of it altogether, the victim must pay up either with cash or through a payment app ”
BSO stresses the fact that law enforcement will not call to demand money In a news release, BSO spokesman Carey Codd made it clear, “BSO nor any law enforcement agency will ever call you and ask for money ” These swindlers have dusted off an old playbook, as the scam initially came to BSO’s attention in August 2023
As part of the same con, which is smeared with a fresh coat of deception, some con artists have even started dropping the names of actual BSO employees. “Sadly, this scam is not new,” Codd told Local 10, in a bitter reminder that old scams never die they just go dormant until the next hunting season for scammers Detectives investigating the case have identified a specific focus on medical professionals as targets of this phone scam

expected to appoint an interim DPP today, its first task after being reconvened on Sunday following the expiration of its tenure on March 31
The decision for Llewellyn to step aside is due to the ambiguity arising from the court’s ruling, as stated in a news release from the Attorney General’s chambers The release also confirmed the intention to appeal the Full Court’s decision in accordance with the Constitution
“Due to the ambiguity and the consequent uncertainty arising from the Full Court’s judgment in Paulwell and Bunting v the Attorney General SU 223 CV 02499, the Director of Public Prosecutions has advised that she is unable to carry out the functions of her office at this time,” the release stated
The Attorney General’s chambers also reiterated that in accordance with section 96 (3) of the Constitution, the office would be appealing the Full Court’s decision
The AG had insisted on Friday that the court ruling had no impact on Llewellyn’s status as DPP, signaling that she would have remained in office while the appeal took place Now the chambers said the PSC will be invited to appoint a qualified person to act in the role of DPP
It emphasized: “After careful consideration of the judgment and in the public interest, the Attorney General will be appealing the Full Court’s decision immediately, to have the issues resolved and determined by the Court of Appeal ”
On Sunday, Opposition Leader Mark Golding called for the resignations of both the attorney general and Justice Minister Delroy Chuck, over the DPP issue
Specifically, Golding charged that statements issued by both men on Friday that Llewellyn’s status was not affected by the court ruling brought Jamaica to the edge of a constitutional crisis
“Their actions have fatally undermined their credibility as holders of those important offices,” Golding said in a statement
He added: “The continuation of Llewellyn in her post beyond her lawful term is not only unconstitutional but also a grave misstep in governance
“If the Government adamantly insists on the former DPP continuing to purport to hold that office, her actions would not be validated by law, which would plunge the country into a deeper crisis,” he said
