Jamaicans express anger and confusion with New Road Traffic Act

Jamaica's new Road Traffic Act was launched on February 1 and it has been followed by a week of anger and confusion with several road users complaining that many of the new laws makes absolutely no sense.

One requirement that sparked immediate uproar in the public is the requirement for car seats in public passenger vehicles with Jamaicans being quick to point out this law does not exist anywhere in the world Under Section 73 of the legislation, motorists who do not have appropriate child-restraint systems when transporting children 12 years and younger will be fined J$5,000

The cost of child seats may be out of reach for many Jamaicans, with prices ranging from $5,000 to $25,000

Parents began to feel the cold shoulder with some transport operators turning them away for fear of being ticketed

Several school children had to walk for miles to get home as drivers complained it is impractical to provide seats for all children under 12

Opposition Spokesman on Transport

Mikael Phillips branded the measure impractical, noting that although it was on the previous edition of the law since 2001, it had never been enforced

The Government has since pledged to review the stipulation amid protest from transport operators and concern from affected parents and guardians

In addition to the child seat requirement there are several areas of the law that now attract heavy fines ranging from 2000 to 250, 000 Jamaican dollars

To become Trinidad's first female Police Commissioner

The Trinidad Parliament Friday unanimously approved the nomination of Deputy Police Commissioner, Erla HarewoodChristopher to become Trinidad and Tobago's first female police commissioner.

All 36 members of the Parliament, who were present when the vote was taken following a short debate, voted in favor of appointing Christopher to the top post replacing Gary Griffith, whose three-year term expired August 18, 2018 There are 41 members in Parliament and among those absent when the vote was taken was Opposition Leader, Kamla Persad Bissessar

Griffith was among several candidates who had sought the position, but the Police Service Commission (PSC) said Harewood-Christopher had emerged as the top candidate for the post

During the debate, Prime Minister Dr Keith Rowley rejected claims from the Opposition that there was political interference in the selection of Christopher, who is due to retire from the Trinidad and Tobago Police Service in May when she reaches the age of 60

However, he told legislators that the Police Service Act makes provisions for her to be in the post on a contract basis

Rowley had during his contribution, said the PSC had nominated HarewoodChristopher, who had been acting in the post since December last year, “ as the highest grade candidate”

He described her as “ very well qualified through training and academia” and told legislators that his administration was not surprised that the PSC would have listed her as the top applicant at this time

Opposition legislator, Dr Roodal Moonilal, the only opposition legislator to speak during the debate, said he had no problem with her qualifications

But he said it was regrettable she did not have any history of crime fighting in the field

“Whether that is an advantage or a disadvantage one could never tell,” he said, adding also it was unfortunate that the names of those who were listed by the PSC as second and third, were not made public

But he wished Harewood-Christopher “all the best in her endeavor” urging her also to be tough and strong

Maduro blasts US decision to grant oil license to Trinidad and Tobago

Venezuela has condemned the decision by the United States to grant licenses to countries and companies to resume taking crude oil from Caracas on the condition no funds be paid to Venezuela

President Nicolas Maduro in a broadcast, remained critical of Washington's decision to exempt companies doing business with sanctioned Venezuelan state firms from paying cash to his administration

On January 24, the Trinidad and Tobago government welcomed the decision by the United States Treasury Department to grant a license to Port of Spain to develop a major gas field located in Venezuelan territorial waters

“The United States government has today approved Trinidad and Tobago's development of the Dragon gas field via an OFAC waiver from sanctions with specific terms to be finalized,” Prime Minister Dr Keith Rowley said

What this means is that the restrictions on the Dragon gas fields development are now relieved and all relevant parties can progress

the plans to result in natural gas from Venezuela eventually flowing for the first time from these proven reserves to Trinidad and Tobago and then on to Caribbean, European, and other markets bringing much humanitarian benefits to the Venezuelan population and greater energy security to the Caribbean region”

Venezuela has not said publicly if it will negotiate with Trinidad and Tobago, and Rowley acknowledged that there is “still a lot more work to be done”

The US license means Trinidad and Tobago

will be allowed to resume doing business with Venezuelan heavily sanctioned state-run oil company PDVSA, even though the Maduro regime in Caracas will not be permitted to receive any cash payments from this project

In his broadcast on Thursday, President Maduro criticized the U S Treasury's Office of Foreign Assets Control (OFAC), which issued the licenses, and said it is trying to dictate how to do business with Venezuela state and private companies

“It is a joke to sovereign countries I call sovereign countries and governments in America and the Caribbean to denounce this colonial model. We do not accept it, we will go on our way,” he said without elaborating PDVSA has found reserves of 4 2 trillion cubic feet (TCF) in the Dragon field, on the Venezuelan side of its maritime border with Trinidad The project was headed for production over a decade ago, but stalled over lack of capital and partners, as well as sanctions

Guyana to establish new scientific council to boost healthcare

A new medical scientific council could soon be established in Guyana, and that body will be tasked with determining what international development can boost local healthcare

This was announced on Saturday by President Dr Irfaan Ali as he addressed the launch of new stem cell and immunotherapy facility at the privately-owned Woodlands Hospital

According to Ali, with this development, Guyana will be a regional healthcare powerhouse, he however acknowledged that initiatives must be pursued to facilitate the development of the local healthcare system

“That is why we now must move to this new level to the establishment of a National

Medical Scientific Council that brings our best talent to investigate not old technology but the best-in-class medical science development that can be applied in Guyana to help us here ”

He added that medical professionals must be able to understand the government's efforts and support policy making

services at the Woodlands Hospital is an example of how the government and the private sector can work together to develop the sector

Last year, a new organ transplant law was passed by the National Assembly, paving the way for, inter alia, these stem cell services

The president also backed the hospital's initiative, stating that “Stem cell (services) are highly effective where there is early diagnosis ”

He also described the new venture as “bold and innovative ”

Meanwhile, Health Minister Dr Frank Anthony highlighted that Guyana is embracing more modern healthcare services According to him, specialized care for individuals, as opposed to broad solutions, is being sought after

“ we are going to understand more about the person, their genomics and based on their genomics, manufacture medicine specific to that person,” he explained

He also said the introduction of stem cell services is just one aspect of the Guyana's development as a major healthcare hub

“We recognize that this is going to be a potential area for growth and we want to be one of the places in the Caribbean and for that matter, where we can be pioneering this type of technology

“People are recognizing that Guyana is ready for this type of medicine,” the health minister said

Investigation underway following death threats against Bahamian PM

Bahamas Police Commissioner Clayton Fernander says a full blown investigation is underway following death threats against Prime Minister Phillip “Brave” Davis

Speaking during an emergency press conference, the police commissioner said two anonymous phone calls were made shortly after midday, threatening the prime minister's life

“Both calls came in, one right after the other about 15 minutes apart, threatening to kill the nation's leader,” the commissioner said

Barbados to host regional launch of the UN Early Warnings for All Initiative

Two Caribbean Community (CARICOM) leaders, will address the regional launch of the United Nations Early Warnings for All Initiative (EW4ALL) for the Caribbean in Barbados on Monday

Host Prime Minister Mia Mottley, will be joined by her St Lucian counterpart, Phillip J Pierre at the launch of the event that is intended to drive coordinated political action towards strengthening multi-hazard early warning systems for hazards such as hurricanes, tropical storms, tsunamis, volcanoes, floods, landslides, and epidemics, among others

The EW4ALL is also aimed at ensuring that every person on earth is covered by an early warning system by 2027

Apart from the two Caribbean leaders, Monday's opening will also be attended by the deputy secretary general of the United Nations, Amina J Mohammed, the head of the United Nations Office for Disaster Risk Reduction (UNDRR), Mami Mizutori, the secretary general of the World Meteorological Organization (WMO), Professor Petteri Taalas, and the UN resident coordinator for Barbados and the Eastern Caribbean, Didier Trebucq

According to Fernander, officers are following significant leads and the prime minister remains in “good spirits”

Belize allows for the resettlement of Pakistani detained in Guantanamo Bay

The Belize government says the United States will meet the initial resettlement expenses of a 42-year-old Pakistani man, who arrived on Thursday after spending 20 years locked up in a military prison at the United States Guantanamo Bay Naval Base in Cuba on terrorism charges

Foreign Affairs Minister Eamon Courtenay, said Majid Khan is being given a second chance at starting his life over after years of abuse and torture while in detention

Khan arrived in Belize as a free man and the initial expenses regarding his resettlement are being covered by the United States government

“The United States government formally requested the government of Belize to consider resettling Mr Khan in Belize as a humanitarian

act After extended negotiations with the US government and careful analysis, the Cabinet of Belize approved Mr Khan's resettlement in Belize at the cost of the United States government,” Courtenay said

“Mr Khan is not in Belize as a detainee He has served his sentence and is a free man Mr Khan is not a terrorist, he has fully recanted, accepted responsibility for his action and asked Allah for forgiveness and he has been de-radicalized , ” he added

Khan, who was born in Medina, Saudi Arabia in February 1980, grew up in Pakistan until 1996, when he relocated to Baltimore, Maryland along with his family He was captured by CIA agents in Karachi, Pakistan, several years later

Caribbean-American youth, Time to step up

According to various demographic surveys conducted among South Florida's Caribbean population the median age of this population is approximately 39/40 years To arrive at this median it means the population is skewed toward younger rather than older people However, when one takes a look at leadership in the community there's a conspicuous absence of young people with an average age of 39/40

The vast majority of civic organizations within South Florida's Caribbean Community is led by men or women who are middle aged, approaching or over 50, or senior citizens above 55

Whenever awards are given for outstanding community work and contributions by entities like the Jamaican Consulate in Miami, invariably they are made to members of the “old guard” with seemingly token recognition of one or two young people

With the old guards in a definite transition phase there is genuine concern when they have gone off into the sunset who will be there to assume and continue leadership in the community Without the youth stepping forward to be involved in community activities, the community has a serious potential problem

The significant question is why aren't the youth stepping forward?

Undoubtedly, South Florida's Caribbean community is characterized by extremely bright and talented youth, but they tend to stay behind the community scene, largely out of sight

Among the reasons given by some of these younger people for their hide- and- go-seek attitude is, one - the old guard is tenacious, not willing to relinquish their positions of authority to give access to the youth Another frequently heard reason is that the missions, or the ways and means of how some of the several existing organizations function is outdated, not in keeping with trends and objectives supported by, or relevant to the youth

Those arguments may be valid, and are very similar to arguments postulated by young people in the Caribbean when it is queried why more of them don't step forward to take their place in regional representational politics

However, should a perpetuation of “them young ones” pitted against “those older ones” continue one cannot help but question what will be the future of the community and the future of Caribbean political leadership

The simple truth is the Caribbean-American community needs its young people, and the “old guard” must be willing and open to provide them access

However, on the other hand, younger people in the community with a variety of talents, skills, and leadership aspirations must be assertive, show determination, initiative, and willingness to ensure their voices are heard and their actions are recognized and appreciated They must not be

reluctant to come forward The Caribbean American, and the wider community needs the youth to step out and forward

Furthermore, young men and women are not only needed to penetrate the ranks of the old guard that maintain the gates of existing organizations They're also needed to initiate new organizations with new missions relevant to the issues that directly affect the current younger generation

For example, the intervention of social media is a powerful tool that can be used to pull a still too divided community together This new social media is basically the prerogative of the youth, a potential platform tor pivoting the youth into prominent community leadership roles

It is implausible to assume the youth isn't cognizant that the old guard is passing and they are not willing to step forward in sufficient numbers to lead aspects of the community and ensure continuity Surely, they can't wait until the old guard passes

Ironically, the legacy of this old guard is the perpetuation of a viable Caribbean-American community Without the youth being giving access, or willing to ensure they gain access, there's real concern where, or what will be the Caribbean-American community, in say another twenty years

It's the youth who will be needed to take the baton from the older generation, if the race is to be continued, but the baton cannot be passed if the youth is not even in the race

Canada sends military aircraft to monitor “dire situation” in Haiti

The government of Canada on Sunday announced that it has deployed a military aircraft to monitor the “dire security situation” in Haiti given the continued deterioration in the Caribbean Community (CARICOM) member state

In a statement on Sunday, the Canadian government said in an effort to support the Haitian National Police, a Royal Canadian Air Force (RCAF) CP-140 Aurora long-range patrol aircraft has been deployed

The Canadian patrol aircraft will provide intelligence, surveillance, and reconnaissance

capability to bolster efforts to establish and maintain peace and will remain in the region “for a number of days,” the Canadian government said

Since the 2021 assassination of then President Jovenel Moïse, Haitian gangs have expanded their territory and the violence has left much of the country off-limits to the government and led to routine gun battles with police

In October, the United Nations suggested a “rapid action force” be sent to Haiti to combat escalating violence from armed gangs whose turf battles have left hundreds dead and thousands displaced

While most countries have been wary of sending troops, the government of Jamaica has said it would be willing to participate, and El Salvador has offered “technical assistance”

Haitian authorities offer reward for arrest of gang leader

Haitian authorities are offering ten million Gourdes (One Gourde=US$0 006 cents) for information leading to the capture of Vitel “Homme” Innocent, the leader of the “Kraze Baryè” gang blamed for a number of killing and kidnappings in the Caribbean Community (CARICOM) country

The announcement came as the National Police of Haiti (PNH) launched “Operation Tornado 1” in Torcelle, aimed at dismantling the gang and the arrest of Innocent, who is also wanted by United States authorities for conspiracy to commit hostage taking and hostage taking, according to an indictment filed with the United States District Court for the District of Columbia

Two Haitians charged with illegal entry into Jamaica

Jamaican police on Saturday reported that two Haitians have been arrested and charged with illegal entry, following their arrival into the country last month

According to police reports, Ronald Georges, 40, a carpenter and Jean Paul, 34, an artiste and construction worker, both of Port-au-Prince, Haiti, entered Jamaica on January 19

While being questioned by the police, it was revealed that they did not enter the island through any of the official ports and had no records of their entry

They were subsequently arrested and charged A court date is yet to be finalized

In the late 1960s, a new genre of music emerged from the working-class communities of Jamaica Dubbed reggae this music quickly spread across the island, and soon it was being heard all over the world But reggae wasn't just a new style of music; it was also an agent of change, promoting a message of equality, freedom, and self-reliance that resonated with people in Jamaica and beyond

One of the most significant ways reggae music impacted Jamaica was through its promotion of the Rastafarian movement Rastafarianism, which emerged in Jamaica in the 1930s, emphasizes the spiritual and social liberation of Black people, and calls for the repatriation of people of African descent to their ancestral homeland of Ethiopia Many of the early reggae artistes were Rastafarians themselves, and they used their music to spread the movement's message

Bob Marley, perhaps the most famous reggae artiste of all time, was a devout Rastafarian, and his music reflected his faith His song War was seen as a criticism of the political violence that was plaguing Jamaica at the time, while other songs like Get Up, Stand Up and African Postman were seen as calls for political and social change Marley's music not only spread the Rastafarian message, but also helped to bring it mainstream acceptance

Reggae music also helped to address economic issues in Jamaica Many reggae songs focused on the poverty and inequality that had long plagued the island and called for more equitable distribution of wealth and resources. Bob Marley's song Zimbabwe celebrated the land reform and liberation of the African country and was seen as an inspiration for Jamaica's own struggles against poverty and inequality

Reggae music also helped to promote racial equality and unity Many reggae songs

celebrated the cultural and ethnic diversity of Jamaica and called for an end to discrimination and racism Bob Marley's song One Love is often seen as a call for unity and understanding between different racial and ethnic groups Other songs like Equal Rights and Black My Story also called for racial equality and justice

Reggae music was not just a voice for change in Jamaica, it also had a significant impact on the world stage Marley's international tours helped to bring reggae music to a global audience, and his message of peace and unity resonated with people around the world His music and message were especially popular among young people, and he became a symbol of resistance to oppression and injustice

In the 1980s, Marley's influence continued to spread, his music and message were present in the civil rights movement and in the fight against apartheid in South Africa His song War was adopted as an anthem by the antiapartheid movement, and his message of unity and equality was seen as a powerful force for change

In conclusion, reggae music played an important role as an agent of change in Jamaica, promoting the values of Rastafarianism, addressing political and social issues, economic inequality, and racial unity

The genre helped to shape the cultural and political landscape of the island, and its message continues to resonate with people around the world The music, message and legacy of Bob Marley and other reggae artistes continue to inspire people to fight for social justice and equality

Florida could end unanimous jury requirement for executions

Governor Ron DeSantis and Florida lawmakers have proposed legislation making it easier to send convicts to death row by eliminating a unanimous jury requirement in capital punishment sentencing — a response to anger from victims' families following a verdict sparing a school shooter from execution

The proposal comes after a divided 9-3 jury spared Marjory Stoneman Douglas High School shooter Nikolas Cruz in November from capital punishment for killing 17 at the school in 2018 The Parkland school shooter instead received a life sentence

The Cruz decision outraged many and is likely the catalyst for Florida's move to drop its

unanimity requirement for capital punishment

Republican legislators, at the governor's urging, introduced legislation to allow the jury to choose the death penalty with only eight of the 12 jurors in favor, which would make Florida the only state to use that standard

Only three states of the 27 that impose the death penalty do not require unanimity Alabama allows a 10-2 decision and Missouri and Indiana let a judge decide when there is a divided jury

Tony Montalto, whose 14-year-old daughter Gina died in the massacre, said changing the requirement from unanimity to 84 would prevent “ an activist juror from denying

the victims' families justice ”

MDEAT, an agency committed to ensuring Black residents participate in Miami-Dade County's economic growth, is accepting applications for its Small Minority Black Business Capitalization Grant Program until Thursday, February 23

LeBron James has become the NBA's all-time leading scorer, surpassing Kareem Abdul-Jabbar's long-standing record which was set in 1984

Los Angeles Lakers star James hit 38 points in a 133-130 defeat by the Oklahoma City Thunder to surpass Abdul-Jabbar's mark of 38,387, set in 1989

CONCACAF, CONMEBOL to collaborate on Copa, Gold Cup

Six CONCACAF teams will compete in next year's Copa America as part of a new s t r a t e g i c a g r e e m e n t b e t w e e n t h e c o n t i n e n t a l g o v e r n i n g b o d y a n d CONMEBOL.

CONCACAF announced the move on Friday, saying the collaboration will “strengthen and develop football in both regions”

The Copa America, South America's confederation championship, will be played in the United States next summer and includes ten CONMEBOL nations and the six best from

CONCACAF, coming out of the Nations League tournament CONCACAF said this will ensure “highquality competition for its men's national teams over the next two years, including the conclusion of the 2022/23 Concacaf Nations League, the 2023 Concacaf Gold Cup and the 2023/24 Concacaf Nations League ”

“This is a partnership to support the ongoing growth of men's and women's football in CONCACAF and CONMEBOL and will truly be of mutual benefit to both Confederations,” said CONCACAF president, Victor Montagliani

“Working hand in hand with CONMEBOL, we will deliver elite competitions that will provide more opportunities for our federations,

and that we know passionate fans want to see “We look forward to working together to ensure that football in both regions continues to thrive ”

CONCACAF has also invited the top four South American women's national teams to do battle in next year's inaugural Women's CONCACAF Gold Cup, which sees 12 teams participating

The tour teams will be Women's Copa America champions Brazil, runner-ups Colombia, along with Argentina and Paraguay

Further, the two CONCACAF sides which will line up in the next year's Summer Olympics will also gain direct entry to the Women's Gold Cup, with the six remaining nations set to be

determined through this year's qualifiers dubbed the 2023 Road to Concacaf Gold Cup CONMEBOL, meanwhile, said the collaboration will “support its men's national teams in their preparation for the upcoming World Cup”, being hosted by the United States, Canada, and Mexico

The two confederations also plan to organise a club competition between the top sides from the respective regions next year
