Child Tax Credit enrollment deadline is November 15
The deadline for Floridians to apply for the Advanced Child Tax Credit is Tuesday, November 15. Part of the American Rescue Plan, the benefit is situated to help individuals raising children. As the deadline looms, Miami Dade County is working across departments to spread the word to all eligible members of the community and assist families with enrollment.

The Child Tax Credit benefits for those eligible are $3,000 per child, between 6 17 years of age ($250 each month) and $3,600 per child under 6 years of age ($300 each month) Eligible families will receive full credit up to $150,000 for two parent households and up to $112,500 for single parent heads of household Nearly all families with children qualify, including those who have earned enough money to file taxes and those not required to file a traditional tax return Some income limitations apply

The anxiety of cancer recurrence, agony, and fear of death oftentimes disrupt the lives of advanced breast cancer patients As a result, it is critical that an oncologist not just provides the highest quality cancer therapy, but also addresses the impact of the disease on a patient's overall well being
Dr Jason Copeland, a Jamaican breast surgical oncologist, is one such specialist who commits his full efforts and attention to breast health His passion for administering holistic care to cancer patients inspired him to open Jamaica's first specialist breast care facility- the Breast Health & Oncology Care Centre
His strong drive to make a difference stems from his early experiences as a young surgical trainee. Although effective breast cancer treatments have been available in Jamaica, Dr Copeland saw the need to expand breast care since many young women were diagnosed but received inadequate care
“In my training as a young surgeon, I saw a lot of women who were diagnosed with breast cancer, a lot of them were young women too, and what used to happen, and I know it still happens, is that a lot of them are just treated with a mastectomy, without any reconstruction, and they're left rather deformed and this is life long,” he said
Referring to one of the significant cases that led him to continue on this quest, he stated that many women feel depressed not just because they have cancer, but also because of how their body appears
“I had a 19 year old girl maybe about 15 years ago, that time I was a very young surgical trainee She presented with a very aggressive breast cancer, did a mastectomy and it recurred and she eventually passed But at 19, the only thing that we did for her was a mastectomy, and you could see how she was depressed and how she felt about the whole thing Even though she had aggressive cancer, she was so upset about how she looked,” he recounted
During his development, he recognized that there are other treatments for breast cancer

The passionate doctor said the words “Believe” and “Hope”, which are mounted on the centre's wall, are an encouragement to women and that breast cancer should not be viewed as a death sentence
“I will encourage women that this is 2022, a lot of women with breast cancer are doing well”, he added, noting that with appropriate and timely treatment life expectancy has increased significantly
Though breast cancer can be an emotionally challenging disease because it affects a symbol of womanhood, which is the breast, Dr Copeland encourages women to have hope and believe they will survive the fight

Dr. Copeland, the visionary, explained that the services offered by his team are in the best interest of women suffering from this disease, as he and his colleagues take a modern approach to administering the ultimate breast care
Dr Copeland shared that he and his team also promote breast cancer education to the Jamaican population as there are many misconceptions surrounding its causes and treatments
He said the Breast Health & Oncology Care Centre strives to fulfill its goal by raising public awareness This is accomplished by conducting breast cancer presentations at schools, churches, banking institutions, and insurance companies
He further noted that while breast cancer comes with physical challenges, many women become emotionally distressed Therefore, he seeks to offer care that exceeds physical
In light of this, he encourages medical practitioners to be compassionate when caring for these patients as women will have different emotions towards it
“It's very important that you don't have a blanket approach to your patients and [that] you take the time to speak to your patient about how she feels about it (her diagnosis),” he encouraged
His drive to educate his patients, colleagues and by extension, the wider Jamaican population on breast cancer, has made him one of the island's heroes when it comes to breast health
Through the Breast Health & Oncology Care Centre, Dr Copeland strives to facilitate access to the highest standards of interdisciplinary care for patients with breast cancers and other breast diseases The centre seeks to reduce the morbidity and mortality associated with breast cancer in Jamaica while improving the quality of life for patients

Britain announces visa-free travel for Guyanese
Guyanese will no longer require visas to travel to the United Kingdom as of November, Britain announced on Tuesday
A United Kingdom trade mission is due to visit Guyana in mid November
“This visa lift is a real sign of the confidence that the UK has in the growth of our relationship and, together with the direct flight, at the end of March with British Airways, we believe that this change is going to be transformative to our already strong relationship,” said United Kingdom High Commissioner Jane Miller Miller, flanked by President Irfaan Ali, told reporters that the visa lift will be a fillip for Guyanese businesses to “explore further opportunities”
The British diplomat said Guyanese will no longer need visas for up to six months However, those who would like to stay much longer, work or study will need a visa
She said there will be no special security measures for Guyanese entering the United Kingdom
“There is no additional screening for Guyanese,” she said

Jamaican government to probe illegal sale of land
Jamaica's Prime Minister Andrew Holness says a comprehensive investigation will be undertaken to crack down on the illegal sale of government land islandwide, as he also disclosed that some of the people involved in these scam deals are known and politically connected
He said the Major Organised Crime and Anti Corruption Agency (MOCA) and the Jamaica Constabulary Force (JCF) have been tasked to investigate these scams and bring to book, all those persons involved
“Regardless of their political connection on both sides, we have asked MOCA and JCF to do a comprehensive investigation on this matter,” Holness said in the House of Representatives
“We must clearly establish that no criminal organization, no scammer, no don, no politician can tell anyone to go and occupy land that they do not legally own, whether it is
private land or government land. Right across Jamaica, we have been receiving reports of land scams ”
Prime Minister Holness urged anyone who has been duped, or who knows of any possible
arrangements for the illegal transfer of Government lands, to contact MOCA, the Counter Terrorism and Organized Crime Investigations Branch (CTOC), Ministry of Economic Growth and Job Creation (with responsibility for housing) or the National Land Agency (NLA) Reports may also be made through MOCA's online platform at www moca gov jm

Jamaican Policeman fatally shot at wake
A Jamaican policeman was fatally shot on Saturday night at a wake in Frog City near Maxfield Avenue in St Andrew
The Police High Command has condemned the brutal murder of 22 year old Constable Brian Martin who is from Ricketts Avenue and was assigned to the Half Way Tree Police Station
Four other persons, including a ten year old were also shot and injured Reports are that at about 10:00 p m Constable Martin was among a group of persons at a wake in the community when armed men approached the
group and opened fire Lawmen were summoned and Constable Martin and four other persons were taken to the hospital where the policeman died while being treated and the others admitted in stable condition
In a statement, the High Command also expressed condolences to the family, friends, and colleagues of the slain officer as the JCF continues to mourn the loss of a colleague The JCF says it is committed to conducting a thorough investigation into the circumstances surrounding his murder
“The police will not be deterred by this latest attack They will continue their focus on ridding communities of guns, gunmen and gangs who continue to cause death, pain, and mayhem,” the High Command said “Furthermore, we will be

Media Association of Jamaica slams BCJ over recent ban on certain music
The Media Association of Jamaica (MAJ) has accused the Broadcasting Commission of Jamaica (BCJ) of an "overreach" with its recent ban on music praising criminal activities
The group further accused the BCJ of announcing the new measure without consultations According to the MAJ, the BCJ has not attempted to consult with the industry as a group
The MAJ said it was never approached before the regulator announced the measure, even as it declared that members “unanimously align with the intent of ridding the airwaves of music which is unfit for airplay" because "all Jamaican stakeholders need to band together and do what is necessary to stem the stimulants of deteriorating social behaviors and a growing crime situation”
Stating that it is a “staunch supporter of self regulation and defender of freedoms to include freedom of expression", the group said, " any initiative with the potential impact of curtailing rights and freedoms cannot be taken lightly, as there are often knock on effects on other freedoms, and must be robustly and adequately ventilated before decisions made or directives given”
The BCJ announced on Tuesday, an immediate ban on the playing of music that encourages, among other things, lottery fraud, the use of the illicit drug Molly, and the use of illegal guns
However, the MAJ highlighted sections of the ban it claims to show an "overreach" in the BCJ's ban
The group said in some respects, the BCJ directives are regarded as an overreach as it extends beyond music and into speech
The MAJ also said the commission should present a list of the songs it analyzed to help determine solutions
The group says it is ready to meet with the BCJ to discuss the matter

Political candidates ignore a key issue affecting Floridians
As the 2022 mid term election approaches, the media, especially television, in South Florida is consumed with political ads. But sadly, these ads offer relatively little on the policies these candidates, at all levels, plan to implement in the region. Frankly, on hearing these ads some voters cannot be faulted for questioning why they should vote
While some candidates focus on issues like abortion, funding the police, crime, and education, very few have focused on, or even mentions the core problem affecting South Floridians –residential security, meaning the ability to secure affordable housing
Once, not long ago, one of the more affordable states in which to reside and raise a family, Florida, especially South Florida, now ranks with New York and California as the most expensive states to reside
Since the advent of the COVID epidemic in 2020, more people have migrated from other states to Florida, increasing the cost of residential rentals, and mortgages But the major factor contributing to the escalated costs to homeowners is the cost of property insurance
Florida has the unfortunate reputation of having the most expensive property insurance in the US According to the Insurance Information Institute, average annual premium for a three bedroom dwelling house in Florida was $4, 232 as of July 2022, compared to $1,544 nationally However, the average hoovers around $5,000 for the same sized house in South Florida
Not only is property insurance exceptionally high in Florida, but the state's property insurance market is the worst in the country Simply put, the market is one hell of a mess
A series of storms, hurricanes, nefarious claims, and fraud have chased property insurance companies from Florida It's not unusual for homeowners to receive unexpected notices, that their insurance company is either closing, leaving the state, or won't be renewing policies
To afford the premiums offered by the few existing property insurance companies remaining in the state, homeowners are spending large sums to install storm resistance doors and windows But there are no, as yet, real storm resistance roofs Some companies charge extra premiums for older roofs; roofs constructed for what is perceived as storm vulnerable materials, and some won't even insure roofs, if they are regarded as too old
In addition, most insurance companies have increased their deductibles, meaning homeowners must spend more from their own sources before insurance companies honor the claim
Many homeowners, trying to reduce insurance costs have taken the risk of dropping coverage for flood coverage Currently, most insurance companies sell coverage for floods separately from general homeowners' policies So, when flooding occurs, and homes flooded out, as was recently experienced in Southwestern Florida, homeowners are left with huge losses
As private insurance companies flee, or stop doing business in, Florida some homeowners have no alternative but to turn to the state owned Citizens Property Insurance Corp
Covering approximately 500,000 property
owners two years ago, Citizens' coverage now extends close to 2 million homeowners. With few private insurance companies operating in the state, it's anticipated the demand for coverage by Citizens will grow But there's increasing concern Citizens will soon outgrow the administrative capabilities to manage all these policies
One of the advantages of insuring with Citizens is that their premiums are generally lower than those charged by private companies State law restricts Citizens from increasing premium rates by more than 11 percent in a year Moreover, increases in rates must be approved by the Florida Office of Insurance Regulation
At face value, insuring with Citizens seem like the answer, but there's also concern if another bad hurricane hits regions like South Florida with Citizens covering so many homeowners, it will be unable to meet the demand for massive claims
All these problems are familiar to Florida officials, but to date there has been a failure by the Florida Legislature to help homeowners An anticipated special session of the Legislature called last May, provided assistance for the insurance companies, not for homeowners
High property insurance, not only affect homeowners, but is passed on to renters When owners of rental properties confront increased premiums, the increase is passed on to tenants There is no sign of any potential decline in property insurance. This will make it less affordable for Floridians, especially homeowners of senior years, and renters, to live Already high mortgages, property insurance, property tax, and rent, is making living in Florida unbearable
But who among the many candidates seeking political office to represent Floridians is willing to address this critical issue? Floridians desperately need help with their residential security The candidate who postulates a meaningful plan to cope with this issue deserves Floridians votes Will that candidate please step forward!

The Food and Agriculture Organization (FAO) and the United Nations World Food Program (WFP) said “ an unrelenting series of crises has trapped vulnerable Haitians in a cycle of growing desperation, without access to food, fuel, markets, jobs, and public services ”
The agencies said hunger has reached a “catastrophic level” –the highest level 5, on the Integrated Food Security Phase Classification index, or IPC – in the capital's Cité Soleil neighborhood
According to the latest IPC analysis, a record 4.7 million people are currently facing acute hunger (IPC 3 and above), including 1 8 million people in the Emergency phase (IPC 4) and, for
the first time ever in Haiti, 19,000 people are in Catastrophe phase, phase 5
FAO and WFP said, currently, 65 percent of Cité Soleil's population, especially the poorest and most vulnerable, are in elevated levels of food insecurity, with five percent of them in urgent need of humanitarian assistance
“Increased violence, with armed groups vying for control of the vast and now lawless area of Port au Prince, has meant that residents have lost access to their work, markets and health and nutrition services,” the agencies said “Many have been forced to flee or just hide indoors ”
FAO and WFP said food security has also continued to deteriorate in rural areas in Haiti,
with several going from Crisis to Emergency levels
Harvest losses due to below average rainfall and the 2021 earthquake that devastated parts of the Grand´Anse, Nippes and Sud departments, are among the other devastating factors, beyond the political and economic crisis, FAO and WFP said

US and Canada supply vital equipment to Haitian National Police
The United States Southern Command (SOUTHCOM) says it has transported “vital” security equipment to Haiti in response to a request for international assistance from the Haitian government.
SOUTHCOM said a US Air Force C 17 airplane, based at Joint Base Charleston, South Carolina, transported the security equipment to Port au Prince
“The delivery of the vital equipment was part of a joint operation involving US Air Force and Royal Canadian Air Force aircraft,” said SOUTHCOM in a statement, stating that the equipment included tactical and armored vehicles, purchased by the Haitian National Police (HNP), from Canadian Forces Base Trenton in Ontario, Canada
“The delivered equipment will help the HNP ensure access to vital resources and infrastructure urgently needed in Haiti to respond to a public health crisis following a recent rise of cholera cases in the country,” it added
A US interagency delegation went on a two day visit to the country where they met with Prime Minister Ariel Henry, the Montana Group, private sector leaders and broader civil society groups

Trinidad Gov’t sued for billions over smelter plant closure
Prime Minister Dr Keith Rowley says the Trinidad and Tobago government has been slapped with a US$380 million lawsuit from a group of Chinese contractors following the decision of a previous government to cancel the construction of an aluminum smelter plant in 2010
Rowley, speaking at a constituency conference of his ruling People's National Movement (PNM) said the People's Partnership government headed by Kamla Persad Bissessar had “improperly shut down the project”
The then Patrick Manning government had decided to construct the aluminum smelter plant, but Rowley told supporters that “ some people who were comfortable where they were and didn't care who got a job, resisted saying that the smelter would kill us ”
He said Bahrain which is the same size as Trinidad and Tobago is one of the world's leading producers of aluminum and is making money and living at one of the highest standards in the world, selling the same aluminum that the people in the twin island republic had opposed and said would kill citizens
Environmentalist Dr Wayne Kublalsingh had staged a hunger strike outside the Office of the Prime Minister in a bid to get the plant closed, and in October 2017, Prime Minister Rowley, told Parliament's Standing Finance Committee that the state had been dealing with various claims made against it following the decision by the last government to end the smelter plant project
“There is some settlement with respect to the closure of the project, where the minority partner would have had claims against the state,” he said then, adding ““this is not the end of it We are in discussions with the Chinese government, with respect to settlement of another claim with respect to the closure and abandonment of the smelter project, which is a much larger sum ”
Rowley told the PNM meeting that when the Persad Bissessar led government came into office in 2010, it shut down the plant and “chased out” the contractor
“I am talking here about US$380 million with documents and a contractor which says that T&T owes this money for work or for circumstances where there is a contract to be pursued And that is left for the PNM to deal
with, because we are dealing with it now And at the appropriate time we will approach the Parliament and give all the details surrounding this,” the prime minister said Alutrint and the China National Machinery and Equipment Import and Export Corp signed an agreement in 2005 to build a US$540 million aluminum complex that would have produced 125,000 tons per year Alutrint was a joint venture between the NGC and the Sural Group of Venezuela The deal included several downstream projects that would use the output, including an automotive parts and car wheel plant, rod mill and wire and cable plants
Trinidad negotiating IDB loan to improve water sector
Trinidad and Tobago is negotiating a multi million dollar loan with the Inter American Development Bank (IDB) in the water and wastewater sector
Public Utilities Minister, Marvin Gonzales, speaking at the commissioning ceremony for the San Fernando Wastewater Treatment Plant, said negotiations are continuing and hopefully by the end of this month the first component of the loan facility will be made available to the Keith Rowley administration
He said the first component is estimated at US$80 million to support the transformation of
the Water and Sewerage Authority (WASA) and to undertake critical investment projects to stabilize and improve the water supplies in the country
“An envelope of US$315 million to be invested in the water and wastewater sector in Trinidad and Tobago,” he told the ceremony, reiterating that under the first component of the loan, the government would be undertaking “three critical pieces of work to turn around the water section in Trinidad and Tobago”
He said US$44 million will be used to finance the development of a comprehensive
program to urgently stabilize water services to prevent further decline throughout the country and improve water supply
“We are going to purchase six to eight modular water treatment plants to be deployed in strategic areas across Trinidad and Tobago,” he said, noting that two of the plants will bring to the grid over ten million gallons of water for residents in the northern section of the island He said this will also result in a 24/7 provision of water to the area
Gonzales said government is also looking to construct a five million gallon water plant for
“Over the years the Trinidad and Tobago Police Service has invested resources in the Enterprise area and will continue to work and partner with members of the community,” said Acting Commissioner of Police Erla Christopher

Harrison who is 30 and resides in Pompano Beach was arrested on charges of burglary of a structure/dwelling, possession of a firearm by a convicted felon, possession of burglary tools, grand theft of a firearm, and carrying a concealed firearm
According to the arrest report, Harrison was also already on felony probation for burglary and faced charges from two recent burglaries in Pompano Beach Detectives suspect he may have been involved in additional burglaries in Deerfield Beach and Oakland Park

West Indies suffer shock defeat to Scots in opener
West Indies endured the worst possible start to their Twenty20 World Cup qualifying campaign when they suffered a shock 42 run defeat to minnows Scotland, in their opening match at Bellerive Oval on Monday.
Asked to chase a less than imposing 161 for victory, West Indies' batting once again let them down badly, the innings imploding for 118 with nine balls remaining, to leave the two time former champions with a mountain to climb in order to reach the main draw of the tournament
All rounder Jason Holder top scored with 38 from 33 balls at number seven but he was the only one to pass 20 as left arm spinner Mark Matt (3 12), along with off spinner Michael Leask (2 15) and seamer Brad Wheal (2 32) bowled brilliantly to hurt the innings
