T.A.C (Transportation Association of Canada) Vehicles: a) means (1) a truck tractor and semi-trailer combination (2) an A Train (3) a B Train (4) a C Train in which at least one semi-trailer or full trailer (5) was manufactured after August 31, 1988. (6) after December 31, 2004 is licensed under Section 6 of the Commercial Transport Act. Tandem axles of this type are measured as a unit and the weight of both axles together must not be more than 9100 kg (20,000 lbs.). • Spread-axle tandems that have a spacing greater than 185 cm (6 ft.) but not more than 307 cm (10 ft. 1 in.) are allowed on a semi trailer if their combined axle weight is not more than 9,100 kg (20,000 lbs.). Tandem axles of this type are measured as a unit and the weight of both axles together must not be more than 9100 kg (20,000 lbs.). • T.A.C. vehicles may not have lift axle or self-steering axle in contact with the ground. The control for a lift axle within a combination of vehicles must be located adjacent to that axle and not inside the operator’s compartment.

BRITISH COLUMBIA PERMITS

Overload Permit Must be obtained for any vehicle or combination of vehicles, with or without load, in excess of the weight allowed by Table 1 of the regulations made pursuant to the Commercial Transport Act or in excess of the gross vehicle weight for which the vehicle is licensed. Overload permits are only issued when loads cannot be reduced or when a vehicle is not licensed up to its allowable weight. Overload permits must be obtained prior to operation on any highway. Note: The maximum allowable weight on tandem axles granted by an overload permit is limited to 23,000 kg and on single axles is limited to 11,000 kg. The maximum allowable weight on a tridem axle for T.A.C. vehicles, granted by an overload permit is 28,000 kg (2.4 to 3.0 m axle spread) or 29,000 kg (over 3.0 to 3.7 m axle spread). Tridem pony trailers are not permitted to exceed the legal weight of 21, 000 kg. Oversize Permit Prior to operation on a highway a permit must be obtained for vehicles and/or loads in excess of the legal dimensions (see Part 1, Maximum Legal Sizes and Weights) and are only issued for loads not readily reducible in size. Permits are not normally granted for loads or vehicles in excess of 4.4 m wide. Should it be necessary to move a load that is wider than 4.4 m, permission must be requested in writing from the Commercial Transport section (Weights and Dimensions) of Commercial Vehicle Safety and Enforcement Division . Every permission request must provide details of the commodity to be moved and the reasons it cannot be reduced in size. Drivers requiring oversize/overweight permits must contact the nearest inspection station (formerly known as weigh scale) in advance for authorization to proceed. When drivers are asked to park and bring in papers, bring in all registrations and permits for all vehicles as well as Log Book and Pre-trip Inspection Report. If your local inspection station is closed, call the toll-free vehicle permit line at 1-800-559-9688. Staff are available to answer questions and issue permits 24 hours a day, seven days a week. Temporary Operation Permit As of January 1, 1992, a new Temporary Operation Permit replaced both the Temporary Testing & Demonstration Permit, and the Temporary Operation Permit. It is available at all Auto plan outlets and B.C. government inspection stations (weigh scales). This permit now allows you to operate a vehicle from 1 to 15 days, and allows for general vehicle use. Some restrictions apply to commercial vehicles. Non-resident Single Trip Permits Operators of non-resident commercial vehicles may operate in British Columbia by obtaining a single trip non-resident permit which is valid for one trip into and out of the province for a period not exceeding 30 days. Non-resident permits 2

may be obtained from any Inspection station, appointed agent, or government agent. The fee for such a permit is 1/12 of the annual fee for a vehicle of like gross weight. Quarterly Non-resident Commercial Permit A commercial vehicle registered and licensed outside the province may be granted a permit valid for a period of up to 3 months upon payment of a fee equal to 1/4 of the annual fee for a vehicle of a like weight. Quarterly permit holders are limited to transporting passengers or goods into, through, or out of the province. This permit does allow for the operation from place to place within the province of a commercial vehicle which enters the province carrying specialized equipment which will be exported out of the province on the same vehicle. A quarterly period shall commence on the first day of January, April, July and October and shall terminate on the last day of March, June, September and December respectively. Holders of quarterly permits must posses valid motor vehicle inspection certificates, and are subject to the following statutes as required in the following: Social Service Tax Act ,Passenger Transportation Act , Passenger Transportation Act Highway Crossing Permit A person or company wishing to cross a public highway from an industrial road (e.g., a logging road) on a regular basis with an unlicensed vehicle must first apply at a Inspection station or local office of the Commercial Transport Department for a crossing permit. If the application is approved, a permit will be issued. Insurance coverage is also required and may be obtained with the permit. Crossing permits may also be obtained for licensed and insured vehicles operating oversize or overloaded to make a direct crossing of a public highway from an industrial road (e.g., a logging road) restriction as above. Payment Inspection Stations (Weigh scales) accept payment by cash (Canadian or U.S. currency), comcheques , or by weigh scale credit account. The credit account may be used for oversized/overweight and highway crossing permits only. For credit account information telephone 250-414-7716. Visa/ Mastercard and debit cards are also accepted at Inspection Stations to purchase all permits. Maximum dimensions

4 Subject to section 62 of the Act, no person shall (a) operate a truck tractor on a highway when

(ii) the track width is less than 2.5 metres or greater than 2.6 metres, (iii) the height of the highest point of the full trailer, including any load, is greater than 4.15 metres from the surface of the highway, (iv) the trailer length of the full trailer exceeds 12.5 metres, (v) the wheelbase of the full trailer is less than 6.25 metres, (vi) the full trailer is equipped with a tridem axle group, or (vii) the full trailer has (A) more than 2 single axles, (B) more than 2 axle groups, (C) a combination of 2 or more single axles and an axle group, or (D) a combination of a single axle and 2 or more axle groups; (e) operate a pony trailer on a highway when (i) the pony trailer, including any load, exceeds 2.6 metres in width, (ii) the track width is less than 2.5 metres or greater than 2.6 metres or, where the pony trailer is equipped with a tandem axle that is converted to a tridem axle, the track width is less than 2.4 metres or greater than 2.6 metres, (iii) the height of the highest point of the pony trailer, including any load, is greater than 4.15 metres from the surface of the highway, (iv) the trailer length of the pony trailer exceeds 12.5 metres, (v) in the case of a pony trailer manufactured after September 1, 1993 with a gross vehicle weight rating of 10 000 kilograms or more, the wheelbase of the pony trailer is less than 6.25 metres, (vi) the tridem axle spread of the pony trailer is less than 2.4 metres or greater than 2.5 metres, or (vii) the pony trailer has more than a single axle or more than one axle group; (f) operate an intercity bus on a highway when (i) the intercity bus, including any load, exceeds 2.6 metres in width, (ii) the height of the highest point of the inter city bus, including any load, is greater than 4.15 metres from the surface of the highway, (iii) the overall length of the intercity bus exceeds 14 metres, or (iv) the effective rear overhang exceeds 4 metres;

(i) the box length exceeds 20 metres, (ii) the overall length of the combination, includ ing any load, exceeds 23 metres, or (iii) the effective rear overhang of the pony trailer exceeds 4 metres; (i) operate a combination of a truck and full trailer on a highway when (i) the box length exceeds 20 metres, (ii) the overall length of the combination, includ ing any load, exceeds 23 metres, or (iii) the full trailer is equipped with a C hitch; (j) operate an A train on a highway when (i) the box length exceeds 20 metres, (ii) the overall length of the A-train, including any load, exceeds 25 metres, or (iii) the hitch offset is greater than 1.8 metres; (k) operate a B train on a highway when (i) the box length exceeds 20 metres, (ii) the overall length of the B-train, including any load, exceeds 25 metres, (iii) the B train has a tridem axle group with an axle spread that exceeds 3.1 metres, or (iv) in the case of a B train manufactured after January 1, 1993, the sum of the two trailer wheelbases exceeds 17 metres; (l) operate a C train on a highway when (i) the box length exceeds 20 metres, (ii) the overall length of the C-train, including any load, exceeds 25 metres, (iii) the hitch offset of a trailer is greater than 1.8 metres, or (iv) in the case of a C hitch manufactured after September 23, 1993, the drawbar length of the C hitch exceeds 2 metres; (m) operate farm equipment on a highway when (i) the farm equipment, including any load, exceeds 2.6 metres in width, (ii) the height of the highest point of the farm equipment, including any load, is greater than 4.15 metres from the surface of the highway, or

(i) the truck, including any load, exceeds 2.6 metres in width, (ii) the height of the highest point of the truck, including any load, is greater than 4.15 metres from the surface of the highway, (iii) the overall length of the truck, including any load, exceeds 12.5 metres, or (iv) in the case of a truck manufactured after September 1, 1993, (A) the hitch offset rearward of the truck exceeds 1.8 metres, or (B) the effective rear overhang of the truck exceeds 4 metres;

(o) operate a jeep logger on a highway when (i) the height of the highest point of the jeep logger, including any load, is greater than 4.15 metres from the surface of the highway, (ii) the overall length of the jeep logger, includ ing any load, exceeds 25 metres, or (iii) the effective rear overhang of the jeep log ger, including any load, exceeds 4 metres; (p) operate self-propelled equipment on a highway when (i) the self-propelled equipment, including any load, exceeds 3.2 metres in width, (ii) the height of the highest point of the self propelled equipment, including any load, is greater than 4.15 metres from the surface of the highway, or (iii) the overall length of the self-propelled equipment, including any load, exceeds 14 metres; (q) operate a snow plow, grader, road construction equipment or maintenance equipment on a highway when (i) the vehicle, including any load, exceeds 2.6 metres in width, (ii) the height of the highest point of the vehicle, including any load, is greater than 4.15 metres from the surface of the highway, or (iii) the overall length of the vehicle, including any load, exceeds 14 metres.

9(1) Subject to section 62 of the Act and section 12(1) of this Regulation, no person shall operate a commercial vehicle on a highway when (a) the gross weight on a tire exceeds the smallest of the following: (i) 3650 kilograms; (ii) the capacity determined by multiplying the cross section dimension of the tire in millimetres, as determined by the manufactur er’s width shown on the tire, by 10 kilograms; (iii) the rated capacity of the tire as stamped on the tire by the manufacturer; (b) the gross weight on (i) a steering axle exceeds (A) in the case of a truck tractor, 5500 kilo grams; (B) in the case of a truck, bus, picker truck, bed truck or winch truck, 7300 kilograms; (ii) a twin steer exceeds 13 600 kilograms; (iii) any other steering axle group exceeds 5500 kilograms; (c) in the case of a vehicle having a gross weight in excess of 11 800 kilograms, the interaxle spacing (i) from a steering axle to an adjacent axle group is less than 3 metres; (ii) from a twin steer or any other steering axle group to an adjacent axle group exceeds 5 metres; (d) the gross weight on a single carrying axle or any axle within an axle group exceeds 9100 kilograms;

3.0 metres; (ii) on a local road, the gross weight on the axle group exceeds 17 000 kilograms; (iii) with fewer than 12 tires, the gross weight on the axle group exceeds 19 000 kilograms; (g) the gross weight on a quantum axle group exceeds (i) 9100 kilograms for a quantum axle group consisting of 2 axles; (ii) 17 000 kilograms for a quantum axle group consisting of 3 or more axles with 12 or more tires; (iii) 15 000 kilograms for a quantum axle group consisting of 3 or more axles with fewer than 12 tires; (h) the sum of the gross weight for 2 axle groups exceeds (i) the sum of the maximum permitted gross axle group weight when the interaxle spacing is equal to or greater than the mini mum specified in subsection (2); (ii) the sum of the maximum permitted gross axle group weight, minus 500 kilograms for every 0.1 metre or portion thereof that the interaxle spacing is less than the minimum specified in subsection (2); (iii) 23 000 kilograms in the case of the axles on the lead trailer and the converter dolly axle of an A-train or C-train when the interaxle spacing is less than 3.0 metres; (i) the sum of the gross weight on the axle or axle groups in the full trailer of

(i) an A-train or C-train exceeds the sum of weight of the truck tractor drive axle group and (e) in the case of a vehicle having a tandem axle group the lead trailer axle or axle group; or any 2 adjacent axles within an axle group (ii) a truck and full trailer combination exceeds 31 000 kilograms; (i) with 8 or more tires, the gross weight on the (j) in the case of a bus with 2 rear axles, the gross axle group or axles exceeds 17 000 kilo weight on the single tired axle exceeds 6000 kilograms grams; (ii) with fewer than 8 tires, the gross weight on and the gross weight on the dual tired axle exceeds 9100 kilograms; the axle group or axles exceeds 13 600 (k) the maximum gross weight of the vehicle exceeds kilograms; (f) in the case of a vehicle having a tridem axle group (i) the sum of the maximum permitted gross axle weights; (i) with 12 or more tires on a primary highway (ii) in the case of a truck and full trailer combi or secondary road, the gross weight on the nation, 55 300 kilograms; axle group (iii) in the case of an A-train, 53 500 kilograms; (A) exceeds 24 000 kilograms, if the axle (iv) in the case of a B-train, 63 500 kilograms; spread is 3.0 metres or more, but not more (v) in the case of a C-train, 60 500 kilograms; than 3.7 metres; (vi) in the case of a jeep logger, 56 500 (B) exceeds 21 000 kilograms, if the axle kilograms; spread is 2.4 metres or more, but less than 2

(vii) in the case of any other vehicle or combi nation of vehicles, 53 500 kilograms; (viii) 53 500 kilograms when operating on a local road.

(2) The minimum interaxle spacing for the purposes of subsection (1)(h) is (a) 3 metres for 2 single axle groups; (b) 3 metres for a single axle group and a tandem axle group; (c) 3 metres for a single axle group and a tridem axle group; (d) 5 metres for 2 tandem axle groups; (e) 5.5 metres for 2 tridem axle groups; (f) 5.5 metres for a tandem axle group and a tridem axle group; (g) 5.5 metres for a quantum axle group and any other axle group. (3) No person shall operate self propelled equipment on a highway when the gross weight on an axle exceeds 11 000 kilograms or the gross weight of the vehicle exceeds 22 000 kilograms.

Overdimensional and Overweight Commercial Vehicles Definition

14 In this Part, “overdimensional vehicle� means a commercial vehicle referred to in section 15 that is operated under the authority of an overdimensional permit.

Overdimensional safety requirements

15(1) Notwithstanding that a commercial vehicle or its load does not comply with section 4, a person may operate that vehicle on a highway where permitted to do so under the authority of an overdimensional permit. (2) A person who operates a commercial vehicle on a highway under the authority of an overdimensional permit shall ensure that the vehicle and related equipment used in the operation of that vehicle comply with this Part and that the operation is carried out in accordance with this Part. (3) When a commercial vehicle is being operated under the authority of an overdimensional permit and the widest part of the vehicle or its load is more than (a) 2.6 metres in width, the vehicle must be equipped with (i) warning flags, if operated during daylight,

and (ii)warning lights, if operated during darkness or during adverse weather conditions, that are displayed on each side at the widest part of the vehicle or load; (b) 3.05 metres in width, the vehicle must, in addition to being equipped as required under clause (a), be equipped with 2 dimensional signs that comply with Schedule 2 or 3, (i) one sign being (A) displayed at the front of the vehicle, or (B) mounted on the cab of the vehicle in such a manner that the sign is clearly visible to traf fic approaching on a 2 lane highway, and (ii) one sign being displayed at the extreme rear of the vehicle or its load, whichever is further to the rear, in such a manner that the sign is clearly visible to traffic approaching from the rear; (c) 3.35 metres in width, the vehicle must, in addition to being equipped as required under clauses (a) and (b), be equipped with one or more flashing lamps; (d) 3.85 metres in width, the vehicle (i) must, in addition to being equipped as required under clauses (a) to (c), (A) when on a 2-lane highway, (I) if it or its load is not more than 4.45 metres in width, be accompanied by a pilot vehicle, and (II) if it or its load is more than 4.45 metres in width, be accompanied by a pilot vehicle and a trail vehicle, and (B) when on a multi-lane highway, (I) if it or its load is not more than 5.5 metres in width, be accompanied by a trail vehicle, and (II) if it or its load is more than 5.5 metres in width, be accompanied by a pilot vehicle and a trail vehicle, unless the permit provides otherwise, and (ii) must not be operated on a highway (A) from 3 p.m. until midnight on a Friday or a day preceding a statutory holiday, or (B) on Sunday or a statutory holiday. (4) A dimensional sign described in Schedules 2 and 3 must be (a) kept in good repair, (b) kept clean and legible at all times, and (c) covered, folded or removed when not required to be displayed.

Notes: The use of a trailer converter dolly equipped with a tandem or tridem axle is not permitted. C-Trains with trailer equipment manufactured prior to July 1, 1988 are allowed a maximum allowable gross vehicle weight of 56,500 kg. Notwithstanding section 28, subsections (2), (3), (6), (7), (9) and (10) of Manitoba Regulation 575/88, where a C-train with a C-dolly: - satisfies testing requirements determined by the National Research Council (Canada); - displays, in a conspicuous place on both sides of the C-dolly, a label from the manufacturer certifying satisfaction of those requirements, the gross vehicle weight shall not exceed 60,500 kg on an RTAC Route.

69 IP CANADA - U.S. BORDER CROSSING CHECKLIST FOR CARRIERS AND COMMERCIAL DRIVERS Reduce Border Crossing times Arrive at the U.S. Border Prepared To help keep the borders functioning in an efficient manner, please communicate the following instructions to your staff and drivers. All Carriers: 1. Participation in programs such as customs- Trade partnership against terrorism(C-TPAT), free and secure Trade (FAST) and Pre-Arrival Processing System (PAPS) is one way to expedite the clearance of legitimate travelers and goods across the border. 2. Ensure your drivers are aware of and follow these instructions for required documentation when they arrive at the border. All Drivers: 1. Have the required personal identification (including photo ID, driver’s license and/or passport-see below) ready for presentation at primary inspection before arriving at the booth. U.S. Customs officials advise that drivers searching for these documents when they arrive for inspection add to the time taken for clearance 2. Drivers must turn on interior cab lights and open all interior drapes/blinds to sleeper area for easy inspection. Unnecessary personal belongings should not be carried by drivers, as they can lead to questions from customs officials about where these items were obtained. 3. Ensure that all Customs paperwork is completed and ready for presentation to Customs officials at primary inspection before arrival. Port director’s at all major border crossings report that about 35% of drivers show up at primary inspection without having properly completed paperwork such as the carrier manifest and shipper’s documentation. This is a major problem. 4. Be prepared to clear Customs and Border Protection at primary inspection. One of other easiest ways to be prepared is to communicate in advance with the shipper and U.S. customs Broker so that the information on the shipment is transmitted to Customs before the truck arrives at the border point (Pre-Arrival Processing System or “PAPS”). 5. Be prepared to communicate with U.S. border officials in clear understandable English. This is the law in the U.S. under CFR 49, Part 391.11(b) (2). Canadian Citizen Drivers: 1. At a minimum, carry photo identification (driver’s license) and your birth certificate or citizenship card and have them ready for presentation at primary inspection. It is recommended that Canadian citizen drivers obtain and carry a valid passport. Non-Canadian/U.S. Citizen Drivers: 1. Individuals who are not citizens of Canada or the U.S.

must carry a valid passport and will be required by Immigration officials to complete an I-94 card, even if you qualify under the visa waiver program. I-94 cards are only available on site at border crossings into the U.S. If you require an I-94 card, you will be instructed by officials at primary inspection to report to Immigration to complete the documentation. The cost of the I-94 us U.S. $6.00 payable by cash in U.S. funds(U.S officials will no accept Canadian funds). If drivers clear Customs at primary inspection and require an I-94 card, they must report to Immigration to fill out the I-94 and receive “verbal clearance” from a U.s. Immigration official to proceed into the U.S. If drivers require an I-94 card, do not clear customs at primary inspection and are referred to secondary inspection to see their brokers, they must first go to Immigration before secondary inspection. Remember- clearance from U.S Customs is a “Verbal Clearance” or “Verbal Release”. There is no stamp or receipt should only proceed after being instructed by a U.S. customs official that their shipment(s) has cleared. 2. In addition, some individuals may require a U.S. nonimmigrant visa. Do not proceed to the border unless you know whether this requirement applies to you. 3. If travel documents are required (e.g. non –immigrant visas or passports), Ensure that they are in order, ensure that they are in order, easily accessible, valid and are ready to be presented before arriving at primary inspection. 4. If you are refused entry into the U.S. for reasons related to U.S. immigration law, you must report to Canada Customs as well as Citizenship and Immigration officials have also indicated that if you are refused entry at on border point the practice of “Port Shopping” will not be tolerated and individuals will be subject to penalties under U.S. law (which can include vehicle seizure and permanent banishment from the U.S).
