Chilled Southern Spiced Shrimp
Fourth of July Recipe Make this dish one or two days before serving, so the shrimps get all good ‘n’ tasty with the flavors of garlic, lemon, and herbs. 1 pound shrimp (preferably large size, about 21 to the pound)
the boater’s first choice 252.757.BOAT (2628) Cooking Liquid Ingredients: 1-1/2 cups cider vinegar 1/2 cup water 1/4 cup fresh lemon juice 2 teaspoons shrimp-and-crab boil seasoning (such as Zatarain’s or Old Bay) OR 1 tablespoon pickling spice 3 cloves garlic, peeled and crushed 3 bay leaves 2 teaspoons sugar 1/2 teaspoon whole black peppercorns 1/2 teaspoon salt 1/4 teaspoon celery seed
Marinating Ingredients: 1/2 cup Cooking Liquid from above, cooled and strained 1/3 cup mild olive oil, or half olive oil and half canola oil 1 tablespoon Dijon mustard 1 teaspoon prepared horseradish 1/2 medium onion, very thinly sliced 1/2 lemon, very thinly sliced 1/4 cup chopped fresh parsley
Directions: Combine the Cooking Liquid Ingredients in a medium nonreactive saucepan. Bring to a boil on high. Reduce the heat and simmer for 10 minutes. Turn the heat back up to high. Add the shrimp, stirring occasionally as they cook to mix them evenly in the liquid. When the shrimp are pink and just firm (about 2 minutes), remove them to a colander in the sink. Rinse in cold water until cool. Peel the shrimp, leaving the tails intact, and devein if desired.
Enjoy!
While the shrimp cool and drain, prepare the marinade. Strain 1/2 cup of the Cooking Liquid into a nonreactive mixing bowl. Whisk in the oil, mustard, and horseradish. Stir in the onion slices, lemon slices, and parsley. Stir in the shrimp and toss until well mixed. Cover and refrigerate at least 6 hours or up to 36 hours, stirring occasionally. To serve, remove the shrimp from the marinade and arrange on a serving platter with toothpicks and napkins to catch any drips. Or, hang the shrimp around the edges of a bowl filed with some of the marinating mixture for dipping and toasted slices of French bread to sop up the juices. Serves 4 to 6 as an appetizer.

Think like a fish Article by Mike Laubscher of Blue Water Charters | Durban
Many an eager fisherman’s approach to fishing is to simply chuck his lure out there and
hope to catch a fish, and it is thought that catching a fish or even a big one is luck. I call this “chuck & hope”, and it is my belief that whilst one can get a lucky fish, it was only because unknowingly you put the right lure in the right place at the right time and in the right way. There should be a technical or scientific approach to the way you target fish. Hopefully you will have a better understanding of what to look for and what to throw when and where. This subject could fill a whole book; so I am only going to write a series that will allow you to think about what you are doing, and apply some thought and logic to your fishing, which in turn will hopefully allow you to catch Fish more regularly and consistently, rather than by luck. There are many factors that influence fish feeding behaviour, and so each and every day would provide a set of new challenges as no two days are alike. Mostly Fish think about food all day, and all night, it is programmed in their DNA and so instinct to them and so it goes without saying that Fish will behave in a certain manner instinctively. This means that you need to learn about what Fish eat, learn about how what he eats behaves, where it lives, when and where is breeds and so on, because where you find the Fish’s food, there you will find Fish also. Now if you understand the instinctive behaviour of Fish, you will find that it will respond to a lure in an instinctive way, we call this a reaction bite which is usually triggered by something very simple like a specific movement of a lure, a specific colour, or coloured area on the lure, or even a spot, eye colour, or contrast colours and so on. I have found that many a person is falsely under the impression that the fish are being fooled into an exact imitation of their food source, which can also be the case under certain circumstances, but the reality is that they are actually being triggered by their natural instinct to react to a specific item that they are tuned into. Most animal behaviour is like this, and they instinctively know some things without ever having to learn them, it is after all already pre-programmed in their DNA. We have a pet Macaw at home, and raised her up from a baby, and so she is completely human imprinted and has never been influenced by another Macaw. Yet she knows what a snake is, she knows what a bird of prey is, not only what they look like, but even their sounds, and she knows that they are danger. We never taught her that. She behaves in certain ways; that all Macaws I have seen behave in exactly the same way. Why? It is because she is programmed that way. Exactly the same goes for Fish, they will behave in certain ways because they are Fish. Most lures on the market are focused towards this reaction, and so will imitate and even enlarge the trigger. Bait fish, crustaceans, and many other food sources that Fish feed on are masters at camouflage and so when you go under the water you need to really look more than twice to start seeing what is actually going on, and in the end what you will find is that what you see is only a small portion of the food source. Bait fish for example can almost become invisible in the water and when you see them you usually only see a part of them, it could just be a flash, or the eyes, or a certain marking, colour or line and once your eyes and brain get accustomed to this you will start to notice more and more what is around you, and learn to see what you are looking for by identifying certain characteristics, which are the triggers that will initiate the reaction of the Fish. Some bait fish go into certain breeding colours, and the fish will hone into this colour and all you need is a lure that will imitate the same colour shape and movement of that hot spot on the bait fish.

I was asked once why Fish go for chartreuse lures, when you get no chartreuse fish. The answer is easy; most fish have chartreuse in them on their scales depending on what angle the sun shines on them, and so they will flash in the water, and so the chartreuse lure is merely exaggerating that colour only and not the whole fish, thereby setting off the instinctive behaviour of the Fish. This kind of bright colour works extremely well in turbid water, where as in clearer water you will need to be more subtle, like perhaps just a small stripe or dot. Many crank baits and jerk baits for example have a red spot under the “chin” which is supposed to represent the gills, and is most definitely a trigger for Fish. Some lures may even represent a bleeding fish, and many have two tone colours. That is why some lure work on some days, and others work on other days. Most bait fish are darker on top, and lighter underneath, which is why two tone lures work so well, as this is part of the bait fish’s camouflage. Many Bait fish will have a stripe over their eyes to hide them, and some will even have a spot on their tail to represent a false eye. In my opinion, the form and movement of your lure is everything, the colour and size will be of secondary importance, and then come feel, sound and lastly smell. The form, which is the shape and size of your lure is a very important factor, and you need to consider what you are trying to represent, and do not forget that what you may be trying to represent may only be a part, or an exaggeration of a trigger. For example think about the size of the bait fish around, then check to see if they are isolated or swimming in schools. These are very important factors to consider as if the bait fish are isolated from each other then you would need to have your size and trigger exactly the same as the bait fish. If they are swimming in schools, then you need to make something about your presentation slightly different. Why? Think about humans, if I handed you an orange you would take it and eat it, but if I passed you a bowl of oranges then you would select one, maybe the biggest, the roundest, the best colour, but you would spend some time if even only a moment thinking about your choice. Fish are the same, suddenly they come across a school of bait fish, and then they have trouble deciding which one to select, but if there was one standing out a little from the school, then he would most likely go for that fish (your lure). The difference could be size, colour or even movement like an injured fish for example. The movement of you lure includes the speed at which is moves, the way it moves, and what it does when it pauses. The movement is very important, as this is a common trigger; watch and see how insects and baitfish move in the water, sometimes they even stand still, sometimes they dart and stop, and then dart again. Find out at what depth the food source is located, as that is where you need to have your lure. Colours that you see on the surface, will look different in the water and change as you go deeper and there is less sun for the colour to show, colours like red will disappear completely and actually become invisible, where as purples will hold their colour much deeper, check the depth and colour spectrum. Some colours will cause an instinctive reaction from Fish in certain seasons; others must match the colour of the bottom, like a green worm in green grass and so on. Predator fish are not colour blind, they can see colour very well. Colours can also be exaggerated, like a bright colour in turbid water. Lures that feel like the real thing will get the Fish to hold on longer and fool their sense of touch, other lures like crank baits will instantly feel foreign to them and they will immediately try to get it loose.

RFA BLASTS ENVIRONMENTAL DEFENSE FUND FISH FRAUD Catch Share Program Decimates Stocks & Bankrupts Recreational Sector
(06/06/2012) In May of 2010, the Environmental Defense Fund officially saw their new Limited Access Privilege Programs launched in New England’s groundfishery with the support and encouragement of NOAA Fisheries. Two years later, the Gulf of Maine (GOM) cod stock appears to have been virtually wiped out by the large-scale commercial fleet. According to the Recreational Fishing Alliance (RFA), unless the U.S. Senate follows action approved by the House of Representatives on May 8th and also votes to stop funding of this controversial new fisheries scheme, the spread of catch shares in regional finfish management could lead to devastating consequences in localized coastal fisheries in other regions as well. (To view the recent House debate on catch shares go to http://youtu.be/ Q1mFkoW-l6I.) The New England Fishery Management Council (NEFMC) convened its Recreational Advisory Panel in mid-May for discussions about the GOM fishery, learning first-hand how the decimation of local cod stocks is crippling the recreational charter and headboat fishing fleet. According to Capt. Barry Gibson, RFA’s New England director and chairman of the NEFMC’s Recreational Advisory Panel, the new sector management program in New England and its Limited Access Privilege Programs (catch shares) could ultimately represent the end of much of the charter and party boat industry from Maine to Massachusetts. “This is perhaps the most troubling issue I have had to deal with in my 25 years of federal fishery management,” Gibson said. Gibson said the recreational sector has continually cut back on its annual harvest of GOM cod, with seasons shortened by 5-1/2 months and a drop in bag limit to just nine fish. He said that up until a month ago, the minimum fish size was 24 inches in length as compared to the commercial size limit of 22 inches. “Provisions in the new sector management program for the commercial sector allow draggers of any size to come in to the Gulf of Maine and fish day and night, with no trip limits,” Gibson said, adding “boats as large as 90 feet drilled back and forth on Stellwagen Bank, just 30 miles offshore, all winter and spring, as many as 50 vessels at a time.” “When the recreational season opened on April 16, the party and charter fleet found that there were few fish left to catch,” Gibson added, explaining how captains fishing 10-hour trips with six anglers aboard were lucky to bring home a few dozen small cod. “An informal poll I conducted among Massachusetts’ skippers at the RAP meeting indicated that the average recreational catch was down by 70%.” Because of the lack of fish, local captains revealed that recreational charters were cancelling trips right and left as word got out. Gibson said the fishing has improved in the past several weeks since many of the draggers have moved off the Stellwagen grounds, but there is a tremendous amount of concern that they’ll be back. “What took years to rebuild to phenomenal fishing has been destroyed in two years by catch shares,” said Capt. Dave Waldrip of Rockland, MA, at the meeting. “Previously, under the days at sea system, small-boat commercial and party and charter fishermen were able to share this area,” said Capt. Ralph Pratt of Canton, MA. “Now it appears that sacrifices made by these fishermen have been in vain.” “Apparently, those who championed the catch share system never thought about the consequences to the recreational sector,” Gibson noted, while adding “if big Georges Bank draggers were able to purchase shares of Gulf of Maine cod, where did folks think these vessels would fish?” RFA executive director Jim Donofrio laid the blame directly on non-government environmental organizations (ENGO) including Environmental Defense Fund who have steamrolled this privatization system through the council process. “Four-hundred years of sustainable fishery management by fishermen, wiped out in under 24 months by black-tie environmentalists with fancy fellowships and environmental degrees,” Donofrio said. “The ENGO’s have received a lot of cover for their actions from the environmental press, I’m
16 I found it in The Coastal Mariner
July 2012
just wondering when the media is going to pick up on this story of how a whole segment of our recreational industry was completely wiped out by commercial catch shares,” he added. Donofrio said he and several RFA allies have been criticized for leaving brokered discussions with ENGOs going back to the late 90’s, refusing to return to the bargaining table. “We’ve said all along that Environmental Defense Fund and Pew Environment Group should not be trusted. They have been completely disingenuous in their efforts to use marine reserves and catch shares to control fishermen,” Donofrio said. “Someday maybe the tackle and boating industry will wake up and understand why RFA has been so adamantly opposed to working with their lobbyists and friends in the environmental business community, especially given that their allocation schemes are proving to be just as bad for the fish as they are for our fishermen.” Catch share proponents including paid advisors with Environmental Defense Fund and Pew Environment Group have spearheaded efforts to implement the catch share system in every fishery management region across the country. While ENGOs argue that catch shares are an important conservation tool, the dire situation in New England shows that rapid deployment of this new fisheries management scheme could prove to have a devastating negative impact on both fish stocks and the coastal fishing communities. “Catch shares have damaged our sector,” said Capt. Steven James, president of the Stellwagen Bank Charter Boat Association. “They were not intended to impact the charter and recreational folks but it’s putting them out of business.” Capt. James said that the new catch share scheme has allowed offshore boats with offshore quota to come in and drag inshore areas with impunity. “This raises real questions about how these decisions are being made,” he said. Under the previous open access fisheries management system, daily cod limits of 800 pounds a day in the GOM and 2,000 pounds on Georges Bank kept big boats offshore. “Now the big sector draggers can go 30 miles out to Stellwagen Bank and catch 30,000 or 40,000 pounds of cod or more. They no longer have to steam 160 miles to Georges Bank,” said Capt. Tom DePersia of Marshfield, MA. “They have ruined 20 years of conservation by other fishermen.” Donofrio said he can’t see how the Senate could reasonably oppose the recent actions in the House to stop the spread of catch shares in light of the devastation that’s occurred in New England fisheries. “The House of Representatives voted in bipartisan fashion to support an amendment to stop funding of this catch shares implementation, and we are urging the Senate to support that action before our fishing industry is completely destroyed,” he said. “The Environmental Defense Fund agenda to reduce the fishing fleet worked perfectly, by destroying an entire population of Gulf of Maine cod while bankrupting our recreational party and charter boat industry, and it’s up to the U.S. Senate to do what’s right,” Donofrio said. Gibson said the Recreational Advisory Panel has asked the NEFMC to recommend to NOAA some type of emergency action, and to examine commercial catch data for this area. However, he also noted that alone might be too little, too late. “If enough spawning fish were wiped out, Gulf of Maine cod may be in far more trouble than we think.” About Recreational Fishing Alliance The Recreational Fishing Alliance is a national, grassroots political action organization representing recreational fishermen and the recreational fishing industry on marine fisheries issues. The RFA Mission is to safeguard the rights of saltwater anglers, protect marine, boat and tackle industry jobs, and ensure the long-term sustainability of our Nation’s saltwater fisheries. Cape Lookout July Fishing Forecast by Capt. Noah Lynk
With June now here most of us fishermen have already had a pretty good spring season, lots of Blue fish,
Spanish Mackerel, Cobia and Flounder. The month of June is going to usher in another change of sorts as some of the springtime fish move on north such as the Cobia and the Chopper Blues. They will move north to cooler waters of the northern outer banks, although you will still find a few stragglers throughout the month. The best fishing for the month of June is going to be for Flounder, Spanish mackerel and Blues. The Spanish will still be in the shallow water for most of the month but as the heat of summer gets here they are going to move out in about 30-50 FT. of water and will be caught using the same methods as before, with trolled spoons and small shallow diving plugs such as the Yozuri crystal minnow. Another way to fish for them is to troll a top water bait such as a medium sized spoon or small squirted bait that skips the top of the water as sometimes the larger fish will be feeding at the surface on glass minnows and Summer Blues will be caught in the same way. As for Flounder the month of June is one of the best times to catch Flounder in the shallows of the inshore waters, back in the creeks and marshes in about 3-5 FT of water. I would recommend using live mud minnows or finger mullet but the mud minnows seem to be the better all-around bait because they are more durable and require less oxygen to keep alive. For those that are going to be using artificial baits the scented soft plastic baits really do work well especially in conjunction with a buck tail in white, pink or chartreuse, scented baits by Deep Creek, Berkley Gulp, fish bites etc... If you do not have scented baits, you really should try out Pro-Cure bait scents. They come in a wide variety of scents such as Menhaden, shrimp, Mullet, lady fish, Blue Crab and inshore-Saltwater which is a mixture of all the inshore scents put together. You can use Pro-Cure on just about any bait from hard baits to buck tail hair. It’s a grease base and sticks to just about anything. One thing to remember about Flounder as the weather heats up in the latter part of June they are going to be moving to deeper cooler water around structure and the inshore wrecks and reefs. To catch the really big door mats the use a live Menhaden about 3 inches long and fish it in deep water. The Morehead City Port is a good place to catch the really big ones. Anyone needing further information on the area or would like to book a charter to learn the area and techniques you can reach me at noahsarkchartersinc@gmail.com. Heres hoping that everyone gets to enjoy the late spring and early summer fishing. Come down and see us at Harkers Island to stretch a line and relax.

Reels! Economy versus Reliability By Ernie Horvath This article is designed to educate and inform fishermen in their decision making process when purchasing a new reel or set of reels. Buying a new reel should be a no-brainer, but there are certain facts you should consider.
In today’s economy the price is usually the key factor you might consider. Before you decide strictly based on price please consider these equally important factors. What are you going to use the reel for? Will it be used for saltwater, freshwater or both. Be sure the rod you’re going to put the reel on will match up for balance and performance, not cosmetics. Check the gear ratio or more important, how much line is retrieved with each turn of the handle. Gear ratio can be misleading depending on the size of the spool. For example, a larger spool with a gear ratio of 5.8 to 1 will retrieve as much line as a reel with a smaller spool and a 7 to 1 gear ratio. Also the weight of the reel with line on the spool can make a difference in balance of the set-up. Just as important is the drag system especially in saltwater and in-shore applications. Whether you’re fly, spinning, revolving spool or conventional off-shore fishing the drag and the rod are the key to playing a fish down to get it to the boat. I’m sure we have all had hooks pull out of a fish or your line broke either because the drag locked down or you couldn’t get the drag set to keep the fish out of structure. A pulled hook can be blamed on a lot of things but it’s usually because of drag setting. I was recently guilty of this. While I love to fish for speckled trout and keep my drag set lite, I went to High Rock lake bass fishing with an old Air Force friend to fish for bass. I forgot to reset my drag and lost a nice bass when the hook did not get set because the drag was set too lite. The number of bearings a reel has is nothing but a sales pitch. Manufacturers claim bearings allow for closer tolerances. What good is that when the gears are made of aluminum and the shaft wears out just from riding on the bearing? Just how much saltwater or brackish water can a line roller bearing withstand? Not much. You be the judge. To me the two most important things are service and parts to repair my toys. I always ask, where can I get it serviced and are parts available to me for repair? Now this is where price becomes a key factor. For example, if you pay $14.00 to $20.00 for a reel are you going to spend $17.00 to $20.00 to get it serviced? How about availability of parts, forget-it. What about warranty, not in today’s disposable world. Fact is if you spend under $50.00 for a reel most manufactures don’t contract for spare parts for repair. You can send the reel to the manufacturer and ask for a replacement or up-grade, but in reality it’s usually cheaper to buy a new reel.
{IF YOU BUILD IT, THEY WILL
}
Higher quality reels of course cost more but parts are available for repair and warranty is normally very reliable but even after three to five years some manufactures discontinue parts to make room for parts of their newer models of the same reel you have. No, I’m not talking in circles, the best advice I can give you on purchasing a reel is get the best you can afford, rinse them off after each fishing trip anf get regular service to keep your reels lasting for years. Agree or disagree, I welcome your feedback. (e-mail: eprodandreel@gmail.com ) Have a great summer on the water! Ernie Horvath – E.P.’S Custom Rod and Reel
