Shesaidthecontingencyplanning processwasininitialstagesandthe publicforumwasmeanttolistento communitiesfromDeweyBeachnorth totheMarylandstatelineinthesouth.
“TheStateRoute1corridorbetween DeweyandSouthBethanyBeachis critical,”saidJamesPappas,DelDOT directoroftransportation,resiliencyand sustainability,whoistheleaderonthis resiliencyreviewproject.

Duringthe90-minutehearinglast
week,thecouncilheardfrombusiness ownerswhosaidthechanges—which woulddoubletheamountofrequired parkingspaces—wouldhampertheir abilitytosuccessfullyoperateinthe town.

Heurgedthecounciltodelayaction ontheparkingchangesuntilthebusinessownershavemoretimetositdown with townofficialsand,hopefully,come upwithsolutionsthatwillbenefitthe entirecommunity.
“Let’sstudythis,”hesaid.“Ithink there’sawaytoworkthisout”without hamperingpotentialdevelopmentinthe town’scommercialsector.Theproposed ordinancewouldaffectnewbusinesses
andthosethatundergosubstantialrenovationorexpansion—existingbusinesseswouldbegrandfathered.
MayorNatalieMagdeburgersaidthe Townis“verymuchinvestedincontinuing thedialogue”withbusinessowners, butaddedthattheyhave“yettoseea plan,”otherthanproposalsforbusinessestoworkwitheachotherandplan forsharedparkingbetweenrestaurants andbusinessesthatareclosedinthe evening.
“ThecommitteehasbeeninexistencesinceMarch,”Magdeburgersaid oftheAdHocParkingCommittee, addingthatshehadseennoapplicationsfrombusinessmemberstojoinit, and“verylittleresponse”toaletteraskingforinput.
Collinsandotherbusinessowners havecomplainedthatthediscussionson theparkingchangestookplaceinthe peakofthesummerseason,whenthey havelittletimetofocusonanything otherthanday-to-dayoperationsof
theirbusinesses.
MagdeburgerandCollinsalsodisagreedwitheachotheronthenatureof thetown’sparkingissues,eachciting differentsetsoffiguresandinformation.
Magdeburger’spresentationfile showedaprogressionofparkingregulationsfrom1995,whenonespotper100 feetoftotalfloorareawastherequirementandonespaceforeachtwoemployeesat“maximumshift”through changesin1996and2013.The1996 changesincreasedtherequirementto onespaceper75feetoftotalfloorarea, oroneforeverythreepatronseats,with thesamerequirementsforemployees.
Therequirementwasreducedtoone spaceper100squarefeetoftotalpatron areain2013,withnorequirementfor employeeparking.
Thelatestproposedchangecallsfor onespaceper50feetoftotalpatron area,includingoutsideserviceareas, withnoemployeerequirement.
“Totalpatronarea”isdefinedinthe
2022proposalastheareaofarestaurant thatisopentothepublicanddoesnot includekitchenandstorageareasor restrooms.
AccordingtothecalculationsincludedintheTown’spresentation,the proposedchangeswouldrenderthe sameorparkingspacesnecessaryintwo typesofrestaurants—onewithpatron areaof3,500squarefeetandonewith patronareaof2,900squarefeet.
Magdeburgeralsopresentedfigures fromsomesurroundingtowns,aswellas unincorporatedareasgovernedbySussexCountyregulations.Accordingto herchart,theTownsofSelbyvilleand OceanView,aswellasSussexCounty, requireonespaceper50squarefeetof patronarea;SouthBethanycurrently requiresonespaceforevery75square feetofpatronarea,oronespaceper threepatronseats,whicheverisgreater.
Collins,meanwhile,saidhehaddone aninformalsurveyofparkingspacesin townandconcludedthat,ona“peak” eveninginAugust,therewereavailable 300parkingspotsthatwerenotinuse, “mostwithinablock”ofrestaurants.
Warren’sStationownerScottMumfordsaidtheTownneedsto“builda betterbridge”betweentownofficials andthebusinesscommunityinorderto solveparkingissues.
“FenwickIslandbusinessowners wanttohelpyouinanywaywecan,” Mumfordsaid.
Hecalledtheproposed“business-tobusinessinitiative,”throughwhichbusinesseswouldworktogethertoshare parkingspaces,“agreatstep.”
Mumfordalsourgedthecouncilto reachouttostateandcountyofficials, sincedevelopmenttothewestofthe townhaveandwillcontinuetoincrease trafficinthetown.Hesuggestedthata park-and-ridepublictransportationsystemmightbeonesolution.
KinsleyHazel,whosefamilyowns propertyinthe1100blockofCoastal Highway,saidthenewregulations wouldseriouslyhamperthepossibility fornewbusinessestodevelop.Shegave anexampleofopeninganewbreakfast shoponapropertythatiscurrently underadifferentuse.Hazelsaidanew “breakfastshop”-typebusinesswould require30parkingspaces—whichshe saidwouldnotbefeasibleonanexisting property.
Homeownerswhospokeduringthe hearingexpressedconcernsthatlackof commercialparkingforbusinessesencroachesonresidentialstreetsand causessafetyissues,aswellasqualityof-lifeissues.ResidentJackPine,ina writtenstatementreadintotherecord byTownAdministratorRaelene Menominee,said,“Wearebasicallya smallresidentialcommunitythatdoes notwanttobecomeanextensionof OceanCity.”
Anotherresident,GailWarburton, saidshesupportstheproposedchanges “verymuch.”
“SussexCountyhasbeenabletobe proactiveandtousea‘Band-aid’and keeptheroadpassable”alongthiscriticalevacuationcorridor,hesaid.
“Wearetalkingaboutthelongterm, likefive,10and20yearshence,”said Pappasofthestudy,whichhasafinal drafttechnicalreportdueinearly2023. “Weneedtothinkaboutthelongterm, andit’salongcorridor.Itwillrequirea lotofdesignworkandalotoffunding. Weneedtothinkaboutthisevacuation routeinthedecadesahead.”
Joe Hofstee,aseniorprojectmanager forsurfacetransportationofthe AECOMengineeringteam,saidthat thiscritical6milesisbeingcarvedinto sixsegments,eachwithitsowntopologicalchallenges.Theresiliencystudy startsinDeweyBeach,justsouthof TheStarboardrestaurantatNewOrleansStreet,andcontinuestoFenwick IslandandtheMarylandstateline.
Segment1istheTownofDewey Beachtothedunes.
“SouthoftheIndianRiverismore dunesandvegetation,”saidHofstee, with RehobothandLittleAssawoman Bayapartofthatsegment.“Theelevationvariesfrom12-feetdowntojust2 feetabovesealevelinsomeareas, whereasinBethanyBeach,thereisa slightlyhigherlevel,from4feetabove sealevelupto8feet.”
Delawareisthelowest-lyingstatein thecountry.
“Wehavequiteachallengeinfront ofus,”addedPappas.“Theseareroads neartheshoreline,andthereisflooding eitherbystorms,thetides,orevendependingwhichwaythewindblows.”
Therehavebeenseveraloccasions duringcertainstormeventswhenRoute 1waseitherimpassableor“Wecould notkeepbothlanesopen.Wehadtogo oneatatime,”hesaid.
“Stormeventsaregoingtogetmuch worseastimegoeson,”saidPappas.“So thatiswhywearedoingthestudy. Whatdoes2025and2030looklike?”
BethanyBeachandSouthBethany hadsignificantstormdamagethisyear fromanor’easter,andlocalizedflooding occurred.
Accordingtoinformationpresented to residentsandbusinessesduringthe coastalcorridordiscussion:“Hereat DelDOT,itisourgoaltoexaminethe impactsclimatechangeandsea-level risearehavingonourtransportationinfrastructure,andincorporateresiliency andsustainabilitymeasuresintheplanning,design,constructionandmaintenanceofourprojects.”
“Duetothelow-lyingtopographyof ourstate,creatingresilientinfrastructure inthefaceofroadwayfloodingisa challenge.DelDOThasbeenandcontinuestobechallengedbytheeffectsof sea-levelrise(SLR)andfrequently floodedroadways.AndtheSR1corri-
dorbetweenDeweyBeachandthe Marylandstatelineisparticularlyvulnerable,witheffectscomingfrom oceansideaswellasbayside.ThissectionofSR1isaprimaryevacuation routeforBethanyBeach,South Bethany,FenwickIslandandOcean City,Md.,”notedDelDOTofficials duringtheinformationalsession.
Pappassaidhisteamisreadytofocus onSLRandhighwayimpact.
“Thisgroupwecreatedaboutayear agowastoreallylookatthisissueand makedecisionstoelevate,hardenor abandon”someregionalroadways.
Pappashasbeenanadvocateforelevatingroads,wherepossible,tomove higherabovesealevel,hardeningsea wallsandstructurestopreventflooding onroads,orabandoningtheroutein favorofalternativetrafficmovement.
Pappasiscurrentlydirectoroftransportationresiliencyandsustainability, andbeforethat,heservedDelDOTas deputydirectorofoperationsandsupport.
“Thisisanewfunction,”notedPappas.“WewerecreatedatDelDOTto reallybringtogetherouroperational functions,anditwasalwaysapartof ourjobs.SecretaryMajewskidecidedto havemeleadthatresiliencyprogram becauseIampassionateaboutit,and theassistantdirectorisStephanieJohnson,”whoisequallyaspassionate,he said.

TheCEPFwascreatedbythe DelawareGeneralAssembly throughlegislationthatauthorized DNRECtoestablishagrantfundby withholding 25percentoffundscollectedasimpactpenaltiesforviolations ofenvironmentalregulations.Thefunds arereturnedtothecommunitieswhere violationsoccurredthroughcompetitive grantstononprofitorganizationsin supportofcommunityenvironmental projects.
Grantsareavailabletoaffectedcommunitiestofundrestorationprojects thatresultinreducedpollution,enhancednaturalresourcesinthoseareas andenhancedrecreationalopportunities forfamiliesimpactedbypollutionand environmentaldamage.
OneareasouthofSeafordwhere thereareconcernsaboutthelocalhealth impactofpollutionisneartheBioenergyDevelopmentCompany’sbiogas plant—whichreceivedSussexCounty zoningapprovallastspring.The$60 millionplantisexpectedtousedigesters
toturnchickenmanureintomethane andselltherawmaterialfornaturalgas toMaryland’sChesapeakeUtilities.A coalitionagainstbiogashasrecently been formed—mainlybecauseofthe trucktrafficinvolved,whichtheysay harmslower-incomecommunities. DNRECwillhostaninformational meetingonthenewplantonSept.28at 6p.m.

DNREClookstoopartialaboutgiving intothebiogascompanypermits,”even beforetheSept.28publichearing,she said.
“Climateanddemocracyareinterconnected,andeveryoneneedstoparticipateinboth,”saidMikeKennedyof InterfaithPower&Light.“Wewantto ensurealivableplanetforourchildren. Wecanmakeadifferenceandaretrying tocreatemorevoterturnoutbyfaith.”
Millionscareaboutclimateandjustice butmaynotbereadyorregistered tovote,saidKennedy.
DNRECrecentlydidasurveythat notedthat70percentofDelawareans areconcernedaboutclimatechangein thestate,includingsupportforpolicies toprotecttheshorelineandreduceim-
shouldbeaskingthegovernor:Whyis hedoingthis?”Jean-Pierreasked.
CallstoDelawareCoastalAirport ManagerRobertBryantonWednesday regardingtheeventsofthedaywerereferredtoSussexCountygovernment spokespersonChipGuy,whocalledthe day“certainlyatypical”fortheairport.
Guysaidthecrowdattheairport was“probablythelargestnumberof peoplecongregatedforoneevent”inrecentmemory,exceptfortheannual Wings&Wheelsevents.Inadditionto
“Thesecretarycreatedthisnewdivisiontomakesureitbecomesthemajor partofourfocus,”saidPappas.
“StephanieJohnsonwasanassistantdirectorinplanning,andwehaveworked togetherforadecade.Webothgrewup intheDoverarea,andwecarealot aboutthisissue.”
TheIndianRiverInletBridgewas opened10yearsago,afterfouryearsof designwork.Ithasa100-yeardesign life,saidtheDelDOTplanners,andwas builtstrongenoughtoresistthemajor stormeventstheareaisseeingtoday.
Thereismoretrafficcrossingthebridge thanever,accordingtoDelDOT,andit
multiple groupsofaidworkersfrom SussexCountyandWashington,D.C., severalmembersoftheclergyfromarea churchesandconcernedresidents,there weremembersofthepressfromlocal newspapersandtelevisionstations,as wellasreportersfromnationalnetworks andnewspapersincludingtheNewYork TimesandtheWallStreetJournal.
Asthepostedarrivaltimeforthe flightapproached,reportersandphotographersgatheredbehindtheairport towatchfortheexpectedplane.Fredel, the DHSSspokesperson,steppedin frontofthemaboutanhourlater,saying,“Wehaveheardandseenthere-
hasbeenabletoholdthatlevelofvehicles.Thetrafficdoesnotdecreasethat muchintheoff-season,accordingto DelDOTsurveys.
“CraigStevensisourdistrictengineerinNewCastleCountynow,buthe wasaDelDOTemployeeandworked directlywithSkanskaandAECOMto embedwith[theengineers]toreview everythingandmakesureitmeetsour futurestandardsinbuildingtheIndian RiverInletBridge,”hesaid.
Pappasnoted,“Wehavelookedatall ofourDelDOTmaintenancedistricts andaskedthemtoreviewtheroadsthat arefloodingthemost.Weseeacrossthe boardthatwearehavingroadsflood thatneverfloodedbefore.Asbootson theground,ourpeopleareseeingthat ourstateissinkingalittlebitandthe
portsthatallofyouhaveseen,andwe arehereasastatetosupportpeople whomightarriveinDelaware.We’re preparedtoofferthemtheservicesand thesupportstheyneed.It’sahumanitarianeffortonourpart.”
“Wehavenoreportsofanyonearriving,atthispoint,butwedohavethose preparationsready,”Fredelsaid,adding thanksto“allofthepartnersacrossour state whohavesteppedforwardtooffer theirsupportsandtheirservices.Weare readytogo.Weareprepared,”shesaid.
Theplaneinquestioneventually landednotinDelawarebutinTeterboro,N.J.,earlyTuesdayevening.There
subsidenceisclear,fromtheUniversity ofDelaware.”
“Sothatflooding,sinkingandsubsidenceisnotagoodcombinationfor us,”saidPappas.“Thatisthechallenge forus,andthatiswhy wearedoingthe workonRoute9andtomakesurethe roadscanstayintactforthelong term.”
Simulatedwaveheightswillbeapart ofthestudy,aswillpredictivemapsof waterlevelsusingFEMAfloodinsurancestudies.Variousmethodsofstoppingwaterandsea-levelrisefrom impactingtransportationwillbereviewed.Someofthosemethodsinclude verticalbarriers;buriedfloodwallswith astructuralduneorberm;temporary deployablebuffers,suchasabladder damsystem;ormorepermanentde-
werenoreportsofanymigrantson board.
Strugglingtobeheardabovethe noiseofplanesarrivingbehindherin GeorgetownonTuesdayafternoon,Fredelansweredquestionsfromthelocal andnationalmedia,withassistance fromWandaBarrettofUnitedWay, whotranslatedhercommentsinto Spanish.
FredelsaidtheofficeofGov.John Carneyhadnotreceived“anyoutreach” fromgovernorsinTexasorFloridaregardingthepotentialarrivalofmigrants

Secondaryfloodmitigationincludes livingshorelines,advocatedforbythe CenterfortheInlandBays,orrevetmentsofsearockandseawalls.
TheDelDOTcoastalresiliencyinformationsessionsaregoingtobe recordedforpeopletolistenattheir ownpace.
“Wewillhavemorepublicmeetings withmoredetailontheplansgoingforward,”saidPappas.“AECOMisdoing someengineeringwork,andwewill presentthatinthefuture.”
“Wewantthepublicinputtosee what[theengineers]areseeing.One meetingisnotgoingtosolveallofthis [highwayflooding],andwelookforwardtohearingfromthecommunity.”
Recognizingtheneedtounderstand thepublic’sattitudesaboutclimate change,DNRECcommissionedasurveyaimedatgauginghowDelawareans perceiveclimatechangeandsea-level rise,aswellashowstronglytheysupportimplementingactionstoreduceclimatechangeandaddresssea-levelrise inDelaware.Thesurveywassupervised byPaulBrewer,researchdirectoratthe UniversityofDelaware.
Thesurveyfoundthataboutthreefourths(77percent)ofDelawareansare completelyormostlyconvincedthatcli-
inDelaware.TheeventsofTuesdayfollowedthearrivalof50peoplein
matechangeishappening,andalmost asmany(71percent)arecompletelyor mostlyconvincedthatsea-levelriseis happeningnow.Afull70percent agreedthatDelawareshouldtakeimmediateactiontoreducetheimpactsof climatechange,and64percentsaidthey canorwillpersonallytakeactiontodo so.

McCannIwasclearlyluckytohavethatinmy life,andabigpartofmewashopingto paythatforwardtomydaughter.Maybe she’llloveplayingsoftball,Ithoughtto myselfassheheldmyfingertightlyin thehospitalthatnight.Ihadgrownto absolutelyadorethegameoverthepast twodecadesofcoveringtheSeniorLeagueSoftballWorldSeriesinRoxana.Icanhelpherwiththat,Ithought.

AndIpromisedtoteachherball.
Sportshavealwaysplayedabigpartinmyfamily.My grandfathers—twoofthebestmentowalkthisglobe—were sportsfanatics,aswasmyfather,thatthirdmemberofthe three-best-men-I’ve-ever-knowntrio.Theytaughtmeanintenseloveforfootball,basketballandhockeythatIstillhave today,andtheyeachsupportedmeinmyowneffortsonfields andcourtsasIwasgrowingup.
Andasmuchaswelovedthoseothersports,therewasone thatunitedusthemost—evenifweeachhaddifferentteams werootedforwithunquestionedresolve.
Andafewyearslater,whenIaskedherifshewantedtoplay T-ball,sheexcitedlysaidyes.Myheartsoared.It’shappening! Only,itreallydidn’t.
Shewenttoherfirstpractice,hittheballmoresolidlythanI hadanticipatedanddidprettywell.WalkingproudlyonCloud 9tothecarafterpractice,Iaskedherhowsheenjoyedit.

Welearnedhumility.Thatdayitdidn’tmatteryourstationinlife,yoursexor

Restaurantownersgaveoutfree food,clergyopenedtheirchurchestothose thatwerehurt,constructionworkers pulledawaygratersandcement,doctors andnurseswentonovertime.Allofthis wentonforhoursandthendaysand thenmonthsandyes,evenyears.
Welearnedthatourstrengthcomes fromourhumanity.Thatwhenweare hurt,wemayfallforawhile,butthen wegetupandhelp. Thisiswhereweget ourpride,becausedespiteallofourdifferences,weareacompassionatenation.
Andthisiswhatourfirst-responders doeveryday.Whenweareafraidand helpless,theythrowonthosehot,heavy uniformsandequipment,andrisktheir ownlivestohelpus.Theyareheroes.
Theirmatesandchildrenareheroes, becausetheysacrificetimewiththeir lovedonessothatwecanlivewithours. Theydon’tdoitformoneyorpower,they
doitbecausetheybelieveinwordslike Honor,Integrity,Respect,Compassion andEmpathy.Thesevaluesarepassed downthroughgenerations.Andbecause theydothat,wecangotosleeptonight feelingsafe.

The 2020DelawareSchoolSurvey (DSS)indicatedthat2percentof eighth-gradestudentsreporteduseof anillicitdrug(otherthanmarijuana)in thepriormonthand5percentwithin theprioryear,while1in10studentsreportedmisuseofprescriptionandoverthe-countermedication(includingpain medication)withinthepreviousyear. Yetlessthanhalf(46percent)of eighth-gradersreportedperceivinga greatriskinmisusingprescriptionmedication.

Lastweek,OceanCityPublicWorks DirectorHalAdkinsgavemembersof OceanCity’sTourismCommissionan updateonthetransitiontotheGateway, whichhesaidisgoingsmoothly.The newcompanyissettotakeoverthisfall.
Adkins,inturn,askedcommission membersforguidanceontramads,a topicthathesaidhasbecome“verysen-
sitivetosome”giventhehistoricdifficultyofsellingthespaces.
Initially,thegoalwastoselladson theuppersidesandthebacksofthe tramstoboardwalk-basedbusinesses. Butnolocalbusinesseshavetakenadvantageoftheopportunities,leaving non-boardwalkpromotionssplashed acrossthevehicles.
TransitManagerRobShearmansaid thequestionnowiswhethertosellthe spaceatall,andifso,iftransitioningtoa digitalplatformwouldbedesirable.
“Theyposedapotentialforchanging fromastaticboardtoadigitalboard,” Shearmansaidofthenew company.“It wouldenablethemtotime-sharethose ads,makethemmoreaffordable,which mightmakethemmorepalatabletothe actualboardwalkbusinesses,whichI knowwaspartoftheoriginalvisionfor thoseads.”
Digitaladswouldcreatemoreoptions fortheadvertisers,Shearmanadded.
“Makingthemdigitalwouldenablea
boardwalkbusinesstopromote,say,for example,dailyrestaurantspecials,nightly entertainmentschedules,whichbandis appearingatPurpleMoosetonight, thingsofthatnature,”hesaid.
OceanCityMayorRickMeehan, whoservesaschairmanofthecommission,saidthatcouncilmemberspreviouslydeterminedtheywantthetramads tocontinue.However,theydidnot weighinontransitioningtoadigital platform.
Adkinspointedoutthatthereisapotentialfordigitaladstobetoobusyand distracting,andheaskedthetransportationcommissionersfortheiropinions.
CouncilmanMarkPaddack,whoalso servesonthecommission,andseveralof theothercommissionersagreed,thatads onthetopsofthetramsmaynotbethe bestidea.
“There’ssomuchgoingonupthereat thatboardwalkrightnow,andIjust thinkitwouldbewaytoobusyforpeople,”hesaid.
Meehancameupwithacompromise, toselladsonlyonthebacksofthetrams, whichhesaidisthemostvisiblespot anyway.
Theothercommissionersagreed,and Shearmansaidhewouldtaketheidea backtothecontractor.
Thecommissionersalsodiscussedthe initialcostforthedigitalscreens,asthey wouldbemoreexpensivethanthestatic adspaces.
Shearmansaidthecontractorisopen toworkingwiththecityonthecapital costs.
Overall,MeehansaidthatheseespotentialwiththeshifttoGateway.
“Wehaveanewadvertisingcompany,”hesaid.“I’mreallyhopingthey haveafreshperspectiveandmaybea freshpresentationtopresenttolocal businesseswith…justadifferentpresentation,maybesomedifferentstatistics, maybesomethingtoreallyshowthelocal businessestheprosofusingthattypeof advertising.”
OceanCity,Md.,isofficiallyshoppingforanewholidayfireworksvendor.

“Weknewthattherewasashortageof manpoweracrossthefireworksindustry.Wehadheardthattherewasalot ofconsolidationhappening…where companieswerecancelingshows. Thoseshowswereoutlookingfornew providers.”
Themarketshiftbasicallymade theindustryavendor’smarket.
“Theopportunities…basicallyallowedtheindustry,thefireworksdisplaycompanies,tobeabletopickand choosewhichsitestheywantedto
contractwith,versespreviousyears wheretheyreallywereouthuntingfor opportunities,”Millerexplained.
ThechangeultimatelyputOcean Cityatadisadvantage,asMillersaid thatitisnot“oneofthemoredesirablelocations”forvendorstostage shows.
NorthsidePark,whichhasbeenthe siteofoneoftheFourthofJulyshows andtheNewYear’sEvedisplayfor years,isanespeciallydifficultlocation, Milleradded.NewYear’sisparticularlybad,asthesetupforWinterfest ofLightsforcedvendorstosetoffthe fireworksfromtheendofthepark pier.
“Ihadacall,aninformalmeeting, withsomeofshooterswhoworked thispastJuly4th.Theyhadbeenhere before,andtheirresponsetomewas theywillnevershootfromtheendof theNorthsideParkpier,”CityManagerTerryMcGeansaidduringlast week’smeeting.
Whileseekingguidanceforissuing anewrequestforproposalsforthis year’sshow,MillerandTomPerlozzo, thecity’sdirectoroftourismandbusinessdevelopment,suggestedeither movingtheNewYear’sEveshowto theinlet,oreliminatingitaltogether.
Theyalsosuggestedsigningcontractswithtwovendors,insteadofjust one,asthecityhasdoneinthepast, toensuretheshowswillhappen.

Millerpointedoutthat,whilesplittingtheshowswillimprovetheodds againstcancelations,itwilllikelyalso bumpupthecost.
ButMeehanandthecouncilsaid theywouldtakethatrisk.

TheBarrssaidanespeciallymovingpartoftheceremonycamewhen Capt.ZachMorrisoftheDelaware NationalGuard,wholedtheceremony,toldofaconnectionheand Barrshared.
Morristoldthemtheceremony “meansalottohim,”shesaid,becauseofa“full-circle”connectionbetweenthetwo.WhenMorriswas completingbasictraining,inAugust 2010,Barrwasretiring.
“Itwasverymoving,”shesaidof theacknowledgementofthespecial connection.“Even[Morris]got chokedup.”
Barrsaidhehopeshisceremony willbeatemplateforothersinthe future.
“Youcan’tevenexplain”whatit meanttothefamily,hiswifesaid. “It’sachapterthatwasfinallyclosed, andwecanmoveforwardasafamily.”

OnTuesday,Oct.4,at4p.m.,theSelbyvillePublicLibrarywillbeholdinga groundbreakingceremonyforitsnewbuilding,andeveryonefromthecommunityis beinginvitedtoshareinthemoment.SelbyvillePublicLibraryDirectorKellyKline saidsheisgratefultothecommunityandall thepeoplewhohavebeeninvolvedinthe variouspointsalongthejourneytomakethe newlibrarybuildingareality.
“Wewanttoinvitethecommunitytobe involvedinthismomentbecausethenewlibrarybelongstothem,”Klinesaid.“Thisisa family-friendlyevent,sobringyourkidsand bereadytowatchusbreakground,underthe tent,shovelsinhand!”
Thestartofthenewlibrarybuildinghas beenyearsinthemaking,beginningin2016 withthecompletionofaneedsassessment. Theprojectsinvolvealotofmovingparts, fromrequestingthesupportofthestate CouncilonLibrariestocommunityinvolvementtofundraisingtoarchitecturalplanning,Klinenoted.
“Thisprojectwouldnotbehappening withoutfundingfromthestateofDelaware’s BondBill,andtheAmericanRescuePlan Act(ARPA),whichisafederalprogramdesignedtohelprevitalizecommunitiesafter thepandemic.Furthermore,theseappropriationsallowconstructiontobeginmuch soonerthanoriginallyanticipated.”

The talented senior outside hitter exploded for a team-leading 15 kills to help power the Indian River High School girls’ volleyball team to a stunning 3-1 upset of one of the DIAA’s top teams, Wilmington Ursuline Academy. Geppi, who is also a standout girls’ lacrosse player during the Indian River spring sports season, enabled her team to win the first two matches, 25-22 and 25-23. After Ursuline won the third match 25-21, Geppi’s power game inspired the Indians (3-1) to complete the upset with a 25-19 fourth set triumph.
