Carneyproposes 9-percentpayraise foreducators

Inanefforttoprovideenoughqualityteachers andcompetewithsalariespaidinsurrounding states,DelawareGov.JohnCarneythisweekannouncedthathisproposed2024-fiscal-yearbudget willincludea9-percentpayincreaseforteachers whoworkdirectlywithchildrenandtheirfamilies, plusa3-percentincreaseacrosstheboardforall educators.

CarneymadetheannouncementonTuesday, Jan. 17,atNellieHughesStokesElementary SchoolinDover,wherestudentswelcomedhimbeforehespokeandmembersoftheGeneralAssemblyandeducatorsstoodbehindhimatthepodium.

“It’scertainlybeenatoughtimetobeateacher anywhereinourcountryoranywherearoundthe world,”thegovernorsaid,addingthatteacher shortagesnationwidehavecreatedcompetitionthat isintenseandhaspromptednearbystatestooffer highersalaries.

FenwickIslandbusinessownerskeptuptheir objectionstoproposedchangesincommercial parkingregulationsduringaone-hourpublichearingonWednesday,Jan.18.

Thehearingwasscheduledafterthecouncil votedinDecembertomakechangesintheoriginal proposedordinance,allowingparkinginsomesetbacksoncommercialpropertyandeliminatingarequirementfordelineatedspacefordeliveryvehicles.

Thecoreoftheproposedordinance,however, hasnotchanged—itwouldimposeanincreasein thenumberofparkingspacesrequiredforcommercialproperties,fromonespaceper100feetofpatronareatoonespaceper50feetofpatronarea.

ChrisVanuga,chairmanoftheSouth BethanyCanalWaterQualityCommittee(CWQ),marveledthisweekatthe standingwateronasunnydayand floodingofthelow-lyingstreetsnear thetowncanals.Hegaveled-inthe CWQonTuesday,withanagendaincludingdiscussionofasecondresiliency andsea-levelrise(SLR)studytobeundertakenbytheTownofSouthBethany, alongwithattendantcanalmaintenance and othergreeninfrastructuretoreduce stormwaterflooding.

“Itwasfloodingonasunnydayhere yesterday,”hesaidofMonday.“andwe

reallyneedtoaddresstheseissuesof coastalflooding,plustheback-bay waterinthetown,”saidVanuga,commentingonhowthewaterincrease “withintheloop”continuestorise.

TimShaw,SouthBethanyTown CouncilliaisontotheCWQ,agreed.

“Weneedtogetthewatertowhere itneedstogoandwherewecanaccept it.”

Thecommitteemettodetermine whether itwouldberesponsiblenowfor guidingUniversityofDelawaregrant writerswhohaveagreedtosupportthe Town’srequestforadditionalSLRand resiliencystudiestocombattheimpacts ofclimatechange.

CarneysaidhewillpresenthisState oftheStateaddressonThursday,Jan. 19,butthatthisannouncementcouldn’t wait.

“Somejobsarereallyhard.Some jobsarereallyimportant.Andteaching isbothreallyhardandreallyimportant. …It’sbeenespeciallychallengingduringthelasttwoandahalf,three—it feelslike10—yearsbecauseof COVID,”hesaid,callingforapplause foralleducators.

Thecommitteewasrespondingtoa recentcoastalresiliencyreportfromengineersatGeorge,Miles&Buhr (GMB).Thereportshowstheinundationpotentialsofbothadverseweather and sea-levelrise,withSouthBethany uniquelypositionedbetweentheAtlanticOceanandtheinlandbays.GMB predictedthepotentialof1.4feetofadditionalSLRby2050.

Wewanttoattractthebest teacherstoDelawareschoolsandkeep themhere.Thecompetitionforgood teachersisintense,asweknow.I’mconfidentwecangetthisdoneworkingtogether,”Carneysaid.

“Children’sinteractionswithteachers canaffectthemfortherestoftheir lives,”shesaid,emphasizingtheimportanceofteachershavingadequateplanningtimeandappropriateclasssizes,as wellasmanageablecaseloadsforthose whoteachspecialeducation.

“Thereareallthingsweneedtodo tocontinuemovingtheballdownthe field,”shesaid.

JosephBalsamoJr.,whosefamily ownstheproperty,saidheandhisfamily “wouldneverdevelopaprojectorlease toatenantthatwouldjeopardizethe FenwickIslandcommunity,”notingthat hisfamilyhasownedpropertyinFenwickIslandfor50yearsandcurrently ownsfivepropertiesintownlimits.

Balsamosaidheagreeswiththose whohavesaidinthenumerousrecent meetingandhearingsregardingthe parkingordinancechangesthat“theydo notwantFenwicktoturnintoDewey BeachorOceanCity.

“Butwealsodonotwanttoturn FenwickIslandintoanexclusivegated communitywithnosoul,”Balsamosaid. Hecalledtheproposedparkingrequirementchanges“nothingmorethanan agenda-drivenordinancetobenefita fewpeoplethathaveadifferentvision forFenwickIsland.”

Hesaidhebelievestheproposed

changeis“nothingmorethanaTrojan horse”meanttorezonecommercial propertytoresidentialwithoutgoing throughthetypicalrezoningprocess.

“Ifinditappallingthatthetown councilrefusestohaveaprofessional parkingstudydone,orevengetaquote onhowmuchonewouldcost,”Balsamo said,whilenotingthattheTownspent $70,000inlegalfeesrelatedtolitigation lastyearandaddingthathebelievesa parkingstudywoulddomoretobenefit theentiretown.

OtherbusinessownersjoinedBalsamoinquestioningwhethertheordinanceisaneffectivewaytoaddressthe town’sparkingissues.

“Itrulydonotthinkthatthesocalledformulafitsall,”saidTimCollins, whoownstheSouthernExposure c lothingstoreandisaresidentofFenwickIsland.

“Youhavegottorecognizethatthere aredifferenttypesofcommercialenterprises…there’salldifferentkindsof restaurants—smallones,mediumones, take-outs,grab-and-goes…Youcan’t applyoneordinancetoallthosebusinesses.Ifyoudo,you’regoingtokill yourcommercialzoneandtheopportunitytoseenice,cleancommercialdevelopmentinFenwickIsland,”Collins said.

“It’sprettysimple,”saidScottMumford,ownerofWarren’sStationrestaurantonCoastalHighway.“This ordinancegreatlyimpactsthebusiness

communityinFenwickIsland.Itaffects theminanegativeway.”

Mumfordurgedthecounciltoaddresstheissueofon-streetparking, whichheandotherssaidresidentialdevelopmenthasimpacted.

“Iaskthosewhoareraisingasucha bigstink.Weareapublicresorttown, andwecandobetterthatthisordinance,”Mumfordsaid.

RichardAbbott,attorneyforthe Balsamo family,saidhebelievesthe proposedordinancewasdrafteddueto parkingissuesassociatedwiththepropertythatwasRopewalkrestaurantand isnowMatt’sFishCamp—issueshe saidMatt’sFishCamp’sownershave attemptedtosolvethemselvesbyacquiringadditionalpropertytousefor parking.

Abbottsaidthatonly18percentof theparkingticketsissuedinFenwick Islandin2022wereissuedafter4p.m., andthesamepercentagewereonthe westsideofCoastalHighwayasonthe east.

“Thepeoplewhoareillegallyparkingaremostlygoingtothebeach,”he said.

Thetowncouncil’snextmeetingis scheduledfor3p.m.onFriday,Jan.27. Thepublicisbeinginvitedtoparticipate,eitherliveattownhall,at800 CoastalHighway,orvirtuallyviaZoom, throughalinktobepostedonthe town’swebsite,at www.fenwickisland.delaware.gov.

Afterthreemonthsonthejob,Frankford’snewpolicechiefissettlinginand gettingtoknowthetownspeople.

PoliceChiefKevinSmithmightbe newtothejob,butheisnostrangerto Frankford.Smithsaidinaninterviewthis weekthathepatrolledFrankfordafew yearsagoasaDelawareStatePolice trooper,whentheTowndidn’thaveits ownpoliceforceandreliedonstatepolice toprotectitscitizens.

SmithtookoverthejobinOctober, followingthedepartureofformerpolice chiefLaurenceCorrigan.Corriganhad resurrectedFrankford’sshutteredpolice departmentnearlythreeyearsearlier, leavingSmithwithtwopart-timeofficers andthreeworkingvehicles.

Sincetakingoverthedepartment, Smithhasbeenbusyupdatingitsequipment,includingupgradingradiosand computersineachofthevehicles,which hadsufferedfrominternetconnectivity issues.

Heretiredfromthestatepolicein January2022,whenheturned55.While hesaidhewasenjoyinghisretirement, includingworkinginhisyardandspendingtimewithfamily,hemissedgoingto

“Then,”Smithsaid,“Iheardabout thisjob.Itjustfellintoplace,”hesaid.

Smithismarried,hastwogrownchildrenandbecameagrandfatherwiththe birthofagrandsonfourmonthsago.

Becausehehadretiredwhenhetook thejobinFrankford,Smithsaid,there wereafewcertificationshehadtorenew beforehecouldgetdowntotherealwork ofthejob.Hehassaidhewillbea“workingchief,”patrollingthetownalongwith histwopart-timeofficers,KevinDorney andMeganLoulou.

“You’vegottodevelopaworkingrelationshipandbuildtrust,”Smithsaidof theresidentsofFrankford.Hesaidhe triestostopandchatwithresidentshe meetsashemakeshiswayaroundtown.

SmithsaidFrankford’s“small-town charm”iswhatmakesitaspecialplace, andheseesthefactthatFrankfordis“not toocommercialized”asapositive,while admittingthetown’slackofthingslikeits owngrocerystorecanbeaninconvenience.

Meanwhile,inthecomingweeks, Frankfordwillcontinuetoconsidertwo applicationsforannexationthatcould drasticallychangethesize,ifnotthe character,ofthetown.AtitsFeb.6meeting,iftheproposedannexationsmeet stateguidelines,thetowncouncilwill holdapublichearingonthepotentialannexationoftwoparcels—the150-acre Cress-ParsonsFarmandthe114-acre BernardP.LynchTrustparcel.

Thepotentialgrowthcouldimpact Frankfordinanumberofways,notthe leastofwhichisaneedtofurtherexpand policeprotection—afactthatisnotlost onSmith.

“Theywillhavealotofsandto movetomakemanyofourcrossovers functional,”saidthetownmanager.

Itisa$23millionproject,and BethanyBeachwillrequire240,000 cubicyardsofsandjusttoreplenishthe crossoversanddunesarea,notedthe committee.RehobothandDewey beachesarefirstinlineforbeachreplenishment,asDNRECworksfrom northtosouth,andRehobothBeach officialstoldBethanyBeachofficials theyhopetheirworkwillbedonesoon. ButitmaynotbeassoonasBethany wouldlike.

“Wemayseereplenishmentduring oursummertouristseason,justbased onthetiming,”saidGraviet.

“Don’tlookagifthorseinthe mouth—weshouldnotlookatour prizeDNREChorseinthemouth,” saidGraviettosomechucklesfrom

Bethanyofficialsnotedthatthereplenishmentispaidforwith65percent federalgovernmentfundingand35 percentstategovernmentfunding,with noimpactonlocaltaxpayers.

HardimansaidshehadfeltsomeurgencyabouthavingacrossovercompletedintimeforNewYear’sDay event,includingtheBethany-Fenwick AreaChamberofCommerce’sLeo BradyNewYear’sDayPlungeandthe HairoftheDog5Kraceorganizedby theQuietResortsCharitableFoundation.

“Iamthinkingabouttheplungeall throughtheholidays,andhowweare goingtogetthemacross,”saidMayor Hardiman.“Itworkedoutgreat,becauseeveryonecamethroughinanorderlyfashion,single-file,overtheone crossoverwehad,atGarfieldandthe clocktower.Therewereover1,000 peoplewehadtogetaccesstothe ocean.Theyalsoreturnedtotheboardwalkinanorderlyway.”

“IcalledDNREC,andofcourse everyonewasonholidayvacation. ThankgoodnessforJesseHayden,who istheDNRECenvironmentalprogramsmanager,”saidthemayor.“He saidhewouldtakecareofitfirstthing thatweekofNewYear’s,andIknew thathewould.”

TheTownofBethanyBeachisalso doingacomprehensiveanalysisofwhat isunderneaththedunesandthesand here.BethanyBeachhascontracted

withHynesEngineering,afirmthat specializesingeotechnicalandsoilboringstudies,tolookatthegroundata depthof8to10feetbelowthesurface.

“Hyneswillgiveusadetailedsoil boringreportofthecompositionofour soilandwater-tablelevels,”said Graviet.“Wehavesomeclaysheetsundergroundthatjustdon’tdrainandperhapswecanworkdifferentlyon standingorpublicstormwater,”knowingwhatliesbeneath.“Thereport shouldbedoneinthenext30to60 days.”

Thecommitteealsoreportedthat theWhite’sCreekdredgeisunderway andthatDNRECwillbedredgingthe AssawomanCanalaswell.DNRECis doingthedredgeaspartofalarger comprehensiveplan.

“Delawarehasbudgetforwaterway maintenance.IthasfundingforWhite’s Creek,whichisunderway,andtheAssawomanwillbedoneinthenext12 months,”saidthetownmanager.“We haveaskedDNRECifwecanlookat themetricsoftheAssawoman.Ifwe canpartnerwiththematourexpenseto seeiftheycoulddredge theLoop Canal.Wedon’tknowifwecanafford ityet.”

“Weareinpartnershipandlooking attheAssawomanstudytoseeifthey candoastudyonthelooptolookat ourhighspotsandlowspots.What woulditcostfortheLoopeastof Route1?”saidGraviet.“Whatarethe underlyingmaintenanceissues?”

“Dredgingisnotalwaysassociated withapositiveenvironmentalimpact andissometimesseenasanegativeenvironmentaloutcome,”notedthetown manager.“Sothereisnotalwaysoutside fundingforit.”

Calefaddedthatanydredgework canonlyproceeduntiltheendof Marchbecauseofimpactsonlocal wildlife,includingturtlesandbirdsin thebays.

Gravietsaid,“Thereisasignificant issuewithpermitting.Wearegoingto beallowedtoplaceourspoilswhere theyareplacingtheirspoilsfortheAssawoman.Wewanttopiggybackon theirspoilslocation.”

Calefaddedthatthespoilsgoto wetlandsprotectionandbuildingthem up.

“Itgoestoapositiveuse,”saidCalef. DredgingtheAssawomanCanal wouldincreasetheforceofwatercomingintothetownatafasterrateand mightcausemoreerosion.TheAssawomanCanalwasdredged15years ago,anditsiltedoverwithinthree years.

“Itmaycreateanewforceofwater butnotmakehigherfloodinglevels,” saidthetownmanager.“Youhavetwo open-endedsystems.TheIndianRiver BayandtheAssawoman.Theheight willnotincreasethewaterlevel.”

ThecommitteealsodiscussedupdatestotheTown’simpervioussurfaces ordinancetotrytoreducestreetrunoff andnuisanceflooding.

“Wearealwayswatchingforflood studiesthatBethanyBeachwouldwant tofollow,”saidCalef.“Therewasarecent,interestingGMBengineering studyfortheTownofSouthBethany. Theyhavewaterbehindthemandin frontofthem.Itwasascaryengineeringreportfortheirtown.Theyare lowerthanweare,intermsofsealevel. It’sjustgoodtobeawareofthese things.”

GreenamendmentistoppriorityforRiverkeeper

MayavanRossumisthefounderof GreenAmendmentsfortheGenerations,anactivistgrouptryingtoget environmental-rightsresolutionsincludedinstateconstitutionsacrossthe nationincludinginDelaware.Sheis designatedasthe“DelawareRiverkeeper”andhasledtheDelaware RiverkeeperNetworkfornearly30 years.VanRossumisalsoonabook tourandmeetingwithstatelegislators whoareclosertopassageofthiscivil rights-styleamendment.

ShesaidaGreenAmendmentto thestateConstitutionwouldbecome asfundamentalasthefreedomof speechorrighttobeararms,ifpassed. Rightnow,onlythreestateshaveaformalGreenAmendmentonthebooks, withtwomore—NewMexicoand Washington—nearingenactment.

“Itbecomestheprincipal,theguidinglight,thelegalguidancethat’s neededtoimplementeverythingelse that’shappeninginthestatewhenit comestotheenvironment—legislation,regulation,programs,”shesaid.

Sofar,Pennsylvania,Montanaand NewYorkhavesimilarlegallybinding environmentalrightsontheirbooks.

“Wejusthavethreeonthebooks

withGreenAmendments,butyou haveotherstateswithlanguagethat couldwork.TheirSupremeCourts havebeenproactiveonenvironmental actionlikeinHawaii.”

“Iamworkingaroundthecountry,” saidvanRossum.“Theproposalis comingup,andwearetryingtoenact thelegislation.WehaveagreatmovementgoinginNewMexicoand Washingtonstatenow.”

“Ithinkwehaveachancefora GreenAmendmentintheneartermin Delaware.Peopleinthegrassrootsin Delawarerecognizethepowerandthe importanceofthispathway.Our championsinDelawarearegreat.We onlyintroduceditlastyearin Delaware.”

“Itisadvancingbutpeopleinapositionofpowercanholditup,”she saidoflastsession’sill-fatedamendment.

Theorganizationwilltrytointroduceasimilarbillthisyear,intherecentlyconvenedGeneralAssembly, whichopenedonJan.10.

“Itcanhappeninthenextsession oftheAssemblyorinthenextyear,” saidvanRossum,theauthorof“The GreenAmendment:ThePeople’s FightforaClean,Safe,andHealthy Environment.”

Concerningthelatesteditionofher

bookon“greenrights,”vanRossum said,“Thesecondeditionisreallyupdatingthepowerofenvironmental justiceandhowcriticaltheenvironmentisforhumanhealth.Thatchapterhasbeenexpandedtosayhow powerfulistheGreenAmendment pathway.”

“Inordertoensureitisdoneproperly,anditcanbequitecomplex,you needtohavetherightanswersand convincetheopposition,”saidvan Rossum.

“PleasejoinusatGreenAmendmentfortheGenerationssothatwe havetherightresponsesforpeople.It isnowamulti-stateeffortformein Delaware—andIcantellotherstates aboutthegreatideaswearehaving here,”shesaid.“Let’scross-pollinate.”

TheMarylandstatelegislaturelast yearconsideredanEnvironmental HumanRightsAmendmenttothe stateconstitutionwhichhelpedtofulfillthecriteria.

“Ihelpedthestatetrytomovethat forward,butitdidnotpass,”saidthe Riverkeeper.

Lastyear,Marylandenactedthe ClimateSolutionsNowAct,whichset boldgoalsofa60percentreduction from2006’slevelsofgreenhousegas emissionsby2031andnet-zeroemissionsby2045.Italsoincludesuseof

EVschoolbusesandelectrifyingstate vehiclesforpublictransportation.

“Everystatehaslanguageaboutenvironmentalrights.Therearenearly twodozenstates,butthekeyistofulfillthecriteriasothatrightislegally enforceable,”saidvanRossum.“You cancallitsomethingelse,butitmust beenforcedaspartoftheGreen Amendmentconcept.”

“Peopleneedaconstitutionalright toaclean,safeandhealthyenvironment,”saidvanRossumoflocalsituationsinSussexCounty.“Peopleneeda remedyliketheyaretryingtopursue inSeaford”overindustrialbiogasproduction.“Iftheycanmakeacivil rightsclaim,thatisawesome.Itisjust anotherproofpointonenvironmental justice.TheGreenAmendmentwould haveallowedlocalcommunitieslike Seafordtotakethisonwithouthaving togoaloneonanEPAlawsuit.”

“Environmentalracismisembraced andperpetuatedbythesetypesofpermittinglawsthatallowtheintentional outcomeofimpactsonacertaincommunity,”saidvanRossum.“Theremay bearegion-widebenefitofproduced biogas,butweimpactthelocalpeople wholivethere.”

ThenewchiefoftheNanticokeIndianTribeisanenergeticmanwithambitiousgoals,includingbeingsure upcomingrenovationsofboththeNanticokeIndianMuseumandtheCommunityCenter—bothnearMillsboro —arecompleted.

ChiefAvery“LeavingTracks”JohnsonwillbeatthemuseumonFriday, Feb.3,togreetU.S.Sen.TomCarper (D-Del.)whenhevisitstoseeboth buildings.

“Wegotafederalgranttowardthe museumproject.Webringsomething uniquetothetableso,hopefully,the leadershipwillcontinuetofeelthatway andwewillcontinuetomoveforward. Thereisalotthatcomeswithourhis-

tory.It’snotjustgoingoutandseeing performers.Wehavethesetwofacilities —themuseum andcommunity center—thatare important,andwe needtokeeprunning,”Johnsontold theCoastalPoint duringarecent conversation.

“It’simportant thatwepreserve ourhistoryandreviveourlanguagethat was lost,”hesaid,sohe’slookingforwardtotheupcomingpublicationofa children’sbookabouttheNanticoke language.

“Itwillbenefittheyouth.Itiswrittensotheycanlearnthere,butadults canlearnfromit,too,”hesaid.

TheNanticokelanguageisn’tdifficulttolearn,hesaid,“butlikeanyother language,youhavetopracticepronunciationofthewords.Andthatishardat times,butthebookwithhaveaCD withittoshowyouhowtopronounce those words,”hesaid.

“IwouldalsoliketoseeaniceNanticokeMemorialIndianParkwith walkingtrails,totellourhistory,with thingswritteninourlanguageandin English.Wehavesomethingdesigned,” hesaid.Itisplannedtobeon31acres obtainedthroughtheConservation Fund.

Januaryisdrunk.That’swherewewere.AndI’mnottalking aboutjusttheweather,either.Weallhadsomanyhighhopes for2023,simplybecauseofallthatwehaveenduredthelastfew years.Bydefault,iffornootherreason,2023shouldeasilybe oneofthegreatestyearstheworldhaseverseen.It’slikefollowingthreehorriblecomediansinarowonstage—thereisno reasontheaudienceshouldn’twelcomeyouwithopenarmsand bewillingtogiveyoueverybenefitofdoubttheycouldmuster afterthetrain-wreckofperformancestheyjustwitnessed.

Unlessyoustink,thatis.Thentheirpatiencegoeshaywire, thecatcallsstartandrandomtomatoesandbatteriesstartgettingwingedatyourhead.Ifearthat’swherewe’reheadingnow.

Look,2020wasadifferentkindofbreedaltogether.TheappearanceofCOVID-19causedtheworld,andnation,toenter acollectivehysteria.Bytheway,wearen’theretodaytodebate anyofthisstuff.We’vealldonethatamongstourselvesforfar toolong,andwe’vegottennowhere.Thefactsofthematterare thateverythingchanged.Peopledied.Familiesmourned.Businessessuffered.

Storesandrestaurantshadtoclosetheirdoors.Statesand countiesbannedpeoplefromcrossinglines,maskscoveredour faces,theeconomytankedaspeoplemadelessmoneyand thingscostmoremoney.Fortheloveofallthatisholy,wewere shortontoiletpaper.Toiletpaper!

Becausewe’reafairlyresilientspecies,wecollectively

trudgedthroughit,evenwhilewetoreeachotherapartbelievingthatweweresmarterthanothers.

Awildelectionbetweentwoolddudestoreusapartalittle more.Again,wearguedamongstourselvesoverwhicholddude wasworse.Again,wedidn’tconvinceeachotherofanything. GeorgeFloydwaskilledbypolice,andprotestsandclashes eruptedalloverthecountry.So,wearguedsomemore.

ButthenJanuary2021came.Itjust hadtobebetter,right?Wrong.RememberJan.6?Nomatterwhatsideyoufell on,thatwasnotagoodday.Again,we arguedamongstourselvesoverwhich sidewasright.Again,wedidn’tconvince eachotherofanything.

Andthevirusdidn’tmagicallydisappear,either,didit?Vaccineshitthescene,and,again,wefought andscratchedandarguedandprotested.Sometimes,wedid greatthingstohelpothers.But,again,businessessuffered. Again,morepeopledied.Again,morepeoplewept.

But,2022...thatwasgoingtobetheyear.Vaccinesand boostersremainedcontroversial,butnormalcybegancreeping backintotheworld.Eventsthathadn’tbeenheldinafewyears likeOperationSEAstheDayandtheSeniorLeagueSoftballWorldSeriesherelocally—camebackanddrewcrowds.

Businesseswereabletowelcomebackcustomerswithopen armsandwerechampingatthebittohelppeopleoutanddo greatnewthings.Yousee,manyhadto“pivot”tonewtechniquestostayafloatduringthepandemicrestrictions,andthere wasatonofoptimismthataddingthenewstufftotheoldstuff wouldresultinnewheights.

Butthereweren’tanyworkerstohelp.Somepeoplegot prettycomfortablewithnewjobstheyhadtofindthatkept themworkingfromhome.Thenumberofforeignworkers— thoseyoungstudentsfromabroadthatsooftenhelpedour smallbusinessesoperateduringthebusysummermonths— well,thatdroppeddrastically.So,again,2022kindofstunkfor many.

AndherewehaveadrunkJanuarythathasseenweird weather,thelossofLisaMariePresley,JeffBeck,RobbieBachman,AdamRichandRobbyKnievel,amongstothers.Aprofessionalfootballplayerhadtohavehislifesavedonthefield ofplay.WarcontinuestorageinUkraine.Andwestillfight andargue.Andnomindshavechanged.

Afteradivorce,heendedupbackin hishomestateandbuiltasuccessful business,GeneKentonPainting,that heranfor40yearsinBethanyBeach, Del.HelovedtheBaltimoreRavens andOrioles,harnessracing(he ownedseveralracehorsesoverthe early2000s),golf,fishing,bow-hunting,traveling,people-watchingon theboardwalk,livemusic(NeilDiamondwashisfavorite)andhosting partieswherehecouldwatchfriends andfamilyenjoythemselves.Hewas 18yearssoberandwasagrateful friendofBillW.

The Indian River High girls’ swim team captain recently helped the Green and Gold to a 90-80 victory over Caesar Rodney High. Scharp shaved almost three seconds off her previous best time in the 200 yard freestyle to take first place in 2:11.44 at the Sussex Academy pool in Georgetown, Delaware on Friday, Jan. 13. Bella also improved her 100 yard freestyle time by one second with a new season best time of 1:00.50 to win that event. The multi-talented senior also played varsity field hockey in the fall, and will compete in track & field during the spring season.
