Transport solutions over 20 years in the making COE Limited was founded in 1989 with a vision of developing the highest quality video surveillance equipment in the world. The pursuit of this vision has led to the development of a world-class product set designed to perform without compromise in challenging environments. Rail is a sector where maintaining secure operations is absolutely critical. The technologies engineered into COE product solutions ensure not only that systems will perform to the highest standard possible, but also that networks will never be compromised through device or path loss failure, or through acts of sabotage. Working in conjunction with integration partners, COE has designed and implemented video surveillance solutions for many of the world’s largest and most complex rail and metro networks. The combined experience specifying and delivering over 10,000 sites provides an unparalleled expertise in providing optimum video surveillance solutions for this demanding market.
2
Today, half of the world’s population live in cities. Global increases in urban populations have intensified usage of transit systems, pushing infrastructure and transport services to operate at their highest capacity.
Addressing the challenge of mass transit security As urban populations have increased, the pressures on road and rail networks have also increased, with far greater numbers of people utilising services which may not have developed to accommodate such an increase in volume. The pressure on maintaining services indefinitely whilst simultaneously managing heavier usage has created a necessity for the development of intelligent management and control technologies across the entire operational scope of transportation networks. The costs of failing to maintain secure and safe operations in the urban transportation market may be devastating. The financial implications of disruptions to the running of large urban transportation networks are major. However, as numerous terrorist attacks on rail networks around the world have shown, the most worrying threat is that to human life. Risks to public safety are the foremost concern when addressing security considerations for transportation networks.

Building a Rail Sur
Train-To-Track Transmission Integrating third party wireless equipment, COE can provide ‘trainto-track’communication of onboard video to each station, and also to an operational control centre.
Station Control Room
Onboard Video Monitoring
Operators can monitor activity at ticket machines, platforms, car parks, concourse areas and all other zones in and around the station area. Intelligent video analytics may be also used to assist the activities of the operator.
COE TransitGuard™ system provides instant access on the train to live and recorded surveillance footage. This is delivered via a touch screen video interface. Status monitoring of devices (e.g. cameras, NVRs) on the train is also provided simultaneously through this interface.
rveillance Solution Intelligent Video Analytics
Level Crossing Applications
COE offer a range of intelligent video analytics products. This technology assists CCTV operators by detecting and alerting to behaviour and activities governed by a wide range of predefined rules.
COE has UK national rail approval for use of a number of our transmission products in safety critical applications such as level crossing monitoring. This is a highly acclaimed endorsement and COE is the only UK manufacturer to receive such approval for its transmission products.
Enterprise System Management COE has designed systems which can access real-time video from 80+ stations across a network. We have implemented systems for high profile rail networks worldwide capable of managing and recording over 8000 cameras simultaneously.
Operational Control Centre Utilising COE surveillance, transmission and management equipment, the Operational Control Centre (OCC) is facilitated to access and control video from anywhere across the entire network. Access to COE SmartDetect analytics, remote site surveillance and to COE TransitGuard footage is also made available to operators at the OCC.
Real-time intelligent video analytics Analytics is an emerging technology that allows the continuous observation of activity within a camera’s field of view without the requirement for an operator to be actively monitoring.

sites with significant effect.
Typical uses for video analytics within rail systems include: Left baggage – Alerting to objects left intentionally or unintentionally in and around station areas. Platform edge monitoring – Alerting when people stray too close to the platform’s edge. Crowding – Tackling potential risks of accidents, injury or damage from over-crowding. Queue build-up – Raising awareness of incidents at ticket machines, escalators or other bottleneck zones. Objects on the track – Alert to presence of concrete blocks, trees etc. that could cause accidents if undetected. Unauthorised access to restricted areas – Alerting of malicious intent to property or staff.
In addition to these examples, there are also many more applications for analytics in the rail sector.

Approved by UK national rail network for fault-free operation COE has been supplying UK rail networks with approved video transmission equipment for over 15 years. COE equipment has received approval for usage in rail environments where consistent and fault-free streaming of video is an absolute necessity. A typical example of an application for COE equipment in the rail sector is the remote monitoring and control of road/rail level crossings, where safety is a critical factor. Using COE transmission equipment, the physical presence of operators at the crossing is eliminated, enabling centralised monitoring of several crossings within an area, heightening efficiency and operational capacity. COE supplies two systems, both of which are approved for all line types (electrified and non-electrified) that exist across the UK : Analogue fibre based video transmission system Digital network based transmission system (compliant with SDH & Ethernet networks) We have successfully deployed these systems across Europe within other national rail networks for similar purposes. Both systems meet the strictest accreditation and approvals available in these countries.

Delivering video surveillance to the world’s biggest rail networks With over 15 years experience providing advanced video surveillance to the rail industry, COE equipment features in prominent rail networks around the world. COE has worked with many of the world’s most prominent rail companies, including SNCF, Network Rail & Renfe.
Seoul’s Metropolitan Subway COE was commissioned to provide an 8000+ camera network for lines 1, 3 & 4 of Seoul Metro. The system design enables transmission of 64-128 cameras from each of the 70 stations across these three lines. Intelligent analytical technologies provide automatic tracking, as well as alarms for suspicious packages, activities or unauthorised access to restricted areas. The entire system specification is fully redundant, ensuring that any device or transmission path failure will not compromise the operators’ abilities to monitor activities effectively.
Singapore Mass Rapid Transit Network (SMRT) COE has a long standing relationship with SMRT, providing video transmission and management equipment for the network for many years, serving a variety of purposes. From providing the ‘electronic eyes’ for the North-East Line, the longest and highest capacity automatic (unmanned) metro network in the world, to providing a true hybrid solution for 51 stations of the NSEW Line. COE has met the challenges of this unique metro system time and time again.
Some of the 30+ major rail networks worldwide featuring COE equipment include: Barcelona LRT (Spain) Delhi Metro (India) Deutsche Bahn (Germany) Eurostation (Brussels) JFK Airport LRT (USA) Kaohsiung Rapid Transit Metro (Taiwan) KCRC West Rail (Hong Kong) Kowloon-Canton Railway (Hong Kong)
