Change is happening, and we are working together for a better Hallandale Beach. Through active participation in the Broward MPO, we are working for planning better options for transportation for our City. The issues of transit and mobility are one of my highest priorities, and I look forward to developing better opportunities for our community. In the upcoming months, I will be partnering with staff to produce “Meet the Mayor” segments where we discuss critical issues concerning Hallandale Beach. These will be available via social media or on HBTV. Topics such as development, sustainability, and economic development will be featured. Our goal is to enhance your quality of life.

I would like to share how my colleagues and I are working through an accountable and transparent development process to improve our community. Recently, we successfully negotiated a “due on sale clause” with the Diplomat property, and require the buyer to contribute $500,000 to support ongoing core City Services. In the next months, we will be working with staff to develop a comprehensive budget and invite you to be part of that process. Follow #HBBudget on social media for upcoming meeting dates.
Last, I want you to know that I consider all sides of issues and concerns before I decide on any particular topic. I look at the best approach for health, safety, and welfare of all. I am happy to report that thanks to the US Conference of Mayors, Mars Pet Care and our grant writing department, the city of Hallandale Beach was the winner of the “Better Pets For Cities” small city grant. With this $20,000 grant, the city of Hallandale Beach will establish a Responsible Pet Ownership campaign. Studies show that education drives positive outcomes for health and safety of the pet, pet owners and the community. When people are prepared for pet ownership and understand how to integrate them into their homes – less pets are lost or surrendered which alleviates stress on animal welfare organizations. Our community outreach program will kick off with a “Doggie Palooza” event some time in the summer or early fall. We want to help our community with any resources they may need to keep their pets healthy and happy, these needs may include microchipping, spay and neuter, food and medicine. Education about cruelty issues such as tethering dogs outside, leaving them in hot cars, or other unsafe conditions will also be part of our outreach. The Hallandale Beach Police Department and Parks Department will work together to ensure these programs are implemented in the best ways possible. Follow our pet initiative updates via social media by following #HBWoof. I invite everyone to be part of the Budget process and join us for the various workshops that the City Commission will have in the next months. Your input is important and I encourage you to be a voice in this process. We have a transparent form of government and want to keep you informed and engaged
through out each step of the process. I also want to let everyone know that as your Vice Mayor, I am listening to your concerns. I believe in a democratic and progressive government, and therefore, try to listen to all sides before making a final determination. Holding steadfast to a unique belief, without being willing to hear all sides leads to polarization. Though I may not be able to support every issue coming before the commission, I wholly appreciate your comments and engagement throughout each agenda item that is presented. Your opinions matter to me.Lastly, I hope all have a great summer and enjoy our beautiful parks and entertainment establishments we have in the City. Fellow Hallandale Neighbors & Friends: As always, know I am your number one supporter and champion when it comes to condo fraud and condo discrimination violations. Please look out for my upcoming monthly condo fraud town hall meetings. I want to thank everyone who helped with this year’s prom dress drive for our Hallandale students. Particularly, Hallandale community activists Donna Rubin and Joy Adams who took the entire drive as their responsibility and made this happen. We would not have had suits, dresses and shoes were it not for them. Also a huge thank you to PAL and Hallandale PD. Educating Our Children for the Future Computer coding is the universal language and most important new skill for this generation of young people to have as they transition from school into the workforce. In Hallandale Beach, I have been proud to spearhead an effort to offer a coding program to our kids. I came into office and learned that the city had a non-profit arm known as The Future Foundation, which had been mismanaged and plagued by scandal. As our commission was working to close the doors on this troubled organization, we had to find a use for the nearly $100,000 remaining in its account. I am grateful to my colleagues for agreeing to allocate these funds to the instructional coding program effort. This program will open doors for our children to the jobs of the future. And for now, it won’t cost the taxpayers of Hallandale Beach one cent. Upcoming Elections On August 28, Elections will be held for partisan primaries, county commission, county and circuit court judgeships and referendums. If you want to have a say in COMMISSIONER what who governs and what policies are enacted, it is critical that you vote. Our RICHARD DALLY Hallandale Beach city elections aren’t until November, but if you’re only voting in RDALLY@COHB.ORG November, you are limiting your own voice and influence on important decisions. Traffic is an ongoing concern that is at the top of my priorities. I am partnering with City staff members to see the realization of complete streets. Our needs to focus on enhanced transit and pedestrian mobility will require a significant level of planning, along with your involvement. We encourage you to participate in our monthly Commission Meetings so that together we can plan effectively. Also, I am very encouraged to see the recent revitalization plans for the Fashion Arts Design District (FADD) and the numerous opportunities that exist for developers. I’d like to see a Hallandale Beach that offers innovative food cafes and artfocused establishments that would bring entertaining and cultural venues to our community. Last, I’d like to take a moment to remind our community to be prepared for the Hurricane Season. Please do not take preparation lightly. Follow the City’s social media for updates, or any of the many other relevant information sources regarding hurricane preparedness. MINIMIZE POLLUTION Ground water is one of the most precious resources that we Floridians posses. Most of our water supply comes from rain, which recharges the Biscayne Aquifer. This aquifer provides most of the water that we drink, use for irrigation and for other daily activities. Our water supply can be easily contaminated by pollutants because it is located close to the land surface. Here are simple things that we can do in our everyday lives to help keep our water clean: -Pick up dog waste. If dog waste enters our ground water supply it can cause contamination in the form of bacteria (coliform), viruses and parasites. Dog waste can cause serious illness in humans and in fish. It can also lead to algal blooms because it contains nitrogen and phosphorus. -Be aware when you wash your car. Use biodegradable, phosphate free car wash soap and wash your car on area that is able to absorb water (such as grass and gravel). Don’t forget to empty your wash bucket into a sink or toilet. Cars washed on the street cause contaminated water to enter the storm drain. This water eventually impacts our ground water.

- Practice proper lawn care. When needed, be sure to use natural fertilizer and pesticides on your lawn. Natural fertilizer and compost help keep your plants healthy and allows them to survive pests and diseases. If you must use synthetic fertilizer be sure to follow the application instructions. Tailor your pest control to specific pests. Over applying fertilizer and pesticides will not help your plants, it will only serve to contaminate our ground water supply. Waste Collection Updates
The Breakdown Effective June 23, 2018, the City will be closing its Residential Trash Drop-off site (located at 630 NW 2 nd Street). Now residents will be able to dispose of bulk material and yard waste on a weekly basis instead of a quarter basis at the Broward County facility, which is located at 5601 West Hallandale Beach Blvd in West Park.

This facility is available to residents on Saturdays from 8:00am – 4:00pm. HB Residents will be able to bring material up to four times a month, instead of the City’s current limitation of one disposal per quarter.

Responsibility and Limitations Residents are required to offload and place material in the dumpster themselves, and must be abide by the unloading directions of the site supervisor. Flooding is a serious threat and the City of Hallandale Beach is working to help protect your property and belongings. The City offers several services to help you identify your flooding potential and raise awareness to potential problems. Even if your property is not located next to a body of water, it may be susceptible to flooding. Take advantage of these free city services. Emergency Notifications
The City of Hallandale Beach and Broward County depend on the National Weather Service (NWS) for flood notification. The NWS will issue flood advisories prior to expected heavy rainfall that could cause flooding. During emergencies, the City will publish the latest information on social media using #HBEmergency. HB Welcomes New Program
The City of Hallandale Beach welcomes a new program called Manhood On The Go (MOTG), a summer leadership program for young men in the city.

The MOTG program is committed to promoting excellence and bring forth opportunity for ambitious young men in underresourced communities throughout the United States.

The ultimate goal of the program is to teach young men to leverage community resources around them, learn career and life development skills, and become productive members by contributing to their community. The program is not only designed to help students throughout their academic careers but is also aimed to help each participant gain a lifetime of successes.
As a part of the program, the youth
can expect to go through a series of hands-on career readiness and life development modules, attend different field trips to learn different skills, etiquette, overall health and wellness, how to write a resume, and much more. Teens will also get a feel for different career paths available to them outside their immediate communities.

To participate in the academy, young men must: • be between the ages of 13-17 • be a member of the Hallandale Parks and Recreation O.B. The program will run for the summer months, MayAugust and are looking to expand to run throughout the school year. Anyone interested can sign up on the website www.manhoodonthego.org or in person with the staff at O.B. Johnson Park. The program also welcomes volunteers for mentoring or to be guest speakers of the program.

WATER SAFETY TIPS It’s that time of year again! As school is out, we recommend parents to review water safety tips with their children. We anticipate that more people (including our children) will head to the pool and the beach. We must not forget the importance of water safety. It all begins with learning to swim. The City of Hallandale Beach offers swimming lessons year-round to help families prepare for the endless water festivities.

Here are some helpful tips to remain safe this summer: • Always to follow swim rules, whether at the beach or the pool • Swim near the lifeguard stand. • Don’t just pack life jackets. Wear them. • Look before you jump or swim into any body of water. • Never swim alone, swim in pairs. • If you see anyone in distress, practice: “Reach or throw, don’t go.” • Jumping in may place your life at further risk. See if there are any objects to throw or reach them to pull them to safety Following these simple tips can decrease the chances of danger and increase your chances of fun.

GET TO KNOW THE HB TEAM Who is Steven Parkinson? Mr. Parkinson serves double duty as one of the Assistant City Manager (ACM) and Director of the Department of Public Works. ACM Parkinson has more than 20 years of experience in the public sector, including capital improvements and engineering. In

his current role, ACM Parkinson oversees the Department of Public Works and the Capital Improvements Office. Mr. Parkinson leads a team of professionals that ensure the quality of water service, sanitary and storm sewer operations, municipal construction projects, and fleet management. Recent projects under his leadership completed within this fiscal year include the N.E. 14 Avenue Roadway improvements and the

INGREDIENTS
Streusel Topping 1/2 cup (1 stick) unsalted butter, room temperature, plus more for pan 2 cups all-purpose flour 1 teaspoon baking powder 3/4 cup plus 1/3 cup sugar, divided 1 teaspoon vanilla extract 4 large eggs, divided 1 cup sour cream 1 15 ounce can puree, solid pack pumpkin 1 teaspoon pumpkin pie spice
DIRECTIONS
Preheat the oven to 325 degrees F. Lightly butter a 13x9x2 inch baking dish and set aside. Using a large mixing bowl, whisk together the flour, baking powder and baking soda, further set aside. In the bowl of an electric mixer, fitted with a paddle attachment on medium speed, cream the butter, 3/4 cup sugar and vanilla. Add 3 eggs, beating well. Add the flour mixture alternately with the sour cream, beginning and ending with flour. Using a separate medium bowl, whisk the pumpkin, remaining 1/3 cup sugar, remaining egg and the pumpkin pie spice, until combined. Spoon half of the flour mixture into a prepared pan, spreading evenly into the corners, Sprinkle half of the streusel mixture on top. Spread the pumpkin mixture over the streusel, then carefully spread the remaining flor batter over the pumkin mixture. Sprinkle with remaining streusel topping. Bake until a toothpick inserted in the center comes out clean for about 50 to 60 minutes. Cool on a wire rack.

INGALLS PARK RENOVATIONS ARE FULL SPEED AHEAD The renovation construction for Ingalls Park started on the fourth week of April 2018. As of late June, the contractor has completed site preparations and demolished selective buildings that are part of the project plan. Included in the reconstruction of the park are the Community Center and Restroom facilities. New concrete columns and beams have been poured, and rough plumbing and electrical work are almost complete. The contractor has installed new wall framing and is expected to start drywall and insulation work soon. Roof replacement and ceiling insulation are also expected to start in the month of July, as well as the construction of the new precast concrete wall on the east
side of the park. Ingalls Park is located in the SW quadrant of the City of Hallandale Beach on the SE corner of 1st Street and 8th Avenue. Features to be included on this park are: New perimeter Fence along 1st Street, 2nd Court, and 8th Avenue, New pre-cast Concrete Wall on the East side of the Park, New Decorative Fence around the pond, 32 New Parking Spaces, New Playground and Exercise Equipment Stations, New Pavilions and Gazebo, Community Center and Restroom Building Renovation, Landscaping, and related improvements. PROM DRESS DRIVE IS A SUCCESS A big thank you to all that helped with this year’s prom dress drive for our Hallandale students. This initiative is in it’s second year, led by Commissioner Taub, and she would like to thank Hallandale community activists Donna Rubin and Joy Adams who took the entire drive as their responsibility and make the event happen. Many suits, dresses and shoes became available because of their effort. A huge thank you to PAL and Hallandale PD, fellow community volunteers- Sabrina Javalleno, Steve Carlo, Pattie Ditto, Susie Lewis, and Barbara Southwick. Other businesses that participated in the event include, Gemco Painting, Harrel’s Fine Mens Fashions, Ava Keller, Zola Keller, Ana Bueno of Paws2Care Coalition, Coral Gables Bridal, Merlili Bridal, Wonderland Bridal, and Ms. Tierney from Gulstream Academy. All of these individuals made sure the kids in our community can feel like a prince or princess for a night.

BUDGET WORKSHOP FOR FISCAL YEAR 2018-2019 The City Commission will be considering major changes to how the City collects and disposes of solid waste for multifamily, single family, commercial and recycling customers. In the future these services may be provided by private collectors. In addition, the City Commission will be considering merging the Fire Department (includes fire and emergency services) and the Police Department with the Broward County Sheriff’s Office for Fiscal Year 2018-2019. City of Hallandale Beach Awarded $20,000 to Establish New Pet-Friendly selected to receive a BETTER CITIES FOR PETS™ grant Initiative City to engage residents in pet ownership education and petfriendly programming.
On June 8, 2018, the City of Hallandale Beach was selected by the United States Conference of Mayors (USCM) and Mars Petcare to receive a $20,000 BETTER CITIES FOR PETS™ grant to establish a Happy/Healthy Pets initiative. The grant was awarded to help cities promote, support and expand pet-friendly programs and policies in communities across the country. “Every life is precious, even those with four legs. Our residents consider their pets like their children, members of their family,” said Hallandale Beach Vice Mayor Michele Lazarow. “This grant will allow us to implement programs that make Hallandale Beach the pet friendliest city in South Florida. I would like to give special thanks to the U.S. Conference of Mayors and Mars Petcare for their generous contribution to our

community. I hope this program serves as a role model for other cities to adopt.” Vice Mayor Lazarow looks forward to working with the Hallandale Beach Police and Parks Departments and the Broward County Animal Care and Control to ensure that the grant helps Hallandale Beach pet owners be the most responsible guardians that they can. Through events, communications and improved infrastructure, the program will educate residents on the importance of spaying/neutering pets, pet adoption, microchipping and dog tagging, and anti-tethering laws, among other topics. The program will also aim to increase the city’s capacity to accommodate lost pets and reunite lost pets with their owners quickly, as well as reduce pet

EVENTS The Police Athletic League of Hallandale Beach will be offering a wide variety of athletic program for the youth in our community and some spectacular special events to keep our residents coming back for more. PAL Football & Cheerleading PAL Football and Cheerleading is offered to all children ages 5-14 years. This season we will be participating with the Youth Florida Youth Football League which feature unlimited pounds. Registration runs until to July 31st. Practices start on July 12th at our wonderful field at OB Johnson Park. Soccer Fall Soccer registration takes place from October 1 to October 31st, 2018. The season runs through March 2019. Boys and girls between the ages of 4-18 will play at our athletic facility located at 1000 SW 3rd Street. Teams fill up quickly so be sure to sign up on time. Texas Hold-em On Saturday, September 1st, 2018, PAL will host its annual Texas Hold-Em at the Poker Room at Mardi Gras Casino. The event begins at 7:30pm and offers cash prizes totaling $6,000! NEW FIRE RESCUE HEADQUARTERS OPENS On Saturday June 30, the City of Hallandale Beach inaugurated the new Fire Rescue Headquarters that will serve the Hallandale Beach Community. “The City of Hallandale Beach is investing in our first responders to ensure the residents in this community are provided with the most state of the art fire and Rescue services ensuring safety, health, welfare and viability, and protection for all,” stated Mayor Keith S. London. Fire Station 7, the operational name of the facility, is 25,000 square feet, holds four apparatus bays and has been constructed to withstand wind speeds of up to 200 miles per hour. “This is one of the most state-ofthe-art facilities in the region,” mentioned Fire Rescue Chief Mark Ellis. The new facility will also serve as the Emergency Operations Center (EOC) of the City. The EOC, located on the 2nd floor of the building, is equipped with a 48-square foot video wall to monitor emergencies, resilient communications technology and multiple command workstations that will support strategic level decision-making for emergency management.
“The new facility was designed to enhance the City’s ability to keep the public safe,” said City Manager Roger M. Carlton. A new “push-in” ceremony for the new Fire Engine took place during the grand opening event. The new station is located on 111 Foster Road, centrally located in the City of Hallandale Beach, FL. Broward County Commissioner Barbara Sharief, Mayor Keith S. London, Vice Mayor Michele Lazarow, Commissioner Richard Dally and many members of the Hallandale Beach community attended the celebration.
