The press conference came just before the 25th Anniversary of Cal
Poly student Kristin Smart who went missing on May 25, 1996. Before Sheriff Parkinson began, large photos of Kristin Smart, Paul, and Ruben Flores’s arrest, a chronological timeline of the case was unveiled. As Sheriff Parkinson and officials walked to the podium, the clock tower echoed deep chimes, and the crowd fell silent. Tony Cipolla, the Health Infor-
mation Officer for the SLO County Sheriff, started the conference stating, “Today is a day that many have hoped for, wished for, and prayed for. We have major developments in the Kristin Smart investigation.” Before turning the conference over to Sheriff Parkinson, Cipolla acknowledged the President of Cal Poly, Jeff Armstrong, sign-language interpreter Robin Babb, Cal Poly Police Chief George Hughes, and

Parkinson started by recognizing that Unsolved Cold-Case Detective Clint Cole was not introduced by Cipolla so that he could make a special introduction along with acknowledging several members of his team in the audience. “We are beginning here today because this is where it all began, on the campus of Cal Poly University. On May 25, 1996, this is the last
place that Kristin Smart was seen alive. It has been 24, almost 25 years since Kristin went missing. 24 years without a resolution, until today. I am here this afternoon to announce the arrest of Paul Flores for the murder of Kristin Smart. The Arrest of Ruben Flores as an accessory to the murder,” Sheriff Parkinson said as he started the press conference. Paul Flores, now 44-years-old was the last person seen with Smart.
Kristin Smart was a 19-year-old Cal Poly freshman who was in the last few months of her freshman year at Cal Poly. Smart was last seen on May 25, 1996, at approximately 2 a.m. near Perimeter and Grand Avenue’s intersection on the Cal Poly campus as she walked home to her dorm from an off-campus party. PASO ROBLES — On Apr. 12, The Boys and Girls Clubs of Mid Central Coast (BGCMCC) broke ground for the new Tom Maas Clubhouse at 3301 Oak St in Paso Robles. From the organization’s press release, “The Clubhouse is a 3.5-million-dollar project named in honor of Tom Maas, a local philanthropist, business owner, and winemaker who passed in 2019. Tom and his wife Kathleen donated the property to BGCMCC in 2019.” The current Paso Robles BGCMCC is located at the Flamson Middle School on Spring Street. In 2016, it became evident to board
members that they needed a larger facility due to a growing waiting list for children to get into the club. The new boys and girls club will be located on Oak Street, closely situated to Flamson Middle School and Georgia
Brown Middle School. The half-acre lot, formerly home to the North County Racquet Association, was donated by a long-time friend of the boys and girls club, Tom Maas. In 2019 Maas passed away unexpect-

Eagles Split Two Games Over the Weekend Templeton 5-2 to start season By CONNOR ALLEN
ner was on the mound and pitched an absolute gem against the Santa Maria Saints. Lardner surrendered only six hits and a single earned run in a complete game, and the Eagles needed every bit of it. The game remained in a scoreless tie until the fifth inning, when each team added a single run. Templeton scored in the home half of the fifth, playing smart baseball with a bit of help from the Saints. Senior and co-captain Trent Wills reached base to start the inning thanks to a throwing error from the Saints pitcher. Wills would reach second base on a Kiko Barroso sacrifice bunt and then third on a Lardner double to left field. Senior Gavin Tabor would drive in the run in the next at-bat on a sacrifice fly to right field, and once again, the game was tied, this time at one apiece. The game was still tied at 1-1 entering the bottom of the seventh inning, and again, Wills delivered. With one out and full count, Wills slapped a ball into left field and flew around the bases for a triple. Barroso was next into the box and took the first pitch he saw for a ride over the second baseman’s head, giving the Eagles the win in dramatic fashion. Templeton will face San Luis Obispo, Atascadero and Arroyo Grande in the first three series of the league season.
TEMPLETON — The Templeton Eagles baseball team hosted a pair of games this weekend, with a Friday afternoon matchup against Carmel followed by a Saturday morning game against Santa Maria. The Eagles split the two games falling on Friday 10-3 and coming from behind for a thrilling 2-1 victory Saturday. The two games this past weekend were the final two games of the Eagles’ successful seven-game nonleague preseason schedule. Throughout the first month of the season, Templeton is 5-2 and prepared to take on the difficult Mountain League, beginning with a threegame series against San Luis Obispo Wednesday, Apr. 14. Templeton will host the Tigers on Wednesday and then play a doubleheader in San Luis Obispo on Saturday. Friday night was the first time all season a game got away from the Eagles as Carmel jumped out to an early 5-0 lead through two innings and eventually went up 9-0 before Templeton was able to score two runs in the bottom of the fifth inning. Offensively, the Eagles were off-balance throughout the game as the Carmel starting pitcher was very effective with his offspeed pitches. Templeton hitters were way out in front of the ball on many occasions, which led to popups and routine groundouts. Mark Hall got the start on the bump for the guys in green but struggled early to find his command issuing five walks (three walks, two hit batters) in the first two innings. After a rough start, Hall settled in and only allowed one more run after the second. Hall has been one of the Eagles’ top starters this season and last and took out his frustration at the plate, recording two hits and the lone RBI, one of only two Eagles to record multiple hits along with Julian Kirchenstein. Following Hall’s four innings, Gavin Platt entered the game for Templeton and struck out five of the nine batters he faced giving up two earned runs on four hits. Greyhounds Give Up 19 Point Lead, Fall 20-19 To Morro Bay By CONNOR ALLEN
T
he Atascadero Greyhounds hosted their home opener against Morro Bay on Friday night and roared out to a huge 19-0 first-half lead but could not hold it as the Pirates came flying back to win late, 20-19. Atascadero entered Friday night looking to get their offense on track and, most importantly, earn their first win of the season and their first victory in the Ocean League. While the Greyhounds were not able to hold off a secondhalf charge from the Pirates, they were able to put points on the board and even reeled off some huge explosive plays through the air thanks to a strong game from junior quarterback Jarren Fischer who finished with 214 yards and two touchdowns on 12-for-18 passing. The Hounds came ready to play in front of the home fans and whipped the small crowd into a frenzy when they drove right down the field on their opening possession and punctuated it with a 33-yard touchdown catch and run by running back Isaiah Lucio. The junior running back caught the pass in the flat, turned upfield, and turned on the jets, giving Atascadero their first lead of the 2021 season. Much of the first half was

played between the 20’s as both teams got a feel for their opponents, but the Hounds coaching staff found some matchups they liked in the second quarter and took full advantage of their final two possessions. With just two minutes to go in the half, sophomore running back Cole Tanner took a handoff from Fischer and flew through a gap like he was shot out of a cannon for a 55-yard run that Aiden Lemoine would punch in on the next play. Atascadero would get the ball back with less than a minute to go in the first half. This time they took to the air as Fischer connected with senior receiver Ajai Daner for a beautiful 30-yard touchdown just over the outstretched fingers of the defender. The Hounds looked to be rolling and went into halftime up 19-0. The Hounds would not score again in the game. Morro Bay came out of halftime with something to prove and made some adjustments defensively that caused the Atascadero offense to sputter in the second half. While the Hounds were struggling to string together first downs, the defense held tough but seemed to get fatigued as the game went on. Suddenly in the fourth quarter, the Morro Bay quarterback found himself with a lot of time to throw the ball and began to pick apart the Atascadero secondary. Morro Bay scored twice on what appeared to be broken plays extended by their athletic quarterback. The Pirates took a one-point lead with 1:24 seconds to go leav-

ing Atascadero a sliver of hope and a lot of field to cover. Fischer and Daner connected on a few more passes in the hurry-up offense and moved the Greyhounds right down the field and into scoring position. The game came down to fourth and goal from the two-yard line with 6.5 seconds left in the game. Head coach Vic Cooper elected to go for the game-winning field goal, but it never made it to the uprights as it was blocked. While Atascadero was unable to come away with the victory, there were still bright spots for the team that will now be looking for their first victory this Friday against Nipomo. The Fischer to Daner connection worked well all evening, and those two look to have chemistry in the passing game. Daner finished the night with eight catches for 141 yards and touchdown plus four tackles and a first-quarter interception. Atascadero’s sophomore running back, Tanner, also had another impressive game on the ground, recording 125 yards rushing on 14 carries. Atascadero’s path to victory only gets harder going forward. Friday night, the Hounds will face 3-1 Nipomo, who beat Morro Bay handily and also defeated Santa Maria. Following their matchup with the Titans, Atascadero will end their Ocean League season with Pioneer Valley, who defeated Mission Prep. The Hounds will then close out their season with the rivalry game against Paso Robles, who is playing in the Mountain League.

Caltrans and Others Fight Against Sea-Level Rise on the Central Coast STAFF REPORT MONTEREY COUNTY — The California Department of Transportation (Caltrans), The Nature Conservancy, the Association of Monterey Bay Area of Governments (AMBAG) and Virtual Planet Technologies announced the release of an innovative virtual reality app, Sea Level Rise Explorer, that is playing a key role in addressing sea-level rise on Highway 1 along Elkhorn Slough. The app marks the first time Caltrans is using an immersive visualization tool to address sea-level rise and evaluate mitigation options for a major highway in the state. The project builds on Caltrans’ effort to enhance the resilience of both transportation infrastructure and coastal habitats to the threats of climate change. The department relocated Highway 1 inland near Hearst Castle in 2017 after coastal erosion threatened its viability. “Not taking action is not an option,” said Caltrans Director Toks Omishakin. “Due to sea-level rise, we know this section of Highway 1 near Moss Landing and other coastal routes are vulnerable, so Caltrans has made climate action a primary goal. We are making our state transportation system more resilient and sustainable.” As early as 2030, an eight-mile section of Highway 1 and five miles of railway in Elkhorn Slough, home to extraordinary biological diversity, could experience regular storm and tidal flooding. The railway east of Highway 1 already experiences flooding at extreme high tides. The marsh area, the third-largest in the state, is especially vulnerable, with about 85 percent projected to be inundated with 5 feet of sea-level rise. “The impacts of sea-level rise are truly hard to visualize,” said Alyssa Mann, coastal project director at The Nature Conservancy. “Even though we know what is likely to happen, numbers on a spreadsheet and 2D maps are no match for the visceral experience of watching the water level rise, as well as seeing the measures we can take now to make the transportation corridor more resilient and a benefit to nature in the Monterey Bay.” With only 10 percent of coastal wetlands remaining and half of that remaining area vulnerable to loss from sea-level rise, creative approaches like the virtual reality tool could prove essential to maintaining coastal habitats and reaching California’s goals of protecting 30 percent of its land and water ecosystem targets by 2030. An in-depth analysis published last year by AMBAG, the Central Coast Highway 1 Climate Resiliency Study, demonstrated a new approach to rebuild the highway to benefit commuters and nature. The study highlighted the need to act quickly to implement solutions by 2050 to minimize losses to transportation and critical habitats. The effort to integrate transportation and natural resource planning not only tackles risks posed to both due to climate change but also explores rebuilding the highway and railway to benefit commuters and nature. “Not only do we believe this process will lead to better outcomes for the Monterey Bay, we think this unique approach to planning, leveraging available tools and working in partnership with the state and environmental groups will serve as a model for planning throughout the state,” said Heather Adamson, director of planning at AMBAG. Caltrans recently completed climate change vulnerability assessments for all 12 districts, including the Central Coast. The Sea Level Rise Explorer: Elkhorn Slough experience was developed by Virtual Planet Technologies, a startup in Santa Cruz. New this year, due to COVID-19, the event will be a Drive-Thru pick-up from 11:30 a.m. to 2 p.m. The event features delectable soups, stews, and chowders from local restaurant chefs and artisan bread from local bakeries. Reprising their role are local celebrities coming to serve attendees in their cars. Each meal includes soup and bread for a family of 4 with desserts too. While enrolled in the program, clients are taught life skills for employment, budgeting, health care management, social communication, and interaction. The goal and the result of this practical support is the empowerment of residents to move in a positive direction while assisting them in acquiring the skills and services they need to become self-sustaining, including secure housing.

State Updates Blueprint Framework to Help Counties Maintain Current Tier SLO County recovered cases hits 20,397 with 200 active cases STAFF REPORT SAN LUIS OBISPO — The California Department of Public Health (CDPH) most recent statistics on COVID-19, including updated data and tiers for reducing COVID-19 in the state under the Blueprint for a Safer Economy.

On Apr. 13, the calculations accounted for a change in the Blueprint framework that helps counties maintain their current tier status despite minor changes in data. A county must have both a case rate and a testing positivity rate in a more restrictive tier for two consecutive weeks before potentially being assigned to a more restrictive tier. CDPH now also reviews hospitalization data before making the final assignment. Governor Gavin Newsom announced last week that due to California surpassing a significant milestone by administering more than 20 million vaccine doses, and with hospitalizations continuing to steadily decline, the state is ready to move into the next phase of the COVID-19 pandemic recovery by “moving beyond the Blueprint for a Safer Economy” by Jun. 15.

The Privacy Rule applies to all forms of individuals’ protected health information, whether electronic, written, or oral. In addition, the HIPPA Privacy Rule and federal civil rights laws protect Americans’ fundamental health rights against discrimination or violation. Governor Newsom nor the CDPH explained how local businesses or facilities would acquire personal health information from individuals. The CDC stated that they are still learning how well vaccines prevent the spreading of the virus that causes COVID-19 to others, how long COVID-19 vaccines protect people and how effective the vaccines are against new variants of the virus that causes COVID-19. Continued research is forthcoming as more individuals receive the vaccination. On Tuesday, Apr. 13, the California Department of Public Health (CDPH) issued a statement from Dr. Erica Pan, state epidemiologist, regarding the Johnson & Johnson/Janssen COVID-19 vaccine. “California is following the FDA and CDC’s recommendation and has directed health care providers to pause the use of the Johnson & Johnson vaccine until we receive further direction from health and safety experts. Additionally, the state will convene the Western States Scientific Safety Review Workgroup to review the information provided by the federal government on this issue. As the federal government has said, we do not expect a significant impact to our vaccination allocations. In California,
less than 4 percent of our vaccine allocation this week is the Johnson & Johnson vaccine.” The Center for Disease Control (CDC) and the Food and Drug Administration (FDA) have recommended a temporary pause in the use of the Johnson & Johnson COVID-19 vaccine out of an abundance of caution. Of over 6.8 million doses administered nationally, there have been six reported cases of a rare and severe type of blood clot, with symptoms occurring 6 to 13 days after vaccination. The CDC will convene a meeting of the Advisory Committee on Immunization Practices (ACIP) on Wednesday, Apr. 14, to address the issue. People who have received the Johnson & Johnson/Janssen COVID-19 vaccine within the past three weeks who develop a severe headache, abdominal pain, leg pain, or shortness of breath should contact their health care provider. VACCINE ELIGIBILITY UPDATE As of Apr. 1, individuals aged 50+ are eligible to make an appointment, and individuals 16+ will be eligible to make an appointment to be vaccinated starting on Apr. 15. Paul Flores Charged for the Murder of Kristin Smart
District Attorney Dow reviews charges of first-degree felony murder and accessory to murder By HAYLEY MATTSON
SAN LUIS OBISPO — The morning of Apr. 14, San Luis Obispo District Attorney Dan Dow announced that the District Attorney’s office filed a felony criminal complaint against Paul Flores (44) and his father Ruben Flores (80). The charge against Paul Flores is the murder of Kristin Smart. It is alleged that Flores caused Smart’s death while in the commission of or attempted rape, which is first-degree murder under California law. Ruben Flores is charged with accessory after the fact to murder; it is alleged that he helped to conceal Smart’s body after the murder was committed. They both will be arraigned on Apr. 15, at 8:30 a.m. in the San Luis Obispo Superior Court. “These charges mark a major milestone; for more than two
decades, three Sheriff ’s, three District Attorney’s and countless investigators have worked to bring justice to Kristin Smart. The story of Kristin Smart has touched us all. The story of her enthusiastic spirit, her experience as a Cal Poly college student, and her wonderful family. Her story has filled us all with determination, and her family has long become a part of our community. Today we mark the very first move to bring justice to Kristin Smart, her family, and the entire community of San Luis Obispo,” District Attorney Dow stated. “This month, we celebrate the rights of crime victims, a reminder that our role is to help victims and their families achieve justice,” Dow said. “The system is called the ‘criminal justice system,’ but I think it should be renamed the ‘criminal AND VICTIM justice system’ so that we can all improve that focus. Kristin’s family has been incredibly gracious through the years. They have willed this moment to happen, and we owe them a large debt of gratitude.” After a review of the evidence in the case brought forward by the
Sheriff ’s department, the District Attorney team concluded independently that they have enough evidence to move forward and prosecute both Paul and Ruben Flores. The lead prosecutor on the team will be Deputy District Attorney Chris Peuvrelle. Dow went on to say that the District Attorney’s office is requesting information from the public. They are seeking information about this case or other potential crimes that Paul Flores may have committed. Including assaults or other acts. Anyone with information is asked to contact San Luis Obispo Crime Stoppers at (805)549-7867 or online at slotips.org. Dow explained that at this time, they are in discussions with Paul Flores’ legal counsel; however, it is too early to say if any type of plea deal to locate Smart’s body is a part of that conversation. Dow stated that the San Luis Obispo’s District Attorney’s office has tried cases prior without a body, and even though it is harder to do so, they are confident with the physical evidence and witness statements. They also have evidence that came
out last month that they believe they have the location where Smart was taken. No further information or details about that can be discussed at this time. District Attorney Dow addressed several questions, one being the ability to have a fair trial and jury in San Luis Obispo, which Dow stated he felt that the people of San Luis Obispo County take that duty seriously, and both Paul and Ruben Flores would receive a fair trial. Another was that with the charge of murder, they believe Paul Flores murdered Kristin Smart in his dorm room at Cal Poly while attempting rape in 1996. Dow did explain that at this time, no other individuals (addressing Paul’s mother Susan Flores) have been charged with any crime, but the investigation is still ongoing. Finally, Dow answered a question of the whereabouts of Kristin Smart’s body and if he believed she was concealed at one of the Flores’s homes. Dow stated he could not answer that. However, as reported, the Sheriff ’s department is on day two at Ruben Flores’ home with reports

SLO County Sheriff, Assistant District Attorney Announce Arrest in 2019 Homicide Case Krause charged with murder of 90-Year-Old Bross of Oceano STAFF REPORT OCEANO — On Apr. 9, Sheriff Ian Parkinson announced the arrest of David James Krause (41) of Grover Beach for the 2019 homicide of 90-year-old Lawrence Albert Bross of Oceano. Bross’s body was discovered after the San Luis Obispo Sheriff Deputies were dispatched for a welfare check at his home in
Oceano on Jan. 24, 2019. According to Sheriff Parkinson, this case was the first of six homicide cases in 2019, which is highly unusual for San Luis Obispo County. Parkinson stated that typically the County reports zero to two homicides. Parkinson said, “Krause was identified early on as a person of interest, however as I have stated many times before, it is not what you believe; it is what you can prove. So the work that was needed was in order to determine whether or not there was evidence linking the suspect to the crime. We had very few witnesses
in this case, and the way we solve crimes are really through witnesses and physical evidence.” He continued, “This case involved significant work which resulted in forensic evidence which clearly identified the suspect as being responsible for the crime.” According to Parkinson, Krause was already in the Sheriff ’s custody on an unrelated charge and was formally arrested on Wednesday, Apr. 8, for the murder of Bross. Parkinson stated that this investigation was extremely detailed and time-consuming. With the arrest of Krause, the
Sheriff explained that he was the last arrest in the six homicide cases from 2019. All six cases have now been solved, with the persons responsible now facing court action. Parkison ended by saying, “special thanks to our detectives that worked this case...spent countless hours spent in order to bring this case to justice...and a special note to the Bross family, we hope that this brings them some form of justice to them in a time of grief.” Assistant District Attorney Eric Dobroth stated that the District Attorney’s office filed murder charges yesterday afternoon
against Krause. Dobroth explained that “the criminal complaint, in this case, alleges one charge, that charge is murder. It also alleges that during the commission of that murder that Mr. Krause personally used a deadly or dangerous weapon. Additionally, there are two enhancements charged; it is alleged that Mr. Krauss suffered two prior serious felonies under California’s three-strikes law. Those being residential burglaries in the first degree, one from 1998, the other more recent from 2016. As stated, Mr. Krause was presently in the custody of the San Luis

Obispo County Jail on charges unrelated to this case as well, unrelated to this homicide. It is anticipated on-court input that Mr. Krause will be arraigned On Thursday, Apr. 15.” According to Dobroth, no motive could be discussed at this time due to the case still being considered active. Department of Health and Human Services Looking at Camp Roberts to House Migrant Children STAFF REPORT NORTH COUNTY — On Apr. 1, it was reported that the Department of Health and Human Services (DHHS) contacted officials at Camp Roberts in North County to request the use of their property to house unaccompanied migrant children. According to Camp Robert’s
public affairs office, as of Apr. 12, there is still no confirmation from DHHS on whether or not they will be using Camp Roberts as a housing facility. DHHS specifically requested the use of the Camp Roberts property, which was approved. But again, there has been no confirmation on whether or not unaccompanied migrant children will be
coming to Camp Roberts. The public affairs office at Camp Roberts told the Paso Robles Press and Atascadero News that they are to direct people to DHHS for further information but has heard they have no additional information to offer the public at this time. According to the Camp Roberts public affairs office, everyone is doing their typical duties and
preparing for regular activities. When and if the children arrive at Camp Roberts, the decisions will be coming from a much higher authority than the officials currently at the base. The office has received very few calls from the public or press regarding the possibility of migrant children coming to North County. U.S. authorities reported that
in March, they picked up nearly 19,000 unaccompanied children who crossed the border. DHHS has reported most of these children are coming from Guatemala, Honduras, and El Salvador. A press release from DHHS on Mar. 31 and updated on Apr. 2 stated that there were 12,900 unaccompanied children currently
in their care. According to the Department of Defense, “If provided, this support would be on a fully-reimbursable basis, and DoD would only provide this kind of support where it has no impact on military readiness and its ability to conduct its primary missions.” As an ongoing story, we will update as more information is available.

n Mar. 22, I stepped into the role of Executive Director at Cancer Support Community – California Central Coast (CSC-CCC) after Shannon D’Acquisto left to become the new Director at Hearst Cancer Resource Center. In my first few weeks, I attended an extensive orientation training held by our affiliate, Cancer Support Community, where I learned about the vast network and resources available to us through this wonderful affiliation. What is so unique about CSC-CCC is that we are an independent non-profit that is an affiliate of the Cancer Support Community. There are over 175 sites across the United States and Internationally offering free cancer support to cancer patients and their families. Being an independent non-profit means that 99 percent of the money raised stays local to fund our Free programs and services. CSC-CCC is solely funded by private donors, endowments, and sponsorships. You can help us continue to provide this important service by getting involved with one of our events. Families impacted by cancer count on us, and we count on you. Our office is currently serving our clients virtually through Zoom support groups, one-onone counseling, and education programs. Looking into May and June, we are crafting a responsible re-opening plan to bring back hybrid in-person support groups. Shannon D’Acquisto left an amazing legacy of growth and service at CSC-CCC and was well-loved and respected during her six years as the Executive Director. Shannon left CSC-CCC to begin her role as the new Director at Hearst Cancer Resource Center in San Luis Obispo. This shift in leadership paves the way for a new collaboration between
CSC-CCC and Hearst Cancer Resource Center at French Hospital. We hope to expand that partnership in the upcoming year(s) by cross-promoting one another’s programs and services. We plan to work collaboratively in our programming to offer a full range of support groups, educational topics, and social activities. By working together, offering joint educational opportunities, and promoting each other’s services and programs, it will minimize duplicated efforts allowing us to better utilize our funding. This will give an opportunity to help more cancer patients, survivors, and their families throughout San Luis Obispo county. The future is so bright for CSC-CCC, and I am thrilled to be working with such a dynamic team. The fifteen CSC-CCC Board of Directors, led by chair Dr. Shannon Berry, have such passion and dedication to our mission. Candice Sanders, our Development Director, came to us 13 months ago and has done an excellent job with our events and marketing throughout the pandemic. Jamie Dunn, LMFT, our Program Director, adapted and seamlessly took all of our programs virtually without a lapse of services to our clients. Our four part-time therapists have adeptly transitioned virtually to run our group individual counseling sessions throughout each month. MANUEL GALLEGOS 1935 - 2021
M
anuel Gallegos, 85, of Peoria, Arizona, passed away on Sunday, April 4, 2021, with his family by his side. Manuel was born on August 10, 1935, in Santa Barbara, California. He served in the US Army
from 1959 – 1963, based at Fort Hunter Liggett, and was stationed at a missile base in Germany. He married his lovely wife, Pauline, in February of 1959. Upon his return from Germany, they settled down in Paso Robles for a short time before settling in Atascadero. Manuel retired from the California Youth Authority in Paso Robles. Manuel also became owner/operator of the Beverage Shop, now the A-1 Mobility. Eventually, Manuel and Pauline sold the shop and opened another business in Atascadero, Pauline’s T-Shirt Shop. He was an accomplished photographer.
who enjoyed music, photography, humor, film, and baseball. A dedicated, lifelong civil servant, Jim worked in the finance departments for the cities of Richmond and Alameda, CA. In late 1994, he accepted the position of Finance Director for the city of Morro Bay, CA, where WILLIAM JAMES “JIM” he worked until his retirement. We will all miss “Gentleman Jim” so very much. At his request, there will be a Celebration of Life at Lake Tahoe when loved ones can gather safely. They used that skill to make photo buttons for various sports at Atascadero High School, with the majority of the buttons being made for football. He relocated to the Phoenix area after he retired and sold his business. He spent many happy years in Phoenix in addition to his enjoyed years in Atascadero. Manuel is preceded in death by his lovely wife, Pauline. He is survived by his four children, Marcos (Terri Gallegos), Mario (Stacey Gallegos), Lilia (Tom Atchison), and Lita (Doug Adams). He is also survived by his grandchildren, Miguel Gallegos, Mando Rojas, Morgan Gallegos, Marco Rojas, Luci Atchi-
son, Mario Gallegos Jr., Janice Gallegos, Graysen Gallegos, and great-grandsons, Ares Gallegos and Ryder Gallegos. Manuel was a dedicated husband, father, and grandfather. He was involved in all aspects of their lives. When his children were young, he coached many of their sports teams throughout the years. He taught his grandchildren how to play chess. Manuel was deeply loved and will be greatly missed by his family. A Graveside Service with Military Honors will be held at 10:00 a.m. on Friday, April 16, 2021, where he will be laid to rest next to his wife of almost 60 years, Pauline, in the King City

Although starting Apr. 15, every Californian will be eligible for vaccination, Governor Newsom announced that he will not consider allowing businesses to reopen until Jun. 15 at the earliest, and we will still be required to wear masks indefinitely. Moral conundrums aside, a frenzied pursuit for public safety is oftentimes counterproductive. The Sept. 11 attack sadly ended the lives of 2,977 innocent Americans. However, the resulting wars have a continually rising death toll of 14,792 Americans and at least 350,000 Afghanis, Pakistanis, and Iraqis. Although a heartbreaking 550,000 Americans have lost their lives to COVID-19, a joint study by Harvard Medical School, John Hopkins business school, and Duke University estimates that the economic shock of the pandemic will result in 1.37 million deaths. And much like the legislative response to 9/11, the consequences of COVID-19 restrictions have disproportionately harmed minorities and the poor. More than half of minority households experienced an income loss in 2020 and were twice as likely to miss
bill payments. While high-wage workers (earning $60,000 per year or more) returned to pre-pandemic employment levels months ago, employment of low-wage workers (earning $27,000 per year or less) is still down 28 percent. School closures have unfairly hurt minorities and low-income families. The business shutdowns forced me to permanently lay off half my staff. I struggled to balance my books for a year, but I’m still doing better than most. According to data from Yelp, 60 percent of businesses will never reopen, which will undoubtedly exacerbate the unemployment crisis. A pandemic of violent crime, drug overdose, and suicide exploded in 2020. Last year, multiple police officers were shot on two separate occasions within half a mile of my business – an unheard-of occurrence in our small rural town of Paso Robles. The San Luis Obispo County Sheriff ’s Office reports that serious crime such as murder, rape, domestic violence, and robberies increased 20 percent in 2020. This parallels the FBI’s report that homicides spiked 21 percent throughout the country – the largest one-year increase on record. The CDC attributes the 38 percent increase in opioid deaths to increased psychological and economic strife. Keeping

children out of classrooms and isolated from their friends resulted in severe emotional distress. Major hospitals, like the UCSF Children’s Hospital, report that the number of children admitted for attempted suicide has doubled. In the 2000s, Americans perpetually feared that a member of their community could spontaneously radicalize and detonate a bomb on their buses, in their stadiums, or their children’s schools. Our new invisible enemy also attacks these precious targets. But it’s important to not let our desperation for safety blind us from recognizing the negative ramifications of actions proposed by opportunistic politicians posing as saviors. Like terrorism, COVID-19 is a real threat. We must work together to neutralize it. However, the current scorched earth strategy is as reckless as inaction. When faced with harrowing disasters like terrorist attacks and pandemics, it’s necessary to implement a holistic solution that achieves safety without sacrificing freedom that we won’t recoup. Direct transfer A direct transfer is one of the most common ways to bequeath property, as it allows ownership to be transferred for generations by deed. Within direct transfers, there are various options that may work for your family, including joint tenancy with rights of survivorship, tenants in common, life estate, or transfer on death. Note that while direct transfers are relatively easy and inexpensive, they do not offer protection from creditor claims or messy legal situations like divorces. It can also be difficult to resolve conflicts or transfer ownership. Incorporate To incorporate, depending on your state’s laws, you can name your home as a limited liability company (LLC). You keep at least 51 percent and designate your children as shareholders of the rest. Be sure to create an operating agreement that sets proce-
dures to transfer ownership and guidelines for property use while also planning to include enough money to maintain the property (people often choose life insurance proceeds). Your operating agreement should have an “out” so your heirs have the option should they need to sell the house or buy out another owner – be sure to indicate who needs to agree to a sale and what will be done with the proceeds. Incorporation offers flexibility, reduction of your taxable estate, and protection for family members. However, it can be costly to establish and maintain an LLC. Trust Trust agreements outline terms of use and how the property will be transferred, held, and managed. Trusts are popular as they allow some degree of control and can be less expensive to draft and implement than other options like an LLC. However, certain trusts can lack flexibility should circumstances change – for example; irrevocable trusts usually cannot be amended. Many options exist
(i.e., revocable and irrevocable trusts, irrevocable grantor trusts, and qualified personal residence trusts, to name a few), so consult an experienced financial advisor or estate attorney. There’s no one-size-fits-all solution for passing on your family home – you’ll need to consider each heir’s own family structure, geographic distance, and willingness to take on responsibility. Ultimately, your plan should facilitate a smooth transfer of ownership, detail shared responsibilities, establish liability protection, and document a process for conflict resolution. Even after creating your plan, be sure to keep conversations going with your family, your advisors, and the rest of your professional team. Your decisions should be properly documented, but most importantly, you’ll want to make sure your wishes are thoroughly understood. INCLUSION IS NOTHING TO FEAR Dear Editor, Put away the pitchforks. Take a deep breath. We understand why readers might be riled up and ready to rumble after Connie Pillsbury’s passionate but misinformed column about the lurking beast that is stalking our children. If we are to believe Pillsbury’s claims, the Marxists are taking over Paso Robles High School, and soon our students will be spewing venomous hate through our placid community. The truth is much less dramatic and not scary at all. A single new elective class is being proposed that would offer our diverse students another space for learning about themselves and the world we live in. Over 51 percent of the school student body is students of color, who find themselves an integral part of the dynamic “city within a city” with an array of amazing communities and disciplines available to young Bearcats. From welding and journalism to drama and SkillsUSA, AP to athletics, Bearcats have wonderful opportunities. But it lacks a multicultural curriculum. We welcome this important conversation about diversity in our high school, our community, and our nation. A Note About Our
But let’s engage with civility as neighbors who want the best for our young people. Writing uninformed and alarmist columns is not helpful during this time of divisiveness, viral hate, and social media attacks. Pillsbury fears the course will “cause kids to hate their country and hate each other.” This is far from the truth. The proposed Ethnic Studies at PRHS is about unity, inclusion, empathy, and exploration, not indoctrination and subversion. Please, Ms. Pillsbury. Drop the torch. Leave your unfounded fear to the side. Let’s talk. Pillsbury fails to understand that it’s possible to talk about economics without endorsing Marxism. It is possible to talk about racism without vilifying white people. And it’s certainly possible to have a conversation about America’s multicultural history and racial challenges without attacking the noble principles upon which our country was founded. Pillsbury also claims that this course is part of a group “rewriting American history from the viewpoint of various ethnic groups” and from the “oppressed.” This course does not rewrite history but rather works to include missing chapters. Revealing more facts about our history shouldn’t scare us. As Americans, it should interest us, cause us to reflect, and motivate us to strive for “a more

perfect union.” Just as we can never rewrite our history, we can and should include the experiences of our neighbors and friends of color that have been erased from those chapters. There is nothing like an Ethnic Studies class and the required history and English classes offering inspiring—though Eurocentric—literature. Students from all backgrounds at PRHS are hungry for rigorous, deep, and inspiring curricula that include their experience and culture. Pillsbury makes the claim that Ethnic Studies teaches “America should be ashamed of its history. And if you’re white, you should be ashamed of it, too.” In fact, Ethnic Studies does not denigrate; it celebrates America. This course celebrates the resilience, creativity, and agency of historically disadvantaged groups as they pursued the dream that is America. This class honors the progress we ALL have made together—Brown v. Board of Education, the Civil Rights Act, Dual Immersion Programs like Georgia Brown—and moves us to a place of deeper understanding about one another. Of the many letters sent in to the Board, which were not shared due to time constraints, Connie writes that “all were from state college PhDs, the self-proclaimed ethnic studies’ experts.’ First of all, let’s remember that

s long-time community members and residents, we want to thank the San Luis Obispo Sheriff’s Department for the hard work and dedication that Sheriff Ian Parkinson, Detective Clint Cole, and the incredible team with the Sheriff’s division put into the Kristin Smart case along with many others. This case means so much to our community. Kristin went missing when I was a junior at Templeton High School. Having followed her story over my adult life and then covering it for the last two years really means so much to have the arrest made that she deserved almost 25 years ago. It is selfless work that the Sheriff and our local Police Departments do, and for that, you all are deeply appreciated. I would be remiss not to mention Christopher Lambert, who produced the “Your Own Backyard” podcast, who not only brought us all together locally but brought Kristin’s story to the nation and the world. Thank you, Chris, for your curiosity, time, sincere humbleness, and your kind spirit. I am not a personal friend of Denise or Stan Smart, but as a San Luis Obispo community member who was a youth here and now a mom, my heart has always ached, as we can see is the same for so many others. Even though I was 17 years old, I feel that we did not protect Kristin, and I am so sorry for that. We hope the continued fight and search will finally bring Kristin home, and you and your family will be able to have some peace.

It’s remarkable what a team of volunteers accomplished. The team included John Seliskar, Bud Tanner, Larry Price, Jared Price, Tom Lewis, and Jim Wilkins, and they made significant progress at the Colony Heritage Center (CHC). The Cabin now has a new concrete floor and new electrical service. There’s a new roof on the Archival house, thanks to Joshua Alldredge, manager of ABC Building Supply, Inc., and his team for the donation of the roofing materials needed. Thanks also to Bobby Williamson and Stephan of RAW Roofing, who volunteered their time and tools to install the new roof. Work on the Memory Walk, which will wind its way around the Center’s site, has been started. The first section of the walk, starting close to the Atascadero Library, was dug out and back-filled with rocks and DG.

The first Memory Gate will be installed and will serve as an entrance to the Archival House from the parking lot. The walk will eventually be completed with a paving of bricks, both plain and engraved, providing a solid surface to walk on. There will be other gates, all made from the trees that stood in front of the Atascadero City Hall. Like so many nonprofit organizations, it’s been about 18 months since AHS has held a fundraising event. As part of the process of re-organizing the Colony Museum, several items were identified that have no connection with Atascadero’s local history. The board of directors of the Society has decided to offer the items for sale at an estate/ yard sale event to be held later this spring. There are other items that have been donated by members, and they will also be available. n the spiritual path of becoming more of who we are, which is becoming more ourselves, we experience many transformations. Even if you’re not on a spiritual path, you have transformed many times and will do so many more to come. Some kick and scream along their path to transformation, deny the need for things to change, resist transformation when faced with it, and continue along the path of denial even as the shift occurs! Something new has already emerged, yet they cling to the old way and refuse to let go. In the letting go,
infinite possibility and unlimited potentiality are revealed. Human life is currently transient, meaning that our bodies are all passing by like clouds in the sky. I believe our souls go on for all eternity. The body, however, can only go on for a finite amount of time. When the body can no longer house the soul, the soul leaves it, returning to the light. When it’s time, the soul comes into form again, to wherever it’s uniquely called. Since we humans are continually becoming more of ourselves, change is inevitable. Rather than resist change, let’s embrace it, welcome it with enthusiasm and curiosity. Individuals often fear change because one must let go of what’s known and familiar or comfortable to leap into the unknown with faith. It’s not the change that is disturbing; it’s the fear of the unknown and the
identification with that fear that keeps them stuck. We forget that the unknown is the Great Mystery, The Thing Itself, Spirit, Divine. Let’s lean into Spirit with calm assurance and allow It to lead the way. As you lean into it, you let go of your identification with fear and embrace unlimited possibility and infinite potentiality. What comes with the fear of the unknown are mindsets like what if it doesn’t work out, what if it all goes wrong, I can’t see how it will work, and I can’t do it. Ultimately this is a lack of trust in the God of your understanding. I say get a bigger God, please. Then watch the good pour forth into your life with great magnitude, and blessings abound. Labor Trafficking By SAN LUIS OBISPO COUNTER-HUMAN TRAFFICKING TASK FORCE BOARD
A
n aspect of human trafficking that is often overlooked, however, is just as heinous a crime as any other is labor trafficking. Labor trafficking is often hidden and is very difficult to detect due to the extremely covert nature of what takes place, in many instances behind closed doors. Labor trafficking often is not seen and, at times, even ignored, but make no mistake, is evil and is truly another form of modern-day slavery. Labor trafficking is the “recruitment, harboring, transportation, provision, or obtaining of a person for labor or services, through the use of force, fraud, or coercion for the purposes of subjection to involuntary servitude, peonage, debt bondage, or slavery.” Labor trafficking comes in many forms, but the most common are involuntary servitude or forced labor and “bonded” labor. In terms of defining the pertinent terms in the legal description of labor trafficking, it is important to understand the following related terminology. Involuntary servitude (forced labor): in short, this is when a person is forced to participate in work against their will and choosing. This is accomplished by some sort of a plan or scheme that causes someone to believe that if they did not cooperate, they would be subjected to serious harm or threats of having legal process used against them. This could include threats of violence and/or physical harm toward the victim or their loved ones, threat of deportation if legal residency is an issue or threats of arrest for perceived illegal activity. In general, victims being subjected to forced labor experience a complete deprivation of liberty and freedom and have no choice in the matter. Debt Bondage (bonded labor): also known as debt slavery, is when a person promises services in exchange for the repayment of some sort of debt or financial obligation. In most cases, the terms of what the debt is, or what needs to be repaid are not reasonably or clearly delineated. As a result, the terms of repayment are not clear or well defined, causing the term of debt bondage to be unknown and, at times, indefinite. In most cases, the debt is often far greater than what can be repaid, and as a result, the victim ultimately has no hope of ever repaying the debt and becoming free of the trafficker.
It is always better to report something that proves to be a non-issue rather than ignore it and possibly overlook a trafficking situation. As the saying goes – ‘see something, say something.’ It could save a life.

All human trafficking investigations are difficult due to the complicated nature of the people involved and their situations they are found in. Victims of labor trafficking very often do not view themselves as a victim, sometimes they see their current situation as better than any alternatives, or perhaps fear the repercussions if they to report the fact that they are being trafficked. The most common types of labor trafficking that are seen domestically include domestic servitude, forced farm labor, forced work without proper compensation in industries such as mining, construction, or factory work. Other common forms of labor trafficking can include work in nail salons, illicit massage establishments, mobile magazine sales crews, or organized begging. This is not to say that every massage parlor, construction job site, or produce field has trafficked victims working for them, but in general, these occupations have been known to be areas that are ripe for exploitation. Locally, the agriculture industry is well regulated and has proven to not be an area of law enforcement concern. There are some areas that have the potential for crossover between the sex trafficking and labor trafficking subcultures. In the instance of illicit massage parlors, there could be a cross-over where proper wages are not paid, and living and working conditions are generally inhumane. Couple that with illegal sexual services being provided, and that makes for an instance where both sex and labor trafficking may be taking place. Generally speaking, it is one or the other, but the potential for both does exist. It has been stated that only four percent of law enforcement investigators have even investigated a labor trafficking case. That statistic goes to prove the difficulty law enforcement faces in identifying, uncovering, and thoroughly investigating instances of labor trafficking. In San Luis Obispo County, there have been reports made to local law enforcement about reported instances of labor trafficking, but by and large, those instances have been deemed unfounded, or law enforcement authorities have been unable to formulate an opinion as to whether a crime has taken place. This lends credence to the fact that labor trafficking crimes, while heinous and evil, are difficult to detect and investigate. The most well-known local case of labor trafficking of note occurred in 2010 in Paso Robles when Maximino and Melinda Morales were charged and eventually sentenced to federal prison for their participation in a human smuggling and trafficking scheme. The Morales’ smuggled immigrants from the Philippines after luring them to the central coast with false promises of working as live-in caregivers. The Morales’ operated multiple elder care facilities and forced the immigrants to work in inhumane conditions, sometimes sleeping in closets or unheated garages, often working up to 24 hours at a time, and without appropriate compensation. This illegal behavior went on for an extended period of time, and if not for an attentive citizen who alerted law enforcement authorities to the situation, the victimization
could have continued for quite some time. There are some general signs that may be potential indicators of labor trafficking. It should be noted that potential signs or indicators are just that – potential indicators. All situations should be looked at and assessed given the totality of the circumstances. Some of the more commons indicators of labor trafficking are: Trafficker is holding legal documents – oftentimes, a trafficker will confiscate and retain travel visas, passports, personal documents, or other identification so that a victim does not have access to or possession of their identifying information. This can ensure that a victim does not or is not able to leave their trafficker. Trafficker appears to constantly monitor victim – oftentimes, a victim will be constantly monitored by the trafficker. Victims will often appear to have “scripted” or rehearsed speech or answers to questions, will be supervised when interacting with others, and will have next to no “alone” time or an ability to communicate with others on their own. A victim will often appear excessively submissive or fearful as a result of the way they are treated and due to the constant scrutiny, they are under. Trafficker threatens victim – oftentimes, the trafficker will threaten a victim with physical harm. Sometimes that threat will be followed up with physical assault. Other threats to the victim can include threat to call law enforcement or immigration authorities or threats of reputational harm, meaning the victim can be slandered either locally or in their hometowns or home country. Victim lives with “employer” or resides in the business they work at – often times a victim will be subjected to poor living conditions. There may be multiple people living in a cramped space, or the victim may be forced to live in substandard conditions where even their basic needs not met. A victim residing in the business they are forced to work in is a significant indicator of human trafficking. Trafficker does not adequately compensate victim for their work – the threshold for this indicator goes beyond what would be classified as a simple wage dispute. This indicator involves the trafficker forcing the victim to work for less than minimum wage, with little to no actual compensation, and in conditions that are either inhumane or excessive in duration, which amount to a deprivation of liberty. Labor trafficking, although not commonly seen and often hidden in plain sight, is a very real threat locally as well as globally. Although uncommon from an investigative and law enforcement perspective, it is still imperative for us to be aware of what the signs may be. At the end of the day, it is incumbent upon us to know the signs, and if something does not seem right, contact the proper authorities. It is always better to report something that proves to be a non-issue rather than ignore it and possibly overlook a trafficking situation. For those wondering just how long ago 1924 was, a little-known box displaying moving pictures called a television was invented in 1925. Paso Robles’ other opponents in the 1924 season were King City (Bearcats fell 13-0), Taft (Bearcats lost 42-14) and San Luis Obispo (Bearcats won 20-6). Friday night will be not only a historic matchup but also an important one as both teams are battling for the top spot among the North County Football teams and lifelong bragging rights. Paso Robles enters the game with a 2-2 record, having only played Mountain League games this season. Templeton, who is hosting the game Friday, enters with a record of 3-1 but are only 1-1 in the league and are looking to bounce back after a lopsided loss to St. Joseph last week. Both Templeton and Paso Robles have defeated the Arroyo Grande Eagles this season, and both have been beaten handily by the St. Joseph Knights. Templeton quarterback Tyler Kaschewski and the Templeton offense had been unstoppable the last two years until being shut out last Friday. This season, the senior quarterback is averaging 179 rushing yards per game, with his best game coming against Arroyo Grande when he ran for 372 yards and five touchdowns. In that game, Kaschewski had touchdown runs of 84-yards and 92-yards. While the Bearcats will unquestionably be worried about keeping Kaschewski in front of them, they will also have to keep an eye on senior running back Josh Berna. He already has 448 yards and seven touchdowns on the season. Templeton’s offense can strike from anywhere at any time, and if Paso Robles wants to keep it close, they will need to limit the Eagles explosive plays. Last week, the Eagles suffered some injuries to some of their core seniors, which played a significant role in the game getting out of hand. The Eagles have a handful of starters that play both on offense and defense. Should they be back out there on Friday, the Bearcats defense will have their work cut out for them. While Templeton scores in a blink of an eye, the Bearcats work the ball more methodically down the field, utilizing a mixture of classic football plays and formations that might have even been called in 1924. Paso Robles’ running game is built on misdirection and power -- as opposed to the Eagles’ speed-- running behind big backs Leo Kemp and Jake Morones. Kemp, a sophomore, was given his first chance to carry the ball this year after a lifetime of his fingers in the dirt playing youth and runs like each carry could be his last. This season Kemp has run for 342 yards and four touchdowns, while his running mate, Morones, currently has 211 yards and two touchdowns. Both of Paso Robles’ wins this season came in hard-fought, close games that came down to the bitter end. Should Friday’s game remain close, the experience in late games could help the Bearcats as Templeton has yet to play a game that remained close throughout all four quarters. Parkinson stated that Smart was not reported missing to the Cal Poly Police Department until May 28, 1996. Parkinson then went through a timeline of the investigation. After Smart was reported missing, the Cal Poly Police handled the initial investigation into Smart’s disappearance with the assistance of investigators from the San Luis Obispo County District Attorney’s Office. On Jun. 26, 1996, almost a month later, the San Luis Obispo County Sheriff ’s Office assumed the lead investigative role in the case, and it has remained an active investigation ever since. On Jan. 3, 2011, Parkinson was sworn in as Sheriff and intensified efforts to find Smart and hold the person responsible for her disappearance accountable. In late 2016, the Sheriff ’s Office discovered additional evidence that confirmed Paul Flores was indeed a suspect in Kristin Smart’s disappearance. In 2019, Sheriff ’s Detectives interviewed a witness in the case that was not previously known. With the discovery of new evidence and a new witness, Sheriff ’s Detectives secured a court order authorizing the interception and monitoring of Paul Flores’ cell phone and text message communications. Parkinson explained, “in 2019, we interviewed several witnesses that had not previously been interviewed...I will say that some of that information came to light through the podcast [‘Your Own Backyard,’ Christopher Lambert] that many of you are familiar with that was produced and eventually lead to interviewing that witness.” In February of 2020, Sheriff ’s Detectives served search warrants at the home of Paul Flores and his sister, mother, and father. Physical evidence recovered during these searches led to the service of an additional search warrant at Flores’ residence in April of 2020. In March of 2021, Detectives served a search warrant at the Arroyo Grande home of Ruben Flores, the father of Paul Flores,

Parkinson stated that the search warrant that was served at Ruben Flores’s home earlier in the day most likely will continue through Wednesday. The Sheriff did explain that he is not able to discuss the details of what was located at the Flores home; however, he could say that Kristin Smart’s body has not been found. During the Apr. 13 search of Ruben Flores’s home, forensic crews were seen digging and sifting through a portion of the backyard under a blue pop-up tent, similar to where they dug during the search in March. Throughout the day of the search, the press, neighbors, and other SLO County residents came to watch and speculate what investigators and forensics were looking for or have already found. During the press conference, the Sheriff could not confirm if Smart’s remains are at a previously searched location. Paul Flores, over the years, has remained a “person of interest” in the case and then in March was named the prime suspect in her disappearance. Flores was arrested on Apr. 13 and taken into custody in San Pedro for the murder of Kristin Smart. Additionally, his father, Ruben Flores, was arrested in Arroyo Grande the same day as an accessory to murder. “I am extremely proud of all the dedicated investigators who worked tirelessly over the years to solve this case,” Sheriff Parkinson said. “It’s taken many years to get to this point, but as I’ve always said, it’s not what you believe; it’s what you can prove. And we can finally say we have done

It is long; it is passionate, and, after 25 years, every word was chosen because it has meaning and purpose. “For over twenty-four years, we have waited for this bittersweet day. It is impossible to put into words what this day means for our family; we pray it is the first step to bringing our daughter home. While Kristin’s loving spirit will always live in our hearts, our life without her hugs laughs, and smiles is a heartache that never abates. The knowledge that a father and son, despite our desperate pleas for help, could have withheld this horrible secret for nearly 25 years, denying us the chance to lay our daughter to rest, is an unrelenting and unforgiving pain. We now put our faith in the justice system and move forward, comforted in the knowledge that Kristin has been held in the hearts of so many and that she has not been forgotten. We honor Kristin today and those who worked with unparalleled tenacity and dedication to bring us to this day. Without Kristin in our life, there will never be justice, but we will pray for peace. Unfortunately, the indifference and lack of resolve we experienced early onset the course for many years. However, when Sheriff Parkinson took office in 2011, he made a promise that Kristin’s disappearance would be one of his top priorities. We are here today because he has remained true
to his word. We have kept the faith, never given up, and fully placed our trust and support with him and his team. The task he and his team accepted was unprecedented in volume and scope, yet they met every setback and challenge with resolve and an unequaled commitment to Kristin and our family. Our gratitude to Sheriff Parkinson and his department for their professionalism, compassion, and perseverance is without measure. We are forever grateful for Detective Clint Cole, who joined ‘Team Kristin’ in 2017 and brought new oxygen to Team Kristin, and kept our hopes alive. We would not be here today without his professionalism, perseverance, and dedication. His heart and commitment are without equal. We would be remiss if we did not acknowledge the exceptional skills, indefatigable work, and unselfish dedication of Christopher Lambert, who produced ‘Your Own Backyard Podcast.’ Chris, along with four incredible angels (C, J, J, and J), balanced Kristin on their shoulders while lightening our burden and held our hearts and hopes with fierce resolve and commitment. There simply are ‘no words’! We also wish to extend our deepest gratitude for all those on the SLOSO team, including Commander Nate Paul, Detective Cole, and their incredible and dedicated support staff. To each law enforcement agency that assisted the San Luis Obispo County Sheriff ’s Department with their extraordinary efforts, our gratitude is immeasurable. Each gave 110 percent to ensure that this day would come. This new facility will give them a state-of-the-art facility. It will be a safe place to be welcomed and respected. They’ll come here and learn life skills. They’ll come here and have the capability of having a great future. The Atascadero Rock Snake still has the potential for the world record. The snake currently stands at about 1300 linear feet, and the City is encouraging everyone to go add a rock to the project. Moving on to Management Reports, the Council heard about the Del Rio / El Camino Real Plan Line, which includes readjusting Ramona road so that the queue capacity for cars is sufficient to handle the increase in traffic without blocking other roads. Hearing from public comment on the project, some residents were concerned about the impact a roundabout would have, to which
Mayor Moreno stated, “to be clear, we are not approving a roundabout tonight; that’s something we would discuss [with future projects].” At which time there would be a proper notice to residents, as well as input from the fire chief. The recommendation for Council to adopt Draft Resolution approving the Del Rio Road / El Camino Real Plan Line in the vicinity of the US 101 interchange was approved 5-0. The Management Report on the General Plan and Housing Element Progress Report was kept short by Community Development Director Phil Dunsmore. The statistics on building permits show that 2019 had a surge due to building codes changing on Jan. 1, 2020, but that 2020 still shows above-average numbers, especially
considering the pandemic. The Management Report on the City of Atascadero Marketing highlighted the 2020 year and the many adjustments that had to be made in light of the COVID pandemic. The City shifted from many of the scheduled events to virtual events and many promotions to support local businesses as they navigated the distancing rules. Looking forward to 2021-2022, the City is hopeful of resuming many of the traditional in-person events, as well as add some new events such as a haunted tour of historic Atascadero City Hall. At this time, Dancing in the Streets will not occur in 2021 as distancing that event is not feasible. The Management Report on the Council Norms and Procedures addressed some verbiage in the document that needed clarifying.
The current phrase, “Any Council Member, may place an item on the agenda under Individual Determination,” was suggested to be replaced with “Under individual determination, any Council Member may request to place an item on a future agenda.” After discussion among the Council, it was determined that staff would take the comments and work on new wording to bring back for consent before the Council. The COVID update from Rickard shared the good news that the City showed the adjusted case rate had reached the orange tier, which, if it holds for another week, means the City would move into the orange tier. The next City Council meeting is scheduled for Apr. 27 at 6 p.m., and links to join can be found on the City’s website, atascadero.org.
