ATASCADERO — There are few things more challenging to do in a normal year than open up a new successful business. Make that business a restaurant and brewery, and the odds become even a little tougher, toss in a global pandemic. It seems nearly impossible, but that is exactly what Wild Field Brewhouse in Atascadero accomplished in 2020. Wild Fields Brewhouse opened its doors for its grand opening in 2019, on Dec. 6, but it wasn’t long before they were forced to shut their doors and get very creative with their business plan. They have been forced to continually adapt to the ever-changing rules and regulations that have come with COVID-19 but have rolled with punches hoping to come out stronger on the other side. “February felt pretty promising. We felt pretty good, and then by Mar. 10, we saw our sales drastically fall,” Co-owner Jacque Fields said. “We closed on Mar. 16. Literally three months into being open. Then we moved strictly into beer, we tried having the kitchen open for two weeks, but it was just too hard with my husband and I doing all of it.” Faced with no ability to serve food and no end in sight, Wild Fields moved to curbside pick-up, creating fun deals and ways for residents to still get a hold of their fantastic beer. With their numbers dropping drastically, Jacque and Ryan Fields reached out to their landlord, the Madonna Group, who graciously offered their help in such a difficult time. In May, after a few months operating just on creative

You are trying not to trip over hundreds of camera wires and people because they are at every angle of you,” Ryan said.
tascadero residents will soon be hearing a lot about “Know Your Atascadero Zone!” The City’s highest priority, above all, is the safety of the community and its citizens. A vital part of emergency preparedness is having accurate and timely communication with community members. The City of Atascadero is very excited to introduce “Know Your Atascadero Zone” and Zonehaven, an online program that will provide rapid, accurate communication to residents that may be threatened by various types of emergencies or natural disasters, including wildland fire. We’ll begin by urging everyone to look up their property address to learn their zone and enroll in the alerts. These alerts will provide instant information about any emergencies that may occur within their neighborhood, along with detailed instructions on what steps they should take and how to safely avoid danger. To implement this new emergency information service, our community has been divided into zones based on geographical features, population, and evacuation needs. This information will be used to identify areas that might need to evacuate during an emergency. Additionally, traffic flow studies will help to ensure that any necessary evacuation traffic moves quickly and safely. Real-time information provided by this program will also allow emergency responders to make the best decisions quickly, enabling them to limit property damage and save lives. The City continually works towards ensuring our community’s safety, and we’re happy to implement our new “Know Your Atascadero Zone” program to help further that effort. Our goal is that every resident knows their property’s zone, signs up for the emergency alerts so that they’ll be prepared, has the information they need when it’s needed, and knows what actions they should take at the time of an emergency. beer sales, Wild Fields Brewhouse was once again allowed to open its doors for some indoor dining. Hearing the news, the owners sprang into action, hiring and training new staff but once again, the rug was pulled out from underneath them just a few weeks later. “We got to the end of May when they said we could reopen with some indoor dining,” Jacque said. “So, we rehired a team and got people back in place. A lot of our team members didn’t come back due to concerns with COVID or family members they had to take care of or those sorts of things.” For a few weeks, it seemed as operations might go back to as normal as can be during a pandemic but come July,

they were once again forced to close their doors and began searching for a new way to get business. “In July, we decided to focus strictly on distribution,” Jacque said. “It was always our Plan C, but it was forced to become Plan A. It is not the best financially, wholesaling your product, there isn’t a whole lot of money there, but it is something, and it keeps our brand alive.” Initially, Plan C was nothing more than a distant goal to reach sometime in the future after establishing themselves. Still, it has since become something of a life raft amid the tumultuous waters of the pandemic. CONTINUED ON PAGE A15

Libby Ryan ‘Just Baked’ Her Way to National Competition California Mid-State Fair Board are ‘Cautiously Optimistic’ By CAMILLE DEVAUL camille@atascaderonews.com PASO ROBLES — California Mid-State Fair (CMSF) board members are “cautiously optimistic” the show will go on for a 2021 fair. CMSF board members are developing two plans for this summer’s fair scheduled set for Jul. 21 - Aug. 1. Either way, the fair will be celebrating its 75th Anniversary. Tom Keffury, the CMSF spokesperson, explains the public’s safety is their top priority. Plan A for CMSF is to have a fair, with all California’s safety measures in place. However, Plan A can only happen if the county moves into the yellow tier. If San Luis Obispo County makes it to the Yellow Tier with enough time, the fair will go on with safety protocols in place. Ryan had no idea that after filming last February, her life and business would change dramatically due to COVID-19 By CAMILLE DEVAUL camille@atascaderonews.com PASO ROBLES — Local baker, Libby Ryan, competed on Food Network’s Chopped Sweets which aired this past week. Ryan, Just Baked Cake Studio and Bakery owner, competed on the show’s ‘Bejeweled and Bedazzled’ episode and took home second place! Chopped Sweets is hosted by Scott Conant, an American celebrity chef, restaurateur, and frequent host and judge of many Food Network competition shows. During Chopped Sweets, Conant challenges four pastry chefs to create desserts using random ingredients with an extremely tight time limit. Chefs competed in three rounds showcasing a different technique in each one: candied, baked, and frosted. After each round of competition, one pastry chef is eliminated from the competition. The last chef standing gets to claim the $10,000 prize! About three years ago, Ryan was on another Food Network competition to make Cat Cora and Nichole Ehrlich’s wedding cake. Cora made history in 2005 by becoming the first woman Iron Chef. While Ryan did not win the competition to make Cora’s wedding cake, she was hired to cater Cora’s rehearsal dinner. Food Network invited Ryan back to compete on another Food Network show. After several Zoom interviews, Ryan was asked to compete on

Templeton Unified School District Discusses Budget Challenges and Potential Reopening By MELISSA MATTSON TEMPLETON — The Templeton Unified School District (TUSD) held their regularly scheduled meeting on Feb. 11, beginning with a closed session with nothing to report before opening it up to the public. The Zoom meeting had more than 50 participants at its peak, the majority of whom appeared to be parents intent on getting plans from the Board on when their kids could return to in-person school in light of the COVID-19 restrictions. Templeton parent, Michelle Dowell, spoke, thanking the Board and the teachers for the efforts made thus far to get kids back to school, “it’s an accomplishment, and more than many districts have been able to do throughout the state.” She then requested an emergency Board meeting to address the possibility of returning to in-person instruction based on the new tier measuring metrics that Penny Borenstein, the Public Health Director, brought up the day before. The COVID-19 county tier system works based on three metrics, wherein the county is placed based on the poorest ranking metric. However, if the other two metrics measure two tiers better, the county will be able to move one level. For San Luis Obispo county, the case rate currently measures in the purple tier, but both the test positivity rate and health equity metric have measured in the orange tier for one week. If this holds for a second week, the county could move up one level into the red tier, and following the move, schools need only wait five days before they will be able to open. According to Aaron Asplund, TUSD Superintendent, the middle and high school would be prepared to open on Mar. 1, if the county is successful in moving to the red tier on Feb. 17. The school would enter into a hybrid state of in-person and remote learning, similar to Templeton Elementary School, which is already open in a hybrid format. The other matter of business before the Board was the issue of the change of budget certification from Positive to Qualified. According to the California Education Code, schools are required to submit financial reports showing ability to continue paying obligations for not only the current year but two subsequent years. Ability to meet the financial obligations of all three years would result in a Positive Certification, whereas inability to meet one of the three is considered Qualified Certification, and inability to meet the current year’s financial obligation would be a Negative Certification. “I don’t think there’s a problem with our system or bargaining, or admin, or kids; it’s a reality of where life is in 2021 and what we’re dealing with. I know other districts are facing the same issues.” Explained Nelson Yamagata, a TUSD Board Member. Superintendent Asplund continued, explaining that funding for the school, which is based partly on enrollment, is feeling the effect of a modest but incremental decrease in the past years, which has increased due to the COVID-19 pandemic. One of the requirements facing the Board in this Qualified Certification is the need to move their budget approval process forward by one month in order to meet the county deadline for submission. As a result of this, the Board voted to move their March meeting forward from Mar. 11 to Mar. 9, which essentially would give HR more time to process any terminations that may need to occur in order to reduce the budget constraints. The next meeting of TUSD will be on Feb. 25 at 6:15 p.m. and the link can be found on the district website at tusd-ca.schoolloop.com

Greyhounds, Eagles Meet For First Run After A Year of No High School Sports By HAYLEY MATTSON ATASCADERO — Last week on Feb. 12, after a year without youth sports, Atascadero High School cross country coach Roger Warnes’ voice rang out once again on the track of Atascadero High School (AHS). This event was the first audience-attended high school sporting event in San Luis Obispo County since March of 2020, when the first shelterat-home order was put into place due to the pandemic. With only family members and some media allowed to attend, it was a welcome sight after a challenging year for all who were there. The Templeton High School (THS) Eagles traveled to meet the AHS Greyhounds for a cross country meet, and the
voices of coaches, students, school staff, and fans filled the air as the student-athletes cheered each other on around the Memorial Field of AHS campus for a 2.4-mile run. Coming in at 15.29 AHS Greyhounds’, Anna Archibald and Faith Rocha finished the girls 2.4 race, with THS Eagle Maddie Bobbitt finishing third at 16.00. Followed by Greyhounds’ Kelsie Rigby at 16.39, Quinn Dubrul 16.48, Bella Otter 16.59, and Amelie Lovo at 17.00. Eagle Hannah MacFarlane came in at 17.15, Greyhounds’ Chelsea Stilts 17.44, and Anna Lilly 18.25. Eagles Ashlyn Estes 18.41, Mariana Perez 18.44, and Greyhound Carmen Harrison at 22.40. The boys’ cross country race had 23 runners in the 2.4-mile run. Templeton

Eagle Josh Bell came in first at 12.16, which was 1.05 faster than second-place Greyhound Tyson Rigby finishing at 13.21. Coming in third at 13.41 was Greyhound Kyle Shatwell followed by fellow Greyhounds’ Kyle Sanchez at 14.09, Karl Walrod at 14.13, Owen Fang 14.25, Nathan Cooks,
14.28, and Dane Hardy coming in eighth at 14.32. Even though a limited number of patrons were allowed to attend, it was a step in a positive direction welcomed with open arms as our county looks forward to more events to come.

TEMPLETON — On Friday, Feb. 12, Templeton parents and students rallied on Main Street to get their students back in school. Roughly 45 community members showed up to show their support for schools re-opening. One parent of a Templeton High School senior, Sheree Sagely, said, “We’re just really trying to mainly let the school board know, and California know that we need to get the kids back in school.” With San Luis Obispo County on the verge of moving into the Red Tier, parents say they have yet to hear of a plan to get secondary students back to in-person or hybrid learning. “We feel like it’s lingering, and no one has a plan. Every time they give us a date, it just moves on to another date because of something else, and we feel that our kids are suffering,” said Sagely. Parents want a plan to get students back to campus as
soon as a week after the county enters Red Tier. There is a concern that students who play sports won’t have a chance to earn scholarships or be recruited. Parents are also concerned for all students regarding their social skills and mental health. Templeton parents are planning to let the school board hear their voices. They feel it is time a plan is made, and there is a lack of effort from the district to get students back on campus. “We need to know that you guys are fighting for our kids. Whether it’s just showing effort or calling every single senior that’s in our school system right now in Templeton and just saying listen, we want to know that you’re okay’,” said Sagely. “We’re going to keep the pressure on.” On Thursday, Feb. 11, the TUSD School Board of Trustees met and planned on scheduling a special session to discuss the re-opening. According to Sagely, this will not be the last rally to open the schools. Parents plan to keep pushing and fighting for their students.

Four Templeton Junior Girls are Nominated for Girls State STAFF REPORT TEMPLETON — Templeton High School has selected four Junior class women as nominations for the 78th Session of the American Legion Auxiliary California Girls State. The Girls State program is designed to be a week-long, life-changing experience where they can develop their leadership skills, learn about state and local government processes, and discuss important issues with peers from all over the state. The girls will participate in a virtual conference to be held Monday, Jun. 28, to Saturday, Jul. 3 where they will compete against
each other in interviews until a final girl is chosen. The four nominations from Templeton High School are Helia Bushong, Vivi Jensen, Ashlyn Janzen, and Maddie Bobbitt, each of whom has shown leadership in sports, student government, and the community. “I admired every girl that had been nominated this year and last, so seeing my name next to theirs was definitely a shocker,” stated Vivi Jensen. Templeton CSD Approves Release of 25 Water Units for Sale By MELISSA MATTSON TEMPLETON — The Templeton Community Services District (TCSD) met for their regularly scheduled meeting on Tuesday, Feb. 16, for closed session beginning at 6:15 p.m. and open session beginning at 7 p.m. With nothing to report on closed session, the meeting went into the update from Sheriff and CHP, who both reported on the number of incidents locally, and specifically in Templeton. The Sheriff ’s office noted that the numbers were down this year by about seven percent, from 1675 to 1563. The bulk of the meeting was spent discussing the 25 available water units that are ready to be released. A presentation from Tina Mayer, District Engineer, touched on the Water Code Section 2.2.6 Water Allocation System. Director Pam Jardini, well versed in the process of project applications in the county, noted that the verbiage in the Water Code of a “County Accepted Application” within 120 days was an unrealistic expectation, with applications sometimes taking upwards of a full year to be completed and considered “accepted.”
After discussion and opening up for public comment on the issue, the board returned to a short closed session with legal counsel to take the water policy interpretation offline. Upon returning, General Manager Jeff Briltz summed up the break, “Because of the ambiguity and how county defines an accepted application, we think the board should make a minor change to the term to state that should be a beginning of the process and not complete.” As the first two names on the water waitlist do not require a new county application, it was put to motion to proceed with the release of the current 25 water units and to also clean up the water code verbiage for future water units that become available. The motion passed 5-0.
The next item was the COVID19 status update from General Manager Briltz, who brought up “Clutter to Cash,” an organized garage sale event where they promote the local sales in hopes that items will be repurposed rather than end up in a landfill. The Board approved the event, deeming that as an outdoor event, COVID-19 restrictions need not apply. The next item the Board discussed was the potential Consulting Agreement with Wallace Group. The purpose of this agreement was to put in place more education for local businesses around wastewater and the treatment facility in hopes to reduce the strain on the wastewater treatment facility that it was faced in the fall and early winter in years past.

Camino Scholars is a site-based learning program and the first site of its kind in Templeton that supports educational growth and enrichment for low-income families at Rolling Hills Apartments, a People’s Self-Help Housing property. In its first month, the onsite learning center already has 15 resident children paired with mentor-educators. Reports show that math and literacy scores are rising, and parents now have access to resources for their children. “What we experienced last year was a community coming together, fueled by an intrinsic desire to take care of each other,” says Becky Gray, Executive Director of Must! SLO County Regional Airport One of the First in California to Achieve GBAC STAR™ Accreditation STAFF REPORT SAN LUIS OBISPO — The San Luis Obispo County Regional Airport (SBP) announced it earned the GBAC STAR™ Facility Accreditation through Global Biorisk Advisory Council, a Division of ISSA. GBAC STAR™ was developed by the worldwide cleaning industry association ISSA and is the cleaning industry’s only outbreak prevention, response, and recovery accreditation for facilities. In order to achieve the GBAC STAR™ accreditation, SBP demonstrated compliance with 20 different health and safety elements, which range from standard operating procedures and risk assessment strategies to personal protective equipment and emergency preparedness and response measures. Staff trainings, technical assessments, and implementation plans
also played a large role in the accreditation. “While the plans and procedures for cleaning, disinfection, and infectious disease prevention are important, they are only one component of an overall strategy to keep airports operational, safe, and secure,” stated the Global Biorisk Advisory Council. “Individual elements of these plans are insufficient to deal with the challenges posited by the current pandemic. Caltrans Seeks Public Input On Draft Active Transportation Plan STAFF REPORT CENTRAL COAST — Caltrans District 5 is looking for public input on its draft Active Transportation Plan. The Plan will identify locations where bicycle and pedestrian improvements might be needed on the state highway system. The public can play a key role in establishing the community priorities for Plan implementation by participating in this review. The draft Plan review began on Feb. 8 and is available for comment on the District 5 catplan.org website through Mar. 9. Clean Up, and Road Assessment Continue on Highway 1 at Rat Creek STAFF REPORT MONTEREY COUNTY — Clean up, and road repairs continue on large stretches of Highway 1 on the Big Sur coast as assessment continues at Rat Creek, where a 150-foot section of road washed out on Jan. 28 after the severe storm passed through last month. Work continues to unplug numerous culverts north and south of Rat Creek, overwhelmed by debris flow from the recent rainstorm. Significantly, all the culverts have been located and their inlets exposed. Additional debris removal from the inlet areas and removal of mud and debris from inside the pipes continues. Caltrans maintenance forces continue to work in the highway’s open sections, clearing ditches and debris. Crews continue to work in support of emergency contractors inside the closed sections of the highway with guardrail repairs and restoring drainage facilities. Southern Closure Scheduled to Move North The closure of Highway 1 south of Rat Creek is currently in place just north of Pacific Valley at PM 16. Given current
progress on debris removal and road repairs, it is anticipated that this southern closure will move north on Monday, Feb. 22, and relocate to the Big Creek Vista Point at PM 27.3, where a turnaround is being constructed. Northern Closure in Place A turnaround has been put into service two miles north of Rat Creek, just north of the Lime Creek Bridge at PM 32.1. This turnaround will serve as the landmark limit for public travel south on Highway 1 while repairs are being made at Rat Creek. In the upcoming weeks, the turnaround will be improved with permanent surfacing and enhanced striping. Work to restore impacted drainage systems on Highway 1 north of Lime Creek will continue using standard traffic control as necessary. Assessment Continues at Rat Creek Crews continue working at Rat Creek seven days a week as part of the ongoing assessment phase. Geotechnical and engineering crews continue to gather data and inspect areas in the proximity of the washout and the surrounding canyon. To date, no design alternative has been selected.
Given the complexity of the repair, there is at present no timeline for when this decision will be made. Excavators have mobilized on-site to remove woody debris and mud from the canyon. Such work is required no matter the design alternative selected. Caltrans reminds motorists to move over and slow down when driving through highway work zones. Shandon Roadside Rest Area Closure Next Week STAFF REPORT SHANDON — The Shandon Roadside Rest Area on Highway 46 East will undergo a major Wastewater System Improvement Project beginning Tuesday, Feb. 16. As a result of this important project, the Shandon Rest Area and the electric vehicle charging station will be closed for the next few months from Tuesday, Feb. 16, until the summer. The Shandon Safety Roadside Rest Area (SRRA) project will include upgrades to the existing advanced treatment wastewater disposal system and the installation of a cloud-based resource
monitoring system. The contractor for this $1.1 million project is TSI Engineering of North Highlands, CA. The planned Gaviota Safety Roadside Rest Area Project on US 101 in Santa Barbara County will replace the wastewater disposal system, the water storage tank, the pump house and install a cloudbased resource monitoring system. It will also include a new maintenance storage area and crew room on the southbound side. Both the northbound and the southbound SRRAs are anticipated to be closed from March to November. The estimated cost for this project is $4.7 million.
The planned Camp Roberts Safety Roadside Rest Area project on US 101 in Monterey County will replace the wastewater disposal system, install a cloudbased resource monitoring system, construct a maintenance storage area and crew room on the northbound side. Both the northbound and the southbound SRRAs, including the electric vehicle
charging stations, are anticipated to be closed from May to March 2022. The estimated cost for this project is $5.6 million. These projects will upgrade all wastewater systems to meet current health and safety codes, will decrease maintenance repairs, and conserve and protect environmental resources. Construction Now Underway for Atascadero Mall Plaza STAFF REPORT ATASCADERO — Construction for the new Atascadero Mall Plaza is now underway and progressing quickly. Last week, a groundbreaking ceremony was conducted by the City Council to celebrate the construction progress. The Atascadero Mall Plaza is a new public space between US 101 and El Camino Real across from Sunken Gardens. The plaza is planned to be an important facility serving various functions in Downtown. In addition to hosting special events, the plaza will enhance the corridor that provides access to students of Atascadero High School, Atascadero Middle School, the Fine Arts Academy, and many local residents. The plaza is also providing synergy with the adjacent La Plaza Develop-
ment project, which is also under construction and nearing completion. The 15,000 square foot plaza project will be constructed with concrete and brick pavers and includes landscaping, large trees, irrigation, lighting, stormwater facilities, and a large pergola shade structure. The custom pergola structure will be constructed of structural steel with plan dimensions of 30 feet by 66 feet and 14 feet tall. The pergola structure and large deciduous trees will provide a shaded area during the warmer summer months in Atascadero. The project is funded from Parkland Facilities Fees, which are collected from new development impact fees that are to be used for new park spaces and facilities. Construction is expected to be completed by early to mid-April and dependent on weather conditions. Cuesta College Performing Arts Center Now Providing COVID-19 Vaccines BY CAMILLE DEVAUL SAN LUIS OBISPO — On Feb. 11, the San Luis Obispo County Health Department hosted a vaccination site tour at Cuesta College Performing Arts Center in San Luis Obispo (SLO). That day the site issued 900 vaccines, which was the highest number of people to receive vaccines in SLO County in one day, from one site. U.S. Congressman Salud Carbajal joined in on a vaccination site tour the same day. “I think this is a great example of how the SLO community has come together to make sure that we are effectively getting out the number of vaccines that are available,” said Carbajal. The Cuesta College site, located at the Cultural and Performing Arts Center off Highway 101 in San Luis Obispo, is now offering first and second doses of the COVID-19 vaccine. The Cuesta College site is currently the only vaccine center in SLO County to offer both the Pfizer and Moderna vaccines. According to the County Public Health Department spokesperson Michelle Shoresman, the county has set its goal to issue 1,000 vaccines a day, per site eventually. Of course, the amount of appointments available depends on the number of doses given to the county each week. Receiving a steady supply of doses has been a challenge across the state. “The biggest challenge is two-fold. One is getting enough personnel to be able to get the vaccines out--the biggest issue is the
amount of vaccine and the supply that is not yet available at the rate that it’s needed,” said Carbajal. It was noted by Stan Atchison, task force leader, that no vaccines have been wasted. If there are doses leftover from canceled appointments, they are offered to eligible personnel on call. According to Atchison, there have been no proven adverse reactions from the vaccine at the Cuesta College location to date. Emergency services were called three times for reactions that turned out to be anxiety-related, not from the vaccine. Patients go through several checkpoints to ensure they are eligible for the vaccine. Someone will be deemed ineligible if they are either not in the age bracket being served or have had a separate vaccine, i.e., flu shot, in the last 14 days, according to Atchison. Couple Phil and Colleen Mesel, Arroyo Grande residents, both received their first dose of the Pfizer vaccine on Feb. 11. “I’m just glad to see our county catch up with other countries--we do feel fortunate to be able to get it,” said Phil. Colleen noted the process went smoothly, “I thought it was fine, the line moved fast--everybody is very professional and right on top of checking how you’re doing.” On Feb. 12, SLO County Health Department issued a document with “Top COVID19 Vaccine Myths.” It should be noted that you are not immediately protected against the COVID-19 virus once vaccinated. The Health Department clarified this

myth by stating: “Fiction: You are immediately protected against COVID-19 once vaccinated. Fact: You can still get the virus several weeks after getting vaccinated. SLO County Remains in Purple Tier, High Test Positivity Rate STAFF REPORT SAN LUIS OBISPO — It was announced on Tuesday, Feb. 16, that San Luis Obispo County will not be moving forward to the Red Tier this week. According to the County Health Department, the county’s COVID19 case rate continues to decline; however, the test positivity rate has increased among more vulnerable groups, which is the reason the county cannot move forward.
Over the three-day holiday weekend, COVID-19 case counts came in at 311 for a total of 821 active cases, 18,150 recovered, and 210 deaths since March 2020. There are currently 26 patients with COVID in the hospital and 8 in the ICU. SLO County continues to improve testing among the more vulnerable communities here but requests that the community stays diligent to continue to slow the spread. The California Department of Public Health
(CDPH) released the most recent statistics on COVID-19 statistics, including updated data and tiers for reducing COVID-19 in the state under the Blueprint for a Safer Economy. One county, Plumas, moved to a less restrictive tier, from Purple (widespread) to Red (substantial). Fifty-two counties remain in Purple (widespread), with SLO County being one of them. SLO County Health Officials Address Vaccine Misinformation STAFF REPORT SAN LUIS OBISPO — With the recent release of two COVID-19 vaccines, San Luis Obispo County Health officials warn that misinformation is spreading online. County officials remind the community to look to trusted, credible sources for accurate information. “With so many people searching for answers, it is easy for misinformation to spread quickly,” said Dr. Penny Borenstein, County Health Officer. “I encourage anyone looking for answers on vaccines to note where that information is coming from, and always check credible sources first. While the Internet is a useful tool for researching health-related issues, it does not replace a discussion with a public health or healthcare professional.” Top 6 COVID-19 Myths: Fiction: There are leftover vaccines at the end of the day, and you can walk up to get one. Fact: Leftover doses will not be administered to people who show up without an appointment at the end of the day expecting vaccine. Near the end of the day, County-run vaccine clinics may find that they have several extra doses of vaccine due to no-show appointments or because there were remaining doses from opened vials. While this rarely happens, there is a process to ensure that vaccines are not wasted. To avoid waste, we quickly and efficiently administer any excess doses at the end of the day to clinic staff, available first responders, or emergency workers, or transfer those doses to another vaccine location awaiting additional doses. In either case, walkins at the end of the day will not be vaccinated. Fiction: If you make an appointment and are not eligible, you will still get the vaccine. ‘Recall Gavin Newsom’ Campaign Reaches More Than 1.5 Million Signatures STAFF REPORT LOS ANGELES — The official Recall Campaign against Governor Gavin Newsom has now gathered more than 1,509,000 signatures. According to reports, it was announced this last weekend, but campaign officials urge caution as the movement continues to grow. “We have reached another milestone; however, we are not done collecting signatures. We have four more weeks of hard work and heavy lifting ahead to make sure that our campaign to recall California Governor is accomplished,” said Orrin Heatlie, the Chairman of The California Patriot Coalition, Recall Gavin 2020 Committee. “The heart and soul of our all grassroots
movement is our tens of thousands of active volunteers who need to be saluted; however, we can’t pop a champagne cork just yet; our work continues,” said Randy Economy, Senior Advisor and Official Spokesman of the California Patriot Coalition – Recall Gavin Newsom 2020 Committee. “We cannot let up, we want to gather a total of 2 million valid signatures to cross the real finish line, but we are thrilled to have crossed this plateau,” said Mike Netter, Co Proponent of RecallGavin2020. The local recall effort in San Luis Obispo County reports they have received 20,873 signatures, 13,889 have been submitted to the county, and 11,818 have already been verified by the Secretary of State. they have 12 percent to go, which equals 15,151 more signatures. Recall supporters say that Newsom has failed Californians due to unaffordable housing, record homelessness, rising crime, failing schools, independent contractors out of work, exploding pension debt, and mishandling of the state’s response to the coronavirus pandemic. A recall election would present voters with two questions. The first would ask whether Newsom should be recalled from the office of governor. The second would ask who should replace Newsom if he is recalled. A majority vote is required on the first question for the governor to be recalled. The candidate with the most votes on the second question would win the election; no majority required.

Newsom Introduces a Roadmap to Reopening Schools STAFF REPORT SACRAMENTO — Governor Gavin Newsom announced last week that the state has launched the Safe Schools for All Plan’s interactive Safe Schools Reopening Map, an online tool providing a statewide snapshot of the status of school reopenings across California. The map supports local communities in making datadriven decisions to open classrooms and safely ensure public transparency. Today’s announcement builds on the additional transparency, accountability and assistance measures incorporated in the Safe Schools for All Plan. “As COVID-19 conditions continue to improve and vaccinations ramp up throughout the state, this map will provide local communities with accessible, up-to-date information on how districts in their communities and beyond are adapting to the pandemic, including safety planning and implementation” said Governor Newsom. “This map is one of many resources we have made available that will help school staff and families make informed decisions as we safely reopen our schools.” Safe Schools Reopening Map The interactive map was developed in partnership with county offices of education and the California Collaborative for Educational Excellence. The map will display data from all school types – including school districts and charter and private schools – indicating status on reopening, safety planning, and COVID-19 supports. The Safe Schools Reopening Map will help clarify the planning and implementation of safe reopening. The California Department of Public Health will be adding other key data to the map, including outbreaks reported in each school district and whether the school has partnered with the Valencia Branch Lab for COVID-19 testing. To provide up-todate information, schools will input their data every two weeks. Additional data – including student enrollment data – will be collected and displayed publicly, subject to legislative approval. Since unveiling the Safe Schools for All Plan, the state has launched the Safe Schools for All Hub to serve as a one-stop-shop for information about safe in-person instruction. The Governor’s 2021-22 State Budget proposes historic levels of funding for schools – nearly $90 billion, including $3.8 billion above the Prop 98 minimum – which builds on existing state and federal funds to support schools in responding to the pandemic. She and Jack continued their relentless crusade of building rather than buying. Projects eventually included a puppet theater, a playhouse, a two-story spaceship, a treehouse, and children’s furniture, among many other projects. When her children moved away to college, Jody began to explore her love of sports when she and Jack began volunteering on weekends as track and field officials at meets throughout Southern California. By 1990 with all five of her children out of the house and Jack retired, the couple moved to Ojai, CA. There Jody began to do volunteer work in her new community as a clerk at the local charity thrift shop (naturally). A calling that brought her much joy. Jody also continued her artistic interests by taking art classes and creating her own illustrations and greeting cards. In her last years, Jody moved to Paso Robles to be closer to her eldest daughter Jessica. Jody passed away with her children by her side. Jody is survived by her five children: Jessica of Paso Robles, CA, Susan of Phoenix, AZ, John of San Gregorio, CA, Ridgely of Cambria, CA, and Peter of Reseda, CA, and one grandson Will. She was preceded in death by her brother Jack, her sister Pat, and her loving and devoted husband Jack in 2013. A memorial is planned for October 2021.

Skeletal Remains Found at House Under Construction,Presumed to be Native American STAFF REPORT ATASCADERO — On Tuesday, Feb. 9, the Atascadero Police Department (APD) received and responded to a call claiming to have found skeletal remains at a house that is currently under construction on Acacia Road. Upon arriving at the scene, APD found the site that had been dug up and immediately called in an anthropologist who claimed the remains most likely belonged to Native Americans but suspected no foul play. APD has since turned the case over to a private anthropologist and the
Coroner’s Division of San Luis Obispo County. At this time, there is no further information available. The Atascadero News will continue to monitor and provide updates on this story going forward. A press release from the City of Atascadero was released and is presented below: “On Feb. 9, 2021, the Atascadero Police Department responded to reports of skeletal remains found at a house under construction on Acacia Road. When APD arrived on the scene, they had found that the contractor had dug up what looked like human remains.
APD immediately called in an anthropologist who said they were likely Native American human remains. Since this discovery, APD turned the case over to the anthropologist and the Coroner’s Division of the San Luis Obispo County Sheriff ’s Office for further investigation. Based on the totality of the scene, along with items found with the remains, the incident does not appear to be foul play. If there are any questions or further information regarding these findings, please contact the Atascadero Police Department at (805)461-5051.”

ax season can be a period of new possibilities – especially when it comes down to what to do with your refund or, on the flip side, how to settle your bill. If you receive a refund So you worked diligently with your tax preparer to complete your return, only to discover some of the fruits of last year’s labor will be coming back to you as a refund. So, what can you do with your
bounty? Here are some possibilities: • Start fresh. Strengthen your finances by paying down a credit card or any other non-tax-advantaged debt. • Cultivate. Make some improvements to make your home more valuable, comfortable, or energy-efficient – or get ahead on the kids’ tuition. • Nourish. Invest in yourself (new gym membership or art classes) or someone else (donate to a charity or sponsor a family or individual in need). • Replant. Use that money to get a head start on this year’s contributions to your retirement account or bolster your emergency fund. • Plan. Some say a refund is just a loan you give the government interest-free. Should you reconsider your withholdings so that you come out even next year? If you end up owing If you end up owing taxes, you’ll need
to decide how to pay. However, before you write that check or cash in some of your invested assets, consider how those actions may impact you immediately and over the long run. For instance, liquidating assets in your investment portfolio to pay your taxes may generate new tax consequences and could impact your long-term investment strategy. And emptying your savings account may leave you vulnerable should another unplanned need for cash arise. Instead of using the assets working toward your long-term goals, consider liquidity and borrowing options based on the value of your assets or that offer rewards like cash back or redeemable points. That way, you can access the cash you need to pay your tax bill while keeping your assets where they belong – invested. Looking to reduce your tax bill next year? Georgia Brown Breeds Unique Students

ast month I was extremely disheartened to hear that Georgia Brown was recommended by the 7-11 committee to close the school for budget purposes. Mind you, I understand the school is falling apart. I understand that it needs a complete overhaul of which, according to the 7-11 Committee, “the $13.85 million currently allocated to Georgia Brown likely would not be sufficient to complete a renovation”. However, I hope the committee truly looks at the bigger picture of what surrounds that campus and how important it is for us to keep a school open in that vicinity. On an educational level, the dual immersion program at Georgia Brown breeds unique students that think differently and learn differently. With having to juggle two different languages, it boosts cognitive skills, which in turn boosts problem-solving skills. It provides
and in a world where the underserved need community support, is this the best decision to make? How do we resolve to save the district money and support a community that needs our support? What will transportation look like if/when the school is moved to the new Bauer Speck school? Will the school district make sure these kids have transportation to and from so they can attend PRYAF or go to the study library? Is renovation completely out of the picture? Is there another school that can be closed to make the amount of schools on the east and west sides more equitable? I bring these questions up because in reviewing the 7-11 Committee report, not once did it mention anything about how that community would be served when considering this decision. It addressed the Dual Immersion program (which will still remain but just moved to a different location), the age of the school, the condition it was in, and the budget it would take for renovation. But not once did it mention anything about how this closure would benefit the community around it. I remember the first time I set foot on that campus when I was turning in my daughter’s kindergarten application to attend the school back in 2006. I loved the feel of the cultural influence and the sound of everyone speaking Spanish. It brought back memories of my child-

enhanced communication skills wherein Kindergarten 50 percent of the kids come from Spanish only speaking homes and the other 50 percent from English only speaking homes, forcing them to express themselves differently for communication. It allows them to use language in realworld ways, and there is something to be said that Georgia Brown has produced the last three years of Valedictorians at PRHS. On a social level, GB serves the beautiful community that surrounds it by providing global and diversity enrichment. It unites cultures and provides relationships and unpretentious long-lasting friendships. It has a first 5 programs right next to it that is a feeder for GB. Although currently closed due to the pandemic, it also has a City Study Library, which provides a safe, supportive environment for students to get homework done. In addition, the Paso Robles Youth Arts Foundation (PRYAF) is nearby, which provides FREE enrichment of the arts so students can walk there after school to take dance, art, theater, and music lessons. Something that they may not have access to if it wasn’t right there in their neighborhood. Although I understand the fiscal reasons for recommending the closure of Georgia Brown, my bigger concern is for the community which surrounds it. In a world where inclusivity is on the rise

ommunications are enhanced when you do not belittle, ridicule, devaluate or insult others. Obviously, you should never call people names such as stupid, lazy, or anything else that can be perceived as demeaning or invalidating. Additionally, it is safe to say that a non-hostile or non-aggressive approach will be received more positively than communications that are perceived as threatening or demeaning. Communications are enhanced when one truly listens to others, with every fiber of your being. That means you are not judging or
attempting to control others by imposing your own values, goals, or priorities. But rather than you are attempting to put yourself in the other persons’ shoes, but truly attempting to understand where they are coming from. One valuable approach is to repeat back what the person is telling you and ask if you have understood them correctly. If not, persist until they agree that you have correctly interpreted their points of view. Another valuable approach, especially when the communications involve political opinions, is to identify whatever ideas or concepts that you share in common. What matters to both of you? What things can you agree on? And, of course, you can agree to disagree,
but being respectful of the opinions of others. When others are aggressive or insensitive when interacting with you, be sensitive that it may not be about you, but rather a result of whatever frustrations or anxieties they are experiencing. They may be feeling stressed or anxious for a variety of reasons. In this day and age of the coronavirus and economic uncertainty, it should not be a surprise to see a much higher level of discomfort and anxiety as the order of the day. Remember that the journey of life is different for everyone and easier for some than others. In other words, be sensitive to whatever challenges others may be experiencing.

In a world where each generation loses a part of the generation before, we were doing the opposite, and I know it warmed my parents’ hearts to know their grandchildren would be carrying on the Spanish Language along with the Spanish influences. Georgia Brown’s location had a lot to do with that. I hope that when this decision is finally made, significant thought is put into how this closure would benefit the community that surrounds Georgia Brown. After all, this change would likely make it difficult for those living there who need a school in their vicinity. I know the leaders of the school have the best interest of the children and will make decisions to have minimal impact on the school and the community around it. I just hope the Board of Trustees also put the best interest of the students in that neighborhood at the forefront and, if closure is necessary, that they put into place precautions to support them. As a community, we need to lift up the Georgia Brown neighborhood and let them know they are just as important as other parts of the community. URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ATASCADERO, CALIFORNIA AFFIRMING ORDERS OF THE STATE OF CALIFORNIA AND THE EMERGENCY SERVICES DIRECTOR AND PUBLIC HEALTH OFFICER OF THE COUNTY OF SAN LUIS OBISPO AND THE CITY DIRECTOR OF EMERGENCY SERVICES RELATED TO THE COVID-19 STATE AND LOCAL EMERGENCY AND EXPRESSLY AFFIRMING SUCH ACTIONS AND ORDERS AS APPLICABLE AND ENFORCEABLE WITHIN CITY JURISDICTION WHEREAS, the federal Centers for Disease Control and Prevention (“CDC”) has confirmed thousands of cases of individuals who have severe respiratory illness caused by a novel coronavirus, called COVID-19, as well as deaths caused by this illness; and WHEREAS, the World Health Organization declared COVID-19 a pandemic, and the CDC announced that community spread of COVID-19 is likely to occur in the United States; and WHEREAS, the President of the United States has declared a State of National Emergency and, on March 4, 2020, the Governor of the State of California has proclaimed a State of Emergency for the State of California and issued Executive Orders and direction regarding measures to mitigate the spread of cases of COVID-19 within the State of California; and WHEREAS, the increase of reported cases and deaths associated with COVID-19 also prompted the County of San Luis Obispo to proclaim a local public health emergency on March 13, 2020; and WHEREAS, Section 4-4.07 of the Atascadero Municipal Code and the Emergency Service Act (Gov. Code §§ 8550 et seq.) empower the Director of Emergency Services (City Manager) to proclaim a local emergency when the City is affected by extreme peril to the safety of persons and property within the territorial limits of the city caused by such conditions as an epidemic, and on March 14, 2020 the Director issued a proclamation declaring a Local Emergency due to COVID-19; and WHEREAS, on March 17, 2020, the City Council adopted Resolution 2020-005 declaring the existence of a local emergency with the City due to COVID 19; and WHEREAS, since the emergency due to COVID-19 began, there have been multiple Orders issued by Governor Newsom and the State Department of Public Health and the County of San Luis Obispo Health Officer and by the City’s Director of Emergency Services (collectively “Orders”) which have imposed requirements due to COVID-19 including restrictions on both businesses and individuals and the likelihood based on the issuance of past Orders is that there will be further Orders issued in the future; and WHEREAS, on June 11, 2019 the City appointed the San Luis Obispo County Health Officer as the City Health Officer and further consented to the enforcement of laws relating to the public health by the San Luis Obispo County Health Officer within the City of Atascadero (Resolution No. 2019-038); and WHEREAS, Health & Safety Code Sections 101029 and 120155 authorize the City’s
peace officers to enforce orders of the State and County Public Health Officers issued for the purpose of preventing the spread of any contagious, infectious, or communicable disease and Government Code Section 41601 further authorizes the City’s Chief of Police to enforce local health orders to prevent the spread of disease; and WHEREAS, the COVID-19 pandemic continues to spread rapidly worldwide and in the U.S., continuing to present an immediate and significant risk to public health and safety, and resulting in serious illness or death to vulnerable populations, including the elderly and those with underlying health conditions; and WHEREAS, heightened levels of public health and safety planning and preparedness have been necessitated in preparation for and response to confirmed cases of COVID-19 in the County of San Luis Obispo, and rapid response not lending itself to otherwise applicable notice and approval timelines has been and will be necessary to respond to the rapidly evolving pandemic and to mitigate against the spread of COVID-19 and its resulting public health and safety impacts; and WHEREAS, in the absence of such actions, County wide health services may become overwhelmed and unable to keep up with medical demand for care and availability of hospital or care facility capacity. NOW THEREFORE, THE CITY COUNCIL OF THE CITY ATASCADERO HEREBY ORDAINS AS FOLLOWS: SECTION 1. All recitals set forth above, and all recitals included in support of Federal, State and County and City Orders are adopted as though fully set forth herein as findings in support of this Urgency Ordinance; and SECTION 2. A local emergency continues to exist throughout the City, and the City has been undertaking, and will continue through cessation of this emergency to undertake, necessary measures and incur necessary costs, which are directly related to the prevention of the spread of the COVID-19 Virus and are taken in furtherance of: the Governor’s Proclamation of a State of Emergency on March 4, 2020; the President of the United States’ Declaration of a National Emergency on March 13, 2020; the City Council Resolution 2020-005 declaring the existence of a local emergency with the City due to COVID 19; and Orders issued by the County Emergency Services Director and the County Public Health Director and the City Director of Emergency Services. SECTION 3. During the existence of said local emergency, the powers, functions, and duties of the Emergency Services Director and the Emergency Organization of this City shall be those prescribed by state law, ordinances, and resolutions of this City and by the Atascadero Emergency Operations Plan, notwithstanding otherwise applicable procedures, timelines or methods of action and the Emergency Services Director is expressly authorized to take any and all actions in furtherance of emergency powers to address the local emergency. SECTION 4. Orders of Governor Newsom and the State Department of Public Health and the San Luis Obispo County Emergency Services
Director, County Public Health Officer and the City Director of Emergency Services (hereafter “Orders”) currently in effect or as subsequently amended , and any Orders which may be issued in the future, are hereby expressly acknowledged and declared to be enforceable within the City of Atascadero and violations of Atascadero Municipal Code (AMC) Section 1-3.02.1 as if directly enacted by the City Council or as otherwise allowed by law. SECTION 5. The Emergency Services Director and Administrative Services Director or their designees are hereby directed and authorized to pursue recovery from all available State and Federal agencies for reimbursement for COVID-19 related City costs and expenses from and after the Determination that a Public Health Emergency Exists since January 27, 2020. SECTION 6. This ordinance shall remain in effect until it is repealed by the City Council by ordinance. SECTION 7. Severability. If any section, subsection, sentence, clause, phrase or word of this ordinance is found to be unconstitutional or otherwise invalid by any court of competent jurisdiction, such decision shall not affect the remaining provisions of this Urgency Ordinance. SECTION 8. Urgency Declaration; Effective Date. The City Council finds and declares that the adoption and implementation of this ordinance is necessary for the immediate preservation and protection of the public peace, health and safety as detailed above and as the City and public would suffer potentially irreversible displacement of commercial and residential tenants resulting from evictions and foreclosure for failure to pay rent during the COVID-19 crisis. During this local emergency, and in the interest of protecting the public health and preventing transmission of COVID-19, it is essential to avoid unnecessary housing displacement, to protect the City’s affordable housing stock, and to prevent housed individuals from falling into homelessness, especially given state and county directives to stay at home. Promoting stability amongst commercial tenancies is also conducive to public health, allowing businesses to follow the advice and directives of public health officials to close and allowing employees to avoid public contact during times of a public health crisis without fear of imminent eviction or foreclosure. Loss of income as a result of COVID-19 may inhibit City residents and businesses from fulfilling their financial obligations, including payment of rent and mortgages. Enforcement of State and County State at Home Orders, as stated in the Public Health Officer orders incorporated herein by reference, is further necessary to protect the spread of COVID-19. Under Government Code Section 8634 and PRMC Chapter 2.64, this ordinance is necessary to provide for the protection of life and property for the reasons set out herein. The Council therefore finds and determines that the immediate preservation of the public peace, health and safety, and protection of life and property, require that this Ordinance be enacted as an urgency ordinance pursuant to Government Code section 36937 and take effect immediately upon adoption by four-fifths of the City Council. y good friend, Maureen Marquis, sent me an email last week with instructions for hugging after the pandemic is behind us. She knows that hugging is one of the things I really miss. If you were raised in a family of “huggers,” it is hard to greet your friends on a computer screen! The email included adorable pictures of adults and children shown hugging animals. In some cases, it was the other way around.

The Hugging Instructions read: Hugging is healthy. It helps the body’s immune system. It cures depression. It reduces stress. It’s rejuvenating.
It has no unpleasant side effects. It is all-natural; it contains no chemicals, artificial ingredients, no pesticides, and no preservatives! Hugging is practically perfect. There are no parts to break down, no monthly payments, non-taxable, non-polluting, and of course...it is fully returnable! I do believe that, whether you are into hugging or not, human contact is vital to your health, both mental and physical. As my good friend Dyann Shepard put it, “hugging is essential to our human well-being.” So, hug on, dear friends, hug on! I hope you were able to celebrate Valentine’s Day and Presidents’ Day in a way befitting the occasions. I spent some time baking, nothing too exciting, just simple stuff. I found an old recipe for using cake mixes to make cookies and went for it. It was fun to be creative with something so easy to do. Here’s the recipe in case you have one of those days when you want to just create a cookie. These are cookie-bars and are, of course, cakelike and can easily crumble. But who doesn’t like to spoon-up the crumbles? Cookie Bars with Cake Mix Ingredients: • 1 (15.25 oz) box yellow or chocolate cake mix • 2 eggs
• ½ cup ( 1 stick) butter, melted • 2 cups M and Ms or chopped chocolate candies, or chocolate and/or white chocolate chips • Powdered sugar for sprinkling Directions: 1. Heat oven to 350 degrees. Line a 9 X 13-inch pan with aluminum foil and coat with cooking spray. In a large bowl, combine cake mix, eggs, and melted butter. Stir in choice of chocolate. Bake 15-20 minutes until lightly golden at edges. Check with a toothpick if needed. Remove from oven and allow to cool completely before cutting into bars. When cool, sprinkle with powdered sugar using a fine-mesh strainer and cut into squares. 2. Note: Be creative by adding chopped nuts like walnuts or pecans to the batter. Serve a cookie bar topped with cherry pie filling. Make a glaze with 3 ounces of white chocolate, coarsely chopped, and 1 tablespoon shortening—mix chocolate and shortening in a small heavy saucepan. Heat on low until melted, constantly stirring—drizzle hot glaze over the cookie bars. 3. For a chocolate glaze, combine 1 package (12 ounces) semisweet chocolate chips with ¼ cup plus 2 tablespoons butter and heat on low until chips are melted. Stir constantly until shiny and smooth. Glaze will
be thick, so immediately drizzle over bars. Sprinkle a few chopped nuts on top of the glaze. Just have fun! Let the kids in on this. Let them frost the bars with store-bought frosting and top with sprinkles according to the holiday. Remember that St. Patrick’s Day will be here in March, so get out the green sprinkles! Here’s another easy recipe for Buttermilk Ranch Dressing to serve with crisp Romaine and sliced celery. Buttermilk Ranch Dressing Ingredients: • ¼ cup buttermilk • 2 tablespoons mayonnaise • 2 teaspoons red wine vinegar • 1 small garlic clove, minced • ½ teaspoon garlic powder • ½ teaspoon kosher salt • A small handful of minced fresh chives Directions: In a large bowl, whisk together the buttermilk, mayonnaise, vinegar, minced garlic, garlic powder, salt, and chives. Refrigerate until ready to serve. Serve over a salad made of torn leaves of Romaine and sliced celery. Sprinkle with coarsely ground black pepper. Enjoy the weekend. Cheers! One of my FFA projects was raising rabbits, and one day I accidentally left the latch to the “feedlot” open, and overnight all 50 of the fryers jumped out. Without prompting, Cindy found every one of them, picked them up in her soft mouth, and brought them to me without a scratch on them. Like me, Cindy loved all the

A wise person once said, “We measure our lives by the dogs we’ve owned.” That’s the only drawback with dogs is that their lives are far too short. When our last dog died, my wife said she didn’t want another because it hurt too much to lose them. But I’ve been pushing lately to get another one. The other day my wife casually mentioned that her glasses weren’t strong enough and that perhaps she was going blind. Seeing an opportunity, I asked, “Does this mean we get another dog?” If so, I’m hoping for one just like Cindy. Human Trafficking Task Force
Where We’ve Been and Where We Are Going By SAN LUIS OBISPO COUNTER HUMAN TRAFFICKING TASK FORCE BOARD

wo months into 2021, we have been repeatedly reminded that human trafficking is a very real threat, and it does, in fact, take place here locally. January was human trafficking awareness month. Across the nation, statewide and locally, there were online summits, daily reminders on social media, and official proclamations made that human trafficking is a true danger to our society. Near the end of January, the latest installment of Operation Reclaim and Rebuild took place. Operation Reclaim and Rebuild is a statewide proactive multi-agency operation launched by California law enforcement investigators to recover trafficking victims and arrest traffickers. This year’s effort netted hundreds of arrests, and most importantly, the recovery and rescue of human trafficking victims. This was the second large-scale operation that took place in California in the month of January. The first was Operation Lost Angels, which occurred early in January which was primarily geared towards recovering lost, missing, and exploited children. These events took place in the month of January, which symbolically demonstrates law enforcement’s recognition of the reality of human trafficking and their dedication to fighting this epidemic. These operations have proven to be worthwhile ventures and well worth the time and effort that goes into the planning and execution of these large-scale investigations. The San Luis Obispo Counter Human Trafficking Team participated in both proactive operations as well as other public outreach opportunities recently, which demonstrates the commitment to the cause by the Sheriff ’s Office, District Attorney’s Office, and other partner agencies. If there was ever a question of whether human trafficking is here in San Luis Obispo County, it was confirmed early on in 2021. On the first day of participation in Operation Reclaim and Rebuild 2021, the Counter Human Trafficking Team located and recovered a missing 15-year-old from out of state that was being trafficked and sexually exploited here on the Central Coast. This should serve as a bleak reminder that happens here. Trafficked victims are here, and our fellow citizens are paying for sex. However, it should serve as an encouragement that there is a team of dedicated detectives, prosecutors, and victim advocates that believe in the cause and are addressing the problem head-on. As we reflect back, 2020, in short, was the year that the San Luis Obispo County Counter Human Trafficking Team became fully operational. The core team, which is comprised of one District Attorney Investigator, one Sheriff ’s Detective, and one Sheriff ’s Sergeant, is assigned to the Sheriff ’s Special Operations Unit. When “fully operational”, the Counter Human Trafficking team incorporates law enforcement partners from the FBI, the California Highway Patrol, the San Luis Obispo County Probation Department, and others. A key partner in providing support since the inception of the Counter Human Trafficking has been the non-profit DeliverFund who’s primary goal has been to equip, train, and advise law enforcement on targeting, identifying, and apprehend traffickers while rescuing and restoring victims. Other critical partners in this fight have neighboring partners from the Santa Barbara and Ventura County Human Trafficking Task Forces. In terms of statistics and results, 2020 was a successful venture for the Counter Human Trafficking Team. Despite the challenges that the COVID-19 pandemic posed, there were still several proactive and reactive investigations and operations that were conducted by the Counter Human Trafficking Team. In total, 27 total investigative operations were executed. These operations included but

were not limited to operations that sought high-value targets, meaning likely trafficked victims, pimp targeted operations, prostitution enforcement, massage parlor enforcement, and “john” or sex purchaser operations. Two investigations had out-of-state links. In general, the Counter Human Trafficking tried to take a holistic approach to the issue of human trafficking. This approach results from the belief that human trafficking is best described as a supply and demand problem. As such, the Counter Human Trafficking Team has made an effort to stem the tide of trafficking in San Luis Obispo County by targeting potential traffickers, rescuing victims, and investigating the demand side of the equation – the local sex purchasers. As a result, in 2020, the Counter Human Trafficking Team investigated five human trafficking cases, and to date have filed thirteen prostitution cases, twenty-one cases against sex purchasers, and conducted multiple other investigations into crimes ranging from child pornography, various forms of internet exploitation, and other crimes related to human trafficking such as pimping and pandering. The Counter Human Trafficking has also referred three cases to be reviewed for potential federal charging. To sum up, what the Counter Human Trafficking Team strives for, it is to rescue victims and target traffickers, holding them accountable for their actions. This is why the teams’ mission statement and primary goal is to “Disrupt human trafficking networks and create instability in the sexual exploitation market by leveraging assets, resources, and relationships”. To this end, the Counter Human Trafficking Team has placed an emphasis on becoming trained to recognize the signs of exploitation, worked hard to develop sound investigative and tactical procedures to identify and locate potential victims, and established solid professional working relationships statewide and across the country. This sort of networking and collaboration has proven critical in numerous investigations. It has provided an ability for agencies outside of San Luis Obispo County to have a direct contact to an investigative team here locally should an out-of-county investigation have potential leads into San Luis Obispo County. So, where do we go from here? The Counter Human Trafficking Team is moving into 2021 with a full head of steam, participating in three proactive operations to date. The most recent operation being Operation Reclaim and Rebuild 2021, as stated. This year the Counter Human Trafficking Team will continue to provide training to law enforcement personnel, the hospitality industry, and the community as opportunities present themselves. A primary goal for 2021 is to finalize and implement a curriculum of “Roll Call” training aimed at training patrol-level law enforcement personnel on current human trafficking trends. In this way, our local first responders will be equipped with relevant and up-to-date information on what human trafficking looks like and how to properly address it. Continued proactive investigation into human trafficking and exploitation issues on the Central Coast will continue, and collaborative efforts with law enforcement partners are expected to continue and expand. The Counter Human Trafficking Team looks to build off the lessons and successes of the past year and continue to take the fight against traffickers and exploiters that make their way into San Luis Obispo County. The Counter Human Trafficking Team strives to make San Luis Obispo County an undesirable location for traffickers to operate in. To that end, investigators will continue to take the fight directly to the problem and utilize every resource possible to rescue victims and hold their traffickers accountable. The Counter Human Trafficking Team believes that the future is bright for this noble and necessary endeavor on the Central Coast. a less than two percent test positivity rate. SLO County is currently in the Purple Tier and would have to pass the Red and Orange Tier before reaching Yellow. Staff at CMSF have been looking at large-scale open venues like Disney World for methods of operating a COVID safe event with carnival and food vendors. Food, carnival, and shopping vendors have already been contacted by CMSF staff. According to Keffury, vendors are almost unanimously in support of the fair. Staff is discussing possibilities of small-scale, socially distanced, and safe music events instead of concerts. “We have to do it safely, it is our priority, but if we can do that and we are allowed to do it, we want to do it because we feel there is a demand from the public and from our vendors who want to do it,” said Keffury. If SLO County does not make it to the Yellow Tier in time, the fair will move forward with Plan B. CMSF Plan B will look a lot like last year, with virtual livestock shows, sales, and shopping experiences. “If we can’t, we absolutely are committed to supporting our youth AG kids and 4-H, FFA, and junior livestock program, so we will absolutely have a virtual show and sale again if we are forced to do it that way we will because we’re not going to leave the kids high and dry,” said Keffury. As for having another drive-in experience, Keffury said it depends on sponsorships and other variables. The annual Mid-State Fair accounts for 90 percent of Paso Robles Event Center’s revenue. Not having the 2020 fair meant millions of dollars of revenue lost for the event center and Paso Robles businesses, according to Keffury. If the fair cannot operate as planned, Keffury says, “It’ll be devastating. It might be devastating beyond repair.” While the event center has received numerous donations and some income from the county who is renting two buildings on the property for COVID vaccines and testing, the revenue will not sustain the event center in the long run. “People want to get back and do it, they know they have to do it safely, they want to do it safely-- we all feel strongly the general public is ready to get back if it can be done safely,” said Keffury. The 75th Annual California Mid-State Fair is scheduled for Jul. 21 - Aug. 1.
For round one, Ryan used the required ingredients honeydew melon, giant ring candy, silver leaf, and mosaic jello mold to create churros with a gelatin mold chantilly and pistachio brittle! “The judges were amazing but really tough,” said Ryan, but she moved on through the competition with many praises from the judges. After the first round, host Conant asked Ryan why she wanted to become a pastry chef. Ryan went on to share her story. For Ryan’s son’s ninth birthday, he wanted a skateboard cake. Ryan explained as a single mother working in retail; she couldn’t afford such a cake from a bakery. So Ryan made the cake herself, learning from YouTube. Ryan then posted a photo of her son’s cake on Facebook, and before she knew it, Ryan had opened her bakery, Just Baked Cake Studio, and Bakery! “That gives me the chills. That is amazing,” said Conant. Ryan went head to head with pastry chef Monica Glass for the final round. The two were challenged to create a dessert using ingredients, including a sapphire cake, candied necklace, edible glitter, and mamey fruit. Chefs were meant to showcase their frosting skills during this round. Ryan created a semi-naked, mamey-sapphire cake by repurposing the sapphire cake to create miniature cakes for the judges with Swiss and American mamey butter-

the new emergency evacuation program for Atascadero. As part of this “Atascadero Know Your Zone” campaign, residents are urged to register their address to learn their zone. Atascadero residents can go to atascadero.org/fire, click on “Atascadero Know Your Zone” which will take you to the website. Click on the red bar that says “Find your Zone Now,” and you will see an interactive map with twenty-six evacuation zones displayed for our City. When the residence or business address is entered, the designated zone for that address will be displayed, and from there, residents can subscribe to alerts. Residents should record their zone number and review their zone details before the next emergency. This will help keep everyone better informed and will quickly map the best path to safety if it should be needed.

Immediately Wild Fields began looking into canning and distribution. For the past several months, Ryan has been making weekly trips as far south as Orange County and as far north as the Bay Area distributing their delicious craft beers. However, breaking into the craft beer market is no small task, especially when acquiring refrigerated shelf space. “Plan A was to make great beer and have some tasty pub food to go with it that was affordable and accessible for folks,” Jacque said. “We make our own beer, my husband has been doing that for 14 years, and I have been working in craft beer for 15 years; it’s what we know and what we love. We also bring in guest ciders and wines and nonalcoholic craft beer, and local craft soda. We wanted it to be a space that everyone felt welcome.” Plan A was to sell their beer over the bar
“The safety of the community is our number one priority, and this program, “Atascadero Know Your Zone,” will help in that effort,” said Mayor Heather Moreno. “This emergency evacuation program evolved out of our annual Strategic Planning Session two years ago, and we are excited to now see it come to fruition.” “Our goal is for every resident to know their property’s zone, sign up for emergency alerts, have the information they need when it’s needed, and know what actions they should take at the time of an emergency,” said Chief Casey Bryson. This new emergency evacuation program divides the community into zones based on geographical features, population, and evacuation needs. This information will be used to identify areas that might need to be evacuated during an emergency. Additionally, traffic flow studies will help to ensure that in the event of a necessary evacuation,

Unfortunately, Ryan did not win the competition but is proud of herself for how far she has come. “I was really proud of myself to be with these three classically trained pastry chefs, and I just didn’t want to go home first,” said Ryan. Ryan had no idea that once she returned home after filming last February that her life and business would change dramatically due to COVID-19. Like many small businesses, Just Baked Cake Studio and Bakery received a significant hit from wedding cancellations. Ryan had 126 weddings moved from 2020 to 2021. And now, in just the last month, she has seen 27 weddings cancel or reschedule to 2022. All Ryan’s weddings from January thru March have been canceled. Weddings booked for November have even started to change their plans. “Having them start to cancel this year is really hurting,” Ryan shared. Like everyone else, Ryan had to make some tough decisions and decided to closed her bakery in Santa Margarita during the first two-week lockdown. When she realized the lockdown and COVID weren’t going anywhere anytime soon, Ryan and her staff got creative. “We had to pivot. We started doing deliveries, and since everyone had their kids at home, we were doing DIY cake kits, DIY cookie kits to stay busy and we were surprisingly busy that entire time
and what we found was everyone was still celebrating their birthday. Whether it was smaller, drive-by, or whatever they were still celebrating.” On Aug. 1, 2020, Ryan opened her second location of Just Baked in the Paso Market Walk on Spring Street. “With our opening at the Market Walk, it’s been great. We were very well received within the community, but there are so many other restaurants in there that were not getting the foot traffic that we were anticipating because nobody’s coming in to eat because they can’t eat inside. That’s been very frustrating for us,” said Ryan. Ryan also mentioned that when indoor seating is an option, business picks up for everyone located in the Market Walk. But when indoor dining is prohibited, everyone suffers. Due to shutdowns and not enough foot traffic, Ryan decided to close her Santa Margarita location for retail. Ryan still has two part-time staff making cookie dough at the site to be baked at their Paso Robles location. To make up for the loss of wedding revenue, which accounts for one-third of her business, Ryan and her team of 11 employees are taking as many custom orders as they can. Ryan and her team of bakers have been working hard regardless of how many times they have to pivot with restrictions and changes. For the second year in a row, Just Baked received Best Bakery and Best Cake in North County for the Best of North SLO County 2021 polls! Despite all of the 2020 woes, being able

Challenge them to try new things and find out what flavors resonate most with the community they have become a part of. When the state reopened outdoor dining, Wild Fields Brewhouse again adapted to the quickly changing landscape and hired a new chef and new team, and added 5,000 additional square feet by moving every table and chair available into the parking lot. Expanding into the parking lot came with its own set of challenges. A little known fact about Wildfields Brewhouse is that their tabletops are made of 102-yearold cedar from the tree that used to sit in the Sunken Garden. This meant an additional two hours of set up and tear down each night for their employees. After some time, Wild Fields Brewhouse pulled the plug on their outdoor dining but contin-
ued to serve meals for pick-up in a family-style capacity. Wild Fields Brewhouse is continuing to sell their beer, waiting for their moment to open their doors to the friendly faces of North County residents. With implementing “Plan C,” Wild Fields beer can now be purchased all over the county and throughout California. However, the best place to buy is and always will be from the brewers themselves.
