ATASCADERO — Atascadero City Council held their regularly scheduled meeting on Tuesday, May 25 at 5 p.m. for closed session and 6 p.m. for open session. The meeting started with approval of the consent calendar, which passed 5-0, followed by an update from the City Manager, Rachelle Rickard. The City of Atascadero is starting its youth sports and camp programs, just in time for summer and after a year hiatus due to COVID restrictions. Basketball registration is open for Kindergarten to 8th grade, as well as baseball, softball, and T-ball. The Memorial Day ceremony will be held at the Faces of Freedom Veteran’s Memorial on Monday, May 31 at noon, with no BBQ event to follow. The city-wide yard sale is set for Jun. 5 from 8 a.m. to 2 p.m., and the deadline for signing up is May 29. Lastly, the SB438 bill passed the Senate floor on a unanimous vote and is headed to assembly. This bill would allow Atascadero to be repaid roughly 1.4 million dollars from the redevelopment agency if it passes, and Rickard wanted to be sure to extend thanks to Senator Laird and his team for all their work on this. Public comment heard from Josh Cross, CEO of the Atascadero Chamber of Commerce, who wanted to highlight two events that are coming soon. n May 20, friends, family, community members, and fellow law enforcement officers gathered to honor fallen San Luis Obispo Police Department, Detective Luca Benedetti. Almost 2,000 people gathered at the Cal Poly Performing Arts Center in San Luis Obispo for the memorial service. Det. Benedetti (37) was killed in the line of duty on May 10 while serving a search warrant. Rick Comstock, Atascadero Police Department (APD) chaplain, opened the service with a prayer. Newly appointed SLOPD Police Chief Rick Scott said, “Luca was an example of the best we have to offer. He was courageous.

ATASCADERO — One of Atascadero’s oldest family traditions is coming back this summer as Mr. Putters Putt Putt has officially taken over as the new stewards of the Atascadero Watercraft concierge at the Atascadero Lake. Starting on Memorial Day Weekend, families will once again be able to venture out into the calm, murky waters on power generated from their own elbow grease. The new boathouse will be named “Mr. Putters Pedal Boats” and will not only provide access to the water but other fun activities also. While the boathouse is expected to hold its grand opening until the Saturday of Memorial Weekend, those that are dying

to get out on the water can do so on the weekends before the grand opening. “We are already operating in a soft opening on Friday’s, Saturday’s, and Sunday’s,” Co-Owner Grayson Dole told The Atascadero News. “Each one of those days, people can come out from about 10 a.m., and the last boat goes out at 5 p.m. Then it is $10 for each person that is over 16 and $5 for anyone that is under 16. Children under four are free.” As of now, the boats will have no time limit restrictions as the owners of Mr. Putters want to encourage a family atmosphere and continue to embrace the quirky, goofy, fun side that is present inside every family. In March, the City of Atascadero announced that they were looking for a single firm as the sole recreational service provider at the paddleboat location

Paso Robles Softball: The Lady Bearcats lost two key games this week at the hands of the Greyhounds but still have a shot at the Mountain League title if they can sweep the first place Templeton Eagles this weekend. PRHS is 18-4 overall and 9-3 in league this season. Baseball: Following the Bearcats' first series loss of the season, the boys bounced back with a series sweep over the Righetti Warriors. Paso Robles outscored the Warriors 28-10 on the three games and will finish the regular season in an exciting matchup with Templeton this weekend. The Bearcats are 18-5 this season. Boys' Basketball: The Bearcats bounced back after their loss to the Greyhounds last Tuesday with backto-back victories (69-45, 63-45) over Templeton on Thursday and Friday. Paso Robles has a huge game against the Greyhounds Tuesday night that will decide who wears the crown in the Ocean League. Boys' Soccer: The boys' soccer program finished
Baseball: The Templeton boys have reeled off five straight victories after bludgeoning the Righetti Warriors in their series last week. The Eagles outscored the Warriors 26-5 over the three games. Templeton will now play their final series of the regular season this week against Paso Robles, deciding second place in the Ocean League. Softball: The Templeton Eagles softball team played their most challenging opponent of the season last week in Arroyo Grande and lost their first series of the year. Templeton lost the first two games of the series before winning the final one in AG 5-1. All three games were incredibly thrilling, with Wednesdays requiring extra innings. Templeton is 15-3 overall and looking to secure a Mountain League title this weekend against Paso Robles. Boys' Basketball: The Templeton boys' basketball team lost both games in their two-game series against the Bearcats last week. Templeton will finish out their regular season this week with games against Santa Maria and Pioneer Valley. Boys' Soccer: The boys' soccer team finished the season 9-1-2 overall and second in the Ocean League. Templeton earned the no. 2 seed in the CIF-CS
Division 3 playoff bracket and hosted Selma on Monday but lost a heartbreaker in overtime 2-1. Girls' Soccer: The girls' soccer team finished the regular season 6-4-2 and entered the CIF-CS Division 3 playoffs as a no. 7 seed. Templeton opened up the playoffs with a massive 9-2 win over Reedly in the first round and then beat Golden West (the no. 2 seed) 2-1 on Friday. This Wednesday, the girls will play in the CIF semi-final against Nipomo, who has already beaten them twice this season. Swimming: Templeton's Brianna Griffiths broke three records at the Ocean League finals; one on her own and two in relays. Griffiths set a new league record in the 100-foot Breaststroke with a time of 1:09.82, a CIF automatic qualifying time, and helped the 400 freestyle relay and 200 medley relay earn CIF consideration times as well. Track & Field: Several Templeton Eagle track and field athletes had big days at the Ocean League championships on Friday. Freshmen phenom Josh Bell continued his fantastic 2021 sports season, taking first in both the 1600-meter (4.49.16) and 3200meter (9.57.21), junior Maddie Bobbitt also won the 3200 on the girls' side (12.17.41). Junior Hayden Swift finished first in the 100m with a time of 11.73.

Pritchard posted a 13.40 in the 100m and 27.72 in the 200m and jumped 16'04 in the long jump. Bearcats Stand Between Templeton and Mountain League Crown By CONNOR ALLEN
NORTH COUNTY — This unique, COVID-19 condensed, spring season of softball has been dominated by three teams this year, two of which are in the North County. The Templeton Eagles are currently in first place in the Mountain League with a record of 10-2, 15-3 overall, and in second place in the Paso Robles Bearcats at 9-3, 18-4 overall. However, the third team in the mix is the Arroyo Grande Eagles (16-3, 9-3), who just handed Templeton their first two losses of the season last week. With just one week to go in the season, there are different scenarios where each of the three teams could end up with the crown as the Eagles and the Bearcats will face off three times to end the season with the first game in Templeton Wednesday night and a doubleheader to follow on Saturday in Paso Robles. While the top two teams battle it out against each other, Arroyo Grande will be finishing their season against a one-win San Luis Obispo Tigers team. If Templeton sweeps the Bearcats this weekend, they would finish the season 13-2 and in sole possession of the Mountain League title. If Templeton takes two of three from the Bearcats, then they will, in all likelihood, be tied with Arroyo Grande at 12-3. If the Bearcats take two from the Templeton, Arroyo Grande will hold the title, and if Paso Robles sweeps, they would be in a tie with Arroyo Grande. All of these scenarios are assuming an AG sweep over SLO. This year has been a special one for the Templeton Eagles, who have only lost three games the entire year while playing in a league

While the Eagles have long been one of the top softball teams in the county, they are also one of the smallest schools but decided to make the leap and challenge themselves against the bigger schools and might prove to be the best. Templeton is currently ranked no. 14 in the Central Section but no. 3 in Division 3, a Division that many of the girls on the team are familiar with and have the bling to show it after winning a CIF title in 2019. While many in Templeton absolutely want to hang a Mountain League banner to go with their collection of Ocean League titles, the real goal for the Eagles is a good seed in the D3 playoffs and another shot at a CIF title. The Eagles have been a juggernaut all season and have steamrolled through a majority of their schedule. Templeton has been led by a strong core and standout pitcher Charlotte Forniss who has kept hitters off-balance all season while the defense behind cleans up anything she might have left over the plate. Over their 18 total games this season, the girls have five shutout victories and ten games where their opponent scored two points or less. Offensively, the Eagles are the second team in the Mountain League in runs (trailing the Bearcats) with 172 on the entire season while only allowing 55. In just league games alone, the Eagles are the top-scoring team with 123 goals, 21 more than the second-place Bearcats. The two teams will begin the series Wednesday with one game at 5:30 p.m. at Vineyard Elementary School in Templeton. The final two games will be played in Paso Robles on Saturday, May 29, the first at 11 a.m. and the second at 2 p.m.

ATASCADERO — The Atascadero Lakeside Wine Festival Committee, in partnership with the Atascadero Chamber of Commerce, is rolling out a new passport program for the Atascadero Lakeside Wine Festival. The new program begins on Saturday, Jun. 26, and continues through Dec. 31, so users have plenty of time to make full use of their passport. Participants will enjoy complimentary tastings at fifteen or more wineries, five breweries, and two distilleries. They will also receive complimentary corkage fees at participating restaurants and various discounts around town. A portion of the proceeds will be donated to support the Atascadero Charles Paddock Zoo. Passports can currently be purchased for $65 with an early bird special by visiting the Atascadero Chamber’s website through Jun. 18. Beginning Jun. 19, passports will be sold for $75 and will continue to be available throughout the remainder of the year. Passports have an estimated value of over $350. Once purchased, participants can pick up their passport from the Atascadero Chamber of Commerce (located at 6907 El Camino Real, Ste. A in Atascadero) or have it mailed. ATASCADERO — The Atascadero Greyhound boys’ soccer completed one of, if not the best, season in school history this spring by finishing the season with ten straight wins as the undefeated Ocean League Champions at 10-0-2. Following their historic run, the boys entered the CIF Central Section Division 2 playoffs as a No. 4 overall seed and had a bye in the first round of the playoffs. Thursday, AHS hosted no. 5 seed Redwood in their second-round matchup but ran out of magic falling 4-0. Due to the unique spring season with the COVID19 pandemic and the fact that the Central Section has fewer teams than the Southern Section, the top five seeds in the Division 2 playoffs all earned first-round byes, meaning Thursday’s game was also Redwood’s first of the postseason. The Rangers got on the board early and kept the pressure on the Hounds, who, at times, seemed to be spending too much time trying to plead with the officials rather than get back on defense. The first goal, which happened in the eighth minute, came via a corner
kick that looked to all in orange as a clear offsides call. A lone Ranger stood in front of the keeper, appearing that no one was keeping him onsides. However, there was no whistle from the official, and the Hounds were down 1-0 early. Throughout their perfect regular season, the Hounds had played in all types of games and have faced far greater deficits than 1-0. After the initial shock of the early goal, the Hounds got back into their offense and generated their best look of the half about ten minutes later. Senior midfielder Martin Anguiano hit a perfect pass to a sprinting Julio Lopez, who headed it over a charging goalie into the net. Still, it would not count as the officials accused the Hounds of being offsides. The emotional swing seemed to have given the Rangers the small crease they needed; a few minutes later, Redwood’s Ernesto Pacheco buried a shot in the bottom of the net from outside the 18-yard box, and the Hounds were down 2-0. Atascadero’s striker Ryan Maclean would also get a few opportunities, but never any looks quite good enough to finish as Redwood played strong defense in the final third all evening. The Rangers would add one more goal in the first half, off a gargantuan throw-in that landed in the six-yard box and was promptly deposited into the back of the net.

While the magical season is finally over for the Hounds, there might be another on the horizon. This season the Greyhounds had an experienced team but not necessarily an old team. Atascadero will graduate five seniors, including two of their top goal scores in Martin Anguiano and Ryan Maclean, the two combined for 23 goals, but will return the central nucleus of their team and their best distributor in Lopez. This season the AHS seniors accounted for 28 total goals while all others combined for 19. However, the younger boys were specialists in setting up their teammates and will look for their opportunities next year.

The Central Coast Veterans Memorial Museum will re-open on Memorial Day, Monday, May 31, from 10 a.m. to 3 p.m. Guests at the Museum will see artifacts that commemorate the mili-
tary history of the United States and the sacrifices of those who served our country. There is special emphasis on the stories of veterans from the Central Coast. There will also be screenings of documentary films. The Museum has partnered with American Legion, Post 66, which will hold its annual Memorial Day program from 11 a.m. to 12 p.m. The Legion is sponsoring an air fly-over, historic military vehicles, and a bounce house for kids. After the memorial service, the Legion will provide hot dogs and hamburgers. PASO ROBLES — Good news for Paso Robles residents, the Pioneer Day Festivities will be back this year! The Paso Robles Pioneer Day Committee has confirmed there will be a Pioneer Day Parade, Royalty, Bean Feed, and more. However, what all these events will look like is still being discussed. The Committee has been working with the City to determine what large events will look like after Jun. 15 due to COVID-19 restrictions lifting.
According to the State of California, the State will fully reopen its economy on Jun. 15 if the following two requirements are met: • If vaccine supply is sufficient for Californians 16 years and older who wish to be inoculated; and • If hospitalization rates are stable and low Therefore, we will not know more details on the events until after Jun. 15. Dates for the Pioneer Royalty Dinner, Kick-Off Party, and more will be finalized and announced in the coming week. On Tuesday, May 18, the committee announced that they are now taking applications for "Belle" attendees for this year's event. Belles must meet the following criteria:
1. 17-19 years old 2. Living and attending high school in Northern SLO County 3. Who will be a senior graduating in the class of 2022 4. Representing a local Pioneer Family that came to the area between the 1880s and 1930s.

PASO ROBLES — Over the weekend of May 22, Paso Robles Police Department (PRPD) arrested two men in separate incidents that involved firearms and narcotics. A third incident involved the California Highway Patrol (CHP) and ended in a stand-off after a high-speed chase. Jose Jimenez (20, Paso Robles) was arrested on Sunday, May 23, shortly after 11 a.m., at the Presidio Apartment Complex, located at 3200 Spring Street. On Saturday, May 22, Paso Robles Police Department (PRPD) officers and detectives investigated an altercation that occurred in the 3100 block of Park St. Jimenez was identified as a suspect and believed to have pulled a gun on another individual while threatening to shoot him. Jimenez is also suspected of throwing a hammer through the sunroof of the victim’s car. PRPD has reason to believe the incident is gang-related. After PRPD detectives received a warrant for Jimenez's residence, he was arrested without incident on various charges stemming from the altercation. While serving the search warrant at Jimenez's residence, officers located an

Rocc Collins (29, Paso Robles) was booked into the county jail on Saturday, May 22, for multiple charges stemming from drug possession and a loaded handgun. On Saturday night, patrol officers received a call of a possible DUI driver swerving and nearly causing collisions. Officers located the vehicle and conducted a traffic stop, identifying the driver as Collins. Collins fled on foot during the field sobriety tests, jumping and disappearing into a large 10 x 20 bush. After Collins refused to come out of the bush, officers called for the K9 unit. Collins then gave up once he heard the K9 barking.
During a probable cause search of the vehicle, officers located a loaded 9mm handgun, methamphetamines, fentanyl, cannabis, and Xanax. Collins was then booked into the county jail. The final incident began in Paso Robles but subsequently ended with a stand-off and eventual death of the suspect in Kings County. On Sunday, May 23, at approximately 7 p.m., California Highway Patrol (CHP) officers tried stopping a speeding vehicle in Paso Robles. CHP then requested assistance from the Kings County Sheriff 's Office after initiating a pursuit with the speeding vehicle. The vehicle pursuit terminated in the area of State Route 33 and Devils Den Road in southwestern Kings County. The suspect then confronted the CHP Officers while wearing a tactical vest and
armed with a firearm. Negotiations began between CHP officers and the suspect to get him to surrender. At approximately 7:30 p.m., Kings County Sheriff ’s Office SWAT and Crisis Resolution Teams (CRT) were requested and responded to the scene. For the next ten hours, SWAT and CRT negotiated with the suspect. At about 7 a.m., the suspect confronted and engaged the SWAT team by firing at least one round in their direction. Law enforcement personnel returned fire. The suspect was pronounced deceased at the scene. There is no further information available at this time regarding this incident. The Kings County Sheriff 's Office is investigating it in cooperation with CHP, Kings County District Attorneys Office, and the Hanford Police Department.

Biden-Harris Administration Advances Offshore Wind in the Pacific Departments of the Interior, Defense, and the State of California agree to accelerate wind energy off central and northern coasts STAFF REPORT
WASHINGTON — Secretary of the Interior Deb Haaland, National Climate Advisor Gina McCarthy, Under Secretary of Defense for Policy Dr. Colin Kahl, and California Governor Gavin Newsom announced on May 25 an agreement to advance areas for offshore wind off the northern and central coasts of California. This significant milestone is part of the Biden-Harris administration’s goal to create thousands of jobs through the deployment of 30 gigawatts (GW) of offshore wind by 2030. These initial areas for offshore wind development could bring up to 4.6 GW of clean energy to the grid, enough to power 1.6 million homes. The Department of the Interior, in cooperation with the Department of Defense and the State of California, has identified an area (“the Morro Bay 399 Area”) that will support 3 gigawatts of offshore wind on roughly 399
square miles off California’s central coast region, northwest of Morro Bay. The Department of the Interior is also advancing the Humboldt Call Area as a potential Wind Energy Area (WEA), located off northern California. These identified areas will enable the build-out of a significant new domestic clean energy resource over the next decade or more. “I believe that a clean energy future is within our grasp in the United States, but it will take all of us and the best-available science to make it happen. Today’s announcement reflects months of active engagement and dedication between partners who are committed to advancing a clean energy future,” said Secretary of the Interior Deb Haaland. “The offshore wind industry has the potential to create tens of thousands of good-paying union jobs across the nation while combating the negative effects of climate change. Interior is proud to be part of an all-of-government approach toward the Biden-Harris administration’s ambitious renewable energy goals.” The announcement comes after years of collaboration between the Departments of the Interior and Defense to find areas offshore the central coast of California that are compatible with the Department of Defense’s training and testing operations.
The Bureau of Ocean Energy Management (BOEM) issued a Call for Information and Nominations for offshore wind on Oct. 19, 2018, for three areas off the central and northern coasts, including Humboldt and Morro Bay. The Department of Defense engages in significant testing, training, and operations off the coast of California that are essential to national security. The Department of the Interior acknowledges the critical nature of current and future military testing, training, and operations and acknowledges that ensuring the operational integrity thereof is a national security imperative. Interior’s Bureau of Ocean Energy Management will work with the Department of Defense to ensure long-term protection of military testing, training, and operations while pursuing new domestic clean energy resources. The Department of the Interior states that in addition to contributing to the goals of the Biden-Harris administration, this development of offshore wind can help California reach its goal of carbon-free energy by 2045, create good-paying, union jobs, and foster investments in coastal communities. Offshore wind resources are typically stronger and more consistent than landbased wind and are especially strong in the evening hours when solar production drops

SACRAMENTO — Assemblyman Jordan Cunningham (R-San Luis Obispo) released the following statement regarding the May 25 announcement from the Biden Administration that an area off the Morro Bay coastline would be opened for offshore wind development: “Today’s announcement is nothing less than a historic win for California and will further cement the Central Coast as the Clean Energy Capital of the United States. For several years, we have worked diligently with federal, local, and state partners to position the Central Coast as the future hub of the Pacific Coast offshore wind industry. With today’s announcement, our region has set itself up to reap the major benefits of offshore wind, high-paying jobs for local residents, millions in additional tax revenue for local cities and counties, and more locally-produced clean energy. I appreciate all the hard work our partners put in to get us to today, and cannot wait to see the construction process get started. Let’s get building!” The Central Coast offers two potential tie-in spots to get the power generated offshore onto the electric grid, one at Diablo Canyon Nuclear Power Plant and another at the Morro Bay Power Plant. Diablo Canyon, which generates nearly 10 percent of the state’s energy, is slated to close in 2025. Cunningham is also a joint author of AB 525,
which would require the California Public Utilities Commission, the California Energy Commission, and the California Independent Systems Operator to draft plans for the procurement of offshore wind power. On Apr. 21, the Offshore Winds bill passed its first committee. AB 525, which would formalize the state’s commitment to developing offshore wind projects in California, passed out of the Assembly Committee on Utilities and Energy without a no vote. Cunningham made a statement in April, “California needs to develop offshore wind projects if it is going to meet its ambitious climate goals – and the Central Coast has the most to gain if we’re able to formalize the state’s commitment to this emerging technology. With the imminent closure of Diablo Canyon, our region needs to identify ways to boost our local economy, create more high-paying jobs and expand our local tax base. Offshore wind would not only cement the Central Coast’s status as a net energy exporter, but it would also create thousands of local jobs and provide local government with tax revenue to fund critical public services.” Under current law, the state must procure 60 percent of its energy from renewable sources by 2030, with a goal of procuring 100 percent of its energy from renewable sources by 2045. The state currently procures 55 percent of its energy from non-carbon emitting sources. However, the state has no viable plan to reach its 60 percent mandate after Diablo Canyon Nuclear Power Plant goes offline in 2025. The development of offshore wind power will help the state meet its renewable energy goals and generate thousands of high-paying jobs across the state.

Banks Sentenced to 15 years to Life for Human Trafficking in San Luis Obispo STAFF REPORT
SAN LUIS OBISPO — San Luis Obispo District Attorney Dan Dow announced on Friday, May 21, that Lucion Lee Edwards Banks (DOB 03/29/83) of Sacramento has been sentenced to 15 years to life in state prison for human trafficking a 14-yearold female in San Luis Obispo County. On Mar. 15, a San Luis Obispo County jury found Banks (38) guilty of trafficking the 14-year-old survivor by use of force, fear, fraud, deceit, coercion, violence, duress, menace, or threat of unlawful injury. The conviction resulted from a run-of-the-mill traffic enforcement stop by San Luis Obispo City Police Officer Quenten Rouse, which quickly revealed evidence that Banks was involved in trafficking the young survivor for commercial sexual exploitation. The Honorable Judge Barry T. LaBarbera sentenced Banks to 15 years to life in state prison. Additionally, Banks is required to register as a sex offender for the remainder of his life. The young survivor, identified in court as Jane Doe, attended the sentencing hearing and provided a powerful description of how the crime has impacted her life, focusing on her commitment to a better future. “I am glad to say; I feel no more fear.
I am going to graduate high school. I am going to beauty school. And, also, I am going to have my own apartment,” Jane Doe told to the Court. “I feel like if the San Luis Obispo Police Department did not make that stop, that he would have kept hitting me and using me.” “This conviction and sentence is further proof of the importance of our anti-human trafficking task force and the sad reality that human trafficking of minors is happening here in San Luis Obispo County,” said District Attorney Dan Dow. “The District Attorney’s Office will continue to do everything within our power to prevent future children from being trafficked in our community and hold traffickers accountable for their crimes.” In addition to local law enforcement witnesses, an expert witness from the Alameda County District Attorney’s Office, Inspector Tim Bergquist, testified on the subject of human trafficking, explaining the dynamics and sub-culture of human trafficking to the jury. PASO ROBLES — The community is invited to the Backyard Jam on Jun. 2, a benefit for Paso Robles Youth Arts Center, a festive evening celebrating and supporting youth arts. Guests will enjoy live music from the Youth Arts students and alumni bands as they play live for the first time since COVID-19. In addition, the ticket includes great food from Roots on Railroad and beer at The Backyard on Thirteenth in downtown Paso Robles. The community will come together to raise funds for Paso Robles Youth Arts Center’s FREE Visual & Performing Arts Program, serving 400 students per quarter with 50, FREE classes per week in Art, Drama, Music, Dance and Creative Enrichment.

A memorial mass will be held at 11 a.m. Saturday, May 22 at San Miguel Mission Church with a burial service at San Miguel Cemetery.

arbara Harter Arnold was born in September of 1934 in San Luis Obispo, California, to Charles and Miriam Harter. Barbara graduated from Atascadero High School with the Class of 1952. She married John Arnold in 1953 and moved to Pozo, California, where she lived until her
death on May 18, 2021. Barbara is survived by her children Steve Arnold (Debbie), Bill Arnold (Bobbie), Susan Hunt (Fred), Karen Avina ( John), five grandchildren, Joey Arnold ( Jessica), Michelle Pascoe (Ryan), Justin Arnold (Cory), Evan Arnold, Alexandra Avina, and six great-grandchildren. She was preceded in death by her brother and sister-in-law Jerry and Carol Harter. Barbara was known as a local historian in the Pozo Valley and served for years as the Pozo librarian. A memorial service will be held at 11:00 on June 16 at the Spanish Oaks Ranch in Santa Margarita.

of Atascadero (hereafter referred to as “City Council”) does resolve as follows: WHEREAS, The City Council has by previous Resolution initiated proceedings for fiscal year 2021/2022 regarding the levy and collection of assessments for the Atascadero Landscaping and Lighting District No. 02 (Woodridge) (hereafter referred to as the “District”). Pursuant to the provisions of the Landscaping and Lighting Act of 1972, Part 2, Division 15 of the California Streets and Highways Code (commencing with section 22500) (hereafter referred to as the “Act”), assessments for the District shall be levied and collected by the County of San Luis Obispo for the City of Atascadero to pay the maintenance and services of the improvements and facilities related thereto; and WHEREAS, the proposed District assessments for fiscal year 2021/2022 are less than or equal to the maximum assessments previously approved in accordance with the requirements of the California Constitution, Article XIIID; and WHEREAS, there has now been presented to this City Council an Engineer’s Annual Levy Report (hereafter referred to as the “Engineer’s Report”), and said Engineer’s Report has been filed with the City Clerk in accordance with the Act; and WHEREAS, the City Council has examined and reviewed the Engineer’s Report as presented and is satisfied with the Report, each of the budget items and documents as set forth therein and is satisfied that the proposed assessments contained therein, have been spread in accordance with the benefits received from the improvements, operation, maintenance and services to be performed within the District, as set forth in said Report. NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Atascadero pursuant to Chapter 3, Section 22624 of the Act, as follows: SECTION 1. The above recitals are true and correct. The City Council hereby declares its intention to seek the annual levy and collection of assessments within the District pursuant to the Act, over and including the lands, lots and parcels within the District boundary. The City Council further declares its intention to levy and collect assessments on such land to pay the annual costs and expenses of the improvements and services described in Section 4 of this Resolution, for fiscal year 2021/2022. SECTION 3. The boundaries of the District are described in the Engineer’s Report and are consistent with the boundary established and described in the original formation documents, on file with the City Clerk, and incorporated herein by reference. The District is within the boundaries of the City of Atascadero, within the County of San Luis Obispo, State of California and includes the territory known as Woodridge and referred to as the “Atascadero Landscaping and Lighting District No. 02”. SECTION 4. The improvements within the District include the ongoing maintenance, operation and servicing of local landscaping and street lighting improvements established or installed in connection with development of properties within the District. These improvements generally include, but are not limited to the materials, equipment, utilities, labor, appurtenant facilities and expenses necessary for the ongoing maintenance and operation of public street lighting as well as landscaped parkways, medians, slopes, trails, park areas, drainage basins, open space areas and other designated easements or right-of-ways constructed and installed as part of the development plans and agreements approved for the development of each lot and parcel within the District. assessments for fiscal year 2021/2022, as outlined in the Engineer’s Report, do not exceed the maximum assessment approved by the property owners through a property owner balloting proceeding conducted in 2005. As such, the proposed assessments do not constitute an increased assessment and do not require additional property owner approval in accordance with the requirements of the California Constitution, Article XIIID. I think it was the great cowboy historian Andy Adams who said, "Any cowboy riding a stud-horse who buckled his spurs on the outside would have been shot at early sunrise." The only old photos I've seen of buckles being worn on the outside are ones of Buffalo Bill, who wore huge three-inch buckles on the outside of his thigh-high boots and some old Texas cowboys squatting on spurs around a campfire with their buckles on the outside. But keep in mind that Texas spurs always have been more practical and boots with the buckle on the outside are easier to unfasten. They're also less artistic, so the cowboys weren't hiding much. Lately, it seems like the old traditions are being discarded right and left, and with the proliferation of three-piece leathers, the buckles can be on top or on the outside of the spur leather. I notice a lot of rodeo cowboys wear such leathers, but I refuse to make them if asked. A Cub Scout could probably make them. Now that friend is at that stage in life where he knocks off work early, eats a dinner of Cheerios and prunes, and is in bed by 7:30. Last week I saw him at his branding, and I was shocked to see him wearing his leathers with the buckle on the outside and all my beautiful work hidden. I confronted him about it, and he said, "Just watch." He walked over to a tree stump, sat down, and snatched up one of those grabbing devices you use when you can't reach something. Then the wise-guy grabbed the loose end of the spur leather on the outside of his boot that he'd hooked on with Velcro®, pulled on the stick and the spur fell off his boot. I gasped, Velcro® spur leathers with the conchos and tooling on the inside! What is this world coming to? It's just one more sign that our country is going downhill head over heels. oday it’s more important than ever to cultivate and maintain human connections, especially as we slowly make our way out of the COVID era. Our mental and physical health depends on it. In fact, a recent Kaiser Family Foundation poll found that nearly half of Americans say the pandemic has negatively impacted their mental health. Another study found 75 percent of people say they feel more socially isolated, 67 percent feel higher stress, 57 percent feel great anxiety, and 53 percent feel more emotionally exhausted since the pandemic outbreak. COVID has taken its toll, and it’s time to reconnect. Connection in any form, via phone, zoom, or in person, fulfills a basic human need. In fact, the best predictor of our health and happiness is the quality of our relationships. Here are just a few of the benefits:

A strong social support system is essential to help us through tough times, whether you’ve had a stressful week, a recent loss, or just trying to grapple with the Covid pandemic and trying to reconnect with your loved ones. Lack of social support makes us feel lonely and isolated. We are essentially social creatures. Our ancestors hunted and traveled in social groups for a reason. Those separated from the tribe didn’t survive. But what does strong social support mean? And how can it be developed and nurtured? Sidney Cobb, a psychiatrist, says that social support is a subjective feeling in which the individual feels cared for and valued. Social support systems can consist of friends, peers, mentors, colleagues, neighbors, lay leaders, or even mental health professionals. They provide comfort and sustenance just knowing they are there when we need them and provide a critical part of our identity and self-esteem. Support networks don’t have to be formal. A quick phone call or text, a handwritten note, networking sites, volunteer work either online or in person, joining support groups— all help develop lasting relationships with others. The benefits that come from sharing, getting things off your chest, or just knowing someone else has experienced the same problem you have, impacts our health in numerous ways. We may be in this social isolation and mask-up period for a while longer. Here are some resources students in my stress management class gave for increasing social support— and it’s never too late to cultivate relationships. 1. Develop hobbies or outside interests; make gifts for others such as crafts, cards, or pillows. Share your pictures, favorite books, music, or movies with others so they have more entertainment. 2. Volunteer and help others in your community- when we reach out to others who may be even more isolated than us, it is emotionally healing. 3. Take or host a class online- teach others how to use the latest technology so they can be a part of the mainstream. 4. AARP.org has many resources for ways to connect socially and ways to gain support. 5. Talk to people who serve you and call them by name (barista, cashier, waiter, etc.) 6. Join a gym or fitness group in person or online 7. Re-connect with old friends, classmates, or co-workers. Check-in with older adults especially. Taking time to connect with our social support groups is an investment in our health and longevity. Relationships take time and effort, but they can change our lives in the most positive way. Kristin (19) was last seen on May 25, 1996, at approximately 2 a.m. near Perimeter and Grand Avenue’s intersection on the Cal Poly campus as she walked home to her dorm from an off-campus party. Kristin Smart was last seen with Paul Flores, who at the time was a 19-year-old male Cal Poly freshman who walked home from a party with her. Earlier this year, on Tuesday, Apr. 13, Paul Flores, now 44 years old, was arrested for the murder of Kristin Smart. Paul’s father, Ruben Flores (80), was arrested on the same day for the accessory after the fact to the murder of Kristin Smart. Both men pleaded not guilty. Paul is being held at the San Luis Obispo County Jail on no bail. Ruben was released with $50,000 bail on Wednesday, Apr. 21., by his estranged wife and Paul’s mother, Susan Flores. The preliminary hearing is set for Jul. 6 and is expected to last a full two weeks.
who immigrated to the states as teenagers to make a life for themselves in a new country. Growing up, he spent summers visiting the small Italian towns his parents were born in. Benedetti’s family described him as their rock, surrounded by the sea--just like Italy. Benedetti moved to San Luis Obispo (SLO) in 2002 to study Computer Engineering at Cal Poly. While still in college, he worked as a bouncer at The Library, a bar in downtown SLO. It was there he met his future wife, Grace, in 2006. The two bonded over their shared love of family, craft beer, and friends. Grace and Benedetti married on Feb. 23, 2013 at Castoro Cellars. They welcomed their first child, Elisabetta (Ellie), on Jul. 5, 2014, and then Giovanna (Giovi) on Oct. 11, 2018. Benedetti began his law enforcement career at APD in 2008. He was awarded for leading the department in DUI arrests four years in a row and even delivered a baby in the department’s parking lot. In 2012, Benedetti joined SLOPD, where he again excelled as a DUI Enforcement Officer. By November 2020, Benedetti was assigned to the Detective Bureau as a Property Crimes Detective. Sergeant Caleb Kemp, SLOPD, said of Benedetti, “Detective Luca Benedetti died with a warrior’s heart, serving his community and doing what he loved. I want to thank the Benedetti family for sharing him with the rest of the world and thank Luca for sharing himself with all of us. To my fellow officers, during this time of

The event begins with a kick-off celebration on Jun. 26 at the Atascadero Lake Park, with two wineries, two breweries, and a cider pouring, as well as live music. Passports will also be sold at the event. Next, the Council moved into the first public hearing regarding Prop 218, Majority Protest Process Relative to Proposed Increase to Wastewater (Sewer) Rates. The Redding Police Department, Menlo Park Police Department, Stanislaus County Sheriff ’s Office, Carson City Nevada Sheriff ’s Office, City of Fresno Police, Manhattan Beach Police, and San Diego County Sheriff ’s Office were just some of the agencies involved. Along Highway 101 North, the community, local law enforcement, fire, and emergency services lined the sides of the road and overpasses. “A man of a few words with a calm demeanor, Luca let his guard down at home to share a gentle, silly side with his wife and two girls. Always determined to learn new skills, Luca tackled anything, from remodeling the master bathroom to building his own wood-fired pizza oven. He loved to cook and always said, ‘Why go out to eat when I can make it better?’ Luca also enjoyed his other hobbies of
hunting, competitive shooting, and gardening. Luca is survived and forever loved by his wife of eight years, Grace; daughters Elisabetta (6) and Giovanna (2); parents Giampietro and Rita; sister Carla, her husband and son, and a host of extended relatives and friends. The world is a better place because of Luca, and he will forever be our hero.”

The existing EDU is lower than most other cities, many of whom are also increasing their pricing at this time. Public comment heard from Charles Kania, President, and Co-Moderator of Community Church of Atascadero, about how the increase would negatively affect their organizations as well as others due to the current lack of funding because of the inability to host many of their normal events and fundraisers. Deborah McKrell also spoke on the matter for clarification on if this affects homes on septic, or only homes on sewer, to which Mayor Heather Moreno explained it would only affect those on sewer. Moreno also spoke to Kania, asking him to inquire further with the City as the rates he quoted paying seemed to be higher than they should be for a Church organization. City Clerk Lara Christensen reported that only four protests were submitted, and 2,700 were needed for a majority protest.
Councilmember Charles Bourbeau moved for approval of the resolution items A and C, and then the motion passed 5-0. Public hearing item 2 was in regards to Title 9 Chapter 17 (Cannabis Activities & Regulations) Municipal Code Amendments to Add Non-Storefront Cannabis Delivery Services and Security Provisions. Currently, the City only allows delivery from businesses outside the City limits, but the hearing would be to set regulations for any business that would reside within the City with no storefront but only a warehouse for delivery purposes. The issue had been heard by the Planning Commission, but they were unable to get the needed vote of 4-1, so they had no formal action. The Planning Commission did have a few conditions suggested, one of which was removing the disqualifier of “misdemeanor” from the hiring criteria. City Council discussed this and determined that it would be more beneficial to leave that in, and anyone who had a misdemeanor and wanted to appeal could do so on a case-by-case basis. The concerns around the issue were primarily security, as well as
ensuring that these non-storefront businesses don’t take up real estate in certain areas where the City is working toward creating traffic and not simply warehouses. After a thorough discussion on the topic, Council Member Susan Funk made a motion to adopt the resolution with amendments • Restore the phrase for “misdemeanor” • Add a phrase the loading and unloading from the trucks must be done indoors • Eliminate certain categories from locations where testing or non-storefront facilities could be located • Approve correction of typos as indicated by staff The motion passed 5-0. The last public hearing item was Title 9 Planning and Zoning Text Amendments - Annual Code Update. Phil Dunsmore presented a list of amendments to the current code to clarify items or allow residents to build fencing, retaining walls or detached accessory structures without requiring a Conditional Use Permit (CUP) each time. Some of these amendments involved removing the stipula-

This is especially essential in Atascadero, where there are many corner lots or winding roads which make the orientation ambiguous. One clause was in regards to limiting what services mortuaries could perform in certain city areas. Since the two mortuaries in Atascadero had not been notified prior to the meeting, it was deemed that this item be postponed until next review, at which time those businesses could receive proper notice. The conversation around detached accessory structures, which would be amended to allow structures without obtaining a CUP, would allow owners to build a structure up to 100 percent the size of the original home (up to 3,000 feet) if it was behind the main building, compatible with the neighborhood, conforming with zoning regulations, not result in substantial grading or tree removal, nor blocking sunlight. Council concern was that these regulations might be too loose and could result in issues for neighbors if someone opted to build such a
large structure without being reviewed. Mayor Moreno ultimately made the motion to approve with Council’s amendments which were changing the maximum size to 2,000 feet, with a ten-foot setback from the property line including any overhang, and 40 feet from the nearest neighboring inhabitable structure, and removal of the mortuary clause until those businesses had been notified. The motion passed 5-0. Council announcements were brief as the Council still had to return to closed session, with Mayor Moreno stating that City Manager Rickard and herself had met with the owners of the Galaxy Theater and complex and that the foreclosure was stalled until early June and that she would be sending a letter to the lender, pursuing any available options. There was no report from closed session. The next meeting of the Atascadero City Council will be held on Jun. 8 at 6 p.m. for open session, and the meeting agenda will be posted on the City’s website.
