SAN LUIS OBISPO — The San Luis Obispo Board of Supervisors regular meeting was held on Tuesday, Jun. 8 at 9 a.m. The meeting opened with public comment on the consent agenda, which focused on item 8, the request to recognize the Vitality Advisory Council of Oceano as a community advisory council to the Oceano area, and item 9, the resolution recognizing the potential need for renewable wind power generation. Comments regarding the advisory council of Oceano came both in support of the new council, with members of the public stating that the previous council did not represent them as well as in opposition of creating a new council when the existing council is sufficient and also seeking more representatives so those who need to feel heard can do so by joining. After public comment and debate among the Supervisors, Chairperson Lynn Compton, whose district it is, spoke about her discussions with her constituents and that she isn’t surprised they feel the need to create a new council. She dismissed the misconception that the new advisory council is single-minded about the OHV riding area, and ultimately she supported the new council. Compton made a motion to recognize the Vitality Advisory Council of Oceano, and the motion passed 3-2, with Supervisors Bruce Gibson and Dawn Ortiz-Legg in opposition. Item 9 on the agenda heard comments mainly from those in the fishing industry, explaining how detrimental this change would be to those who fish commercially off the coast. Many of the callers had felt they should have been sought out for input. Many also have already invested hundreds of thousands of dollars in fishing boats, equipment, and permits to fish these waters, which would be significantly impacted by these changes. Supervisor Ortiz-Legg pulled the item for future consideration and to look more into the eco-system, including the local fisherman, and see what impacts would be had. CONTINUED ON PAGE A15

PASO ROBLES — On Jun. 3, Paso Robles High School (PRHS) virtually announced their Class of 2021 Honor Cord recipients, Seal of Biliteracy Honorees, Senior Athletic awards, and their top
CATS and CSF members. Kristal Roman was named the Valedictorian with a 4.74 GPA. Mya Castelli was named the Salutatorian with a 4.68 GPA. Both Seniors were also Bearcat Athletes. Then on Monday, Jun. 7, the Class of 2021 seniors celebrated with a drive-thru to pick
up their caps, gowns, and awards. Students picked up their final graduation necessities: caps, gowns, honor cords, and yearbooks. Grads and their families drove through the PRHS parking lot, decked out in 2021 and Bearcat spirit. Many cars driving through also sported their own Crimson spirit. Faculty members cheered on their seniors

PASO ROBLES — In Apr. 2020, the Wood-Claeyssens Foundation informed the California Mid State Fair (CMSF) they would not be attending the Junior Livestock Auction due to the financial climate in relation to the COVID-19 pandemic. Again, in 2021, the Wood-Claeyssens Foundation will not be attending the Junior Livestock Auction. Since 2012, the foundation has been responsible for purchasing nearly half of the FFA and 4-H livestock animals up for bid at the CMSF. Each animal purchased by the foundation was also then donated to local food banks. In 2014, they donated nearly 90,000 pounds of meat to the Food Bank Coalition of San Luis Obispo County. So having no Wood-Claeyssens Foundation was a huge loss not only for FFA and 4-H kids but also a major loss for local food banks. Now, the county is going into another CMSF with no support from the foundation. Justin Pickard, a welding teacher at PRHS, and his students were inspired to help fill in the hole that the foundation has left. “It was something that hit us all as we have the ability to do it. We’ve been very fortunate.

PASO ROBLES — On Tuesday, Jun. 8, the Paso Robles Joint Unified School District (PRJUSD) Board of Trustees met for their regularly scheduled meeting. Jeff Mount, Paso Robles High School teacher and journalism advisor, provided an update on the award-winning Crimson News Magazine. The end of the year issue was delivered to the school last week and will be inserted into this week’s mailed edition of the Paso Robles Press. Out of the over 800 entries and 25 schools in the Journalism Education Association ( JEA) of Nothern California annual contests, Crimson PRHS earned 14 awards.

Paso Robles City Council Discusses Riverbed Mitigation and ECHO Shelter Fire activity has increased 18 Percent in the Salinas Riverbed By CAMILLE DeVAUL
PASO ROBLES — The Paso Robles City Council met on Thursday, Jun. 3, due to the Memorial Holiday. Wendy Lewis, President and CEO of El Camino Homeless Organization (ECHO), provided an update on the ECHO homeless shelter in Motel 6 in Paso Robles. Currently, the shelter is operating with 50 beds and will have 60 beds when construction is complete. Emergency night-by-night programs and a 90-day resident program are also available. The shelter is now in its sixth month of operation. Since its opening, the shelter has served almost 500 unduplicated people in Paso Robles, including 29 children. Case management has helped employ 23 people and housed 34 people. Each night the shelter feeds an average of 48 people for dinner. Some supportive services provided by ECHO are the shower program, mental and behavioral health, NA meetings, haircuts, hygiene supplies, children enrichment programs, financial literacy, job training and employment, and CalFresh signups. Lewis wanted to thank the Paso Robles Rotary for their volunteer work for the shelter. The rotary has helped provide supplies and building a storage shed, among other needs. Through surveys, ECHO determined 84 percent of people they serve are Paso Robles residents. Fire Chief Jonathan Stornetta provided an update on mitigation efforts in the riverbed. There are currently 650 goats grazing the riverbed and are 70 percent completed. The goats should be done grazing the riverbed in the next two weeks. Fire activity has increased 18 percent in the Salinas riverbed. On May 24, Stornetta declared the riverbed a high-risk fire area from the Niblick Bridge North to City limits. Notices were posted and stated all persons and their belongings must vacate from the high fire risk areas prior to May 28 by 5 p.m. Police Chief Ty Lewis provided the police department’s efforts in clearing the riverbed. Since Jan. 5, approximately 50,000 pounds of trash and debris have been removed from the riverbed.
The Paso Robles Police Department has made 800 Calls for Service (CFS) to mental health or transients, a two-fold increase from last year. Councilmember John Hamon said, “This situation, again, if we allow to continue, we are putting our citizens and lives and property in danger. Bottom line. I just want us to enforce our laws.” Hamon suggested Council create and enforce a no-tolerance policy to remove persons from the riverbed areas. He discussed his concerns that a wildfire could start and we lose many homes or lives. Chief Lewis said the police department could enforce any policy put in place. However, they should keep in mind resources focusing on the riverbed would be fewer resources addressing the rest of the emergency calls in the City. Along with the City Attorney, Kimberly Hood, Lewis warned of potential lawsuits that could arise that nearby communities like Fresno have seen who now require an attorney to be present whenever a cleanup happens at an encampment. At the end of the meeting, Hamon mentioned several emails from residents concerned with the homeless in the riverbed and filtering into Downtown Paso. One email said someone was sexually assaulted in Downtown Paso. Councilmember Maria Garcia, who is also a pharmacist technician at the Walmart Pharmacy, agreed with Hamon that something needs to be done. She said more needles and other paraphernalia are being found in the Walmart parking lot. Garcia also said if working late at night, she has someone walk her to her car because the area has become so bad with crime. The Friends Store at the Library Re-opens Jun. 16 A look back on the history of The Friends Store organization STAFF REPORT
PASO ROBLES — The Friends of the Paso Robles City Library located in the lobby of the Library and City Hall is reopening on Jun. 16! In a gala celebration with balloons, cookies, and a free book for all, they are excited to see everyone after a long and challenging year. A look back on the history of the Friends organization shows what a key role this group has played in keeping the library flourishing over many years and how important it is that its store can be back in service again. The organization shares that the City of Paso Robles can be very proud of its book-loving heritage. As early as 1878, the Young People’s Society of Christian endeavor set up a reading room in the Adams Building on Spring Street. In the early 1900s, Andrew Carnegie agreed to give the City $10,000 to fund the building of a library, and the city pledged $1000 a year to maintain it as part of the deal. By 1910 the beloved Carnegie Library was up and running, sitting in the park that is the heart of the town. In 1978 the City Library of Paso Robles faced hard times and a budget cut to bare bones. Passage of Proposition 13 threatened to have a devastating effect on funding. Library hours were shortened, and there was no money for the acquisition of new books or other materials. The Librarian at the time, Ann Martin, called an emergency meeting. In May of that year, The Friends of the Paso Robles City Library was born. As stated by its first president Pat Johnson, its purpose was to “focus community attention on library services, facilities and needs; and to stimulate gifts to the library and increase the services offered by it.” The group started with only about eight members, but after one year, had garnered 150 new memberships. In June of 1979, they ran their first book sale, selling used and duplicate books for “15 cents an inch”. That year they donated a listening center to the Children’s Library as well as funds for the purchase of large print books for the Adult Library and a contribution towards the Summer Reading Program. The Friends were off and running. As the town prospered, the library outgrew its space in the Carnegie Building, and the commu-
nity raised the funds for a new larger library. As the designs for the new building were being completed, Molly Edmondson, a long-time member of The Friends Board, had the idea to establish a Friends Store in the lobby. She met with the City manager about what space could be provided and argued with him about a rental fee and insurance coverage. Of course The Friends had no idea how much money they could make with the store, so the remarkable Molly Edmondson convinced him to provide the space rental fee and have the insurance covered in the plan for the rest of the library. She and Helen Way, The Friends treasurer from 1994 to 2010, made up a dynamic duo. They traveled up and down the coast to see what other existing Friends stores were selling and how such an operation would work. From then on, the store was theirs to run, and they made sure that proceeds from The Friends Store continuously supplied the library with extra funding for books and materials and helped see the Library through hard times when the City budget was tight. As the years passed, The Friends Store has seen a variety of improvements. The City gave permission to punch a window through the shop wall, so passers-by could see what the store had for sale. The inventory was refreshed and enlarged. Bookshelves were put in the corridor outside the store allowing room for more gift items inside. The inventory was refreshed and enlarged. The membership base was enlarged, and newly invigorated members established an annual “Christmas Extravaganza” sale to garner more funds as well as managing the ongoing biannual book sales held in the city conference room. Today The Friends Organization of the Paso Robles City Library gives over $30,000 a year to the Library. It is The Friends who finance the Library’s beloved fish tank, many of its databases and programs, as well as providing funds for books and materials. Recently a former volunteer left a generous bequest to The Friends, evidence of the ongoing support this community has for its library. The Friends of the Paso Robles City Library, along with its sister organization, the Library Foundation, continues today the long Paso Robles tradition of valuing reading and knowledge, making sure everyone in the community has a place to go to learn, to discover, and to grow.

Council unanimously approved the following motions: 1. Approve Resolution 21-XXX (A) amending and/or approving the Engineer’s Annual Levy Report for the Landscape and Lighting Maintenance District No. 1 for Fiscal Year 2021/22. 2. Approve Resolution 21-XXX (B) amending and/or approving the Engineer’s Annual Levy Report for the Drainage Maintenance District No. 2008-1 for Fiscal Year 2021/22. 3. Approve Resolution 21-XXX (C) ordering the levy and collection of assessments within the Landscape and Lighting Maintenance District No. 1 for Fiscal Year 2021/22. 4. Approve Resolution 21-XXX (D) ordering the levy and collection of assessments within the Drainage Maintenance District No. 2008-1 for Fiscal Year 2021/22. Council then held another public hearing for the planned Woodland Apartments, a 20-unit Multiple-Family Residential Development, and
Oak Tree Removal Permit 21-03 for the Removal of One Live Oak Tree at 298 Niblick Road. City Council previously rezoned the property to be used for housing to accommodate the Housing Element updated in Dec. 2020. At the same time, 20 surplus density units were allocated to the site. The proposed apartments are a mixture of one to three-bedroom units. Approve Resolution 21-XXX (C) approving Oak Tree Removal Permit 21-03 allowing the removal of one 6-inch diameter live oak tree. • Approved with 5-0 votes with no modifications. Ryan Cornell, Administrative Services Director, presented a continued report on the budget development for the fiscal year 2021-2022. On Jun. 15 council will vote to approve the final budget and spending plan. Council amended staff ’s recommendation to allocate an additional $20,000 each to the Chamber of Commerce, Main St. Association, and the Wine County Alliance. Councilmember Hamon proposed that rather than giving each organization the $20,000 upfront, the organizations must apply for the money through the City. Councilmember Strong was against the idea of making the organizations apply for the $20,000 as he felt it showed they did not trust the organizations to do their job. During his vote, Strong said the motion would pass anyways and voted yes to the motion. The motion to approve the total of $241,296 for the organizations and apply for $20,000 each passed with a 5-0 vote. Seniors who complete all semesters of English with a 2.0 or higher GPA, proficiency in one or more languages (other than English) demonstrated through one of the specified ways are awarded the seal. All students earned their biliteracy requirements with English and Spanish. Then for Athletic Awards, the Community Bearcat of 2021 was 805 Broadcasting. There were over 40 scholar-athletes this year. All scholar-athletes must have a 3.75 GPA or higher. The Pride of the Bearcat awards went to 12 seniors. These awards go to seniors with outstanding sportsmanship and school pride. Seniors with outstanding ability and strong athletic performance in at least one sport are awarded Senior Athletic Excellence. Over 20 students received this award. Other Senior athletic awards and Athletes are of the year are below: • Nolan Rumph received the Phil Nixon Award. • Bearcat Female Scholar-Athlete of the Year for 2021 is Abigail Springer for swimming and water polo. • Bearcat Male Scholar-Athlete of the Year for 2021 is Chase Stratman for baseball and soccer. • Bearcat Female Athlete of the Year for 2021 is Hannah Chambers for volleyball and softball. • Bearcat Male Athlete of the Year for 2021 is Tre Eade for water polo and swimming. Chase Stratman, who will be attending DePauw University, said, “I got Male Scholar-Athlete of the Year, so that was pretty cool and a couple of other smaller awards. I feel like they did a job with awards this year.” Stratman is also committed to play baseball at DePauw and study engineering. This years baccalaureate was held for seniors at the Highlands Church
in Paso Robles on Jun. 6. Baccalaureates are a religious service honoring graduating students. The Highlands Church and Fellowship of Christian Athletes hosted the PRHS service. There were 23 students who attended the baccalaureate. Seniors Ethan Arebalo, Rebekah Premenko, Brendon Mendoza, and Hannah Chambers all read from the bible during the service with a spiritual challenge read by Randy Canady. Scholarship recipient winners were announced virtually on Jun. 7. This year there were over $209,000
in scholarships given. A list of scholarship winners will be printed once all the recipient names are available. Other awards given were Top Cats, meaning students with a 4.0 GPS or higher, CSF (California Scholarship Foundation) members, and honor cord recipients. The Fastest Growing Sport in America Lives in Atascadero STAFF REPORT
ATASCADERO — On Apr. 13, the City of Atascadero, with guidance from the Atascadero Pickleball Club members, finalized plans for four permanent pickleball courts to be built at the Colony Park, behind the Community Center and basketball courts. On May 19, according to Barbara Sims, President of the Atascadero Pickleball Club, the city will put the plans out to bid in early June. The cost estimate, as of November 2020, was $260,000. The Atascadero Pickleball Club has raised about $50,000 to contribute to the construction. Councilmember Charles Bourbeau, recently said “I am happy to support the building of permanent pickleball courts as a councilmember and donate to the cause personally. The courts will be a great addition for the entire Atascadero community because the game is open to all ages and skill levels.” Pickleball was invented by Washington State Congressman Joel Pritchard, and businessman Bill Bell, in 1965. Seeing their kids sitting around with nothing to do, they found a badminton net but no rackets. They found ping pong paddles and a Whiffle ball and invented pickleball. The basic tenets of the game are similar to soccer in that anyone of any age and any skill level can play. The game is physical, mental, and social, building individual and teamwork skills while making new friends. The Atascadero Middle School (AMS) has recently started teaching pickleball in Physical Education (PE) classes. When asked about its acceptance at AMS, Assistant Principal Will Wallace said, “It is great for our students on so many levels. First, our PE teachers
love being able to tie their curriculum to real-life as much as possible. Our students are actively participating in something that is extremely relevant right now. It is a sport they quickly learn to enjoy, but one that they can continue to play well beyond their years here. Pickleball is fun, competitive, social, and also inclusive -- meaning it’s accessible (and enjoyable) by students with a range of athletic abilities. We are definitely proponents.” The Atascadero Pickleball Club recently did a demonstration for the Atascadero Rotary Club, and it was a big hit. Rotary Past-President, Don Idler of Idler’s Home, was elated, stating, “After playing a very short time [at the demostration], I realized this is real exercise, and it was fun. I think most of us now have a better understanding of just why this sport is spreading like wildfire (a bad term to use this time of year). It seems to check all the boxes for good fun, fellowship, overall mental and physical health.” If you want to learn how to play, just show up at the basketball courts at Colony Park, where the Atascadero Pickleball Club sets up portable nets while waiting for permanent courts to be built. They’re a friendly bunch and will provide you with a paddle and lessons whenever they are there, which is Monday through Friday, from 8:30 to 10:30 a.m. There is also a group that plays regularly on Tuesdays and Thursdays at 10:30 a.m. Club members are also willing to come to your group or business to teach some basics. Club President Barbara Sims, along with other club board members, has shepherded the process of getting permanent courts, after forming the non-profit 501(c)3 Atascadero Pickleball Club.
Applications Available For Miss California Mid-State Fair Scholarship Pageant STAFF REPORT
PASO ROBLES — Applications are now being accepted for the 2021 Miss California Mid-State Fair Scholarship Pageant. Contestants must be between the ages of 17-24 on the opening day of the 2021 Fair, be a current resident of San Luis Obispo County, and have never been married. Each contestant will compete in the following four categories: Interview, Talent, Final Question,
and Evening Wear. If selected as Queen or Princess, they must be able to attend every day of the 2021 Fair, participating in numerous public events such as introducing performers, taking pictures, and meeting with various dignitaries. Contestants will receive swag, with the Queen receiving a $1,000 cash prize and 1st Princess $500 and 2nd Princess $250, and receiving prizes from local businesses. The pageant takes place on the first day of the Fair this year, Wednesday, Jul. 21, at 7 p.m., Fort Frontier Stage. A no-obligation orientation meeting was held Wednesday,

ATASCADERO — The City of Atascadero Recreation Division has opened registration for the Summer Youth Basketball program for Kindergarten through 8th grade. This program will run from Jun. 21 through Jul. 30., starting with two weeks of practice and moving to one practice and one game each week moving forward. The Youth Basketball program will focus on the fundamentals of the game of basketball, individual skill development, and having fun! Each team will receive two scheduled one-hour practices per week along with their own basketball to use at each session. off-duty officers were there to offer their help with the facility. "In addition, the PRPD was fantastic in supporting us throughout the process. On concrete pour days, Cal Poly students and off-duty PRPD officers teamed up to get the job done. We put our hearts and souls into this project, and I can't think of a better way to finish my education than to learn by doing and give back to the community I've been blessed to call home for the past four years." PRPD Commander Caleb Davis said, "After meeting with the Team from Cal Poly, I was initially very impressed with their eagerness to begin the project. The
team was very responsive to our concerns and provided options to meet our needs. The team from Cal Poly was professional and informative. They remained within budget and provided us continual updates." Commander Davis continued, "The most impressive attribute of the Cal Poly Team was their dedication to finishing the project on time. The team, primarily Gavin, Zack and Nic worked tirelessly to finish the project. The team spent their evenings and weekends on-site to ensure deadlines were met. The team also did a good job of maintaining a clean job site. On behalf of the City of Paso Robles, we are grateful for the partnership we have established with the Cal
Poly construction management program and look forward to continuing that partnership in the future." The soon-to-be graduating Cal Poly seniors are going off to their next adventures. Still, they have prepared upcoming seniors to take on the next phase of projects for the training facility. The next phase of the facility is still in the works. Commander Davis will be meeting the next group of Construction Management students to define their next set of goals. A presentation of the senior project and facility will be presented during the Jun. 15 City Council meeting.

PASO ROBLES — The California Mid-State Fair announced two acts as a part of the 2021 line-up. Country music superstars Big & Rich will perform in concert on Friday, Jul. 23 at 7:30 p.m., and Little Big Town will perform in concert on Friday, Jul. 30 at 7:30 p.m. Opening acts for both will be announced at a later date. The Big & Rich concert will take place in the Chumash Grandstand Arena at the Paso Robles Event Center. This is the group’s first-ever performance at the California Mid-State Fair. Ticket prices for the show are $55.50 (General Admission seating) and $100.50 (Reserved seat-
ing) and will go on sale Friday, Jun. 18. The Little Big Town concert will also take place in the Chumash Grandstand Arena at the Paso Robles Event Center. PASO ROBLES — Four Cal Poly seniors completed the Paso Robles Police Department (PRPD) Outdoor Training Facility Remodel for their senior project. And they did so on time and under budget! Gavin Abraham, Nic Petri, Zach Stellini, and Cole Berkeland, all students of Dan Knight at Cal Poly, completed the project in roughly 400 man-hours. "Our main goals were to transform the existing facility into what is not only an effective training tool, but also a place that police officers enjoy visiting, and to provide the Paso Robles Police Department with a modern, functional facility that allows its officers to be properly equipped to protect the community," Abraham said. The four students completed the project in April, free of charge, to the city for labor. Funds for the facilities remodel came from the newly passed Measure J-20 funds. Measure J-20 was passed during the 2020 election as a one-cent sales tax. Funds from the tax prioritize funding towards maintaining essential City services, such as fire and public safety/police services, emergency response and preparedness, road safety, and other city services. The students completed the remodel under their $20,000 budget. "Without the generous help from the community of Paso Robles, we would have never been able to succeed," said Abraham. Local companies Calportland, Alliance Ready Mix, Savage Concrete, and Quinn Caterpillar helped the students complete the project, for which they are immensely thankful. "And thanks to the generous hands-on instruction and expertise of Dan Knight and Michael Bridgman, we were able to learn about construction in ways that can never be taught in a classroom. Without them, this project would have never been possible," Abraham said. When manpower was a little short,

To promote the project, the Equality Mural Project is hosting an outdoor evening of live music, film screening, and panel discussion on Friday, Jun. 18, from 6 to 9 p.m. outside the Atascadero Printery located at 6351 Olmeda Ave in Atascadero. The documentary Alice Street by director Spencer Wilkinson features a thriving cultural center and community-valued mural in Oakland, located on 14th and Alice Street. With a run time of 67 minutes, the documentary is a rallying cry to protect the cultural arts. The inaugural mural “Nature is For Everyone” by local artist Brandy Lee Pippen was already approved by the City and set to be painted this year on the north side of 5760 El Camino Real, a building occupied by locally-owned small business Brü Coffee. Pippen, in her artist statement, explained, “I would like this piece of art to empower all to enjoy, share, and preserve the nature we are able to all enjoy on the Central Coast.” The kick-off fundraising event is the public launch for Equality Mural Project to inform the community about its mission. They are currently looking for more corporate, small business, and private sponsors.
Five of the ten murals have already been funded through donations from Pacific Western Bank, Atascadero Tourism Business Improvement District (TBID), Z Villages, Atascadero City Council Member Charles Bourbeau, Mike and Peggy Zappas, with additional support from the San Luis Obispo County Arts Council, The ARTery, and Sherwin Williams Paint. County Clerk-Recorder Resigns Post
Gong accepted employment as the Deputy County Clerk-Recorder for Contra Costa County STAFF REPORT
SAN LUIS OBISPO — On Friday, Jun. 4, San Luis Obispo County Clerk-Recorder Tommy Gong announced his resignation from the post that he has held since 2015. Gong has accepted employment as the Deputy County Clerk-Recorder for Contra Costa County. “This is an opportunity of a lifetime and extremely fortunate for me, as I have desired to be closer to my family,” Gong said. Gong grew up in the small town of Riverbank, just east of Modesto in the Central Valley, where his family operated a family grocery store. When he completed his college education at U.C. Berkeley and San Francisco State University, Gong returned to the family grocery business, located in Patterson during the nineties. After selling the family business, he began his career in public service as Elections Manager for Stanislaus County in 2003. He accepted the position of Assistant County Clerk-Recorder for San Luis Obispo County in 2005, then was elected as SLO County Clerk-Recorder in 2014. After 16 years in the County, Gong will continue his public service for Contra Costa County and its 1.1 million residents. “When I moved to SLO County, I realized that I would be moving quite a distance from my family, but my focus was on raising our young family,” Gong said, “but now that they are grown up, my focus has shifted to my elderly parents.” This was especially difficult during the COVID-19 Pandemic when he had not seen his parents in over 1.5 years. “16 years ago, I didn’t feel the same level of responsibility I do now for my parents and family, but now I am 16 years older,” Gong explained. Gong is the only son of his family with three sisters, whose extended family primarily resides in Northern California and the San Francisco Bay Area. Gong and his wife have been a part of the Atascadero community, where their two sons graduated from Atascadero High School.
Over the years, Gong and his two sons, Derek and Darin, play the trumpet solute “Taps” each year at the Faces of Freedom War Memorial in Atascadero in honor of Veterans and Memorial Day, a known tradition that will be missed. Gong’s wife Sherry was charged with embezzling funds from the Atascadero High School Band and Pageantry Booster Club in July 2019. Sherry pleaded guilty in August 2019 to three felony counts of grand theft by embezzlement and was sentenced to six months in jail and three years of probation. Recently Gong and his team have been addressing the 2020 elections and the voting systems in San Luis Obispo County. On May 6 Gong, spoke to the request to do an audit of the 2020 election at the San Luis Obispo County Supervisors meeting. He explained that the time available for that audit has long since passed based on the rules and must occur within five days of the election. Gong stated that at this point, there is no way for him to perform such an audit, either formally or informally; however, it is within the purview of the Board of supervisors to petition the courts to allow a recount. As for the County’s voting systems, when asked about returning to hand-counting, Gong explained that would be roughly 27,000 hours of labor which would cost the County around $300,000; additionally, he could not show data of when SLO county last conducted a hand count. The Supervisors were split in their discussion between voting systems and traditional voting polls open on election day, along with 20 voting center locations for four to 10 days to drop off ballots as well as mailing ballots to all registered voters. Supervisor Peschong motioned to continue with traditional polling places, with a budget augmentation for vote equipment needed. Supervisor Gibson requested adding to the motion sending ballots to all registered voters, which Peschong declined and maintained that only permanent vote by mail registered voters receive ballots in the mail. The motion passed 3-2 with Supervisors Ortiz-Legg and Gibson in opposition. Supervisor Peschong asked to bring back for discussion at a future meeting different legislative election processes such as sameday voter registration, voter identification, and ballot harvesting, which passed 3-2 with Ortiz-Legg and Gibson in opposition again. On Monday, Jun. 7, Gong spoke at the League of Women Voters online event “Election Rules for 2022.” During the event, Gong stated that there was no evidence of voter fraud. He also said that according to the “2020 General Election Survey,” his office performed more registered Democrats completed the survey with an average score of 9.8 out of 10. As to where the Republican Party, average score was five. This outcome aligns with the public calls to the Supervisor’s meeting on May 6 from concerned citizens stating that they would like to see an audit done.
The League of Women Voters Co-Presidents Cindy Marie Absey and Ann Havlik released a statement following the event stating, “The League of Women Voters wishes to thank County Clerk-Recorder Tommy Gong for his many years of service to the voters of San Luis Obispo County. We will miss him. He and his staff have done an exemplary job securing and processing our votes, particularly during the demanding 2020 elections.” The organization prides itself on being non-partisan, and they go on to say that “Last year’s elections were conducted in a safe, fair, and secure manner, resulting in a record turnout. It is unfortunate that uninformed, even abusive, comments and misinformation have taken center stage and put San Luis Obispo County in the national news in a negative way.” This sentiment was not shared by the over 150 plus callers that called into the Supervisor’s meeting, explaining their concerns primarily focused on the Dominion Voting system, not Gong and his team directly. At the May 6 meeting, SLO Supervisors Board Chair Lynn Compton addressed the public comment saying, “a lot of issues that we have no control over, came up today, some of which were state law, and obviously, there is misinformation… of the two options today they [the voters] think one will take away their ability to vote by mail...neither of them do that.” Questions about the 2020 election were addressed again at the Supervisors meeting on Jun. 8 when residents called in expressing their sadness and dismay over Gong taking a position in Northern California. Many placed blame on the recent election review and subsequent comments as the catalyst for the move. In the end, Gong has big shoes to fill, with the upcoming recall of Governor Gavin Newsom and the outstanding questions that some of the San Luis Obispo voters have. Gong said he is leaving the Clerk-Recorder department in a good position as he was able to recently fill the two Deputy Director leadership positions created to support the increasing demands of the department. “We are at full capacity, staff-wise, and I know I am leaving the office in great hands with equally committed and dedicated staff through the transition,” Gong said. The SLO County Clerk-Recorder position is an elected position, and with the vacancy, the County may need to hold another election in order to replace him. Another possible option is that the County could appoint an individual to fulfill the remainder of his term, which will be discussed at an upcoming meeting. Tommy Gong’s last day in the office will be Jul. 2. “I am truly grateful to San Luis Obispo County for providing me the opportunity to serve the community and hone my craft in elections and Clerk-Recorder functions. I will carry fond memories of spending almost a third of my life here,” Gong said.

SAN LUIS OBISPO — On Tuesday, Jun. 8, San Luis Obispo County Office of Public Health announced that the County had met the requirements to advance from the Orange Tier into the less restrictive Yellow Tier of the State’s Blueprint for a Safer Economy. This change would go into effect on Wednesday at 8 a.m. The move to the state’s least restrictive Yellow Tier allows expanded capacity at gyms, movie theaters, indoor businesses, wineries, breweries and distilleries, and a host of other operations. Bars that do not serve food can reopen indoors with a maximum capacity of 25 percent or 100 people, whichever is fewer. This move comes one week before the state fully reopens on June 15. “We have come so far as a community, from facing widespread transmission of COVID-19 that kept us in the most restrictive Purple Tier to slowing the spread of disease to reach the least restrictive Yellow Tier,” said Dr. Penny Borenstein, County Health Officer. “I commend everyone who has worked hard to help us reach this milestone, and I encourage everyone who is eligible to get vaccinated so we can put this pandemic fully in the past.” Last Friday, Jun. 4, Governor Gavin Newsom selected the first 15 Californians to be awarded $50,000 for doing their part in getting vaccinated against COVID-19. The $750,000 awarded in the randomized drawing is part of California’s new $116.5 million Vax for the Win program. The largest vaccine incentive program in the nation which includes $50 incentive cards to newly vaccinated residents and cash prize drawings for all who have received at least one dose. The program is designed to motivate Californians to get vaccinated leading up to the state’s reopening on Jun. 15. “California has made incredible progress in the fight against COVID-19, with the lowest case rates in the entire country and millions more vaccines administered than any other state. But we aren’t stopping there; we’re doing everything it takes to get Californians vaccinated as we approach Jun. 15 to help us safely reopen and bring the state roaring back,” said Governor Newsom. Winners from the drawing live throughout the state in the following counties: Mendocino, Los Angeles, Santa Clara, Alameda, San Diego, San Francisco, Orange, San Luis Obispo. To protect their privacy, all winners will have the option to accept a cash prize while remaining anonymous or decline it altogether.

HHS Halts Transfer of 5,000 Migrant Children to Camp Roberts Neither the City of Paso Robles or Mayor Martin were formally informed of the decision STAFF REPORT
PASO ROBLES — The Department of Health and Human Services (HHS) will not be sending the predicted 5,000 migrant children to Camp Roberts as the plan has been put on hold "indefinitely." According to the press release from the City of Paso Robles, Mannal Haddad, Carbajal’s communications director, emailed the SLO Tribune saying, "HHS has informed us that they do not plan to move forward with utilizing Camp
Roberts to house unaccompanied minors at this time.” Paso Robles City Mayor Steve Martin said, "My understanding is that plan is not going to be activated as of now. Doesn't reclude is being done in the future, but as of now, it's not going to be initiated." In early May, Paso Robles City was notified of possible plans for the HHS to house as many as 5,000 unaccompanied migrant children at Camp Roberts, just outside of Paso Robles. In a press release sent by Paso Robles City, Mayor Martin said, “In a teleconference meeting with federal officials recently, we were told as many as 5,000 unaccompanied migrant children could be processed at Camp Roberts,” said
Martin. “I expressed concerns about the impacts on local traffic, medical services, educational services, and housing. I was told that if children were transported to Camp Roberts, they would not arrive all at one time but in groups of a few hundred. I was also assured medical and educational services would be handled on-base and would not impact local agencies.” Martin continued, “I explained the housing situation clearly,” said Martin. “I insisted that, unlike similar operations in urban areas, this could have significant impacts on our community. I was assured I would be informed on plans as they develop.” However, Mayor Martin was not notified of any recent developments
in the plan to house migrant children here. "The way I learned about it was through the media. Nobody contacted me directly--I requested to be notified of any developments, and as I say, the first time I heard about it was when I read about it in the media," said Martin. Housing the migrant children at Camp Roberts initiated many concerns within the community. Aaron Bergh, a local business owner, wrote an opinion piece, "How the Immigration Crisis Will Burden Central Coast Businesses," which printed in Paso Robles Press on May 11. The article said, "Beyond hotel overcrowding, the convergence of migrants and support staff in Paso
Robles could lead to other adverse effects. There will be increased traffic on roads and demand for emergency services that locals rely on. In the face of an impending drought, higher water consumption by Camp Roberts will further strain our water supply and result in increased withdrawals from the severely overdrawn Lake Nacimiento." Now that the plan to house children at Camp Roberts has been put on hold, Bergh said, "While I hope for a solution that truly helps the unaccompanied migrant children crisis, I am relieved to hear that our local infrastructure and housing will not be impacted." According to Rep. Carbajal's spokesperson, HHS officials said they've chosen not to move forward
with Camp Roberts at the moment due to the decreased numbers of unaccompanied minors entering into the HHS custody and that there is less need for any more additional sites. Mayor Martin said, "I think it's going to put some people in the community at ease that thought there were going to be complications involved with an operation so close to us like that. It's something that caused a lot of conversation, and I've done my best to make sure that everybody had the most complete information about what might or might not happen and continue to urge our state and federal officials to keep me and our community informed should this plan be reactivated in the future."

District Attorney Releases Statement of the Removal of Blue Ribbons STAFF REPORT
SAN LUIS OBISPO — On Thursday, Jun. 3, San Luis Obispo District Attorney Dan Dow released a statement that addressed the removal of the blue ribbons that were placed around San Luis Obispo in honor of fallen Detective Luca Benedetti. Benedetti died in the line of duty on May 10 after serving a search warrant. According to Dow’s statement on May 17, an investigator with
the San Luis Obispo County District Attorney’s Office Bureau of Investigation was mourning the loss of his former partner, San Luis Obispo Police Detective Luca Benedetti, who was shot and killed in the line of duty the week prior. The investigator was driving Detective Benedetti’s widow in his car when he witnessed a crime that upset him. The investigator saw a man with scissors in his hand cutting down the blue ribbons that lined the
street, honoring Detective Benedetti near the area of Osos and Mill Streets in San Luis Obispo. The man was carrying a 13-gallon trash bag full of blue ribbons similar to those he was observed removing. All of this took place in full view of the slain detective’s widow. Upset by what he saw, the investigator confronted the man, informing him that what the man was doing was illegal and wrong. The investigator was in civilian clothes and not readily identifiable
as a peace officer. The man tossed the bag of cut ribbons at the investigator and walked away. The investigator reached for the man’s face covering and pulled it from his face to identify him, leaving a scratch on the man’s face. The investigator then briefly spoke with a different citizen who was also upset over the removal of the ribbons. The investigator called the San Luis Obispo Police Department and reported what he saw. Several minutes later, the inves-
tigator observed the man in the downtown corridor continuing to remove blue ribbons from parking meters. The investigator identified himself as a peace officer and detained the man. Officers from the San Luis Obispo Police Department arrived at the request of the investigator. In conversation with one of the responding police officers, the man was cooperative and apologetic, stating that he did not understand the significant impact removing the blue
ribbons would have. No charges were requested related to the incident, and the man was allowed to leave. The unauthorized removal or destruction of public property may constitute the crimes of theft or vandalism. Because this incident involves a personnel matter, the facts as described would not typically be provided to the public. However, the investigator has agreed to allow this information to be released.

Atascadero All Comers 2021
When: hen people think of track and field, they usually associate the sport with the highest-level athletes aiming to break world records every time they step onto a track. However, for the Atascadero All Comers Track Meets, all ages are welcome to come out and participate. The meets are put on by the Atascadero Greyhound Foundation every Wednesday evening in July, starting at 5:30 p.m. at the Atascadero High School track and field facility. From ages 5 to 85-years-old, competitors of all ages participate in events ranging from the 100-meter dash to the 1500-meter run. The meets also offer discus, long jump, triple long jump, shot put, pole vault, in addition to featuring six-year-old and under hurdles, and turbo javelin for kids twelve and younger. “It is All-Comers, and it truly means ALL COMERS,” says Robyn Schmidt, long-time director of the meets and a Greyhound Foundation Board member. The Atascadero, All-Comers Track and Field Meets, were started by a long-time college and USA National track coach, Harry Marra, and local youth track coach, Dina Coppo. All-comers track and field meets are typically small town, local events and can be found across the United States. Each Atascadero All-Comers Meet attracts athletes of all ages. For the participants, this is a chance to compete for fun, set a record, and participate with family and friends while having some good, healthy fun. Over the nineteen years of summer fun, the meets have brought many wonderful experiences for the athletes and the many volunteers who have participated in the events. JOHN CHURCH 1954 - 2021
J
ohn Church unexpectedly passed away on May 26, 2021, at his home in Paso Robles, CA. He was 67 years old. John was born in Paso Robles on Feb 13, 1954, to Mary and Ken Church. John did not have children of his own but was known as “Uncle John” to so many kids of family friends. John was a salesman. When his dad, Ken Church, opened B-KWIK Parts on Spring Street, John went to work there. After B-KWIK closed, he managed the boat repair and storage the family called the “landing,” where he started his John’s Sporting Goods business.
John later sold equipment for Wallace Machinery. Next, he started working in the lending industry, traveling around until he needed to come back to Paso to take care of his dad. At this time, he went to work for Loomis Tank Center for 20 years until he had to retire for medical reasons. John did not just sell the products; he knew all about them and jumped in the trenches to help folks with their projects. John was a good soul and befriended folks wherever he went. He will be greatly missed by many and leaves a hole in the hearts and lives of his close friends and family. John lived life each and every day to its fullest. He loved fishing, hunting, the great outdoors, and nature. He found joy just taking a ride in the country. You may have heard him sing this little ditty he was fond of: “I love life! Life loves me! I live life in a perpetual spree!”
DOROTHY REIF (RAINSBERGER) 1927 - 2021

orothy Reif (Rainsberger), formerly of Atascadero, died Friday, May 7th, in Solvang, California. She was 93 years old. Born in Los Angeles, she moved to Atascadero in the early 50s after she married Vince
John is survived by his sister Patty ( Jess) Nelson; his Uncle Leroy (Ruby) Brandon and their children Wendy Rovenstine; Scott (Sheila) Brandon, Jeff ( Jennifer) Brandon; Aunt Betty (Bill deceased) Church and many cousins. He is preceded in death by his parents Ken and Mary Church. Not being blood relatives, his closest friends were his family. There are too many to list, but you all know who you are, and the family thanks you for the love and friendship you have shared with John over the years. Vince owned and operated the Chevron service station at the corner of El Camino and Traffic Way for many years. Dorothy became an elementary school teacher at the Monterey Road School. They were a very happy and devoted couple and raised two sons, Ken and Robert. They were active in the community and loved what Dorothy always described as that “sweet, simple life” that was Atascadero in the 50s and 60s with their family and many friends. Following Vince’s tragic death in 1966, Dorothy moved to Long Beach and built a house

with her sister Audrey, brotherin-law Fred and their family. In 1970, she married Bob Rainsberger, who worked for the U.S. Treasury Department. Together, they traveled the world and spent several years attached to the U.S. Embassy in the Philippines, where she enjoyed the diplomatic and social activities of the diplomatic corps. Following Bob’s retirement, they lived briefly in Atascadero and then Palm Desert. They divorced in 1992. Several years later, Dorothy met Roger Kolda of Hillsborough, and they were a loving couple for 17 years, living in Hillsborough until Roger died in 2017. After Roger’s death, she moved to Solvang to be near her younger son Robert and

Narcotics Investigation Leads to Arrest of San Miguel Man STAFF REPORT
SAN LUIS OBISPO — On Monday, Jun. 7, members of the San Luis Obispo County Sheriff's Special Operations Unit, County Probation, and Homeland Security Investigations served a search warrant at a home in the 300 block of 10th Street in San Miguel. During a search of the residence, Detectives discovered in the closet of a back bedroom a large sweatshirt wrapped around a clear plastic bag containing a large amount of cocaine. Additionally, several separate bags containing cocaine were located within the sweatshirt, including a digital scale. The cocaine appeared to be in large chunks, which is consistent with being cut directly from a kilo or brick of cocaine and is associated with large-scale cocaine dealers. Detectives seized approximately one-anda-half pounds of cocaine with an estimated value of $30,000. She laughed often, smiled always, and lived her life full of optimism. There will be a private family service later this year, and her remains will be interred at Atascadero Memorial Cemetery, next to her beloved husband, Vince.

David Wilson of San Luis Obispo Wanted on Charges of Child Molestation STAFF REPORT
SAN LUIS OBISPO — On Apr. 29, an arrest warrant was obtained for 38-year-old David Paul Wilson of San Luis Obispo for multiple charges of child molestation. Detectives with the San Luis Obispo Sheriff Special Victims Unit began their investigation in February when they received a report of a sexual assault of a juvenile. During the course of the investigation, additional juvenile victims were identified and contacted. The abuse happened during the span of several years. The location of where these incidents occurred is being withheld to protect the victims and their families.
The suspect was immediately identified as David Paul Wilson. Wilson has a history of living in San Luis Obispo, the 5-Cities area, Nipomo, Santa Maria, San Jose, and sometimes as a transient. Attempts to locate Wilson have not been successful. Wilson has family members in southern San Luis Obispo County and northern Santa Barbara County. It is believed Wilson is attempting to hide from law enforcement. Wilson has been described as someone who repeatedly finds relationships with single mothers. It is thought there may be additional victims who have not yet been contacted but who have additional information for law enforcement. Wilson is facing multi-

he thing I miss most from my childhood is raising steers for the fair. I've never found any activity since that provided the same competitiveness, camaraderie, financial reward, fun, or friendship. And when I say friendship, I'm talking about the relationship I had with those steers. They were some of the best friends I've ever had. Abe, Able, Cherokee George, and others helped get this socially awkward kid get through the difficult period most kids go through in high school. When you're spending 300 hours with your steer every year, you don't have any time left to get into trouble. To this day, I can remember every steer's little idiosyncrasies and quirks. I told those steers all my troubles, celebrated all our victories together, and was proud of our accomplishments. Plus, they got me out of the house where a mean alcoholic father was destroying the fiber of
our family. I'd never been to a fair before I showed my first steer as a sophomore in high school. I was immediately smitten with the five-day celebration of rodeo, horse shows, old rock and roll bands without any original members, demolition derbies, the midway, exhibitions, and every kind of unhealthy food a person could eat. I never ate a healthy meal the entire fair, and my diet consisted largely of deep-fried Twinkies® and Oreos®, cinnamon rolls, hot dogs on a stick, snow cones, cotton candy, corn on the cob, churros, and triple cheeseburger donuts. I was much more impressed with the fair than I was with Disneyland, which I didn't get to see until after I graduated high school despite living only two hours away. There was only one thing I didn't like about showing steers, and that was the white pants I had to wear to show my animals. I can get dirty taking a shower, so keeping my white pants clean while getting my steer ready to show was a major challenge. In the 1960s, adults couldn't be seen grooming a kid's show animal, and if they were, you were immediately
disqualified. If fair officials saw an army of professional fitters like you see standing behind today's champions when the pictures are taken, they'd have escorted you off the fairgrounds. That meant you had to blacken the hoofs, fluff the tail, groom the animal, all the while avoiding any close encounter of the manure kind. My mother hated the white pants even worse than I did because she had to clean them every night and attempt to get the stains out. Wednesday was show day, so they had to be clean for that, ditto Friday for showmanship, Saturday for the Junior Livestock Auction, and Sunday, if you were fortunate to win Grand Champion as I was for two years in a row, you had to attend a breakfast where they gave you your big check and then in the afternoon you had to parade your animal before thousands of rodeo fans. One year on the front page of our county newspaper, I appeared to have a stain on the knee of my white pants, and my mother was so mortified she tried to buy up every newspaper so no one would see it. I know what you're thinking... why didn't I just buy more than one pair of white

pants? Because I didn't want to invest that kind of money in pants, I'd never be caught dead wearing under normal circumstances. It's been over 50 years since my show days, and I haven't worn a pair of white pants since. By the time I was a senior that one pair of white pants was showing some wear, and I'd experienced a small growth spurt, so the pants ended at the top of my socks. When I left for college, I left those white pants behind, and later in life, I asked my mom what she did with them. She tried to donate them to the church rummage sale, but they were rejected. At this point, the pants were like canvas and could stand up in the corner by themselves, so my mom burned them in the burn barrel. There was so much organic material embedded in the pants they literally exploded. The flame shot so high the fire department came, and Apollo astronauts reported seeing the blast from outer space. Basketball PASO ROBLES The CIF postseason kicked off last week in Paso Robles with the red hot Lady Bearcats. They rolled into the playoffs after going undefeated in the Ocean League and earning a no. 3 overall seed in Division 2. The Lady Bearcats have stayed hot in the playoffs, winning their first-round game against Selma 58-53 and their second-round game against Yosemite 43-41. Thursday night Paso Robles will host the CIF-CS D2 Championship game at home in the Gil Asa Gymnasium at 6 p.m. This is the first time in school history that the girl's basketball team in Paso Robles has ever played for a CIF title in basketball. Paso Robles finished the season 11-2 overall, with both losses coming to the same team in Bakersfield Christian early in the season. The girls in crimson have been the best basketball team in the county this season and have been led by their five seniors in Madison Holbrook, Hailie Abel, Meadow Ingle, and the Stanko sisters Janiel and Xena. TEMPLETON The Templeton boys basketball team finished their regular season at 7-7 overall and in third place in the Ocean League, with Pioneer Valley and Paso Robles tying for second. The Eagles earned the no.8 seed in the Division 4 playoffs and hosted South-Bakersfield on Wednesday night. The Eagles would come out with a narrow victory, 59-56, thanks to two clutch free throws by senior Josh Kaiser. In the second round, they played the no. 1 seed in Kingsburg and fell 75-60.
as the Bearcats hosted Clovis West in the first round and fell 15-5. Clovis West was able to take an early lead with five runs in the first three innings, and the Bearcats could never catch up. Paso Robles finished the season 18-7 overall and in third place in the Mountain League, which earned them the no. 7 seed in CIF-CS D1 playoffs. ATASCADERO The Atascadero Greyhounds also entered the CIF-CS D1 playoffs on Tuesday, but as the no. 15 seed after finishing the season 11-11. Atascadero played the no. 2 seed, Clovis, in their opening-round game and fell 10-0. TEMPLETON While the playoffs began on Tuesday, the Eagles will not play their first game until Thursday afternoon after earning the no. 2 seed in Division 3 and a firstround bye. Their opponent is yet to be determined. Templeton finished the regular season 17-4 and tied atop the Mountain League with Arroyo Grande.
Baseball
The baseball playoffs began on Wednesday night, but neither of North County's representatives needed to play as Templeton and Paso Robles earned firstround byes and will play their first games Thursday afternoon at home at 4:30 p.m. The Bearcats earned the no. 4 seed in the Division 2 playoffs and will host no. 5 seed Edison at 4:30 p.m. Paso Robles finished the regular season 18-8 and in third place in the Mountain League. Templeton finished their season at 18-7 and in Softball second place in the Mountain League, which earned PASO ROBLES them the no. 1 overall seed in Division 3. Templeton The postseason for softball began on Tuesday night will host Immanuel Friday afternoon at 4:30.
NORTH COUNTY — Wednesday at 6 p.m., the Paso Robles and Atascadero boys basketball teams were scheduled to face off for this season's third and final time. The winner is earning a shot to play for a California Interscholastic Federation Central Section (CIF-CS) Division 3 Championship. The Hounds won both of the meetings between the two teams during the Ocean League regular season, but the winner takes all in the third game because the loser goes home in the playoffs. Both of the previous games between these two teams were highly anticipated as their two-game series decided who won the crown in the Ocean League. The boys first squared off on May 18 in Paso Robles when both teams had only one league loss on their record. The Bearcats were 7-1 at the time, having just dropped their first game of the season, while the Hounds were 6-4 with three losses coming from Mountain League competition. Both teams were 5-1 in league play, meaning the winner would take hold of the top spot with just under a month to go in the season. The game went back and forth, with the Hounds taking a first-quarter lead only to trail by seven at the half. However, as they have all season, Atascadero locked in defensively in the second half holding the Bearcats to just six third-quarter points, which in turn ignited their offense, and the Hounds earned the win 62-53. One week later, the two teams played each other a second time, this time on Atascadero's home floor. Once again, Atascadero was dialed in on defense and earned the victory, 57-42. In fact, the Hounds have held the Bearcats to two of their three lowest point totals all season. Wednesday night, the Bearcats will need work to get some easy buckets early to get their confidence going from the outside. As any sports fan will tell you, it is hard to beat a good team three times, but what makes this

matchup so interesting is not just the familiarity of the players but the coaches as well. Coincidentally, or perhaps not, the last time the Bearcats made a CIF Semifinal in basketball was in 2005-06 when their current head coach Derrick Jasper and assistant coach Bradford Young were leading the crimson and white. The Hounds have made it to a CIF semifinal twice in the last 20 years, most recently in 2010 led by point guard Troy Norris, and the second time in 2004 and led by AHS head coach Augie Johnston. Not only have these two head coaches led their high school teams while in school to the semifinals, but they have now done it as coaches. "I remember when I first got the varsity job," Johnston told the Atascadero News. "Derrick [ Jasper] messaged me on Instagram or something and said, 'We have to bring back the rivalry. It's not the same as it used to be' and I agreed, and now I think we are all the way back." "We [ Jasper and Young] have had many battles against coach Johnston on the when we were high school players ourselves," Jasper told the Paso Robles Press. "So it's exciting to be on the other side coaching now for something so meaningful to everyone involved." Unfortunately for Jasper and Johnston, they fell in the semifinals while playing in high school, but one of their teams will earn a spot in the CIF Championship game on Wednesday. Each of the teams has won two playoff games to make it into the semifinals. The Hounds entered the playoffs as the no. 4 seed and have cruised into the semifinals for the most part. In the first round, the Hounds hosted Sunnyside,

winning 60-40, and then beat no. 5 seed, Hanford, by 15 points 56-41. The Bearcats have had a much more challenging path through the playoffs as they entered as the no. 8 seed. In the first round, Paso Robles played a familiar foe in Righetti and disposed of the Knights 67-55. In the second round, the Bearcats played the no. 1 overall seed in Division 2 in Centennial, who earned a first-round bye. The cardiac cats took the game down the wire and headed out of Bakersfield with one point, 76-75 victory. "Atascadero has come out on top after the first two contests," Jasper told the Paso Robles Press. "So we understand that this game will be extremely tough to win, but my team has been through a lot this year, many close games, and the one constant theme to winning those close games is competing... If we can compete from beginning to end for 32 minutes, good things will happen." Unfortunately, as has been the case this entire season, only four people per athlete will be permitted into the gym on Wednesday night to watch the game per the COVID-19 guidelines set in place by the SLO County Department of Public Health. However, those unable to attend can view the game live with play-by-play and color commentary on TheVoiceOfPaso.com. As the highest seed remaining in the playoffs, if the Hounds were to win on Wednesday night, Atascadero would host the CIF Championship game in their own building on Friday night. aso Robles wine region takes pride in its diversity, with more than 40 different grape varieties planted throughout 11 sub-appellations. At any given winery, it’s not uncommon to see a spectrum of wines ranging from Bordeaux and Rhône style varieties to Spanish and Italian and, of course, Paso’s heritage grape, zinfandel, all produced under one roof. There are a few exceptions, such as Windward, exclusive to pinot noir, or Clesi and Giornata, both focused on Italian varietals. Even in such a landscape of variety, winegrower Craig Stoller stands apart, establishing two wineries and a vineyard estate, each one dedicated to a specific style of wines expressing the spectrum and essence of the wine regions along California’s Central Coast. These holdings span the counties of San Luis Obispo (SLO) and Monterey with a collective planting of 500 acres under vine. In the Paso Robles region, Stoller captures the best of Bordeaux varieties at his eastside Paris Valley Road Estate winery. On the westside, Rhône style blends, zinfandels, and a few rare under-the-radar varieties blossom at Sextant winery. Then further south in Edna Valley’s cool-climate appellation, Windemere’s Burgundian style wines showcase the best of pinot noir and chardonnay in tiny lots produced at Sextant. So quietly, without the fanfare and flash of many California wine operations, Craig Stoller has cobbled together an impressive portfolio of Central Coast wines from A to Z — from arinarnoa to zinfandel. Let’s start with 100 acres under vine planted to no less than 24 different varieties at RBZ vineyard in Paso’s El Pomar district. This is the predominant source for Paris Valley Road Estate and Sextant wines. Meanwhile, some 30 acres were planted at Paris Valley Road Estate in the Estrella district a few years ago and will be ready for its first harvest this year. All this has developed since Stoller’s first vineyard was planted over 20 years ago at Chalk Knoll in Monterey County’s San Lucas appellation with a planting of 320 acres. On a sunny spring afternoon, I met Stoller at Sextant winery and tasting room located along Highway 46 West. We got settled, safely distanced, on the picaresque and expansive terrace. “I grew up in a nursery,” remarked Stoller, who calls himself a third-generation farmer, with each generation following a different path. What began with his grandfather William planting olive trees grew to his parents Glen and Terrie starting the Sunridge Nurseries in Bakersfield, specializing in propagation and grafting of grape nursery stock. Stoller expanded the nursery’s operations into wine production. “My dad has been propagating grape vines for 50 years,” said Stoller, who graduated from Cal Poly in San Luis Obispo in 1991. “When Davis released plant materials, we were one of the first to propagate earlier varieties of grape stocks from France,” recalled Stoller of the family’s early acquisition of plant material from Foundation Plant Service at UC Davis. Soon Sunridge established a connection with ENTAV-INRA, a French alphabet soup designating the Establissement National Technique pour l’ Amelioration de la Viticulture and Institute National de la Recherche Agronomique. France’s Ministry of Agriculture certifies these agencies to maintain a national repository of accredited clones and to oversee the administration of the trademark to protect the official clones internationally. “They have a living library, and we tapped that library early on in the 1990s,” Stoller noted, adding that all their French clonal selections come from the ENTAV-INRA repository. Sunridge is among five nurseries licensed to sell ENTAV-INRA trademarked products in the US. Sunridge’s vitis vinifera catalog contains some 30 grape varieties and over 100 clones. “We can grow a lot of varieties here,” he pointed out, noting that experiments usually begin with small amounts. With access to his family’s nursery, Stoller not only planted the popular Bordeaux and Rhône varieties at RBZ, but he also began experimenting with such rarities as arinarnoa, marselan, caladoc (all three native to France’s Languedoc-Roussillon region), and Rioja’s native variety macabeo (bottled as
sparkling wine) in addition to tempranillo, graciano, and verdejo. “People seem to want something different,” Stoller commented on his rare wine production.
Sextant Wine
Stoller acquired the property along Paso’s Highway 46 West in 2011. It was an empty barn that was once meant to be a winery. Stoller embraced it as Sextant Wine, a name inspired by the family’s love for sailing and fishing. (Sextant’s second tasting room is located in Edna Valley’s historic town-site of Old Edna.) Crafted by winemaker Alex Frost, Sextant wines are produced from RBZ vineyard fruit, and the entire portfolio boasts some 23 different wines that are rotated on its 6-wine flight tasting. The focus here is on Rhône style wines such as Caverio, a GSM blend (grenache, syrah mourvedre) with hints of spice and fragrant with rose petals, and Passage, another GSM blend with a touch of muscle-flexing petite sirah. There’s an impressive selection of zinfandels and various iterations of Rhône style blends. I also savored a lush and velvety Kamal cabernet sauvignon and a couple of rare varieties: marselan, a full-bodied wine rocking with a burst of cherries which is a hybrid of cabernet sauvignon and grenache; and caladoc, a hybrid of grenache and malbec, redolent with its signature raspberry and current notes.
Paris Valley Road Estate Winery
Inspired by their memorable travels to France, the Stoller family decided to dedicate their next winery to Bordeaux-style wines. The fortuitously named Paris Valley Road Estate is a nod to a little-known two-lane road where the family planted their first vineyard Chalk Knoll which was predominantly planted to merlot. A significant amount of the fruit was originally sold to Robert Mondavi Winery. True to its name, a Gallic theme runs through Paris Valley Road Estate reminiscent of grand salons and domaines of France. Exquisitely appointed rooms and alcoves offer intimate tasting nooks, in addition to the airy terraces, where the wines can be enjoyed paired with chef Joe White’s bistro-style fare. Under the craftsmanship of winemaker Doug Hidinger and produced from RBZ vineyard, these wines are well structured and reflect the complexity of Paso’s terroir. These range from a grenache blanc and sauvignon gris sparkler to a watermelon-laced malbec Rosé and melony sauvignon blanc. Among the 2017 reds, the cabernet franc evokes earthy, wild brush notes of Paso garrigue, a deliciously velvety petit verdot shows hints of cloves, and an age-worthy L’Entente, a classic Bordeaux style blend, is layered with spice, dark fruits, and cocoa. The 2016 Reserve cabernet sauvignon displays a fine tension of well-knit tannins and a lengthy finish.
Windemere Wines
Drawn to Burgundian varieties, Stoller looked toward the cool region of Edna Valley, prime pinot noir, and chardonnay country. In 2006, Stoller was fortunate to acquire the 12-acre historic MacGregor vineyard, which was planted to pinot noir and chardonnay by its owner Andy MacGregor in 1975. Currently, a total of 200 cases of pinot noir and chardonnay are produced annually under the Windemere label and available at the Sextant tasting room at Old Edna’s townsite. Both Craig and his wife Nancy run their vast wine empire like a tight ship. “She’s the glue that holds us together,” Stoller expressed. While he oversees the financial and production side, she handles HR and hospitality. Stoller recalled his earlier days of winemaking with his first vintage from Chalk Knoll vineyard in San Lucas. “I made some wines initially, but I said, ‘I’m going to need some help,’” he mused. His skills lie in the blending process, and prefers to collaborate with his winemaking team. “I’m not a winemaker,” Stoller remarked. “I’m a winegrower.”

The welding students will also be making 16 Santa Maria Style BBQs. The BBQs will be a smaller style running 18 inches by 14 inches. Fifteen of the BBQs will be sold at the Industrial Education auction at the CMSF. Proceeds of these BBQs will go to the James W. Brabeck Youth Legacy Project. The JWBYLF started in 2020 when the Wood-Claeysson Foundation announced they would not be returning. The JWBYLF will assist youth exhibitors by purchasing projects and helping local families in need by putting student-raised protein right back into the food supply at SLO Food Bank. Premier Ag will also be taking additional donations for those who wish to make a larger donation. There were a limited amount of signs made. Starting in November 2022, residents will vote for a single Board of Trustee candidate residing in their newly drawn trustee area. There was a second public hearing for trustee area map scenarios. Currently, there are four different mapping scenarios to choose from. Trustees gave staff direction to eliminate maps one and three because they felt those scenarios did not best represent the Hispanic population. More information on the election change and mapping scenarios can be found by visiting pasoschools.org/Page/2039. The final and third public hearing for the trustee area is scheduled for Jun. 22. Another public hearing was held for the 2021-2024 Local Control and Accountability Plan (LCAP). Pursuant to Education Code Section 52060, all districts in California are required to develop an LCAP that combines the educational plan with the district’s budget and describes the school district’s goals and specific actions to achieve those goals. The new three-year LCAP for 2021-24 was developed based on extensive feedback from stakeholders, including staff, parents, community members, bargaining unit representation, and students. The final draft of the LCAP will be presented for action in the Jun. 22 school board meeting. The district has created the following LCAP Goals: 1. PRJUSD students will be College and Career and Community Ready when they graduate 2. PRJUSD will increase all student success and achieve-

The Board heard the COVID Update from County Health Officer Penny Borenstein, which began with the good news that the County has moved into the Yellow Tier, just before the tier system goes away next week. It was advised that guidance on mask-wearing, largely for those who are unvaccinated, will be coming soon and that employers should still look to Cal/OSHA for requirements in the workplace. Mega settings with upwards of 5,000 people indoors or 10,000 outdoors will still require masks. Lastly, Borenstein stated that those who have had the disease should still get vaccinated, and there is no longer any restriction
on waiting, which was put in place due to the availability of vaccines. She stated that there is clear data showing that vaccine immunity is stronger and longer lasting than those who had the disease. The meeting opened up to public comment for items not on the agenda, which came from many residents expressing their sadness and dismay over Tommy Gong, the County Clerk-Recorder, taking a position in Northern California and many people placing blame on the recent election review and subsequent comments as the catalyst for the move. Many other commenters discussed the increased cannabis tax, stating that it is too high and will put small local businesses out of business, with other counties being
nearly half the tax rate. Chairperson Compton, at this time, made a motion to bring back to the Board of Supervisors the discussion to name the co-located dispatch facility after Detective Benedetti. The Facility is a $30 million facility with a completion date within the next year. The motion was seconded by Supervisor John Peschong. The motion passed 5-0 Item 31, a hearing to consider a resolution directing the collection of existing service charges on the FY 2021-22, was passed 4-0, with Chairperson Compton recusing herself for unspecified reasons. Item 32, a hearing to discuss the county growth, was discussed, and the staff recommendation was to approve the increase allowing 1129
new dwelling units county-wide. The motion to approve staff recommendations passed 5-0. Item 33 modified language in the coastal zone land use ordinance to be consistent with the first amendment and content neutrality. The purpose was the protection of the public right of physical access to the coast. Item 35 was a request for direction regarding conducting a hydrogeologic study of the Adelaida area. Tasks 2-8 were presented for review, and Supervisor Gibson stated that the data is critical before proceeding. Supervisor Peschong opted to make a motion to proceed with task 2 only and confirmed that they find it exempt from CEQA. The motion passed 5-0. Item 36 was a hearing to consider the Local Agency Management Program (LAMP). Approval of the proposed County of San Luis Obispo LAMP and proposed Ordinance amendments will allow the County to enforce State regulations or standards for Onsite Wastewater Treatment Systems and be consistent with the County’s goal of promoting well-governed, healthy communities. Public comment from Gary Kirkland expressed his concern, “if the ordinance as described requires septic tank business people to evaluate septic tanks, it is in their best interest to find something wrong so they can charge thousands of dollars to fix it.” The motion passed 5-0, with Chairperson Compton stating that while she didn’t like it she will support it. Trustees motioned to pull item I3: Approve Payment Listing and item I5: Approve Springboard 5th Annual Installment (of 7) for PRHS ELA Core Curriculum from the consent agenda. After some clarification item I3 was approved. Item I5 was pulled to be discussed as a separate item at the next meeting. District trustees approved a contract with Lisa Garcia, D5 Accounting. From the item description: “D5 Accounting shall provide consulting expertise on assessing and making recommendations on the financial management of capital projects, including best practices, strategies, and solutions for reporting, tracking, and other approaches to ensure budget compliance. The contractor shall develop auditing processes, project tracking, and annual reconciliation tools for managing capital projects.” The term of the contract will be from Jul. 1, to Jun. 30, 2022. Compensation will be at a rate of $90 per hour and shall not exceed $36,000 for the initial term of the Contract. The compensation will be paid for with Measure M funds. With a 7-0 vote, district trustees approved the Sunshine Proposal between Paso Robles Public Educators (PRPE) and the PRJUSD for the 2021-2022 school year.
