n Monday, May 31, hundreds gathered together to honor our nation’s fallen heroes at the Faces of Freedom Memorial in Atascadero. Hosted by the Atascadero Veterans
Memorial Foundation (AVMF), the annual Memorial Day Ceremony was the largest in attendance in San Luis Obispo County. A flyover from Estrella Warbirds started the ceremony with the crowd cheering, side by side, in support of one another and our veterans after a year deeply impacted by the COVID-19 pandemic.
Dick Mason of KPRL Radio emceed the ceremony, and local artist Rebecca McKinley sang the national anthem. Memorial Day began as Decoration Day, with roots in the aftermath of the American Civil War. It is told that in late April 1866, an assembly of four Mississippi women traveled to

PASO ROBLES — On May 26, Anna’s Home celebrated their women who completed the “Introduction to Solar Training” and installed solar panels at Anna’s Home with a ribbon-cutting ceremony. Anna’s Home is a Restorative Partners sober living home for women and their children in Paso Robles. Haili, a current resident of Anna’s Home and student in the project, says, “Anna’s Home is a great place of reunification where we mothers can support each other while raising our children. The Solar Training and Installation Project is giving us an opportunity for new learning and experiences that will benefit us greatly in all our future employment endeavors.” The project is in partnership with Restorative Partners, GRID Alternatives, County of San Luis Obispo, and Eckerd Connects Workforce Development. The project aims to

introduce low-income women with children to an industry that can provide head of household jobs and reduce Anna’s Home’s energy costs. During the ceremony, Restorative Partners were presented with a certificate on behalf of the Board of Supervisors to honor the project. District Attorney Dan Dow, Supervisor Peschong, Supervisor Ortiz-Legg, and Paso Robles Councilmember John Hammon were present during the ceremony. “We have a drug and alcohol problem in our community, and we fight it every day. The city fights it with our homeless population. This is something that is, to me, so beneficial for our community. A home where women can go and they can get clean and sober, and you heard today they can get jobs and find careers. This makes a difference in people’s lives,” said District One

Supervisor John Peschong. The project is funded by the County of San Luis Obispo Community Development and Block Grant Program. American Riviera Bank presented Anna’s Home with a $1,000 check. Anna’s Home is one of five sober living houses operated by Restorative Partners. The home provides women and their children a safe and sober living environment while developing life skills and building connections in the community. GRID Alternatives leads teams of volunteers and job trainees in installing solar electric systems for low-income families. Wendi Meloon, a current resident at Anna’s Home, said she could see herself going into the solar industry. “It’s definitely something I want to get into. want to honor our ancestors. We are devoted to educating our youth and preserving our past for future generations. We support local schools, awarding scholarships and recognizing outstanding students. We participate in restoring and maintaining historical records and artifacts, locating, restoring, and marking Revolutionary War Patriot gravesites and headstones. We support America’s activeduty troops through a variety of programs. We volunteer and assist military veterans.” The El Paso de Robles, NSDAR chapter, will also participate in the Templeton Fourth of July parade this year! They will be dressed in period clothing, with special honored guests, a patriotic float, and a procession. In 2019 the chapter won the Sweepstakes Award. The chapter is still working on their theme for the float this year but is thinking something about the American Revolution.
TEMPLETON — Templeton Unified School District (TUSD) met for their regularly scheduled meeting on Thursday, May 27 at 6:15 p.m. The Board had nothing to report on closed session and moved on to item 6.0 Item 6.1 was the adoption of resolution #R21-15, Acknowledgement and Appreciation of Employee Service. A presentation was made of the fifteen retirees that will be leaving at the end of this year, followed by a short reception. Item 7.1 was the Governor’s May Revision to the Proposed 2021/22 State Budget. In short, there is a $16 billion excess of the Gann limit, that the state is obligated to return, which affects budgets. The biggest news is the COLA (cost of living adjustment) is due to go up to 5.07 percent, which is an even bigger improvement than the almost four percent that was projected in January. The state is also looking into adding funding over the course of the next few years so that Transitional Kindergarten (TK) will be available to all four-year-olds, rather than the current five and almost six-year-olds. While this won’t take effect for a few years, the procuring of funding to facilitate it is beginning now. The Board Member Report spoke on the Girls soccer that is heading to CIF, as well as the middle school promotion and senior graduation that will be upcoming. The Board spoke to future meetings with in-person participation that would accommodate roughly 20 seats for the public for regular meetings with three-foot spacing between individuals and that this would be continually evaluated as more guidance from the state becomes available after the Jun. 15 lift of restrictions.

PASO ROBLES — The Paso Robles Wine Country Alliance (PRWCA) has completed the first Paso Robles Wine Country Virtual Auction, which began on Monday, May 10, and concluded on Sunday, May 16. This inaugural online auction supports the PRWCA Foundation, the non-profit organization that gives back through its scholarship program for high school seniors and supports the local community with charitable contributions. A total of 23 auction lots, as well as donations, raised $72,000 for the PRWCA Foundation. This weeklong auction saw bids quickly come in for some of the anticipated items, which included the Saxum Current Release Portfolio lot as well as the French Family Affair package at Les Petites Canailles, which brings the wine families of Clos Solène, Benom, and L’Aventure to the dinner table. A 3L bottle of PATRIMONY and Estate Experience also generated bidders’ enthusiasm. These top lots received a

Collections of wines and unique experiences were collected through generous donations from more than 70 member businesses, including wineries, hotels, trans-
portation providers, restaurateurs, and more. “This auction’s success was all about the relationships, and sense of community shared among the local industry,” said Molly Scott, Chairperson of the Paso Robles Wine Country Alliance Board of Directors and Director of Grower Relations for JUSTIN Vineyards & Winery. “As a wine community, our vintners, growers, and associated businesses live, work, and invest into the local economy, and to raise funds that make their way back to support this community we all live in is exceptionally important. Thrive Gymnastics Sends Four Girls To Regionals By CONNOR ALLEN
ATASCADERO — The Thrive Gymnastics Training Center sent four girls to the Region 1 Championships last month in Chandler, Arizona, after a unique year of training and preparation due to the COVID-19 pandemic. Athletes Erika Matthews, Kiana McCrea, Sachiko Zemke and Lillian Kaschahare received qualifying scores and attended one of the strongest Regionals despite the challenging year full of stops and starts. COVID-19 not only took away the girls' chance at a Regional tournament in 2020 but also presented a whole new set of challenges as the girls prepared for 2021. "It was about a month and a half of conditioning straight just to get them back to where they could start doing gymnastics again," Raleigh Carter, coach, and co-owner of Thrive Gymnastics, said. "Their bodies need to get reacclimated before we could really train." Not only did the pandemic force the gym to shut down for an extended period, but when they were finally able to open them once again, they would have to close them again periodically as SLO County played hopscotch with the different colored tiers of the pandemic. While gymnastics seems to be all about the vault, bars, beam, and floor and learning different ways to soar through the air and somehow stick a landing, it is really about so much more. Before an athlete can even begin to fathom a backflip onto a four-inch-wide beam or launching themselves into the air with a spring-loaded assist, they must first find a way to control their fears. "Our goal [this year] couldn't be, let's get this score because we didn't have enough momentum," Carter explained. "So, our whole season has been built around 'How do you want to get better as a person?' and what personal things do you want to improve on. We tell them that success only exists because failure exists. Let's not look at COVID as a setback; let's look at it as an opportunity to find success. How are we going to overcome it? What is our next pathway to overcome it? That is what we do every single day. You are afraid of the beam; why? What is your step process to overcome your fear? It then bleeds into every aspect of their life."

Templeton Girls Come Up Just Short in CIF Championship Game

TEMPLETON — The Templeton Eagles Girls soccer team finished their magical postseason run on Friday afternoon when they fell to the no. 1 seed in Division 3 of the Central Section, Kingsburg, 1-0 in a heartbreaking overtime loss. Templeton entered the Central Section Division 3 playoffs as a 7-seed after finishing the regular season 6-4-2 and in third place in the Ocean League. The girls in green entered the postseason with their offense on fire, riding a two-game winning streak accompanied by an 18 goal explosion, and stayed hot in their first-round matchup against Reedley at home on May 19. Templeton's offense was working early and often as both Lauryn English and Emily Putia recorded hat tricks in the game. The Eagles went into halftime up 6-0 and cruised to a 9-2 first-round victory. In the second round of the Division 3 playoffs, the Eagles faced off against the no. 2 overall seed in Golden West, who was 12-3-1 on the year. Templeton struck first thanks to a corner kick put into the back of the net by Merran Grindley, and the Eagles entered halftime up 1-0. In the second half, Templeton added one more goal, this time off the foot of Puita, and dug in on defense. The Trailblazers added one goal in the second half but could not get a second as Templeton advanced to the semifinals against an all too familiar foe, Nipomo. The Nipomo Titans finished the regu-
lar season as the undefeated Ocean League Champions at 10-0-3 and beat the Eagles twice in the process. The two teams met in the first game of the season in Templeton, with the Titans winning 2-1, and met the second time on Apr. 27. In the second game, the Eagles led 1-0 at the half but lost 3-1 after allowing three second-half goals. Last Wednesday, the two teams met for a third and final time this season, and this time the Eagles walked away with the 3-1 win. Templeton once again jumped out to a firsthalf lead on a Lindsay English follow-up less than 10 minutes into the game. The girls entered halftime up 1-0, but this time, they not only held their lead, but they also added to it. Grindley scored on a Puita assist, and a few minutes later, Puita added a goal of her own as Templeton slammed the door on a comeback. Templeton advanced to the CIF Central Section Division 3 CIF Championship game against Kingsburg with the victory over Nipomo. After defeating the no.2 and no.3 overall seeds, the Eagles needed just a little more magic to take down the top team in the Division but came up just short. The two teams fought to a stalemate in the first and second halves, which led to suddendeath overtime where the Vikings eventually scored. This season with the physical aspect of gymnastics taken out of the equation so many times, Thrive and their athletes took the time to work on themselves and personal growth. The girls responded by earning a spot in Regional Championships, including California, Nevada, and Utah. "I would say that this season, especially being out of the gym for two months and then coming back and not really knowing what the future was going to hold, it was kind of a nice time to be in the gym and just work on skills that I didn't necessarily need to be putting into a routine," McCrea told The Atascadero News. "I learned about

myself. That is in and out of the gym as well because I have to come in and think about gymnastics and then leave thinking about whatever else is going on in my life, but as soon as I walk in the door, it's gym, and that's what I'm working on." With the Gymnastics season now over and life slowly but steadily returning to normalcy, the girls have already begun their training for next season and have continued to build on the lessons and perspective gained this year. Elks Host BBQ Fundraiser to Support Kyndal Fight Brain Cancer Sylvester's Burgers offers free burgers for donations of $20 or more to its Fundraiser for Kyndal in June By CAMILLE DeVAUL
ATASCADERO — On Jun. 19, The Atascadero Elks Lodge will be hosting a BBQ fundraiser for five-year-old Kyndal Gottfried, who was diagnosed with brain cancer in March. Kyndal, a resident of Atascadero, was diagnosed with brain cancer while visiting family in Texas with her mom Raquel Gottfried. After showing strange symptoms, Raquel brought Kyndal to the Texas Children's Hospital. Within one hour of arriving at the hospital, Kyndal had a CT scan which revealed a three-centimeter tumor attached to her brain. The next day Kyndal went through a six-hour operation removing the large tumor. Unfortunately, two smaller tumors were found in Kyndals brain, and a third was found at the base of her spine. Kyndal recently completed six intense weeks of proton radiation therapy and will be followed by a six-week break to recover until her next treatment. Proton radiation therapy is commonly used in children for more precise treatment and allows doctors to avoid long-term damage to her brain.
After her six weeks of recovery, Kyndal will undergo seven months of chemotherapy. Because a tumor was found on her spine, doctors have advised that the first treatment needs to be aggressive and is her best chance at ridding the cancer. Kyndal's last day of radiation treatment was on Jun. 1. So far, Kyndal has taken the treatment well. She has not lost any weight but has lost all her hair, but Kyndal was able to pick out her own wigs. Naturally, she picked out a mermaid and a purple princess wig. "She has lost all of her hair, which was hard mostly for me at first, but she is so confident and used to it now that she rarely wears a hat or wig. I am so proud of her," said her mother, Raquel. On Jun. 2, Kyndal and her mom will be heading home to Atascadero for a few weeks of recovery. Some of Kyndal's friends from preschool will be at the fundraiser, which her mother Raquel says she is looking forward to. "She and my dad are close--he hasn't been able to come out here, so she is really excited to see her papa, and she is excited to see all her friends from school," said Raquel. On Jul. 12, Kyndal will begin her 28 weeks of chemotherapy treatment. Because a tumor was found on her spine, Kyndal's chemotherapy treatment will be extremely intense. Kyndal and Raquel have just moved into a three-bedroom home at a discounted cost provided by Project Joy and Hope in Pasadena, Texas.
"The fact that so many people are taking time and energy to pray for Kyndal and me means so much to me. We are so incredibly blessed," said Raquel. PEO Philanthropic Sisterhood Supports Women Through Education STAFF REPORT
PASO ROBLES — The Philanthropic Educational Organization (PEO) was founded 150 years ago and is one of the oldest women’s organizations in North America. With close to 6,000 chapters and more than 500,000 members in the United States and Canada, the organization is passionate about helping women advance through education. PEO International has helped more than 114,000 women across North America pursue their life goals by providing over $369 million in educational assistance. Founded in Paso Robles in 1992, the PEO Chapter HL, is the local chapter of PEO International. With 56 active members, the Paso Robles chapter has helped 52 women with awards totaling over $126,385 in financial support since 2002. As a non-profit philanthropic and social organization, PEO has been happy to work behind the scenes for years and has only recently decided to be more forthcoming about the financial aid and moral support it provides to women trying to navi-
gate a more productive and financially secure future for themselves and their families. With a mission statement of “Women helping women reach for the stars!” PEO celebrates the advancement of women, educates women through scholarships, grants, loans, and stewardship of Cottey College, and motivates women to achieve their highest aspirations. Jones is a graduate student and completing her Masters online in Speech Pathology at NYU, fall 2020-spring 2023. “PEO support has significantly impacted me both financially and emotionally,” Jones explained. “I am trying to get through graduate school without accumulating exorbitant debt, and I am succeeding with savings and by applying for scholarships. The PEO scholarships will cover the cost of my books, as well as supplemental expenses associated with my degree and clinical rotations. Knowing there is a group of strong, smart, and successful women in my corner who are willing to help me has been convicting and encouraging. My goal is to pay back both the scholarships and then support a future graduate student as soon as I am in a position to do so.

$116.5 Million Vaccine Incentive for Un-Vaccinated Californians Centers of Disease Control transitions reporting to help maximize the quality of data collected on cases STAFF REPORT
CALIFORNIA — Over the last year of the pandemic, Californians have experienced a plethora of rules, regulations, and incentives, and on May 27, Governor Gavin Newsom announced another. “Vax for the Win” is a new $116.5 million vaccine incentive designed to motivate Californians to get their vaccination leading up to the state’s reopening on Jun. 15. Back in April, Gov. Newsom announced that the state would be moving away from the Blueprint for a Safer Economy tier system. “We’ll be opening up on Jun. 15, business as usual,” Newsom said. He went on to say in a separate interview that “[mask mandates will remain] only in those settings that are indoor... only in those massively large settings, where people from around the world not just around the County are conveying, and when people are mixing in real dense spaces otherwise, we’ll make guidance recommendations but no mandates and no restrictions in businesses large and small.” The incentives aim to give an extra nudge to those who still need to get vaccinated against COVID-19, especially those in hardto-reach communities, while also thanking everyone who has already been vaccinated.
“Getting every eligible Californian vaccinated is how we bring our state roaring back from this pandemic,” Newsom said. “California has already made incredible progress in the fight against COVID-19, with the lowest case rates in the country, while administering millions more vaccines than any other state. But we aren’t stopping there; we’re doing everything it takes to get Californians vaccinated as we approach Jun. 15 to help us fully reopen safely.” According to reports, more than 62.8 percent of Californians aged 12+ are at least partially vaccinated. However, an estimated 12 million people who are eligible still have not received a vaccine for personal reasons. Going back in history, this is the first time that emergency vaccines have been pushed out to the general public as a service of public safety. “Some Californians weren’t ready to get their COVID-19 vaccine on day one, and that’s okay. This program is designed to encourage those who need extra support to get vaccinated and help keep California safe,” said Dr. Tomás J. Aragón, California Department of Public Health Director and State Public Health Officer. “The State will work closely with our partners at local health departments and community-based organizations to ensure the program reaches families living in communities with the lowest vaccination rates, who might face language barriers and other obstacles.” All Californians aged 12+ who are at least partially vaccinated are automatically eligible
for the cash prize drawings in June. Thirty winners will be selected for the “$50,000 Fridays” cash prize drawings on Jun. 4 and Jun. 11, totaling $1.5 million. On Jun. 15, $1.5 million will be awarded to 10 lucky Californians, for a grand total of $15 million in cash prizes. This is an incredible amount of money being offered by the state during a time when many Californians have been or still are deeply impacted by the devastating economic crisis over the last year. Winners must complete their vaccination in order to claim their prize. If someone under 18 wins, the cash will be put in a savings account for them until they turn 18. One young resident shared on social media that he was taking his $50 incitive card and treating his friends to Korean Bar-B-Q. For more information, visit COVID19.ca.gov/ vax-for-the-win. This incitive program was launched shortly after the Centers of Disease Control (CDC) announced in mid-May that they transitioned to reporting only patients with COVID-19 vaccine breakthrough infection that were hospitalized or that had died to help maximize the quality of data collected on cases of greatest clinical and public health importance. This means that they will no longer report on cases where a vaccinated person contracted COVID-19 unless the symptoms are severe. Questions were raised to the CDC that if reporting this way helps maximize the quality of data collected on cases of greatest clinical and public health importance, why was this
not how cases were reported at the start of the COVID-19 pandemic. No response was received by the CDC at the time of publication. The CDCs Vaccine Adverse Event Reporting System (VAERS) collects reports of possible adverse events that happen after vaccination. As a condition of a vaccine’s use under Emergency Use Authorization, the Federal Drug Administration (FDA) requires healthcare professionals to report to VAERS certain adverse events that occur after COVID-19 vaccination due to all studies and statistics are being done in real-time. Anyone can submit a report to VAERS, including patients, family members, healthcare providers, and vaccine manufacturers, even if it isn’t clear if the vaccine caused the health problem. The CDC’s website warns that because VAERS allows anyone to report possible side effects from vaccines, it includes reports that might or might not be caused by vaccines. VAERS is not designed to identify cause and effect. VAERS reports alone cannot be used to determine if a vaccine caused or contributed to an adverse event or illness. Some reports may contain information that is incomplete, inaccurate, coincidental, or unverifiable. Most reports to VAERS are voluntary, which means they are subject to biases. SAN LUIS OBISPO — The San Luis Obispo County District Attorney Dan Dow announced on Wednesday, May 26, that he has joined with 43 other elected District Attorneys across California and filed a civil lawsuit against the California Department of Corrections and Rehabilitation (CDCR) seeking declaratory and injunctive relief to prohibit awarding additional conduct credits to more
than 76,000 violent and serious offenders. The additional credits were the product of “emergency” regulations which were passed and first made public on Friday, April 30 at 3 p.m. In adopting these regulations and claiming an emergency, the CDCR Secretary stated these regulations were necessary to comply with “the direction outlined in the Governor’s Budget Summary” presented a year ago on May 14, 2020. By invoking an emergency, the traditional regulatory scheme and transparent public comment period was bypassed. District Attorney Dow has stated, “The time is now to consider

Cunningham’s Anti-Eavesdropping Act Passes State Assembly STAFF REPORT
SACRAMENTO — On May 10, Assemblyman Jordan Cunningham (R-San Luis Obispo) announced that the Anti-Eavesdropping Act (AB 1262) passed the State Assembly. If signed into law, the bill would prohibit smart speaker manufacturers from retaining, distributing, or selling identifiable voice recordings or transcriptions without first obtaining the user’s consent. “For years, tech giants have given us a false choice: live in a smart and interconnected home, or keep your conversations private. We can and should have both,” said Cunningham. “I am grateful to my colleagues for supporting the Anti-Eavesdropping Act. We must continue to pursue common-sense protections that safeguard our privacy in the home.” Smart speakers eavesdropping, recording, and retaining information collected in the home has been a documented issue for a number of years. In 2018, one Portland, Oregon, family was shocked when a smart speaker device recorded parts of a private conversation and sent audio recordings to a work colleague. In 2019, a Washington Post tech columnist said that the amount of data collected in the home by smart speakers and other smart home devices would “make the East German secret police blush.” A 2019 report by Bloomberg found that Amazon had a team of thousands of employees around the world listening, transcribing, and annotating audio recordings made via the Amazon Echo device. The Anti-Eavesdropping Act, co-authored by Assemblymember Buffy Wicks (D-Oakland), had bipartisan support in the Assembly. The bill will now move to the Senate for consideration. California State Parks Presents Its Largest-ever Class of Peace Officers State Parks is currently accepting applications for the 2022 academy STAFF REPORT
SACRAMENTO — California State Parks graduated 44 cadets on May 19 to “Live the Parks Life” as State Park Peace Officers (rangers and lifeguards) in the nation’s largest state park system. The 44 cadets make up the largest class of graduates in State Parks’ history. Before an in-person and virtual audience of family members, friends, and department staff at Lake Oroville State Recreation Area’s North Forebay, the cadets were officially sworn in as State Park Peace Officers to serve State Parks and the State of California as rangers and lifeguards. “These new rangers and lifeguards are beginning
their careers at a very critical moment in State Parks’ history,” said California State Parks Director Armando Quintero. “They arrive at a time of incredible and important transition for California’s State Park System as the department engages in the work of wildfire resiliency, climate change adaptation and expanding outdoor access for all Californians. ” Rangers and lifeguards protect and educate visitors to California’s 280 state parks while protecting the state’s
most significant natural and cultural resources. This year’s graduating class was chosen from a field of approximately 800 applicants. For nearly eight months, the cadets participated in the Basic Visitor Services Training Academy during the ongoing COVID-19 pandemic and amid the 2020 wildfires. Graduates of this class will be stationed throughout the state, in areas such as North Coast Redwoods, Central Valley, San Diego Coast, and Inland Empire Districts:
Cadet training included lessons in interpersonal communication, making physical arrests, conducting investigations, performing search-and-rescue activities, defensive tactics, de-escalation, and firearms use. Cadets were also trained in visitor assistance, public education and interpretation, park resource protection and management, and first aid. Academy instruction prepares the students mentally, morally, emotionally, and physically to enter and successfully complete the Field Training Officer’s Program, which is comprised of 13 more weeks of on-thejob training. Benson was pronounced deceased at 6:03 a.m. by a paramedic. Benson did not have a cellmate. The Marin County Sheriff ’s Office Coroner Division will determine his cause of death; however, foul play is not suspected. Benson, 74, was sentenced to death in Santa Barbara County (change of venue from San Luis Obispo County) on Apr. 30, 1987, for four counts of first-de-
gree murder for the 1986 deaths of 24-year-old Laura Camargo of Nipomo and the sexual assault and murder of her three children (2,3 and 4). Benson’s two sentences for lewd and lascivious acts on a child under 14 years of age and arson of an inhabited structure were stayed pending the carrying out of the death sentence. Benson was admitted onto California’s death row thirty-four years ago on May 1, 1987. San Luis Obispo County District Attorney Dan Dow
said in a statement following the news. “Richard Allen Benson personified the worst of the worst criminals,” Dow stated. “He committed the most horrific crimes in our community that I could ever imagine. Nothing, including his death in prison, will ever begin to diminish the pain and suffering that he inflicted on the young children, their mother, and their family. My heart goes out to the surviving family, Mary Einert (mother and grandmother), and especially to the one child who was not at

ancer Support Community – CA Central Coast (CSC-CCC), located in Templeton, is here to serve local cancer patients and their families. We offer professionally-led support groups, education, restorative fitness, counseling, hats and wigs, children’s programs, group de apoyo, virtual and phone support, resources, patient navigation, and a helpline so that no one faces cancer alone in San Luis Obispo County. In May, we brought participants back in person to our office for certain support groups and one-onone counseling. Our Breast Cancer Support Group, Young Survivors Group, Grief Support Group, Mindfulness Hour, and Therapeutic Yoga will all be held in a hybrid format. Our hybrid format is set up to accommodate six participants in-person in our comfortable office space while also having a Zoom stream happening for those that still want to participate from home. We understand that our participants have varying levels of comfort when it comes to being in public settings, especially when dealing with compromised immune systems, so our goal is to have no barriers to support. In July, as part of our responsible re-opening plan, we plan to open more of our support groups up to this hybrid model as participants feel more comfortable attending in person. All participants will observe social distancing, wear masks, sanitize hands, and only come to group if they are feeling well. We are thrilled to have participants back in person again and to offer this new hybrid format. June 6 is the 34th Annual National Cancer Survivors Day; thanks to advances in medicine, more people are surviving cancer. This day was founded by the National Cancer Survivors Foundation to recognize those living with a history of cancer and raise awareness of the challenges cancer survivors face beyond

OSCAR RAY ROBINSON 1943 - 2021

scar Ray Robinson, “Big O,” was born March 8, 1943, in Magazine, Arkansas, and passed away May 26, 2021, in San Luis Obispo, California, surrounded by family. He spent his younger years in Arkansas and Texas before the family moved to Salinas, California, where his father was stationed with the Army at Fort Ord. The family then relocated to San Miguel, where Oscar finished high school in Paso Robles, graduating with the class of 1961. He lettered in both varsity baseball and basketball for the Bearcats. His love of sports lasted his entire life. Oscar played in numerous local basketball, fastpitch, and slow pitch softball leagues. In addition to Paso Robles city leagues, Oscar traveled to many states around the country on men’s and
co-ed softball teams. When not playing, he could be found coaching or umpiring women’s softball and little league baseball. As he got older, Oscar’s passion turned to golf. You could find him on any local course multiple times a week. His passionate love of sports was happily passed on to his children & grandchildren. Oscar worked for Texaco in the San Ardo oil fields for over 20 years. After retirement, he worked for many years at the Pioneer Shell Station and for over 25 years at J&L Wine Distributors in Paso Robles. He will be forever missed by his children Annette (Robert) Brewer, Anita (Tim) Redenius, Cliff Robinson, Shianne Robinson, and Shawna (Bev) Robinson, 12 grandchildren, and 24 great-grandchildren. By his sister Janet Robinson, brothers Kenith (Gloria) Robinson, and Steve ( Janine) Robinson. Along with nieces & nephews too numerous to list, a large extended family, coworkers, and friends. He was preceded in death by his parents Oscar Mark Robinson and Stella Viola Robinson, as well as his brother, James O. Robinson. A celebration of life will be planned at a later date.

Vehicle Pursuit Ends with Suspect Fleeing on Foot Sheriff Deputies, K-9 unit, CHP air, and ground units all involved STAFF REPORT
SAN LUIS OBISPO — On May 29, at approximately 2:15 p.m., the San Luis Obispo County Sheriff 's Office received an Agency Assist call from the California Highway Patrol (CHP). It was reported that a red Volkswagen coupe was driving recklessly eastbound on Highway 46 East, just east of Shandon. A Deputy Sheriff initiated a traffic stop on the vehicle a short time later. The subject, identified as 19-year-old Dylan Keanu Wilson of Merced, was uncooperative and confrontational with the Deputy. Wilson fled the scene in his vehicle, and a short pursuit was initiated. The pursuit was terminated due to unsafe conditions. A short time later, while being followed by the CHP helicopter, Wilson crashed his vehicle and

Fall of 2020, she got to teach three of her grandchildren at her home as the COVID shutdown threatened their academic success. She was in her element. December 2020, as she began to weaken, she went on hospice but gained strength when the family came to visit and loved ones prayed for her. She spent the last six months living at her daughter’s home enveloped with love. Linda is survived by her sisters Paula Johnson (Burnell), Donna, and Margee, her children Sherry Kirk (Elliott), Lois Bullard (steve), Brenda Bullard (David), Raymond Johnson (Tracey), Rodney Johnson (Debbie), and Richard Johnson (Leentje), 25 grandchildren, and five great-grandchildren with four more arriving this year. She will be sorely missed, but we rejoice that she is reunited with her parents, her husband, and daughter, and most of all, Jesus Christ, her Lord.
Former Correctional Deputy Arrested for Child Molestation

Wilson then got back into his vehicle and began fleeing at a high rate of speed on Highway 41 North until he drove off of the road, through a fence, and fled once again on foot. Sheriff Deputies, Sheriff K-9's, CHP air and ground units, as well as Kern County Deputies assisted in the search. Highway 41 between the Highway 46/41 interchange and the summit at Highway 41 North was closed for a period of time due to the search. Wilson was not located or apprehended and does not represent a danger to the public at this time. His vehicle was towed from the scene, and the charge of Felony fleeing with willful or wanton disregard for the safety of persons or property will be filed with the District Attorney's Office. Wilson is described as light skin, adult male 6'1" tall, approximately 180 lbs wearing a white shirt and khaki pants. SAN LUIS OBISPO — San Luis Obispo County Sheriff 's Detectives recently received information of suspected child sexual abuse concerning multiple victims under the age of 14. The investigation by Detectives was submitted to the District Attorney's Office, who filed multiple counts charging lewd and lascivious acts with a child under the age of 14-years old. On Wednesday, May 26, an arrest warrant was obtained, and Sheriff's investigators took 63-year-old James Peter Storton of Arroyo Grande into custody. The location of where these incidents occurred is being held at this time to protect the victims and their families. Storton was a former Correctional Deputy who retired from the Sheriff 's

‘This Bill Could Kill Rooftop Solar’ THOMAS ELIAS COMMENTARY
I
f politicians wanted to kill rooftop solar energy production in California, they could not find a better vehicle than a proposed new law known as Assembly Bill 1139. This is a brainchild of Democratic Assemblywoman Lorena Gonzalez of San Diego, previously best known for authoring AB 5, another destructive bill she pushed into law in 2019 only to see her legislative colleagues a year later rescind many of its onerous provisions. AB 5 was
despised, especially by folks it was supposed to help. The newest Gonzalez project is – like AB 5 – a wolf in sheep’s clothing. Where AB 5 originally required companies using contract workers to convert them to regular employees who could then be unionized, AB 1139 purports to stabilize conditions for California residents installing solar panels atop their homes. AB 5 caused or threatened to cause an end to the jobs of thousands of Californians, from freelance writers to court reporters to musicians. Similarly, AB 1139 would likely stifle rooftop solar installations around the state, home to about half of all such projects nationally. It would concentrate all renewable energy efforts in the hands of big utilities, including California’s largest utility, which has been convicted of corporate crimes as serious as manslaughter. It would end the current guarantee to homeowners who install solar that net metering will remain stable for 20 years after systems go in. This means the price homeowners get for excess energy they contribute to the general electric grid will drop. And it calls on the scandal-ridden state Public Utilities Commission (PUC) to create new net metering rules within two years to set payments to solar owners for excess power at the level currently paid for wholesale power. That, say solar advocates, would cut payments to homeowners who install solar by about
80 percent. This is a utility company pipe dream come to life, something for which the electric providers have spent years lobbying the PUC. Essentially, AB 1139 disincentivizes homeowners who might otherwise want to install solar panels, the cost of which has dropped by about 70 percent over the last 10 years. The unanswered question here is why Gonzalez would sponsor this bill, which has already passed one Assembly committee and is now headed to another which Gonzalez chairs, where passage is allegedly greased. Questions repeatedly submitted to her office have gone unanswered. The reality is that this bill helps no one but profit-driven privately-owned monopoly utilities, like the multiply-convicted Pacific Gas & Electric Co., Southern California Edison, and San

home prices half as much here) but not as cheap as some might believe. Overall monthly expenditures would be lower by a few hundred dollars, but you also give up a lot to live there. In Atascadero, Roberta and I live within five minutes to any number of local stores, three grocery stores, a dry cleaner, a bank, two pharmacies, auto mechanics, parks, the post office, UPS, and FedEx stores, not to mention multiple mom and pop restaurants and other local conveniences. The fire and police departments are within five-minute response times, with paramedic support provided. Twin-Cities hospital is ten minutes out, and two other major hospitals are within a 20-minute drive from Atascadero. At the locale we visited, everyone tells you to take out the local air ambulance insurance as, without it, you need to have your affairs in order in the event
of a life-threatening emergency. The same held true for our pets, with the nearest full-time vet a good 45-minute drive away, and that’s during summer with clear roads. About the only service that seemed to be in abundance was a church on every corner. Given the long transport times for medical emergencies having a church so close might be a very good trade-off! Another item not in short supply was patriotism, the old-fashioned kind; people are not afraid of offending someone by flying the American flag or placing a patriotic-themed bumper sticker on their pick-up truck, the most popular type of vehicle in the area. It wasn’t just feigned patriotism either; entire families were military veterans, including sisters and nieces, many belonging to National Guard units or had served at some length on active duty with the military. The cemeteries are full of family names, usually with an

If home-produced power levels off or is reduced, pressure will increase pressure to expand or build more huge solar-thermal electricity farms in the state’s vast desert areas, says Jennifer Tanner of a group called the Indivisible California Green Team. The utilities won’t build most of these plants, but they would construct added transmission lines to bring the new power from the desert to their grids. Building more hundreds of miles of transmission facilities atop what already exists would cost many billions of dollars. Do it, and utilities would reap billions in added income over at least 20 years because they are guaranteed a fixed rate of return – often about 14 percent
per year– on investments in new facilities. This inevitably leads to higher rates for consumers, who will also provide – through their monthly bills – money to repay with interest any loans the utilities take for adding transmission capacity. One reason some advocates of the massive solar thermal facilities give for de-emphasizing rooftop solar, as AB 1139 definitely would – is the claim that only the wealthy can afford it. But today’s lower prices for solar panels mean see 43 percent of new installations done by lowerand middle-income homeowners. All of which makes this one of the most anti-consumer, anti-homeowner, and anti-green proposals ever seen in Sacramento. These aren’t the families that find a way to avoid military service in crisis or war; you’re just expected to go and serve as a matter of duty to God, family, and country. They do so quietly and without much fanfare. I have to admit that when I served in the Army, my best soldiers came from this region and disproportionately serve in our special operations forces with great distinction. It’s a choice for someone like us to leave a place like California where so much is taken for granted by so many to consider living in an area where life is a great deal less complicated, and most people focus on faith, family, service to their community and country with not much emphasis upon self. Quality of life issues stands out in contrast: no bars, not even one; no movie theaters within
40 miles, very little in the way of convenience. Mom and pop restaurants stop serving breakfast at 10:30 a.m., and none of them are open on Sundays, some not even on Saturdays. That was a bit hard to take. Yet I’m grateful and more appreciative for what we have here but also for having the opportunity to know that some parts of the old America still exist, especially the values of helping out a neighbor or a newcomer or just a visitor. It’s nice to know that flying an American flag isn’t offensive and if offense is taken, it’s because it was flown incorrectly, not because it’s there. Finally, we’re grateful for the friends we have here and a community where we still have a place that we call home. LETTERS TO THE EDITOR TIME TO BE GOOD STEWARDS OF OUR VOTING PROCESS Dear Editor, I have had a hard time comprehending that there is something wrong with wanting, even demanding that elections be transparent and open for examination. We, as taxpayers, purchased the equipment, we pay for the office space, we pay the people that work in those spaces. As a taxpayer, we certainly should have access to every aspect of the election process. Let’s be honest, there are a plethora of ways to cheat in an election; loose signature verification, dead people on our voter rolls, mass mail out ballots, etc. Cheating happens at all levels. What makes us think that it doesn’t happen in our elections? A mother in Pensacola, Florida, hacked the school computers to change the votes so that her daughter would win homecoming queen. What we have at stake is far greater than a high school prom. Let’s not be so naive to think that cheating never happens or that our election process is free from tampering. The article is quoted as stating, “With ElectionGuard, Microsoft isn’t setting out to create an unhackable vote-no one thinks that possible—but rather a vote in which hacks would be quickly noticed.” (1) In 2017, Amy Klobuchar, U.S. Senator (D), voiced her concerns stating, “Free and fair elections are the cornerstone of our democracy. It is clear that a foreign adversary attempted to undermine our election-and now we are learning that as many as 39 states may have been hit by Russian hackers.” (2) An article “Electoral System in Crisis,” written on Jul. 25, 2016, states that “The portrait of an electoral system in crisis is further supported by reports from election integrity organizations, media outlets, and individuals on social media that voting is increasingly taking place in a corrupt environment. This contextual evidence of voters purged from the rolls, registrations lost in the mail, party registrations being changed without a voters’ knowledge or intent, voters being sent incorrect ballots, a shortage of ballots, polling
places being closed, discouragingly long lines in targeted precincts and states, and disturbingly large disparities between initial exit polls and official results, lends credence to the argument that if one form of fraud is already in play, another form of fraud is more plausible.” (3) Voter integrity is a dynamic and complex issue, but if we are to have confidence in the votes we cast, then this issue must be addressed. I applaud our three Board of Supervisors that were willing to acknowledge the issue of election integrity. It is time to be good stewards of our voting process. It is time for us to face the possibility of election interference and fraud. Let’s not be afraid to take a closer look behind the curtain. We, as taxpayers, deserve complete transparency. CENTRAL COAST ORGANIZATIONS ADVOCATE FOR SAFE HOUSING FOR UNACCOMPANIED CHILDREN Dear Editor, On May 11, a coalition of community organizations, immigrant advocates, and concerned individuals from Monterey, San Luis Obispo, Santa Barbara, and Ventura Counties met to discuss their concerns regarding the Department of Health and Human Services (HHS) proposed plan to house 5,000 unaccompanied minors at Camp Roberts. The coalition agrees that California is a preferred choice as a welcoming state among the states that may be considered for locations. However, we cannot support Camp Roberts as a suitable site, nor can we support the use of any military base for such a purpose. Very little information regarding Camp Roberts is available to the public. In Summary, we recognize the challenges the Biden administration is facing. The current infrastructure for the asylum process, including influx centers, is the result of policy decisions put into place over many decades and is in need of comprehensive reform. At the same time, we stand in solidar-
ity with immigrant advocates who ask that the use of influx centers on military bases be removed from consideration for housing asylum seekers. We need safe housing for all immigrants, including unaccompanied children, in locations that can be federally regulated in a standardized manner, with strong oversight mechanisms in place. We know that if the children come to San Luis Obispo County, residents are ready to welcome them. “Central Coast residents are caring and want to be of help. We all know these kids need a place to go while they are waiting to be reunited with their families. But our desire to protect and assist them doesn’t mean that just any location is ok. his COVID thing sure has messed things up, including taking the action out of many auctions. As a result of the China flu, many purebred bull breeders just had internet auctions instead of traditional bull sales, and I hope this is not a permanent state of affairs. Before you know it, they'll make their sales electronic auctions and get rid of the auctioneer entirely, and you'll be forced to buy your bulls on eBay. I know internet sales make some sense economically, no bulls get hurt, and no one gets dirty, but where else but a real bull sale are you going to see other ranchers from such a wide area, drink free beer and eat free steak, swat flies that are interpreted as bids by the auctioneer, get hit with projectile manure and get something for nodding? I suppose I should be the
last to complain; after all, for 20 years, I was the announcer and a very small shareholder in one of the first video sale auctions where we sold cattle in load lots. It's a great way to sell cattle, and buyers can get a lot of business done while eating free food and drinking free drinks, but beauty is in the eye of the beer holder. I know sale barns still have big runs of yearlings and calves, but a little part of me misses seeing all the big ads for dozens of off-thegrass specials and watching ring man Tommy run over the backs of mobs of yearlings trying to get them out the gate while catching a bid or two at the same time. Already many breeders have taken the first step in taking the bull out of the bull sale. Instead of running the cattle through a sale ring, they show pictures of them, so no one dumb enough to sit on the front row gets shavings in their coffee or recycled alfalfa on their clothes. As a ring man for 40 years with my back-to-the-sale ring, I never wore out my clothes on the front, just the back from being pelted with shavings and gooey
stuff. I'll never forget the day when a big wig in the business, who was a very fastidious dresser, got squirted by a fire hose of manure and much of it lodged in the crease of his silver belly Stetson so for the rest of the sale; he sat very still because if he moved even a smidgen, the lake of stuff would overflow and would drip, drip, drip down the front of his hat. You won't see that at a bull-less auction. Then there was the time a bull decided to join the auctioneer and clerk on the auction block and got stuck. Although my memory is failing me, I'll never forget the time the auctioneer fell over backwards off the block, but he never missed calling the bid. And invariably, when we couldn't get a bid on the bull in the ring and let another bull in, the buyer picked the inferior bull half the time. And the second bull often brought more money! Looking back, there were some situations that could have been very dangerous, like the time a Longhorn bull at a sale in Elko, Nevada, lifted up the sale ring, climbed under-
neath, knocked over a section of bleachers, and was fixing to shish kabob somebody when a smart person opened the door and let the bull out who was last seen headed east on I 80 headed for Chicago. I don't know what it is about Nevada, but it was also there where a Hereford bull busted his way out of the ring and sent everyone scurrying for cover. And I'd be remiss if I didn't mention the fellow at John Wayne's bull sale every year who waved a huge American flag when he wanted to bid. I didn't know whether to take his bid or salute and bust out singing our national anthem. The zenith of my career as a ring man had to be the time a man and wife got into an argument over his selection of bulls and the amount he was willing to spend. After several such altercations heard by everyone in the sale barn, she finally slapped him and left. For good, I was later told. When Joseph’s brothers finally arrived in Egypt and came before Joseph, a unique and strange thing occurred. Joseph recognized his brothers, but they DID NOT RECOGNIZE HIM. The brothers bowed down before their brother, who was the prime minister in Egypt. This was the fulfillment of a prophecy that Joseph had given to his brothers from a previous dream he had (Genesis 37:5-8). When Joseph saw them bowing down, he remembered his previous dream. God’s divine plan was being fulfilled. God was using this reunion and the circumstances that would follow to accomplish a number of important things. Preserve Joseph’s family from starving. Bring Joseph’s brothers into account for their past sins of hatred and deception.
Cause great joy to be renewed between Joseph and his father and brothers. God’s plan can always bring about a great blessing (Romans 8:28-39). Lessons to Be Learned God’s plan for his servants many times will involve severe and difficult trials. God always has good and beneficial purposes in every trial He has planned for His servants. God will eventually cause his servants to experience joy, peace, and satisfaction when they understand His purpose in the trials they experience. ( James 1:2-5). God is in control of everything that occurs in the lives of His servants. God’s divine power and purpose prevent accidents from occurring in His servant’s life. This truth relieves us of FEAR. leadership on solar workforce diversity. Karina Gonzalez, Grid Alternatives Workforce Development Director, said, “The solar industry is growing throughout the state, nation, and the world and for people that are interested in it I’d encourage them to find a program, get enrolled, and they’ll find a job pretty quickly.” Gonzalez continued, “Our facility is located in Fresno, so if they wanted to complete their training with us, they could qualify for a job opportunity. soldiers that died and never made it home. According to the Association of the United States Army (AUSA. org), Taps is a melody that is both eloquent and haunting. The history of its origin is interesting and somewhat clouded in controversy. In the British Army, a similar call known as Last Post has been sounded over soldiers’ graves since 1885, but the use of Taps is unique with the United States military since the call is sounded at funerals, wreath-laying, and memorial services. Among those in attendance were Atascadero Mayor Heather Moreno, Councilmembers Charles Bourbeau, and Susan Funk, along with County Supervisor Debbie Arnold and County District Attorney Dan Dow. Dow shared in honor of the day, “Memorial Day- The day we pay our respects to the fallen American warriors of each generation. We are
the home of the free because of the brave. We must always remember.” Each year the volunteers of AVMF make sure that the Memorial is polished and cleaned throughout the year and prior to any event. The website shares, “Throughout history, patriotic Americans have been drawn together to serve a cause greater than themselves. Some came because of a common experience. Most came because of common values. All came because they shared a dream. The people who belong to the Atascadero Veterans Memorial Foundation are such people. Another honored North County annual event that was canceled again this year due to the pandemic was the Paso Robles District Cemetery annual Memorial Day event. However, they did have the avenue of flags that the community was welcome to drive-thru over the weekend that remained through Memorial Day on Monday.

During the Superintendent Report, it was announced that the County Health Department “Award of Excellence” was given to the TUSD Food Service Department. All departments were given a 100 percent score in terms of their operation, which resulted in their Award of Excellence. Moving on to the consent agenda, item 12.2 was pulled for discussion, and items 12.1 and 12.3-8 were approved unanimously. Item 12.2 was addressed, with Heather Contreras of TMS resigning and staff wanting to speak words of gratitude of her service before approving the item. Item 13.0 was the approval of the Memorandum of Understanding (MOU) with the Templeton Performing Arts Center Foundation. The purpose of which is to formalize an agreement between the District and the Foundation for the use of the facility. There would be no significant cost as the Foundation agrees to maintain and improve many items of the facility. The MOU was passed unanimously. Item 14.1 2021-2024 TUSD Local Control and Accountability Plan (LCAP) Committee and Survey Update was presented, with the most important aspect be to minimize “eduspeak” meaning terms and acronyms that the general public may not be familiar with. Going forward, the plan is being created for the next three years and looking for input. The goals are all created from a state-mandated list of priorities. All of the goals begin with
“All students” as they are directed at students. The data for the LCAP was derived from a survey that was open for nine days. The plan will be put before the public on Jun. 17 and Jun. 29, the Board will take action, and the following day, the plan will be submitted to SLOCO. The plan will be approved or asked to amend, which will be done within 15 days. The final approval will come sometime in September. Item 14.2, Approval of 2021/22 Templeton High School Athletics Handbook was updated with small administrative changes and, after a brief presentation, was approved unanimously. Item 15.1, Food Service Department Annual Report, spoke to the meal programs that were made available to the kids, keeping the drivethrough open every day even though the children are able to also obtain meals on campus. With the school now open, the meals are served cold with heating instructions. The Department is still serving approximately 125 meals a day through the drive-through. Item 15.2, Approval of Expanded Learning Opportunity Grant Plan was approved unanimously. Item 16.1 Proposed Revisions to Board Policy 6146.1 - High School Graduation Requirements/Standards of Proficiency, which states that those who were on track in 2019 but did not complete because of school closures can retroactively receive a diploma. After the meeting, the Board went back into closed session. The next TUSD meeting will be held on Jun. 17, and the link to the meeting can be found on the school website at tusd-ca.schoolloop.com.

Nelson Yamagata spoke on the idea of in-person meetings and erring on the side of caution for social distancing and mask-wearing to continue to be part of the foreseeable future of meetings. “Just for the foreseeable future, if we open up especially…I wonder about what the District or the liability is if we open up the room presuming that people are vaccinated, and someone transmits COVID… I’m just thinking ahead of the box in how we proceed.” One parent spoke in response to Yamagata, “As to Mr. Yamagata’s statement he just made, there will be no liability if somebody contracted any illness… because there is no way to tell if they got it at the school or elsewhere so there would be no way to litigate that… Frankly, us parents are getting tired of you guys erring on any side. There has been way too much “erring” at all by all of the authorities from the very top-down, and our kids are suffering.” Jennifer Grainger from Mom’s for Liberty also responded, “We’re here talking today about whether or not we can open… and you’re speaking about — I’m sorry if I”m incorrect because I’m having a very hard time understanding what everyone is saying. It literally sounds like Charlie Brown’s teacher; I’m not kidding. With the masks on, and the technology, the ability for us to hear the discussion, I’m only getting about every fifth word. The need to open to the public is there because we’re not getting the information... it’s a violation of the Brown Act. If you’re talking about waiting until Jun. 15… that’s a full opening.” She contin-
