SAN LUIS OBISPO — San Luis Obispo County Board of Supervisors met on Tuesday, Sept. 14, for a regularly scheduled meeting at 9 a.m. The meeting opened with public comment on the consent agenda, which focused mainly on the unhoused community in Los Osos and the initiatives to move them to the area set up on Kansas Avenue. The consent agenda was approved 5-0, with item 22 being held for further discussion. Item 22 is the Board’s intent to withdraw from the Integrated Waste Management Authority (IWMA), and Supervisor John Peschong requested that the item be amended so the notification of removal would be submitted on Oct. 15, making Nov. 15 the effective date of withdrawal from the IWMA. The motion passed 3-2, with Supervisors Dawn Ortiz-Legg and Bruce Gibson in opposition. Dr. Penny Borenstein, County Health Officer, presented the COVID update. In the month of June, there were 163 cases, July had 698, and August had 3543. This led to the return of the mask mandate when indoors and a strong recommendation to wear masks in outdoor crowded settings as well. Currently, there are 41 people in the hospital, and those in intensive care and on ventilators are at record highs. Deaths have seen an increase as well, with zero deaths between mid-May to mid-July and 33 deaths from Jul. 12 to today, with an additional 20 pending final certificates. If the country were still following the blueprint, it would be in deep purple. Unlike the winter surge, the county is fully open, as well as our hospitals, which inputting a strain on our hospital resources. There are 60 different outbreaks being monitored, and currently, it is still only the Delta variant being seen. They came from the west at a speed of 90 mph in a three-ship “V” formation, with US Army veteran pilot Bob Kelly, leading out in front of the “V.” The leftwing of the formation was piloted by
the United States Marine Corps veteran Wayne Rice; the right-wing was piloted by former Atascadero Police Chief and US Army Vietnam Huey Gunner and crew chief veteran John Couch; co-piloted by Atascadero resident and US Air Force Vietnam Veteran, George Marrett. Creston Classic Rodeo Celebrates 25 Years September 16-19 Grand Entry will pay tribute to the 13 fallen soldiers in Afghanistan By CAMILLE DeVAUL camille@pasoroblespress.com
CRESTON — It has been a summer of rodeos, but it wouldn’t be complete without our very own Creston Classic Rodeo, which celebrates 25 years, Sept. 16 through 19. Since the 1990s, the Creston Classic Rodeo (CCR) has embodied the hometown rodeo spirit. The first CCR was held on Sept. 14 and 15 in 1996 as a fundraiser for a community center. Creston is a community known for its resiliency and can-do attitude. They have come together to build their church, school, jail, and firehouse. They maintain their own roads and are always willing to lend a hand to neighbors when they need it. The first Saturday on the first-ever CCR held a barn dance at the Loading Chute with music from Monte Mills and the Lucky Horseshoe Band. That Sunday, folks gathered for Cowboy Church led by Pastor Scott Bond. Rohrer Hay and Feed was one of CCR’s first sponsors and still supports the rodeo today. Of course, some lessons were learned from that first rodeo. They could have used some more water

Grand opening and ribbon-cutting celebration planned for Sept. 24 STAFF REPORT
ATASCADERO — Downtown Atascadero has a new optical shop, Specs by Kyla, located at 5808 Traffic Way in the El Paseo Plaza. A grand opening celebration with ribbon-cutting will be held on Sept. 24, at 5:30 p.m. Specs owner Kyla Skinner saw a need in North County for unique eyewear with attention to customer service. So Kyla started the renovation of the El Paseo space in May of this year. She and her husband, a contractor, did most of the work themselves on the weekends and evenings. They refinished the concrete floors, painted, and added a custom light fixture to complement the abundant natural light already present in the space. The high ceilings and industrial concrete floors showcase the modern eyewear selection. Specs by Kyla only carry independent eyewear lines
with a focus on quality and unique styles you won’t see everywhere. Kyla’s goal is not only to help you see better but to accentuate your features and have your eyewear be a stylish accessory. Raised in Templeton, Kyla began working in the optical field immediately after graduating High School. After studying and learning on the job for a couple of years, she earned her optician certification through the American Board of Opticianry in 1999. Kyla then moved to North Carolina around 2007 and lived there for three years; during that time, she helped an optometrist open a new practice and learned what it takes to start a business. Then, in 2010, her family decided to move back to California as they missed the Central Coast and their family here.
Upon returning, Kyla worked at an optometrist’s office in San Luis Obispo for more than ten years. Then, she began to entertain the idea of opening her own business in North County. That idea grew into a real possibility after she received the tragic news that her birth mother had passed away in December of 2019 and that her birth family had left her an inheritance. Kyla chose to open the business on Jul. 5, which is also her birthday, to honor her birth mother and the opportunity she was given. “The day I was born was the one day that I know we had together,” Kyla shared. The grand opening of Specs by Kyla will be combined with Atascadero’s Art, Wine & Brew event on Sept. 24, hosted by the Chamber of Commerce. Constitution week is typically observed from Sept. 17 to Sept. 23 to promote education on the United States Constitution which was adopted by the American Congress of the Confedera-
tion on Sept. 17, 1787. NSDAR observes Constitution week in an effort to: Emphasize citizens’ responsibilities for protecting and defending the Constitution. Inform people that the Constitution is the basis for America’s great heritage and the foundation for our way of life. Encourage the study of the historical events which led to the framing of the Constitution in Sept. 1787. The observation of Constitution Week was enacted on August 2, 1956, by President Dwight D. Eisenhower from a petition brought forth by the NSDAR. However, President George W. Bush officially declared Constitution Week in Sept. 2002.
Members of the NSDAR begin observation of the week by ringing bells at 4:00 pm EST on Constitution Day, Sept. 17. SACRAMENTO – On the 20th anniversary of the 9/11 attacks, Governor Gavin Newsom Saturday laid a wreath at the Wall of Heroes memorial in the California National Guard’s Headquarters. Dedicated in 2007, the Wall of Heroes honors California National Guard soldiers killed in Iraq and Afghanistan
over the past 20 years. Governor Newsom issued a proclamation declaring Sept. 11 as Patriot Day and released the following statement: “All of us remember where we were on Sept. 11, 2001, when America suffered an unspeakable act of terrorism that took the lives of nearly 3,000 individuals. It’s hard to imagine that twenty years have passed since that tragic day. For the families who lost loved ones and every American who was shaken by the events of 9/11, two decades seems like yesterday. As we observe Patriot Day, every Californian should take a moment to honor
and remember the lives lost at the World Trade Center, those killed at the Pentagon, and the brave Americans who fought valiantly on United Flight 93, sacrificing their lives to protect others. Tree of Life Eighth Annual National Day of Remembrance Memorial event includes meeting Artist and Author Michelle Shelfer on Sept. 18 STAFF REPORT
NORTH COUNTY — Local residents will gather on Saturday, Sept. 18, to remind the community that abortion is not just a political issue. Together they will be marking the eighth annual National Day of Remembrance for Aborted Children with an event beginning at 2 p.m. at
Victory Outreach, 2919 Union Road, in Paso Robles. “Too often, abortion is just seen as a matter of personal choice, but abortion has real victims,” said Bonnie Alvarado of Tree of Life Pregnancy Care Center, one of the organizers of the Day of Remembrance in Paso Robles. “The dueling speeches and viewpoints fade into silence when you realize the number of actual abortions that have taken place. These tiny children were never born. Never learned to walk. Never had a
first day of school.” Of the 2 billion victims of abortion, since Roe v. Wade was handed down in 1973, only a tiny fraction have received a proper burial at gravesites scattered throughout the country. But all will be mourned on Sept. 18 during memorial services at different markers set up in their honor. On Saturday, the memorial event will include an open house, along with a meet and greet with Artist and Author Michelle Shelfer, who
will have her Foundlings Memorial Quilt on display. The quilt features 200 evocative images representing the many victims of abortion. It has been assembled by master quilters with museum-quality fabric and inks and speaks to the heart where words fail. A memorial service will immediately follow the open house and will include testimony and a special healing message from Michelle Shelfer. arship Fund, primarily benefitting women in North San Luis Obispo County who are attending college, trade schools, or returning to school to improve themselves, gain skills and college degrees to better provide for their families. SAN LUIS OBISPO — A Cal Poly public policy graduate student from San Francisco has received a 2021 California State University Trustees’ Award for Outstanding Achievement—CSU’s highest award for students. Christine Lam, 22, was selected as Cal Poly’s awardee, the Trustee Wenda Fong and Daniel Fetterly Scholar, for her academic performance, personal accomplishments, community service, and financial need. She will receive a $6,000 Trustees’ Award scholarship as part of her recognition. “I am honored to receive this award because it ensures that I will be the first person in my family to graduate from college,” Lam said. “It means a lot to me since it shows how the sacrifices my parents made for me to pursue an education were worth it and because I will be able to focus more on my academics and personal goals instead of working to pay for school.” The Outstanding Achievement Awards are presented annually to one student from each of the CSU system’s 23 campuses. The California State University, the largest four-year public university system in the nation, served 486,000 students in 2020-21. Lam and the other awardees were honored by campus presidents, CSU trustees, and donors at a virtual reception on Tuesday, Sept. 14. “These 23 scholars wonderfully exemplify the ideals of the California State University,” said CSU Chancellor Joseph I. Castro. “Every year, and especially this year, our Trustees’ Award honorees demonstrate resilience, tenacity, and resolve — together with a keen intellect — while making an indelible, positive impact on their families and their communities. They are truly an inspiration.” Lam is a graduating political science major starting the Master of Public Policy program in Cal Poly’s College of Liberal Arts (CLA). She is expected to graduate with her masters in June 2022. Penny Bennett, emeritus associate dean for Student Success in CLA, worked with Lam beginning with a CLA first-generation orientation course, through Lam’s time as president of the CLA Ambassadors and a peer mentor through the CLA’s Underrepresented Students Network. “I have had the privilege of knowing and working with Christine since she arrived at Cal Poly,” Bennett stated in a recommendation letter for Lam’s Trustees’ Award. “One of the most impressive aspects of watching her success is the amount of growth I’ve seen from a young, shy, first-generation Chinese American woman to a now graduating senior with a high GPA transitioning into the Master of Public Policy Program. Her experience and confidence that she has gained over this time is truly admirable. She has an incredibly bright future ahead of her, and I can think of no one better to be selected for this award.” In her non-English speaking immigrant household, Lam’s parents instilled in her a love of learning, encouraging her to read about many subjects. She found resources to help her apply for college and financial aid, overcoming personal challenges with support from many sources. Growing up exposed to social issues in diverse San Francisco and being selected as a Panetta Congressional Intern, Christine was inspired to pursue public service via her masters program. She was a BEACoN Research Scholar and had internships with Northrop Grumman and Bay Area public organizations. She works at the Cal Poly Writing Center assisting underrepresented students and is launching an online financial education business to increase youth financial literacy. Lam’s masters focus on technology policy, using technology to increase underrepresented groups’ access to education and resources. She also plans to run for Congress is in the future. She joins more than 400 students honored with the CSU Trustees’ Award since the scholarship program was established in 1984 by the William Randolph Hearst Foundation. COVID-19 Rent Relief Program Hits $1 Billion More than 44,000 households have been paid or approved for payment STAFF REPORT
SACRAMENTO – California’s COVID19 Rent Relief Program has assisted in over $1 billion in funding, meaning the money has either been paid or approved for payment and awaiting disbursement—and will assist over 74,000 additional households. More than $526 million of the $1 billion in rental and utility assistance has already been distributed to 44,432 low-income California households who suffered financial hardship because of the pandemic. The milestone represents a 638 percent increase since Jun. 28, when Governor Gavin Newsom signed AB 832, which increased the level of assistance to 100 percent for both back rent and prospective rent. More than 243,000 applications have been received, and more than $2.2 billion in rent and utility assistance is currently requested and is pending eligibility verification and fraud prevention screening. “In just six months, we have provided essential assistance to more than 44,000 households to keep families safely housed,” said Governor Newsom. “Our program has been so successful that cities like Los Angeles decided to join efforts with the state to have an even greater impact.” Bolstering tenant protections from eviction, beginning Oct. 1, through Mar. 31, 2022, tenants earning less than 80 percent of the area median income will be protected through a pre-eviction diversion process through the courts, so long as they have submitted a completed application for rental relief through either the state or a locally administered program. “The COVID-19 pandemic brought so much pain and economic disruption, particularly to low-wage workers and low-income renter households,” said Business, Consumer Services and Housing Agency (BCSH) Secretary Lourdes Castro Ramírez. “Working with over 130 community-based partners, we are reaching families hardest hit—85 percent being very low- or extremely low-income—and making landlords whole. Rent relief has been a game-changer for Californians at greatest risk of displacement or becoming homeless.” “We have been moving with a sense of urgency to ensure that renters and landlords who need assistance can get it as quickly as possible,” said Department of Housing and Community Development (HCD) Director Gustavo Velasquez. “Keeping families stably housed continues to be a critical public health measure, as we continue to recover from the COVID-19 pandemic.” “California has made important improvements to its Emergency Rental Assistance (ERA) program and is now among the best statewide programs in the country by rate of spending and number of people assisted,” said President and CEO of the National Low Income Housing Coalition Diane Yentel. “While the program had early challenges, the state is to be commended for recognizing the need for improvements in program design and implementation and building on lessons learned to course correct. Now, California has one of the country’s more successful ERA programs and serves as a model to other states and localities to adopt evidence-based best practices to expedite assistance to tenants and landlords.” In addition to providing 100 percent of back rent and prospective rent, AB 832 also gave California the most robust eviction protection in the nation. The extension of statelevel eviction protections, initially established over a year ago, has provided much-needed housing stability for Californians throughout the pandemic. Additional protections will be in place through the end of March 2022 for households at or below 80 percent of Area Median Income and complete an application for assistance through either the state or locally administered programs.

Forensic Expert Testifies Soil Samples Test Positive for Human Blood Judge rules ‘Your Own Backyard Podcast’ will not testify in Kristin Smart Case By CAMILLE DeVAUL
SAN LUIS OBISPO — On Wednesday morning, Sept. 9, Judge van Rooyen ruled ‘Your Own Backyard’ podcaster Chris Lambert won’t testify during the preliminary hearing for Paul (44) and Ruben (80) Flores. The father and son are charged in connection with the 1996 disappearance and murder of 19-year-old Cal Poly student Kristin Smart. Paul has been charged with her murder, and Ruben is being charged with accessory after the fact. Both men were arrested in April. Ruben is out on bail, but Paul remains in the San Luis Obispo (SLO) County jail with no bail. Kristin’s remains have never been found, but she was declared legally dead in 2002. CHRIS LAMBERT Earlier in the hearing, Lambert was subpoenaed by the defense to testify and provide documents related to Kristin’s case. Lambert then filed an objection to the subpoena. The judge granted a motion to quash a subpoena that would have required Lambert to provide documents related to Kristin Smart’s case. Lambert’s 12-episode podcast dives into Kristin’s disappearance and includes interviews with multiple people, some of whom Lambert did not identify, and covers potential evidence in the case. Paul’s defense attorney, Robert Sanger, accused Lambert of influencing at least two witnesses who previously testified in the case. He added that Lambert’s claim to California’s shield law, which protects journalists from being forced to testify about their sources, can’t supersede his client’s right to fair trial. Lambert was represented by attorney Diana Palacios, who produces the “Your Own Backyard” podcast. ANGELA BUTLER Following Lambert’s ruling, Angela Butler then took the stand, testifying that human blood was found in soil samples taken from Ruben’s property on White Court. She tested the soil samples at a serological lab in Richmond, California, where she’s a senior analyst and lab supervisor. Butler testified that five soil samples taken during the March search tested positive for human blood, and another eight soil samples taken during an April search tested positive for human blood. According to Butler, two tests were performed, including an orthotolidine test, a presumptive test,
and a Seratec HemDirect test, which is a confirmatory test that identifies hemoglobin in human blood. She explained that no DNA was detected in any of these samples. She said there was either not enough there to detect, or there may have been some, but it may have degraded. Butler also explained that the samples were damp and there were bacteria in the soil, which could further explain why there was no human DNA detected. She also swabbed a piece of plywood from a trailer on Ruben’s property for DNA but said she did not find the DNA of Kristin Smart or Paul or Ruben Flores. Under cross-examination, the defense questioned whether Butler was 100-percent certain there was human blood in the samples, and she said yes. In one of the samples, Butler said some small clumps of material were dark-colored orange, brown, and slightly reddish fibers, which she gave back to lead Detective Clint Cole. In addition, Butler testified that she could not extract DNA from the samples, although indicated that tests for mitochondrial DNA — which show a connection to the mother — are currently being analyzed by her lab. ROBERT CUDWORTH Two more people testified during the afternoon portion of the hearing. SLO Police Patrol Lieutenant Robert Cudworth was working with Cal Poly police in 1996. He testified that he interviewed Paul Flores on May 28, 1996, about what he said happened the night Kristin disappeared. Cudworth said Paul did not have a black eye at the time but that he did have scrapes on his knee and what appeared to be a black eye during another interview with Paul on May 31, 1996. JT CAMP JT Camp, an investigator with the SLO County District Attorney’s Office, was also back on the stand. He talked about some of the items found in Kristin’s dorm room, including a credit card, Social Security card, and checkbook with a Stockton address on it all belonging to her. Camp says those items were brought to the DA’s Office in August of this year from the San Luis Obispo County Sheriff ’s Office. THURSDAY, SEPT. 9 Thursday, Sept. 9, wrapped up the sixth week of the preliminary hearing for Paul (44) and Ruben (80) Flores. Court began on Thursday with cross-examination of San Luis Obispo (SLO) County Sheriff ’s Office Forensic Specialist Shelby Liddell, who testified that she was involved in collecting soil samples and taking
photos at Ruben’s Arroyo Grande home in March and April of this year. Liddell first took the stand on Sept. 1 and was questioned on two dig sites excavated during the March and April searches of Ruben’s backyard. Liddell worked with registered professional archaeologist Cindy Arrington on the sites where soil stain samples allegedly showed the presence of human decomposition, according to testimony. According to Liddell, ground-penetrating radar (GPR) was used in 11 locations of Ruben’s backyard. Four of those spots, which showed anomalies, were excavated. Prior to the GPR use, cadaver dog searches were conducted on the same day in March showed changes in behavior but no alerts on the same dig sites. Liddell said staining in the soil was discovered around two and a half feet and continued down at one of those dig sites. She testified that something could have been buried above the location to leave that kind of staining and said it did not appear the stains had been disturbed. Liddell said she was told a sample taken from the March dig tested positive for blood, which is why they returned in April to collect more samples. She added that a second area above the first dig that was difficult to access but not impossible was also excavated after decking was removed. Soil samples were taken from both spots. Paul’s attorney, Robert Sanger, questioned whether the deck looked like it had been removed before, and Liddell said no. She said there were multiple stains under the deck, and the shape and size changed throughout the digging. Sanger pointed out that in the middle of the dig area under the deck, there’s a sewage clean-up valve, to the right of that a dryer vent, and next to that another vent for the crawl space under the house. Liddell was the only witness to testify on Thursday. The defense is filing a motion to suppress, quash and traverse three search warrants from March and April. Sanger said his client has the legitimate expectation of privacy in the areas that were searched. The defense also went over their possible witnesses. Various detectives will testify, among others, but the judge ruled that convicted murderer Scott Peterson will not be allowed to testify. The judge said there was no evidence of any connection between Smart and Peterson or that he was even at the same party on Crandall Way that Paul and Kristin attended just before her disappearance. The hearing will now be on break and will resume on Sept. 20 at 9 a.m. at the SLO County Superior Court.

SAN LUIS OBISPO — Cal Poly has been named the best public master’s-level university in the West for the 29th straight year in U.S. News and World Report’s annual Best Colleges guidebook. The 2022 guide, released on Sept. 13, provides data on more than 1,800 colleges and universities and rankings for more than 1,400 institutions. It lists Cal Poly as number 2 overall in the West—up one from last year—and as the top-ranked public university in the region. In addition, several Cal Poly College of Engineering programs were ranked among the best in the nation for masters-level educational
institutions, and the university was ranked as the top school in the West for veterans among public and private institutions that participate in federal initiatives helping veterans and active-duty service members pay for their degrees. The Western regional rankings include public and private institutions in 15 states that provide “a full range of undergraduate and master’s-level programs but few doctoral programs.” (Universities that grant doctoral degrees, such as those in the University of California system, are listed in a separate category.) “Cal Poly’s lasting success in this prestigious publication further illustrates what we know from our graduates’ accomplishments: Our Learn by Doing education gives Cal Poly alumni the tools they need to hit the ground running in their careers and prepares them to use cross-disciplinary thinking and hands-on experience to address the problems our world needs solved,” said Cal Poly President Jeffrey D. Vaccines Continue to be Effective Against Severe Impacts of COVID-19 Cases rise amid the increase of vaccinations STAFF REPORT
SAN LUIS OBISPO —The County of San Luis Obispo Public Health Department reported on Tuesday, Sept. 14, that seven community members—ranging in age from their 50s to 90s—passed away from COVID-19.
This brings the number of deaths caused by COVID-19 in SLO County to 301. Forty-one residents are currently in the hospital, including 15 people in the intensive care unit. Officials also reported 303 new cases of COVID-19 since Friday and are strongly encouraging community members to remain vigilant against COVID-19 and take the necessary steps to protect
themselves and the community at large. “In less than a week, we have sadly reported the deaths of 17 members of our community from COVID-19. I extend my deepest sympathy to the many families now grieving the painful loss of their loved one,” said Dr. Penny Borenstein, County Health Officer. “These numbers show just how widely and quickly the Delta variant
is spreading here in SLO County. We must be diligent about slowing the spread of COVID-19 by getting vaccinated, wearing a mask in public, and getting tested if you are not feeling well.” Vaccines continue to be effective against severe impacts of COVID19, including known variants. Studies are still being conducted in real-time as we continue through the pandemic. More than 70 percent
of eligible SLO County residents have received at least one dose of vaccine, and 62 percent are fully vaccinated. As of Sept. 14, according to the CDC, 82.2 percent of eligible Californians have received at least one dose. Providers have reported to CDPH that a total of 48,043,678 vaccine doses have been administered statewide. However, numbers do not represent true day-to-day

SAN LUIS OBISPO — San Luis Obispo County District Attorney Dan Dow announced that his office, along with 16 other District Attorney’s Offices in California, resolved a civil case involving pesticide violations and unfair business practices against Jeffrey M. Van Diepen and Pestmaster Services LP (formerly known as
Pestmaster Services Inc.). The stipulated judgment requires the defendants to pay $575,000 in penalties and costs and requires them to contract out training for their employees, give prior notice to county officials of pesticide applications, hire an outside compliance manager, and other requirements to ensure their compliance with the law. Van Diepen was required to surrender his California pest control licenses and is barred from ever performing this work in the future. The complaint in the civil case alleged, and Van Diepen and Pestmaster admitted to the following: Their Proposal to the Department of Veterans Affairs in 2015 made misleading statements indicating that Pestmaster’s policies
and procedures complied with all EPA, OSHA, federal, state, and local regulatory guidance. Performing pesticide applications for hire without registering with the county Agricultural Commissioner. Performing pesticide applications without submitting monthly pesticide use reports. Performing structural pest control work between Nov. 21, 2017, and Jan. 3, 2018, and again between Oct. 15, 2020, and Jan. 27, 2021, without a valid license. Failing to ensure their employees were trained as required by law and that they used all required personal protective equipment. Van Diepen made recommendations for the use of pesticides without having a Pest Control Advisor license and without regis-
tering with the County Agricultural Commissioner. Allowed unlicensed individuals to contract for structural pest control work or perform structural pest control work without being properly licensed. Failing to leave at the property the required notice where a pesticide application was made. Pestmaster is a nationally franchised company headquartered in Reno, Nevada. Pestmaster holds many government contracts for pesticide work in the western United States. This case was prosecuted by Deputy District Attorney Kenneth Jorgensen, who is assigned to the District Attorney’s Consumer & Environmental Protection Unit of the Special Prosecutions Division. Johnson Pleads Guilty to Murder of Broussard and Her Unborn Baby STAFF REPORT
SAN LUIS OBISPO — District Attorney Dan Dow announced that Daniel Raul Rodriguez Johnson (4/23/1987) has pleaded guilty to two counts of murder for the killing of Carrington Jane Broussard (27) and her full-term unborn baby at their rural home in Paso Robles in 2019. The charges stem from an incident that occurred in the early morning hours of Mar. 3, 2019, involving a high-speed vehicle pursuit through San Luis Obispo County. During that incident, the
defendant stole a California Highway Patrol (CHP) vehicle and fled from Highway 46 near Templeton to an area north of San Simeon on Highway 101. After the defendant was apprehended, San Luis Obispo County Sheriff ’s Deputies conducted a welfare check of his known residence near Heritage Ranch in Paso Robles. After arriving at the home, Sheriff ’s Deputies discovered the body of Broussard, who was identified as Johnson’s fullterm pregnant girlfriend. “We are satisfied that the defendant has taken personal responsibility for his unimaginably horrific crimes,” said District
Attorney Dan Dow. “Life in prison without the possibility of parole is an appropriate sentence given that he took two innocent lives and assures he will not pose a danger to our community in the future. Our prayers are with the family and friends of Carrington as we complete this stage of the criminal and victim justice process.” The decision, in this case, to seek life in prison without the possibility of parole, rather than the death penalty, was made after careful consideration of all facts related to the case and the background of the defendant. SAN LUIS OBISPO — District Attorney Dan Dow announced that Arroyo Grande resident Ginger Lee Mankins (DOB 11/30/1964) entered a guilty plea to six counts of embezzlement with an agreement that she will be sentenced to ten years in state prison. Mankins will also be ordered to repay the money she stole in an amount to be determined by the court at a future hearing. In addition to the embezzlement counts, Mankins also admitted that her theft exceeded $500,000. She is set to be sentenced on Oct. 6, in Department 1 of the San Luis Obispo
County Superior Court, the Honorable Jacquelyn H. Duffy presiding. “Theft committed by employees or friends in positions of trust are especially troubling, particularly when it involves staggering amounts of stolen funds over such an extended period of time,” said District Attorney Dan Dow. “Our Major Fraud Unit stands ready to aggressively prosecute these and other financial crimes.” Court documents reflect that Mankins was a bookkeeper for Rick Machado Livestock from 2007 through 2017 and for B&D Farms from 2008 through 2017 and that she stole from these companies while working for them.

SAN LUIS OBISPO — District Attorney Dan Dow announced that Matthew Leroy Ehens (DOB 10/11/1982) was convicted by a plea of no contest in court to felony charges of torture and elder abuse of his 79-year-old foster mother. On Aug. 2, 2019, during an argument with his foster mother at their home in Arroyo Grande, Ehens poured a pot of boiling peanut oil on her upper body and face. He then stabbed her in the back with a large kitchen knife before fleeing in his car and eventually engaging in a high-speed chase with law enforcement until Ehens crashed his vehicle and was arrested.

Newsom Survives, But May Be Weakened

T
he conventional wisdom is that beating back the recall election that targeted him actually strengthened Gov. Gavin Newsom. There is talk of an easy reelection next year, possibly followed by a run for the Senate in 2024 or even a 2024 presidential run. But this election wasn’t easy as the final numbers make it seem, and Newsom made myriad mistakes while eventually managing to thwart the attempt to fire him 14 months before the end of
the term he won in 2018. What’s more, while Newsom figures to top the Democratic slate next year, he might face tough opposition in the June primary election. If the recall demonstrated anything, it was that Newsom has made many enemies since his 2018 election by a near-record 62-38 percent margin over Republican John Cox. Partly that could be chalked up to the pandemic, in which he made public health-motivated moves like ordering the vast majority of the populace into lockdowns within their homes – if they had homes. He closed businesses and churches, shut down most public transit, and generally disabled everyday life in California, all via executive orders enabled by a state of emergency he called without consent or input from the state Legislature. This brought accusations
of dictatorial, one-size-fits-all behavior. Despite all this, Newsom managed to keep all previously well-known Democrats off the ballot’s replacement governor list. He may not do so well at disciplining his party next spring. Newsom could face challenges from the likes of former Los Angeles Mayor Antonio Villaraigosa, his defeated 2018 primary opponent, and he might be challenged by newcomers like Kevin Paffrath of Ventura, the 29-year-old financial blogger who won more votes than any other Democrat among the corps of replacement candidates. There will surely be plenty of Republican opposition in the June vote, too. That election will run on the “Top Two” system, sometimes called the “jungle primary,” where the two leading vote-getters face off again in the November general election even
if one of them wins a majority in the primary. Republicans who might run again next year certainly include talk show host Larry Elder, the leading replacement candidate who opposes virtually all government regulations as he is a GOP figure. In the recall, Elder promised to end all state restrictions on public gatherings and any government vaccination and masking mandates. He ran, in short, as the anti-Newsom from the day he forced his way onto the ballot over objections from the Newsom-appointed secretary of state, who noted some incomplete portions of tax records he was compelled to make public. Another Republican likely to show up for the primary is former San Diego Mayor Kevin Faulconer, who ran a very conventional campaign this year and must get more imaginative to
have a significant chance next spring. Faulconer also could use a charisma transplant. Cox, too, might take another shot despite his abysmal showing in the recall. The San Diego County businessman faced one humiliating moment during a debate when he was interrupted and served a subpoena in a legal case alleging he owes one firm about $100,000 from bills run up during his losing 2018 run. There’s also Kevin Kiley, a Republican state assemblyman from the Sacramento suburbs who ran during the recall as essentially the purest of the GOP possibilities. Kiley was given to purveying the occasional disprovable half-truth during his run. This didn’t get many votes in 2021, but things could be different in June, when the electorate may be far larger than this month’s. Any of these Republicans
could also run for the U.S. Senate against appointed Democratic U.S. Sen. Alex Padilla. Newsom remains the central figure in all this. Just as in 2018, he overcame admitted moral failings in the recall election, but things like his too-large and too-inside birthday dinner for a lobbyist pal may rise up again and strike him down if there are other major Democrats and not just Republicans in the June field. All of which means that even though we know who will serve as California governor for the next year, things remain unsettled beyond that. For Newsom most likely emerges from the recall somewhat weakened, rather than strengthened like most other politicians who survive recall elections. or more days a week in a suitable location as a church, community hall, converted office buildings, or other acceptable sites. The parents select and purchase the age-appropriate curriculum to use in a group setting while maintaining their autonomy as independent homeschools under their own affidavit. Due to the increasing number of homeschoolers, now nationally, 11.1 percent of K-12 students, parents are organizing weekly outdoor adventure and sports clubs, homeschool choirs, and extracurricular workshops of all types. It’s no longer taboo to homeschool, contrasting with the stereotyped view of 20 to 30 years ago. The reasons given for homeschooling have changed from primarily religious of the early days to academic success, safety, and freedom from the culture wars pushing certain ideologies and inappropriate information on children at a young age.
Waiting right around the next corner from the homeschool surge is the burgeoning School Choice movement gaining impetus in California. The California School Choice Foundation has presented an initiative to the California Attorney General’s office for approval to begin collecting one million signatures necessary to place it on the November 2022 ballot. California would join 36 other states in providing school choice “regardless of zip code” for our students. According to the School Choice website, the initiative is known as the Education Freedom Act and will establish an Education Savings Account for each K-12 child in California on request, starting at $14,000 per year per student. The parent will direct the ESA trust funds to a participating, accredited private or parochial school. The money will follow the student,
not the politicians. Any unspent funds will accumulate and can be spent on college, vocational training, or other qualified educational expense. If you were educated in our public schools in the 1950s, 60s, and beyond, you probably received a quality education and have great, positive memories. You may be asking, “What is driving this move toward homeschool, hybrid academies, charter schools, and school choice? Why can’t we just fix our public schools?” The answer lies not in your local schools, teachers, or your School Board but in powerful forces beyond our reach: The California State Legislature, Governor Newsom, California Department of Education, California Teachers Association, the LGBTQ lobby, and radical education “Experts” in Academia.

I used to assist middle school students in their computer lab. The main point is to be challenged and stimulated. So, for example, I have tried learning different types of computer operating systems and different types of cameras to that end. One source suggests that instead of new hobbies or activities, just do more of what you love, which can be as simple as reading daily newspapers or playing Monopoly or similar games with your children or grandchildren. It has been pointed out that there are both physical and mental benefits of regular exercise. The suggestion is to participate in outdoor activities, such as taking up walking, hiking, sailing, golfing, or off-road mountain biking. In addition, regular exercise, even simply walking, can result in thinking improvement in just months.
In my opinion, there is one common denominator in all of the activities listed in the beginning of this article. That is risk-taking, the right kind of risk-taking. When I talk about risk, I do not mean bungee jumping or driving recklessly. What I mean is taking the risk of trying something new or looking at things in a new way. This means taking the risk of being involved in the unfamiliar or even taking the risk of failure. But, in my opinion, those risks pale in comparison to the potential benefits of not only enriching your life, but potentially minimizing cognitive decline. But with taking risks also comes the satisfaction of trying new things, learning new skills, or simply viewing the world in different ways. It means getting out of the rut of doing things the way that you always have.
It means being flexible and open-minded. It also means that that there is some risk of missteps or even failures. But in the end, experiencing life in new and different ways not only keeps you sharp and focused, but can be both rewarding and exciting. Besides the previously mentioned activities, it has been suggested that there are both physical and mental benefits of regular exercise. It has been suggested to participate in outdoor activities, which could include walking, hiking, sailing, golfing, or off-road mountain biking. In addition, regular exercise, even simply walking, can result in improved thinking in just months. Merlot Pot Roast
Ingredients: • 1 fat-trimmed boned beef chuck roast (3 to 3½ lb.) • Fresh-ground pepper • 1 tbsp butter or olive oil • 3 medium carrots, peeled • 3 medium onions, chopped • 2/3 cup chopped celery • 3 cloves garlic, minced • ½ tsp dried thyme • ¼ tsp black peppercorns • 1 dried bay leaf • 1 cup Merlot or dry red wine • 1/3 cup canned tomato paste • 1½ tbsp cornstarch Directions: Rinse beef, pat dry, sprinkle with fresh-ground pepper. Melt butter in large skillet over high heat. Brown beef well on all sides, 6 to 8 minutes. Cut carrots in chunks. Combine carrots, onion, celery, garlic, thyme, peppercorns, and bay leaf in large slow-cooker. Place beef on vegetables; add drippings. In a small bowl, mix wine and

y veterinarian is world-famous in our county and the only person I know with an unlisted telephone number. There are various reasons why he doesn’t want to talk to me. Maybe it’s the heavy Powder River gate that is off its hinges at the entrance to the ranch or the corrugated road. Or it could be the fact that after he leaves some piece of expensive equipment behind, I call his wife and get him in trouble. Then there is the fact that I sold him some cows once... the keyword here is once. Or, he could be afraid that I will write something about him, which of course, I would never do. The “Ayatollah Cow” had prolapsed, and I asked the wife to go call the vet while I got the cow rounded up. Ayatollah was only about 30 yards away from the corrals
as the crow flies but 30 miles away as the cow flies. The Ayatollah is the smartest and meanest cow in the world, without a doubt. Gentleman was about to give up after about three hours. So I went with “Plan B.” I thought I knew which new calf belonged to the cow, so we put it in the back of the truck in an attempt to decoy the Ayatollah. I would ride Gentleman behind, gently pushing her in the right direction. The problem was that my wife had to stay in the back of the truck to keep the calf from jumping out, and I had to ride Gentleman. We were one person short, and the vet wasn’t there yet, which was just as well because “Plan B” didn’t work anyway. We finally had to bring in every single cow and then sort the Ayatollah off. After a lengthy delay, the vet and the cow were flushed with anger. In the meantime, the prolapse had gone back in. Figuring I didn’t want the trip to be a total waste, I had Doc give Gentleman his yearly shots, which is a “sore subject” because that is also
the result. Before Doc left, he looked at the baby calf and suggested that something may, in fact, be wrong with it. Now, there is nothing cuter in the world than a baby calf, and I surely didn’t want anything bad to happen to this one. Doc took a fecal sample. gave me a bag of green pills and smirked when he said to, “Give one pill twice a day until they are gone.” “Wait a minute, Doc. You mean I am supposed to separate the Ayatollah from her baby twice a day?” “Yes,” he said with a “Get Even” look in his eye. There must have been a million green pills in the sack that Doc had given me. I think they were reproducing. In separating the cow from her calf, I sacrificed the dog and the wife once... the keyword being “once.” I used the wife as a decoy with the instructions, “Ayatollah is just bluffing. You get her attention, and I’ll swoop in and give the baby its green pill.” The Ayatollah proceeded to put my wife through the fence before swinging in my direction. I’d

he Dictionary.com definition of the word transcend is to go beyond the range or limits of something. When someone is transcending, they rise above or go beyond, overpass; exceed; transcend the limits of thought; as kindness transcends courtesy. To transcend is to outdo or outshine in excellence, to elevate, etc. A lot is going on in the world right now. As spiritual beings having a human experience, we are called to bring the light. We shine the light inward first to ourselves and then outward to the world.
Sometimes we allow our light to be dimmed by the heaviness of the conditions and circumstances we see around us. When we feel the pain of others, it breaks our hearts. We are called to transcend the darkness and sorrow we feel at times such as these and step into the light. There’s a great story about a farmer who had a donkey he loved very much. One day that donkey fell into a well. The farmer didn’t know what he could do to get the donkey out. Finally, he decided the donkey was old and had lived a good life, and he gave up any hope of saving him. So the farmer invited his neighbors to help shovel dirt into the well to cover it up and prevent any other tragedies. They began shoveling the dirt into the well, and the donkey realized what was happening. With each shovel
of dirt that hit his back, the donkey would shake it off and take a step up. Pretty soon, the donkey was able to step over the edge of the well and happily trot off into the sunset. The moral of that story is that you may get dirt shoveled on you - to get out of the well of darkness you are stuck in, shake it off, and take a step up. I remember as a kid watching Mr. Rogers on television. He was a friendly, happy man adored by kids and parents alike. Do you remember the song, “Won’t you be my neighbor?” The lyrics went like this, “it’s a beautiful day in the neighborhood, a beautiful day for a neighbor. Would you be mine? Could you be mine? Won’t you be my neighbor?” I can see Mr. Rogers now, putting on a sweater about to head outside.

I used every trick I knew in the dark days that followed to separate the pair. The “Raging Cow” came unhinged, along with my gates, twice a day. I dreaded the routine; my wife was getting tired of washing my Levi’s, and the calf sure looked healthy to me. It could sure kick anyway. I thought of leaving the cow in the squeeze chute for four days, and I called the vet to see if they didn’t make one “great big, long-lasting green pill.” I could tell that he enjoyed telling me, “No.” When I’d finally used up the bag of green pills, the Avenger called and told me that he’d received the tests back from the lab and, “Maybe, “there wasn’t anything wrong with the calf after all. Fred Rogers once said, “When I was a boy, and I would see scary things in the news, my mother would say to me, ‘Look for the helpers. You will always find people who are helping.’” We are bringers of the light. Perhaps we bring the light to ourselves this week by looking for the helpers. We can bring the light to others by inviting them to look for the helpers too. If we are to transcend separation and division, we must go beyond the appearance of things, transcending circumstances and conditions, abiding in oneness. North County Girls Varsity Take First at Morro Bay Invite 3-mile course includes a trek through the sands of Morro Strand State Beach BY NEIL FARRELL
NORTH COUNTY — Paso Robles High School’s senior cross country runner, Charlotte Castelli, was the top North County runner, taking first place in the Girl’s Varsity race at the Morro Bay Invitational held Sept. 11, out-pacing second-place finisher, Templeton senior Madeline Bobbitt, by over 30 seconds. Paso’s Sydney Moore, a junior, came in third. Castelli clocked 19 minutes, 11.5 seconds on the challenging 3-mile course that includes a trek through the sands of Morro Strand State Beach, a stretch that makes Morro Bay as tough as any course, anywhere. Castelli’s time was an average of 6:23.9 per mile. Bobbitt crossed the finish line at 19:40, and Moore’s time was 19:36.5. Atascadero High’s Isabela Ward, a senior, was 16th in the race, which had 157 runners from schools throughout San Luis Obispo County and several Central Valley Schools as well. That’s important because the local schools compete in the CIF playoffs against Central Valley schools, and one never knows who they will meet at the State Championships in Clovis at the end of November. Templeton freshman, Kylie Bell, was 23rd in 20:51.6. Atascadero junior Amelie Lovo finished 29th in 21:23.5, and Kylie Troy, a freshman from Paso Robles, was 51st in 22:12.4. Atascadero’s Quinn Dubrul was 57th in 22:34. Junior Kelsey Hammond of Paso Robles finished 59th in 22:36, and Templeton senior, Ava Lawrence was 65th in 22:50.8, with Paso’s Molly Came, a senior, hot on her heels in 22:54.4 to take 66th place. Paso’s Xochlit Luis Lopez, a senior, was 73rd in 23:03.2 and Templeton’s Ashlyn Estes 90th in 23:49.8. Templeton senior Marianna Perez was 95th in 23:49.8. Paso sophomore Kalani Gaviola clocked 25:49. In the boy’s varsity race, Clovis High’s Nathaniel Avila, a senior, won the race in 15:16.8—posting an impressive time of 5:05.6 per mile—with Templeton sophomore Joshua Bell a close second in 15:18.8. Paso’s Diego Ortega was
21st in 16:31.2. Senior Cameron Leclair of Paso Robles was 34th in 17:10.4, with Kilian Pankowski, a senior from Templeton 47th in 17:40.5. Templeton freshman Silas Buchanan was 52nd in 17:51.9, and Joseph Martinez, a junior from Paso Robles, took 53rd in 17:54.8. Nicholas Jansen, a sophomore from Templeton, was 56th in 17:58.9, and Atascadero junior Kyle Shatwell took 58th in 18:03.9. Nikita Norton of Templeton, a sophomore, was 60th in 18:05, with Paso senior Manuel Cruz 65th in 18:15.9. Atascadero junior Karl Walrod was 69th in 18:20.4 and Templeton senior Zach Gonzalez 85th in 18:52.3. Atascadero junior Dane Hardy was 89th in 18:56.8, with Paso junior Tristan Poggi, taking 92nd place in 18:59.6. Rounding out the North County runners were Lincoln Leavitt, a Templeton senior clocking 19:02.2; Atascadero’s Keadon Knight, a senior crossing the line in 19:42.9 and Atascadero sophomore, Alexander Fonseca 117th in 20:16.4 out of a total of 169 runners. The early season meet is popular among local and valley schools as it gives the kids a good challenge just as the season gets underway. And schools from hot climates—like the North County—get a chance to run in Morro Bay’s cooler environment. The morning of Sept. 11 saw the typical morning fog make the air heavy with moisture but no doubt a welcome respite from the stifling heat of the inland areas. No team scores are kept at the Morro Bay Invitational, and many schools split their teams up so their younger harriers can compete against their peers in junior varsity and freshman races. Of note, the top North County finisher in the boy’s JV race was Templeton’s Cohen Wallace, a sophomore who clocked 18:57.2, good for 22nd place. And in the girl’s JV race, Paso’s Kimberly Morales Torres, a junior, was 18th in 24:27 to lead North County runners. Armando Saavdera, a freshman from Paso Robles, won the boy’s freshman race (2 miles) in 13:17.5, with Paso’s Bishop Morsette fifth in 13:37.6. In the girl’s freshman race, Atascadero’s Frannie Perry was third in 15:43.7, with Paso’s Jordan Hammond 19th in 18:16.5 to lead the North County runners.

According to Brad Pawlowski, assistant superintendent and business services, covid testing, salary schedule adjustments, and personal protective equipment (PPE) are adding significant future expenses. An enrollment update was also presented to the board. PRJUSD is up 61 students from May. In addition, they have opened two new kindergarten classes. According to Tom Harrington, director of student services, masks are becoming a deciding factor for parents on whether or not they will pull their children from public schools. Board trustees approved with a 7-0 vote a van driver special education paraeducator position. The goal of the position is to free up the limited available bus drivers. The van driver/severely handicap paraeducator position will provide transportation to and from school with a nine-passenger or less vehicle. The board also approved a position for a COVID contact tracer. The District sees between six and 22 notifications for potential COVID exposure. The contact tracer will conduct tracing and case investigation for PRJUSD students and staff. This is a temporary position funded through CARES funds for two years at approximately $69,000 per year. However, there were several public comments made against the new position. They stated a contacted tracer is an invasion of privacy, and the PCR tests are unreliable. Board trustee Dorian Baker said she shares the concerns of the public commenters and asked to table the item until the results of the election are in as those results could change a lot of requirements for the schools. Contact tracing is required by the State to remain open in person. According to the deputy superintendent Jennifer Gaviola, all contract tracing is done over the phone. As of now, staff members, including Gaviola, are dedicating a few hours of their day to doing contract tracing. Trustees voted to approve the position with a 5-2 vote, with Trustees Jim Reed and Baker voting no, with the caveat that the position will be sunsetted at the earliest possible date. Baker said, “I understand the extra work. I don’t want this motion to pass unanimously that we don’t object to the idea of what we have to be doing.” Trustees approved with a 7-0 vote to purchase two Ford Expeditions and four transit passenger vans. This is to ease rentals from Enterprise Rent a Car and replace high mileage vans for various transportation needs throughout the District. Item J.7.: Approve Contract Award for B21-22-003 Winifred Pifer ES 600 & 900 Wing Roof Restoration to James A. Quaglino, Inc. DBA Quaglino Roofing was tabled because staff received a bid protest. A new recommendation will be brought to the next board meeting. The next school board meeting is scheduled for Sept. 28 at 6 p.m.

Item 32 was regarding the Auditor-Controller-Treasurer-Tax Collector (ACTTC) to conduct fiscal analyses and prepare fiscal impact statements for any future county ballot measures initiated locally that are deemed to fiscally impact San Luis Obispo County. The goal of this policy is to create a consistent, apolitical, financial analysis of proposed changes after considering all potential costs and fiscal impacts to the County and its economy. The item was approved. Item 33 was a hearing to consider the addition of the Ground Water Sustainability Director and to add the job to
the unclassified center, as well as approval of the fund center 205. The motion to approve was made by Supervisor Debbie Arnold and seconded by Supervisor Dawn Ortiz-Legg. Supervisor Gibson added a discussion to say that while he’ll support the approval, he maintains that the means by which this position is ultimately funded and the position it oversees is an important one for the Board to consider. He states that it should not be funded by the general fund but rather by the beneficiaries of the services. The motion passed 5-0. The Board then went into closed session and a break for lunch, after which there was nothing to report. The afternoon session continued without Chairperson Lynn Compton for undis-
Across the nation, firefighters and the public honor the 343 first responders who gave their lives to help others on 9/11 by climbing 110 stories—the equivalent of the highest point of the World Trade Center. According to the National Fallen Firefighters Foundation, which sponsors the stair climbs, the event honors the memories of first responders who died that day and symbolizes the completion of their heroic journeys to save others. In remembrance of the Sept. 11 attacks, 20th anniversary, Templeton Fire hosted a 9/11 Memorial Stairclimb at Templeton High School’s Football Stadium, which started at 8:30 a.m. Several community members joined the firefighters as they continued the annual tradition in honor of their fallen comrades. Atascadero Firefighters and Chief Officers met at Atascadero High School on

The proposed project had been approved by the Planning Commission but appealed on the grounds that it wasn’t approved by the Coastal Commission due to the lack of water in the Cambria district. Cambria is an area that has been severely affected by drought and in 2001 put a moratorium on building as further users could not be safely added. Throughout the hearing, it was reported that the two properties in question are part of the grandfathered parcels as prior to the 2001 moratorium, these units already had water meters installed and have been paying meter fees, and thereby are included in the
Friday, Sept. 10. Students in Jeff Spiller’s Physical Education class participated in a stair climb workout in honor of those who were lost in the Twin Towers on 9/11. Fire Battalion Chief Miranda provided some history of that day’s tragic events before the climb to help young students understand the ultimate sacrifice made by many that day. It was shared that despite the heat, many sets of stairs were conquered. On Sept. 11, they shared the following statement via social media, “Twenty years ago today, our nation came under attack, and 2,977 lives were lost. While this unthinkable tragedy is forever etched in our soul…so are the countless stories of bravery that day from first responders and civilians that gave the ultimate sacrifice while saving others. A grief-struck nation came together to mourn the loss of so many lives and to offer unwavering support to the friends and families of those that perished. The Fort Hunter Liggett community came together to honor the lives lost twenty years ago, Sept. 11, 2001, on Friday, Sept. 10. The procession and memorial service was held to honor and pay tribute to all those who had died.

The original project was denied on several grounds, one of which was that the originally proposed project
was more of a commercial operation and not a fit for the area. The appellant returned with a revised project to fix the areas of concern. Supervisor Gibson moved to uphold the appeal, approve the project, adding the standard indemnity condition that gets added to appeals, and approve mitigated negative declaration with Supervisor Ortiz-Legg in opposition. The motion passed 3-1 with Supervisor Ortiz-Legg in opposition.
