Graduation Address Madeleine Albright Former U.S. Secretary of State Chair, Albright Stonebridge Group; Chair, Albright Capital Management Madeleine K. Albright, who earned a degree from SIPA and a PhD from Columbia, is a professor, author, diplomat, and businesswoman who served as the United States’ secretary of state from January 1997 to January 2001. As the first female secretary of state, Albright became, at that time, the highest-ranking woman in the history of the U.S. government. From 1993 to 1997, Dr. Albright served as the U.S. permanent representative to the United Nations and was a member of the president’s cabinet. She is a professor in the practice of diplomacy at the Georgetown University School of Foreign Service; chair of Albright Stonebridge Group, a global strategy firm; and chair of Albright Capital Management, an investment advisory firm focused on emerging markets. She also chairs the National Democratic Institute, serves as the president of the Truman Scholarship Foundation and is honorary chair of the World Refugee & Migration Council. In 2012, she was chosen by President Obama to receive the nation’s highest civilian honor, the Presidential Medal of Freedom, in recognition of her contributions to international peace and democracy. Albright is a seven-time New York Times bestselling author. Her most recent book, Hell and Other Destinations, was published in April 2020. Her other books include her autobiography, Madam Secretary: A Memoir (2003); The Mighty and the Almighty: Reflections on America, God, and World Affairs (2006); Memo to the President: How We Can Restore America’s Reputation and Leadership (2008); Read My Pins: Stories from a Diplomat’s Jewel Box (2009); Prague Winter: A Personal Story of Remembrance and War, 1937-1948 (2012), and Fascism: A Warning (2018).

Graduation Address Eric Holder Former U.S. Attorney General Partner, Covington & Burling LLP Eric Holder served as attorney general of the United States from February 2009 to April 2015. The third longest serving attorney general in U.S. history and the first African American to hold that office, Holder is an internationally recognized leader across a broad range of regulatory enforcement, criminal justice, and national security issues. In 2014, Time magazine named Holder to its list of 100 Most Influential People, noting that he had “worked tirelessly to ensure equal justice.” Including his tenure as attorney general, Holder served in government for more than thirty years, having been appointed to various senior positions by Presidents Obama, Clinton and Reagan. Holder rejoined Covington & Burling after his six years of service as attorney general; he had previously been a partner at the firm from 2001 to 2009. He advises clients on complex investigations and litigation matters, including those that are international in scope and involve significant regulatory enforcement issues and substantial reputational concerns. Before becoming attorney general, Holder maintained a wide-ranging investigations and litigation practice at Covington. Among numerous significant engagements, he led the firm’s representation of a major multinational agricultural company in related civil, criminal, and investigative matters; acted as counsel to a special investigative committee of the board of directors of a Fortune 50 technology company; successfully tried a complex discrimination lawsuit on behalf of a leading financial services company; and represented several life sciences companies in litigation and investigations. Holder is a graduate of both Columbia College and Columbia Law School.

Awards and Prizes SIPA Award for Outstanding Teaching This award is presented annually to instructors identified by students at SIPA as having demonstrated excellence in teaching in the previous year. The dedication of these instructors to the art of teaching and to their students’ education directly contributes to fulfilling the School’s mission to empower people to serve the global public interest. Recipient: Norman Bartczak, Andrea Bubula CAA Campbell Award The Campbell Award was established by the University Trustees and the Board of the Columbia Alumni Association (CAA) for a graduating student at each school who shows exceptional leadership and Columbia spirit as exemplified by Bill Campbell ’62CC, ’64TC, Chair Emeritus, University Trustees, and CAA cofounder. Recipient: Benson A. Neethipudi Dr. Susan Aurelia Gitelson Award for Human Values in International Affairs The Dr. Susan Aurelia Gitelson Award for Human Values in International Affairs is an annual award since 1978, endowed in 2016, in memory of Dr. Moses Leo Gitelson, given to a student or students for a project related to human values in international affairs. Awards and Prizes Harvey Picker Prize for Public Service The Harvey Picker Prize for Public Service was established at SIPA in 1988 as a demonstration of the School’s deep commitment to promoting public service and is awarded to a graduating MPA student(s) who exemplifies this commitment. The award honors Harvey Picker, dean emeritus of the School of International and Public Affairs. Recipient: Jacob Stern Isaac Anderson Rauch Award for Excellence in A Capstone Project The Isaac Anderson Rauch Award for Excellence in a Capstone Project is made possible by a generous donation from Dr. Lisa Anderson, a former dean of SIPA, and Marc Rauch in honor of their son, Isaac Rauch, a 2017 SIPA MPA graduate. Awards and Prizes Leous/Parry Award for Progressive Sustainability SIPA graduates J. P. Leous and Neal Parry created the Leous/Parry Award for Progressive Sustainability to support interdisciplinary approaches to protecting the environment and to promote collaboration from across the University to address the world’s environmental issues. The award recognizes the best student paper or project that identifies a social or political problem, highlights the environmental issues at stake, and presents a thorough cross-disciplinary solution. Recipients: Xuechun Bao, Zachary Gaeddert, Faiza Haq, Deepika Kalra, Sarah Kay, Peter Ruvalcaba, Fiona Wissell, and Qixin Xiang For their Capstone project: “Lessons Learned from Cutting-Edge Vehicle-to-Grid (V2G) Projects of Bus Fleets” Client: Wood Mackenzie Power & Renewables Faculty Supervisor: Jeanne Fox Raphael Smith Memorial Prize The Raphael Smith Memorial Prize is given in memory of Raphael Smith, a member of the class of 1994, who was on the staff of Slant, the student-produced international affairs magazine. Raphael took a leave of absence from SIPA to retrace his stepfather’s adventure of motorcycling from Paris to Tokyo 60 years earlier, writing newspaper articles during his journey. Raphael’s dream ended tragically in a fatal accident in Bulgaria. The prize, established by his family and friends, is awarded annually to two graduating students who have written the best travel essays, which are published in SIPA Magazine. Recipient: Sarah A. In Memoriam David N. Dinkins The longtime SIPA professor David N. Dinkins, who joined the faculty after making history as New York City’s first Black mayor, died on November 23, 2020, at his home in Manhattan. He was 93. Dinkins had served as mayor from 1990 to 1993 but narrowly lost his reelection bid. He became a professor in the practice of public policy in spring 1994 at the invitation of then University president George Rupp and then SIPA dean John Ruggie. Aged 66 at the time, Dinkins would remain a faculty member for almost 27 years. “It is with great sadness that today we mourn the loss of one of the most beloved members of our faculty and the SIPA and Columbia community,” said Dean Merit E. Janow. “Mayor Dinkins was a trailblazing political leader—the first and only Black mayor of New York City, who devoted his life and talents to public service and improving the lives of others. His legacy as mayor and as a public servant will long endure. “Mayor Dinkins was also a remarkable and generous educator,” Janow added. “He enriched our community in so many profound and lasting ways, teaching generations of SIPA students the intricacies of local and urban governance, drawing from his vast knowledge and first-hand experience.”

Professor Edward C. Luck Edward C. Luck MIA ’72, the Arnold A. Saltzman Professor of International and Public Affairs and director of SIPA’s degree specialization in International Conflict Resolution, died on February 16, 2021, after a battle with cancer. Luck was among the world’s foremost experts in the field of international conflict and the United Nations, particularly the UN Security Council. In recent years he became known for his work on Responsibility to Protect, a doctrine that aims to prevent and halt genocide and other mass atrocities. “Professor Luck was a longtime colleague, mentor, and friend to so many in our community,” wrote Dean Merit E. Janow in a message to the SIPA community. “We will greatly miss his warmth, deep expertise, and intellect.”
