Merged water system pursued for Eagle’s Nest

By Greg Amos Pioneer Staff A critical one-year extension on a $400,000 grant has opened a path of opportunity for Canal Flats as the village pursues a merger of two water systems in the hopes of providing a cost-effective potable water solution.

Referenda are on the agenda following a five-hour meeting in Canal Flats on Saturday, March 9th, where residents and councillors agreed a merged water system and pipeline from the village water source is the best way to provide drinkable water for the Eagle’s Nest neighbourhood, which has been under a boil water advisory for the past decade.

Interior Health ordered Canal Flats to upgrade the neighbourhood water system by January 2015, and until it received word of the extension from the province on Tuesday, March 12th, the village was scrambling to

find a way to apply the remaining $269,000 from Towns for Tomorrow grant by March 31st, 2013.

“If we don’t get the extension, I’m not too sure what we’re going to do at this point,” said Canal Flats chief administrative officer Brian Woodward. The village now has the time and space needed to iron out the details on the water connection by March 31, 2014.

The crux of the issue all along has been the cost incurred on homeowners of the 62 properties in the Eagle’s Nest and Painted Ridge subdivisions, who are on a separate water service area from the rest of the village.

A list of six initial options for providing potable water to the neighbourhood has now boiled down to two front-running ideas — building a new standalone spring-fed water reservoir adjacent to the Eagles’ Nest area, or connecting the Eagle’s Nest water system to the village’s water system via a 12-inch water main stretching nearly three kilometres.

Eagles’ Nest water is currently stored in a small wooden reservoir that dates back to 1969, and bears stains from water that slowly soaks through the side of it. It’s also located at the end of rough road that itself incurs significant maintenance costs.

While early engineering estimates peg each option at roughly $1.6 million in capital cost, the yearly operating costs differ substantially — a new reservoir in the Eagle’s Nest area would cost about $2,000 per resident to run each year, while pumping costs associated with an extended water main are estimated at $660 per resident per year.

Extending the water line would carry an additional related cost — building an $800,000 reservoir that would be large enough to service both Canal Flats and the Eagle’s Nest neighbourhood.

Fatal Kootenay Park crash trial set for six days

A Vancouver man charged with four counts of dangerous driving causing death in connection with a July 22nd, 2011 collision between his tractor trailer and a dodge camper van carrying a California family of four, made his third court appearance by proxy in Invermere Provincial court on Monday, March 11th.

Acting as a representative for Jaswinder Singh Bagri, 41, and his lawyer Selwyn Russell Chamberlain, Buffy Blakley requested a Punjabi interpreter be present for the trial and noted that Mr. Chamberlain would be hiring his own forensic expert to analyze the crash.

Appearing for the Crown, Basil McCormick announced plans to use 10 civilian witnesses, a police expert in collisions and a police expert in forensics during the trial.

The defense estimated a seven-day trial, while the crown requested five days. Judge Ron Webb found the middle ground and set the trial for six days, which will likely be scheduled for a date in the spring of 2014.

The details surrounding the tragic events of July 22nd 2011, began when Mr. Bagri drove his commercial vehicle, which was towing an unloaded flat-deck B-train tractor trailer southbound on Highway 93 through Kootenay National Park.

rying a family of four vacationing in B.C. from Palo Alto, California, was headed northbound near Olive Lake when Mr. Bagri lost control of his vehicle. The semi trailer crossed the highway centerline and jackknifed directly into the path of the Dodge Camper.

The vacationing family were pinned against a highway guard rail by the impact of the semi trailer, which then ignited, trapping the family in the fire.

Robert Howard, 48, his wife Ana-Maria Dias, 50, and their two daughters Veronica, 9, and Samantha, 11, were killed in the fire. Mr. Bagri has plead not guilty to all four counts. His next court appearance is scheduled for April 8th in Invermere Provincial Court to set a date for his trial.

• On Friday, March 8th, the Columbia Valley detachment received numerous complaints of harassment stemming from unwanted phone calls, text messages and Facebook posts. In many instances, more so with phone and text messages, it can be determined who the author is, and any criminal activity can be dealt with immediately. Harassing type calls are generally dealt with by the complainant telling the person to stop, but this normally does not work.

When the police are involved we will look at the circumstances and warn the person to stop making contact and explain the consequences if the harassment does not stop, which in most cases resolves the issue. In those cases where the person continues to make unwanted contact, the victim is requested to complete a log, and eventually the numerous entires and documentation in the log book is enough to warrant a criminal charge of harassment.

• On Friday, March 8th at around 4 p.m., Columbia Valley detachment members responded to a complaint of assault in the 4000 block of Stanley Street in Radium.

Two men related to each other got into a heated argument that resulted in pushing. Police were able to intervene and assist in making arrangements to move belongings out of the house. Once things had time to calm down no charges were pursued.

• On Friday, March 8th at around 8:30 p.m., Columbia Valley detachment officers attended the 300 block of Borden Street to check on a 51-year-old male who was released on conditions by the courts. On checking the male, it was found that he was in breach of a condition to not consume alcohol.

The male was arrested for breach, lodged in cells and held for court on Monday, March 11th.

• On Saturday, March 9th at around 1 a.m., Columbia Valley detachment members attended to the 2000 block of Kootenay #3 Road in Windermere to check on an adult male who was released by the courts on conditions. The adult male was found to be in breach of his conditions, arrested and held in cells until a court appearance on Monday, March 11th.

• On Saturday, March 9th at around midnight, the Columbia Valley detachment received a complaint of the theft of a 1986 Toyota Tercel. The victim advised that a friend borrowed the vehicle and failed to return it. The adult female who has the vehicle has ignored text messages to return the vehicle, stating that she plans on driving to Ontario and will be taking the car. A warrant will be requested charging the suspect with theft of the vehicle.

• On Sunday, March 10th, the detachment received a complaint of theft from an unlocked vehicle in the 900 block of 5th Avenue. A dirt bike helmet and Playstation Portable game device was stolen.

Police work can hurt at times: While stationed in Salmon Arm I often worked with a good friend, Tony. One day I backed Tony up when he was having a scuffle with a fellow. Tony’s concern was, that while he was in a physical confrontation with the one man, two friends of the man were near by and it was unknown if they would also join in.

When I arrived Tony and the bad guy were face to face in a tussle. So, out comes the pepper spray and I spray the guy. Unfortunately, Tony also went down in pain due to a funny phenomena called back splash! I was scuffling with the guy while I could hear Tony yelling profanities directed at me. All I could hear while in the heat of battle was “Shehovac, you’re priceless.”

I personally interpreted this as his appreciation of my coming to his aid. Tony was blind, could not open his eyes and was no doubt worried about the other two men who might want to take advantage of the situation, but Tony got over it and forgave me.

The next time I backed Tony up he was fighting a guy — who was obviously on steroids. I took out my baton and delivered a blow to the suspect’s lower leg.

How was I to know that Tony was going to grab the lower leg of the suspect at the same time?

Again, Tony expressed his appreciation with another chant of “Shehovac, you’re priceless.”

Next day his finger was all bandaged up and once again, he forgave me.

We did come to an agreement that if he ever got into a situation where there would be some shooting, his preference would be for someone else to back him up.

Careless contracting results in $510,000 in damages finish their home at a cost of $768,000.

Mr. Siler undertook the task of completing the halfbuilt home in October 2005, but was removed by the Walkers in June 2006 because of work they felt was incomplete, deficient and not up to the standards of the B.C. building code.

The couple complained of high heating costs due to the lack of a moisture barrier installed in the roof. On closer inspection, it was found that the roof was poorly built, would not allow for ventilation, was prone to leaks, had begun to develop mold and was becoming a home for birds and bats, due to its lack of design.

“I have no doubt that in this case, Mr. Siler sold himself to the Walkers as a very skilled, very experienced carpenter with the ability necessary to competently and effectively (and promptly) complete the areas of construction he undertook,” wrote Justice Melnick in his reasons for judgement.

By Kristian Rasmussen Pioneer Staff A local couple facing a plague of problems which incubated from the improper construction of their 5,000 square foot log cabin home has received the legal remedy they sought after a five-year battle.

Justice Thomas J. Melnick awarded Bob and Rita Walker over $510,000 in damages and interest against home builder James Elmo Siler in Cranbrook Supreme Court on January 25th.

In 2005, the Walkers developed the Bella Vista Estates strata subdivision just south of Fairmont Hot Springs on Columbia Lake. They began work on their log cabin home on one of the half-acre lots within the subdivision, but fired their contractor after the foundation of the home had been poured, log walls installed and roof purlins installed.

Their relationship with Mr. Siler began when he purchased a lot within their strata and told them that he could

A Windermere man charged with criminal negligence causing death, assault and manslaughter in the case of slain Invermere man, Cory Jarock, had one count of breach of parole dropped in Invermere Provincial Court on Monday, March 11th.

Brian Panebianco, 24, was charged in the April 3rd, 2012 death of Mr. Jarock and was released on February 8th on $2,000 bail and a series of strict conditions, including abstinence from drugs and alcohol.

At around midnight on Saturday, March 9th, Columbia Valley detachment member Const. Andrew Michaud and supporting officers performed a curfew check at Mr. Panebianco’s place of residence, Const. Michaud explained to the court.

When Mr. Panebianco opened the door, the constable detected a strong odour of what he be-

lieved to be burnt marijuana and immediately placed the accused under arrest. Const. Michaud noted that Mr. Panebianco’s eyes were glassy and his demeanor was consistent with someone under the influence of marijuana, he explained to presiding Judge Ron Webb.

Mr. Panebianco’s mother, Carmen Denise Salazar of Invermere, was tragically killed on February 20th when she was struck by a train in Athalmer.

Greg Sawchuk, the defendant’s counsel, explained to the court that the odour of marijuana was in fact a mixture of burnt juniper and sage used by the grieving family as part of a sweet grass cleansing ceremony to smudge the home in preparation for the acceptance of Ms. Salazar’s ashes.

“It is my submission that the officer was simply doing his duty, but was mistaken because he is not familiar with the smell,” Mr. Sawchuk told the court.

Notes from the turkey trail

By Greg Amos The Columbia Valley has no shortage of wildlife, but as a relative newcomer to this area, I will admit to some surprise when I was rudely interrupted by a flock of wild turkeys while out taking a photo one day in January.

Since that time, a small gang of the large birds has been noticeably terrorizing the neighbourhood I live in, travelling with a fearsome pack mentality in search of snowfree patches of lawn to graze upon and bird feeders to raid.

These toms, jakes, and hens have proven rather elusive on the photo front — they make up for their poor flying skills with a deceiving fleetness of foot, and an uncanny ability to evade me by the time I have a telephoto lens swapped onto my camera.

The Columbia Valley is the northern fringe of the natural range of the Merriam’s wild turkey. After some digging, I learned the local flocks were brought to this part of the valley by Nolan Rad and the late Albert Cooper some years ago from the Top of the World ranch near Fort Steele.

A legend holds that the wild turkeys migrated here from the west via the Earl Grey Pass, though that’s an unlikely scenario — the scrappy birds are not in their element here, and populations tend to ebb and flow with the severity of winters. Last spring’s heavy rains, Mr. Rad told me, made things very difficult for the ground-nesting turkeys.

With healthy populations of turkeys now out strutting their stuff, local hunters can look forward to the April 15th opening of wild turkey season. And take note, turkeys: now that I have done my homework, I too will be ready to shoot you — with my camera.

Tired of the pain?

Dear Editor: Have you ever had a Slurpee on a really hot day and drank it too fast?

Well, the pain that comes with that activity pales in comparison to the agonizing partisan rhetoric that continues to emerge from Norm Macdonald’s so called “MLA reports”. His commentary consistently speaks only of his ideological perceptions and what he would like us to believe about what others have or have not done.

In addition, he tells us how unhappy we are or how unhappy we should be. A puzzling strategy considering neither he nor his party has even remotely offered British Columbians a plan for the future.

As I travel this riding talking with groups and individuals what I continually hear from people is that they are really tired of the NDP candidate’s lack of measurable substance. They tell me that he speaks nothing of any accomplishment that may have resulted from his expensive and extensive provincial travel nor does he offer any reference to what or how he has done to help constituents within the riding. People tell me every day that after eight years of under-representation and

the lack of measurable accomplishment, it is time for change in the Columbia River — Revelstoke riding!

Rest assured that as we move towards the May 14th election, your government remains consistent in its belief in the importance of holding the line on government spending; is thoughtful in its processes of controlling regulation that affect the success of businesses; is competent in protecting our provinces AAA credit rating and passionately committed to the belief in families.

The BC Liberals believe in sustainable, responsible and environmentally sound economic growth, more jobs, more opportunities, lower taxes and a more competitive B.C. Our strength of purpose comes from our commitment to the ideals that we deeply believe are not only right but are bold and above all work for all British Columbians!

With a balanced budget as our foundation, this is a wonderful time to be a British Columbian and we have good reason to be optimistic and hopeful.

It’s time I address the 2012 deer cull in the Windermere Valley, and the life and loss of my husband, who’s better known to some and referred to in the media as the contractor, Larry Mullikin.

We held our silence through the requested interviews, the barrage of Facebook character assassinations made against him, as well as the hurtful Jeers some felt the need to put into print.

Like the rest of you, we too received the Deer Questionnaire some time back. When it arrived I put it on the top of my fridge and thought I’d take a look, and maybe fill it out later. After reading through it, I thought there must be a better way to deal with our local deer. I threw the questionnaire away.

As time went on, we realized the deer cull was

going to be a definite in our valley. After, and only after he exhausted any and all other possible options of eradication of these deer, (and going through the proper channels, I might add) I said to him, “If a cull is really going to happen here, then in my opinion there are two men that I know of that could carry it out as quickly, cleanly, and humanely as possible”. Those two men happen to be Larry and his close friend.

Was it for the money, you ask? Well, money is what pays the bills, but it was far more than that. It was because of my husband’s love and respect for nature. He lived for it and always has. But also, because it was a dirty job. There was nothing pretty about it, and when there’s a dirty job to do, you want the best, because you know they will do their best. To me, that was the two of them, hands down.

Larry was a man who always put human life before all other. He put forward your life, your children’s lives, and

not to mention your pets’ lives. He was the kind of man who would and could put an animal down if need be.

When I asked him if it hurt him at all, he said “Yes, but I try not to think about it. And that it would hurt more if it was someone’s child laying there dead or injured.”

I was proud to hear that, because he truly was a man’s man, a man who could put his emotions aside for the safety of our community. These certainly are a couple of guys I would want in my corner had the world actually suffered a disaster as predicted last December 21, 2012.

Larry gave more to this world and to the people in it, than he had ever taken or received. We have lost a wonderful man and a great human being to a terrible disease.

In Memory of Larry Michael Mullikin June 27, 1964 – February 4, 2013 For those of you who didn’t know Larry, let me say that he was a generous man. He was generous with his love, his time and his possessions. He was honest, good hearted and always had good things to say. He never intentionally hurt anyone, for any reason.

Larry was about family, children and animals, domestic and wild. There wasn’t an animal he didn’t know, and know absolutely everything about. He farmed and raised most every kind of animal I can think of, and then some. He was an avid fisherman, hunter, trapper and an incredible golfer. He loved gold panning and was a Green Bay Packers fan; he was an outdoorsman in every sense of the word.

He was a man who could fix and build anything, and would do so for anyone. Larry was a hard working businessman in our community, and knew more people in his seven years here than I’ve met in a lifetime.

Here’s a good example of the kind of man Larry was: he raised two children that were neither his, nor mine, for years. And simply because loved ones were in need of his help.

Larry was always first to lend a hand to a neighbour, or a complete stranger; it made no difference. One winter morning a few weeks before he passed away, from our deck I watched him free a deer that had become badly entangled in a playground net at the school across the road from our house. He came back a little banged up, wet and quite cold (he was in his pajamas at the time), but he had a huge smile on his face. I thought to myself, “Damn, I should have filmed that.”

Where were all of you shutterbugs then?

You may be thinking that he sounds too perfect. Well, if he wasn’t perfect, he was right next door to it; and he was mine. Heaven now holds the best thing I’ve ever held on earth. There will be no replacing him, not now, not ever. I will love and miss him forever, as will our families, friends and so many others.

To those of you that chased him all over town to get video footage of something you never wanted to see in the first place, let me assure you: it was fast, it was clean, and it was as painless as something like this could possibly be. They did their job and they did it well.

If some of you were honest with yourselves, you would realize that if you’ve ever stepped on a bug, swatted a fly, slapped a mosquito, not to mention ate meat, then you too have put human life before all other. I know, hard to believe right? Put the burger down and think about it for a second.

To those of you that screamed obscenities, fingered him as he drove through town, slashed his tires and keyed his truck, I will pray for you, because frankly, you really need it.

Lastly, and you definitely know who you are, it was my husband Larry that slammed on his brakes and jumped out of his truck to help you the day one of our town deer went after you and your little dog. No thank you required.

Last but certainly not least, I would like to thank Larry’s and my families, friends, neighbours and clients for your love and support. I would never have made it without you. I am forever grateful. A celebration of life will be held for those who knew Larry or wish they had, please join us.

Facing a series of irreparable failures, the Walkers turned to Armor Roofing of Cranbrook to almost completely replace the roof constructed by Mr. Siler at a cost of $180,055. Justice Melnick awarded $336,192 in damages to the Walkers for the defective roof and damages caused by Mr. Siler.

In addition to the faulty roof, the Walkers were awarded $2,000 for stains caused by Mr. Siler’s refusal to use galvanized nails when building the roof. The exposure to the elements caused residue from the nails

to stain the indoor ceiling boards.

The couple were also awarded an additional $8,000 for overcharging on tongue and groove decking, $3,096 for overcharging on tools, $1,472 for excess scaffolding charges, $14,350 for heat loss, $600 for uneven floors, $2,370 for problems with basement stairs, $1,400 in excess charges for labour, $20,000 in general damages and $16,000 in interest paid out for the financing of the roof repair as well as court interest and legal costs, which placed the total at over $510,000.

“Persons who enter such openended contracts must necessarily rely on the integrity of the people working for them,” Justice Melnick wrote in the reasons for judgement.

Although he received surgery for his broken wing from Dr. Mark Zehnder, the raptor is still weak and will need to build up his strength in order to fly. The Flight Cage is running low on rodents, which are the staple diet of the bird, and is asking the public to drop off dead mice or gophers that have not been shot or poisoned.

Movie Review: Life of Pi Reviewed by Dan Walton It’s refreshing to watch a movie that doesn’t follow a predictable plot, and it’s always intriguing to delve into the greatest mysteries surrounding life.

Life of Pi was far from cliché. The story presents the intimate experiences that conduct one man’s journey through life.

The film is driven by a conversation between two men — a writer and Pi, a middle aged Indian who immigrated to Canada as a teenager. He takes the writer through a tossed salad of the most enlightening points in his life, touching on the mashup of cultures, the challenges of survivalism, the nature of zoology, and a strong emphasis on spirituality.

The visual effects in the film were psychedelically captivating. It probably led a few viewers to ask, “What

sort of thing would inspire such creativity?”

I imagine the story would compel most newspaper readers, but even if you find the plot to be a bore, the virtual transitions throughout Pi’s life provide premium entertainment on their own.

Having been raised by an Indian zookeeper, Pi was introduced to the Muslim faith at an early age, but his pragmatic father raised him to challenge any unsubstantiated belief.

For that reason, Pi’s decision to begin practicing Catholicism and Islam as a young teen, didn’t sit well with dad, who was eager to point out contradictions in following multiple religions. However, Pi believes that “Faith is a house with many rooms.”

At age 16, Pi’s father decided to pack up the family’s belongings, zoo animals and all, and take a

Japanese freight ship across the Pacific ocean for a new life in Canada. But when immigrating goes awry, Pi witnesses the giant sea vessel that was transporting his family sink into the ocean. While he’s struggling on a life raft to stay afloat amid an extremely intense storm, he must also tame some wild zoo animals that managed to catch a ride with him.

Once the food chain does its thing, it’s just Pi and a siberian tiger alone. While they each need some coaxing before warming up to each other, an incredible relationship between a majestic beast and a deep-minded teen begins to unfold.

Adventure racer survives Ometepe Island

By Kristian Rasmussen Pioneer Staff An Invermere man who challenged fate in one of the most rugged and daunting adventure races on Earth has returned home with a story of courage, determination and perseverance.

Shane McKay, who is currently ranked 16th out of close to 8,000 athletes in the sport of Spartan obstacle course racing, signed up for Nicaragua’s 75kilometre Fuego Y Agua Survival Run after learning about the event through friends last October.

Youth shares a little magic

By Kristian Rasmussen Pioneer Staff While Jeremy Stevens may appear to be an average 16-year-old, behind his veil of jet black hair hide a pair of eyes that act as windows into a mysterious world of magic and intrigue.

The Shuswap Band member, who goes by the stage name of The Amazing Jeremy, has been practicing the art of magic since he was taught his first trick by his grandfather at the age of six.

“He showed me a rope trick restore,” Jeremy said. “You cut a rope in half, tie it up and it restores itself somehow.”

Although his repertoire consisted of only a single trick, Jeremy focused his attention on the goal of one day becoming a famous magician like his hero, Las Vegas performer Criss Angel. The budding trickster would get his exposure to the magic of the stage when he was 10-years-old and pulled in front of a Radium crowd by local musician, John Cronin.

“I loved doing the tricks and having people look at me and give me a round of applause right after,” he said.

After his debut performance, Jeremy Stevens would be split into two parts – the local teenager and The Amazing Jeremy, his alter ego.

“I change myself a lot when I go on stage,” he explained. “The Amazing Jeremy is a person who enjoys the audience and changes himself into a person that is always interested in magic, twenty-four-seven. He knows how to make people laugh, scare people and enjoy the whole show — he is a mystery man.”

The growing strength of Jeremy’s stage persona was not lost on his grandfather, who saw the potential in the young performer and signed him up for Brent Smith’s Mega Magic Camp in Calgary during the summer of 2010. Jeremy was personally instructed by master illusionist and Las Vegas performer, Sean Watson.

“I learned how to levitate and vanish as well as card tricks, street magic and stage magic,” he said. “I got taught by the best.”

Jeremy’s hard work and studying during the camp paid off. The teenager now has more than 1,000 tricks in his repertoire, which includes his ability to make objects disappear.

“My most challenging trick is pretty much making stuff vanish,” Jeremy told The Pioneer. “I love doing those challenges because what you are trying to do is make your audience avoid looking at your hands.”

“I have only done it once before because I am still getting some stuff together to do it,” he said. “I was quite nervous because I thought the person would fall over, but it worked out very well.”

Jeremy’s skill as a performer has always been something that he has had to work at. The youth struggles with a speech impediment, but when performing as The Amazing Jeremy, his problem appears to vanish.

“The greatest challenge has been getting over my speech,” he said. “I used to stutter a lot, had stage fright and I was really afraid of people looking at me. I still get that a bit, but now I breathe and drink water to calm myself down.”

Although Jeremy has had to deal with the stress of performing, his audience has also benn given a dose of anxiety.

One of the performer’s guilty pleasures involves a spike, a healthy dose of male testosterone and some illusion.

“My favourite moment was when I was doing a trick where you have a three inch spike and place it under a plastic cup,” Jeremy joked. “This guy thought he was all tough, but I told him to hit the cup and he wasn’t so tough after that.”

With the support of his mother, Clarissa Stevens, who has helped her son with the $20,000 tab he has accumulated on magic supplies, Jeremy has performed in close to 300 shows throughout western Canada, and has plans to one day head to Las Vegas to open his own stage show.

Soon no blankets of snow or buckets of rain will be able to prevent outdoor hockey in Radium Hot Springs.

Radium’s village council is working with local groups and organizations in hopes of bringing to fruition plans to install a roof on the outdoor skating rink at the corner of Stanley Street and Park Avenue.

The village is prepared to support 30 per cent ($75,000) of the estimated $250,000 bill and will seek the remaining funds through grants from development initiatives and help by generous local businesses, but the large project will require some careful coordination.

“We’re trying to itemize what the costs are and who’s going to be paying for what,” Mayor Dee Conklin said.

Partnerships with the village are pending between the College of the Rockies, the Akisqnuk First Nation and Canfor.

“Depending on what monies we might be short, we might be looking at the Columbia Basin Trust and Southern Interior Development Initiative Trust.”

But the partnerships will include more than financial support: Akisqnuk students who were part of the legacy project would likely aid in the construction of the roofing project, she said.

In its current state, use of the outdoor skating rink is vulnerable to weather conditions, added Mayor Conklin.

“Putting a roof over it and keeping the elements away, but keeping it an outdoor rink, will suit our purposes,” she said.

The new roof will provide lighting for evening use.

Also, the addition of roll-up sidings was suggested by Mayor Conklin.

“But that’s project number two — we just want to get the roof over it first,” she said.

The proposed $75,000 contribution by the Village of Radium will apply to the municipality’s 2013 budget.

Doors set to open at new family restaurant

By Dan Walton Pioneer Staff One of Radium’s central business units has undergone considerable restoration in a project that’s hoped to unearth a diamond in the rough.

Main Street’s Radium Family Restaurant is set to open before the end of March in the building once occupied by Smitty’s.

“Everybody thought I was crazy to buy this building, but look at it — I turned it around,” said co-owner Chong Yun, who’s known in Radium as Yuni.

Many in Radium also know her as the former owner of the Park Inn Motel. She now owns the Radium Family Restaurant along with Riko Simmonds, whose decades of cooking expertise has been crafted solely in the valley.

“It’s brand new now, a completely different building,” said Yuni. “We worked very closely with local contractors and building inspectors.”

Riko, who will serve as the head chef, began working as a dishwasher at the Fairmont Hot Springs Resort when he was only 14. A year later he was on the line preparing meals. He then worked

for six years at the original Windy Cafe before spending over 20 years as the head chef at the Radium Resort.

Confident in the combination of Yuni’s business success and Riko’s plentiful cooking experience, the team is excited to serve wholesome meals to the hungry locals and visitors.

The Radium Family Restaurant will serve a hearty traditional menu for breakfast, lunch and dinner, while offering a relaxed environment for families.

Wi-fi will be available at the new restaurant and it can easily accommodate disabled guests. The main dining room will seat around 90 guests, and a conference room that seats 40 will also be available to rent.

When asked why they chose a family-theme for their new restaurant, Riko explained there are fast food and finedining restaurants in Radium, and the team felt that there was a gap to be filled by casual family dining.

The Radium Family Restaurant will be open seven days a week from 6 a.m. until 10 p.m. Weekly specials will include Sunday brunch, pasta nights on Tuesdays and a Chinese buffet on Friday nights.

The changing pension landscape It’s no secret that Canadians are finding it more difficult to retire. According to a recent Ipsos-Reid survey, only 27 per cent of Canadians expect to be retired at age 66, which represents an almost 50 per cent decline in confidence since 2008. Additionally, at age 66 and beyond, 26 per cent of Canadians expect to still be working full-time and 32 per cent plan to work part-time.

There are many reasons for a lack of confidence. Low savings rates, low interest rates, increased consumer debt and the absence of workplace pension plans have stalled many people’s retirements. This is why the national presidents of the Canadian Union of Public Employees and the Public Service Alliance of Canada are calling for increased mandatory Canada Pension Plan contributions.

How would it work?

Currently, the Canada Pension Plan payments are designed to amount to about 25 per cent of the average Canadian’s pre-retirement income. For example, the average working Canadian earns $47,200 gross income per year, and the maximum Canada Pension Plan pension per month is $1,012.50. Under the proposal, the Canadian Pension Plan pension would be increased over time to represent 50 per cent of a person’s pre-retirement income rather than the current 25 per cent. According to Paul Moist, president of the Canadian Union of Public Employees, a modest increase in plan contributions of about three per cent per year over seven years would achieve this goal.

Why this route?

One of the main reasons why higher mandatory Canada Pension Plan contributions should be considered is because of the changing pension landscape in Canada.

In years past, most people could expect a pension from their employer when they entered retirement. Most of those plans were defined-benefit plans, which guarantee a specific dollar amount per month in retirement.

Today, fewer Canadian businesses offer pension plans.

In fact, about 65 per cent of the workforce in 2012 does not have a pension plan.

Furthermore, even with the absence of workplace pension plans, fewer people are contributing to their Registered Retirement Savings Plans (RRSPs). Fewer than 25 per cent of Canadians made a contribution last year.

In addition, the average amount Canadians withdrew from their RRSPs in 2012 was $24,531, more than double what was cashed out in 2005.

To summarize, there are many reasons why Canadians are becoming underfunded for retirement. The government has responded by implementing the new Pooled Registered Pension Plan to help offset future retirement income deficits. Unfortunately, due to its voluntary nature, many people worry that it will be mostly under-utilized.

This is why many feel that the next logical step is to increase mandatory Canada Pension Plan contributions, or set up another mandatory retirement fund to help close the gap.

How good is the Canada Pension Plan?

The Canada Pension Plan is a low cost, well managed pool of money for Canadians.

According to the Canada Pension Plan Investment Board website, the balance as of December 31, 2012 was $172.6 billion, and as they use a 75 year amortization period and the fund is solvent, it will last for at least another 75 years at the current contribution and benefit levels, indexed to inflation. Considering that the current benefit is about 25 per cent of a person’s pre-retirement income and the current contribution rate paid by an employee is 4.95 per cent of their income, the Canada Pension Plan offers excellent return on investment for the average Canadian.

Final thoughts Though to many people a workplace pension plan can seem like a gift from their company, they are making contributions to those plans through mandatory deductions from their paycheques.

In theory, the absence of these deductions should make room for an additional mandatory retirement contribution, or a regular RRSP contributiong.

While it’s clear there is no easy answer to retirement funding issues, Canadians should welcome an increase to forced savings. After all, pensions are an important part of most people’s retirement picture, and who better to look after them than the most sophisticated pension managers in the country?

Spitting to the wind

Fresh old ideas

By Arnold Malone Pioneer Columnist I don’t spit much. Sometimes, right after I get up in the morning, I clear my throat in the quiet of the bathroom and have a start-of-the-day spit.

My worst spits were during those days on the farm when I got off an open tractor after a half day of summer fallowing. Those were disgusting dust-filled spits, but not one of the world’s seven billion persons was a witness.

Spitting is private stuff.

It is also deemed to be disgusting and unhealthy. That is why many jurisdictions have bylaws against public spitting.

However, in some televised sporting events, spitting has become a high definition, big screen, telephoto-enlarged, in-your-living-room-nightly event.

The Las Vegas bookies will allow only the smallest probability that the teddy bears will choose the floor at a hockey bench as the place to hold their next picnic.

I expect that the hockey players will contend it is their vigorous activity that requires that they just have to spit.

Funny, that basketball players don’t seem to have the same problem. Then again, that might be because janitors rule the stadium. Have you ever tried to use the school gymnasium? You might be able to, but the principal needs to ask the janitor first.

So I suspect that the janitors also control such places as the Rogers Arena. Now guys, if you have concluded that spitting enhances the sport, then imagine the Brazilian ladies playing beach volleyball.

Wouldn’t you likely grab the remote and flick to something more cerebral, like Homer Simpson.

Yet in hockey, baseball, and football spitting is a part of the playbook. One comes off the ice or the field and has a big spit. Even the coaches spit.

It seems to be an ‘in-crowd’ language that indicates, “I just made a brilliant play” or “Sorry mates, I know I fumbled”. Baseball players often use a spit catalyst that looks like they placed the baseball on the inside their cheek. This also enhances the visibility of the spit. To ensure that we don’t miss any of this activity, soon we will have 3-D images that will propel the spit right at us in our own living room.

So as the sports spitters spit, and the camera beams their activity into our homes, we are left to wonder what the area around these players’ dining room table might be like.

Living with such persons must be like living in the midst of a herd of spitting alpacas, or do they change at home, and if so, why do they spit during games?

Perhaps I shouldn’t expect too much from sports personalities, since they have to exist on a measly $12 million a year. In truth, I could live on half that amount. After all, they are merely role models for our kids.

Now these strong-bodied chaps might try to inform us that spitting relieves tension. If so, why don’t parliamentarians, defense lawyers, pilots and air traffic controlofficers spit their way through a day?

What strong sports boys need is an army of stronger sport mothers. The ones who can look at you like you are starring into a double-barreled gun and say, “Jason, I saw you spitting during the game.”

You know that look, the one that makes strong men go wobbly-kneed.

So, to the sports professionals, unless you spit in your own living room, quit spitting in mine.

With scars on his feet from the exertion, Shane still had to summit Maderas, a 1,394-metre volcano with a lake in its crater and a frightening challenge waiting. An attendant met each racer and instructed them that on a raft in the middle of the lake, which was invisible from the station, there would be an egg that racers would have to return to the station unbroken.

March 15, 2013 “I asked how far it was and they responded, “When you are halfway there, you will see the glow sticks on the raft.”

Although the water of the lake was less than a metre deep, the muddy bottom could easily sink a swimmer over their head, Shane added.

Regional District of East Kootenay BYLAW 2440 Bylaw Amendment - Edgewater

BYLAW 2434 Bylaw Amendment - Dutch Creek Resort

The Regional District of East Kootenay (RDEK) Board of Directors is considering an application by Kenneth and Diana Ruault to amend the Upper Columbia Valley Zoning Bylaw. If approved, the amendment will change the zoning designation of the subject properties to permit an automotive repair shop including commercial vehicle repairs. The subject property is located in the Edgewater area and is shown on the attached map.

Bylaw No. 2440 is cited as “Regional District of East Kootenay – Upper Columbia Valley Zoning Bylaw No. 900, 1992 – Amendment Bylaw No. 282, 2013 (Edgewater / Ruault)” will amend the zoning designation of the subject properties from C-1, Community Commercial Zone to C-2, Service Commercial Zone.

Water week beckons lake lovers

By Pioneer Staff Valley residents who appreciate rivers, lakes, wetlands and even glaciers are encouraged to put on their thinking caps in the lead-up to Canada Water Week, which runs from March 18th through 24th.

“As Canadians, we are so connected with water bodies through our heritage,” explained Wildsight water stewardship program manager Heather Leschied. “We’re rooted by the Columbia River and our love for Lake Windermere, and it’s time to celebrate that.”

This is the third year of the national event, which is undertaking a crossCanada story contest under the theme “I Love My Water Body”. Stories, recollections and anecdotes around lakes, rivers and more can be submitted to www.ilovemylake.ca to enter the contest, which is open through the summer.

Just prior to World Water Day on Friday, March 22nd, Wildsight will host a “Blue Drinks” event — a water-themed variation on the group’s usual “Green Drinks” theme — at 5:30 p.m. on Wednesday, March 20th at the Station Pub. Wildsight’s Lake Windermere project was completed in 2010, giving rise to the Lake Windermere Ambassadors non-profit group, which continues to pursue stewardship initiatives for Lake Windermere.

Add ½ cup of cream and boil.

Womens resource centre now open

By Pioneer Staff By going underground, the Columbia Valley Womens’ Resource Centre is shedding new light on women’s issues in the valley.

After securing a new location at Frater Landing just below Koffee Kweens (formerly the Corner Cafe) and adjacent to Interior World, the new resource centre is now open for business ahead of a grand opening scheduled to take place on Wednesday, March 27th.

“We’ve created a space for women, an informal place for them to come and gather,” said Larry Rohrick, the director of program management at Invermere’s Family Resource Centre, which operate the new women’s centre. “It’s definitely not a place you have to sneak into and be ashamed of.”

The new space includes computer and Internet access, and a play area for kids, though it won’t be providing any child care. It’s meant to be a place where women can access services, chat with other women while sipping on a coffee, or occasionally listen to a guest speaker.

Until now, all women’s services in Invermere were based out of Christ Church Trinity.

Jesus, beyond His profile picture

By Pastor Trevor Hagan, Lake Windermere Alliance Church I was challenged by this quote on the weekend.

“There is an eternal difference between knowing about Jesus and knowing Jesus,” Matt Carter said.

“Knowing Jesus?” some would ask. “Is that even possible?”

To use an analogy from the everyday life of today’s generation, it’s the difference between knowing someone, and looking at their Facebook profile.

Many people have a lot of “friends” and think they “know” a lot of people simply because they know information about them. They look at their pictures, they read their updates, they see who they’re talking to – they are Facebook stalkers. Many people approach Jesus and scripture like a Facebook profile. They are interested to see what’s going on, and they even like talking about it

and are “amazed at the teaching,” but when it comes to really communing with God and doing life with him — that territory is off limits. Many today want to know Jesus from a distance, where it’s safe, where they know what’s going on and where they are in control.

Imagine a marriage where all you had was information about your wife and no interaction, no conversation, no experiences with her. It would just be weird!

Jesus said in John 17:3 “This is the way to have eternal life—to know you, the only true God, and Jesus Christ, the one you sent to earth.”

You could put it this way: to know about a person would be to read their biography in a book or watch a documentary about them on TV. To really know a person is to spend time with them on a regular basis, learning their likes and dislikes, the way they handle themselves in different situations, their verbal and nonverbal communication. And, yes it is possible to know Jesus.

He has revealed who he is through the Bible, but if you want to know him, you need to spend some time with him, walk with him and talk with him. Call on him and see what happens.

Psalm 34:8 invites us to “Taste and see that the Lord is good.”
