MLA says it’s not in her power to give Lot 4616 By Wendy McMahon, MLA Columbia River-Revelstoke The local NDP candidate is once again campaigning on half-truths. He seems to think that as a Cabinet Minister and MLA I should be able to command provincial agencies like Land and Water B.C. to turn over Crown land. Perhaps he needs reminding that we live in British Columbia, not Colombia. It is certainly not in the overall public interest for provincial politicians to have this kind of personal power. Land and Water B.C. is charged with the responsibility to manage and market Crown land. This agency is expected to ensure that the public interests, both local and provincial, are considered when decisions are made. As a former mayor, the local NDP candidate is no doubt aware of the stringent processes and procedures

Land and Water B.C. has for obtaining public input prior to making decisions and for assuring that Crown land is disposed in a fiscally responsible manner. As the MLA for the area, I have facilitated the District of Invermere accessing the process for gaining District Lot 4616 bordering CastleRock subdivision as a park. At the present time, I understand that the entire parcel of District Lot 4616 is not available for a Free Crown Grant, but that Land and Water B.C. is committed to working with the District to examine other alternatives. As a resident of the area, I share the vision of local citizens for a healthy community, free from urban sprawl. I will continue to assist the District in working with Land and Water B.C. and oppose any sale of the property while the parties are seeking a mutually acceptable solution.

NOTES FROM THE PIONEER

April 15, 2005

valley

• We received a call from a Saskatchewan visitor the other day following our editorial on the decline of rural communities there. “We don’t understand why anyone would complain about people who contribute so much to your town,” he said. “If you don’t want the Albertans, please send them our way!” • One of our readers sent us a photograph of “Chesney,” a character in the popular British television program Coronation Street. She’s convinced that the child actor who plays Chesney is a dead ringer for Naomi Zehnder, who was pictured on the front page of The Pioneer last week. We agree there is a resemblance, but Naomi is much prettier! • The Pyrenees/Siberian Husky pup who was photographed with Naomi was adopted as soon as the paper came out. But he has one sibling who is still up for grabs. As well, the Invermere Veterinary Hospital also has a gray and white kitten named Squirt and an adult gray long-haired cat who need homes. • It appears we fooled a lot of people by our underwater creature article on April Fool’s Day. We hear one woman even went down to the beach with her camera in hopes of capturing a shot of the elusive beast. Next year our readers may be less trusting. • One helpful lady who works at the post office swears that tucking Downy fabric softener sheets among your flower beds will keep the deer away. • Guido Hochheiden, owner of the Lakeside Pub, wants to clarify that there is NO cash kept on the premises, after the attempted robbery at his business last week. And he wants everyone to know that he has a double alarm system. If the first alarm is disabled, the backup system kicks in immediately. Both alarms are monitored and connected to the police. So break-and-enter artists had better stay clear of the Lakeside unless they want to go straight to jail. • In our photograph last week of the Devil Girls Midget Hockey Team last week we accidentally omitted the name of Cydnie Rice. Sorry, Cydnie! • We also reversed the name of a contributor last week. We printed an article about Bighorn Sheep submitted by “Roy Dimple” only to find later that the writer was a female named “Dimple Roy.” Again, our apologies to Dimple. • Kids, we want a photograph of the first crocus. If you find one, give us a call at 341-6299 and we’ll come and take your photograph. But don’t pick them - we want to preserve those precious blossoms right where they are!

Kay Allan of Invermere and MLA Wendy McMahon visit the furnished show suite in the new complex.

Columbia Garden Village still has some vacancies By Elinor Florence Pioneer Staff Excitement is mounting among seniors who are packing up a lifetime’s worth of belongings and leaving their homes to move into the new senior apartment complex next to the Invermere hospital. “I’ve started packing all the things I can’t take with me,” said, Kay Allan of Invermere, aged 91. Moving from a three-bedroom house with a full basement to a two-bedroom apartment will mean leaving a lot of furniture behind. But her daughter and son-in-law, Helen and Jerry Kohorst, will help her get organized. Mrs. Allan said she’s looking forward to getting settled. She has an apartment on the southwest corner of the top floor, with a view in three directions. And she won’t have to climb stairs since the new building has an elevator. But moving is the hard part, seniors agree. “I’m dreading the effort of having to move,” says Connie Wah, 87, who lives alone in a condominium adjacent to the new building. “I packed all my books and then decided to go through them again and I still couldn’t bear to throw any of them away.” But she says her daughter Glenda Wah will help her move and one of her sons will outfit her new apartment with extra shelving.

And she’s looking forward to a more social lifestyle. “It will be nice to have more people around, have somebody to talk to during the day,” she says. Seniors who are tired of spending too much time alone are looking forward to being able to visit their friends and eat dinner together every night. “I’m really tired of wondering what to make for dinner,” says Mrs. Wah. “I’m happy to let somebody else do that for a change.” Staff will even deliver your meal to your room if you’d rather watch television while you eat. And for those who are weary of housework, there is another plus: someone will clean your apartment every week and do your laundry if you wish. And finally, seniors can feel comfortable about their own health and safety since there are staff on call 24 hours a day for anyone experiencing health problems. Eight suites are available for people who need “assisted living.” That’s the term used for people who need a little extra help each day but who still want their independence and aren’t yet ready to go into a nursing home like Columbia House. Interior Health funded the creation of these eight apartments in Columbia Garden Village. The new building has 63 suites and there are still several available, says Kyla Lillejord of Cranbrook. NEWS Building code violators better beware By Elinor Florence Pioneer Staff The town of Invermere has decided to put some bite behind its building regulations. At last week’s meeting they voted unanimously to use provisions under provincial law to allow them to place a notice against a land title if the owner has contravened building regulations. There have been incidents where builders have proceeded without permits and continued building without inspections. Such actions constitute a public safety concern, council was told by the Chief Administrative Officer Patrick Robins. “There are always some people who don’t play by the rules,” said Mayor Mark Shmigelsky, especially in light of the recent rush of development in town. He said this is not an unusual step to take among other municipalities in the province, and The Regional District of East Kootenay has often filed notices against properties that don’t comply with their requirements. “In the past we have been very soft and forgiving but we can’t afford to do

that any more. It’s a safety issue, and if anything goes wrong the community is liable.” He said this will help the building inspector perform his duties. “Our building inspector has done a tremendous job and most builders are respectful of him,” he said. The other councillors agreed wholeheartedly to go ahead with enforcement of the provisions. “We have to use whatever tools we have at our disposal to prevent cheating,” said Bob Campsall. “The 95 percent of people who comply shouldn’t be punished,” said Brian McLaughlin, who asked that builders in contravention of the bylaws also be made responsible for whatever administrative costs are incurred. Registration of notices on title are subject to an additional Land Title Fee of about $20. Once a notice has been filed it is on record both at the Land Titles Office and the Municipal Office. Gerry Taft said hopefully it won’t come down to that. “With this threat now being available, perhaps people will be encouraged to comply,” he said.

Athalmer roadwork gets unexpected cash By Pioneer Staff The town of Invermere has received an unexpected $332,500 grant from the province for upgrading a treacherous portion of road through Athalmer. The town asked the province on several occasions to assume more responsibility for the road, especially in light of the increasing amount of traffic to Panorama. Last November MLA Wendy McMahon and Minister of Transport Jack Benetto attended a meeting of town council when the issue was raised again and the province was asked to help the town upgrade that portion of the road.

Last week the MLA presented the town with an unexpected cheque. Town officials said they were pleased to receive the cash but don’t know yet what work is required pending a traffic study that won’t be concluded until August. The most dangerous spots on the road are the turnoff at the top of the hill next to the museum, and the Scurve at the bottom of the hill that has a couple of tight corners. Straightening out the S-curve would involve buying land and moving a couple of buildings - which could prove costly, according to mayor Mark Shmigelsky. “Obviously we’re happy to get whatever help we can,” he said.

That goal was off to a good start last week, since almost $10,000 was raised at the kickoff through corporate donations and a silent and live auction of rounds of golf donated by many of the valley golf courses. Setetkwa for the relaxed golfer By Michelle Taylor Pioneer Staff From pre-school to old school, the Setetkwa Golf Course is a fun place to play a quick nine holes. It may even be one of the most relaxing rounds you will ever play. Players do not have to book tee times - just pay and play. People come out and relax on the grass or sit at picnic tables while they wait for their turn. Setetkwa in Shuswap means “by the river, which is aptly put, as the Columbia River flows west and the Stoddart Creek runs just south of the course. The course is located about five kilometres south of Radium, just off Stoddart Creek Road. There is also a self contained RV Park that opens in May with water, sewer and 30-amp power hook-ups for 12 stalls. Owner Xavier Eugene, better known as “Ox, began building the course with his family in 1988 and opened its doors in 1992. “People ask us countless times how we could af-

ford to build a golf course. I tell them our family paid for it through blood, sweat and tears, Ox says. The construction of the course was certainly a family project as Ox’s wife Marg, their six children and five grandchildren designed and developed the course. The original clubhouse was a teepee. “When that wore out we built an official clubhouse with a licensed concession stand, Ox said. The course is short and walkerfriendly as it stretches over 1,700 yards. It takes about 60 to 90 minutes to play which makes it an ideal training ground for new golfers and children just learning the game. “We love to see families with the little tykes coming out to play, Ox says. People truly hooked on the game can appreciate Setetkwa’s long season. If there is no snow on the course, players are allowed to come out any time of year. “We usually get golfers show up every month, Ox says. This year the course opened March 1st.

The family considered a campground but after talking to other campground owners about conflicts, squabbles and rowdiness that can occur he decided a golf course would be a better choice. Although the course was built just 13 years ago, one historical site is well over a century old. According to Ox the log cabin that sits just east of the num-

PROPOSED FOREST STEWARDSHIP PLAN Canadian Forest Products Ltd., Radium Hot Springs (Canfor) is advertising for public review its proposed Forest Stewardship Plan (FSP) prepared under the Forest and Range Practices Act. Canfor has timber harvesting rights in the Invermere Timber Supply Area within the Rocky Mountain Forest District that extends from Radium Hot Springs east to the Alberta border, west to the height of the Purcell Mountains, south to Canal Flats and north to Parson. The proposed FSP shows the location of Forest Development Units for the next 5 years. The plan specifies results or strategies that are consistent with: • objectives set by government in the Kootenay Boundary Higher Level Plan, and • objectives prescribed by the Forest and Range Practices Act or otherwise established by government. The FSP also specifies measures for preventing the introduction or spread of invasive plants and mitigating the loss of natural range barriers. Finally, the FSP specifies the regeneration date, free growing height and stocking standards necessary to actively establish and reforest harvested areas. The FSP is available for public review and written comment at:

Canfor Woodlands Office Radium Plaza building, 7585 Main St. West, Radium Hot Springs, BC. Persons may review the FSP during regular business hours:

8:00 a.m. to 5:00 p.m. Monday to Friday, from March 23, 2005 to May 23, 2005. A licensee representative will be available to discuss the proposed plans and receive comments. If you are unable to review the proposed plan during these times, arrangements can be made with Canfor to view the plan at a mutually agreeable time.

Written comments about the plan must be submitted by mail or in person by May 23, 2005 to:

Marketing course boosts businesses

Sports swap for the school David Thompson Secondary School will hold a Sports Equipment Swap sale on Saturday, April 23 from 9 a.m. to 1 p.m. In the past, part of the sales from the vending machines were used to support extracurricular programs such as sports and band. However, for health reasons the machines have been removed and the school must

raise money from other events. Please drop off any type of used sports equipment and clothing from skis to bikes at the school on April 22nd from 3 to 7p.m. Set a price for each item and the sport swap committee will sell it for a $2 fee and collect a 20-per-cent commission. For more info call Joanne Bragg or Barry Tremblay at 342-9213.

Brunch is back in The Greenery! Sunday 10:00 am - 2:00 pm

NEW Charles Bullshields Jr.

Raising the level of your business’s performance is the focus of a marketing program being offered at the College of the Rockies during April and May. “Marketing is the gas in our car and sometimes we’re too busy keeping the car on the road to remember that we need to keep it up to speed,” says college administrator Marilyn Petersen. • Dynamic motivational speaker and marketing strategist Janey Cruise will lead the way on May 10th with a full-day workshop on “branding” your business and finding the right position in the marketplace. Ms. Cruise, who has expertise in private economic development and the special challenges facing British Columbia, helped to prepare the province’s successful bid for the 2010 Olympics. • Barry Casson of the Victoria Motion Picture School will host a workshop on bringing the motion picture industry to your community. He will explain techniques for attracting interest from film companies – a method that has been used successfully in places such as Revelstoke. His Film Production Workshop will explain how to create a promotional video.

• Tourism Media Relations, led by Judi Lees of Tourism B.C., will help you attract radio, television and print reporters to cover your tourism business. “It’s free advertising,” says Mrs. Petersen, “but here in the East Kootenays we sometimes get overlooked. We need to start attracting some attention in the travel media.” • Special Events Management is for volunteers and professionals who organize events ranging from business conferences to arts festivals. This 28-hour program, which is available on line, will provide information on managing the hundreds of details that will make your event a well-run success. • A Bigger Bang for Your Buck will be taught by Greg Ringness, creative director of Rocky Mountain Media in Cranbrook. The course will explain how to get the best value for your advertising and promotional expenditures. • The Art of Window Display taught by valley newcomer Cristina Borgogelli will teach you how to display the merchandise in your shop’s windows to attract customers inside. The total package of marketing courses is $699 but individual courses are also available. For information on dates and rates, call 342-3210.
