Rumoured boat ban a false alarm

By Sally Waddington Pioneer Staff Some are calling it “the ban in a teapot.”

Last week an email circulated around Calgary and the Columbia Valley, falsely claiming that the Regional District of East Kootenay is planning to ban power boats on Lake Windermere.

“An environmental group is trying to ban all motorized boats from Lake Windermere,” the email reads. “These guys want to see NO boats on Lake Windermere. I don’t have to tell you what that would do to our enjoyment of the lake, our property values, the tourism industry in the area, etcetera.”

The Pioneer received the email three times, and local politicians received dozens of calls. The Calgary Herald even picked up on the controversy and published an article. On Wednesday, the regional district released a statement denying any such restriction.

“There has been some misinformation circulating, including a number of incorrect claims about actions being taken, such as a ban on motorboats. There is no such proposal,” said planner Karen MacLeod. “I want to emphasize that no decisions have been made and we are still early in the process.”

What really is going on is public consultation on

the Lake Windermere Management Plan. Commissioned by the regional district in November, Vancouver-based researcher Catherine Berris Asssociates is conducting an in-depth study of community opinion about Lake Windermere, before drafting a management plan for the future of the lake.

Earlier this year, an advisory committee was formed of 11 local citizens, workshops on the plan were conducted in Windermere and comment forms were distributed.

On the weekend of August 29th, advisory committee member Mike DuBois handed a copy of the comment form to patrons of his business, Shadybrook Marina in Windermere.

“I wanted to make sure the comment form got into the hands of boaters,” he said. “As a group they are typically not politically active, so there were not too many of them aware of what was going on. I photocopied 60 comment forms and gave them to everyone who gassed up their boat at my store.

“One individual I gave the survey to emailed it to 50 people and each one of them emailed it to 50 people. The guy who started the email campaign added his own opinion, which was a little exaggerated, but it was still a great result.”

The form asks about several uses, such as devel-

opment on the lakeshore, marinas, boat launches and winter use. The contentious category asks participants to rank their support of various water use designations, including limits on speed and boating restrictions.

“Boaters are passionate about their love of the lake and with even the hint that it could be taken away, their reaction is justified,” Mr. DuBois said.

He said boaters are unfairly targeted as irresponsible. “We love the lake,” he said. “There is no way any of us want to do any harm to the thing we love.”

Invermere mayor Gerry Taft, also a member of the advisory commission, said a boating ban would be virtually impossible to enact, even if there was support for it. “There are a few individuals who like the idea of a boating restriction, but I don’t think that is a large percentage of the population,” he said. “We as a local government don’t have the power to restrict boating. It requires legislation by the federal government.”

Area F Director Wendy Booth can see something positive coming from the uproar. “From the beginning of this process, we were struggling with, ‘How do we get the second homeowners and recreational users of the lake to have input within the plan?’ I now believe that this has happened, which I’m glad to see.”

The comment period ended September 7th, and a draft of the plan is expected in January 2010.

Athalmer condos to be auctioned in Calgary

By Sally Waddington Pioneer Staff Lake Windermere Pointe is holding a giant auction of 40 condominiums on Saturday, October 3rd with bids starting at $85,000.

That’s a bargain compared to the $589,900 it was asking for some units last year.

“Rather than sit back and wait for buyers, we are going to look for them,” said Doug McIntosh, a partner in Lake Windermere Pointe.

The developer has hired Kennedy Wilson, a California-based auction company, to market the units and conduct the auction. “We have found a marketing and sales organization to act as our agents

throughout September,” Mr. McIntosh said. “The auction is the culmination of the sales process.”

Construction of Lake Windermere Pointe began in 2006. It consists of 224 luxury condominiums, a heated pool and hot tub, fitness centre and underground heated parking.

Mr. McIntosh said that while plenty of people have been to tour the condos this year, sales are slow.

“Hundreds of people have come through our sales office over the last six months and for many, this is an opportunity to get the best price possible.”

The 40 units up for auction come from 11 different floor plans, one and two bedrooms, across all three buildings and all floors.

Selling these condos will clear the way for the

next stage of Lake Windermere Pointe, he said.

“This process will allow us to reduce our inventory to the point where we can restart Phase 2 – the condominium hotel plan,” Mr. McIntosh said.

This construction is slated for the land between the existing project and Pete’s Marina in Athalmer.

“Overall, the auction will be good for our project and good for the valley,” Mr. McIntosh said. “It will create a new synergy in the marketplace that has been slow.”

• On September 2nd at 8 a.m., Columbia Valley RCMP received a report of theft of liquor from a delivery truck that was parked at the rear of the liquor store.

• On September 2nd at 10:20 a.m., RCMP received a report of a theft of a white 2009 Ford Escape.

It was stolen from the Bugaboo Lodge parking lot, 48 kilometres along the Bugaboo Forest Service Road in Brisco. The vehicle was located the same day in Radium.

• On September 4th, police attended a residence on 10th Avenue to question the occupant in concern with a driving complaint observed by the police. The police were confronted by a 31-year-old male from Invermere who pushed and threatened the police constable. As a result, the male was arrested for assaulting police and threatening, and he will appear in Invermere Provincial Court.

• On September 4th, RCMP received a report of a stolen Nikon Coolpix S630 camera. It was stolen from Invermere One-Hour Photo between July 25th and 26th.

• On September 4th at 8:12 p.m., police responded to the theft of a 32-inch flat-screen Samsung TV stolen out of a unit at Toby Creek Lodge in Panorama.

The television was stolen after August 29th.

• On September 5th at 8:45 a.m., police were advised of the theft of electronic musical devices from a

vehicle parked in the lot of the Best Western Invermere Inn. Sunglasses and a black backpack were also stolen.

• On September 5th at 9:37 a.m., RCMP received a report of a suspicious male in the area of the 700 block of 14th Street, Invermere.

When police arrived, the male ran from the police and was noted to be carrying items. The male was located and found to have a stolen phone charger and ID that was recently stolen. The male was arrested and released for a court date.

When released, the 38-year-old male continued on with his criminal activity and was caught by citizens stealing liquor from a cooler, and a generator from a truck.

The male was arrested and held in custody to appear in court.

The male was a suspect in a number of incidents around town. He provided an address in Kamloops but he is known to local police officers.

• On September 5th at 8 p.m., a wallet was stolen from a grocery cart in Sobeys. The wallet was found in the parking lot; however, a credit card and debit card were missing.

• On September 6th at 11:30 a.m., Columbia Valley RCMP received a report of the theft of jewellery, food and a flower-patterned suitcase from a vehicle parked near the 1300 block of 7th Avenue.

• Twenty complaints were received by the police over the long weekend.

Flash fire Lightning during a storm on Monday, September 7th, sparked a brief grass fire at the base of Lot 4616 in Invermere.

Lise Niddrie was walking along Johnston Road when she saw lightning hit the ground near a house, then arc across the road just 20 feet in front of her, landing beside Westside Road.

“It made my heart pound a bit. You could feel the electricity in the air.

My dog just about jumped out of its skin,” she said.

Several drivers saw the fire start and called Invermere Fire Department, who responded immediately. Within minutes there was nothing to be seen but charred ground.

Petition doesn’t sway directors regarding their Jumbo decision

By Sally Waddington Pioneer Staff A petition against Jumbo received a lukewarm response from the Regional District of East Kootenay board last Friday.

Windermere resident Doug Anakin addressed the board of directors and presented more than 600 signatures from Columbia Valley residents.

The petition asked the regional board to reconsider and rescind a motion it made at the August 7th meeting. The motion, which passed eight to seven, saw the regional district ask the province to designate Jumbo Glacier Resort a mountain resort municipality. That means the regional district is not responsible for rezoning decisions for the four-season ski resort proposed for the Jumbo Valley, 55 kilometres west of Invermere.

In his presentation to the board, Mr. Anakin recalled an experience last year when he was cross-country skiing and fell into a deep snow drift, becoming buried in snow.

“I felt the same feeling four weeks ago on the lawn outside this building when I heard the regional district’s decision,” he said.

Mr. Anakin added that the petition signatories want to work towards a better solution.

“We are not fighting you; we want to help you as good citizens of the Columbia Valley,” he said. “We would like to work with the directors to find a better solution than giving the decision to the provincial government, which is so far away and doesn’t know the concerns of the people in this valley.”

After his presentation, Director Gerry Wilkie for Area G advised Mr. Anakin that the regional district will retain its decision-making powers over Jumbo until the developers signs a Master Development Agreement with the province.

“I didn’t know that and that gives us time to work for something better,” Mr. Anakin replied.

Despite Mr. Anakin’s appeal, the only motion

regarding Jumbo at the meeting was put forward by Invermere Mayor Gerry Taft. He asked the directors to consider advising the province that an appointed representative of Jumbo Glacier Resort not be allowed a seat at the regional district board table.

“If there was a mountain resort municipality in Jumbo, it would have a council appointed by the Ministry of Rural and Community Development based on the recommendation of the developer,” he said.

“If and when there are enough people living in Jumbo to hold an election, then I would have no problem in that representative having a seat at the table. However, I don’t feel an appointed council should have a seat at the table.”

The board discussed the motion for around 15 minutes. Director Jim Ogilvie, who has been on the board on and off since 1967, reminded the directors that when Elkford first became a municipality, it too had an appointed council and thus did not hold a seat at the regional board.

“If we support this motion, we are taking back some of the responsibility we gave up at our August meeting,” Director Gerry Wilkie added.

The motion was passed unanimously.

Meanwhile, Doug Anakin was not the only delegation to speak about Jumbo. Bob Campsall, a councillor in Invermere and member of the Jumbo Creek Conservation Society, asked the regional district to schedule public hearings in the Columbia Valley about the issue, “so we as your constituents can be heard,” he said. “Let the people have their say.”

However, Director Ogilvie responded by telling Mr. Campsall that provincial involvement in Jumbo won’t be the first time. “There is always local and provincial interest in land-use decisions,” he said. “You win some, you lose some, but you have to move on.”

The provincial government continues to discuss an Accommodation Agreement with the Ktunaxa Nation regarding Jumbo Glacier Resort. The next step after that is to sign a Master Development Agreement for the resort.

Sprucing up your home

Now that fall is here and the kids are back in school, it’s time to start thinking seriously about taking advantage of the Home Renovation Tax Credit.

To refresh your memory, this is a great deal offered by the federal government last spring in order to stimulate the building industry by encouraging homeowners to renovate. You can use the one-time-only credit towards work on your house, condo or cottage.

On eligible projects costing up to $10,000 for materials and labour, you will receive a 15-percent income tax credit for the 2009 tax year, up to a maximum of $1,350, from the Canada Revenue Agency.

The offer still has to be approved in Parliament this fall, but it seems likely that it will be given the green light since both major parties have agreed to it.

There have been plenty of renovations in the valley over the summer, but it’s not too late to get started.

To qualify for the tax credit, the work must be completed by February 1st, 2010. That gives you about five months to start and finish the job.

Experts say that kitchens, bathrooms and finished basements add the most value to a home. If you don’t want to go with a big project like replacing cabinets or bathroom fixtures, simply repainting your home’s interior or installing new carpets qualifies.

Basically, anything that you leave behind when you move away is eligible. The cost of building permits is also included.

It’s not too late to spruce up the yard, as well.

Landscaping is included in the offer, so think about a new deck, paving stones or shrubs. Building a garage or purchasing a shed for storing all your equipment over the winter are other possibilities.

Finally, the problem of finding people to actually do the work is no longer the huge issue that it once was. Right now, contractors are available – and as winter approaches, they will be looking for those nice, cozy indoor projects to keep them out of the cold.

Boat ban would be economic suicide Dear Editor: “A ban of all power boats on Lake Windermere? Surely, this is a joke,” I said to myself as I opened my email.

With some trepidation, I read on.

Sure enough, this is a move that the “Lake Management” committee is seriously considering! As a recently-transplanted Albertan, I can tell you there is one reason Calgarians buy property in our valley: year-round recreation, including water sports.

Take the lake away and what are you left with? Within three hours commuting distance of Calgary are Golden and Fernie. I’m sure the golf is just as good and the skiing is definitely better

in both locations. Drive another hour to Kimberley and you can enjoy inexpensive real estate to boot. Invermere will lose its edge in attracting Calgarians and suffer the same economic fate as a lot of other small towns in B.C. Have those sitting on the lake management committee thought about the economic consequences of this move? In a town that is now almost 100 percent reliant on tourism we cannot afford to lose any of our tourists or our weekend residents. Simply put, these people keep our businesses going. Surely, common sense will prevail?

Abandoning bunnies will cause rabbit epidemic Dear Editor: Jeers to the unresponsible family that dropped off at least four pet bunnies at Lake Dorothy this summer.

Do you realize that they will reproduce and may cause a rabbit epidemic in our town?

Kelowna has faced this problem for the past several years and they are killing them by the thousands after

failing at other humane methods of control. It all starts with one stupid act like yours.

We have two great local animal organizations. Just a call to the SPCA or ICAN, and a wiser solution to your pet difficulties could have been found.

Please don’t delay – have your mammogram now Dear Editor: The Canadian Cancer Society was alarmed to find that the East Kootenay has the least number of women requesting mammograms compared to the rest of B.C. and the Yukon, especially aged 55 to 79 years.

The B.C. Cancer Agency’s Screening Mammography Program’s mobile service travels here twice a year. It is a convenient, free service provided by the B.C. Cancer Agency. In the Columbia Valley, local volunteers from the Canadian Cancer Society help the women through the process.

We encourage women between

the ages of 50 and 69 to have a mammogram every two years and if you are between the ages of 40 and 49, discuss your risk of breast cancer and the benefits and risks of mammography with your doctor. This preventative action will only take 30 minutes.

The mammography van will be at the Lions Hall at the crossroads from September 11th to 16th. Call the B.C. Cancer Agency for an appointment at 1-800-663-9203. Early detection will help women avoid the painful and sometimes deadly effects of cancer.

Jumbo resort will drive local economy Dear Esteemed Regional Directors: As one of the presenters at the August 7th, 2009 Regional District of East Kootenay meeting, thank you for your studied interest in the issues around Jumbo Glacier Resort and the care you took in reaching your decisions. I believe the way you handled the issues was open, respectful, and responsible.

I heard another petition is circulating against the resort. I repeat my support of the resort as I did August 7th. As a resident of Area F, I also remind you that in the last MLA election, Area F voted soundly for Jumbo Glacier Resort by a 12-percent majority. Area F Director Booth voted against this majority, which was not representative of Area F’s voice.

I have a vision for southeast B.C. This is fantastic country, largely untapped for a tourist industry that could be second to none. This clean industry could ramp up our regional economy to the point where it is more secure and sustainable.

I fear the reason Invermere business-owners have not supported the resort loudly is because their busi-

nesses are not fully secure and they have kids to feed.

I have business friends who have felt threatened by resort opponents.

I see Jumbo Glacier Resort as a significant economic engine which will create synergy in the regional tourist industry. It creates employment for 850 of our citizens . . . not counting spinoff support services or construction. Invermere has not grown much in the last 30 years. In 1979 it had 1500 people; now 3200.

Fifty-six newcomers per year is a very low rate of growth.

Invermere and region, from Spilli to the Flats, is proudly blue-collar, with a base of locals struggling to make ends meet. In the past, Invermere rejected two industrial unionized opportunities: as a rail repair centre (Golden took that one) and as a magnesite refining centre (Exshaw took that one). The resort will have many significant economic spinoffs for southeast B.C. It will bring in foreign and trans-Canadian tourist dollars through the Cranbrook Airport, further supporting its recent expansion. These tourists will take advantage of the entire region.

The grizzly issue is a non-issue. The only killing of these animals is hunting. Building Jumbo Glacier Resort will not impede in any significant way the migration of grizzly. There is bountiful territory out there for bears to travel.

Finally, the group which treats the Jumbo Valley like it is some private little fiefdom has no right to do so. This land is for all of Canada, not just the few.

Jumbo resort is just what we need Dear Editor: Some interesting questions appeared in one of your last letters to the editor: Who will come to Jumbo? Who will work at Jumbo? Other resorts are struggling, why would Jumbo succeed?

First question: Take a look at the current ski industry in Europe. The number of skiers has overwhelmed the ski towns in Europe. To make it clear: the ski towns can’t handle the number of skiers in Europe, especially since the opening of the border to the eastern countries in Europe. As far as I know, and I have many connections to these ski towns, especially to the ones in Austria, due to my native heritage and tourism experience, Europeans are watching the Canadian ski industry very closely and are waiting for an opportunity to make their Canadian ski vacation worthwhile.

The second question doesn’t really need an answer, since so many workers coming from other industries are without a job.

Third question: In a successful tourism industry, you have to look at a picture that is completed and not missing any links. To get the world of tourism here, which will also support existing and struggling resorts, you need to come up with these missing links. First: an airport that is in the destination region and can bring guests in and out very quickly with few connecting flights. Secondly: a good reason for tourists to choose this destination.

Jumbo Valley as it is now provides trails for anybody who is a hiker or a climber. It also provides trails for ATVs, ski sleds and heli-skiing – in my eyes, not that “wild” after all.

But none of these activities can put this area on the map of global tourism industry, because too few people are involved. Not too many people have the means to afford heli-skiing. Not many people actually own a ski sled or an ATV to discover these adrenalinpacked activities, and not many people are hiking or climbing any more. The majority of our society would much rather take a gondola up to the mountain to

enjoy the stunning views.

The people behind the idea of Jumbo Glacier Resort and their supporters share the same vision: to bring in that missing link.

Every destination region needs something spectacular that is a reason for tourists to visit. The proposed Jumbo Glacier Resort will allow access to the world’s largest glacier for skiing, offer exciting adventure tourism and provide a small part of B.C.’s humongous backcountry to educate guests who are hungry to learn about this part of the world. This is exactly that something spectacular that the Kootenays need.

Not only will the Kootenays profit with Jumbo Glacier Resort, so will B.C. The province will be rediscovered and will be a new and interesting destination for the global tourism industry, with Jumbo Glacier Resort acting as the spectacular and famous missing link.

What is the NDP doing to help Library offers us through difficult times? great gift ideas Dear Editor: The Liberals recently unveiled the new provincial budget, and it goes without saying that it fell short of our collective expectations. The NDP, never to miss an opportunity, has lobbed insults, made accusations and done everything in their power to accuse the Liberal party of full responsibility for our shortcomings.

Why not? It’s normal political practice to lace up and kick the crud out of the party in power during a recession. For your information, we are in the midst of arguably the largest global recession in history. Is this the Liberals’ fault? Norm Macdonald would make you think it is!

Are the NDP doing anything to drive solutions to navigate our provincial interests through these difficult times? Of course not. They are far more concerned with tossing darts for their own personal and political gain than to actually do their job and attend to the insignificant matter of running our province.

Norm Macdonald has made only one productive suggestion as far as I can recall: to encourage entrepreneurs to move toward “light industrial” operations. A good suggestion on its own, but with the aforementioned global economic meltdown and the massive challenges we are facing in the forestry sector, I’m not sure if we need something more substantial than widget factories.

What we need is something much larger. Something that would fit with our natural resources, provide loads of exciting short-term entry-level jobs and many practical long-term careers. We need something

that could facilitate the need for Norm’s light industrial sector and help it flourish. We need something big. . . something like Jumbo! The fact that Jumbo Glacier Resort has been through two decades of public process, has recently been passed along to the next step by local elected officials, has environmental certification and support from local First Nations are all fodder for other discussions.

The fact that revenues are expected to exceed $100 million annually, that it will generate over $16 million in tax dollars and 800 full-time jobs are also saved for another day’s discussion. The fact that many supporting businesses and spin-off operations such as touring and rafting companies, etc. could be opened in conjunction are once again topics for tomorrow. The fact that this is exactly what our region needs right now is not even the most pressing matter at hand.

The most important question for today is why do Norm, the NDPs and their supporters continue to criticize the Liberals for not spending money that is not there, and then fight vigorously against something that could bring much-needed stimulus to our province in these challenging economic times?

We don’t get to slam the government for not having enough money in the coffers and then slam them again when they support initiatives that will help fill them. If you are upset about lost government funding, support Jumbo! The time has come to show you care! Call Norm Macdonald and let him know that we want to be able to pay for the things he’s demanding.

Dear Editor: It could have been Christmas, or her birthday. What to buy for a lady who is in her 90s and has everything?

My mother-in-law loves chocolate caramels, which I bought for her regularly; then, to my horror, I found boxes of them in her freezer. So much for that idea!

About 10 years ago Lorraine was diagnosed with macro degeneration, and now she is legally blind. I started looking into large print books, knowing she wasn’t the only one with macro degeneration. I checked the Invermere Public Library, but they did not have a large selection of large print books . . . and the adoption process began.

Did you know that for a cash donation to the library you receive a tax receipt and a choice of type of book to be purchased – adult’s book, children’s book, large print, reference, magazine subscription, audio? Then the book gets a bookplate stating “Adopted by . . .” or “In Memory of . . .”

Choices abound at your public library. Come and browse the shelves, and select a book you want to read. Enjoy your library – not only is reading the path to knowledge and new information, but so much pleasure is derived from it.

Invermere council briefs

CPR lodge public hearing scheduled A public meeting to discuss the future of the old CPR lodge has been scheduled for Monday, September 21st.

Mayor Gerry Taft announced the date at the Tuesday, September 8th, regular meeting of council, adding that it will be held inside the lodge itself.

The idea for the location came from owner Nancy Ballard, who is offering to donate her childhood home to the community before the property it stands on is sold.

The lodge was built by Canadian Pacific Railway on Fort Point in 1920 as a tourist camp. Over the years it has gone through several owners, before the Weir family purchased it in 1965. Now they are hoping to sell the property, but buyers are interested in the land, not the old lodge.

New water and sewer for 11th Avenue South The District of Invermere plans to undergo extensive infrastructure work on 11th Avenue South this fall.

The road, which shoots off 10th Street, is in dire straits and council prioritized its repair in its 2010 Capital Plan.

However, chief administrative officer Chris Prosser

told council that it could be done sooner.

“If we waive our tender policy and receive a reasonable quote, we may have the opportunity to do the work this fall,” he said.

The project will install a new water main and two new fire hydrants at either end of 11th Avenue South.

The sewer main will be replaced, including connections to the property line for eight single-family lots and one duplex. There is also a multi-family dwelling on the street, but its connection is up-to-date.

An engineer estimated the project will cost $181,000. Council policy is to go through a public tender process for projects over $100,000, but they agreed to waive the policy in this case to speed up the process. Instead, district staff will obtain three quotes.

“I support the concept of waiving the tender process in this case and proceeding with a selective tender process,” Mayor Taft said. “It is much more efficient and likely to ensure we get the best price.”

Chris Prosser added that the project may not be completed this year.

“It may not get asphalted this year but that allows the road structure to settle out if needed,” he said.

A female wolf pup was struck and killed on September 3rd in Kootenay National Park between the Numa Falls pull-out and the Floe Lake pullout. This is the second wolf killed on Highway 93 South this year and the fourth wolf killed in the mountain parks.

This wolf is not believed to be the foodconditioned wolf that was frequenting the same stretch of highway.

Fairmont’s Lot 48 goes back to the Wilders

By Sally Waddington Pioneer Staff After three years of discussions over the future of Fairmont’s Lot 48, the ownership of the property will revert to the Wilder family.

Last Friday, September 4th, a representative of Fairmont Hot Springs Resort spoke to the regional board of directors in Cranbrook.

Richard Haworth explained to the board that when Ken Fowler Enterprises purchased Fairmont Hot Springs Resort from the Wilder family in September 2006, there was a three-year term placed on the purchase of the contentious Lot 48. “Ken Fowler Enterprises purchased Lot 48 with a mortgage and zero payment until a settlement could be reached with stakeholders,� Mr. Haworth said.

However, since a settlement has proved impossible, Ken Fowler Enterprises will not complete the purchase of Lot 48. “With the expiry of the three-year term, and no timely settlement of Lot 48 reasonably forthcoming, the lands are being returned to the vendor in compliance with the terms of the purchase agreement,� Mr. Haworth said, “and the resort will no longer control Lot 48.�

The property on the east side of Columbia Lake, accessed through Columbia Lake Provincial Park, once again belongs to the Wilder family.

The Pioneer approached family members to ask what their intentions are for the land, but they said they are unable to comment for legal reasons.

The controversy surrounding Lot 48 has been dormant for three years, but it began in 1984, when the resort applied for rezoning of the parcel from rural resource to resort development.

Nothing happened until 2005, when Fairmont Hot Springs Resort put forward a plan for a 630-unit golf resort on the land.

When that plan came to the regional district board

in November 2005, then Area F director Martin Cullen tabled a precedent-setting motion to downzone the parcel from resort development back to agricultural uses. “In November 2005, the regional district initiated the downzoning of Lot 48 to rural resource,� said Wendy Booth, now the Area F director. “As I was not a director at the time, I can’t comment on the reasons why this was done.�

The regional district board proceeded to give two readings to the downzoning and held a fiery public hearing in March 2006. However, that same month, the downzoning bylaw was postponed for six months so the resort owners could complete a site planning exercise on the property.

In September 2006, Ken Fowler Enterprises purchased the resort from the Wilder family. “Immediately upon acquisition of Lot 48, Ken Fowler Enterprises withdrew the plan submitted by the resort,� Richard Haworth said.

In November 2006, the board postponed the downzoning until the new owners could reach an agreement with the Ktunaxa, for whom the property has spiritual significance. Over the last three years, options discussed have included a land swap with the province, and the province purchasing the land. “Unfortunately none of these options proved successful,� Mr. Haworth said. “The current economic environment has been our greatest hurdle to settlement of Lot 48 and to seeing it designated as some form of protected land.�

After the announcement on Friday, the board immediately reintroduced the downzoning bylaw. However, Wendy Booth said they were being too hasty. “I would like to defer the motion until we have a clear indication from the property owners and stakeholders of what they want to do with the land,� she said. “I feel it is fundamentally wrong for government to downzone private property without the consent of the property owners.�

Reviewed by Cayla Gabruck Hailed by veteran movie critic Roger Ebert as the “new great American director,” Ramin Bahrani certainly lives up to the title with his film Goodbye Solo.

And his two main actors are also interesting characters in their own right.

Red West, the actor who plays William – a white-haired, disgruntled 70-something man whose face is lined with all the signs of a tough life – once worked as a bodyguard for Elvis. He was a charter member of the “Memphis Mafia” and split with Elvis after breaking the foot of his cousin, who was supplying the legendary singer with drugs.

Souleymane Sy Savane plays Solo, the other lead character. He originated from the Ivory Coast of Africa and was a flight attendant for Air Afrique, ironically enough, the same job his character unsuccessfully interviews for in the film.

Goodbye Solo is the story of two complete opposites whose worlds collide in a simple taxi ride.

The unlikely pair is made up of

William, an angry, emotionally closedoff old man; and Solo, an immigrant taxi driver from Africa with a face made to smile.

As the movie begins, the odd couple strikes a deal. Solo will pick William up in 10 days and drive him to the top of a mountain in Blowing Rock National Park, a place so windy that the snow falls upwards. In return, William will give him $1,000.

Suspecting that William means to commit suicide, Solo is concerned about William’s motives, but he accepts the deal. Still, he remains determined to keep an eye on the old man. His concern is met with nothing but contempt from the crotchety William.

The two main characters befriend each other, but in a slightly less-romanticized manner than in your typical screenplay. All in all, this a great movie if you are looking for something a little out of the ordinary.

Dave Sutherland asks the tough questions

By Dave Sutherland Pioneer Staff When contestant coordinator Glen Kagan called me at The Pioneer in June to tell me I had been selected to appear on Jeopardy! it was a dream come true.

After all, I have been a fan since the “new” version debuted in 1984, and by that time I had already been avidly playing Trivial Pursuit for a couple of years.

And, because I’ve been a voracious, though indiscriminate, reader since I was a kid, I knew I had what it takes to compete on Jeopardy! I have been blessed/ cursed with a brain that soaks up stray facts like the proverbial sponge, but I often can’t seem to remember where my car keys are at any particular moment.

So it was that I booked a flight to Los Angeles and began to study in earnest for my July 28th taping.

I bought a couple of general knowledge books, with sections devoted to just about every important field of study you could think of. Art, science, literature, geography, politics: you name it, I attempted to brush up on it. I re-studied the lists I had compiled before I went to the Jeopardy! try-out in Seattle, in May: American presidents, their wives and vice-presidents, states and state capitals, countries of the world, their capitals, currencies, and languages. And lots more.

Armed thusly, I flew into LAX on July 26th, and holed up at the west-side Radisson Hotel, going over my study material, resisting the urge to go visit nearby Venice beach, and preparing for the taping.

A week’s worth of shows are taped in one day and contestants have to bring two changes of clothing with them. The winner of a show has about 10 minutes to change his clothes and be ready for the next show.

On the morning of July 28th, I made my way to the hotel lobby, my changes of clothing in hand, and joined several other Jeopardy! hopefuls in waiting for the shuttle bus to Sony Pictures Studios.

Once there, we joined the rest of the taping session’s participants and were carefully herded into the

green room. We introduced ourselves to each other, went over our stories with Robert, another contestant coordinator, had makeup applied, and were filled in on all the dos and don’ts of Jeopardy!

We then got to check out the impressive new Jeopardy! set that made its debut in the last season’s Tournament of Champions, and after practice rounds to re-acquaint us with the intricacies of the dreaded buzzer, taping of the show began.

I can’t tell you how I did. You’ll have to watch for yourself on your local CBC Channel 13 at 8:30 p.m. on Tuesday, September 15th.

But I can tell you this: I have rarely enjoyed an experience as much as participating on Jeopardy! From watching as Johnny Gilbert introduced each of the players, to meeting and having a few words with Alex Trebek, it was something I’ll never forget.

My fellow contestants were a great bunch of people – alike in their ability to store up all that “useless information,” but diverse in backgrounds, careers, and geography. I’m glad I’m still in touch with some of them through Facebook and email.

The Jeopardy! contestant coordinators, and the crew that made sure the set worked properly and the show progressed smoothly, went above and beyond in making sure contestants felt relaxed and welcome.

Meeting Alex Trebek was a real thrill. After all, he’s about as close to television royalty as a guy can be. You don’t really get to have an extensive conversation with him. He’s a busy man, on the set early in morning, studying a day’s worth of answers and questions, and going over everybody’s stories. But you do get your chance to tell an anecdote, and Mr. Trebek does manage to have a word with you at the end of the show, when you are standing on the set, as the credits roll.

I found the whole experience to be inspiring. Appearing on Jeopardy! was something I’ve always wanted to do. Now I’ll pick a few more items from my “bucket list” and approach them in the same methodical way and hopefully, accomplish them. One at a time.

Go, Rockies, go!

By Cayla Gabruck Pioneer Staff It’s a new year for the Columbia Valley Rockies junior hockey team, and armed with a new management team and talented players, the organization is more than ready to kick-start their season on Friday night.

Heading up the squad is new head coach Rob Rice, a local coach committed to bringing a higher level of play to the Columbia Valley – on and off the ice.

“I consider myself to be a teacher of the game and like to stress to each player what they need to improve on as an individual, and also educate them on how to improve their game in relationship to a system,” Coach Rice said. “I feel every player has a role on a team and that the team comes before individual statistics.”

Rob Rice has an accomplished coaching history.

He began coaching 14 years ago at the midget level in Invermere, and soon moved on to coach the Columbia Valley Rockies. At this time he was also involved in coaching with the B.C. Best Ever program, which is designed to enhance the overall performance of B.C. athletes, coaches, and officials in high-level sporting events. After three years of coaching at the junior level, Coach Rice stepped down to focus his time on coaching his children’s hockey teams.

Although the coach hasn’t fully developed his ros-

ter yet, he has signed two local boys – Geoff Wolfe and Travis Francour – and has strong ties to the local midget team.

“I feel it should be one of the organization’s goals to give our local players an opportunity to strive to play at a higher level,” he said. “This must be seen as an opportunity, not a guarantee – it is hard for our local players to jump into Junior B after playing Single A hockey. That’s why it’s important to develop a good relationship with the midget team, thus allowing us to bring up local midget players to give them experience of playing Junior B hockey.”

Also new behind the bench are assistant coaches Bob Shedden of Cranbrook and Brett Moen of Invermere. Coach Shedden, an RCMP officer in Cranbrook, is a 25-year veteran coach with experience in Bantam AA and Midget AAA hockey. Coach Moen is finishing his last year of an electrical apprenticeship and began his involvement with the team as a player in 2005. He moved into a coaching position last season.

The driving force behind all of the changes is Travis Belanger. Hired by the organization this summer, Travis, once a team member himself, is committed to giving Rockies hockey a fresh image.

The Rockies will be hitting the ice at 7:30 p.m. on September 11th in their first home game of the season against rivals the Creston Thundercats.

New site proposed for CPR Lodge: Invermere mayor explains the plan

By Gerry Taft Mayor of Invermere To some, the former CPR Lodge/Windermere Bungalow Camp/Weir House, currently located near Canterbury Point, is an old building unworthy of any further fuss or attention.

To others, it is a piece of our history and its rustic original condition has charm that should be enjoyed by the general public for generations to come, and it is worthy of moving and saving.

The idea of moving and saving a historical building, especially if it can have some functional uses, sounds great. But to understand whether such a project is worthwhile and of value and to truly form an opinion on such an idea, one needs to know where the building would be moved to, how much it will cost to move and restore the building (and how much it will cost to keep the building operational and maintained), and what the uses for the building will be.

On Monday, September 21st at 4:30 p.m. the District of Invermere will host an information meeting at the CPR Lodge/Weir House (1552-2nd Avenue).

There we will explain the concept of moving a portion of the building, provide information and pictures of what the building will look like in the new location, and the Invermere council will be available to receive input from the public to help determine whether they support going forward with the plan.

The idea of the District of Invermere helping to save the CPR Lodge started over a year ago. Several locations have been investigated, and over the course of time ruled out.

During the spring, council voted against saving the building. After the first vote of council, several private landowners approach the Weir/Ballard family and proposed to move the building outside of town.

The Weir/Ballard family then approached the District of Invermere a second time, because their desire is to see the building remain in Invermere and to be available for public uses.

A resolution of support in principle of relocating the building east of the Pynelogs Cultural Centre and near the Columbia Valley Botanical Gardens, along with allocating seed funding of $30,000, was supported by council in May. After the vote from council there was considerable concern from neighbours and community members about the potential loss of green space, and about whether the area east of Pynelogs was the right location for the building.

In May a group of people committed to helping save the building began meetings. They identified an area to the northwest of the Rotary Ball Park parking lot as an ideal location. There were some concerns

Upon further review, an area between Rotary Ball Park and Pynelogs looks like it may have the most po-

tential to be a home for the CPR Lodge, while also improving the current situation. Presently there is an old tennis court, which has had the tennis nets removed, and has suffered damage to its surface, and generally is not in good repair.

There is also a washroom building which has not been operational in at least 10 years, and has a cracked foundation, and issues with plumbing and drainage.

It would require significant investment to reopen, and could not be modified to be accessible or operational year-round.

A portion of the CPR Lodge could be relocated in the vicinity of the existing unusable washroom facility. The foundation for the CPR Lodge could be a new walk-out basement which would contain winterized accessible washroom/change room facilities (the only one in the entire Kinsmen Beach and Rotary Park area).

The washroom/change room facilities would help to improve the services available in the area and would benefit both tennis and ball players. Because of the topography of the area, the relocation of the CPR Lodge could be done so that height and impacts to view would be minimized.

By moving a portion of the building, the footprint of the building would be almost the same as the existing washroom structure (which would be removed).

The District of Invermere could also then begin to improve the existing old tennis court and tennis practice wall, improving some of the existing activities that occur there (like ball hockey) and potentially adding some new uses (like lawn bowling and horseshoe rings).

The net effect would be an increase in parkland, green space, and an increase in recreational opportunities/options.

The CPR Lodge building could be used mainly on a summer basis (as it has been for the last 89 years), and could be available for non-profit groups to have small meetings as well as a future base for summer recreational programs for the community.

The vision for the building, its uses and level of restoration would be limited and realistic, and despite some of the rumours, there would be no office space, commercial kitchen, or competition with existing meeting facilities (like the Lions/Chamber of Commerce hall at the crossroads).

Regarding the CPR Lodge or any issue, the public is more than welcome to visit Gerry’s Gelati (whether that is to talk politics or buy something), but I am not always there.

The fastest-growing financial investment category in the past several years has been Exchange Traded Funds or ETFs. These are like mutual funds, but they trade on the stock market and are often way cheaper. Your financial advisor has to be securities-licensed to recommend them, and many mutual fund and insurance planners have been left scrambling to compete.

During the stock market downturn in the fall, ETF sales from one firm, Barclay’s, were a positive $2.1 billion in September and October combined, while mutual fund sales were a negative $12.85 billion.

Accessibility of stocks

The mutual fund industry grew rapidly from the 1960s to the 1990s largely as a result of high stock

trading fees. Investors who were putting $1,000 a year into their RRSPs in the 1970s simply couldn’t afford the trading costs until the discount brokerages and higher trading volumes brought down the cost for everyone over the past 20 years.

Today, more and more investors want to hold some individual stocks evidenced by the steep increase in on-line trading and discount brokerage firms.

Some investors just want to hold dividend paying utility stocks or bank stocks for the long term and don’t see the point in paying management expense ratios on mutual funds or segregated funds to do so.

Lower fees

While mutual funds offer great diversification and access to world-class money managers, these benefits come at a cost that is becoming harder to justify.

With interest rates being so low it is becoming harder for low-risk mutual funds that buy money market products or bonds to earn any returns for their clients.

For example, a retired widow who wants a lowrisk portfolio of investments may be paying two percent in management fees for mutual funds that buy bonds that earn one to three percent in returns.

As a result, more and more Canadians are turning to Exchange Traded Funds or buying their own fixed income investments such as government bonds, GICs,

preferred shares and income trusts to save on fees.

Greater flexibility

Historically, a great proportion of mutual and segregated funds were sold on a back-end load basis that locked a client into their funds for several years after the purchase. The only way to get at all of your money early was to pay a back-end fee.

Fortunately, investors have more choices than ever when buying products. The major banks introduced no-load funds, and brokerages followed suit with feebased accounts.

While both of these moves have left investors with greater flexibility and access to their money, many investors still perceive mutual funds as too restrictive for their portfolios and expect their advisor to be able to offer alternatives.

The future

The industry of giving financial advice is always changing and will continue to do so into the future.

Some investors will be happy to leave things the way they are, while others will demand more from their financial advisor.

Those who demand more will continue to push change in the industry and financial advisors will have to find a way to adapt or continuously see their market share shrink.

Pioneer Briefs Rotary sponsors blood donor bus

Olympic volunteers selected

Did you know that one blood donation can save up to three lives? But unfortunately, the closest blood donor clinic is in Canmore, Alberta.

That’s why the Rotary Club of Invermere has organized a 50-person bus to the Canmore Clinic on Tuesday, September 22nd.

“We have reserved 43 spots at the clinic so it would be great to fill them all,” said Rotary member Yvonne Redeker.

Donors need to bring photo identification. There are restrictions on who can donate: you must be between the ages of 17 and 61, weigh at least 110 pounds, be feeling well and not had body piercings or tattoos in the prior six months. For more information, call 1-888-236-6283.

Several locals, including Margot Kain of Invermere, have been accepted for some of the 25,000 volunteer positions at the 2010 Olympic Games, and there is still time left to apply.

“My husband John and I, we are Olympic addicts,” Margot said. “It’s a once-in-a-lifetime opportunity and this was my only chance to go. I applied on the first day it was available and had been watching out for it a year before that.”

Margot applied online in the summer of 2008.

She received word she was accepted several months later – following an RCMP background check, and a phone interview. “I completely freaked out when I found out,” she said. “I was so excited.”

During the Olympics, Margot will be serving as an assistant to a National Olympic Committee Delegation. She has not received any other details.

Other locals who have received word of their acceptance include Reg and Clara Reinhardt, Brody Powell and Franz Grasseger.

There are still a number of volunteer opportunities available. You must be 19 years old on or before September 1st, 2009 to apply. For more information visit www.vancouver2010.com.

Traffic delays near Radium There will be 20-minute traffic delays through Sinclair Canyon until late November, as old water and sewer infrastructure between the Radium Hot Pools and the Kootenay National Park Boundary are being replaced and repaired.

The work will take place on Highway 93 South in the vicinity of Radium Hot Pools, the Redstreak Trail and Redstreak Campground. Redstreak Campground will be closed early on September 21st instead of October 5th, and only a limited amount of sites will be available after September 10th.

The work will be carried out during daylight hours seven days a week for about 10 weeks. Traffic will be reduced to single lane alternating and motorists should expect delays of up to 20 minutes.

Please slow down and respect all speed zones in construction areas.

COUGAR SAFETY We would like to remind residents that we live in cougar country and that these animals might be encountered within Village boundaries. A cougar may be innocently passing through, or it may be seeking prey. A habituated cougar, that has lost its fear of people, could pose a danger to us and our pets. We ask that people report cougar sightings so that we can identify when there may be a problem animal around.

Some safety tips if you meet a cougar: • Face the cougar and retreat slowly.

Avoid eye contact.

• Do not run.

• Look as big as you can. Put your hands in the air. Spread out your coat. Stand on something so you appear taller.

• Pick up small children and pets.

• REPORT THE INCIDENT. We need to know when a habituated cougar is in the area.

Cops For Kids ride into Invermere

Expect to see 35 police members in bike shorts riding through Invermere on Thursday, September 17th.

The annual Cops For Kids bike marathon will pass through the Columbia Valley that day and the community will be ready and waiting.

“We thought we should do something since it is important that they are making Invermere a stop,” said Heather Overy, executive director of the Columbia Valley Chamber of Commerce.

The riders will roll into town at around 11:30 a.m. on Thursday, September 17th and pass through downtown on their way to Kinsmen Beach.

“I am hoping that school students can meet the riders at the tennis courts and ride with them to the beach,” Heather said.

Once everyone has gathered at Kinsmen Beach, there will be a short ceremony welcoming Cops for Kids, and drinks and snacks will be offered by the Rotary Club of Invermere.

“It is kind of exciting to have a procession through town,” Heather said. “I think it is really good for the community and I hope people will come down and welcome the police.”

Cops For Kids is a Kelowna-based charity that raises money for children in need of assistance in B.C.’s south-

ern interior. Since 2001, police officers have raised money through an annual, 1,000-kilometre bike marathon around the region.

Last year, Columbia Valley RCMP Constable Derek Balderston participated in the ride, but it passed through the valley without stopping.

This year, Constable Balderston is being joined by Constable Christine Steffler on the ride, and they have been busy raising money all year. Fundraisers have included a boat-building competition on Canada Day, and last Sunday’s Cliffhanger Shootout at Panorama Mountain Village. To date, they have raised $9,000 for the charity.

Constables Steffler and Balderston have also been busy training.

“We have rode up into Kootenay National Park, out to Spillimacheen, and looped the lake numerous times.

We can easily ride 70 kilometres before lunch!” Const. Balderston said.

The ride starts on September 11th in Kelowna and winds around the province before hitting Invermere on September 17th.

“The stops in the town mean different things for each rider,” Const.

Balderston said. “We are always made to feel welcome and it is impressive to see how much effort is put into the ride.”

After giving birth to her daughter Nya 11 months ago, Dee Connell was in serious need of some adult conversation. So she created the Invermere Community Play Group for families.

“It’s great,” Dee said. “It’s a place for parents to get together and vent and talk – which we do a lot of – and the kids get to play together.”

Dee has lived in Invermere for 15 years. She met her husband of seven years, Rory, at Panorama. A glass bead-maker by trade, Dee spends her days working at Bavin Glass in Invermere and operating her own business at home, Dee’s Beads and Jewelry.

She initiated the play group three months ago and holds it every Monday at the Invermere Community Hall, the use of which was generously donated.

“The hall is great because it’s so big the kids can pretty much run loose and play with the toys without any fear of them falling on anything,” she said.

Over the past few months, Dee has gathered toys to occupy the children at the play group, but says there are no specific programs set out for kids.

“I am a firm believer in free play,” Dee said. “Kids already get a lot of structure in their lives, and I think they need less structured playtime.”

There are five to eight families that participate in the play group, but Dee said she would love to see more children, especially older ones.

“It is open for kids from age zero to pre-kindergarten,” she said. “I think it would be great to have the younger children interacting with the older ones.”

The play group is free, and is held Mondays from 9:30 a.m. to 11:30 a.m. at the Invermere hall.

Australiaborn Pete Bourke shaved his head on August 17th to honour the 30th anniversary of his father, Bernie Bourke, passing away from leukemia at age 47. “My mother and sister were holding a memorial in Australia and I wanted to make a gesture by doing something over here,� Pete said.

Art moved to the valley 50 years ago and enjoyed everything the valley had to offer especially hockey and the great outdoors. He was involved in the community as president of minor hockey and through his trucking company worked on numerous community projects.

Ever-popular Windermere Fall Fair back Submitted by Bill Ayrton, Windermere Windermere will again host the Fall Fair at the Windermere Community Hall and School Grounds on Saturday, September 12th, 11 a.m. to 5 p.m.

There will be judged entries of flowers, vegetables and fruit as well as baking, canning and pickling. There is a $50 baking prize!

An amateur photography contest has categories of People, Animals, Water/Landscape and Blackand-White and Best Overall. Submit entries at the hall on September 11th from 7 to 9 p.m.

There will be ongoing displays of blacksmith-

Wife-carrying tradition lives Submitted by: Bill Ayrton Windermere Fall Fair Organizing Committee One of the highlights of Windermere’s Fall Fair and Scarecrow Festival on September 12th will be the Wife Carrying Race, similar to that held every year in Finland.

Windermere’s race starts with the men being blindfolded, carrying two tennis balls, and running towards their woman who may guide them by yelling.

Once located, the blindfold is removed and the wife is hoisted onto the man’s back.

The couples then race around a short course which includes obstacles such as a sand pit and rubber tires, and the woman then places the tennis balls in a basket.

The couples then dash to the finish line. The couple with the fastest time wins a small keg of beer. Tradition was that you won the weight of your wife in beer!

A few simple rules apply: 1. The wife must be over 19 years of age 2. The wife must weigh at least 108 lbs. and if not, she must be bulked up with a weighted packsack.

3. A 10-second penalty and a severe telling-off is incurred should the wife be dropped during the race.

No props are allowed except for a sturdy man’s belt.

4. The wife to be carried may be your own, the neighbour’s, or you may find her further afield – in fact, the couple need not be married.

5. The contestants run the race two at a time. Each contestant takes care of his/her safety, and if deemed necessary, insurance.

There are four customary styles: the traditional piggy-back, the ‘thrown-over-the-shoulder’ carry, cross-wise on the carrier’s shoulders or the famous ‘Estonian-carry’, where the carrier firmly grabs the wife’s thighs and dangles her upside down on his back. You may also create your own personal free-style. Dragging the wife by the arm or hair is not permitted.

Use God’s power to grow

By Pastor Wayne Frater Radium Christian Fellowship Isaiah 55, verses 8 and 9 from the New Living Translation, tells us: “‘My thoughts are nothing like your thoughts,’ says the Lord. ‘And my ways are far beyond anything you could imagine. For just as the heavens are higher than the earth, so my ways are higher than your ways and my thoughts higher than your thoughts.’”

A couple of weeks ago we were discussing this, and we were looking at how we, as Christians, are not really fulfilling what God has asked us to do.

There is so much more to be accomplished, and possibly not a lot of time to do it in.

In Luke 4:18, Jesus says: “The Spirit of the Lord is upon me, for He has anointed me to bring good news to the poor. He has sent me to proclaim that captives will be released, that the blind will see, that the oppressed will be set free, and that the time of the Lord’s favour has come.”

Jesus then goes about performing many great miracles, healings, deliverances, even raising the dead.

As the Word says, if all that He did were written down, all the books of the world could not contain his deeds.

In John 14:12, Jesus tells His disciples: “I tell you the truth, anyone who believes in me will do the same works I have done, and even greater works, because I am going to be with the Father. You can ask for anything in my name. And I will do it, so the Son can bring glory to the Father. Yes, ask me for anything in my name, and I will do it!”

The rest is history.

Jesus dies on the cross, and rises again.

He appeared to over 500 people and told them in Acts 1:4: “Do not leave Jerusalem until the Father sends you the gift He promised, as I told you before.

John baptized with water, but in just a few days you will be baptized with the Holy Spirit.”

One hundred and twenty were obedient, and Acts chapter 2 happens.

Over the next while, thousands came to know the saving grace of the Lord Jesus Christ.

That same anointing, that same power, that same baptism, is still available today.

Our part is to believe, to receive, and to use that power, to the glory of God. God wants us to go beyond where we are today.

In our walk with the Lord we should be growing, stretching, and looking for opportunities to exercise that power that is available to every believer, that power that is available to everyone who confesses with their mouths that Jesus is Lord, and believes in their hearts that God raised Jesus from the dead.

God is telling me that His ways are far greater than my ways.

I want to experience more of His ways, and I pray that you do, too.
