THANKS, NANCY — On a recent visit to Invermere, MLA Norm Macdonald stopped to thank 97-year-old Nancy Tegart for offering financial help to those wishing to study agriculture. Photo by Dennis Wass

Valley pioneer offers ag award By Pioneer Staff Valley pioneer Nancy Tegart, 97, a native of England who moved to the valley in 1926, has established an annual $1,000 scholarship to anyone wishing to study agriculture or veterinary medicine. Nancy said she regretted neglecting her own education to become an accomplished equestrian and rancher instead. She wishes now she had become a doctor of veterinary medicine. “I was quite willing to stay home and work on the ranch rather than pursue a high school education,” she said. “It was many years before I realised what a mistake I had made.”

In her lifetime, Nancy has operated B Arrow Ranch, served a four-year tour of duty in England during World War 2, operated Hidden Valley Ranch with her husband Lloyd Tegart, raised rabbits, worked with horses, tied Christmas trees, baby-sat animals and performed a host of other jobs before retiring at age 83 in her first home with running water and central heat. A year ago, Nancy asked her farming friend, Petra Downey, her friend and caregiver, Sharon Wass and her ranching partner and nephew, Peter Tegart, to form a committee to create the award. If no one comes forth to claim the award, she said, the money will be donated to the community greenhouse to help nurture an interest in agriculture.

Lake project honoured in final year By Brian Geis Pioneer Staff In its fifth and final year, the Lake Windermere water quality monitoring project has been honoured as an example of how to do it right. It has been singled out among hundreds of similar community projects across Canada. Tristan Leffler, a graduate researcher at the University of Guelph, is compiling a manual that will help environmental scientists use creative management methods that lead to success. Funded by the Canadian Environmental Assessment Agency, Mr. Leffler’s research aims to identify cases of successful community-based environmental monitoring activities. Specifically, it looks at the institutional arrangements that have contributed to their success. “This research overlaps with my graduate research. For my major paper in the Masters Rural Planning and Development program, I am looking specifically at successful cases of community-based monitoring,”

Mr. Leffler explained. “During the course of our research, hundreds of monitoring groups and organizations were surveyed across Canada, but only 10 were chosen for in-depth study. The Lake Windermere Project was chosen as one of these 10 exemplary community-based monitoring groups.” Project manager Heather Leschied demonstrated one of the practices that Mr. Leffler has attributed to the project’s success, by deflecting the credit to the business community, local government and the Lake Windermere Ambassadors. “It’s a pretty exciting achievement for us,” Ms. Leschied commented. “There was a lot of buzz among the volunteers. I think it’s something everyone involved can be proud of.” The ambassadors are community leaders who advocate for the project, comprised of Al Miller, Bob Shaunessy, Brian Schaal, Cam Berry, Chris Prosser, Christine Keshen, Gerry Wilkie, Gurmeet Brar, John Rouse, Kirby Brown, Mike DuBois, Mike Helmer, Paul Christy, Ron Clarke, Taoya Schaefer, Wendy

Booth and Bill Ayrton. “Lake Windermere is the focal point of the community. This has allowed the Lake Windermere Project to achieve a high degree of involvement and support from community members and partners,” Mr. Leffler explained. “Heather Leschied is highly motivated and passionate about her work. This results in more and better partnerships, events, and programs. Her insight into the project and community-based organizations generally has been invaluable to our research.” The Lake Windermere Project is presently expecting the results of five years of water quality monitoring. These results will direct ongoing monitoring after the project is handed over to the Lake Windermere Ambassadors this year. Their mandate is the protection of the lake in perpetuity. Already, Ms. Leschied said, the model is being franchised across Canada by Wildsight and the Lake Winnipeg Foundation as part of the Living Lakes Network Canada to support citizen-based water stewardship efforts in Canada and beyond.

Early childhood educators outraged by funding cuts By Brian Geis Pioneer Staff Representatives of more than 20 early childhood development service agencies appeared before Invermere council on Tuesday night to decry cuts in provincial funding of early childhood development services. Their complaints fell on sympathetic ears as council agreed Gordon Campbell’s Liberal government has been “talking out of both sides of its mouth” by funding programs like all-day kindergarten, while cutting early childhood programs elsewhere.

Nicole Pawlak, coordinator of the Windermere Valley Early Childhood Development Team, said a series of funding cuts was topped off on Thursday with the announcement that the province would withdraw its portion of the money that funds the Success by Six program before March 2011. Success by Six is funded by three partners, including the United Way of B.C. and the Credit Unions of B.C., along with the province. If the province won’t sustain their portion of the funding, she said, the other parties will withdraw theirs. Carolynne Muncer, the principal of Eileen Madson Elementary School, warned that the funding cut would have social impacts years from now.

Early childhood development, she said, opens up pathways in the brain and prepares kids for a lifetime of learning. “It’s not just about school — it’s not just about K-12 — it’s about our criminal system, our social system, our welfare system and how that impacts our country further down the road,” Principal Muncer commented. “We need some champions. We need some people in our court with some clout to start writing letters to the Ministry of Education and the papers to talk about the importance of early childhood development for our kids now and for kids in the future.”

Submitted by Staff Sergeant Marko Shehovac Columbia Valley RCMP • On March 18th at 11:20 a.m., RCMP received a complaint of the hit and run of a Toyota Highlander with Alberta plates. It is believed that the accident may have happened while the vehicle was parked in the AG Valley Foods parking lot. Damage was to the rear passenger-side bumper. • On March 18th at 12:30 p.m., detachment members responded to an assault complaint in the 4000 block of Blakley Road in Radium. The complaint was domestic in nature and resulted in a 47-year-old male from Radium being charged with assault. The victim did not require medical attention. • On March 19th at 4:20 p.m., as a result of a vehicle check in Kootenay National Park, a 29-year-old male from Invermere was charged with having no insurance. The 1990 Chevrolet vehicle was towed from the highway. • On March 20th at 10:30 a.m., police attended to the Invermere airport in regards to a small group of people that wished to protest. The issue involved an agreement over land usage and payment. The people wishing to have their voices heard re-

mained off the airport itself but stood on the side. Any emergency issues that may have developed would not have been hampered. As the matter was a civil issue, the parties agreed to leave the area and allowed airport activities to continue, recognizing that their goal for getting this out to the public was accomplished. The people involved dealt with the issue in a peaceful manner. It is hoped that the dispute can be dealt with by all parties involved. • On March 21st at 12:15 a.m., RCMP responded to a single vehicle rollover at Grainger Road and Beatty Avenue in Canal Flats. A female driver from Canal Flats advised that she had attempted to swerve for a deer, hit a gravel surface and lost control of the vehicle. Injuries were minor in nature and an ambulance attended to transport her to the hospital. The 2004 Hyundai received major damage. • On March 21st at 8 a.m., the detachment received a complaint of the theft of a bike from the 100 block of 6th Avenue in Invermere. A black 18-speed Ritchey Pearlite bike was stolen. • On March 21st at 9:30 a.m., police responded to a complaint of break and enter at the Dairy Queen. Entry was gained though an insecure window. Food items were stolen. Anyone with information is requested to contact the detachment at 250-342-9292. Note: My Lions Club alert has been rescinded. I have been contacted and invited to speak at a dinner meeting. Now that I shot my mouth off, I have to come up with a topic to speak on.

Heritage Building Society needs help dismantling old lodge By Pioneer Staff The Columbia Valley Heritage Building Society is looking for volunteers to help dismantle the part of the old CPR day lodge that won’t be moved to its new home at Kinsmen Beach. The society plans to move only the 900-squarefoot meeting hall portion of the historically significant building. The other half of the structure will be disconnected from that portion of the building. Already, work has begun to prepare the future site of the lodge and dismantle the structure in its current

location. Volunteers are needed to help disconnect the two wings of the structure on Saturday, April 10th. The work will include removing the building’s front porch and carport roof, disconnecting the two parts of the building at the roof level, and helping to tidy up the site after the work is done. Volunteers will be asked to bring protective gloves and eyewear, and some hand tools. The meeting hall will be moved in late March or early April, from its current location in the Fort Point area of Invermere to a new site near the old tennis courts at Kinsmen Beach.

“There’s a bit of work involved in disconnecting the two parts of the building, but with a few good volunteers it should go quickly,” said construction manager Bob Kelly. He added that many local companies and individuals have volunteered to help with other aspects of the project. “We’ve had plenty of offers of products and services in kind, and we sincerely appreciate the support.” Anyone who wants to help with the disconnection should contact Bob Kelly at 250-342-5229 prior to April 10th.

Olympics should change criteria By Brian Geis Pioneer Editor

In the wake of the Olympic season, government has been churning out media releases illustrating the pay-off for the Olympic-sized investment required to host the games. B.C. is already reaping the rewards from hosting the Olympics, with a dozen partnerships that will create jobs and build a stronger economy,” said Iain Black, Minister of Economic Development. Moments later, the NDP accused the Liberals of taking credit for a variety of projects that were already on the go. In affluent nations, the Olympic games will always leave politicians to quibble over whether the costs were worth the benefit. However, the International Olympic Committee could silence critics by changing the criteria by which they choose Olympic host cities. The IOC should emulate the long record of sportsmanship set by athletes and coaches, always willing to share their time, expertise and equipment helping developing nations establish a program in their sport. What if the IOC’s decision was not based on which city made the best presentation—itself a nonrefundable $40 million investment—but which city’s industry or infrastructure could be most improved by the investment. Would the Olympic Resistance Network object if the IOC chose Port-au-Prince as the sight of the next summer Olympics? And wouldn’t the beleaguered Haitians be heartened to see the world gather around them in a shiny new stadium? Wouldn’t Santiago, make an excellent location for the next winter Olympics? As Minister Black points out, hosting the games could lead to dozens of partnerships that create jobs and build stronger economies — in places where they need it most.

Do you know Harper? Dear Editor:

country than most Canadians. Harper’s view on Medicare appeared in the Toronto Star in October 2002: “We also support the exploration of alternative ways to deliver health care. Moving toward alternatives, including those provided by the private sector, is a natural development of our health care system. To activate his “corporatization plans, Harper needs a majority — except in B.C. Here, Harper can exploit the provincial Liberal majority of his accomplice, Gordon Campbell, a convicted felon. Privatize health care, sack public services, dismantle public education, increase corporate handouts, privatize and exploit public resources — Campbell’s already on it! He gets away with it, by controlling public information. “Harper’s gone beyond merely gagging cabinet ministers and professional civil servants, stalling access to information requests and blackballing reporters who ask tough questions. He has built a pervasive government apparatus whose sole purpose is to strangle the flow of public information, expressed the frustrated president of the Canadian Association of Journalists. Harper campaigned on openness and accountability. Instead, he brought us secrecy, deceit, lies and contempt — not only for Parliament but also for the Canadian people. Without the participation of 43 percent of Canadian voters, he is getting away with it! Democracy is threatened. It’s up to you. Use it or lose it.

Thanks to media monopolies, most Canadians know more about Tiger Woods than Stephen Harper. Harper has a master’s degree in economics, 10 years in the making. Does that make him an “economist? Hardly! On September 15th, 2008, Harper assured Canadians, “My own belief is, if we were going to have some kind of big crash or recession, we probably would have had it by now. Between 1998 and 2002, Stephen Harper ran the libertarian, right-wing National Citizens Coalition, a secretly funded lobby group founded by an insurance broker to rid Canada of Medicare. Harper exposed his biases in some interesting speeches to U.S. right-wing audiences: “Your country, and particularly your conservative movement, is a light and an inspiration to people in this country and across the world. “The time has come to recognize that the U.S. will continue to exercise unprecedented power in a world where international rules are still unreliable and where security and advancing of the free democratic order still depend significantly on the possession and use of military might. “Canada appears content to become a second-tier, socialistic country, boasting ever more loudly about its economy and social services to mask its secondrate status. “If you’re like all Americans, you know almost nothing except for your own country. Which makes you probably knowledgeable about one more Bryan Stawychny, Edgewater 5 x 1.8

Movie Review: The Men Who Stare At Goats Reviewed by Dave Sutherland A desire to invest meaning into his seemingly pointless life takes a young journalist on a bizarre journey from his staid existence in the U.S. to the battlefields of Iraq in The Men Who Stare At Goats. Ewan McGregor, George Clooney and Jeff Bridges star in this demented comedy that plays like a collision of the Coen brothers and Dr. Strangelove. After his wife dumps him for his editor, downtrodden reporter Bob Wilton, played by Ewan McGregor, embarks for Iraq to cover the war. Once there he meets the eccentric operative Lyn Cassady (George Clooney). While they undergo a series of bizarre adventures, Cassady relates the fantastic story of his ear-

lier involvement in a top-secret U.S. Army corps of psychic Jedi super-soldiers. Under the leadership of career soldier-cum-new age guru Bill Django (Jeff Bridges), the soldiers were indoctrinated in paranormal arts that included remote viewing, walking through walls, and killing goats merely by staring at them. And the whole twisted tale is based on a non-fiction book by the perennial chronicler of the weird, Jon Ronson. Although the story is completely outrageous, the entire cast plays it straight-faced, which just serves to make the absurd happenings funnier. McGregor’s Wilton gets to make a few tonguein-cheek references to Star Wars, Clooney’s Cassady

seems sincere but completely insane, and Bridge’s Django has more than a little of the Dude in him, but with stronger pharmaceuticals. Kevin Spacey is comically evil as Django’s nemesis, who attempts to usurp the psychic warfare program for his own ends. The Men Who Stare At Goats is a film that is surely destined for cult status. Director Grant Heslov and writer Peter Straughan have crafted a trenchant conspiracy-thriller satire that definitely puts lie to the term “military intelligence.”

YOUR MONEY Seven tax tips for 2010

Most Canadians are beginning to file, or starting to think about filing their 2010 tax returns. Since it is too late to affect what you did in 2009, now is a great time to consider some useful tax tips to get a head start for 2010. Tax-Free Savings accounts Every Canadian who has any money in a bank account should have a tax-free savings account. There is absolutely no harm in opening one and utilizing it. Even if you park some money in the account and end up taking it out a few weeks later, you will still save the tax on a little bit of interest. Besides, most taxfree savings accounts earn better interest than regular savings accounts. Contribute to an RRSP account There is no better time to start saving than the present. Understandably, many Canadians have felt the pinch of the recession and saving money may be harder to accomplish. If this is the case, consider investing your tax refund into an RRSP or consider setting up a monthly contribution of even a small amount to your RRSP. Every little bit helps and waiting until later in the year can make it even more difficult.

MANULIFE SECURITIES INCORPORATED MANULIFE SECURITIES INSURANCE AGENCY

Pension splitting If you utilize the services of an accountant, have a pension and a spouse, you probably already pension split. If you do not use an accountant and never heard of pension splitting, get in to see one or go on to the Canada Revenue Agency website to see how you can benefit. Pension splitting is a huge tax gift from the federal government and as soon as one qualifies they should take advantage the best they can. Donate in-kind to charities When planning your charitable giving for 2010, consider donating appreciated securities directly to your charity of choice and eliminating all tax on any accrued capital gains and earning the charitable tax receipt. You will need to deal with a full-service securities firm or a discount brokerage to get the job done and the tax savings are great. Avoid large tax refunds If you constantly get very large tax refunds then you might want to consider lowering your taxes at source using the Canada Revenue Agency form T1213. While it feels great to get tax money back from the government each year, getting too much back means

Registered Educational Savings Plan accounts If you are a parent or grandparent and want to get free money from the government, then a Registered Educational Savings Plan is the perfect way to go. By contributing up to $2,500 per year into a child’s RESP, you can earn up to $500 in grant money from the federal government. With most RESP plans you will only lose the grant money if the child doesn’t go to school and you will never lose your contributions or the interest. Professional advice Perhaps the best tax tip for 2010 is to seek the advice of a professional accountant if you don’t already use one. These trained and educated professionals will ensure that your tax return utilizes all relevant tax credits, deductions and strategies to ensure that you don’t end up paying more tax than you need to.

A Day in Court By Pioneer Staff In Invermere Provincial Court on Tuesday, March 23rd, the following cases were heard by Judge Dev Dley: • Roy G. Baird pled guilty to two counts of trafficking in a controlled substance. The court heard that in May 2007, on two separare instances, Mr. Baird attempted to sell drugs to an undercover police officer during an RCMP “sting” operation. On May 13th, he offered 1.3 grams of cocaine. The following day, he offered 116 grams of marijuana. Mr. Baird pled guilty to both counts.

The judge sentenced him to 30 days in jail, followed by an eight month conditional sentence. During the conditional sentence he is under curfew from 10 p.m. to 5 a.m., is prohibited from consuming alcohol or drugs, or entering a liquor store, and is required to report to a probation officer. • Alana McCartney pled guilty to Care or Control of a Vehicle or Vessel with Over .08. The court heard that Ms. McCartney was pulled over by a police officer who observed her driving too fast for icy conditions. Subsequent breath tests revealed Ms. McCartney had a blood alcohol level of 120 mg, and 110 mg. The judge fined Ms. McCartney $1,000 and gave her a one-year driving prohibition.

Gift store highlights Korean culture By Kate Irwin Special to The Pioneer A splash of Korean colour has arrived in the valley thanks to new store For You. Sunhee Kim, 39, and husband Jason Hyun, 42, bring a little bit of home to their corner of Invermere with cute clothes, bold bags and traditional handmade art at their Parkside Place store. “I wanted to show my friends here the Korean culture and quality,” Sunhee said. “The vision of Korean designers is interesting; they have many new ideas and things that people here have not seen before.” The couple and their children – Nayeon, 9, and Dave, 11 – have called the Columbia Valley their home for the last two years. This month “For You”, their first ever retail store, opened its doors. Everything sold is Korean, from handdyed scarves to lightweight dresses and finely crafted jewellery boxes.

“It is our first time running a store and it has been a big challenge to get ready,” said Sunhee. “A lot of pieces take a long time to make by hand. Korean art is rare to find here and we chose everything piece by piece.” A graphic designer by trade, Sunhee has made her mark on the store, blending the old seamlessly with the new. She strokes fabrics and points out favourite pieces like traditional Korean masks hanging on the walls. There is a marketplace feel with trinkets, jewellery and fabrics wrapped around pillars and filling the counters. Hundreds of hanging necklaces gently clink together in the breeze each time the door opens. “We want to keep things fun,” Sunhee said. “People are excited and happy to come in here and we want them to feel free to enjoy things, ask questions and look around. “I love helping people pick out gifts and find different colours or designs and everyone is welcome.”

NOW OPEN – Jason Hyun and Sunhee Kim launched For You gift store this month.

FAITH

It’s time to lead By Pastor Scott Peterson Valley Christian Assembly “Do what I say, not what I do! Have you ever heard that little gem? In one sense it may be funny, but in another, it is ridiculous. As a pastor who has been in ministry for nearly 20 years, there is a disturbing trend I have witnessed which has increased in measure: too many lost people, and not enough leaders of integrity. Let’s be perfectly honest: there is nobody on Earth who is perfect; no one has never made a mistake. The word of God tells us in Romans 3:23, “All have sinned and fallen short of God’s glory. This is why God’s grace is so significant and wonderful, for Paul the apostle tells us in Ephesians 2:8-9, “It is by grace you have been saved through faith; not of works, lest any man should boast. We can’t earn our way into heaven, no matter how hard some may try. Salvation through Jesus Christ is a free gift to all who believe in Him and acknowledge Him as their Lord (Romans 10:9). Once we receive salvation and learn a better way to live, however, we are called to live our faith and lead

by example. We don’t need to claim perfection, but we need to be moving in the right direction – following the teaching of Jesus every day! We are a work in progress, but we can be transparent about our shortcomings and strive to grow in Christian character. Your life will be transformed for the better when you apply God’s Word and grow in the faith, and you will have a positive impact on those around you. In I Corinthians 11:1, Paul tells us, “Follow me, as I follow Christ. In order to put ourselves out there as an example to others, we have to be willing to come under personal scrutiny, accountability, and sometimes just plain clean up our act! As the father of two sons, I am aware of my responsibility to love them, lead them, and mentor them in the path of Christian manhood. The reality is, before we complain about the lost youth culture of Canada, or the destructive relationships adults find themselves in, or the fiscal irresponsibility of leaders in business or government, let’s ask ourselves this question: am I showing people a better way? Am I making a difference by mentoring someone else? Jesus said in Matthew 7:5, “First remove the plank from your own eye, and then you will see clearly to remove the speck from your brother’s eye. It’s time to lead, time to shine, showing our world Christ’s plan for truth and love.
