The Crucial Role of Boards of Education in New Jersey’s Educational Landscape Boards of Education play an indispensable role in shaping the educational landscape of New Jersey. These local governing bodies serve as the backbone of the state’s public education system, overseeing policies, budgets, and educational programs that directly impact the lives of millions of students, parents, teachers, and communities. We would like to introduce you to two local mothers serving on the Fair Haven Board of Education, Emily Knopf Kuskin and Kerri Crossan, and delve into the significance of Boards of Education in New Jersey, exploring their functions, responsibilities, and the critical role they play in ensuring a high-quality education for all. Emily Knopf Kuskin and Kerri Crossan, both attorneys of Fair Haven, NJ, have served on the Fair Haven Board of Education for 4 years and 3 years respectively. They currently serve as the Chair of the Education Committee, the Chair of the Finance Committee, as well as having served as the Chair of the 20202025 Strategic Planning Committee and the Chair of the 2023 Teachers’ Union Negotiations Committee. On many Boards of Education, as is the case with Emily and Kerri, members of boards of education often spend years learning all of the important ways that they can help the students and their community, attending many hours of training throughout their tenure in order to fine tune the best and most effective ways to better their schools. Boards of Education play a vital role in managing the financial aspects of their school districts. They are responsible for developing and approving annual budgets, ensuring that taxpayer dollars are allocated efficiently and effectively in order to optimize educational opportunities for students. The fiscal oversight provided by Boards ensures that resources are allocated to support student achievement, teacher development, and infrastructure improvements. Emily

and Kerri and the Fair Haven Board of Education oversaw massive renovations to both of Fair Haven’s schools over the past several years through another important process known as a referendum. School districts are typically only able to hold a referendum every 20 years or so, in which taxpayers vote on whether to grant the school district extra tax funding to update their facilities. The careful oversight of Boards of Educations in this process is critical and Emily and Kerri are proud that Fair Haven’s renovations came in under budget and added many state-of-the-art security features to their facilities. This is especially interesting as Fair Haven’s referendum was approved in Fall 2019 and all of the construction took place during the COVID-19 pandemic with all of the immense challenges that came during that time. Additionally, Boards of Education actively engage in shaping the curriculum and educational policies of their

districts. While students’ educations are implemented by the educational experts employed by the school district, Board of Education members work closely with educators and administrators to set high standards for their schools, ideally seeking innovative teaching methods and trying to ensure that all students receive the support and challenge that they need. This involvement helps to make sure that the curriculum is rigorous, up-to-date, and aligned with state and national educational standards. Boards also have the power to create policies that address critical issues such as diversity and inclusion, mental health support, and technology integration in the classroom. Fair Haven has also recently added additional advanced pathways in Math and Literacy (including Geometry), as well as a formalized appeals process for placement within those advanced pathways, all specifically championed for by Emily, Kerri, and their Board.

Boards of Education also serve as a bridge between the school district and the community. They actively engage with parents, teachers, students, and other stakeholders to gather input, address concerns, and build partnerships. This collaborative approach fosters a sense of community involvement and investment in the success of local schools. It also helps ensure that the educational system remains responsive to the evolving needs of its constituents. Fair Haven’s Board of Education uses strategic planning as a huge tool to gather community input and ensure that input is factored into the goals and objectives of the school district. In 2020, Emily chaired the Strategic Planning Committee that created Fair Haven’s current 5-year strategic plan, and the district will begin its next in-depth strategic planning process in 2024. In recent years, Boards of Education in New Jersey, like those across the nation, have faced unique challenges. The COVID-19 pandemic disrupted traditional education models and placed additional responsibilities on Boards to make critical decisions about remote learning, safety protocols, and resource allocation. Additionally, issues such as school funding, security concerns, and teacher shortages have required Boards to adapt and find innovative solutions. While thankfully Boards of Education in NJ have strong experts to look to for help in navigating such critical issues and many of the immediate challenges that came with COVID-19 are a thing of the past, Emily and Kerri indicate that their Board is still working diligently and consistently to regain any ground lost during those years. Boards of Education are the cornerstone of New Jersey’s education system, embodying principles of local democracy, fiscal responsibility, and educational equity. Their multifaceted responsibilities, from budget oversight to curriculum development, ensure that students receive a well-rounded, high-quality education. While facing challenges in an ever-changing educational landscape, Boards continue to play a vital role in

shaping the future of New Jersey by empowering communities, advocating for equity, and fostering collaboration between schools and their constituents. As stewards of public education, Boards of Education are instrumental in nurturing the next generation of leaders and ensuring the prosperity of the state. Or, as Emily and Kerri explain it, they see it as their jobs to “make sure that every student has the support or challenge that they need to grow into healthy adults that can stand on their own two

feet; to ensure that students feel safe in their schools so they can concentrate on learning; to make certain that Fair Haven’s teachers are respected and honored as the heroes they are; and to watch over the school’s finances as closely as they watch over their own.” It may seem like a lot of responsibility for volunteers, but Emily and Kerri explain that they take their roles very seriously and that it’s their honor and privilege to serve.

The Frances Foundation: Join the Family, Join the Fight! BY HANA VOZZO, CONTRIBUTING AUTHOR

The Frances Foundation, located in Holmdel, NJ, is a life-changing 100% volunteer-based, nonprofit organization for children with cancer. Founder Robert Heugle notes that one of the worst things a parent can discover is that their child has cancer. Having experienced his mother’s battle with the disease, Robert wanted to create a support system to lessen the multifaceted burdens caused by cancer. He explains that his mother, Frances Jean Nolan Heugle, who served as President of the West Orange NJ Youth Police Athletic League, a Cub Scouts Den Mother, and an active member in the Catholic Youth Organization church activities, is a “powerful inspiration, admired and loved by so many.” Growing up, Robert remembers that children “gravitated toward [his mother] with a smile,” so after she gained her angel wings in March of 2000, he and his family decided to start a charitable organization in her honor, and “The Frances Foundation for Kids Fighting Cancer, Inc.” was officially born on his mother’s birthday: July 26th, 2004. Today, the Frances Foundation changes the lives of the warriors and their families, providing physical, emotional, and financial support. When children get diagnosed with cancer, the last thing parents should have to worry about is working, so the foundation pays bills to alleviate financial pressure to ensure that warriors have the full support of their parents. The foundation also hosts fun events such as a Villanova basketball game, a huge summer BBQ and picnic, a Mets baseball bus trip, a Holiday Party called Santa Day, Holmdel Kiwanis dinners, cruises to Bermuda partnering with their sister charity Kick Cancer Overboard, and family get-aways to places like the Great Wolf Lodge or Broadway shows.

When asked what his favorite event is, Robert gushed about their upcoming gala hosted every year on the third Saturday of October. This year marks the 19th annual Frances Foundation gala, “A Night in Emerald City,” which will take place

on October 21st at the Ocean Place Resort and Spa. Robert explains: “The gala’s success shouldn’t be measured by dollars and cents, but much more importantly, by the way the pediatric cancer warriors glow with pride as they are honored and

cheered. The warriors and angels are our gala honorees, and as we remember our fallen angels, the love in the ballroom is palpable. This event is by far my favorite because we are able to recognize the warriors and angels’ courage and bravery, which makes a world of difference in the lives of these families who have endured unimaginable suffering.” For more information on the gala, visit the Frances Foundation’s website, www.francesfoundation.net; they would love to see you there! An additional service the foundation provides is “if any child, especially a teenager, is sent home to hospice by a hospital, the FF makes every conceivable effort to make their biggest wish become a reality!” For instance, Robert describes how the foundation sent Darren from Manasquan, who aspired to be a music producer, to Hollywood, CA, to meet his favorite band, Nine Inch Nails and Trent Reznor. Robert thought the band would spend maybe two hours with the boy and his family, but they actually spent four days in the studio and made him an honorary producer for the album. Although Darren gained his angel wings soon after, the foundation was able to help him live his dream and provide his family with a magical moment that they will treasure forever. By providing all these wonderful forms of support, the Frances Foundation not only helps the individuals, but also creates a lovely community for the warriors, angels, and their families. Coughlin and Gopal Highlight StayNJ, Additional Senior Affordability Programs at Town Hall in Tinton Falls Over 100 Monmouth County seniors joined Assembly Speaker Craig J. Coughlin and State Senator Vin Gopal, the main sponsors of the newly signed bi-partisan StayNJ Law at the Tinton Falls Municipal Building. more about the historic property tax relief they will receive over the next few years. Recent expansions of the ANCHOR and Senior Freeze programs paired with the creation of StayNJ promise significant savings for senior residents of the Garden State, giving them the financial freedom to plan their retirement in their hometowns. “New Jersey is the best state to plant roots, make a living, and start a family—and it should be the best place to retire too. We know that affordability is a top concern for retirees in our state, and we have made it our priority to ensure their fixed incomes can cover their cost of living,” said Speaker Coughlin (D-Middlesex). “The StayNJ program will help ease the financial burden on New Jersey’s seniors, enabling them to remain in their homes and in the communities they love.” The Speaker and Senator shared with attendees information about how StayNJ—established as part of the FY 2024 State Budget—will provide tax credits to cut property tax bills in half for many seniors. The program’s maximum benefit is $6,500, and seniors with incomes up to $500,000 are eligible.

Seniors can apply for the StayNJ program next year, with benefits beginning in January 2026. StayNJ builds on previous efforts to make New Jersey more affordable for senior residents. Programs such as Senior Freeze and ANCHOR have proven successful in alleviating the burden of property taxes. This year’s budget expands these programs so more residents will be eligible for greater savings. The ANCHOR property tax relief program has been expanded to provide eligible senior renters and tenants with a $250 boost in relief payments. Tenants will receive $700, while homeowners can receive a maximum of $1,750. This year‘s ANCHOR benefits will be automatically distributed by November 1 for seniors who received benefits last year, as long as their mailing and banking information has not changed. Anyone needing to update personal information must file a new application by September 30. Eligibility for the Senior Freeze program has also been expanded by raising the annual income eligibility from $99,700 to $150,000 and lowering the residency requirement from 10 years to 3 years. The deadline to apply for Senior Freeze is October 31.

or many families, the arrival of fall means back-to-school. Ranney School has been a fixture in Monmouth County since its founding in 1960. Its faculty and staff have formed and educated students on its 62-acre campus in Tinton Falls, focusing on the school’s mission of encouraging pupils to “Lead, Create, Contribute”. Ranney School’s team is led by Dr.

John Griffith, an educator with a commitment to independent school education. After attending an independent school in New Hampshire, Dr. Griffith held educational posts in Tennessee and Ohio before being recruited to serve as Ranney’s Head of School. Originally from Edison, Griffith’s return to his native New Jersey to take on leadership of the Ranney School was something of a full circle moment. “My

father was an engineer working at Bell Labs at the time,” relates Griffith, “so coming to Ranney was sort of a homecoming for me.” As to how he decided to become an educator, Griffith says, “I considered teaching very early on, because my own experience in schools was so formative.” Griffith graduated from the Derryfield School in Manchester, New Hampshire, an institution that he believes has many similarities to Ranney.

He credits some of the early inspiration for his vocation to the educators at Derryfield, noting that “some of my teachers there had a huge impact not only on my academic passions, like literature, but also significantly shaped the person I became.” Griffith went on to study English at Middlebury College, spending his junior year at Oxford University in the United Kingdom. After completing his undergraduate degree, he returned to Oxford, where he earned a Master of Philosophy degree and Doctor of Philosophy degree, both in English. Griffith’s doctoral thesis, which

was an English monograph on Joseph Conrad, was published into a book by Oxford University Press. Back in the United States, Griffith obtained his first teaching appointment at Montgomery Bell Academy in Nashville, Tennessee, where he taught English and later served a college counselor and dean. From Nashville, Griffith moved on to become the Head of Upper School at the Miami Valley School in Ohio. It was while working in in this role that he met his wife Dana. His first opportunity to serve as Head of School was at Battle Ground Academy in Franklin, Tennessee. While Griffith and his family appreciated life in Tennessee, they ultimately decided to return to the New Jersey area when he was recruited to be Head of School at Ranney.

Lead, Create, Contribute Ranney’s campus offers a diversity of opportunities for its student body, both academic and extra-curricular. “We continue to be an incredibly strong school academically,” Griffith shares, we have wonderful programs in areas like fine and performing arts, but we have become a more balanced school, with competitive athletics now a larger part of our culture as well.” This expansion of Ranney’s academic and programmatic offerings, along with improvements to the campus and its facilities, are some the things Griffith is most proud of having implemented during his tenure. He is also quick to point out the important role played by the faculty at his institution, where teachers and staff take the time to establish authentic connections with their students. “Small class sizes and collaborative learning teams enable our faculty to know each child, offering the right balance of challenge and support,” says Griffith, adding, “our mission promise is that we know and

and alumni hail not only from the Monmouth area, but from all around the world, Griffith explains, “we value our commitment to diversity.”

value every child and I think our faculty really reflect that commitment.” Ranney’s impressive faculty are critical to student success. Reflecting on the impact his colleagues have on the student population, Griffith says, “I am always impressed and touched by how passionate our faculty are in their work with our students… in addition to their intellect and commitment to their academic disciplines and pedagogy, they are eager to connect and mentor children and young people.” Though his role as Head of School comes with a great deal of responsibility and management of an entire institution, Griffith endeavors to maintain genuine bonds with his students. “One of the highlights of my job is the interaction with our wonderful students, whether that comes in the form of reading to our beginners or cheering on our athletic teams,” he says. He also stays connected to his original vocation by leading classes each academic year, explaining, “I am fortunate that I am still able to teach an Upper School elective every year, which is a touchstone for me and helps me to connect with a group of students.” Griffith also keeps up a personal tradition of composing a poem for his students that he delivers to each graduating class at their commencement ceremony. Ranney School is committed to supporting the Monmouth community it calls home. According to Dr. Griffith, not only is Ranney an academic leader in the county, but it also strives to contribute to and be engaged with the local area through service leadership. This commitment is reflected in the school’s mission statement, which calls for inspiring Ranney students to lead honorably, think creatively, and contribute meaningfully to society. “As one example of this, we have identified hunger and food insecurity as one of our primary areas of service,” says Griffith, noting, “we have been recognized for our commitment to Fulfill, the food bank of Monmouth and Ocean Counties.” Multiculturalism is another key priority for the school. Pointing out that Ranney’s students

Ranney school continues to expand its offerings and upgrade its campus facilities. In the year ahead, the school plans to open the Bharara Family Lower School Library and Learning Commons and will also dedicate the Cantin Family Bloomberg Finance Lab, which will enable students to utilize Bloomberg terminals in finance courses. As campus security remains a key priority for Ranney, the school has also made improvements to the security gate and guardhouse, which is dedicated in memory of Lieutenant Timothy Coyne, a Ranney School parent and 9/11 first responder who passed away a few years ago. Griffith is also looking forward to the design of a new certificate program in finance, which will incorporate the expertise of Ranney alumni and parents. “This program will serve our students well as they consider competitive business and finance programs at the college level,” he notes.

Message to Our Monmouth County Neighbors When asked what message he’d like to share with Ranney School’s Monmouth County neighbors, Dr. Griffith said, “There are amazing things happening at Ranney School – come by and visit!” His statement reflects the many positive offerings available to the school’s student body. With a population that spans ages 3 through grade 12, Ranney students have the opportunity to be mentored by older peers on becoming good citizens and making positive contributions to society. In Griffith’s words, “Ranney’s campus offers a multitude of unique experiences where children can discover their talents and building the confidence to find their own path to success.”

Newcomers and Neighbors Club of Colts Neck Updates and News On September 14th, the Newcomers and Neighbors Club of Colts Neck, Holmdel and surrounding areas met for a general meeting at the Colts Neck Community Church. Members and guests enjoyed a social hour followed by a business meeting and the presentation of a $1000 check to Chris Durkin, the pastor of the Colts Neck Community Church. Co-President, Barbara Matuscak presented the check. The club has been active for 52 years and was founded by Louise Ann Martorana in 1971! It has provided a social network for women of all ages. On Sunday, November 12 at 4:00 pm, the community is invited to gather at Tower Hill Church at 255 Harding Road in Red Bank, NJ for a patriotic music concert and salute in honor of our local heroes on the weekend of Veteran’s Day. The concert will feature a large gathering of community singers & the Tower Hill Choir, accompanied by a brass ensemble from West Point Military Academy. During the concert, there will be readings, solos, and opportunities to join in song. All those who have served are welcome to join as we honor veterans of all ages.
