Letter from the Chairman Replacement CCTV took time to get up and running being of a superior quality to the previous, our broadband was therefore unable to cope as we do not yet have a fibre optic service in Birchington. Nevertheless, this has been resolved and we have quality recordings that are relayed to TDC. Birchington is a safer. We have made supporting contributions to various village organizations some that would struggle to survive without our assistance. Parks are being targeted and BPC are in close liaison with TDC to install this year some adult training equipment in Crispe Park.
The year has been exciting, enterprising and testing for Birchington Parish Council.
There was a continued backlog of maladministration from previous administrations that went back a number of years. The accounts were scrappy and unfit for a responsible public body and your Cllrs rightly employed an experienced auditor to put our house in order. There was a large sum of £13000 still owing to the pension fund of our former Clerk Colette Coleman. Cllr Mike Jarvis was most helpful in negotiating with KCC its final resolution. Measures are now in place to ensure that these problems will not recur. Our web site was a shambles and with professional help is being brought back to a valuable functional state.

Youth is certainly our priority and we have employed the professional services of “Pipeline” to enhance Youth Club activity and provide additional opportunities for our youngsters. The Minnis Group has already doubled its numbers. The Half Hour free parking concession from TDC in Albion Road Car Park has been a great success. Long may it continue. Many would like this extended to other areas of Birchington but we have reached our limit. The CO-OP has generously offered Birchington a very fine Jubilee Clock that BPC will be shortly installing. Planning permission has just been granted. With the establishment of better liaison with TDC ,the road cleaning of our village has considerably improved. Birchington looks brighter. The KCC threatened closure of our Minnis Day Care Centre and the sudden introduction of attendance fees has

caused great concern. BPC has made the strongest representations and a TDC Scrutiny working party has been established, of which I am a member, to investigate and report. Recently introduced “Localism” is complicated, unpredictable and introductory lectures on two occasions at TDC from two teams of barristers left them admitting that they could not predict how it might go. Nevertheless, BPC will be expected to take on more responsibilities in our village. For example we have had to take over the running of our allotments. Time will tell. This has been a momentous year of events, despite the unpredictable weather throughout our “Summer”. The Jubilee Celebrations went well ending with the lighting of our magnificent Beacon bringing some 1500 revellers to this event that enjoyed our Piper. The Olympic Torch was delightful with the route through Birchington packed with people that were again entertained by our Piper in his full regalia. Birchington gave a turnout to be proud. The Remembrance Sunday Parade was well organized by the British Legion, the Church Service was most touching and the reception and excellent catering provided by BPC at the Village Centre was appreciated. We were honoured by representatives from La Chapelle whilst Cllr Bill Furness kindly took on the task to be our representative that day in La Chapelle. At Christmas the Village generally looked most festive starting in the square with the Christmas tree provided by TDC and various lights along Station Road ending in a delightful display in Dog Acre. Your Council is committed to further improvements.

On 28th January 2013 , BPC gave “The Freedom of Birchington-on-Sea” to local historian Jennie Burgess for all her dedication to our community. Jennie was presented with a fine ancient key and the right to demand from BPC to arrange that a quarter peal of bells be rung annually by All Saints Church. It was a very moving, touching and dignified moment. With the new term upon us BPC is so far engaged in a Coronation Celebration on 2nd June and Celebrating 150 years since the first train service started in Birchington .This will take place at The Village Centre 12th October 2013. All our efforts and achievements come at a cost and to meet considerable inherited past deficits , maintain support to Birchington organizations , arrange events , provide maintenance of our responsibilities ,supply an administration fit for purpose and ensure prudent reserves BPC had to increase our precept which is still by far the lowest in Thanet. We are pledged that rate payer’s money is responsibly spent. As a Parish Council, I am grateful that we have generally pulled together and worked conscientiously for the Public good. Cllr. At the time of writing, I have received a response from our local MP, Sir Roger Gale backing the surgery, stating that it is felt that the practice is operating at capacity for its quota of patients and due to a higher demand being placed on the practice’s resources. These demands have manifested from the fact that the practice has a high number of retired patients on its books. Further enquiries have shown that the practice, which currently employs four GPs on a part time basis, has had morale issues with staff being unhappy at the petition and amidst speculation that pressure has been put on local residents not to take part in the petition. Local residents have voiced concerns over the standards of service and hygienic practises in operation at the Birchington Medical Centre. Among the chief complaints have been the extended waiting times patients are having to endure in their quest to see a doctor. A petition launched has gained over 1,000 signatures and has been presented to North Thanet MP, Sir Roger Gale. Specific complaints have been raised following one patient being told they would have to wait more than a month to see a GP of the same sex. “I was told I would have to wait seven weeks to see a female GP, at the end of the 7 weeks I was informed that the appointment had been cancelled. I had encountered the inconvenience of having taken time off work especially to attend the long-awaited appointment, only to be told that I would have to wait a further three weeks. Perhaps more alarmingly, a week later I was sent a letter stating that the re-arranged appointment had been cancelled! I then spent a further 35 minutes on the telephone, only to arrive at the Medical Centre to discover that there was no queue and the reception telephones were not even being answered or redirected efficiently. Standards of hygiene have also been called into question after an article recently published in a local newspaper reported that dogs were seen walking

There will be music throughout both days, with a succession of organists from around the area giving recitals in the church on the new pipe organ. The church will also feature art, photography and flower exhibitions, and refreshments will be available. Vintage vehicles will be on show in Bell Meadow. All proceeds towards the maintenance of the church building. Model exhibition will mark village’s 150th rail anniversary
Birchington Parish Council has teamed up with a model railway club to help celebrate 150 years since trains arrived in the village for the first time. It was in October 1863 that the railway line opened between Herne Bay and Ramsgate, giving Birchington a long awaited direct link to London for the first time. Birchingtonon-sea station is the first stop for trains travelling east from Herne Bay. East Kent Model Railway Society is organising the celebratory exhibition on behalf of the parish council and plans to include several layouts of varying sizes and scales as well as trade stands. Parish Council Chairman Jack Cohen said: “In Victorian times, the railway’s arrival

in Birchington was considered vital to its future. The line put the village on the map, particularly with wealthy Londoners who wanted to swap the grime of the capital for the village’s bracing sea air. “The exhibition promises to be a very special occasion and it will be the first time Birchington has hosted an event of this kind.” East Kent Model Railway Society is based in Whitstable and has successfully organised a summer exhibition there for several years. Its Chairman Nick Evans said: “We’re delighted to be organising the exhibition for Birchington’s anniversary and members are looking forward to putting on a grand display to interest young and old when models of steam and electric trains will run alongside each other.

Birchington Heritage Trust
To investigate, document and publicise Birchington’s past and to preserve what is best about it for the future
The initial idea for the group came in 2000 from Derek Raven after Jennie Burgess put on a display of pictures in Birchington Library. A public meeting was called and was attended by 150 interested people. At the following meeting four Trustees: Derek Raven, Jennie Burgess, Neville Hudson and Rosalynde Cossey were chosen and a committee formed. Birchington Heritage Trust, as it became known, was created in May, 2002. Its aims were and still are: “to investigate, document and publicise Birchington’s past and to preserve what is best about it for the future”. It was to be run by the residents of the village, although others were welcome to the four public meetings to be held each year. There were also to be social events and a newsletter, the first of which appeared in August, 2002, edited by Pat Orpwood, whilst Ted Tranter designed the logo. The Social Committee organised dances, quiz nights and musical events whilst there were a number of exhibitions in the Burley Gallery, including one to commemorate the Coronation held in 2003 and others including Birchington by the Sea and The Victorians, as well as a variety of talks on matters to do

with Birchington such as The Tower Bungalows and Rossetti. Walks were undertaken around Birchington and booklets for them produced. Martin’s (now McColl’s) allowed the Trust to display exhibitions in their side window and these proved very successful right up to this year. After three years of fund-raising, the museum opened in 2005 in Room 4 at the Centre. It began with Jennie’s own collection based on her research for her M.A. and it has developed greatly over the last few years. It is now open Monday, Thursday and Saturday mornings from 9.30 to 12.30. BHT’s first publication, written by Derek Hart and edited by Jennie Burgess, came out in 2004 and has now had a second edition published. Meanwhile Jennie has produced two volumes of Kaleidoscope with fascinating glimpses of Birchington’s past, along with several booklets. The sale of publications and prints, many donated by Charlie Smart, has helped raise the money needed to run the museum, as have the social events. Membership has remained fairly constant at about 250, but they would be delighted to have new members. Membership is currently £7.50 for a single person and £12.50 for a couple.

After many requests from local residents Les Lush, Brian Young, Sue Gatward and many others, officers from Kent County Council agreed to a site visit to evaluate the problems for themselves. They agreed that something needed to be done and for finances to be put in place in this financial year. The proposals include adding more road markings, refreshing the existing road linings and installing interactive lights alerting motorists of their speed.when travelling from the Acol direction to Birchington. With a new County Councillor recently elected for the area we hope that this will be actioned sooner rather than later.

Birchington Residents’ Association Founded in 1956, Birchington Residents’ Association is one of the oldest and largest organisations in Birchington. It is non-political and its aim is to look after the interests of Birchington and provide social activities for its members. The original subscription was 2/6 a year. It is now still only £1.50 single and £2 family membership a year. The first newsletter was produced in 1953 and back copies (available in the BHT museum) are a fascinating insight into the development of Birchington. Over the years, it has fought for many causes important to the village including toilets, bus shelters and the library as well as more important issues such as CRISAB when there was a plan to divide Birchington in two with a new dual carriageway. Birchington Parish Council
on its return in 1986 took on the role of championing the village at Thanet District Council, but BRA continues to be active in fighting schemes which are deemed to be detrimental to the village and monitoring the Council. We produce four magazines a year with items of topical interest, details of other local groups and reports on local meetings as well as a quiz and lighter items. We hold monthly Coffee Mornings on the second Wednesday of the month where members can have a chat with friends, be kept informed of village matters and enjoy a short talk or quizzes. We organise monthly trips usually half or three-quarter day, at a reasonable cost, throughout the summer and local theatre trips. Why not join us? For further information contact our Chairman

HISTORY
Birchington - a peep at its past To tell the story of a community in 250 words is impossible, so I will simply introduce you to this vibrant and welcoming village for the moment. In future editions of this booklet, we will meet some of the characters, events and features of Birchington that have helped to make it what we see today.
Whichever way you enter the village, you go through the Square and this view, taken in c. 1878, shows many features we still see today. The community grew up around the church of All Saints, dating from about 1100. Our oldest documents (now held in Canterbury Cathedral) date back to c.1350. The Churchwardens accounts, registers and Poor Books tell of a community which had already outgrown its ‘mother’ church of Monkton by the 1400s. However, it was not until the

arrival of the railway in 1863 that the new ‘Curate’ petitioned the Dean and Chapter at Canterbury to make us a separate parish. As Parish Archivist and now also Archivist to the Birchington Heritage Trust and Museum, I have been priviledged to delve into the history of our village, but my greatest delight is to share this treasure store of documents, photos, drawings and maps with other people. So if you have ever wondered about the ‘whys’ and ‘wherefores’ of Birchington, we will be delighted to welcome you to our Museum in Room 4 of the Village Centre, Alpha Road, Birchington. Birchington Bowls & Tennis New members are always welcome so come along and enjoy the gentle game of bowls which costs a lot less than golf, will keep you fit and will make you a lot of new friends.
The club plays over 100 matches each season. This includes both away and home fixtures. Many of these matches are against local teams but we also have a number of teams who regularly visit us from as far away as Croydon and Coney Hall on the outskirts of London. The majority of the friendly games are mixed matches that take place in the afternoons. For the more competitive minded we take part in the Men’s and the Ladies Isle of Thanet Leagues. These are triples matches, the Men’s taking place in the evenings during May -August. The Ladies matches are usually in the afternoons. We also participate in the East Kent League, a mixed triples league, playing as far away as Ashford. Team selection sheets are posted in the Men’s and Ladies’ changing rooms

and all Full and Junior members are entitled to enter their names for consideration for selection for any of the games. Club Roll ups on a Monday afternoon are informal friendly gatherings for members. Here is a chance to meet fellow bowlers, have a relaxing game or even try out some new woods or bowling actions! A Friday Night Club Mixed League takes place June-August. This is a fun night - plenty of banter and a light supper is usually provided for those who to wish to stay and socialise after the game. Club Competitions take place during the season with the Finals taking place in September. These are open to Full and Junior members. We also have two tennis courts which are open all the year round. Why not take advantage of our annual tennis subscription scheme - £10 for juniors, £25 for adults and £50 for a family of 2 adults and up to 3 children.
