Should we have the choice where we can smoke? On 1 October the law was passed so that we are no longer allowed to smoke in our own vehicles with children or young adults under the age of 18 years of age. This has followed a similar ban in England and Wales to protect children and young adults from the risks associated with second hand smoke. Anyone found to be breaking this law will be subjected to a £50 fine. There are counter arguments saying that if we’re going to ban smoking in cars, should we ban pregnant women from smoking? After all, the risks to an unborn child are well documented.

KCC Budget Consultation: Managing Kent’s Money Responsibly Kent County Council has launched a six week consultation campaign to explain the impending scale of the county council’s budget challenge for next year. The council estimates it needs to make £80 million of savings for the 2016/17 budget. This comes on top of savings of £433 million already made over the last five years.

“We have to launch this campaign based on our best estimates, as there will not be sufficient time to wait after the government announcement.

The council will be asking people how they want their money spent in the face of increasing demands for county council services at a time of reduced funding.

“Councils are facing unprecedented pressures on two major fronts - rapidly rising demand for adult social care and continuing reduction in government funding.”

The savings are required largely because of two main factors:

Cllr Carter is warning that extra costs of the National Living Wage and the demands placed on children’s services to deal with the ongoing asylum crisis have not been factored in, as he fully expects government to fund these.

• £58 million of additional demands being placed on the council’s budget, which include: • £31 million for the estimated impact of rising prices and excess demand next year • £12 million of one-off funding from reserves and underspends which supports the current year’s budget and can’t be repeated • £4 million investment in invest to save initiatives • The council is expecting a reduction in government funding of £33 million. As part of the campaign KCC is consulting with residents whether they would accept a small proposed increase to the council tax up to the amount permitted without a referendum currently 1.99%. KCC says a raise would contribute £11 million towards balancing the books. The consultation asks residents for their views on this proposed increase.

“We will have an even bigger problem if they don’t,” Mr Carter added. KCC Cabinet Member for Finance John Simmonds said: “We have already achieved savings of £433 million over the last five years meaning future savings will be harder to achieve.” “The decisions we make in our budget will affect everyone in Kent. That’s why we want to engage with as many residents as possible and we feel that online, through the council’s website, is the most effective medium for the vast majority. People are being asked to look on the KCC website for more information about the council’s budget plans when it goes live at 10am.

The county council is launching the campaign ahead of government announcements of its spending plans for the next four years at the end of November.

There will be the opportunity for people to give their views on council tax and the services that are most important to them, as well as any other comments they wish to make about the forthcoming budget.

Getting ready for the cold weather - which can start as early as October means that you’re more likely to keep warm and well. Here are some things you can do to stay safe and ward off the winter chills.

Be prepared for

Check your heating system Keep simple cold, flu and sore throat remedies in the house. Follow up your GP’s invitation to have a flu jab. Order repeat prescriptions in plenty of time, particularly if bad weather is forecast. Ask your local pharmacy if they offer a prescription pick-up and delivery service.

Dress in plenty of layers and make sure that you have some warm shoes or boots with non-slip soles. Eat healthily and keep as active as possible. Keep basic food items in the cupboard or freezer in case it’s too cold to go shopping. Keep a mixture of salt and sand handy to put on steps or paths in icy weather. Consider fitting a grab rail if you have steps at your front or back door. Ask your family, neighbours or friends if they could call or visit you more often if a period of cold weather stops you getting out and about.

Winter wonderland Chocolate lollipops

A l delightfu s Christma gift

You will need • Demo chocolate melting pot • Winter lollipop mould • Candy buttons - white, black, orange, green, blue, red (or use Red edible pearls) • Paint brush set • Paper piping bag • Lollipop sticks

Method • Melt your candy buttons. The chocolate melting pot is perfect (you won’t burn your chocolate, no steam or water so the chocolate won’t ‘seize’, it keeps it melted at the right temperature, and you can melt small amounts successfully). Use setting 2 for melting, setting 1 for keeping melted. • Use a paper piping bag or a paint brush to add the small details. You could either use red for the holly berries or pop red edible pearls into place. • Position the lollipop sticks and then pour over your main colour. • Gently tap the mould on your work surface to remove any air bubbles. • Put your lollipops in the ‘fridge (you must do this or they won’t come out properly). Leave for 10 – 30 mins. • Turn the mould over and tap - they will just fall out. • If liked, package in cellophane bags with ribbons.

England star Spencer joins Canterbury Former England Women’s Rugby captain Catherine Spencer is to join Canterbury Rugby Club as Community Coach. The appointment is described as a major coup for the club by Head of Playing Giles Hilton.

Catherine, who takes up her appointment on September 1st, will develop women’s rugby in Canterbury and complement the work of the RFU’s District Community Coach Danny Vaughan. Catherine Spencer, who led the England to the World Cup final in 2010, will combine her duties with a coaching role at the Simon Langton school and will continue to run the company she founded, Inspiring Women. “I am really looking forward to working with Canterbury Rugby to continue the work that they have already been doing building links and relationships with the community,” she said. “As a former England player and captain who grew up playing rugby at Folkestone I have a strong loyalty to the area and a desire to make a positive contribution to the continued development of the sport in Kent. “I have enjoyed playing rugby with Aylesford Bulls for the last three seasons following my playing retirement from England. I have now hung up my playing boots but will be coaching Aylesford in their third season in the premiership alongside my community development role with Canterbury Rugby. “ Giles Hilton said: “This is an outstanding appointment and one that will give rugby a real boost locally - to our benefit. Feelings of lethargy and lack of motivation, or maybe trouble sleeping? Perhaps you feel socially excluded or feel you don’t have any close friends? Perhaps you lack self-esteem or motivation to even make friends? Maybe you have a friend, family member or someone you love who feels this way? Some people are quick to think these may be a symptom of depression but as there is a stigma attached to it, we realise that some people will not connect these with a mental illness. Whatever your circumstances we would love to meet you and talk. Canterbury DASH isn’t just for those with depression and anxiety, we warmly welcome and accept anyone with everyday life struggles. Did you know that by sharing your stories you can help improve your own life as well as others? By joining our weekly meetings you can learn new skills to help improve your future. The beauty of being part of a group is that you can add your experiences and knowledge to help other members of the group and also by sharing

your feelings and hearing those of others you will see that those things you thought made you “unusual” or “abnormal” are actually things that a lot of people go through. It was set up by people concerned that there was not enough support out there for those suffering, caring or both - especially for those who may feel too anxious to seek out more formal help. We aim to be group led and assist each other in making decisions and offer support to all members. Our meetings are facilitated by a trained and qualified counsellor and a deputy who is currently training to be a counsellor. Anyone over 18+ is welcome to join and all meetings are free. The British Wildlife Photography awards 2015 Saturday 26th September to Sunday 15th November 2015. Special Exhibitions Room, The Beaney. The winners of the British Wildlife Photography Awards 2015 will go on display for the first time outside of London at the Beaney in Canterbury. More than 100 images and videos, including winning and commended entries, will be on display in the Special Exhibitions Room. Established in 2009, the British Wildlife Photography Awards generate an incredible catalogue of exciting, imaginative and artistic images, proving beyond doubt that the country has the richest palette of life to celebrate. In its sixth year, the awards have done more than any other to raise the profile of British wildlife.

“We are delighted to be bringing this hugely popular exhibition to the Beaney, especially as we are the first stop on the national tour. The show features some magnificent images as well as video, and it will be accompanied by a special learning and engagement programme, so it is well worth a visit.” TV presenter and naturalist Chris Packham said: “Anyone passionate about protecting and preserving wildlife will be inspired by the British Wildlife Photography Awards.” Instead of charging admission we are asking you to Pay What You Can. Your contribution will help us continue programming special exhibitions at the Beaney.

The awards were created to celebrate the talents of both amateur and professional photographers. There are 12 separate categories, including animal behaviour, urban wildlife and marine life, as well as two junior categories and a school award. Catching Lives Catching Lives is an independent charity based in Canterbury that supports local homeless populations of rough sleepers and vulnerably housed individuals. We run the only day centre in east Kent that is specifically for homeless people and are very often first point of contact for anyone requiring help. Because we are independent, we receive little in the way of statutory funding, so that almost everything we do requires fundraising and volunteers. We offer immediate help at our Canterbury Open Centre, where we work with clients on an individual basis to help them resolve issues, access accommodation and move towards independent living. Our objectives are: • to support and enable each client to increase their sense of personal responsibility, motivation and self-worth; • to improve the physical, mental and social wellbeing of every client by supporting them to take greater responsibility for their own health management and personal recovery; • to motivate each client to achieve positive steps towards independent living. Our day centre is open 365 days a year. We provide immediate practical help in the form of hot meals (breakfast and lunch, with an evening meal during the winter months), a clothes bank and laundry facilities, so that people can wash clothing and bedding. We have shower facilities (toiletries and towels provided), a secure room where people can store belongings and a ‘care of’ address; this is particularly vital as without an address, they cannot register with a GP, receive payment of wages or benefits, or open a bank account. We assist clients in preparing CVs, undertaking job searches, completing housing 22

applications and claiming benefits. We also run the Canterbury Community Shelter in conjunction with local churches; this emergency winter shelter provides for 15 rough sleepers every night it operates. The shelter runs from 1 December to 28 February each year and in 2014-2015, one third of the clients who accessed the night shelter have been found long term accommodation. We provide structured activities including lessons in English as a second language, literacy, numeracy and IT, skills that are essential in gaining employment. We are currently running projects to develop creative opportunities for clients that will improve their health, reduce isolation, widen social networks and increase self-esteem and communication skills. As well as practical support, we provide specialist services. On-site mental health assessments include drug and alcohol advice and referrals. We offer advocacy and legal advice on homelessness, housing, welfare benefits, tax and domestic violence. For clients who have moved into independent accommodation, we have a mentoring system that builds self-confidence and prevents social isolation. In addition to the services at our day centre, we have started regular outreach work so that Catching Lives has a presence on the street. By going out in the evenings, or very early in the morning, we are able to find those who are most vulnerable, who may be new to Canterbury and who may need our help. We rely on members of the community for donations of food, bedding, clothing, toiletries and Christmas presents. Equally, everything Magazine when responding to advertisements

CARCARE CENTRE - HERNE BAY we do has a positive community impact. We work to raise awareness and reduce anti-social behaviour. We provide placements for students from universities and colleges. We visit local schools and church groups to give talks and presentations. We work to change attitudes and inform people about the issues surrounding homelessness. Our ‘campaign for change’ research highlights issues that cause social problems. Examples of this are release from prison or from hospital to street homelessness. We are extremely fortunate in our local MP, Julian Brazier, who is very supportive of our social policy work and has helped improve the lives of clients through his direct intervention. The number of homeless people is rising. In 2013, we saw 479 clients. This compares with 506 people in 2014. We currently see up to 45 people a day and in early February 2015 we had our busiest day ever, with 59 clients in one day. In 2014, our youngest client was 18 and our oldest client was in his late sixties. Approximately 19% of our clients are female and 14% are economic migrants; 35% are drug users, 40% are alcohol users and 60% of those we see require mental health support. We work with people from every background to assess their needs, to see how we can help them and how they can help themselves. Everyone is treated as an individual because our vision is of a society where everyone is included and can make a contribution. Reduced funding in all areas of statutory services means Catching Lives has to do more to support vulnerable individuals on the street. Step up and protect places you love to walk in the South East The Ramblers is calling on people in the South East to step up and help survey their local paths as part of its biggest and most ambitious footpath survey.

With an enviable 140,000 miles of rights of way in England and Wales people can enjoy walking, the Ramblers needs people to step out in the South East and walk their favourite paths and report back on what they find using a smartphone app.

People will be able to download the Big Pathwatch app and share their experiences as they walk every right of way within a specific grid square. They’ll be asked to share the positive features of the walk, the beautiful views, any wildlife and interesting landscapes they see, as well as noting any problems they encounter.

The Big Pathwatch is the perfect opportunity for people to get involved in protecting the many places they love to walk in the area. Ramblers’ chief executive Benedict Southworth said: “Our path network is the envy of walkers around the world and one of our nation’s biggest assets. But there are sometimes problems that literally stop people in their tracks. “As guardians of the path network we work hard 24

The Canterbury Society The Canterbury Society campaigns to improve the quality of life in our beautiful and historic city. However, we also provide a focus and a meeting place for all those who share our concerns. Whether you are new to the city, or have lived here for many years, you will be most welcome to come to our meetings and share in our activities.

What do we do? Our wide range of activities means that there is something for everyone. Whether you would like to come along to a talk about a current issue, join with others in planting trees and flowers, have a day out to a historic house, put on waders to clear litter from the river, or express your concern about developments in the city – we try to provide a way for you to get involved. We also try to represent local residents when there is a public consultation.

Why be a member? We aim to respond to the interests of our members and we try to express the concerns of local people. We have been very involved in debates about the Local Plan and we are most concerned about the proposal to build 15,000 new houses in the Canterbury area.

Other issues which we have taken up over the past year include: • poorly planned new developments • unsightly shop fronts and signs • night time disturbance in the city centre • litter and graffiti • the neglect of historic buildings • the replacement of paving stones with tarmac and many other issues

Cribs from the World

Exhibition of ‘Cribs from the World’ on 1st-5th December at St Paul’s Church, Church Street, Canterbury. In December there will be a wonderful display of nativity cribs from 40 countries, varying in size from a complete stable and figures carved from the head of a matchstick from San Salvador, to a village scene covering a table top from Provence, France. This unique private collection has been built up over 30 years by the broadcaster and author Libby Purves, and her husband Paul Heiney and family. This year the exhibition will be in aid of the Children’s Society. Local primary schools are also being invited to be part of the Exhibition, by creating their own crib from whatever

style and materials are appropriate. Visitors to the Exhibition will be asked to vote for their favourite crib, with a prize and publicity for the winning entry. Entrance to the Exhibition is free with donations welcomed. Refreshments will be available, and activities for children. What’s on History of the Illuminated Page Visit St Augustine’s Abbey on the weekend of 24-25 October between 10am and 4pm to discover the history and secrets of the medieval illuminated page. St Augustine’s was once the spiritual centre of Canterbury and in competition with the cathedral. Some of the most important books & manuscripts, including a very famous codex were created in the area. Many important and beautiful manuscripts were created by monks over 800 years ago in the 11-13th centuries. Starting with the creation of the paper, to the velum and the illuminations of the prayers and illustrations. See the entire process of making the monastic illuminated page from start to finish in a rolling demonstration throughout the day in the wonderful setting of the abbey. This event forms part of the Canterbury Festival.

Canterbury Touch at the Junior Touch Championships (JTC) 2015 The Junior Touch Rugby European Championships 2015 were held over the weekend of 22nd and 23rd August in Nottingham. At the tournament Canterbury Touch was represented by six local players, Danni and Ayla Payten, Matt Davies, Stuart Meredith, Dan Mayall and Rory Howard, Erin Payten was also selected for the England squad however had to withdraw due to injury. The England jersey presentations were held on Friday evening at Nottingham university amongst much excitement from players and family alike. Competition was fierce over both days with all representative teams leaving everything on the field of play. Both England boys and girls 18s teams reaching the semi finals where they played Ireland and European all stars

respectively. Both England teams were victorious on the semi finals advanced to the finals to meet boys and girls Wales teams who have been playing together for quite some time now. The final result of both matches went the way of Wales by only small margins, producing some of the best touch rugby of the day. The Boys 18s was captained by Matt Davies and Danni Payten was presented with the girls players player award after the tournament. With seven current national representative age group players in the Canterbury Touch rugby fold, the future looks bright for Canterbury Touch and thanks must go to Tom Humphreys for his selfless dedication to growing the sport and recognising, and supporting young talent from the area. Well done Danni, Ayla, Dan, Matt, Stuart and Rory on a great achievement.
