Parish Brief

I can’t believe how fast the time has flown by since I wrote the last parish brief. The Parish Council has continued with its normal activities and the Council’s Annual Report on the year from April 2013 to the end of March 2014 reflects this. You can find the Annual Report elsewhere in this issue. Recently we’ve been approached by a new to us football club to use the Recreation Ground for matches on Sundays. We’ve made them aware of the parking problems and have asked them and their opposing teams to walk to the ground if possible or car share if it’s too far to walk. If there are any problems with parking or behaviour, please contact us so we can get the matter resolved. The Memorial Hall Committee have given them permission to use the hall toilets so there should be no excuses for some aspects of behaviour of former clubs that have been reported to us in the past. Montgomery Court, the extra-care home on the “Liberty Park” development is now occupied. The Chairman and I were invited to take a stand at a Marketplace organised by West Kent Housing in the home and were able to chat to some of the residents and also residents of the rest of the development. A resident of Eglington Drive is hoping to set up a Liberty Park Residents’ Association. If she is successful in setting it

up, the Parish Council would be pleased to work with them, in the way we always did with the now disbanded Upnor Residents’ Association. Our wish is to incorporate the development into parish life and not for it to be seen as a separate entity. Speaking of Upnor, the MoD depot site in Lower Upnor now has outline planning permission for business use, some housing and parking facilities. Now the future of the site is settled, the Parish Council will be picking up the threads again of the Lower Upnor Riverside Project. Brief details of this are available on our website. During May we held the Annual Parish Meeting (also known as the Annual Assembly). This is a meeting held every year for all residents of the civil parish, organised and chaired by the Parish Council. Sadly only two residents came along. Is it apathy? Or is the Parish Council doing what residents want? We also held what is correctly known as the Annual Parish Council Meeting. The titles of these two meetings are confusing and even councillors sometimes get muddled. This is the meeting at which the chairman for the year ahead is elected and councillors agree to sit on our committees or be nominated to represent us in other ways.

David Coomber was re-elected Chairman, so no change! Otherwise it is the normal monthly business meeting. Our new landscaping contractor has been in action for some weeks now and seems to have settled in well. We have had comments that the village green in Lower Upnor now looks especially good. This “looking good” comment was not applying to the open space in Hertsmere Avenue/Fordwich Drive (behind Brompton Farm Road, adjacent to the by-pass). Complaints were being made both to us and to Medway Council; however the land hadn’t been handed over to either local authority. It has emerged that the land was sold by the developer to a company based in Glasgow. They employ contractors to maintain the land, but they didn’t mow until after 1st May. Last year it appeared not to have been mown at all, so it was particularly bad. Our own contractor saw them and spoke to them and told them he’d been mowing his contracts since the beginning of March! We will be monitoring the area and will be contacting the owners whenever necessary to avoid the area becoming unkempt again. Wendy Williams continues as our Footpaths Officer. She monitors the public rights of way (not the pavements) and helps clear them where she can. She now has two assistants: Dave O’Meara and now Oliver Hulf who is specialising in the Upnor area and is doing sterling work. We would like to thank them for their dedication in preserving this ancient network for us all. Parish Clerks do more than coordinate meetings…

Next year we will be celebrating our Golden Wedding Anniversary, and we thought it would be rather nice to revisit the cottage in which we spent our honeymoon in the New Forest back in 1965. Only having the address, (no postcodes in those days) the chance of finding it again seemed remote, then we thought that our Parish Clerk is often asked to trace people and information from our villages past history, so we sent an email to the Clerk at East Boldre, Hampshire to see if she could help in tracing the location of the cottage (if still standing). Contact was made and with the aid of our photo, the Parish Clerk, Councillors and older residents it was rediscovered, and although no longer let it had been sold and refurbished,we took a chance and wrote to the present owners, enclosing the photo taken 50 years ago, hoping for a reply. One week later they did indeed reply, saying they were delighted with the photo seeing how it looked in the past, and invited us to call in for a coffee, if we were that way celebrating our Golden Wedding Anniversary. ANNUAL REPORT

Annual Report 2013-14 2013/14 was another busy year for the Council, with progress made on all our projects in addition to our normal functions. During the year we considered over 70 planning applications, an increase on the previous year. In addition, there were two “neighbour consultations” under the new planning legislation. The only people who can comment are the immediate neighbours and the applicant must demonstrate he has notified them. Although the Parish Council cannot comment, I am including these applications on our agendas so that councillors have the information and can inform curious members of the public if some building work comes to their attention. The new application for Sainsbury’s mentioned in last year’s report was in fact several applications submitted as conditions on the previous planning consent. These conditions have now been discharged. The construction of the store and park and ride facility will hopefully start sometime soon – I know at least one of our councillors can’t wait! Two different developers gave presentations to the Council on schemes in the parish. One was MHS Homes who owned Wayne Court, a home for the elderly. This was no longer suitable for its purpose due to current legislation and they wanted to

demolish it and replace it by some houses and flats. This caused huge opposition locally, mainly because of rumours of who would be occupying the dwellings. There were also questions of overlooking some properties and gardens. The Council objected on planning grounds but the development was approved by the planning authority, Medway Council. We have recently been asked by Medway Council for suggestions for a name for the flats. Cllr Etheridge did a lot of research and came up with Rose’s Mill Court. This suggestion has been passed on to Medway Council. The other developer is Taylor Wimpey, who wish to build a development of 68 dwellings, including some flats, on land occupied by the former Temple School. The former Chapter School in Cliffe Road will become part of Abbey Court School, a school for children with special needs. The initial drawings we were shown revealed a single entrance/exit road off Brompton Farm Road, using the old Temple School gates, effectively making the development a cul-de-sac. As in all developments with houses and flats, the flats were positioned on the edge of the development. However it was clear Taylor Wimpey and their planning

consultants hadn’t done their research properly - the flats were shown as being sited facing Brompton Farm Road, directly in front of the Chairman’s house! (and of course the other houses at this point in the road). The flats could easily be sited on the other edge of the development, facing what will become part of Abbey Court School. Still on planning, permission has now been given for the development of the MoD site in Lower Upnor. Parking for the business development on the site will be available in the evenings and at weekends for visitors to the village, bringing the parking nearer to the village facilities. It will also stop the need for visitors to drive to the other end of the road. There will be parking at the other end of the site near the castle for coaches, which will free up the car park in the other part of Upnor. Only 20 houses will be built as the enabling development. Now that the future of this site is known, we will be able to progress our environmental enhancement project of the riverfront in Lower Upnor. This was put on hold as the proposals for the MoD site could have compromised our plans. Grants were made to Kent BCTV Tree Warden scheme, Royal British Legion Poppy Appeal, Blind Veterans UK (formerly St Dunstan’s), SE Ambulance

First Responders, Victim Support and the Memorial Hall. As usual, a ceremony for laying the poppy wreath was held in the hall foyer on Armistice Day. Councillors continue to represent the parish outside the parish council. Cllr Millsom attended the police liaison meetings (when notified of them) and reported back to the Council and Cllr Miller kept us informed about neighbourhood watch. Cllr Moore continued as Chairman of the local area committee of the Kent Association of Local Councils. Cllr Mrs Revell was our other representative. Cllr Hicks with his Medway Councillor hat on was chairman of Medway’s Rural Liaison Committee and Cllr Coomber was the parish representative and also the committee vice-chairman. The Parish Council’s interests are well represented at both KALC and rural liaison meetings. Wendy Williams has done great job as our Footpaths Officer, walking the paths and reporting problems to Medway Council and also trying to keep the paths clear. Dave O’Meara remains Assistant Footpaths Officer and we welcomed Oliver Hulf as our second Assistant Footpaths Officer, who is doing great things in Upnor. Our communications with the residents of the parish have improved. Webmaster

Clive Stanley continues to provide us with an excellent service and an informative website. Last autumn saw the first issue of a parish magazine. This is supported by advertising, with the emphasis on local and is delivered to all houses and businesses in the parish. Since this includes the Medway City Estate, it is a huge undertaking, one which previously councillors felt unable to provide. The publishers, Community Ad Ltd have experience in this field and organise the advertising, printing and delivery, so all the parish council has to do is supply articles. At this point I’d like to remind councillors of this and the fact more articles are needed for the next issue. Concerning the plans for Manor Farm which will donate land to the Parish Council to maintain partly as allotments and partly as public open space, the developers gave an update last autumn. They have been working to secure the barn against further damage. Progress on their visionary project is frustratingly slow but it’s better to get it right than rush it and make mistakes. Crest Nicholson handed the public open space portion of their “Liberty Park” development to the parish council, together with the play park they provided as part of their planning conditions. The multiuse games area (known as a MUGA) was sited on this land but only became usable when it could be completed last spring. The Parish Council is now responsible for the maintenance of the landscaped part on the right hand side of Spire Way as you go in. The area on the left is still to be landscaped and handed over for maintenance purposes. We have indicated we would like it seeded for wild flower meadow. They asked if they could put a pond in the far corner, near Four Elms roundabout. We declined for safety and insurance reasons and suggested

a copse of trees, which could include paths, glades and nature features such as scrapes and bug hotels. Originally the play park only included cradle swings, we added swings for older children with a basket swing that can be used by mothers and babies and the disabled as well as everyone else. We needed to name this open space and after much head-scratching and various ideas, we’ve called it Wainscott Fields. Simple is best. Play equipment for the under fives was installed on the Recreation Ground, with financial contributions from Crest Nicholson, National Grid and the Rural Liaison grant as well as the Parish Council. The upgrading of the Memorial Hall was completed and the Parish Council was able to move into its new room. This has given us more space for members of the public to sit in on meetings of the Council and means we no longer have to go upstairs, which was not compliant with the Disability Discrimination Act. A disabled member of the public could have complained he was being prevented from attending a meeting. Luckily nobody did, but now we can accommodate anybody for whom stairs are difficult or impossible. Finally we were able officially to open our new facilities. On 2nd August the toddler equipment, Wainscott Fields play area including the MUGA and our new parish room were opened jointly by Mark Reckless, MP; the Mayor of Medway, Cllr Josie Isles and by our own Chairman. Thanks go to Park Leisure for providing a free-style footballer and Crest Nicholson for the refreshments. We now look forward to 2014/15 when we’ll be picking up the Lower Upnor Riverside project and continuing the development of Wainscott Fields. Roxana Brammer Parish Clerk

Be Wild About Your Garden Kent Wildlife Trust celebrated the launch of its 2014 Wild about Gardens awards scheme last week at its headquarters and visitor centre at Tyland Barn, Maidstone. A cake-cutting ceremony was followed by tours around the recently developed Tyland cottage garden. There were wildlife-friendly gardening displays and volunteer advisers on hand to offer tips and advice. Guests included last year’s winners, and the scheme’s sponsors and local authority partners.

The Wild about Gardens awards scheme is free to enter. Anyone who gardens in Kent is welcome to take part, however large or small their plot and whether they are a business, community group, school, allotment, private garden or even a collection of adjoining gardens. The closing date is 30th June. Competition coordinator, Maureen Rainey, says: “This is my 7th year organising Wild

about Gardens and I’ve met some amazing people with wonderful wildlife havens - not all country acres! Some are tiny urban plots, but they are all equally valuable in providing much needed stepping stones to enable wildlife to move around our increasingly built up county.” Kent Wildlife Trust’s volunteer gardening advisors aim to visit as many entrants as possible during the season and recommend gardens for bronze, silver or gold certificates as well as giving out useful advice. In addition, ‘Gold’ winners receive one of the Trust’s coveted Wild about Gardens Blue Plaques and may be put forward for a special award for gardens of particular merit. The 11 categories are: Cool School for Nature, Best Community Wildlife Project, Best Water Wise Wildlife Garden (all

Road Names on Liberty Park If you live on the “Liberty Park” development, have you ever wondered about the name of the road you live in and the surrounding roads? – and even if you live elsewhere in the parish, you might have noticed the road names and wondered about them. The land on which Liberty Park phases 1, 2 and 3 were built belonged to the Ministry of Defence. The first plans for the development were made in 2004, 60 years after D-Day, which started the liberation of France in World War II. The Parish Council requested that the names of the roads should reflect this event. Sword, Juno, Gold, Utah and Omaha were code names for the Normandy beaches that were used to land the allied forces. Operation Glimmer was a tactical deception operation. It was carried out by 617 Squadron (Dambusters). Weymouth was involved in the preparations, but Eglington remains a mystery. Perhaps someone out there can enlighten us? Phases 4 and 5 are being built on land that formerly belonged to the Church

Commissioners. Here we asked that the roads would have names connected with churches, “choir” and “spire” for instance. These are now being incorporated into the development as the houses go up. The Parish Council aims to work with Medway Council and developers for themed naming of new roads in the parish. As an example, roads in the recent developments off Hollywood Lane were called after British stars in Hollywood. We are delighted that Crest Nicholson have followed our suggestions for the naming of roads on Liberty Park. Taylor Wimpey are proposing to build 68 dwellings on the old Temple School site in Brompton Farm Road. No plans have as yet been submitted by them to the local planning authority, but we would again expect to have the opportunity to make a suggestion for the road name. Any suggestions?

Wendy seeks walking companion

Wendy walks and monitors the public footpaths in the parish and reports obstructions, broken stiles etc to the Medway Council Public Rights of Way Officer. She used to take out a strimmer and clear emerging undergrowth such as brambles and nettles but can’t do this for Health & Safety and insurance reasons unless she has somebody with her. Worship

The parish church of Frindsbury is one of the oldest Anglican churches, having first been established 900 years ago. The church is set on top of a cliff and overlooks the River Medway, Rochester castle and cathedral. The Parish of Frindsbury has 3 church buildings in Church Green Frindsbury, Upnor and Chattenden. We currently are awaiting a new vicar, but have a pioneer curate Sue Vallente-Kerr who works with us, as well as across the other churches in Strood, working on community engagement and mission.

All Saints Church, Frindsbury with Upnor and Chattenden As well as offering you, our community, the usual church services we also run toddler groups in Frindsbury (Tuesdays 1.15-2.45pm) and Upnor (Wednesdays 10-11.30am), a Kidschurch in Chattenden (Saturday 10-11.30am) and a Drop In cafĂŠ in Frindsbury Parish Hall (Wednesday 10.30am-12pm). We have also just started a new experience for families called Sundays@4 where we aim to enagage with people of all ages together in craft, music and food; this is also based in Chattenden church. Frindsbury Floral Art Group If you enjoy, or would like to try, arranging flowers locally once in a while, then this is your starting point. Frindsbury Floral Art Group was formed about 45 years ago initially by a group who met in a member’s house as most of the members at that time had families and young children. When the group became too large to continue in this manner it transferred to All Saints Parish Church Hall, Frindsbury where it continues to meet. In all the club has ten meetings per year, meeting every third Tuesday evening of the month, except for August and December, at 7.30pm to 9.15pm Members pay a yearly subscription of £20 and visitors are charged £2.50 per visit. The programme is varied to incorporate practical flower arranging, in various styles, demonstrations and occasional visits. Many of our members are long standing with experience in flower arranging and floristry and are always willing to advise and support new members if needed. We are affiliated to the National Association of Flower Arrangement Societies, NAFAS. This means that we are able to welcome members of other local, regional, national and international NAFAS clubs to Frindsbury as well as being able to visit their meetings and shows.

The Scorpion Dear Victim, I usually hide under a large rock as it’s cool, calm, quiet, but especially dark. I can detect the smallest of movements, by vibrational pressure sent through the air. I’m always waiting, watching, listening, and even tasting, the scent of any enemy that might be a threat to my delicate, fragile, sensitive, world. I don’t like loud, brash, shrill, screaming people. I don’t like vulgar, noisy, rowdy, types. I don’t like bright flashing lights. I don’t like fidgety, awkward, heavy, pushing, or shoving creatures. I won’t stand for any rocking of the boat. The main colour I see when faced with an agitator is red. My head begins to build heat rapidly. My brain starts to swim with anger and I begin to lose control of my self-discipline. Always remember that I could be in a sedentary position amongst your Bananas, or just situated by the receiver of the telephone, even in a crease of the cushion of your sofa. Have you thought that I could even be in your bed? Or floating in your drink just as your about to swallow. Wainscott School Wainscott School has come a long way since 1874! We started to serve the local community in 1874 and are proud of our village school atmosphere. We have recently undergone a huge expansion programme and the building and facilities are much improved. Part of the reason for the programme, was to become a 2 form entry school to include a Nursery provision delivering education to 3-11 year olds. We now have a new Foundation Stage Unit for two reception classes and nursery classes for three year olds. This unit is an integral part of the rest of the school. Children are welcome to join the school the term after their third birthday. Going to school for our little ones has never been so good! The new facilities have made a big difference to the children’s learning with digital cameras and video recorders helping to document key moments in the children’s development. early education and children are kept dry or out of the sun whatever the weather. Classrooms have been designed specifically for the size of the children being taught. Even our youngest children are eager to come into school each day and delight in learning through play - Together They Grow and Learn. The local press (Medway Mail) have recognised that Wainscott is a successful school with excellent results, exceeding both Medway and national averages this year as well as good results again in KS1, the Phonics Test in Year 1 and the EYFS data. Cllr Tolhurst Medway Council’s head of educational improvement said she is pleased to see that children are already making good use of the new facilities and now have the best possible opportunities to learn and develop. Connor needs a cure Connor is a lovely and gentle 4 year old boy. He lives with his parents Georgina and Wayne Olsen and baby brother Kye in Westgate on Sea in Kent. The family only discovered that Connor has a Duchene Muscular Dystrophy (DMD) in March 2013. DMD is a very rare muscle wasting disease that will rapidly affect every muscle in his body including his heart. DMD is caused by a defect occurring in his gene and in Connor’s case this was spontaneous and could happen to anybody. Summer Pudding

RECIPE

This quintessentially British pud, packed with juicy summer berries, is so much easier than it looks, perfect for beginners…

Ingredients 300g strawberries 250g blackberries 100g redcurrants 500g raspberries OR 1¼kg/2lb 12oz mixed berries and currants of your choice 175g golden caster sugar 7 slices day-old white bread, from a square, medium-cut loaf Prep: 20 mins Cook: 10 mins plus chilling Skill level: easy Serves 8

Method

Bring out the juices: Wash fruit and gently dry on kitchen paper - keep strawberries separate. Put sugar and 3 tbsp water into a large pan. Gently heat until sugar dissolves; stir a few times. Bring to a boil for 1 min, then tip in the fruit (not strawberries). Cook for 3 mins over a low heat, stirring 2-3 times. The fruit will be softened, mostly intact and surrounded by dark red juice. Put a sieve over a bowl and tip in the fruit and juice. Prepare the bread: Line the 1.25-litre basin with cling film as this will help you to turn out the pudding. overlap two pieces in the middle of the bowl as it’s easier than trying to get one sheet to stick to all of the curves. Let the edges overhang by about 15cm. Cut the crusts off the bread. Cut 4 pieces of bread in half, a little on an angle, to give 2 lopsided rectangles per piece. Cut 2 slices into 4 triangles each and leave the final piece whole. Build the pud: Dip the whole piece of bread into the juice for a few secs just to coat. Push this into the bottom of the basin. Now dip the wonky rectangular pieces one at a time and press around the basin’s sides so that they fit together neatly, alternately placing wide and narrow ends up. If you can’t quite fit the last piece of bread in it doesn’t matter, just trim into a triangle, dip in juice and slot in. Now spoon in the softened fruit, adding the strawberries here and there as you go. Let flavours mingle then serve: Dip the bread triangles in juice and place on top; trim off overhang with scissors. Keep leftover juice for later. Bring cling film up and loosely seal. Put a side plate on top and weight down with cans. Chill for 6 hrs or overnight. To serve, open out cling film then put a serving plate upside-down on top and flip over. Serve with leftover juice, any extra berries and cream.
