Parish Brief
This Brief will live up to its name and be indeed, brief. Due to the summer break, there have only been two parish council meetings since June. Medway Council’s Head of Planning came to the last meeting and answered questions about the planning process, which has changed in the last few years. We would like to thank him for spending an evening of his own time to clarify certain matters. A planting scheme to enhance Wainscott Fields was discussed and approved. It involves the planting of flowering trees in addition to the limes already establishing themselves, which will provide shade in the future. There will also be a “tapestry” hedge of mixed species giving colour throughout the year round the knee rail. If you want to see what this type of hedge will look like, just visit the green at Lower Upnor. The scheme will be paid for in part by a grant, which will be match-funded by the Parish Council. We are aware of complaints about litter on Wainscott Fields. We would like to thank Jenny Dunster and her band of helpers for litter picking one weekend. The area is letter picked fortnightly by our contractor, at the same time he litter picks the Recreation Ground and fortnightly has always been sufficient. However the litter £30 per treatment session

bins on the Rec are emptied regularly by Medway Council’s greenspaces contractors, which is the difference. A combined litter/ dog bin will be put near the entrance on Hoo Road by Highways but they are unable to do the same by the entrances on Chancel Drive until the road has been adopted. Meantime you can’t imagine how difficult it is becoming to get a contractor to empty bins twice a week. We can’t even use a volunteer should anyone come forward as a waste carrier licence is required. As soon as we’ve resolved the situation, we’ll install the bins. But whether bins or not; whether the Rec, Wainscott Fields or Lower Upnor green; whether any other open space, it will always be preferable for people to collect their rubbish together and to take it home. As you probably read in the papers, the proposed Lodge Hill development in Chattenden received planning consent. It is now with Secretary of State Eric Pickles for the final decision. If it goes ahead, the conditions include improvements to the Four Elms, Sans Pareil and Anthony’s Way roundabouts, not to mention their connecting roads, so inevitably some road disruption will occur in the parish. Scouting Group had a Splashing Day! Did you know about the 27th Medway All Saints Scout Group? Last weekend, they celebrated their 90th anniversary as a scouting group. After the church parade, they enjoyed a BBQ, followed by games in the afternoon.
My grandson, who has been part of the Beaver Group for almost a year now, thoroughly enjoyed himself. Besides the BBQ, his most memorable activity for the day was getting soaked and soaking others, including parents and scout leaders with water balloons. The 27th Medway are based at Church Green, Frindsbury, offering a place for young boys and girls from the ages of 6 right up to 18. They work with young people offering a varied and fun programme encompassing many aspects including community, environmental, faith and global elements. With a heavy emphasis on the active outdoors, they are a busy group in the Parish Councillor Gary Etheridge with his grandson William
Medway District welcoming young people of all denominations and backgrounds.
The 27th All Saints Scout Group has two Beaver colonies, Luke and Matthew. The Colonies meet on a Tuesday and Thursday evening and cater for youngsters from the ages of 6 to 8 years. Both groups give a fun introduction to scouting and are a great way to enter our scout family. They have two Cub Packs Jaguar and Panther. Welcoming all youngsters between the ages of 8 to 10 years, the packs meet on Monday or Wednesday evening. Cubs continues to encourage an active outdoor life introducing new experiences which enable the youngsters to grow in knowledge and self confidence. Their Scout Troop meets on Friday evenings offering a varied and exciting programme to 10 to 14 year olds. Football, Canoeing, Critical Thinking, Hiking, camping and many other challenges are all a part of scouting life. The Explorer unit also meets on Fridays, 14 to 18 year olds enjoying each others’ company and to attack the demands such things as the Duke of Edinburgh challenge. Inheritance Tax: the need for advice Many sections of the media have reported the Government has doubled the Inheritance Tax (IHT) threshold for married couples by increasing the limit. However, the reality is somewhat different.
What the Government has done is make it possible for spouses and registered civil partners to transfer their unused nil-rate band, currently £325,000, to the surviving spouse or civil partner. This means for some couples, but by no means all, it will now be better not to use the nil rate band on first death, as two nil rate bands (currently £650,000) will be available at the second death. The important thing is to make sure, perfectly legally, that as much of your estate as possible stays out of the taxman’s grasp – and that can be done by seeking specialist, professional advice and careful planning.
Careful IHT planning is all about passing as much of the proceeds of an estate as possible to chosen beneficiaries rather than HMRC. It is also about maintaining flexibility and control over any arrangements that are made.
There was a time when IHT was solely the concern of the very wealthy. Those days have gone. Soaring property prices in the last decade have brought the issue of IHT to the forefront for thousands more people in the UK. IHT is a time bomb that affects a rapidly growing number of people most of whom
would prefer their hard-earned assets to pass to their families rather than the Chancellor when they die. Yet a large proportion of their wealth or estate, including the family home, investments, insurance policies not in trust or even family heirlooms, might have to be sold in order to meet the IHT liability on death if proper steps have not been taken to protect their wealth. So what could you do about IHT? There are three principal courses of action:
1 Draw up a Will and ensure it is written and planned correctly to save the maximum amount of tax.
2 Transfer assets through the prudent use of lifetime gifts.
3 Create an IHT efficient fund to enable beneficiaries of an estate to meet the tax liability without disturbing family wealth. With careful planning and an effective Will, you can help save IHT by making the most of the various tax reliefs and other strategies available. You can’t take it with you, but you can at least make sure the Chancellor does not take a greater share of your family’s wealth than he has to.

Car tax disc replaced The traditional paper car tax disc has been replaced by an electronic system this October, and drivers are being urged to understand the rules.
The tax disc, which was first introduced in 1921, will cease to exist in paper form from October 1, with a new electronic system being put in its place. Under new rules announced in the Autumn Statement last year, motorists will now have to register their car online to pay Vehicle Excise Duty, otherwise known as road tax. This can be done via Direct Debit on the Driver and Vehicle Licensing Agency (DVLA) website or at a Post Office branch. Those who don’t register for the tax, will be caught out by number plate recognition cameras which track each vehicle on the road. While the move aims to streamline services and, it is claimed, save British businesses millions of pounds a year in administrative costs, motorists are being warned to brush up on the new rules or face possible fines. The change mostly affects those buying or selling a used car. Anyone who buys a used car will no longer

benefit if there are months left on the tax disc, as the vehicle tax will no longer be transferred with the car. This means buyers will have to renew their tax disc straight away, or risk being caught out on the road in an untaxed car. The seller of the vehicle is responsible for informing the DVLA of a change of ownership, otherwise they could face a possible £1,000 fine. This can be done by filling out a V5C form and sending it to the DVLA. Vehicle sellers will get an automatic refund for any full calendar months left on the vehicle tax. Paul Watters, head of roads policy at the AA, said: “This is a huge change and vehicle owners and drivers need to be aware of the rules. A driver, not registered owner, can be issued a non-endorsable fixed penalty for driving an untaxed car. An owner can be fined £80 for using an untaxed vehicle (one not registered off the road) and can be charged any back tax.” Mr Watters said it was important all vehicle owners and motorists did their utmost to establish whether their vehicle was taxed or SORN’d (declared off the road) before driving the car.

To drive or keep a vehicle on the road you will still need to get vehicle tax and DVLA will still send you a renewal reminder when your vehicle tax is due to expire. This applies to all types of vehicles including those that are exempt from payment of vehicle tax.
Buying a vehicle
From 1 October, when you buy a vehicle, the vehicle tax will no longer be transferred with the vehicle. You will need to get new vehicle tax before you can use the vehicle. You can tax the vehicle using the New Keeper Supplement (V5C/2) part of the vehicle registration certificate (V5C) online or by using our automated phone service 24 hours a day, 7 days a week. Alternatively, you may wish to visit a Post Office® branch.

Checking a vehicle’s tax status
You can check the tax status of any vehicle online. A survey published recently found fewer than half of drivers are aware of the changes, which prevent the discs being passed to new owners when cars are sold. Nearly three million used cars change hands each year and drivers who inadvertently flout the new rules face fines of up to £1,000. So be aware, when buying a new car, you will no longer be able to benefit if there are months left on a car’s tax disc as their tax will no longer be transferred with the car, so buyers will need to renew their disc straightaway or risk facing a fine. Drivers of borrowed or rented vehicles which are untaxed face £50 fines.

The parish church of Frindsbury is one of the oldest Anglican churches, having first been established 900 years ago. The church is set on top of a cliff and overlooks the River Medway, Rochester castle and cathedral. The Parish of Frindsbury has 3 church buildings in Church Green Frindsbury, Upnor and Chattenden. We currently are awaiting a new vicar, but have a pioneer curate Sue Vallente-Kerr who works with us, as well as across the other churches in Strood, working on community engagement and mission.
As well as offering you, our community, the usual church services we also run toddler groups in Frindsbury (Tuesdays 1.15-2.45pm) and Upnor (Wednesdays 10-11.30am), a Kidschurch in Chattenden (Saturday 10-11.30am) and a Drop In cafĂŠ in Frindsbury Parish Hall (Wednesday 10.30am-12pm).
We have also just started a new experience for families called Sundays@4 where we aim to enagage with people of all ages together in craft, music and food; this is also based in Chattenden church. As the Church of England we are here to help and serve you - our parish. Do get in touch or pop along and see us sometime.

Step and Learn is a charity dedicated to assisting the physical and educational needs of children with cerebral palsy and other motor disorders. Their aim is to view the child holistically, educating and motivating the child through play, to become active participants in their lives throughout their day. Conductive Education is not a treatment or therapy, but a way of life. They teach the children how to control their physical movements, believing in the theory that motor disabled children learn in the same way as their peers. Step and Learn promotes a setting that is fun, active, stimulating and diverse. All children are engaged in activities which aim to bring out their full potential. They acknowledge their likes and dislikes and encourage them by whatever means to express their opinions, which are then valued and explored by the practitioners. Parental involvement is considered crucial to the child’s learning and development, therefore participation within the programme offered requires a commitment from the whole family. Step and Learn promotes the importance of transferring skills learnt within the sessions to be used within the home and school environment. To support this transition staff are willing to visit the child’s home and school setting to offer support, guidance and continuity of care. Because Step & Learn is a charity and does not charge for its services, it raises funds by hosting various events throughout the year. If you wish to support this worthwhile charity, I can fully recommend two future events to you.

Parish Council 1894 A meeting was held on 4th December 1894 at the “Board School” in Wainscott to consider setting up a Parish Council for Frindsbury Extra Parish “FEPC”. The meeting was attended by 19 “gentlemen”.
The first actual meeting of the Parish Council was held on 13th December 1894 at the Boards School in Wainscott. Mr. Frederick Baker was elected Chairman. The Clerk’s annual salary was £10. Meetings were held on a monthly basis. There were initially 11 members on the Council (all male!). On On 9th March 1895, Mr Thomas Roberts was elected as Chairman. The annual precept for that year was £84.10s 0d, most of which was expended on gas lighting within the Parish. On 22nd April 1898, Cllr. Frederick Baker was elected Chairman of the 11 member Parish Council. On 19th April 1901, the Rev. W.H. Jackson was elected Chairman. The annual precept for that year was £120. On 30th June 1905, Cllr. Frederick Baker was re-elected as Chairman of the 11 member Parish Council. The annual precept for that year was £120. Cllr.

Frederick Baker was re-elected as Chairman on 23rd February 1906. It was reported that the Rev. W.H.Jackson had died on 11th June 1906 after being Chairman for 4 years. On 25th August 1905, Cllr. Frederick Baker was re-elected as Chairman . In December 1905, a special meeting was held regarding a proposed new 450 pupil Chattenden School. This was opposed due to the cost that would be levied on FEPC. Instead, FEPC suggested that enlarging Wainscott Primary School up to 490 places (mainly for the children within FEPC). At a meeting on 28th December 1906, it was agreed that the parishes of Cliffe, Frindsbury Extra and Halling should all be represented on Strood Rural District Council. On 4th March 1907, there were 13 nominations for 11 places on FEPC. The successful candidates were the 11 nominations with the highest number of votes. A lighting rate of 3/4d on housing properties, factories and buildings was levied on ratepayers, and 1/4d on land. In April 1907, the annual precept for FEPC had risen to £80. In June 1907, the following matters were discussed: a letter from KCC regarding increased representation on Strood Rural

District Council. However, KCC advised there were insufficient grounds for this. The riding of cycles on Public Footpaths, and the deficiency of land for allotments at Wainscott was also discussed. In July of that year, Kent Education Committee (KEC) proposed a new school at Chattenden for 200 pupils. In August, the Local Education Authority suggested a 150 pupil school at Chattenden. However, this was increased to 200 following the influx of Admiralty families at Chattenden. In September 1907, a deputation went to KCC regarding the proposed increase from 150 pupils at the Chattenden school. Repairs to public footpaths in Chattenden were undertaken, the 2 employees being paid at 5d per hour! In December 1907 there was a dispute over the measurement of allotment land. On 15th April 1908, Cllr. Frederick Baker was re-elected as Chairman of FEPC. The general precept for the year was ÂŁ30, and at the Annual Assembly the sum of ÂŁ80 was agreed for the year for lighting (still gas lamps). In February 1910, a letter was sent to Mr. A.E. Whitebread from the War Department that by Michaelmas next his land had to be reduced to less than 100 acres, and to quit Islingham Farm. No land was available for allotments. In November 1913, Cllr. Richard A. Lesh was elected Chairman. In December 1914 a letter was received from Lord Harris (Vice Lieutenant of the County) with instructions regarding the formation of Corps preparations in case of attempted enemy landings, and warnings regarding potential bombardment. This was noted by the Parish Council.

Wainscott School recently saw the completion of a new building. The school has grown; it now has a thriving Nursery unit, but still maintains its warm village feel. Air Ambulance appeals for A life-saving charity providing a Helicopter Emergency Medical Service (HEMS) in the south East is appealing for more volunteers in Kent, Surrey and Sussex.
Head of Volunteer Resource Amy Hamer said: “As a charity, we cover a region in excess of 3,500 square miles with a population of 4.5 million people.
Members of the public can help out in a number of ways including placing and emptying collection boxes, selling merchandise at fundraising events and representing the charity at cheque presentations.
“Volunteers are the lifeblood of the organisation and absolutely vital to our operation in terms of raising funds and awareness.
They can also help raise awareness of the service as public speakers by giving talks to local groups, clubs, schools, societies and other organisations. Other roles at Kent, Surrey & Sussex Air Ambulance include store and street collectors, drivers and couriers, and office administration.
