FINANCE

Individual Savings Account (ISA) A tax efficient way to save Chancellor George Osborne sprung a welcome surprise on investors and savers in his Budget in March 2014, with the most far-reaching changes to the tax-free Individual Savings Accounts (ISA) since its launch in 1999. The ISA annual allowance was raised to £15,000 and the previous restrictions on cash holdings within the tax-free wrapper were lifted. The ISA allowance for the 2015/16 tax year is £15,240. The old limit on the amount of cash that could be deposited in an ISA each year – which in April 2014 was £5,940 – was scrapped, and the whole allowance now applies to both cash and stocks and shares holdings. Essentially, ISA savings can now be held in any combination of stocks and shares or cash that an individual wishes, offering choice and flexibility to build a portfolio and to reflect people’s differing, and changing, appetites for risk. Individuals are still only able to pay into a maximum of one Cash ISA and one Stocks & Shares ISA each tax year.

The fundamental benefits of the ISA as a vehicle to create future wealth received a long-overdue boost from the changes. Rightly, the government believes the rise in the allowance and its decision to scrap the cash limits will make the system neater and less confusing. However, as Britain’s long-suffering savers are all too aware, cash deposits have offered dire returns over the five years that the Bank of England has held the base rate at 0.5%. Furthermore, the present level of returns on the majority of

cash savings is not sufficient to protect their value from inflation. However, the new flexibility to hold cash has effectively re-fitted the Stocks & Shares ISA into an even more versatile investment vehicle, providing individuals with a safer haven to ease concerns about short-term market volatility. Certainly, the previous restriction on the ability to shift money out of investments and into cash was a disincentive to lock into the potentially higher long-term returns offered by the stocks and shares element of ISAs. But savers who shied away from Stocks & Shares ISAs can now take advantage of exposure to stock market returns, and the potential to maximise the long-term benefits of the allowance by utilising all of the tax reliefs on offer, in the knowledge they have the freedom to transfer at any point. Remember that the favourable tax treatment given to ISAs is subject to changes in legislation and may not be maintained in future.

COUNCIL

Thank You On behalf of myself and my two colleagues standing in the recent local elections last May, I am writing to thank residents for the tremendous support we received. Gaining a massive percentage of the votes cast, we have a solid working majority on Medway Council to implement the exciting and ambitious programme we have planned for the next four years. This includes continuing the downward pressure of the costs of the council by reducing waste, bureaucracy and inefficient practices, improving services and delivering increasing value for money. This will enable the Conservative run council to keep council tax increases below inflation and to invest in delivering first class facilities that you, our residents, tell us you want to see your council deliver. You now have three fantastic representatives that will fight for services and financial support for your area and we believe that it is to the advantage of local people to have representatives who will work with the ruling party to ensure that their views are given full consideration and positive representation! We are delighted with the result and are already making plans! As we said before

the elections we want to work with you and for you.

We would like to thank all of the people involved in the election process, the counters, tellers, candidates and anybody else who gave their time (and shoe leather!) The next four years should prove to be exiting as we have so many new faces and fresh ideas, coupled with energy and enthusiasm! As always, if anybody has any local issues or questions you can contact us directly, either by phone or email.

The Conservative run council is ambitious and is determined to deliver on our promises. We are a council for all our residents and we look forward to a busy four years. Thank you for giving us this opportunity. Gary Etheridge

NEWS

Wainscott School In March of this year, as a local Parish Councillor I received an email requesting help. It related to an ongoing serious parking/access problems at Wainscott School. It referred to the new access road to the school, which is not wide enough for parents to drive down to drop off their children, especially if cars are parked down one side. The road then becomes only narrow enough to take cars going in OR out. Outside of the school it was just as bad in that it was reported that some parents did not ‘drop off’ their children, but abandoned their cars to accompany their child onto the school site. It was chaos, dangerous to drivers and children dodging in and out of parked cars. In addition local residents were telephoning the school to complain that parents are blocking their drives, with drivers speeding up and down Wainscott Road, unaware of the school entrance.

12

I visited on a number of occasions both in the morning and evening to see the problems for myself, whilst also contacting the local PCSO for support, whilst talking to both staff and parents on how to improve the situation. Now six months later I am pleased to be able to report that the road layout has been significantly improved, with a new pavement, double yellow lines and speed warning signs.

I recently visited the site once again with fellow councillor John Willams, to view the work being carried out and to also lend a hand in helping keeping the site clean and tidy. We took the opportunity to talk to the contractor in charge of the site to reviewing progress and were very pleased by both the quality of the work and what had already been completed. Footpath Warden On Thursday 24th September at the Parish Council Meeting, we bid farewell to out Footpath Warden, Wendy Williams.

Wendy has been recognised for volunteering her services ‘officially’ to the Parish Council for over 10 years, but had been carrying out this task for a number of years before coming to the attention of the Parish Council. Wendy received a letter from the Head of Highways at Medway Council, praising her for her commitment. She was presented with a small gift and some flowers by the Parish Council Chairman, David Coomber, who also took the opportunity to welcome and introduce her replacement Robert Taylor.

Frindsbury Barn The great barn at Frindsbury was built in about 1403 and at 210 feet long was one of the longest in England. It had 13 full bays, but unfortunately 4 of these were destroyed in a great fire in 2005.

I have visited the barn a couple of times and now the restoration has begun, I look forward to seeing its completion. It was in the ownership of the Church Commissioners, but has now been bought by a consortium of local business men who plan to restore it and make it the centre of a community heritage area.

This year a special Heritage Skills event was hosted, where visitors were able to see live demonstrations of the ancient timber craft skills that will be used to repair the barn. These included axe hewing, timber cleaving, cross cut sawing & peg making, the first time that such work took place at this barn for hundreds of years. Your local councillors, Gary Etheridge & John Williams were delighted to attend and to take part, although our woodworking skills were questioned.

Whilst talking to the organizers, we received an update of current achievements and plans, along with long term aspirations. We, along with many hundreds of visitors over the weekend, came away impressed and enthralled with the work being carried out. Gary Etheridge

All Saints Church, Frindsbury

with Upnor and Chattenden

The parish church of Frindsbury is one of the oldest Anglican churches, having first been established 900 years ago. The church is set on top of a cliff and overlooks the River Medway, Rochester castle and cathedral. The Parish of Frindsbury has 3 church buildings in Church Green Frindsbury, Upnor and Chattenden. We currently are awaiting a new vicar, but have a pioneer curate Sue Vallente-Kerr who works with us, as well as across the other churches in Strood, working on community engagement and mission.

As well as offering you, our community, the usual church services we also run toddler groups in Frindsbury (Tuesdays 1.15-2.45pm) and Upnor (Wednesdays 10-11.30am), a Kidschurch in Chattenden (Saturday 10-11.30am) and a Drop In cafĂŠ in Frindsbury Parish Hall (Wednesday 10.30am-12pm).

We have also just started a new experience for families called Sundays@4 where we aim to enagage with people of all ages together in craft, music and food; this is also based in Chattenden church. As the Church of England we are here to help and serve you - our parish. Do get in touch or pop along and see us sometime.

Our usual pattern of Sunday worship is as follows: All Saints 8.00am 10.30am

All Sundays 1st, 3rd, 5th Sunday 4th Sunday
