HellinglyHighlights From the Editor’s Desk WELCOME TO THIS enhanced edition of Hellingly Highlights. The council decided, in view of the current and future housing development in the area, bringing an ever-increasing population, that a publication larger than our previous Newsletter would allow us to involve more parishioners and to be more informative. At the same time we did not wish to incur large expenditure, so the inclusion of advertisements and the use of an external publisher was the solution chosen. Although there is no compulsion to purchase goods and services from the advertisers, it would be helpful if anyone doing so told them where they saw the ad! The expanded size of the magazine gives increased opportunities for editorial content. As Editor I do not propose to become an author and so I am looking for input from parishioners. That input
could take the form of an article about an organisation active in the Parish, or notice of forthcoming events for example. There can be a letters to the Editor section where parishioners can raise ‘burning’ issues – as long as they understand that the Editor has no executive power beyond ensuring that the content is within the legal rules. And Pictures! We need any photos you’ve taken which relate specifically to the Parish of Hellingly. The increased number of pages will look a lot more interesting with appropriate illustrations so send me (by e-mail) any suitable pics. This first edition of the larger size is just the start and since it’s your magazine the quality of the content is very much up to you. So I hope you enjoy it and do let me know what you think. Welcome to…
the new look Hellingly Highlights WHEN I FIRST moved to Hellingly in 1979 I was moving to a small rural Parish on the outskirts of the equally small market town of Hailsham. The combined population of both was just over 14,000 and the two settlements were separated by open fields in agricultural production. The Cuckoo line (so called because of its scenic beauty) providing a direct rail link between Tunbridge Wells and Eastbourne had been closed and the track bed lay deserted and unused with many of the former station buildings having been sold off. The former psychiatric hospital, although being run down, was still functioning. There were still upwards of twenty working farms in the Parish providing employment and managing the countryside and supporting a range of agriculturally related businesses. But things were already changing. The town of Hailsham was expanding. Small local shops were being replaced by the developments of Vicarage Fields and the Quintins. Businesses such as the hardware shop, the clothing retailers, the butchers, bakers, greengrocers and shoe shops many of which were family owned businesses that had traded in the town for generations were closing and giving way to the larger stores. The hospital was destined to close and farming practices were changing resulting in fewer working farms. Gradually piece by
piece small parcels of land were being taken for development. First by infilling then by fringe developments and then by major developments such as the Gleneagles Estate. Inevitably the growth of Hailsham began to impact on the more rural Parish of Hellingly. In 1990 the boundary between the two Parishes was changed and a large part of the developed Hellingly Parish (the area north of Hempstead Lane, and west of London Road, comprising the whole of the Anglesey Avenue Estate and including approximately three quarters of the then population of Hellingly Parish) became part of Hailsham. And so it continues with the development of 400 new homes at Roebuck Park on the site of the former Hellingly Hospital and now, more recently, the grant of outline planning consent for a further 700 new properties on the land between the A271 and New Road and Station Road. From the just over 550 properties that remained in the Parish following the boundary review in 1990 the Parish will grow to over 1700 properties by 2020, a trebling in size in less than 30 years! Whilst Hailsham, already now the largest inland town in East Sussex, will have grown to a population of some 25,000. The challenge to the Parish is to successfully integrate new comers within

the Parish and to build a thriving and vibrant community where people will wish to live and work without if possible losing much of the rural charm that first attracted people to the Parish. In addition to new residents new developments bring with them new and better facilities. In the case of Hellingly, a new community centre, a country park, a new cricket field and state of the art sports pavilion, a new primary school, new child and adult play space, new allotments, and integrated within the housing, new recreational space. As a Parish it will be our responsibility to see how best we use the new and expanded facilities for the benefit of all residents of all ages. I hope that through this expanded Parish Magazine we can provide an opportunity to better inform you of usthe on:Parish and better happenings Call within provide you with the opportunities to
become more involved. There will be space for local clubs and societies to promote their activities, for the churches and others to publicise their events, for local businesses to inform you of the services and goods that they can provide and for the Parish Council to keep you updated on developments within the Parish. I hope also that you will wish to contribute your ideas as to improvements to be made by sending these to the Editor for inclusion in subsequent editions. As a Parish we have yet to embrace fully the social media of Facebook and Twitter. Until we do the Parish Magazine will continue to be an important means of communication with you, the Parishioners. Chapel Plaques
Hellingly Community Park Trust
THERE WERE TWO plaques on the wall of the Hellingly hospital chapel, commemorating the men who died in both world wars. Sometime prior to 1990 the chapel was no longer in use and many of the furnishings, ie pews, lights etc were sent to new homes. The two wall plaques have disappeared and no-one can remember what happened to them, although we are pretty sure they did not go with the pews. Did someone store them in a place of safety and over the years, with a change of personnel, their whereabouts has been forgotten? All that is left is a list of the names. If you have any idea where the plaques are, please contact me. Five of the names from WWI are on the Hellingly War Memorial, three were from Hailsham, and one each from Polegate and London. All three of the men from WWII gave London addresses so were not local. At least these men are remembered even if the plaques have disappeared. With 2014 being 100 years since the end of WW1 it would be great if they could be traced. At that time the hospital ran as an almost separate town and was not integrated into the local parish, but many of the staff were from local families. We have been working for something like 10/12 years on obtaining the Community Park and its plans. This area is a public open-space and available to anyone to use and not just the residents of the new estate at Roebuck Park. We have now had over 12 months since the first part of the Park has been opened to the public, and we have been very impressed with the quality of the children’s play equipment. Unfortunately, over this period we have been dogged with a fair amount of vandalism and graffiti, although this does seem to have tailed off lately. Access to the play areas is through a very attractive piece of open parkland. By the time you read this newsletter the first area will most likely have been handed over to Hellingly Parish Council. The next tranche is due to be handed over in 2014. An extremely attractive pond has been completed adjacent to the

existing pond and extensive planting has taken place. The purpose of this pond is to deal with excess run-off in times of heavy rain, but it is an attractive proposition in its own right. We hope that in the future fishing will take place. The developer has installed some very attractive benches made from local “logs”. We were instrumental in the siting of these and found the perfect spot between the two ponds for one which had sets facing in two directions. We hope that in 2014 the cricket pitch and pavilion will be completed and also the allotments and a BMX track. Construction this year has lagged behind schedule for various reasons. At the moment parking for the Park is a problem, but we are hoping that when the new community hall is built this will ease off. Gill Hesselgrave Chairman

We are a friendly, lighthearted group of ladies who enjoy ourselves with various activities and entertainment with much fun and laughter and many a joke told. Recreation Grounds The Parish Council runs two recreation Grounds and a Country Park. The Lower Dicker recreation ground includes a children’s play area and is the home to Hellingly Lions Cycle speedway club. The Lower Horsebridge Recreation ground has a children’s play area which has been completely refurbished, and has facilities for bowls, rugby and cricket. The Council will shortly own the Hellingly Country Park, a public open space on the former Hellingly Hospital site. When complete the site will include children’s play facilities, as well as a sports pitch and pavilion. There will also be several lakes and woodland walks. The Council also owns Peake Gardens, a piece of land on the A271 in Horsebridge, now maintained and used by Hellingly Scouts.

Roebuck Park Residents’ Association Invitation to residents Some two and a half years ago a Residents Association (Roebuck Park Residents Association) was formed and did some very good work, particularly with Persimmon Homes, the Hellingly Parish Council, the Parks Trust and Orbit which resulted in making some great improvements in Roebuck Park. However, this Association voted to disband itself a few months ago. This left a gap and it was felt that there was not only a need for a new Residents’ Association to form, but also one that changed its focus primarily to the social and environmental aspects of living in Roebuck Park. This change in focus is particularly relevant with the construction of a beautiful new Community Hall and the progressive opening of the Hellingly Country Park with its play areas, basketball court, cricket ground and recreation ponds in the coming months. a new Residents’ Association and a Steering Committee of some members of the old RPRA Committee and new residents drafted a new Constitution and called a Special General Meeting of Roebuck Park residents in the Hellingly Village Hall. Despite the relatively short notice for the meeting, it was well attended and every proposal put to the meeting was overwhelmingly passed by the residents; its new name adopted (Residents’ Association of Roebuck Park), its Constitution approved and Office Bearers elected. The Residents’ Association of Roebuck Park (RA) has amongst its objectives to: • safeguard and promote the social and environmental interests of the residents within the area of Roebuck Park, Hellingly, and its integration with the wider community • Regularly consult and inform all members and represent majority views • Liaise with the developers (while relevant), the Village Management

Cuckmere Flood Forum THE CUCKMERE FLOOD Forum meets twice a year with representatives from the parishes which border the river and various agencies, i.e The Environment Agency, Wealden DC, Southern Water etc. After the heavy rainfall at the beginning of November we circulated all the parishes for reports of flooding. As far as we are aware there were no houses affected this time. A few roads were closed, notably Mill Lane, Hellingly and at Michelham Priory. Many fields in the flood plain were under water, as they are designed to be. However, it was generally felt that apart from places where the water-logged ground slowed down the receding water, it mostly retreated very quickly. This shows that in this instance the mouth of the river was clear and it was easy to get away. There was a comment that some roads were retaining too much water and inhibiting the movement of vehicles, which may

have been due to blocked gulleys. At this time of year there is an enormous amount of leaves falling. Another point of interest at the moment is the Internal Drainage Board. In our catchment the Environment Agency were in charge of this, but owing to some new legislation they are no longer able to undertake this task. There are three options for the future - do nothing - rely on the riparian owners to maintain the water courses, or by far the most favoured option to set up a new board with representatives from the district and parish councils and riparian owners. The Drainage Board doesn’t have responsibility for the main river, only small ones and, in fact, we don’t actually have one in Hellingly. The revenue has been raised from the district council and riparian owners who have land lying below a certain contour line. At the moment there are consultations in progress on the way forward.
