Hellingly Community Park TR We are still awaiting the official hand over of the first part of the completed Park, including the children’s play areas, to the Parish Council. Work is at last in progress on the cricket pitch and this should be finished by the end of July. It is scheduled to be played on next season - 2015. After Hellingly CC decided they were no longer interested, the Parish Council entered into negotiations with Hailsham CC, who are intending to take the pitch. Like Hellingly they run four teams and have to hire a second pitch each week. Part of the negotiations has been that they will provide facilities to involve local people and children within the club. It has always been seen that the pitch should

be an asset for the community. Work will start on the pavilion shortly and this should be finished by Aug/Sept. We will be sending out a Newsletter to our members shortly but keep hoping that the ownership has been transferred. Not strictly part of the Park, but the old buildings which were to be retained as 26 houses have now received planning permission to be demolished and 44 flats built. Demolition has already begun. The new Community Centre has received planning permission and this will have increased parking for the whole area including park users. This will be the last piece of the development to be undertaken. Gill Hesselgrave Chairman

Country Park Transformation Professional contractors have started work on the cricket field. An amazing piece of equipment was used to level the ground and tons of topsoil have been trucked in and spread across the field. We understand that they should be finished seeding and laying drainage by the end of July. Cricket is due to be played on this field in 2015. The cricket pavilion will also be completed in the next few months. Once this

is commissioned it will be a county standard facility that Hellingly can be very proud of. One thing that the public need to be aware of is that if you wish to visit the Park to take advantage of the facilities there will be no parking for visitors until the Community Hall is built which will be in 2 years time so it will be necessary to take a bus, take a bike or walk. There is a regular schedule to Roebuck Park.

Youth Engagement at Roebuck Park The Parish Council asked me to put together a piece of work around Youth Engagement at Roebuck Park. My initial approach involved compiling a young person friendly survey to ascertain the needs at Roebuck Park. I had a very positive response and reported my findings to the Parish Council. Generally they enjoyed living at Roebuck Park; they didn’t think there was enough to do and would engage in any activities if they were available in school holiday times. Overwhelmingly all the young people thought that there were individuals that spoilt the reputation of Roebuck Park. After my findings the Parish Council agreed to fund two pilot sessions of

activities in the May half term. In conjunction with Active Play we ran two, two hour sessions comprising of football, basketball, badminton and team games. We received a great deal of positive feedback both from parents and the young people themselves. I think that the structure and organisation promoted a sound basis for future activities. However, I do understand that some residents did have some reservations about the sessions. The Parish Council have agreed to fund some future sessions in the summer and I am currently putting together a schedule of activities on varying times and days to suit different age groups.

Hellingly Mothers’ Union Mothers’ Union is a Worldwide Christian Organisation concerned with the support of families of all kinds. Founded in 1876 we now have 4 million members in over 80 countries and our branch, of 54 members at Hellingly church are part of these numbers trying to support families in various ways in our local area and beyond. We meet in the church on the 2nd Tuesday of the month at 7.15 pm and despite the name Mothers’ Union we are part of the modern world and have male members as well as those who are not mothers or are single, divorced and of varying ages. In fact we are open to all who believe in the values of family life and the support of those who are struggling with it in any way. As well as our monthly meetings, which include many interesting speakers, we have a summer walk, a Christmas evening meal and sometimes a spring or summer outing and we hold an annual Spring Sale in the church as a fund raiser

for our branch projects and worldwide projects as we are a charity. We are involved with Marriage preparation in our church, which includes hosting a day event called “Loving for Life” and we are similarly involved with the families bringing their children for Baptism which includes putting on an “Advent Party” each year for them. Some of our members are trained as Parenting Support Facilitators and others are volunteers in our local MU family contact centre supporting family life at a very difficult time. We like to think we are a friendly and fun loving group and we would welcome anyone to any of our meetings. It is certainly not a closed shop and you do not have to be a member of the church to attend. My name is Jacky Clark and I am currently the branch leader. Herstmonceux Integrative Health Centre The NHS Health centre is gaining momentum, we are in the process of developing lots of ideas to create the Integrative health centre. Staff and the PPG (Patient Participation Group) have brought forward some innovative and creative ideas to build on our service. The PPG group have regular meetings at the surgery to discuss and suggest ideas for the practice; if you are interested in what the PPG do or would like to get involved please contact Ann Walker, the PPG Chair, on 01323 833342 or email anniewalker@btinternet.com. We now have a community board (not Monopoly!) in the lobby of the health centre for anyone who wants to advertise a community event etc. Please speak to one of our receptionist who will be happy to display it for you. Part of the board will also be dedicated to a community Freecycle scheme - if you have any unwanted items that you would like to pass on, from bunk beds to flower pots, you can put a card up and

wait for the call. Likewise if you would like an item you can put a card on the board “wanted: set of wooden drawers� and fingers crossed there will be a generous neighbour who will respond. The concept is incredibly successful and the online scheme has over 3 million members in England alone; the idea is to stop filling up the landfill with unwanted items: community recycling. We have had a very positive response to our NHS health checks - if you are aged between 40-74 our nurses now offer a comprehensive health check. A 30 minute appointment covering everything from lifestyle checks to cholesterol levels. Phone for an appointment on 01323 833535. As a result of patient feedback, we are asking that patients requesting results information please phone the health centre after 11am, freeing up the phone lines in the morning for patients to book appointments.

Progress in the Park One of the benefits from the development of the new housing at Roebuck Park is to be the delivery of the Hellingly Country Park and Community Centre. When finished the park will comprise 24 hectares, being the grounds of the former Hellingly Hospital, and will include child, youth, and adult recreational spaces, allotment gardens, a cricket pitch and pavilion, two lakes, an ecological area and new community hall. Two of the child play areas and the youth play space including, the ball court have already been completed and handed over and are providing much used facilities for youngsters. Inevitably there have been incidents of petty vandalism that are regrettable. But the irresponsible and selfish attitudes of the minority should not be allowed to spoil the pleasure that such facilities bring to the majority. Using the currently available facilities the Parish Council has trialled play sessions during the recent half term. Based upon the success of these it is

now intended to run similar events, three times a week during the summer holidays. These will be in addition to the events being provided by Albion in the Community and others. Details of times and events will be published shortly. It is hoped that this year will see the completion of the new cricket pavilion, on which a start has been made with the laying of the foundations. When complete the building will provide a base for other sporting activities and events in the park. The laying of the cricket pitch will be completed this year and should be playable early next year. The Council is in discussion with a local cricket club that has agreed to put on courses and training for youngsters and adults with the intention of involving as many as possible of local residents.

When this happens the Council will be organizing fishing in the lakes either directly or by passing the management to a fishing club on condition that local residents are given preferential access.

building work cannot be started until the housing development has been completed. In the meantime however detailed planning consent has been obtained and the Council is now in discussion with the developer over the build cost and the detailed finishes. Originally the building was designed to accommodate a residential development of 400 new homes and provided for a single hall of 160 sq m, two meeting rooms, and the usual offices (toilets and kitchen). However with the grant of planning consents for a further 700 new homes on the land between Roebuck Park and North Hailsham the opportunity was taken of asking the developers of the further housing to contribute towards the costs of an enlarged community hall in the park rather that building a further hall as part of their own developments. This was accepted and the original design has been enlarged to provide a multifunctional building capable of

a variety of uses with the possibility of various activities taking place simultaneously. It will house the Council office and provide a true community centre offering a range of activities for residents of all ages and aptitudes as well as being available for hire for social functions. I believe that the facilities of the Community Park will be something that the residents of Hellingly, both existing and new, can be justifiably proud of. They will be there for us all to use and enjoy. Their upkeep will be the responsibility of the Parish Council but it will be in the interest of all of us to see that they are properly used and not abused; that users are encouraged in their use to respect the right and enjoyment of other users by observing the bylaws, not causing avoidable damage, removing litter and controlling their dogs. The Tempest sails into Hellingly If you are a lover of Shakespeare or maybe even a lover of performing arts, then you should have headed down to Hellingly C.P. School where Year 6 Star Class really were the stars of the show! Last week, the one, the only star class performed ‘The Tempest’. Please note, that they are all amateurs however, they brought the glitz and glamour of the West End right into Hellingly. Betrayal, love and a sprinkle of laughter, played a major part throughout this theatrical extravaganza. Following a perplexing shipwreck leading them to a seemingly deserted island, Miranda and her father Prospero found themselves stranded, with very little hope of survival. Before their desperation and despair got the best of them, a streak of luck encouraged them to hold their heads up high again. That streak of luck was nothing but the relief that they weren’t on their own: there were other people on that secretive beach by the sea! Ariel, a graceful sprite played elegantly by Anta, worked as a slave for the callous and heartless Sycorax. This demon of

a witch had poor Ariel sealed in a pine tree for twelve years! However, help was at hand, because the wizardly Prospero freed her from that awful situation. Not only did he save her life but he used her to help him create a whirlwind…a tempest. Ariel wasn’t the only life source that they inhabited from the inhospitable surroundings since a loathsome, malodorous creature lived there and he went by the name Caliban. Caliban worked alongside Ariel but he could always be called the inattentive one! Without telling you all the secrets, I can warn you that throughout this superior performance, love was in the air. The enchanting, the elegant and the enticing Miranda had her eyes on Prince Ferdinand, a charming and charismatic dreamboat. Once again I tell you that star class aren’t quite West End performers; however, they put on a show that left everybody speechless! I am positive that if Shakespeare were alive today, he himself would have been proud to witness such a musical spectacular.

Residents’ Association of Roebuck Park The Parish Council needs to accurately reflect the views of the area, It helps that one of the Councillors from Roebuck Park is also a Committee Member of the Residents’ Association, but even here the Councillor can only reflect the views of the members of the Residents’ Association. In order for Roebuck Park to be fully represented on the Hellingly Parish Council, two things need to happen: • As many residents as possible need to be members of the Residents’ Association and ensure that their ideas and concerns are voiced to the RA, and • Hellingly Parish Council meets at 19h30 in the Village Hall on the second Wednesday of every month except August. At the beginning of each meeting members of the public are invited to raise questions or make a statement to the Council. Roebuck Park residents are very welcome to participate during this allocated time. As the Residents’ Association has very close ties to the Parish Council, clearly the more residents that are members of the Residents’ Association, the greater the influence we have. The Residents’ Association also has regular bi-monthly scheduled meetings with Persimmon Homes, the Management Company, Orbit and the Police. A great many of the ‘plus’ factors on the estate have been as a result of

these meetings. Hellingly Country Park and its playground facilities (and shortly a topclass cricket field, pavilion and ponds) is situated in the heart of our development but is a public facility: it belongs to the Council and is open to everyone. Bins are provided for both litter and dog waste: please ensure that everyone in your household makes use of these facilities. In order to achieve a resident friendly area we need your co-operation and by ‘your’ we mean all the Residents of Roebuck Park. If the general public see that we are not caring for the Park, we cannot expect them to make use of the litter and dog waste bins. Let us set an example and show that we take pride in our surroundings and that we expect the same from them. While on this subject, it has been very disturbing to see that, once again, our beautiful daffodils in the Park had their heads taken off and dumped in the older children’s playground. Picking wild daffodils is an offence and subject to a fine. Anti-social behaviour is the responsibility of everyone. ‘Anti-social behaviour is any aggressive, intimidating or destructive activity that damages or destroys another person’s quality of life.’ Anti-social behaviour is legally defined as someone acting ‘in a manner that caused, or was likely to cause, harassment, alarm or distress to one or more persons not of the same household as himself.’

If you witness any of this type of behaviour we ask you to report it by phoning 101 and our Neighbourhood Policing service will then take over. Call 999 if you feel a crime is being committed, such as: the damaging of property or you are threatened or feel in danger: Sussex Police will assess the risk and respond accordingly. Please do not keep this type of information to yourself as you could be putting yourself and other residents in jeopardy in the future. If you need any assistance in this regard please contact a Committee member. The Hellingly Parish Council will shortly be progressively taking over responsibility for the Country Park and may appoint a Park Ranger. Anyone allowing their dog to foul who fails to

clear up after their dog anywhere in the Wealden District is liable to a fine. Any Council official, PCSO or Police Officer has the authority to issue a Fixed Penalty Order with a fine of up to £75. Our development has been built for us all to enjoy so let’s not allow a very small inconsiderate minority to spoil it for the majority. You are invited to join our network of residents who are members of the Residents’ Association all of whom are linked by e-mail to ensure that they are a) kept up-to-date on everything of importance in Roebuck Park and the Hellingly Country Park, and b) have a means of quick communication with your Association and other members.
