HellinglyHighlights From the Editor’s desk Welcome to this latest edition of the Hellingly Highlights. I hope that you are all enjoying this lovely summer weather that has finally arrived. Since the last edition, we have held our Annual Parish Meeting, thank you to all of you who attended and helped to make it a success, I hope that you enjoyed the new format and found the displays from all the local organisations useful and informative. We are continuing to work on the transfer of responsibility for the Country Park to the Council. I am sure that all those of you who have taken the opportunity to visit the Park since it has been open will agree that it is a lovely facility to have on our doorstep. The Cricket Pavilion will not now be built until after the end of the Cricket Season. The temporary pavilion will therefore remain in place and the new one will be ready for next season.

We have had reports of some issues around the ponds in the Park, if you are fishing please make sure that you do not leave fishing line in the water, as this has caused serious injury to some of the birds. We have once again organised Active Play sessions for the school holidays, these will be held throughout August. Times and dates are advertised elsewhere in this edition. The Council have taken the decision to go ahead with the production of a Neighbourhood Plan, more detail can be found in a separate article. Once again a reminder to all the local organisations if you have any articles that you would like published please send them to us. All that remains is for me to say enjoy the rest of your summer. Neighbourhood Plan for Hellingly The Parish Council is to start the production process for a Neighbourhood Plan for Hellingly. A Hellingly Neighbourhood Plan is a community-led framework for guiding the future development, regeneration and conservation of an area. There is no constraint upon the extent of the area chosen. It can be the whole of a Parish or just part. It can even cover more than one Parish The Council decided some time ago that if the Council was to prepare a Plan then it should be for the whole of the Parish. The first step in the production is to submit the proposed neighbourhood area to Wealden District Council for designation Key to the success of the project is community involvement. To this end the Council will be setting up a Steering Group to work on the production of the Neighbourhood Plan. It is intended that this group will be made up of some Councillors, but the majority will be members of the public. If you are interested in being a member of the Steering Group then please contact, Suzanne Collins, Parish Clerk on either 01323 461390 or clerk@hellingly-pc.org.uk. It is also intended to hold groups for farmers, businesses, voluntary organisations and community and environmental interests. In addition we will hold public meetings and exhibitions We will ensure that as many of you as possible are involved at all stages throughout the process. The Plan is about your neighbourhood so it is important that you help us to develop a Plan that reflects the views of the whole community. It is likely that initial consultations from Wealden on the Neighbourhood Area will come out in September/October (although this is not confirmed) so please look out for these and make your views known both to Wealden and the Parish Council. Progress in the Country Park It is with a great sense of pride and satisfaction that this year the Parish Council has seen the fulfilment of many years of hard work and effort in the opening of the first phases of the Hellingly Country Park. When it operated as a general psychiatric hospital the hospital grounds provided a unique setting for the buildings and were remarked upon for their beauty and tranquillity. They provided a place of peace and of rest for the patients and for the very many visitors, a goodly proportion of whom came just to enjoy the grounds. It was thought appropriate therefore that when the hospital closed, and the site was allocated for residential development, effort should be made to preserve the grounds for the benefit of all. Between 2003 and now, successive Parish Councils and Parish Councillors fought long and hard to retain as much of the grounds as possible as public open space and it is as a direct consequence of the actions taken by them over many years that the Parkland that we are now seeing exists. It was they who negotiated the areas and the facilities; the cricket pitch and pavilion, the adult and child play spaces, the allotments, the two ponds and the walkways and in due course the new community building. All too aware of the growing excitement and curiosity amongst Parishioners and the sense

of frustration at the seemingly endless delay in the delivery of the Park, the Council took the decision to ask the developer to allow access to the major part of the Park earlier this year, before final completion of all of the works, but so that Parishioners could enjoy the benefits during this summer and not have to wait a further year. Inevitably this has resulted in the comments of some about the unfinished areas and the lack of “proper maintenance�. Yes there are areas that are unfinished. Yes there is more work to be done. Yes we have yet to have the cricket pavilion that the Council was assured would be available for the start of the present season. Yes we have yet to have the allotments. Yes we still have to complete the top surfacing of much of the pathways. Yes we still have to complete the tree works and landscaping in the lower part of the Park and yes we still have no access to the site of the new community building which will now be built by the Parish Council with funds provided in part by Persimmon and in part by the developers of the 700 new homes proposed on land south of Station Road and New Road. But against that look at what has been delivered. A country park the like of which you will not

find anywhere else in Wealden in public ownership! A place for people to relax and play. A place for all to enjoy. With the right of enjoyment also comes the responsibility to respect what has been delivered. It isn’t too much to expect people not to litter the park, not to damage or destroy the flora and fauna, to keep dogs on leads and to clear up dog dirt, not to take motorised vehicles into the Park and not to act in such a way as to prevent the enjoyment of the Park by others. The Council will be encouraging groups to become involved in looking after the Park; in organising litter picks, in reporting damage where this occurs and in taking “ownership” of what the Council believes to be a fantastic public facility.

Hellingly Community Park Trust We are pleased that progress has been made towards the completion of the Park. The cricket field looks really good and the comments after the first match on May 2nd endorsed this. Unfortunately, we were let down with the provision of the pavilion and in the end Persimmon have provided 5 porta cabins. Construction work will commence at the end of the cricket season. It is now possible to walk round the ponds – access is best in the evenings or weekends with parking in the NHS carpark just past the old chapel. The first wildlife have bred there with a pair of Canada geese hatching 5 goslings in May. We were relieved to see them because there was a report of a boy throwing stones at

the goose and then she wasn’t seen for a few days. In conjunction with Persimmon Homes the HCPT applied for an award from the Sussex Heritage Trust for restoring and improving the old landscape. Despite the day of the judging walk round being one of the wettest days for weeks, we are pleased to report that at the award ceremony on 9 July we received a Highly Commended Certificate. We are very pleased to have this recognition of all our work over so many years. We are now looking forward to further work to construct the allotments. Gill Hesselgrave Chairman

On 29th May, Wealden District Council granted planning permission for a large single-storey building with mezzanine totalling 3,300sqm fronting on to the A22 at the Swallow Business Park. Construction will start shortly and should be completed in time for the firm to move in next summer. It is hoped that this will encourage other similar firms to come to the Swallow Business Park which has been empty for several years. A further application for the development of the remainder of the estate is expected in due course. Vehicular access will be from the A22 and, following strong representations from the Parish Council, the new access road will also serve the existing Hackhurst Lane Industrial Estate. It is a condition of the planning permission that Hackhurst Lane shall be closed to industrial traffic prior to the occupation of the Vacgen factory. The development will bring employment, traffic and environmental benefits to the area and is supported by the Parish Council. Cllr. John Blake

Defibrillators Latest news on the two defibrillators for the Parish of Hellingly The Parish Council are pleased to announce that the 2 defibrillators are now installed, one at the Kings Head the other at the Village Hall. The Parish Council would like to thank Mr Weaver from the Kings Head for installing the boxes and arranging for Team Electrical to install the units. No training is necessary to operate the machines, full instructions are spoken to the operator whilst using the machines. 1st Hellingly Brownies have been busy fund raising for a bench over the past few months in memory of Maggie Phillips who was their Brown Owl. Maggie passed away in January 2014 after leading the unit for over 30 years. Maggie gave so many girls and adults opportunities to do exciting things and to travel with Girlguiding within Sussex East. The memory bench was placed next to the lakes in Hellingly Country Park on 25th June with the Brownies, Guides, Maggie’s Husband and close friends, along with Parish Councillors and the Clerk all enjoying a sunny evening in the Park. Thank you to all that have helped to raise the money for the bench and thank you to Darren Cornford for his skills in making and carving the bench. Road verges Road verges are one of the most important, best loved and frequently viewed habitats in the country…so why are they still being destroyed? A new Plantlife study shows that Britain’s road verges are home to 703 species of wild plants, more than in any other part of our landscape, and 87 of them are either threatened with extinction or heading that way. In addition, 88% of these wild plants provide nectar and pollen for bees and other insects, making road verges essential refuges for insect life; bird’s-foot trefoil alone is a food plant for 132 species of insect. In addition, 21 of the 25 Nation’s Favourite Wildflowers grow on road verges. From cowslips and bluebells in spring to swathes of cow parsley and ox-eye daisies in early

summer, our verges are home to most of the 25 favourite wild flowers as voted for by the public. And with 30 million drivers in the UK, they’re the most frequently viewed habitat too, providing many people with their only regular daily contact with nature. But in much of Britain road verges are still being needlessly cut down in full flower threatening the wildflowers and the wildlife that depend on them. Many councils have already started cutting verges - much too early in the year for flowers to be able to set seed, and greatly reducing one of the most important food banks for our ailing bees and other pollinators. Dr Trevor Dines, Plantlife’s Botanical Specialist, explains, “Over 97% of meadows have been destroyed in England since the 1930s. In many areas, rural road verges are the last remaining stretches of natural habitat for our wildlife. Road safety is the absolute priority, but we know that verges can be managed better for wildlife whilst remaining safe for motorists. This means adopting some simple changes to management – like a delay in cutting

Some councils are leading the way. Trials in Dorset, for example, are investigating how to combat the over-vigorous growth of grass on fertile verges (which is both detrimental to wildflowers and obscures driver sight-lines), by stripping turf, using semi-parasitic yellow rattle to stunt grass growth and even grazing verges with sheep. Plantlife is helping to showcase the work of councils like Dorset to show others that it can be done. Our guidelines are currently being applied to 11,700 km of verge covering 2,300 hectares of verges – that’s equivalent to 2.5 times the area of remaining upland hay meadow in the UK - and with the public’s support we can do even more.

Bee Scene! Bee Scene! Popular family-friendly survey of wild flowers re-launches this summer holiday thanks to Nature’s Path Plantlife’s hugely successful ‘Bee Scene’ survey has been rescued by family-owned cereal maker Nature’s Path, after its original funding had ended. Over 30,000 children have already taken part in the wild flower survey since its launch in 2010. Now thousands more will have the opportunity to explore the nature on their doorstep and learn about the wild flowers growing there. Families can discover whether their local area is good for bumblebees by looking for bee-friendly wild flowers such as foxgloves, dandelions and clovers in their local green spaces. The results are then uploaded onto a virtual meadow map of the UK. The survey raises awareness and understanding in children of the importance of biodiversity in their local area, starting them on a path to enjoying wild flowers and realising their importance as part of our natural heritage. It also helps them understand the importance of wild plants for our declining pollinators. 90% of teachers who did the survey reported

that ‘Bee scene’ had given them new learning about the natural environment and helped pupils understand that different wild plants are important for bees. Accentuate the positive! The Church is reinventing itself! The steady decline in numbers is said to mean that the Church as we know it will be non-existent by 2067. I am not content to let that happen so we are doing what we can. In September on Wednesday afternoons we shall be starting a ‘Music for Minis’ for children up to school age. We have already launched a Food Bank distribution in Hellingly church on Thursday mornings. We do these things because we see the need and the love of God compels us to act. We welcome other suggestions of needs that need to be met. We do the best we can with limited resources. Ideally the Food Bank satellite point should be at Roebuck Park, but we haven’t the meeting facilities there yet. Far from being a cosy club for Christians we

Hellingly Bowls Club Major works on improving the perimeter ditch and walkways have been almost fully completed in time for the start of the new outdoor season. This will complete Phase 1 of several planned improvements to the Club’s facilities. With over sixty members, the Club has a very busy programme of events to fit in by the end of the season - League and friendly matches, together with internal Club competitions and social events. Residents’ Association of R With the unofficial opening of the Hellingly Country Park within the precincts of the Roebuck Park estate, a whole new, and exciting, area for relaxation and recreation has opened up to our residents; confirming our estate as one of the best located in Wealden. We have Park Wood bordering the northern side and the Country Park between the two parts of the estate leading down to a County standard cricket field and two lovely ponds on the southern boundary. The quality of the pond area has not been lost to wildlife either! A family of Canada Geese and two families of ducks have made the area their home this year. There is still construction work to be undertaken to complete the Country Park including a permanent cricket pavilion, an area of allotments and the finishing off of the pathways etc. The Hellingly Community Centre will be built during 2016 and be situated between The Drive and the Country Park replacing the present builder’s yard. When completed, Roebuck Park and the Hellingly Country Park will become the envy of many in the neighbouring towns and villages – indeed, it already has! What many residents do not realise is that although the cost of constructing the Country Park was included in the developer’s 106 agreement along with Roebuck Park infrastructure and, therefore, paid for by the home owners in their purchase price (tens of thousands of Pounds per home!) the Hellingly Country Park does not belong to the residents despite what many were incorrectly told by the developer’s sales staff at the time of purchase. When all the work is done to a level acceptable to the Hellingly Parish Council, the ownership of the Park will be handed over to the Parish Council. As every homeowner in Hellingly pays Council Tax to Wealden District Council, a portion of this money is allocated to Hellingly Parish Council to administer, some

of which will be used to run the Park, maintain the infrastructure and the Community Centre. These areas are, therefore, public areas for use by any member of the public. Roebuck Park residents have no greater right to use the Park facilities than anyone else. Until Hellingly Parish Council take ownership of the Park, the responsibility for maintaining it remains with Persimmon/Charles Church. It is hoped that the transfer of ownership to the Parish Council for all but the pavilion and allotment sites will be done within the next few weeks. When that happens we trust that the Council will have put into place the necessary infrastructure to enable them to maintain the Park at a far higher standard than exists at the present time and enforce the byelaws that were published by them last year. Whatever action the Parish Council takes, it remains a fact that the Park lies next to the homes of Roebuck Park residents. It is up to all of us as users to assist the Parish Council by ensuring that ALL visitors to the Park abide by the byelaws. To this end when you observe behaviour that is against the byelaws please have the courage to speak to the perpetrators. If you get abuse back then immediately phone 101. We have advised you in the past that parking is at a premium within the estate for residents. To alleviate the situation the NHS/Sussex Partnership have kindly given permission for people to park in

Roebuck Park their car park adjacent to the old tennis court at the weekends. Please do not abuse this or else they will withdraw the facility. So it is essential that visitors to the Park at weekends are directed to the NHS car park until such time as parking is available at the Community Hall (at least two years away). The Residents’ Association of Roebuck Park has played, and continues to play, a very active role in ensuring that residents’ rights and freedoms are upheld and holds regular meetings with all the relevant authorities on behalf of the residents. Following the Parish Election earlier this year the residents are now fully represented on the Council and its sub committees.
