HellinglyHighlights From the Editor’s desk I hope that this edition of the Hellingly Highlights finds you all well and that you had a happy and peaceful Christmas. I hope that you have all survived the recent rain that we have had. Please be aware that the Council does have a supply of quick sandbags, which when they come into contact with water expand. They can be purchased at a cost of £2.50 each. If you would like to purchase any, please give me a call on 01323 461390 or by email on clerk@hellingly-pc.org.uk. You will have read in previous editions about the fact that the Council is to start work on a Neighbourhood Development Plan. The Steering Group members have now been found and the first meeting has been organised for the end of January. After the meeting we will be holding 8 discussion groups over the following 2-3 months. The discussion groups will be the opportunity for residents to be involved, just how the groups will be selected is still to be fine-tuned as part of the Steering Group discussions. Following the discussion groups, a questionnaire will be developed and sent to all residents. The questionnaire and the responses received will form the basis of the Neighbourhood Development Plan.
All details will be available on the Council website, so keep an eye out. Anyone who visits the Country Park will know that the Cricket Pavilion is now being built, the build is on schedule and will be ready for the start of the new cricket season. We are very happy with the build so far and believe that this will be a wonderful building and an asset for the community. The first tranche of the Park is due to be transferred to the Council in the very near future. You will start to see more benches and picnic tables appearing in the Park as the final provision of equipment due in the handover. Don’t forget our website, all Agendas and minutes of Council meetings are published every month. The new look website is now being developed so hopefully you will find it very useful, please look regularly to see if there is anything new that may be of interest to you. All that is left is for me to wish you a Happy New Year and I hope that you enjoy this latest issue of the Hellingly Highlights. Hellingly Community Park Trust Hellingly Community Park Trust – Nearly, but not quite. The Parish Council are poised to take over the main area of the Park very shortly. A snagging list has been compiled and contracts let and work is starting on this. Consultation has taken place about additional “park furniture” detailed in the original contract. There will be some more benches and picnic tables, a sign post showing the way to the cricket pitch and a couple of display boards. The HCPT are working on one detailing the history of the site.

Work on the new cricket pavilion started on December 1st and was well under way before Christmas. It is scheduled to be handed over in April ready for next year’s cricket season. The environmental area has had some work done on it to level out the anthills etc. The HCPT had a successful Annual General Meeting and a supper in November. From your MP As Chair of the All-Party Parliamentary Group on Ageing and Older People, I am determined to ensure that all Wealden’s elderly people receive the care and support that they deserve. I am also an MP in the county with the most over-85 year olds in the country, and therefore it is not unusual for residents to contact me to express their concerns about the future of Adult and Social Care services funded by East Sussex County Council. Therefore, I have sought reassurances about local government funding from the Secretary of State for Communities and Local Government, my neighbouring MP Greg Clark, ahead of his recent announcement of the Local Government Funding Settlement. I have also met with senior officials at East Sussex County Council to discuss the Council’s budget and I will be meeting with ministers to discuss the formula used to determine each county’s funding levels. It has also come to my attention that elderly people may be vulnerable to cyber-crime. In particular, phishing, where fraudsters send emails pretending to be from reputable companies in order to induce individuals to reveal personal information, such as passwords and credit card numbers. I’m working closely with the local Police and Crime Commissioner on this issue, and we would both encourage anyone who has suffered from phishing to come forward. I am also working with AgeUK East Sussex about this, and they are able to provide excellent advice to any elderly people on this, or any other issue. The next few months will be pivotal for Wealden, as key decisions will be made on rail upgrades, improvements to the A27 and local development. I for one also hope that 2016 will finally see a conclusion to the debate about future airport capacity in the South East, not to mention making tangible progress on making Gatwick a better neighbour to local residents. I will continue to do all that I can to produce the best possible outcomes for Wealden, and to help make decisions that will have a positive impact on people’s lives. We are in it together Hailsham and Hellingly, with the surrounding areas will face some big changes in the coming years. We all know about the Wealden District plans. As a church we are starting to look at ways in which we can play a significant role in the community. We already act as a Food Bank distribution point and are looking for a venue where we can be the most support to those who need it. We are also reflecting on ways we can support children and families. We already have a ‘Music for Minis’ group on Wednesday afternoons for preschool age children. Great fun! We are also considering how we can offer a parenting course. Within the church we are aware of how much illness there is and how much people struggle and are reflecting on ways we can offer God’s healing to people. And in Lent we are hopefully going to be able to offer a basic Christianity course for
seekers as well as those wanting to brush up their knowledge, and it will be one where there is food on offer! What is also important is how the churches should work together and I am hoping that in the week of Prayer for Christian Unity at the end of January to offer a chance for all the Christians to come together to worship as one. And beyond we are working with the police on a big Churches Together conference for the whole Wealden area to help with ways to engage better with our communities. Could you help us support unpaid carers in your local community? Or could we help you in your time of need?
Anyone can volunteer. It doesn’t matter what your skills, experience or background are, or how much time you can give, just a few hours a week can make a great deal of difference to someone at a time of crisis. There are lots of ways for you to get involved so why not join our friendly team of volunteers and do something positive for your community? We offer comprehensive training, excellent support and cover out of pocket expenses. It really is worthwhile.
The British Red Cross offers an Independent Living service that helps people to be independent at home. We offer help and support in a number of situations including, short term support for unpaid carers and their cared for, hand, arm and shoulder massage that reduces stress and pain and promotes a sense of well-being, a transport service for people who cannot get about easily or use public transport, and a mobility aids service that enables people to return home early from hospital, stay at home during illness or even go on holiday. Our Volunteers help with a range of activities including providing a befriending and sitting service, assistance with shopping, transport, walking the dog, meal preparation, light housework and companionship. We have a small dedicated team of volunteers who are out in your community now helping those most in need. At the British Red Cross we refuse to ignore people in crisis.

Herstmonceux Integrative Health Centre Cardiology Community Service
Welcoming Dr Zacks
The Cardiology Community Service is now being held at Herstmonceux Health Centre, this is a local NHS service for patients who have a suspected heart complaint and require further investigation.
Everyone at the Health Centre welcomes Dr Zacks to our team, Dr Zacks is a newly qualified Doctor who is completing his invaluable training in GP work. Dr Zacks will be with us for 4 months and will be training initially with our Doctors then seeing patients himself with the supervision of the Doctors at the surgery. This training is an important stage in their development and regarded by them all as very beneficial.
There is a weekly clinic held here for patients living in Herstmonceux, Hailsham and the surrounding area. It is run by one of the Community Cardiology Service’s specialist cardiac GPs – Dr Richard Blakey, Dr Charlotte Harrison and Dr Matt Jackson. Working alongside the doctors are cardiac nurses and physiologists who carry out the ECGs, heart monitoring tests and echocardiography (ultrasound scans of the heart). The team works closely with Cardiology Consultants, Dr Guy Lloyd and Dr Nik Patel. The service is run independently of Herstmonceux Health Centre, so if you need further information or want to change an appointment you will need to contact the service directly on 0845 528 0740.
Extended clinic hours From December we will be running monthly Saturday morning clinics, we are trialling these session to see if this works better than our late night Monday clinic. This service is primarily for patients who are unable to attend appointments during core working hours. The next clinic dates are Jan 16 and Feb 13.

St Leonards based charity offering new training opportunities to Rural communities

Do You Understand the Strain of being a Parent?
Thanks to Big Lottery funding FSN (The Fellowship of St Nicholas) has launched a new outreach volunteer project which will see them offering accredited training and non-accredited workshops and courses across Rural Rother and Wealden. The project named ROVTE (Rural Outreach Volunteer Training and Empowerment) offers local people the chance to volunteer within their local community. As part of this, volunteers will gain a level 3 City and Guilds Award in Education and Training for FREE, a real opportunity for those wishing to gain the skills and introductory qualification needed to deliver short courses and workshops within their communities. The project will then offer further short workshops in a variety of subjects across the rural areas. With their first accredited course in Wealden taking place in Hailsham in April, Project Manager Emma Turner, says “we are really looking forward to getting out into the communities and helping people gain the confidence and skills to share all of their knowledge and passion, and at the same time learning more about different and diverse subjects ourselves”. Residents’ Association of Roebuck Park 2015 has drawn to a close and we go into 2016 with the Developers hoping to complete Phase 6 by the end of April and vacate the site. I think that we at Roebuck Park are all looking forward to settling down and concentrating on our gardens and homes without construction vehicles clogging up our roads and parking bays and the noise and mess that they create. It is amazing how quiet and peaceful it is at the weekend. We would like to welcome all the new residents that have moved into Roebuck Mansions. The Parish Council are close to taking over the majority of Hellingly Country Park . This excludes the cricket pavilion, scheduled to be completed before the cricket season starts in May, and the allotments. The progress of the pavilion’s contractor has been quite outstanding and they should meet this deadline. The Residents’ Association’s job is by no means finished with the departure of the Developers. Our main role is to protect your investment in Roebuck Park and the environment in which
you live. We will be continuing to liaise with the relevant Authorities on your behalf in the achievement of this aim. Enjoying peace and quiet at home is a key aspect of our environment so we ask you to be a good citizen and report EVERY incident of anti-social behaviour. The whole community will ultimately benefit from your action. As soon as you possibly can, PLEASE phone 101 and make a report on any incident you see. If you feel the slightest bit intimidated by making a phone call, simply go to 101@sussex.pnn.police.uk and make your report on line. If you cannot identify the person/people involved, simply give a description of them – you may be surprised how often the Police can correctly identify the perpetrators as this type of person rarely commits anti-social acts on a one-off basis. When you have made your report, please give the Incident Number and brief details to the Residents’ Association (RA) for follow up. In the couple of years since this system has been in operation, incidences of anti-social behaviour in the area have dropped dramatically and, to

If all instances are reported a pattern of behaviour is quickly built up by the Police and other authorities and effective action can be taken. The Residents’ Association of Roebuck Park is exactly what its name states: it is an association of residents who elect a Committee at its AGM to look after their common interests. ALL residents may become members of the RA, whether home owners, part-owners or renters who live on the estate. Every resident is encouraged to join the RA for a one-off joining fee of £5.00. The RA’s Committee are all dedicated volunteers whose only reward for their hard work and commitment is the satisfaction of seeing Roebuck Park continually growing and flourishing. Three members of the present RA Committee are also elected Hellingly Parish Councillors and part of a liaison group with the NHS Foundation Trust so there is close co-operation with the wider community. The RA is looking forward to a significant improvement in the maintenance of the amenity areas following discussions with the Management Company agents that resulted in the appointment of a new gardening contractor. This new service has resulted in higher costs, but it is hoped that the cost will be reflected in a much higher standard of service and a more attractive environment for residents. With over half the householders in Roebuck Park now members of the RARP it is clear that the Committee must be doing something right. If you are not yet a member, ACT NOW!
