From the Editor’s desk Welcome to this latest edition of the Hellingly Highlights. A number of things have been happening since the last edition. Hopefully many of you will have seen the new cricket pavilion at the Country Park, it is nearing completion and I think that you will all agree that it is a lovely looking building. As you will read later on in this edition, it has been entered into the Sussex Heritage Awards, so fingers crossed. I am sure that Hailsham Cricket Club will find that the pavilion is a great benefit to them. You will have received your new Council Tax bill and you will see that Hellingly Parish Council were able to keep the increase in their element of the bill down to 1.1% for a band D property, this equates to just 10p per month. We have made a good start on the process for the Neighbourhood Development Plan and hopefully you all received a flyer inviting you to one of the Discussion Groups. As I write this we have held 2 groups for residents and 1 for businesses. The residents’ groups were reasonably well attended and a good discussion was had. There will be a final opportunity for discussion at the Annual Parish Meeting on 12 May 2016. So if you have
not been able to attend any of the discussion group dates then please come along. More detail about both the Neighbourhood Development Plan and the Annual Parish Meeting can be found later on in this edition. In celebration of the Queen’s 90th birthday, the Parish Council is organising an event on 11 June, more information is available later on in this edition. The transfer of the Country Park to the Parish Council has still unfortunately not taken place, but the Council does have a Groundsman and a Contractor for the bigger maintenance jobs lined up ready to start once the transfer takes place. Once again we organised Active Play Sessions for the local children during the Easter school holidays. By the time that you read this the Council’s new website should be live. So please have a look www.hellingly-pc.org.uk, this should also be mobile device compatible. And finally, if you are a member of a local group or have an event that you would like to write an article about then please let us have them. Hellingly Parish Council invite all Parishioners to join them in celebrating
the Queen’s 90th Birthday
with a large picnic, entertainment and games, on 11 June from noon onwards It will take place in the field adjacent to Hellingly Village Hall (Broad Farm). The hall is also hosting packed picnics at a cost of £5.00 per head for those who wish to dine in the hall. Tickets available soon.
A large marquee will accommodate a Concert Band that will perform at 12pm. Children and adults are encouraged to attend in fancy dress. An ice cream van and Punch & Judy will also be in attendance.
Mr Alan Booth will be playing the piano in the hall during lunch followed by an all-male quartet. Teas and coffees will be served in the hall by the Guides.

Red, white & blue party 11 June 2016
The park has still not been handed over to the Parish Council, so near and yet so far and very frustrating at this time of year when the maintenance for the following months is being planned.
Hailsham FM and Environment Hailsham proudly present the Red, White & Blue Party to celebrate the 90th birthday of HRH Queen Elizabeth II.
However, the Cricket Pavilion looks like being finished on time for the hand over at the end of the month and it is really amazing. The construction is of really high quality. We are working with the Parish Council and Persimmon Homes to see if we can get a Sussex Heritage Award for this building in the “Community Building” section. We are also working on a “History” information board to be sited in the Park and this will be followed by one near the pond showing the wildlife and flora. I walked down there on April 2nd and the geese are back. Hopefully they will have young as so many people got pleasure from them last year. The mallard ducks are still in residence..
This very special party will be held on her second birthday – Saturday 11 June 2016 at Grovelands School, Hailsham, BN27 3UW. From 7.30pm – 11.30pm. There will be live music from the Tipler & Norman Band plus music from the decades of the Queen’s reign from Hailsham FM DJs. Other attractions include a British icon’s fancy dress competition, prize raffle, cash bar until late, and other surprises. On the move Preparation of the Neighbourhood Development Plan for Hellingly Parish is under way. At the time of writing, six of the eight Discussion Groups have met. They have identified various key issues which the Plan should address. Notes of the meetings have been put on the Parish Council’s website. If anyone was unable to attend but wishes to contribute, please send your comments or suggestions to the Parish Clerk. Or come to the Annual Parish Meeting on the evening of 12th May when there will be a further opportunity to have your say. The next stage will be to send a questionnaire to everyone on the electoral register to see whether the Plans aims and approach have general support. This will draw on the views expressed at the Discussion Groups. The response will then enable work to commence on the production of a draft Plan which will be subject to further public consultation. Developers target Lower Horsebridge In November 2015 planning permission was granted for 12 new dwellings on land in North Street, Lower Horsebridge, almost opposite Field Close and some 250m north of the Post Office. It was approved as an exception to planning policy because the dwellings would be ‘affordable’ homes to rent provided by Affinity Sutton Housing Association. Four weeks later a further application was submitted to enlarge the development site to accommodate 32 dwellings, of which only 18 would be ‘affordable’. The Parish Council strongly objected, primarily because of poor land drainage and inappropriate siting. When Wealden’s Planning Committee South considered the application on 3rd March 2016, the local District Councillor, a Parish Councillor and two local residents spoke against it. The Committee resolved by 7 votes to 4 to refuse permission. At which point the Cabinet Portfolio Holder for Planning and Development, Ann Newton, exercised her power under the constitution (a power very rarely used) to require a review of the decision by Planning Committee North. That Committee met on 7th April and decided to overrule the earlier decision and to grant planning permission. So much for localism!

Hellingly Farmhouse Breakfast 2016 Once again a very successful Farmhouse Breakfast was held on February 15th in aid of the Royal Agricultural Benevolent Institution. We served over 200 full English breakfasts and raised over £1600. This was match funded by Barclays Bank by a further £1000. RABI helps the farming community, who rely on farming for their main source of income, but have fallen on hard times either from the weather, ill health or other circumstances. Apart from the usual people who are helped, there has been a huge demand from the Cumbrian farmers affected by the floods this winter. We were ably supported by a large number of volunteers, who we would like to thank and also to thank the people who attended the event. We believe this was an enjoyable experience and there was virtually no food left on the bales when they were returned to the kitchen. Gill and Bryan Hesselgrave

Cuckmere Flood Forum We have just been through one of the wettest winters since records began, with an unprecedented amount of rainfall in under an hour on January 8th. This fell on ground which was already saturated so the runoff was swift and violent and the river level rose unusually quickly. The rain fell on already saturated ground. Normally this amount of rain is more usual in August when the land is dry and can cope with it better. Luckily the mouth of the Cuckmere was free this year and the water level lower than usual, which may be because of a new policy with regards to removing the shingle. In the past this has returned to the sea but it is now being disposed of inland. This enables the water to get away quickly. More work is planned on the section between Boship and Knockhatch this summer, which will further enhance the flow. On the whole Hellingly came through relatively well. We only had about 3 properties where water came into the house. The road round the church and Mill lane were both flooded on several occasions, but this isn’t unusual – we do live in a flood plain. Local residents who are at risk have learnt to live with the problems and after the 2000 floods undertook a lot of work to protect their properties in the future, which has paid off. Compared to the devastation in Cumbria, the local situation was fairly minor, in spite of the local media trying to talk up a story. The worry for the future is that the large number of new dwellings to be built in the area may result in them being sited in unsuitable locations which could raise the flood risk. Church here at the heart of the community, for the community Spring is in the air, but so is talk of elections and voting campaigns. Over the next few months we shall be asked to make our mark and express our preference for this that and the other. There is no question that there are a lot of issues flying around which make the outcome of these votes rather crucial. The big one is the European Union, in/out vote. That will have big repercussions. Here we have the Police and Crime Commissioner elections. Around Hellingly and Hailsham there are a few issues of anti-social behaviour. Anyone into Facebook will be aware of the sort of incidents where a minority make misery for the majority. And with the prospects of more housing it doesn’t look like it will be getting better anytime soon! The Church with its quaint ‘olde worlde’ charm may seem far removed from all of that, but as a young Christian was once told off when describing a bishop’s chapel as a place to escape the world, it is in church that we bear the world’s pain to God’s heart. The parish church has a vital role in taking the world’s needs into God’s presence. So Sunday 1st May is Rogation Sunday and we shall start at the church at 10.45am but shall then process around the village offering our prayers and praises at a couple of venues. Hailsham Lions Club Hailsham Lions Club was formed in 1970 with twenty members, and today it’s still going strong. The Club members meet every first Tuesday of the month at the Charles Hunt Centre, in the heart of the town, at 7.30pm. And new members will be most welcome. However, before getting into how to join the Lions, here’s a few words about how the idea came about. It was the brainchild of a Chicago born man, Melvin Jones, who formed the first club during 1917. He reasoned that, although individuals helped those in need, it would be far better if those people did it collectively. There are now over 46,000 Lions Clubs in 202 countries with a membership exceeding 1.3 million, and 18,000 of those are in this country and Ireland, earning it the title of the largest service club organisation. Another aspect to mention here, all Lions Clubs are non-political, non-religious and non-sectarian, and open to men and women adults. All monies donated, and raised through fund raising, are used for local charitable purposes, covering young and not-so-young who need financial assistance for a project or piece of equipment. Like so many charitable organisations, the Club has many calls for help and it has to be careful in the distribution to ensure money is used wisely. Each application for financial or other help is

considered on its merits and discussed at the monthly business meetings. Over 84% of funds are spent locally. However, it’s not all fund raising and meetings. Hailsham Club members also know how to have fun either through monthly social events, the annual BBQ, coffee mornings, and hosting the mid-year and Christmas parties for our not-soyoung friends. The Lions motto is “Ordinary People – Amazing Things” bringing sunshine into the lives of those less fortunate and helping raise funds for those in need. The Society meets every second Wednesday in each month (except July & August) at 7.30 at the Methodist Church Hall High Street Hailsham, BN27 1AU. Visitors are always welcome, entrance fee £2.50. Membership is £14 per year and members attend meetings free (renews in January each year). We have a small & interesting Heritage Centre and Museum in Blackmans Yard Market Street Hailsham BN27 2JQ (behind the Hails ham Town Council Offices, entrance between Keymer Kebab and Lloyds Bank) which is open on Friday and Saturday mornings 10am-12.30 from May until September. We are always interested in copies of photos and documents relating to Hailsham and the local area, for display in the museum. Signed copies of our book “Hailsham Through Time”, by Amberly Publishing are available to purchase from the Society and proceeds go towards the preservation and restoration of our photo and document collection in the museum. A wise man once said go outdoors and remain there. There might still be a chill in the air but days are getting longer and the galanthus are in bloom – it’s the perfect time to prep the garden. Here are some beginner tips to get you started at this time of year.
One: Get your tools in order
Everyone needs the tools of their trade. My big five for the garden are fork, spade, hoe, rake, and trowel. A good pair of gloves are a must and a decent pair of secateurs will be at home in your pocket. A wheelbarrow completes the rock star look.
Two: Compost
One of the first things you want to establish is a compost heap. This can begin as simply a sunny corner in the garden where you put your vegetable scraps but you’ll soon want a container of sorts. There are numerous ones available on the market but it’s an easy job (and fun) to construct one from scrap timber or pallets, old tyres, bricks or wire mesh. A quick search online will yield countless tutorials; ignore them all and make up your own design. Avoid placing the heap on concrete, patio slabs or tarmac. You want a site on bare soil so worms and other creatures can colonise, they help mix the compost. When adding ingredients include a healthy mix of green (vegetable peelings, fruit waste, tea bags, plant prunings, grass cuttings etc.) and brown (cardboard egg boxes, scrunched up paper, small twigs etc.) waste. Do not add meat or cooked food waste, this attracts rats, and avoid citrus. Some egg shells provide good minerals though!

Three: Prepare the ground
In other words: weeding. Dig out tired old shrubs and weeds, especially perennials (thistle, nettle, bindweed etc.) Try to remove all parts of the roots, but don’t be over hasty. My grandfather would tell me a garden would only ever be finished if there was nothing left to take out. Use a fork to turn the soil over, hoe and then rake. Then bask in satisfaction. At this time of year if you’re not going to plant anything for another week or two then it helps to lay some old carpet over your freshly turned soil. This prevents new weeds from getting any sunlight and helps warm the ground.

A simple way to start planting is sow some herb seeds in small pots with fresh compost and sit them inside by a window with plenty of light. Water regularly but don’t drown them. Basil, parsley and thyme are all pretty easy to look after and don’t take long to grow. If you also grow tomatoes this year some basil will taste great with them.
Five: Sit
Another tip from my grandfather: when the work is complete don’t forget to sit in the garden; it’s important to enjoy the space you’ve created. If the nights are a little chilly, grab some blankets, get a fire pit on the go, cuddle up and crack open a bottle of the parsley wine you’ve had brewing in the shed since last year. Residents’ Association of Roebuck Park The new cricket Pavilion is nearing completion and is on schedule to be ready for this year’s cricket season. This building will be a terrific asset to the Hellingly Country Park and the residents of Roebuck Park as a focal point for summer activities.

We are sincerely hoping that by the time you read this, Hellingly Parish Council will have finally been able to take ownership of the Country Park from the developers. This will bring several benefits to Roebuck Park residents, not least of which will be the employment of a part-time Groundsman who will oversee the maintenance of the Park. As a Council Officer the Groundsman will ensure that the Council byelaws are observed. This will include ensure that dog poo and general rubbish are put in the bins provided.
If you saw the culprits, please let us know but at the same time would you PLEASE emphasize to everyone in your household of the critical importance that these belts must always be neatly stowed in their containers with the ropes properly rolled so that in the event that they are needed - it may be YOUR child or grandchild whose life is in danger - they are where anybody will expect them to be.

Once again, someone has been interfering with the lifebelts housed in the red containers situated by the ponds in the Country Park with one of the rings being thrown into the pond. We have no doubt that somebody thinks that this action is a huge joke: in fact, it is potentially life-threatening.
Even though the ponds are relatively shallow, they have deep mud and lots of foliage which can easily trap a child (and even an adult!) which could easily result in someone being drowned. These safety rings could be the difference between the life and death of someone who falls into a pond.

There is a fine of £5,000 that can be levied on anyone seen to be interfering with these lifebelt units. The fine reflects the importance of this equipment. Be assured, if any Committee Member of the RA, the Groundsman or Parish Councillor sees someone interfering with this equipment, action WILL be taken against the individual or people concerned. Residents are asked to report anyone they see interfering with this equipment to any RA Committee Member. The Country Park will have more than enough places for people to relax and enjoy the environment, with picnic tables and benches situated strategically around the park with rubbish bins close to areas with picnic tables. Poo bins are provided close to all the entrances of the park. The public need to be aware that until Hellingly Parish Council are able to provide parking at the new Community Hall there are barely sufficient spaces for residents. Verbally abusing residents that point out that you may not use a particular parking space is not acceptable. Four members of the RA Committee have recently held meetings directly with the Police Commissioner and our local Member of Parliament regarding a number of issues concerning the well-being of our residents to
which we have had an excellent response. Several issues are being followed through with them and matters are on-going. We were particularly impressed with the immediate action taken by our local MP Nus Ghani: it is good to know that we have an elected official who really does take her work seriously. The Residents’ Association of Roebuck Park is exactly what its name states: it is an association of residents who elect a Committee at its AGM to look after their common interests. ALL residents may become members of the RA, whether home owners, part-owners or renters who live on the estate. Every resident is encouraged to join the RA for a one-off joining fee of £5.00. The RA’s Committee are all dedicated volunteers whose only reward for their hard work and commitment is the satisfaction of seeing Roebuck Park continually growing and flourishing. Three members of the present RA Committee are also elected Hellingly Parish Councillors and part of a liaison group with the NHS Foundation Trust so there is close co-operation with the wider community. With over half the householders in Roebuck Park now members of the RARP it is clear that the Committee must be doing something right. If you are not yet a member, ACT NOW!
