Kelvedon Parish Council Magazine As your Parish Council we are pleased to introduce this “our” new Parish magazine. It is our intention that this will be the first issue of many, and it will be delivered FREE to every house in Kelvedon. The Parish Council is keen to communicate with each and every resident through this magazine, the website, Facebook or Twitter so that we can address your needs. This will be the first time that the Parish Council has produced its own publication to tell you what we are trying to achieve in our community.

The Chairman

Letter from the Chairman Hello and welcome to this, the first edition, of what is intended to be Kelvedon Parish Council’s regular magazine. The Council is conscious that it needs to communicate more readily with residents and so we are launching this magazine. We’re also revamping our website to make it quicker and easier to update. We are increasingly making use of FaceBook and Twitter and you may have noticed that there are now regular items in The Tribune. Parish Council meetings are advertised in advance and residents are welcome to attend. This last year has been quite difficult, with the resignation and subsequent arrest and charging of the previous Parish Clerk, and the need to bring all the accounts up to date. I’m pleased to confirm that we have in place a new Clerk (Peter Studd) and that the finances are now properly sorted with regular reporting and monitoring in place. The books have been audited and signed off for the last financial year. I’m confident that things are now running much more smoothly.

I know that many of you have been concerned about the recent spate of crimes in the area. At the recent Annual Parish Assembly Sergeant Richards was able to provide some context and reassurance. Nevertheless there will be a meeting on 16th June at The Institute with Nick Alston (Police and Crime Commissioner) starting at 7.30 pm. This will be an opportunity for you to make comments and put your questions directly to the man responsible for policing strategy in Essex. Various improvements are about to be made to the Recreation Ground – in particular, the installation of a mini skate park and a proper footpath between the car park and the Riverside Way entrance. It will include a spur to the toddlers’ play area. Hopefully, this will make the Recreation Ground and the play equipment much easier to access. Speaking of access, have you noticed that the roundabout has been replaced and that the new one is fully accessible to all?

the Two Villages Voluntary Association, but it also provides assistance and support to many other organisations in the village. A prime example is when the Council was able to help Easterford Pre-School when it faced closure due to urgent repairs being needed. We were also pleased to be able to help the netball players who regularly use the Recreation Ground with financial assistance to purchase kit. The Council employs a Parish Amenities and Maintenance Warden (Lewis Hunt) who does a great job in grass cutting, tidying up, emptying litter and dog bins and generally helping to keep the village looking clean and tidy. He is a great asset and I know from comments received that residents agree that he is doing a very good job. You may not know that the Parish Council receives details of all planning applications affecting the village and is able to review these and comment on them to Braintree District Council (which is the planning authority). The Council can (and does) liaise with Braintree over planning enforcement issues. Over a number of years, the Council has arranged Christmas lights for the village and, though these are only on a small

scale, nevertheless I do believe residents appreciate having a little something to brighten up the dark winter days and nights. The Council has recently lost the services of one of its members – Graham Dossett, who has moved away from the area. He is currently being replaced. However, come may next year, the Council has to stand for re-election and it is entirely possible that some of the current councillors will be standing down. This will be an opportunity for residents who would like to get involved to consider putting themselves forward for election. This summer marks the centenary of the outbreak of World War One and the Parish Council is marking this by distributing packets of poppy seeds to all households in the village. It is also supporting a very interesting book compiled by Nick Ezra which tells the stories of everyone from the village who was involved in the war. The Council continues to support the Youth Forum which does great work for the youngsters in the village. The Council also continues to support Kelvedon in Bloom and 4

Youth Forum

Kelvedon Youth Forum Kelvedon Youth Forum began some 8 years ago when the playing field was targeted by increasing levels of vandalism. Despite the best efforts of the police and residents, no culprits were firmly identified and the Parish Council decided that instead of looking at increasingly punitive measures, it would work to establish some form of youth meeting-point or Forum. This Forum which would give young people the opportunity to discuss and identify what they and their peers felt was needed, take an active role in seeking funds and thus gain "ownership" of whatever was achieved. A grant was obtained, members were recruited and meetings began. Kelvedon Youth Forum members first had to decide how they would function and what they wanted to achieve. Their first project used funding from Braintree District Council to provide a noticeboard at Kelvedon Playing Field. Members quickly agreed a draft set of Rules - all members of Kelvedon Parish Council's Recreation Committee to be entitled to attend meetings and to be able to speak, but not to vote; KYF membership to be open to all between Years 5 and voting age; all members under 15 years of age to be accompanied to meetings by a parent, guardian or adult approved by them; all meetings to be chaired by a Forum member on a 6-month rota. Next, members agreed that there were inadequate social facilities for young people in Kelvedon and that more challenging adventure equipment was needed at Kelvedon Recreation Ground. Two very large projects! 12

To solve the first, regular monthly Discos were set up and are still going strong with a team of adult volunteer helpers and around 100 young people entertained every month. Provision of adventure equipment was even more complicated. Three suppliers were invited to send Reps to Kelvedon Recreation Ground where each was grilled for some 90 minutes by KYF members who then agreed a list of equipment, obtained quotations and eventually grants totalling more than ÂŁ50,000! The Forum's efforts also resulted in an Award for Excellence from the Essex Environment Trust, a special mention in the Best Kept Playing Field Competition and runner-up in the Government's National Competition for Young People Working for their Communities. Next the Forum looked for volunteers to coach netball and four arrived. An Olympic Legacy grant was awarded for kit and Kelvedon now has more than 30 girls training each week and two teams playing at League level. Sport and recreation have always figured high on the Forum's agenda with two fundraising efforts- a sponsored walk and a Christmas Disco, resulting in donations to PARC and Brainwave - both charities for young people with disabilities. Within the village the Forum's next project was to develop play equipment at Thorne Road for children too young to visit the main Recreation Ground independently. Greenfields Housing Association was very generous and over two years the opinions of neighbouring residents were canvassed and funds raised - more mature residents

were not forgotten (despite the failure of a plan to provide adult exerecise equipment) and ample seating was installed for those bringing children to use the exciting new equipment. The Forum's most recent projects are still on-going – the design of a beginners' skateboard park to be incorporated into the new access path at the Recreation Ground to be installed this summer (don't worry, it's designed for pedestrian safety!); a possible swimming club under discussion with Kelvedon St Mary's Academy and a Cinema Club. The projection equipment has already been bought and the Forum is looking for

volunteers to help with two separate types of sessions - films for young people and Recollection Sessions featuring Classic Oldies for those whose memories are fading. So, if you're eligible for Forum membership (aged Year 5 to 18) come along to a Forum meeting (the rules say Monday evenings and no longer than an hour if possible) and if you're an adult willing to volunteer with the Cinema Club please register your interest through the Forum. Feering and Kelvedon

Local History Museum Feering and Kelvedon local History museum is in the old British School in Maldon Road, the building was built in 1630 by Thomas Aylett, it has been used as a school, twice as a billet for troops once by Oliver Cromwell’s Parliamentary army during the English Civil war and during the First World War by men of the Royal Warwickshire Regiment and later by troops from the Kings Liverpool Regiment who were in the village to guard the main road and the railway. It is now shared between the Library and the Museum.

We also remember the men who served in the villages forming part of the home defence force, these men came from first Warwickshire and Liverpool some of them forming friendships with the locals. Also included are displays about the wives who ran the shops in the High Street whilst their husbands were at the front, and the ladies who volunteered with the local Red Cross depot. The Museum publishes and sells various books on the history of the villages, including the Parish Council supported "Kelvedon and Feering in the Great War" and publications on the history of Kelvedon's Fire Brigade and Kelvedon's street lights and two publications of memories of the villages over the last century. The Museum is open on Saturday from 9.30 until 12.30 and on Monday afternoons from 2pm until 5pm March until October. Kelvedon Parish Council makes an annual grant to the museum and has also this year financially supported the publication of the new World War One Commemorative Book.

The Museum contains displays covering the history of the two villages, filling three rooms with all aspects of life, school, shops, and home life. Displays include the history of seed growing and transport. We have a display of soft toys by the famous toy maker Sonia Sage and Kelvedon Crested china. Documentary archives are kept in controlled conditions in a fourth room; subject to proof of identity, local residents are welcome to refer to these under the supervision of the Steward on duty. We do not attempt to duplicate the massive resources of the Official Record Offices, but in our Archive you may find more intimate information about life, individual or communal, in the villages of yesteryear. Family records and some Family trees of local interest are also included. The museum has a program of temporary exhibitions, to commemorate the centenary of the First World War. The current exhibition is dedicated to the men and women of the villages who served in the armed forces, and those who served at home on the land and the factories. Records of the 370 men show them serving in all branches of the forces many in the Essex Regiment and others in the Royal Army Service Corps. However there are men who served in many of the other Regiments as well, a lot of our boys served in the Royal Navy and some were in the Royal Flying Corps and the Royal Naval Air service. We have the Medal Records of Mabel Hunt who served with the French Red Cross and then the British Red Cross 16

Bloom

Kelvedon in Bloom is a non profit - making community group that seeks to improve the village through floral decoration, natural habitat enhancement and environmental awareness campaigns. Activities are managed by a small committee, with a team of volunteers from across the village helping with planting and improvement projects. We involve people of all ages and abilities as well as local businesses. We are always looking for more volunteers, so if you feel like helping, it is a very rewarding activity, see contact details at the end. We own in excess of 140 containers of varying sizes and types and apart from four half barrels at the Station, all now are high quality plastic containers with built in water reservoirs; most contain seasonal planting, which is done twice a year; some have permanent planting in them and they are distributed throughout the village; some are watered by businesses or residents in the vicinity and others are watered by our committee members. We also maintain five large areas of permanent planting, at Trews Garden, the Library, Bob’s Beds at the bottom of London Road, Bellingham Place and Pensioners’ Piece next to One Stop, helped by other volunteers who adopt an area. Each year we have improved our displays, either by replacing worn out containers, increasing numbers of containers in the village or revamping our permanent beds. Last year we obtained a £10K grant from Awards For All, with which we replaced the last few old containers and bought extra ones for Kings Meadow Court (these two

will go out at the end of May) and the Clock Shop. We also used the grant for three new seats made from recycled materials, which require little or no maintenance, and the installation costs of all three, two at the Recreation Ground near the play equipment and one to replace a broken seat at the front of Kings Meadow Court. Several new litter bins and dog bins were also purchased with this grant and the Parish Council provided the funding for these to be installed.

So where do we get the money to do this? Kelvedon Parish Council has for many years granted an annual amount specifically to enable our Community Group to keep Kelvedon colourful throughout the year. For at least 40 years, KPC has provided white flowerboxes throughout the High Street. Three years ago KIB replaced these worn out boxes with grey troughs with built in reservoirs, which could be left out and planted up for the Winter as well as the Summer. In 2000, our grant from KPC was increased to £700 and three years ago, when we bought the grey troughs and took over their planting too, the grant was increased to £850. Quite a few of the containers are now sponsored by local businesses at £25 per container – these can be identified by the laminated signage glued to each container. This sponsorship is invaluable to the Group and provides a supporting financial buffer. In addition to our own containers, we also plant some for other people, for instance the Labour Club and Deal of Kelvedon pay us to do their planting, which helps to fund plants for other areas of the village. We also plant up the two small containers at the URC and we were instrumental a few years ago in providing some plants in the beds behind the walls of the URC. In all we plant up over 160 containers twice a year.

Kelvedon and Feering Cricket Club Cricket in Kelvedon – an important part of our village. Kelvedon has had a cricket club for a long time. Originally on a site in London Road the club moved to a site off London Road Feering and then moved to its current site in Rye Mill Lane Feering. In 1984 under the guidance of a number of long-serving members, under the Chairmanship of Arthur Savill, the club was given a lease over a seed-trial ground owned by Nat Sherwood. A model for further development was used to build the current clubhouse using the skills and energy of a volunteer workforce. Over the years the clubhouse had been expanded and improved. The playing surface and practice facilities have been, and are currently, being improved using the same volunteer force. In 2007 the club developed its second ground with help from a loan from the English and Wales Cricket Board. Volunteers did most of the work, culminating in a massive stone-pick involving over 100 members of the club and the wider community. The club has a very active junior section that is the envy of many similar clubs in the area. Adult teams play in the Two Counties Cricket League in divisions 2, 5, and 7 as well as division C. They are also founder members of the Premier Division of the Piri Piri league. Apart from a number of successes in the Colts Leagues the club experienced a Golden Year in 2013 when they won three of the leagues and were promoted in three leagues. Reality has struck home a little this year but that is cricket! A successful ladies team won the Beaumont Seymour league in its initial year, but has struggled to carry on with winning, but has enjoyed the playing experience.

School at Chelmsford. The club is a recipient of Jack Petchey awards to its youth cricket section which allows young cricketers to inject further impetus in to the large youth section. As part of the village scene the club has been the recipient of the Essex Playing Fields Best Kept Cricket Ground on a number of occasions and always aims to repeat this. As part of a wider community involvement ethos the club goes in to many of the local schools to run both class-time and After School Clubs for girls and boys in order to provide non-discriminatory access to what club members regard as a fantastic facility. The club does not need large amounts of financial support from the local Parish and District councils, but is grateful for what support it does receive.
