This is not an ad-mag and contains a mixture of articles about our community and the things and organisations that work within the community, to make Kelvedon such a brilliant place to live, work and play. We have had, and continue to have, on going issues with Essex County Council Highways Department and their Public Rights of Way section, as we battle to get defects that have arisen in the village repaired or sorted out. In reality our village handyman has had to undertake many County tasks to keep you safe- by maintaining our footpaths and ensuring clear pavements, particually on London Road. The Parish Council has recently billed the County Council in an attempt to recoup these extra costs that we have incurred, and we hope to reach a settlement shortly.
The work of the Parish Council continues as we now seek to set a budget for the next financial year whilst at the same time trying to clear the village up for the forthcoming winter. We will be cutting back further brush on the Meadows this winter and we have recently established, that this winter the Environment Agency (EA) will not be clearing the weed from our stretch of the river. This operation normally creates a wide path on the riverbank caused by the machinery used – so for next year we will only have the current two metre wide path on the riverbank.
Policing remains an on-going issue in the village and the Parish Council continues to struggle to obtain accurate data as to what is actually going on in our area. We have now found that a Government website called Police UK provides the most accurate monthly picture of the actual crime pattern. This data can be accessed at http://www. police.uk/essex/7/crime/+ndLJKs/.
Lewis Hunt, our village handyman, is out there everyday working to keep the village neat and tidy but the grass is still growing madly, as is the brushwood, whilst the leaves have still to drop. Thus he is very busy at the moment – until such time as the cold weather slows nature down.
The village has just lost their PCSO Will Gladwell who has looked after us for the last six years, as he has been transferred to another beat. We look forward to getting to

The Chairman
Letter from the Chairman Welcome once again to Kelvedon Parish Council’s magazine. Autumn is disappearing and winter approaches, with dark nights (and dark mornings too for those who have to get up to go to work, take children to school or whatever) so I hope that residents will appreciate the festive Christmas lights around the village. I would like to extend my thanks to my councillor colleagues and to Kelvedon Community Association who have been working together to make this happen. Did you realise that Kelvedon Parish Council was originally formed in December 1894, so this year we are celebrating 120 years of serving the community. It seems appropriate therefore that, this year, Kelvedon has won the award for Best Kept Village in its class, won a County award for our work with the community and an Essex Playing Fields award for the quality, cleanliness and safety of our parks and water meadows. The council has successfully installed the new path and the skate park on the Recreation Ground, and more rubbish and dog waste bins have been installed around the village. The amount of waste collected has doubled, making for a neater and tidier environment. The hard work of Lewis Hunt has contributed in no small measure to all this, so thanks Lewis. The ‘back office’ team of Peter and Sue have been working extremely hard to improve the level of service offered to residents, responding promptly to queries and issues, so my thanks go to them. I am pleased to report that the latest parish council accounts have been signed off by the National Audit Office with a clean bill of health. We have come on in leaps 6
and bounds from the situation that Peter inherited from our previous Clerk. In the previous edition, I noted that Rob Lancashire had been co-opted onto the council. By the time you read this, we will be well on the way to co-opting another new councillor to replace Louise Buttery, who resigned for personal reasons. I would like to thank Louise for all her hard work during her time on the council and I wish her well going forwards. Speaking of new councillors, now seems an opportune moment to mention that Kelvedon Parish Council is up for re-election (all 11 seats) next May and I am aware that a number of current councillors may be planning to stand down, so this will create an opportunity for some new members – please do consider whether you’d be interested in standing come May. If you want to know a bit more about the job and what it entails, please see the council’s website (www.kelvedon.org.uk) or contact the Clerk via the council office. The council is deep in the throes of agreeing its budget for the coming financial year and the precept (the amount that it asks Braintree District Council to collect from residents on its behalf). As you may recall, the Parish Council is committed to keeping the precept unchanged for the coming financial year. This will be despite the fact that the amount of the grant received from Braintree District Council will be reduced. The consequence is likely to be that the ‘pot’ from which the parish council is able to make grants to village organisations will be smaller. The council’s policy of wishing to
support local organisations where possible remains unchanged.

I have previously commented about a distinct lack of any meaningful communication from the police. I regret to say that this is still an issue. Essex Police have now committed to holding regular community meetings every 8 weeks, chaired by an officer of at least the rank of sergeant. It remains to be seen how this development will work out in practice. The obvious downside is that they are scheduled in normal office hours and appear to be listed for Braintree or Witham (at least at present) which, I suspect, will not assist in attracting many Kelvedon residents. Additionally, there is an intention for local officers to hold regular drop in sessions. It was noticeable, however, that no police actually turned up at the first such scheduled meeting (13th October), despite it having been advertised locally. I hope that this is not the start of a trend.

Allotments By Councillor Nick Ezra

elvedon Parish Council’s first meeting was on 14th December 1894, following the election of councillors on the 4th, after the local government act of that year. The first two meetings were taken up with appointing a Clerk, arranging bank accounts and adopting Standing Orders, but at the February 1895 meeting it was decided to set up a subcommittee to look in to the need and to look for a site for allotments for the village. They held a public meeting in St Mary’s hall which had resulted in 24 applications for plots. So the hunt for land was on. In April it was decided to write to the land agent of Felix Hall, to ask if they would have a suitable field and at the same meeting the Rev Hay the Vicar (and also Chairman of the Council) offered a field called the “Bleach Pond” field to the council at £2.5s.0d per acre per annum. At the October meeting with no land seemingly available at Felix Hall it was decided to draw up an agreement to rent a piece of the Glebe land on Church Hill. At the November 1895 meeting, after a discussion, the tenancy agreement and rules for the allotments were agreed and Mr Godfrey was asked to print a sufficient number, which he did for £1.4s.8d. Councillors Mr Bonner and Mr Fitch were appointed as Allotment Wardens in 1896, and both continued to serve until 8
the late 1920’s. During 1896 the Wardens marked out and let the plots at 5d a rod per year and had drawn up an agreement with the Vicar, which was signed at the February 1897 council meeting. The Vice Chairman, Mr Polley, signing on behalf of the council as the Rev. Hay was Chairman and Vicar.
The Rowley Lane allotments can just be seen as Glebe Rd is being built.
The land was found to be difficult to cultivate and poorly drained, so in 1898 the rents were reduced to 4d a rod, and in 1900 reduced by a further halfpenny bringing in a total of £11.13.4 for all 800 rods. For the next ten years all went smoothly and crops got better, and rents were back at 5d a rod. 1911 was a bad year nationwide, a heat wave and drought causing poor crops and losses due to fire. So poor were the yields on Kelvedon’s allotments that the council decided to waive the rents for the following year. With the threat of war coming in 1914, the council decided to look for extra land, and new allotments were opened on Felix Hall land by the Rowley Lane Railway Bridge. Both sites were fully used through the Great War and into the 1920’s. With the exception of 1921, which was very wet, all seems to have gone well. In 1928 it seems that Bleach Pond field, by now called Stony Flint, was half empty, and it was decided to move the remaining plot holders to the lower end and plough the rest. It seems the plots on the Rowley Lane Field, and the new Braintree Rural district Council site off Orchard Road, known as “Barleyman Chase”, were more popular. At the September 1929 Council Meeting, the Wardens reported that some of the men renting plots had been in an “altercation” and some damage had been done, no record survives of who these were, or what it was about. 1931 brought 2 new Allotment wardens in Mr Taylor and Mr Rowell, who asked that the council allow them to give plots free of charge to local men suffering unemployment due

to the great depression. This allowed them the following year, to announce that both the Parish Councils sites were full. The same year the Rural District Council told the parish it intended to build a new road for housing (something the Parish had been asking for since the end of WW1) which would take in Barleyman Chase. In 1935, as St Marys Road was started, the Rural District asked Kelvedon to take over the shrinking allotment site, so as to allow men who lost plots to be moved to Parish sites. It was many years before this was completed. 2 plots on this site were lost to make a rubbish tip! As of the end of 1938 the Wardens reported there were eight vacant plots. With the outbreak of the Second World War, these were soon snapped up two being let to the Boys school in Church Street and being looked after by both local boys and evacuees. In 1943 the Barleymans Chase site, which by 1941 seems to be known as the St. Marys Rd site, suffered a plague of crickets that were thought to breeding on the R.D.C.’s rubbish tip. Also in 1943 to help with war effort some unused land in the High street was ploughed up for allotments by the Parish Council and let out free of charge. 1951 brought the first major change to the law on allotments, with the 1950 Allotment Act coming into force. discussion was given over closing The Stony Flint allotments before they were reset out. the Stony Flint site. The council decided to keep the site, but to review the situation every 5 years which has been done until now. A decision vindicated the following year, when the private plots at the Chase were relocated to Stony Flint, to allow the construction of the Recreation Ground. Also, the remains of the St Marys Road site was lost as the County Council had decided to build a school, with some going to the new site started by the Labour Club, and some going to Stony Flint. The 1960’s saw Stony Flint reset out, but with dwindling numbers the top half of the field was sublet to Park Farm, and the Rowley lane site closed. Stony Flint remained only half used until only a few years ago, when interest in growing your own fruit and veg reawakened, with Stony Flint now 90% let. So we have 110 years of continuous use at Stony Flint out of which only 7 years appear to have not covered their costs, and during the war years and through the great Depression they have been of great value to our community.

Please Vote for Democracy On 7th May 2015 there will be a series of elections which affect you and what happens within our village and the purpose of this article is to encourage you to vote, either by postal ballot or by putting your cross on a series of ballot papers, at the Institute on that date. Firstly, we will have a General Election where residents are asked to elect their Member of Parliament and where we are part of the Witham constituency. This result will be declared on the night of 7/5/14 or shortly thereafter. Our County Councillor – Lady Patricia Newton does not face election on 7/5/15 and thus remains in place to support the Parish Council and to deal with any problems that you wish to take to her. Secondly, as part of the Kelvedon and Feering constituency of Braintree District Council (BDC) there will be the chance to vote for two District Councillors. Cllr Tom Foster is standing down after many years of service to this Parish. The votes of the principle authority (BDC) will be counted once our M.P has been elected. Thirdly, there may be the opportunity to vote for, and elect, your Parish Councillors. In the past

many councillors have been co-opted onto the Parish Council, as a residents have not put up sufficient candidates to force a vote. In fact it is twenty seven years since a councillor has been elected to your Parish Council, and the purpose of this article is to seek a wider representation of residents on your Parish Council. Kelvedon, given the size of its electoral roll, is entitled to eleven councillors and we normally have the full number of councillors. However, a number of our Parish Councillors are or may be considering standing down, as in many instances they have given decades of service and want to engage in other activities. The Parish Council is thus seeking your involvement in our village affairs or as the Essex Association of Local Councils puts it to be “Someone who makes a difference and gains the best for their community”. The role involves attendance at one or two meetings per month at which you take decisions about which activities the Parish Council will support, where money should be spent, what services we should be delivering and what polices should be implemented. Councillors then monitor the effectiveness of their decisions to ensure that the Parish Council delivers efficient and effective services within our village, whilst at the same time representing the Council at various local, district and county meetings. Councillor activities are guided and assisted by a paid Parish Clerk- who has a detailed knowledge of the Local Government Act of 1972 – which is the legal framework within which Parish Councils have to work.

Your Local Councillor
Cllr Mrs Lesley Hill
Lesley moved to Kelvedon on 4th February 1972 and joined Kelvedon Parish Council as a co-opted member on 4th November 1984. One of her first tasks was to take over the organising of the white flower boxes, which the Council used to put out every summer in the village, adopted by residents and businesses in the High Street. This led to arranging a subcommittee called ‘Kelvedon in Bloom’.in order to increase the impact of floral decoration throughout the village and in 1998 the subcommittee became an independent community group, allowing for outside grants to be acquired. Over the subsequent years, Lesley, treasurer for this group since its inception, has continued to help beautify the village and gradually increase the numbers of containers of flowers, obtaining grants over the years totalling £25K for planters, other street furniture and equipment, like the water bowser and trailer, which she uses to water a good number of the planters on a regular basis. In 2006, Lesley, as a representative of KPC, joined the Packhorse Bridge Society committee and was asked to be its treasurer. She was instrumental in obtaining grants in excess of £40K towards the restoration of the bridge. She has also acquired other funding towards the purchase of part of the island onto which the bridge leads, and more funding to obtain a lease on the other part belonging to ECC, securing the land for use as a community asset and wildlife area. Lesley has been Vice Chairman of KPC for at least 16 years and in that capacity she has attended most of the subcommittees as ex officio member, taking particular interest in Planning, Emergency Planning, Finance and Recreation. Although now over retirement age, Lesley still works part-time as a Chiropodist. In the latter half of the 1970’s, Lesley was Akela for Panthers Cub Pack and leader for Junior Kelvedon Players, concurrently for about 5 years, during which time she wrote and directed 4 pantomimes especially for JKPs. She became involved with the senior group, Kelvedon Players, during their production of ‘The Wizard of OZ’ in January 1978. Since then she has been acting, directing and creating numerous animal costumes and properties for both plays and pantomimes and is currently also treasurer for this group. Lesley is married to Ian, who has been treasurer for the Institute Hall for more years than he cares to remember and spends a lot of his spare time down by the Packhorse Bridge, helping to manage the island for both public access and wildlife. 16

Youth Forum In early 2011, our Ladies Netball Club was approached by the Kelvedon Youth Forum to discuss the possibility of offering a much needed girls’ sports club in this area. We agreed that we would support this great idea and four of us from the ladies team volunteered to launch a netball skills club for ‘Fitness and Fun’. Our first evening attracted in the region of fifteen local girls with contrasting levels of ability, from some who found it difficult to catch a ball, through to reasonably accomplished players. This blend helped to build a great team spirit, which introduced the players to fun yet focused training sessions. Since that first session, around 30 girls now regularly attend each Wednesday evening. It has been so pleasing to witness how each player has improved their fitness and skills as well as make new friends. In November 2013, the club decided to enter two teams into the Colchester Junior Netball League, which was further testament to the players’ hard work, commitment and enthusiasm. The teams - Kelvedon Sparks and Kelvedon Flyers approached each game positively, put their newly found skills into action and naturally had a mixture of wins and losses, learning from each game.

This winter will be our second season and with The Sparks and Flyers teams developing well, we have also added a younger team – Kelvedon Rockets who are also showing great potential. All the girls are very keen to train every Wednesday with our fabulous new coach – Vanessa Mallows and are ready to start their matches in November. We are all very proud of their progress and achievements. The Club is yet to have its own sponsor for this season, but previously we have had fantastic financial support from Kelvedon Parish Council and Kelvedon Community Association, who have helped fund the girl’s new kit. Peter Studd, Parish Clerk for Kelvedon, has also given us invaluable help and advice. A talented local art teacher, Elise Clitheroe designed our fabulous new logo and Lee Valentine from RJ Printers, in Maldon, printed our logo, which looks amazing on the new kit. Getting ready for the cold weather - which can start as early as October - means that you’re more likely to keep warm and well. Here are some things you can do to stay safe and ward off the winter chills.
Be prepared for
Check your heating system Keep simple cold, flu and sore throat remedies in the house. Follow up your GP’s invitation to have a flu jab. Order repeat prescriptions in plenty of time, particularly if bad weather is forecast. Ask your local pharmacy if they offer a prescription pick-up and delivery service.
Dress in plenty of layers and make sure that you have some warm shoes or boots with non-slip soles. Eat healthily and keep as active as possible. Keep basic food items in the cupboard or freezer in case it’s too cold to go shopping. Keep a mixture of salt and sand handy to put on steps or paths in icy weather. Consider fitting a grab rail if you have steps at your front or back door. Ask your family, neighbours or friends if they could call or visit you more often if a period of cold weather stops you getting out and about.
Help with your heating bills
It’s important to make sure you’re not missing out on any benefits or discounts you’re entitled to that will help you keep your home warm. You can contact your local Age UK for a benefits check and advice on any other financial support you may be eligible for.
Winter Fuel Payment
Most people over 60 are entitled to the Winter Fuel Payment to help with heating costs. This is a tax-free payment of between £100 and £300 paid to you between November and December. If this is the first year that you are eligible, contact the Winter Fuel Payments helpline to ensure that you don’t miss out on 08459 15 15 15.
Cold Weather Payment
If you receive Pension Credit, or certain other benefits, you’re automatically paid a Cold Weather Payment when the temperature is at 0°C (32°F) or below for seven days in a row.
Warm Home Discount
You may be entitled to a Warm Home Discount on your electricity bill if you receive Pension Credit or if you’re on a low income. It’s a one-off discount usually made between October and March. Check with your energy supplier or ask Age UK.

Garden Club
There has been a Garden Club, in various guises, serving the Parishes of Feering and Kelvedon since 1859; over 150 years of shows, talks, advice and progress in gardening. Today we still have an active Garden Club, which has been in its present form, The Feering and Kelvedon Garden Club, since 1942.

The Club meets monthly, on the first Tuesday of the month, and members enjoy a wide variety of speakers. We meet in the Kelvedon Institute at 8.p.m. Whilst our primary interest is gardening, our members like a range of subjects linked to gardening, so over the last year we have listened to great talks on growing dahlias, bee keeping and game keeping. A talk entitled “The Humble Spud” showed us that the potato family is anything but humble and certainly

not boring and how many of us knew that Isaac Bunting, a nurseryman of Colchester was instrumental in bringing lilies to Britain? In November we welcomed Ken Crowther of BBC Essex to the Club to talk about Winter Colour. This meeting was open to everyone interested in gardening and we were pleased to see members of other Gardening Clubs. It is a friendly, sociable club with about 70 members and apart from talks we hold two shows each year, and have two outings during the summer. This year our evening visit was to Cressing Temple Walled Garden and we had a day out at RHS Wisley. The Christmas Social is always popular. A Flower of the Month competition is held at every meeting. And there is the annual Chairman’s Project. This is always something to grow and the winner holds the Ridgeon’s Shield for a year. In the past we have grown geraniums, fuchsias, pot dahlias and potatoes. This year we are aiming for something a little bigger - an oak tree! It’s a competition that, along with the Shows, demonstrates the talents of our members. Our Annual Open Show, held in late August/early September, draws in over 400 entries from adults and children, members and non-member alike. We have a wide range of classes which include fruit, vegetables, plants and flower arrangements as well as baking, preserves, photography and crafts. We have independent judges who always comment on the high standard of the Show entries. The Show itself is great to look around and stimulates ideas as well as the senses. We are always happy to welcome new members and visitors, no gardening expertise is required and if you are new to gardening it is a great place to learn. If you are a fount of gardening knowledge this is greatly valued. COOKING
1. Preheat the oven to 200C/400F/Gas 6. Lightly grease a baking tin, and line with non-stick paper, pushing it into the corners. 2. In a large bowl whisk the eggs and sugar using an electric hand whisk until the mixture is pale in colour, light and frothy. 3. Sift the flour and cocoa powder into the bowl and carefully cut and fold together, using a spatula, until all the cocoa and flour are incorporated into the egg mixture. (Be careful not to beat the air out of the mixture). 4. Pour the mixture into the lined tin and spread evenly out into the corners. Bake in the middle of the preheated oven for 8–10 minutes, or until well risen and firm to the touch. 5. Place a large piece of baking paper on the work surface. Dust with icing sugar generously. Carefully turn the cake upside down onto the paper and remove the bottom lining paper. 6. Cut a score mark 2.5cm in along one of the longer edges. Starting with this edge, begin to tightly roll up the sponge using the paper. Roll with the paper inside and sit the roll on top of its outside edge to cool completely.
For the chocolate sponge • 4 large free-range eggs • 100g Caster sugar • 65g Self-raising flour • 40g Cocoa powder • Icing sugar (to dust)
For the chocolate topping • ½ pint double cream • 300g dark chocolate broken into small pieces

7. While the cake is cooling down, make the topping. Warm the cream in a saucepan. Remove from the heat and add the chocolate, stirring until it is melted. Cool to room temperature, then put into the fridge to firm up. 8. Uncurl the cold Swiss roll and remove the paper. Spread the whipped cream on top, and re-roll tightly. Cut a quarter of the cake off from the end on the diagonal. Transfer the large piece of cake to a serving plate and angle the cut end in to the middle of the large cake to make a branch.
For the cream filling
9. Put the chocolate icing into a piping bag fitted with a nozzle. Pipe long thick lines along the cake, covering the cake completely. Cover each end with icing.
• ½ pint double cream, whipped
10. Dust with icing sugar and decorate as you wish.
