The weather has been good this year and this has resulted in a lot of growth alongside our footpaths and on Brockwell Meadows. Lewis the Parish Amenity Worker is out there on his rounds five days a week but the nettles do seem to be growing as you look at them, at the moment. Once again the good work of Lewis and those villagers who help us by keeping the place safe, tidy and wholesome was recognised as we were a awarded a Certificate of Merit in the Best Kept Village Competition run by the Rural Communities Council for Essex. Development continues to occur within the village – as Greenfields have got on with the construction of their first two properties in Dowches Drive, where properties are being built in very close proximity to other residents without causing too many problems. The bulk of their development (70 plus units) will we understand commence in April 2016.

An indication of where these homes will be located should follow in the spring of 2016 and thus work is continuing to developthe Neighbourhood plan – so that we as a community can hopefully shape and direct any development that is eventually proposed in this area.

It is possible that we shall shortly see a planning application for the redevelopment of the old Scope or Grangewood site/ Butlers Fuel Store, with perhaps a number of properties being developed as infill on an existing brown field site. In relation to the Braintree District (BDC) Local Plan- the annual number of houses to be built across the whole district has still to be determined and this decision is expected to be made in September. This is likely to be

The Community Festival was a great success and we are now starting work to plan the Christmas lights with our colleagues from KCA. We are working on revamping the Toddlers Play Area in the Recreation Ground, as it has become outdated but funding will not become available until 2016. The water supply to the Pavilion on the Recreation Ground is worn out and new water mains may be needed. We also continue to deal with a number of other challenging situations around the village. On a positive note – the pavement repairs on London Road appear to have been completed to a good standard and we now have two new bus shelters in place – so real progress has been made this summer. Letter from the Chairman Welcome once again to Kelvedon Parish Council’s magazine.

I hope you have been enjoying the sunshine that we have had of late, though it has been a bit too humid for my liking, especially as I have to commute to London every day – not a great experience!! Any of you who have similar journeys have my sympathy. This has been compounded by various delays and disruptions recently. Very frustrating. As you may be aware the current rail franchise is due to be renewed next Autumn and there are 3 contenders in the frame. Let’s hope that whoever makes the successful bid will be able to improve the travelling experience – though it won’t happen overnight. As the next franchise will be for a number of years there is a real opportunity for significant investment by the successful bidder. As we move through the summer, I anticipate that Braintree District Council will make progress with their Local Plan. In particular they should be able to give more precise information about the number of houses they will need to see built across the district over the next few years. Currently Braintree

have indicated a number between about 750 and 950 a year but we also need to bear in mind that in previous years they have missed their target for new homes , so there is also a ‘backlog’ to clear. That might suggest a final figure nearer to the top end of the range. Allied to this, they will also need to decide where new houses will be built – new ‘garden cities’, development around principal sites, infill of existing sites, or some combination? Whatever the answer, no development at all in Kelvedon simply isn’t an option. Which brings me to Kelvedon’s Neighbourhood Plan. Work on this is ongoing. Various task groups are meeting and currently are determining their data requirements. Through the next few months you will see more tangible outcomes of this work in the form of a number of surveys and questionnaires. This is where your input will be particularly crucial so please do take the time to complete and return them and don’t just ditch them as ‘junk mail’. A meaningful Neighbourhood Plan can

only come about by you giving your views. Incidentally we still need more volunteers to help assemble and deliver the project – there really is a lot of work involved and the more people that can assist, the better. A number of you have commented about increased amounts of litter, particularly on or around the Recreation Ground. Lewis does his best to clear it up (and during the school holidays he will be litter picking every morning) and bins are emptied regularly. The Council is also extremely grateful to the local residents who do a sterling job in picking up litter that they find. The point is, though, that they shouldn’t have to do so. Bins are available and it really doesn’t take much effort to put your litter in them. If you think we need more bins in particular places, let us know and we will see what we can do.

Youth Forum

We’re changing the way we work at

Kelvedon Youth Forum You may have seen the story of Kelvedon’s Youth Forum in the very first issue of Kelvedon News. Well, now Forum members are looking at new and exciting changes. The Parish Council has been advised that the relationship between it and the Forum is no longer appropriate in its current form - so what will this mean? First of all we need to give you a brief outline of what the Forum does and how it started. It all began with an invitation from the Council to young people school year 6 (and sometimes 5) up to Voting Age, to meet regularly to identify and discuss local matters of interest not only to them but also to residents of all ages. would result in ideas and action soon took off with the Forum electing its own Chairman and working with the Council through members of its Recreation Committee. Over the years the Forum has obtained more than £100,000 of grant funding towards play- and activity-equipment; supported children’s charities through its own fundraising; received national recognition through Government short-listing for innovation and excellence; and suggested and implemented plans for well-supported monthly discos, for the Kelvedon Junior Netball Club and for the village Youth Cinema Club. In all these activities Forum members have been helped and supported by many specialists who have given their time and expertise as well as by Councillors and parents. Our most recent news is that the Forum will soon be operating as an independent body although still recognised by the Parish Council and able to put forward suggestions for the benefit of residents of all ages whilst keeping its main emphasis on youth projects. So what does this mean? Some things will never change - the Forum always welcomes new members, currently there’s no election process so that the only requirements are an interest in how things work in your village of Kelvedon and a desire to put forward ideas to help others. SO - if you’re going to be in School Year 5 and above this September do come along to a Forum meeting. Please note, if you’re under 15 you’ll need to be accompanied by a parent, guardian or an adult approved by them. Meetings are held at 6.45pm, usually on a Monday, and rarely last more than an hour. she’ll send you details of the next couple of Forum meeting plus a permission form to fill in and bring along with you. What will be on the Agenda? Naturally, any changes to the way the Forum is run - so you need to be there to have your say for the future; new projects - such as the outdoor health and fitness equipment for all ages for which plans put forward by a Forum member are currently with the Parish Council; a new Youth Drop-In Centre - the Forum has supported the idea of regular, informal gatherings for young people at the Small Hall being built behind the Institute, adult volunteers are needed; Film Club, the late Winter programme of films needs to be booked - so all suggestions will be welcome. And of course we need adults to help with all these ideas plus new ones as they arise. The Forum is always anxious to recruit volunteers to support existing activities and to help with accounting, publicity, stewarding etc etc. Again, contact Jill Hinds to offer your help - no matter how limited. Kelvedon is very fortunate to have somewhere where young residents can put forward ideas and debate them. The Forum is not unique but, as its track record shows, it does what it says - it’s a genuine Youth Forum, somewhere for young people to talk, agree (and disagree) and whenever possible bring long lasting benefit to the whole community.

Kelvedon Good Companions

Kelvedon Good Companions, a club for over 60s male and female, has been meeting in Kelvedon for over 60 years. Originally the club was held in the British Legion Hall in Church Road until it relocated to the Kelvedon Labour Club Hall.

At the end of the year the Companions hold a Christmas Bazaar to raise money for their Christmas dinner which is always held on the first Monday in January but they enjoy also the festive period with a party in December where all members receive a gift.

The Good Companions meet alternate Mondays 2pm to 4pm and their various activities include games of Hoi and Bingo, visiting entertainers, occasional days out and visits to small local theatres. The Companions also enjoy regular afternoon teas provided by the WI or at a local Nursery as well as a Harvest Fish and Chip lunch. In addition to this are member’s special celebration teas where a ‘good spread’ is always provided by their fellow Good Companions.

All members receive a card each year to celebrate their birthday and if any member unfortunately becomes ill the Companions make sure they receive a card and best wishes to help cheer them up. Of course more importantly each time the Good Companions meet it is a chance to catch up with old friends and make new ones. All this is for an annual subscription of just £7 and £1.50 per meeting which pays for a cup of tea, a biscuit and a raffle prize. The Good Companions wouldn’t exist without all the hard work of the committee, June Joslin (Chairperson), Angela Chittock (Vice Chairperson), Jean Shead (Treasurer), Richard Downing (Sectretary), Brian Chittock, Pat Felton, Jill & Ray Maidon, Nigel & Marion Mason, Sheila Mason, Lorraine Menditta and Joyce Rowe. The parish councillors are elected representatives who volunteer their time free to work on behalf of their community. In the case of Kelvedon because only ten people put themselves forward for the eleven seats they were all duly elected. This means there is still one seat left to be filled. Because a vote cannot be held every time there is a councillor post to be filled a process of co-option is carried out where a suitable candidate will be unanimously elected by the existing council.

Cllr Louise Buttery

Louise moved to Kelvedon with her family when she was three years old. She attended Easterford Pre-School and St Mary’s Primary School, followed by Honywood Secondary School. After studying for A-Levels at Colchester VI Form College she read Law at the University of Essex and completed the Legal Practice Course at Anglia Ruskin University in Chelmsford. Louise has always worked locally in Essex and qualified as a Solicitor in 2011. Early in her career she chose to specialise in Family Law as she really enjoys working closely with clients on a personal level, building and maintaining strong relationships with both clients and other professionals. She is currently employed at Birkett Long LLP and is based mainly in their Colchester branch, although she also works from their Chelmsford and Basildon offices on a regular basis. She finds her work very rewarding and enjoys being able to guide and assist clients through what is, quite often, one of the most difficult and challenging times of their lives. She is proud to have been able to help many residents of Kelvedon over the years in a professional capacity and hopes to continue to do so. Louise joined Kelvedon Parish Council over five years ago when she was just 22 years old and continues to be an active member of committees and sub-committees. She has a particular interest in environmental and recreational matters, seeking to ensure that Kelvedon’s rural character and community spirit is preserved. She currently sits on the Finance, Personnel and Planning Committees and represents Kelvedon Parish Council at public meetings held by outside organisations wherever possible. Louise recognises that Parish Council expenditure is going to have to be reduced in the coming years in line with the reduction of the budget available. She is keen to work with other Councillors to streamline Parish Council processes and ensure that essential amenities and facilities are preserved, whilst reductions in spending are achieved wherever possible without compromising the services Kelvedon Parish Council provides to local residents. Aside from her work as a Parish Councillor, Louise is involved with a variety of other organisations within the village. She is a Parish Council representative on the Youth Forum and a member of the Parochial Church Council for St Mary’s Church. Through these roles, together with other various positions she has held in previous years within the village, she engages with many residents on a regular basis. On a personal note, Louise is a keen musician. She enjoys playing the piano and sings in two local choirs; St Mary’s Church Choir in Kelvedon and Vocalise, a modern choir based on West Mersea. She is hoping to learn another instrument in the future and would be particularly interested in learning to play the violin. •VILLAGE SCENE• “Lewis does it again” Kelvedon Parish Council was awarded a merit award certificate at the recent RCCE AGM in the ‘Best Kept Village’ awards. PACKHORSE BRIDGE SOCIETY –

Restoration of an ancient bridge Several years ago, representatives of the K & F Heritage Society and the two Parish Councils of Kelvedon and Feering formed a committee to look into the possibility of restoring, or at least stabilizing, the old bridge, which was known locally as the ‘Roman Arches’. Advisors from Essex County Council were also on this committee, called the Packhorse Bridge Society (PBS). After many visits to the Essex Records Office and enlisting a brick specialist, we now know that this bridge was built between 1730 and 1760. It formed part of the then main road from East Anglia to London, with the two villages being a vital staging post for the traffic of the time. The bridge leads onto an island from the Feering side and until its demise in the late 1800’s, a wooden bridge completed the river crossing onto Swan Street. There are no current plans to replace the wooden bridge. In 1892 the current road bridge was commissioned for safety reasons, as the mail coaches and other fast traffic could not cope with the tight bends at the Swan Street junctions with the bridge and the High Street. 18 KPC06 Artwork A5.indd 18-19

Support for the Restoration Project Support came through email, initially through the Heritage Society members, spreading to other local societies and groups within the locality and then further afield, through the PBS website. Membership of the Society was opened to all and sponsorship of bricks and bat bricks was encouraged.16 bat bricks have been incorporated into the fabric of the restored bridge. Both Kelvedon and Feering PCs gave grants; KCA provided £25 to open a bank account; Foster Contracting and E of E Co-op donated large amounts. Blackwater Aggregates at Bradwell Pit provided free sand for the entire project, saving us a few hundred pounds.

Restoration commenced in 2008 funded by a £4K grant from Essex Heritage Trust: In the first place we could not see all of the bridge due to the overgrowth and the river silt which had built up over the years under and around the arches nearest to the island. There were seven arches to the bridge originally and the first arch from the mainland is totally beneath the lane leading to the bridge; the second arch is only visible from the downstream side. The third arch was not too badly damaged by the ravages of time and neglect, but the fourth arch had a tree stump growing through it, which had compromised the roof on the upstream side. The river spur going under the bridge only flowed through arches 3 and 4, so it was decided to repair these below the water line in the first instance, including the supporting walls at the upstream ends, remove the tree stump in arch 4 and repair the vault to stabilize the bridge. After this section or phase was completed,

a further assessment of the bridge was made. The tree stump, complete with some of the bricks still embedded within its fabric, can be seen on the island. Essex County Council gave a £17K grant from the Community Initiatives Fund (CIF). Arches 3 and 4 were restored to the level of the top of the vault. An old repair in arch 6 was causing some concern, as the remaining portion of the bridge in this area was very

narrow. A digger was hired to carry out the excavations and arch 7 was found to be 75% intact. The downstream ends of arches 5, 6 and 7 were rebuilt first. The foundation for the missing wall between arches 5 and 6 was also started and three layers of bricks were added to get the wall above the waterline while it was fairly dry – in order to do this, after much scrambling around, Harvey Wash lent us a submersible pump after the one we hired unfortunately proved to be not fit for purpose. Due to lack of funds, work suspended in 2010. The builders were aware that funding might be sporadic and had agreed to return when money was available again. A frustrating year ensued. After many applications for funding, with disappointing results, we suddenly managed to secure enough in 2011 for completion of this project: £10K from Essex Environment Trust through Cory’s Environmental and a further £10K grant from ECC Big Society

Fund. The wall and vaults of both arches 5 and 6 were rebuilt. A retaining wall for the surface of the bridge was built on both sides. Infilling on top of the bridge was done with spare soil from the island and 10 ton of gravel/sand mixture donated by Blackwater Aggregates defines the pathway. For safety reasons an oak fence was inserted, then some plants added to the borders. ECC CIF gave another £3k+ grant for information boards. Acquisition of the island: Thanks to Blackwater Aggregates and their donations totaling £3K, we have managed to buy the FPC part of the island and towards the end of 2014 secured a 25 year lease on the rest from ECC. All costs except £1 to FPC were solicitors, searches and land registry fees totaling £5468.25! Management of the island as a wildlife area: Volunteers have cleared away much of the unwanted vegetation and there

is now an observation hide. The Scouts have built four bat boxes and planted bulbs and several small trees; the Brownies have planted a beech tree and built a small mammal/insect hotel. Grateful thanks goes to Crabbs Barn Wedding Venue for paying our insurance for the last three years. The grass is growing well and there are wild flowers appearing here and there. We have decided to cut pathways through the area, leading past places of interest, leaving the majority of the grass and plants to grow until the flowers have seeded. Sometime in August or early September, all the grassed areas will be cut, the seeds allowed to settle for a couple of weeks and then the hay will be collected, leaving the clearings for any activity we choose to have on the island in September. Wildlife observed on the island: A baby stoat, lots of ducks and ducklings, a grass snake, two pairs of egrets, a flock of long tailed tits as well as the usual insect and birdlife. Please let us know if you see anything unusual. Future Funding: The PBS needs more volunteers and funding in order to enhance and manage the island - any sums of money that are donated will contribute greatly to the project. Some trees have already been sponsored. KPC has lent us a strimmer, but we will have to buy our own eventually. We would also like to buy or borrow some bat listening devices to use in the autumn evenings.

KELVEDON WI The Women’s Institute (WI) celebrates its centenary this year. The first meeting in the UK was held in Llanfairpwll on Anglesey, Wales on 16 September 1915. Since then, the WI has grown to become the largest women’s voluntary organisation in the UK, with over 212,000 members in 6,600 branches. The WI was first established to educate rural women, and to encourage countrywomen to get involved in growing and preserving food to help to increase the supply of food to the war-torn nation. Perhaps you saw the recent television drama series on ITV “Home Fires”? Inspired by the non-fiction book ‘Jambusters’ written by Julie Summer, the series followed a group of inspirational women, “the Great Paxford Women’s Institute”, in a rural Cheshire community during World War II. Education and the sharing of skills have always been at the heart of the organisation, and this remains true today. Whilst the meeting venues might have changed from the local village hall to a local café, the ethos and reputation of the WI remains the same, and women join now to meet new friends, learn new skills and make a difference on matters that are important to them now as fellow members did in 1915. The National Federation of Women’s Institutes (NFWI) hosted its Centenary Annual Meeting at the Royal Albert Hall on Thursday 4 June 2015, with delegate Christine Saffell representing Kelvedon WI. The meeting was enjoyed by 5,100 members in the hall, and by thousands of viewers across the country as they tuned into the live broadcast of the proceedings. HM The Queen, HRH The Princess

by Joanna Brown Royal, and HRH The Countess of Wessex joined this year’s very special meeting. HM The Queen is President of Sandringham WI, HRH The Princess Royal is a long-standing NFWI Associate, and HRH The Countess of Wessex is a member of Bagshot WI. HM The Queen delivered a moving speech, congratulating the WI on its 100th anniversary. So there couldn’t be a better time to get involved! Kelvedon WI was founded over 40 years ago and currently has 54 members, brings friendship, enjoyment and fun to the ladies of Kelvedon and the surrounding area. We are an active and growing group and enjoy the many activities and opportunities available to us as members. We meet on the 2nd Wednesday evening of the month at the Kelvedon Institute, 78 High St, Kelvedon, where we usually have a speaker or a demonstration. Here’s a taste of what we have been doing over the last year or so: We have enjoyed talks from a wide variety of speakers and experts including: a successful business woman who learned her trade as a pig breeder while serving time in an open

prison; the life of Isaac Newton; the history of ladies’ underwear; Thames sailing barges; the historic buildings of Dedham and Lavenham; hot wax painting; wholefood cookery; classical Indian dancing; Jack the Ripper; bird migration; and the art of “Decopatch”. We have even had a visit from a police sniffer dog and learned the rudiments of ukulele playing! Outings have included visits to Ingatestone Hall, Buckingham Palace, a Thames river cruise, and the Christmas market in Bury St. Edmunds. We were recently welcomed by the Masonic Lodge, where we were told the history and origins of Freemasonry and how Kelvedon’s splendid Easterford Lodge was built at the end of the nineteenth century,

thanks to the generosity of Sir William Abdy of Felix Hall, and with the involvement of Dr Salter, a local doctor, sportsman and prominent Freemason. Kelvedon WI has raised money for various charities and earlier this year, our members supported the “Live Local? Think Local, Try Local” open day organised by the Kelvedon and Feering Business Network, with a cake stall. Kelvedon & Feering Cricket Club By Simon Gibbs KFCC is very proud to have been selected to host four adult games for the ICC World Cricket League Division Six, following a very successful debut game held last year when Holland and Denmark contested an Under19 game.

The games are scheduled as follows: • Monday 7 September - Botswana v Suriname • Tuesday 8 September - Cayman Islands v Saudi Arabia • Thursday 10 September - Cayman Islands v Norway • Friday 11 September - play off for third and fourth place teams

This is a wonderful opportunity for these new entrants to the world stage, and a great chance for the villages to give the teams a warm welcome. The local schools will be involved and the Cricket Club hopes that anyone who is interested in cricket in both Kelvedon and Feering will come along to support and enjoy some special days of cricket. This week of International activity at the Cricket Club provides an ideal opportunity for anyone who has not visited our picturesque club to appreciate this superb facility. The club is not solely a place to play cricket, it is used by people within the villages for family parties and functions and is superbly looked after by a lot of hard-working volunteers making it a valuable asset of which the two villages can be proud. The matches will begin at 10.30 am at the Cricket Club in Rye Mill Lane, Feering (CO5 9SB), for those that need directions. Everyone is welcome and refreshments will be available throughout the day.
