Kent Police This is my second article for the Ramsgate Community Ad Magazine as the local Police Community Support Officer (PCSO) for Central Harbour Ward. I have been PCSO since October 2015 and it has been a busy few months. We have been working closely with other agencies in the town centre regarding parking and driving through the town. Ramsgate Town Centre is a pedestrian zone only from 10am to 5pm daily and a no parking zone 24/7. The only vehicles that are allowed to use the town between 10am and 5pm are police and other emergency services, utility vehicles in an emergency and cash vans.

There are many events coming up this year which I am looking forward to as local PCSO: Ramsgate Carnival, Great Bucket & Spade Run and Ramsgate Week. These events all bring in many visitors to the town and I hope we can, as a town, make them all feel safe and welcome. The start of the summer holidays is always busy and something we all look forward to. I will be holding my regular surgery at the Ramsgate Library on a monthly basis, please look out for dates.

Town Promoter I have really enjoyed the time so far, as Town Promoter, and I have met so many brilliant people who do an enormous amount to support Ramsgate. From the excellent range of volunteer groups who dedicate so much of their time trying to improve Ramsgate, to the hard working businesses that are supporting Ramsgate’s regeneration, there are numerous people that are helping to make Ramsgate a great place to live, work and visit. Part of my role, as Town Promoter, is to work with local businesses because Ramsgate Town Council recognises how important local enterprise is to our economy. In the ten years I have lived here I have seen many changes for the better with new shops, cafes, bars and restaurants opening and increasing what our town has to offer. We still have a way to go, but we are heading towards a thriving town centre and with your continued support, we will achieve it. The Pride in Thanet Tourism Awards were testament to Ramsgate’s revival and our town, we should certainly be feeling very proud! A Ramsgate group or business received an award in almost every category including a new award given to the retail industry recognising how important local shops are to the Isle of Thanet. One of the biggest success stories of the evening was Ramsgate Local Shoppers run by Maria Thompson and Mary Sharrock who were overall winners in their category. They run a local ‘Shop Bombing’ Facebook group where, every month they and a band of residents choose an independent shop or cafe and each spend up to £10. Their win demonstrates the diversity of independent shops and cafes that we have in Ramsgate, as their Facebook group expands (now with over 700 members), so too does the range of businesses we have to offer.

Ramsgate War Memorial Granted Listed Status War memorials across Kent are among hundreds to be listed over the last year through Historic England’s pledge to protect 2,500 memorials by 2018, marking the centenary of the First World War. • Shepherdswell War Memorial – Listed Grade II • War Memorial in the churchyard of the Parish Church of St Mary the Virgin, Dover – Listed Grade II • War Memorial at St George’s Church, Ramsgate – Listed Grade II • Gillingham War Memorial – Listed Grade II • War Memorial in the churchyard of the Church of All Saints, Whitstable – Listed Grade II • Eythorne War Memorial – Listed Grade II • Broadstairs War Memorial – Listed Grade II Built by communities in the years following the conflict, these memorials are a poignant, physical reminder of the sacrifices and loss the First World War brought about. One hundred years on, it is time to come together again to ensure our memorials are in good condition, and properly recognised by listing where appropriate. Roger Bowdler, Director of Listing at Historic England, said: “Researching, recording and recommending up to 2,500 more war memorials for listing over the next five years is a major task but one that Historic England is proud to undertake. These memorials will gain a place on the National Heritage List for England to tell the story of this country’s sacrifice and struggle.” Historic England has pledged to list a total of 2,500 war memorials over the centenary of the First World War. To do this we need members of the public to put their war memorials forward for listing. This is all part of a wider partnership we have forged with War Memorials Trust, Civic Voice and
the Imperial War Museums to help communities discover, care for and conserve their local war memorials. Working with enthusiastic volunteers across the country, the programme is providing up to £2 million in grants for war memorial repair and conservation and hundreds of workshops to teach people how to record their memorials and put them forward for listing. Our goal is to see as many war memorials as possible are in a fitting condition for the centenary, and they remain cherished local landmarks for generations to come. Ramsgate Croquet Club Despite the lack of action on the croquet lawns in recent months, members of the club maintenance team have been busy in the club house this winter, with some interior decoration ready for the new season. However, the absence of outdoor activity will come to an end on Saturday April 23, when members will gather for the first day of the 2016 playing season. Traditionally known as President’s Day, it features a golf croquet tournament in which four players compete head to head in the individual games. A “friendly” weekend is planned for Saturday May 7 and Sunday May 8, when teams from Watford will visit the club for a two-day golf croquet event. The ever popular Ladies Golf Open will be also held in May with Evelyn Martin from Ashby-de-la-Zouch returning once again as the tournament manager. Sunday June 5 sees the return of the increasingly popular and well-attended Public Open Day, scheduled to coincide with National Croquet Day 2016. Members of the public are invited to take up a mallet and try their skill at hitting the balls at various distances, in the hope of being first to get through the hoops. Club members will be on hand to offer advice and assistance. All that is needed to take part are flat soled shoes and clothing appropriate to the weather conditions. The following weekend, Saturday June 11 and Sunday June 12, the nationally-known playerturned-coach Cliff Jones is returning to Ramsgate to manage the Croquet Association (CA) Golf Open Championship. This tournament attracts
some of the best players from the UK and abroad. On the Monday and Tuesday following this event, Cliff Jones returns to the lawns to offer club members coaching in both golf and association croquet. Wednesday June 22 sees the return of the local U3A groups in the first of four weekly afternoon taster sessions. The CA Singles Handicap event takes place over the weekend of Saturday July 9 and Sunday July 10. Manager for this event will be Ramsgate’s own Roger Loram. On Sunday July 24, the club’s annual Mixed Ability Golf Tournament pairs club members with higher handicaps with fellow members on a lower handicap, in a doubles competition with a difference, organised by Lee Ault and Douglas Cossey. Ramsgate Croquet Club also runs a junior section for 8-18 year olds, with sessions on Saturday morning beginning at 10am. All of the juniors’ coaches are fully qualified and police checked. Visitors are always welcome to view the matches, either at the lawns themselves, or from the higher vantage point on Royal Parade. Ramsgate’s Budget 2016/17 Some residents have been concerned to write to Ramsgate Town Council (RTC) asking why there is such a large apparent increase in the RTC precept. RTC has to balance expenditure and income every year and to propose a budget, but this year a number of issues have come together to create a situation where the Council, after careful consideration decided to agree a substantial percentage increase to the local precept. A mixture of current and cumulative losses combined with extra expenditure liabilities has created a situation where the Council had to take action. Even allowing for the increase to £38.43/annum, this is less than the average for Kent which is currently £54/annum (and likely to rise still further) and much less than many other Coastal Counties where enormous precepts are being set. It is also only a tiny part of the overall Council tax bill. Assuming 1.99% increases for Thanet District Council (TDC), the Police and Kent Fire and Rescue, with 3.99% for Kent County Council (KCC), the percentage of the total Council tax charge for a band D property in Ramsgate for 2016/17 is as follows: KCC = 70.35% TDC = 13.38% Kent Police = 9.43% Kent Fire and rescue = 4.50% RTC = 2.34% Total = 100%
RTC’s increase works out at 91.5p/month extra for a band D household.
What has caused this increase? In 2013 RTC faced losing nearly 30% of its income after Central Government cut its Council tax grant to TDC and in doing so cut our Council tax base from which we calculate our precept. Fortunately HMG made some amends, but we still lost £4,000 per annum income every year since then. Last year that grant was cut by nearly £9,000 and again this year it was cut so that RTC has lost nearly £17,000 overall. We had to take a view and felt that a budget which restored the likely complete loss of around £92,000 per annum would be required. If we received subsequent cuts in the future we would be able to ride out the loss by taking a prudent line with the budget. Sums like £92,000 are too much for a small Council like RTC to contain and bear in mind we had already lost £33,000 in lost revenue. RTC held the same budget for 4 years, with no increases for 3 years and that is estimated to have cost £29,000 in inflationary costs alone. Our cumulative losses is therefore £62,000 and add our potential loss of the entire grant and lost income of £92,000, we are now exceeding £150,000 in losses of income potential. That is the income side of the problem, let’s look at the expenditure:

• In 2016/17 RTC will be supporting free parking in Ramsgate at Leopold street car park that will cost £9,000 per annum. • We will be expanding deep cleaning of the streets cost £8,000. • Events funding costs £60,000 per annum and RTC will be taking the greatest burden. This year RTC have lost £12,000. TDC may well contribute but they are facing increasingly difficult financial circumstances and therefore we have to do more. • The famous palms cost £10,000 per annum to look after and we now have expanded our improvement activities to other sites this sum may double or triple. • RTC is acting as the body of last resort and we cannot know what the residents of Ramsgate will ask us to rescue or assist with, so we need more resources to ensure that Ramsgate continues on the path of regeneration. • Our reserves which are literally our rainy day money are very low after 3 years of 0% increases and our auditor will require that we take action, if we allow this state of affairs to continue. So there you have it, a perfect financial storm not of our making, with reducing income and greater liabilities. No one wishes to increase the precept unnecessarily, but we were forced by circumstances beyond our control to act prudently. Even allowing for the increase RTC is a very prudent Council with one of the lowest precepts in the County if not the Country, when compared to its size and needs. You should not compare this to Margate as they have a Charter Trustees with very minimal powers to do anything within that town, RTC elected members do not receive an allowance.

Blend - For Everyone Who Loves to Sing Local organisation Blend-For Everyone Who Loves to Sing has recently opened its latest weekly Social Singing groups at The Salvation Army Hall on Thursday mornings from 10am – 11:30am and in Cliffsend at the Village Hall on Wednesday mornings from 10:30am – 11:30am. Open to adults of all ages, both groups offer the opportunity for anyone who enjoys a jolly good sing to get together and do just that! Social Singing is not technical or formal, but it is a great deal of fun, gets you meeting like-minded people and makes you feel good! Material is drawn from a wide range of popular
music styles and era, so there is always something for everyone within a session. Members can also opt to get involved in performing at local events and concerts should they wish, but this is entirely optional. It’s also great to have the inside track on shopping options. I relocated to Ramsgate two years ago and have had lots of opportunities to find out what this lovely coastal town has to offer. I am the author of the No Expert Food Blog and I review Restaurants, Bars and Cafes from the perspective of a customer, rather than an industry professional. Ramsgate is so lucky to be the home of Kyoto Sushi & Grill. It’s an authentic Japanese Restaurant (the only one in Thanet) and the Chef produces some fabulous dishes. My favourites are the Salmon Teriyaki and the beautifully presented, very fresh Sashimi. They also do Bento Boxes which are a great introduction to Japanese food. I have eaten here numerous times now and it just keeps getting better. It’s popular too, so best to book especially at weekends.
Located in the Old Police Station, Saltworks have done a great job converting the old cells to create a stunning and unique retail space. The shop sells so many beautiful things including stylish ladies and children’s clothing, designer furniture, jewellery, personal and home fragrances, jams, chutneys and specialty teas. Saltworks is a favourite of mine all year round and one of the first places I think of when looking for a special gift. It’s very hard not to be tempted when you browse around this shop.

Maggie Cheetham An interview with the Secretary of Thanet Hard of Hearing Club, Maggie Cheetham. Why did you join the Thanet Hard of Hearing Club? My husband and I moved to Thanet from Dartford a couple of years ago and I’m profoundly deaf, so when we saw an advert for the club, we went along and introduced ourselves. They are a friendly bunch.

How did you become Secretary? The outgoing Chairman, Jean Howarth, said that the existing committee were going to stand down as the jobs were becoming too much to cope with, and felt that a younger committee would attract younger members. Jean asked for volunteers and I volunteered as did my husband who is the Treasurer. What are you arranging for the club in the future? I have arranged something for every club meeting between now and the end of July. We have a break in August and are having a visit to the RNLI in the Ramsgate Royal Harbour, a very easy quiz and a strawberry tea. We are starting to arrange lunches at other times, in local pubs; this is very popular with members. I have set up a website www.thohclub.org.uk where the events for the next month are listed. We have put up posters around Thanet with a seagull saying “Eh? What? Speak up?” you might have seen them! Where do you meet and can anyone join? We meet at the Townley, in the High Street, opposite the Oddfellows, on the 2nd and 4th Wednesday of the month, starting at 2pm. Anyone is welcome to come along and see what we do. There is a loop system in operation for deaf people, we would never turn anyone away, hearing or not. There is a £1 entrance fee which includes events, tea and biscuits. Creative Champions Promote Kindness in Newington Each Thursday evening residents of Newington have been meeting to think-up ways to spread kindness throughout the community, Creative Champions have been creating hand-made tokens/gifts to give to friends or leave in locations around Newington. Over Valentine’s weekend they hung paper hearts with compliments on fences for passers-by to take. One evening they left books with kindness quotes inside for children to discover the next morning in the playground. These acts of kindness aim to make an individual’s day a little bit better and in turn inspire that person to be kind too. The Creative Champions will host Best Fest in Newington on Saturday July 30 and Sunday July 31, for a second time. This year’s event will invite the wider area of Thanet to visit Newington to take part in a range of fun participatory activities. Local organisations and community groups will attend in order to raise awareness for their causes and find new volunteers. There will also be a special installation to document all the kindness campaigns led by the Creative Champions.

Summer Events in Ellington Park May Fayre Ellington Park, Saturday May 21, 12noon - 6pm 2016 is the seventh year of the very popular and successful May Fayre. This year its fame is spreading even further to include a continental flavour with a Belgian market and a band, as well as chilli products and pastries from Italy. There will be even more stalls and products than ever, including local crafts, knitwear, jewellery, delicious confectionery, plants and vintage clothes, as well as hundreds of good quality, second-hand books in the Ellington Park bookshop. Food and refreshments will be available at the beer tent and from the food stalls. Our community and charity groups will be well represented. A fabulous, eclectic mix of live music bands are appearing at the bandstand, among them are: Thanet Concert Band, Celtic Capers, Acoustic Works and Fracaban from Belguim. The Ramsgate and District Model Engineering Club will be running their traditional Steam Train rides throughout the day. As well as the Fun Fair new attractions include, a human statue, bubble football and Kidz Kartz. The Old London Bus will be coming again to ferry people from the harbour to the park. Come along to enjoy the lovely friendly atmosphere. There is something for everybody!

Summer Events in Ellington Park Battles for Victory Ellington Park, Saturday July 9 and Sunday July 10, 10am - 5pm A magnificent, living history event which is being supported by the Friends. This is primarily to commemorate the anniversary of the Battle of the Somme, but will also encompass battles since 1800 to the present. Saturday July 9 - A two-hour stage show ‘Keep the home fires burning’. Performances by Thanet Male Voice Choir and Birchington Silver Band. There are also many attractions including over forty military vehicles, NAAFI wagon, Little Tea Tank, vintage fun fair, Real-Ale bar, Westlands BBQ as well as the traditional steam train. The closing performance on Saturday will be the Cinque Ports Corps of Drums as part of a poignant Drumhead service. A dance will be held in the evening at the Red Arrows Club. (Fruit) Salad Days at The Micro Museum We were looking at the Oric 1 and Oric Atmos computers in our Museum displays and started thinking about the company Tangerine that made them. For fun, we then began trying to remember other fruit named connections with computing and games and we found ourselves compiling a fruit-full list (rather like the famous Ronnie Corbett and Harry Enfield sketch “My Blackberry is not working”). This is what we came up with:
Orange - The mobile and broadband company.
Apple - the first of the big fruit, the brand launched by Steve Wozniak, Steve Jobs and Ronald Wayne. The Apple 1 was made in 1976.
Papaya - Papaya Studio, A video game developer in California making titles for the Xbox 360, Playstations 2 and 3, Nintendo and the Wii and WiiU.
Apricot - A 1980s computer company producing desktop PCs.
Pear - PearPC is a PowerPC platform emulator.
Banana - Banana Pi. A single board computer influenced by Raspberry Pi and launched in 2015.
Pineapple - We stumbled on this one by accident. It’s a Computer shop in Malaysia.
Blackberry - The smartphone, the first in the range was released in 1999.
Plum - The Plum keyboard, a computer keyboard which was quite different from a QWERTY keyboard, with keys arranged in a square grid pattern and a manufacturers’ claim that a user could learn to touch type in just 2 weeks.
Cherry - The Cherry Corporation, a US company making switches, sensors and computer input devices. Clementine - SPSS Clementine was the name of a data mining software tool. It was acquired and renamed SPSS Modeler by IBM in 2009. Coconut - OK, you’d think this is a nut but botanically it is called a drupe and can be classed as nut, seed or fruit - so we’re including Coconuts Entertainment Co. Ltd., a Japanese video game company. Lime - LimeWire was a free peer-to-peer client for the Java platform for sharing files. Mango - (Multi-Image Analysis GUI). Noncommercial software for viewing, editing and analysing medical images. Orange - Orange Micro made a hardware PC emulator to run DOS and Windows software on an Apple Mac. Orange - Orange Pi, An open source single board quad core computer.
Greenplum - (Database) an open-source data warehouse. Tangerine - A cross-platform music server for Linux, Windows or Mac. Raspberry - Raspberry Pi, the tiny computer for exploring computing launched in 2012. And the one that started us thinking back to our fruit salad days…Tangerine Computer Systems, makers of the Oric1, the Oric Atmos and other computers in the early 1980s.
